INTRODUCTION<br />

Morgan’s Point Resort Fire Department presents this <strong>2015</strong> <strong>Annual</strong> Report to the<br />

Administration and citizens of Morgan’s Point Resort. <strong>2015</strong> was a transitional year for<br />

our Fire Department as we welcomed a new Fire Chief, and saw our long time Fire Chief<br />

retire.<br />

Morgan’s Point Resort Fire Department is an “all hazards” response agency that<br />

responds to all types of emergency medical calls and fire incidents. In addition we are<br />

also trained and prepared to respond to large scale and more complex incidents. To<br />

accomplish this, Fire Rescue has trained personnel capable of responding to water<br />

rescue, high and low angle rope rescue, and mass casualty response wherever and<br />

whenever the need may arise.<br />

In October of <strong>2015</strong> Morgan’s Point Resort Fire Department initiated the process to<br />

obtain “Recognized Best Practices” accreditation through the Texas Fire Chiefs<br />

Association (TFCA). Accreditation is a comprehensive self-assessment and evaluation<br />

model that enables organizations to examine past, current, and future service levels and<br />

internal performance and compare them to industry best practices. This process leads<br />

to improved service delivery. Peer chief officers evaluate 368 processes in 12 categories<br />

to ensure compliance with industry standards. Morgan’s Point Fire Department will be<br />

the 5 th “Recognized” department in Texas, with this prestigious distinction upon<br />

completion.<br />

Additionally, Morgan’s Point Fire Department is currently rated a Class 6 fire<br />

department by the Insurance Services Organization (ISO). ISO is an insurance industry<br />

risk advisory body which helps carriers set appropriate premiums. In order to<br />

accomplish this, the ISO conducts evaluations of municipal fire protection efforts. The<br />

rating system goes from Class 1 to Class 10, with rating numbers representing more fire<br />

protection efforts in the community the closer you get to Class 1. Morgan’s Point Resort<br />

Fire Department anticipates another evaluation in the future and is taking steps to<br />

maintain a Class 3 rating under a recently revised ISO rating program.<br />

In <strong>2015</strong> Morgan’s Point Resort Fire Department saw call volume at or above historical<br />

highs, responding to a total of 546 incidents. Morgan’s Point Resort Fire Department<br />

firefighters are responding to more calls for service and devoting more hours to training<br />

than ever before. A summation of Fire Rescue’s important statistics is located at the end<br />

of this report.<br />

Whatever emergency that may arise, Morgan’s Point Resort Fire Department has a<br />

trained and competent staff available to respond to the needs of the community.

MESSAGE FROM THE CHIEF<br />

I am pleased to present this <strong>Annual</strong> Report to the community<br />

on behalf of all the members of Morgan’s Point Resort Fire<br />

Department who serve the residents and visitors of our community. The community has a right<br />

to know and this report is presented to the public in order to inform and highlight all the<br />

activities your fire department performs throughout the year. Operating as a modern<br />

emergency services organization, we respond to all types of emergencies, as well as many nonemergencies<br />

that impact our citizens.<br />

This report will identify our statistics involving emergency response, but will also highlight many<br />

activities we utilize to make Morgan’s Point Resort a safe place to live, work, and visit.<br />

Community engagement is an essential part of our service delivery, because reducing risk is<br />

more cost effective than responding to emergencies. This concept applies to the health and<br />

welfare of citizens as well as fire prevention efforts. A partnership with the public through the<br />

participation in our programs and in association with fire prevention activities is necessary for<br />

the reduction of hazards and injuries.<br />

This report will also highlight many accomplishments over the last year, none of which would<br />

have been possible without the support of City Council, City Staff, and the citizens we are here<br />

to serve. The accomplishments are the foundation of our member’s professionalism, dedication,<br />

and skills that are essential to improving the quality of life of the community. It is important to<br />

recognize our accomplishments while always being aware of the need to continually improve on<br />

what we do, and recognize new technology, processes, and initiatives that improve our service<br />

delivery in the future.<br />

FACILITIES AND EQUIPMENT<br />

Morgan’s Point Resort Fire Department maintains facilities strategically located in Morgan’s<br />

Point Resort to ensure a timely and efficient response to emergencies.<br />

The department operates a single station located at 6 Lake Forest Drive, staffed with<br />

two (2) Pumper/Engines, two (2) Wildland “Brush” Trucks, one (1) Tanker Truck, one (1) Rescue,<br />

and one (1) Command vehicle. Additionally the department operates two (2) boats for rescue<br />

and fire suppression from Morgan’s Point Resort Marina.<br />

The 911 Communications center is a regional asset, located in Belton off Avenue O.

FIREFIGHTING AND WATER SUPPLY APPARATUS<br />

Morgan’s Point Resort Fire Department maintains a modern, efficient, and reliable fleet of<br />

emergency vehicles. Over the past five years we have completed a fleet renewal program<br />

which resulted in the replacement of all front line firefighting Engines. The benefits of the fleet<br />

renewal have been many, including increased reliability, standardization, increased economy,<br />

reduced maintenance requirements, and greater flexibility to provide services to the<br />

community.<br />

EMERGENCY MANAGEMENT<br />

The mission of Emergency Management is to develop plans and procedures that provide an<br />

efficient and effective response to the threats facing the City of Morgan’s Point Resort. By<br />

developing and exercising our all-hazards plans, we strive to minimize the impacts of an<br />

emergency or disaster on our citizens, visitors, property, the environment, and the City’s<br />

