Greetings, I hope that you are
enjoying our typical Oregon
weather. The economy is having a
devastating effect on some of our
non-service connected members.
In the coming months, if you are in
need of emergency financial
assistance, please contact the
office for assistance.
On a more positive note, we
have enjoyed the help from a few
new volunteers in the office. If you
have not received a call from the
membership department, you will
soon. Bill Blake is doing an
outstanding job in the membership
department. He has been able to
get several members help to
resolve personal issues. One
consistent issue that was alarming
Hello Everyone,
My name is Diane Acord and I
am your vocational rehabilitation
counselor for PVA. I want to
introduce myself and to let you
know that even though I am based
in Minnesota, I am able to work
with your members if they are
wanting, looking or thinking about
employment. I have many years of
experience in assisting people with
disabilities in counseling, exploring
employment options, creating
resumes, assisting with
accommodations, educating
employers and meeting the needs
Oregon Paralyzed Veterans
President’s Message
By ANTHONY MARX, President
to me personally was that most of
the members called in March and
April have not had annual medical
evaluations at a Spinal Cord Unit.
However, the members believed
that just seeing their local Doctor
was the equivalent of an annual
evaluation at an SCI Center. Not
going to an SCI Center for an
annual evaluation truly puts you the
member at a disadvantage in
having a complete assessment of
your medical, emotional, physical,
and equipment concerns. Please
utilize everything you are eligible for
through the Veterans Administration
as a veteran.
As an organization, we are
gearing up for the PVA National
Convention that will be held in
PVA Vocational Rehabilitation Program
of the people I am working with. I
enjoy working with people and
helping them see their dreams
come true. If a member is working
with the VA Voc Rehab, I can work
with them to help the veteran.
Please let me know if I can help in
anyway either by talking with the
veteran, talking to an employer or
coming to a chapter meeting to
discuss the program, whatever is
needed. I am here to help and
wanting to hear from you! PVA has
an exciting opportunity to lead the
way in paralyzed veterans returning
to work!
4
Portland during the third week of
August. If you would like to
volunteer or just see what goes on
during a Convention, please call the
chapter office and we can get you
plugged in!
June 7 th we will be at Detroit
Lake putting on the Fun Fishing
Day. Last year, we were unable to
put on the event due to a red algae
warning. So this year we plan on
having about 500 adults and
children participate.
Again as always, I would like to
thank you for the opportunity to
serve you as the chapter president.
We are here in the chapter office to
assist you the member. Let us help
you.
I look forward to hearing from
you!
A few updates. There has been
quite a big push to expand the
tuition benefit provided for in SB
1066. This gave tuition assistance
to survivors and dependents of
100% service connected with
service after 2001. I’d like to thank
those members of OPVA who
contacted their legislators. It seems
there’s quite a bit of support to
expand the benefit to include all
survivors and dependents from
previous years.
The latest debate on having an
accessible space reserved for
wheelchair users is suggesting that
the new law discriminates against
non-wheelchair users. The same
argument is being used, from the
Federal Register, 28 CFR Section
35.130(b)(8):
A public entity shall not impose
or apply eligibility criteria that
screen out or tend to screen out an
individual with a disability or any
class of individuals with disabilities
from fully enjoying any service,
program, or activity, unless such
Government Relations
&
Advocacy Report
By KEVIN O’REILLY, GRD/Advocacy Director
criteria can be shown to be
necessary for the provision of the
service, program, or activity being
offered.
The organizations taking an
interest are now asking the state to
look into the Constitutionality of the
new law. They believe that the
discrimination occurs among those
who are eligible for the parking
placard. As of yet we haven’t heard
one way or the other on the state’s
findings and, of course, we’ll keep
you posted of any developments.
We still believe and argue that the
revised law increases access for
those who use wheelchairs and
have a need that is only
accommodated by an access aisle.