economy.<br />

A significant disaster will push the City’s resources<br />

to the limit and will exceed our ability to manage<br />

the event without assistance. Emergency<br />

Management has a close working relationship with<br />

the Bell County Division of Emergency<br />

Management. This relationship will assist us in<br />

acquiring the resources and support we need to<br />

manage a significant disaster impacting the City.<br />

Emergency Management is currently revising<br />

various Memoranda of Understanding (MOU) in<br />

place to strengthen our response capabilities and<br />

continues to develop additional agreements that<br />

enhance our working relationships with Local, Federal, and State partners that will enhance<br />

abilities to respond to disasters.<br />

Morgan’s Point Resort has been very fortunate this year with no substantial impact from natural<br />

disasters. However, being fortunate does not diminish our need to be prepared for natural or<br />

human caused disasters. It only takes one event to have a significant impact on our city and our<br />

economy.<br />

Emergency Management supports the overall mission of the Fire Department by responding to<br />

and helping plan for significant events. Assistance is provided to incident management staff in<br />

developing action plans, performing liaison activities to agencies like Red Cross, or researching<br />

potential resources for use on the scene.

OPERATIONS<br />

The most visible part of the organization are Operations personnel, who respond to requests for<br />

service, 24 hours a day, seven days a week.<br />

All personnel assigned to Operations are cross-trained. New training requirements put in place<br />

in <strong>2015</strong> should yield a staff holding at the minimum, nationally recognized credentials as a<br />

firefighter I and basic First-Aid/CPR. Many of our staff operate at the Emergency Care Attendant<br />

(ECA), Emergency Medical Technician (EMT), or Paramedic level. The dual firefighter/EMT roles<br />

maximize the efficiency of personnel and resources, but also require a significant amount of<br />

initial and continuing education. Operations personnel are competent and capable of handling<br />

complex medical issues under supervision of a<br />

medical control physician.<br />

Providing such a high level of customer service<br />

requires a considerable amount of “behind the<br />

scenes” work each day. In addition to providing<br />

fire and EMS services, the department responds<br />

to rescue incidents, hazardous conditions, and<br />

many other emergency and non-emergency calls<br />

for service.<br />

Interaction with the public is one of our favorite<br />

jobs. Many visitors to the stations are also<br />

visitors to Morgan’s Point Resort, and we enjoy<br />

making them feel safe while they are on their stay, in the hopes they will return again and again.<br />

Morgan’s Point Resort Fire Department also works closely with the Morgan’s Point Resort Police<br />

Department to share information, to learn about issues in the community, and to proactively<br />

work together in the event of “the big one”.<br />

Fire Rescue takes great steps to remain at the forefront of our industry by:<br />

• Implementing “pit crew” CPR to improve survivability in witnessed cardiac arrest<br />

• Implementation of fire attack methods that use a scientific approach to fire and smoke<br />

movement in structures

OPERATIONS cont.<br />

The ability to improve our service is generated through many ideas and initiatives that originate<br />

from the Operational members. It is their values, energy, commitment, and compassion that<br />

drive many of Morgan’s Point Resort Fire Department’s functions, programs, and activities. In<br />

turn, this supports the accomplishment of our mission of providing extraordinary service to the<br />

community.

TRAINING<br />

The Training Division provides a comprehensive training<br />

and development program that enhances the abilities of<br />

personnel in order to improve department operations and<br />

service delivery.<br />

Our objectives in support of this goal are to:<br />

• Support employee training and professional<br />

development at all levels of the organization and in<br />

all subject areas to enhance knowledge, skills, and<br />

abilities.<br />

• Maintain training records consistent with industry standards.<br />

• Administer the new employee orientation program.<br />

• Support Fire and EMS certification/recertification process as required.<br />

Training in the Fire Service is a career-long commitment. The Training Division supports this<br />

commitment by administering continuing education and training that contribute to<br />

organizational and individual development. Training strives for continuous improvements in<br />

individual and team skills, knowledge, and ability. A challenging mix of hands-on and classroom<br />

training prepares our Firefighters to perform a wide variety of Fire Rescue missions.

SELECTED STATISTICS<br />

Total calls for service increased from 2014 by 14% or by 76 calls for service. 2011 same an<br />

atypical increase in calls due to extreme drought in Texas followed by an atypical drop in calls<br />

the following year in 2012. Base line trend shows an approximate demand growth of 10% per<br />

year. Development in the area is expected to continue a rise in calls for service.<br />

While the increase in call volume noted in 2013 was significant, <strong>2015</strong> still remains well<br />

above recent years. The proportion of calls remains similar to recent years with Fire related calls<br />

continuing to rise year over year and representing just about 60% of total call volume for the<br />

department, about 24% higher than in 2014.

Calls for service saw a dramatic increase towards the fall. Increased Automatic Aid to the<br />

Moffat area had significant effect on this.<br />

Friday continues to have the highest demand for service as seen in previous years. Demand is<br />

consistently high Wednesday through Saturday.

Typically demand for service drops after the 6pm hour and ramps back up starting in the<br />

6am hour. In <strong>2015</strong> the highest period of demand during the day was in the 4pm hour.<br />

Wildland Fires tend to be the greatest property problem with the majority of them in large<br />

acreage area. In <strong>2015</strong> there were 13 fires in residential structures, a slight increase from 2014.

In <strong>2015</strong>, EMS response was primarily at the Advanced Life Support level which represented<br />

about 87% of all EMS calls. About 92% of EMS calls resulted in a transport to the hospital. Basic<br />

Life Support (BLS) calls are simpler in nature than Advanced Life Support (ALS) calls (involving<br />

cardiac, respiratory distress, stroke) which can require a greater level of care.<br />