The United Veteran Groups of
Oregon (UVGO) is preparing its
Legislative Priority List for 2009. At
this point most of what they want to
support next legislative session is
written in stone. However, we as an
organization can still put forth
legislation. For instance we are
working with other UVGO
5
organizations on legislation that
would provide incentives for military
retirees that rely on TRICARE for
their health care needs. If there is
anything any of our members would
like to see proposed, please contact
us and we can discuss the best
approach.
The Governor has formed a
Task Force on Veteran Services, to
look into how the state may provide
assistance to veterans, fill in the
gaps if you will. A very broad focus,
but it will have quite positive outcomes.
They have three categories
they are examining, Reintegration,
Post Separation and Aging and
Retirement. In June and July
members of the Task Force will be
holding town hall style meetings
through out the state. We will notify
our members of where and when as
soon as we learn of firm dates and
places. If possible, please attend
and bring up the issues you feel are
important.
Too often, older adults and
people with disabilities are victims of
abuse, neglect and financial
exploitation. People who depend on
others for their care are the most
common victims of abuse. The
abuser may be anyone, but is often a
family member who is providing care.
If you or someone you know is a
victim of abuse, help is available. All
states have agencies that provide
Adult Protective Services (APS).
Their job is to investigate reports of
abuse, neglect or financial
exploitation. If needed, they then
arrange services to help make the
adult safe. Northwest Senior &
Disability Services is the APS agency
for seniors and people with
disabilities living in the Oregon
counties of Clatsop, Marion, Polk,
Tillamook and Yamhill. We
investigate and offer options for
those concerned about their safety
and security, whether they live at
home or in a care facility. The agency
provides a number of services
designed to protect seniors and
people with disabilities and to help
families and caregivers deal with
problems that can lead to abuse.
What is Abuse?
Abuse can be any of the following:
Physical Abuse – when someone
willfully causes physical pain or injury
(such as slapping, bruising or
restraining).
Financial Exploitation – when
someone illegally or improperly uses an
individual’s money or property.
Neglect – when someone fails to
provide necessary care for a person’s
needs. Abandonment is neglect in its
most extreme form.
Self-Neglect – when a person’s own
behavior threatens their health or safety.
Psychological Abuse – when someone
causes mental or emotional distress by
use of humiliation, intimidation or
threats.
Sexual Abuse – when someone inflicts
forced sexual contact of any kind.
Who Should Report Abuse?
If you suspect that a person with a
disability is–or you yourself are–a victim
of abuse, neglect or financial
exploitation, please contact us at once.
Anyone may call. Public and private
officials providing health and human
services to the elderly are required by
6
Oregon law to report incidents of
suspected abuse and neglect.
Failure to report could result in a
fine.
Types of abuse that must be
reported are any non-accidental
or unexplained injury to a
disabled person, neglect that
leads to physical harm,
abandonment, or the willful
infliction of pain or injury.
Where Do I Report Abuse?
You can make a confidential
report by calling either of the
following:
What Happens After I Report?
Reports are screened for
potential seriousness. An APS
We all have dreams, dreams to
go to places, dreams to meet
people, dreams to visit sites and the
list goes on. I was fortunate enough
to make one of my dreams come
true by traveling to Washington D.C.
I went there to attend the annual
seminar for Advocacy and
Legislation. At first the trip seemed
boring. As I started meeting
representatives from other chapters,
I came to the realization that this trip
was anything but boring. As the
seminar started, I was being drawn
to the speakers who made me more
and more interested in the subject.
It made me angry to realize how
difficult it is for our government to
find a solution to the problems of
thousands of disabled veterans,
specifically our paralyzed vets.
I don’t know very much relating to
government policy, but I do know
Advocacy Legislation Seminar
&
Legislative Report
By Jose Samaniego, VA Work Study Student
that we as citizens of this great
country can unite and make a
difference in the future decisions for
our country which should include an
equal amount of focus and
enthusiasm along with legitimate
interest in funding a veteran’s life after
the military as we do in sending them
to war.
Being able to meet with
government officials has been an
experience of a lifetime, and I certainly
did not miss the opportunity to visit the
Lincoln Memorial, Smithsonian, and
Space Museum. I had the opportunity
to meet the guys from the NW
chapter, Dave Z-man, Mike P., Brent
K. and Ernie who in fact failed to tell
me I was wearing white socks with my
suit. Keep in mind that suit wearing is
not part of my daily life much less part
of my life at all. So when it came to
suit etiquette I failed to realize that you
7
Pictured above Mike Partridge (NWPVA Legislative Director),
David Zurfluh (NWPVA President), Jose Samaniego (OPVA VA
don’t wear white socks. Dave Zman
came to my rescue and
helped me realize how obvious it
was that I had never worn a suit
before. I ran to the hotel shop to
purchase a pair of $9.00 black
socks (ouch!!!). I wish I had the
time to share the fiasco I went
through to get the darn suit, but
that’s just another story.
Thursday we attended the
Veteran Service Organizations
annual Testimony at the Cannon
building. Here we had an
opportunity to hear testimonials and
ask questions pertaining to veteran
issues. When the Chairman of the
House Committee on Veterans
Affairs, Honorable Bob Filner, was
talking on the issues of veterans
disabilities, I found the courage to
ask the following question. I said “ I
am a chef and in my field of work

we use a term called “Mis en place”
which refers to having everything you
need from ingredients to equipment
and recipe ready before you start
cooking including backup so that your
end result is better. “How does this fit
into my question? I said, “I would like
to know how is it that they spend
incredible amounts of money to send
us to war but their ‘mis en place’ is
incomplete? Because they are not as
prepared for us after completing our
service to deal with injuries and any
need we may have to help the
returning heroes to adjust back to their
life. Why is it that we have to be
constantly reminding them that we are
still here and we need more to
survive? Why do we have to beg for
more? If they are very resourceful to
find funds to send us to war why can’t
they put forward the same enthusiasm
and determination to find solutions for
the different disabilities and needs of
the soldiers that honorably did their
time? Is it too much to ask to live a life
Overall, my experience during this
became even more aware of the
negligence from our government
toward injured soldiers after they are of
VA Vocational Rehabilitation and
Employment Services (VR & E)
provide eligible veterans with a wide
range of vocational and educational
counseling services designed to help
an individual choose and train for a
vocation. Assistance may include
interest and aptitude testing, exploring
potential occupations and the
availability of jobs in those
occupations, setting occupational
goals, locating appropriate
educational and training programs,
and actually finding employment. But
what about the veterans whose
disabilities prevent them from
employment? The answer may be the
Independent Living Program (ILP).
The ILP is designed to ensure eligible
veterans are able to live
independently and participate in
family and community life to the
maximum extent possible, as well as
increase their potential to return to
work. Unfortunately, eligibility is
limited to certain service connected
veterans. If a veteran believes their
service-connected disabilities and
overall conditions prevent them from
pursuing an employment goal, they
may request consideration for an ILP
by submitting a VA Form 28-1900
application for VR&E services. A
Vocational Rehabilitation Counselor
(VRC) will meet with the applicant to
conduct a comprehensive evaluation
and determine whether or not they are
entitled to services. If it is determined
that employment goals are not
currently feasible, an evaluation of the
veteran's independent living needs will
be conducted.
An ILP is tailored to the individual
veteran. The VRC and veteran will
work together to identify the veteran's
needs and determine what service are
available to address those needs. A
veteran may also be referred to VA
contracted specialized rehabilitation
facilities or rehabilitation professionals
for assistance in designing or
implementing an ILP. Input may also
10
be requested from the veteran’s
medical care team and family
members.
Services provided in an ILP may
include:
assistive technology
and family adjustment issues
already received courtesy calls to see how you doing
and if there is anything we can help you with. He has
wrote a few words about his experience with OPVA
and thought I would share them with you.
My first experience with Oregon PVA was a life
saver. I have secondary progressive MS and had been
fighting with the VA trying to get my 100% serviceconnected
status. I was in the middle of a neurology
appointment with both doctors agreeing that I truly was
100% disabled. They asked me if I had ever talked to
an Advocate. What is an Advocate? Ken Fink is
OPVA’s Service Officer working out of the Federal
Building in Portland. He happened to be at the VA
Hospital that day. I met with Ken, explained my
situation and what my VA doctors had said. I signed a
power of attorney for him to represent me and he did
The Portland Pounders headed to
Louisville, Kentucky in early April with
their sights set on capturing the
USQRA Division I Championship. The
Pounders came into the tournament
with their highest ranking ever, #2 in
the country. Most people thought this
year’s championship would be a threehorse
race between the Lakeshore
Demolition, the Texas Stampede and
Portland. The Stampede had handed
Portland three close losses this
season and the top-seeded Lakeshore
squad held two one-goal victories over
the Pounders. Portland was looking
for a little revenge and, more
importantly, their first national title.
The competition started Friday
morning with Portland facing the
Tampa Generals. The Pounders
played the game without starter Max
Woodbury but fellow class 1.0’s Dave
Kammeyer and Jeff Zerba filled in
admirably. Portland took a few
minutes to get warmed up before
going on a 5-1 spurt halfway through
the quarter. They finished the quarter
up 11-6. The Pounders used their
depth and rotated nine players the rest
of the way as they put in a
workmanlike performance to close out
a 45-34 win. Sadly, the Pounders
were handed a victory by forfeit in their
second game of the day as their
opponent, the U of A Wildcats, were
unable to field a team due to
extensive travel problems.
Saturday morning opened with a
showdown against the rival Texas
Stampede. Portland won the tip and
scored first. The teams then traded
goals for a few minutes before
Portland forced a ten-second in the
key violation for the first turnover of
the game. Will Groulx went out with a
chair problem with a couple of
minutes left in the quarter and Texas
sensed an opportunity but Lynn
Nelson provided solid minutes off the
bench to help dash their hopes. The
Pounders were flying on defense in
the second quarter as Ian Chan and
Max Woodbury pressured Texas’
Mark Zupan into an early turnover to
stretch the Portland lead to 17-13.
Portland forced three more turnovers
before halftime and finished the half
flawlessly on the offensive side as
they led 27-21. The second half was
more of the same as Texas tried to
force the ball into the hands of Seth
McBride only to have McBride burn
them repeatedly. Portland kept the
12
pressure high on defense and
then went to the bench and used
their depth to finish off the
Stampede,
55-44.
The Pounders faced the
Hoveround Gunners from
Sarasota Florida in the semifinal
game Saturday. The winner
would earn a spot in Sunday’s
Final. The Gunners had quietly
put together an excellent
tournament and were looking to
sneak up on the Pounders. Both
teams came out a little cold and
took a few minutes to warm up.
Portland’s defense came alive late
in the quarter as they went on a
run to open a 12-9 lead when the
first buzzer sounded. It looked
like the Pounders might break the
game open in the second quarter,
but the Gunners showed their
mettle as they battled back behind
the inspired play of class 2.0, Nick
Springer. Portland held a slim
two-goal lead late in the fourth
quarter when class 3.0 Ian Chan
went to the penalty box. Playing
three against four, the Pounders
forced two turnovers to stretch the
lead to four and seal a spot in the
National Championship game for
the first time.
The Pounders were excited
and fired up as they took the court
for introductions and the National
Anthem. Portland won the tip and

opened the scoring but they turned the
ball over on their next possession to
give Texas the early lead. Both teams
settled into a groove as they traded
goals for the next few minutes. With
two minutes left in the quarter, the
Stampede’s Shinichi Shimakawa
looked like he would score an easy
goal on the corner only to be driven
into the cone by a thunderous hit from
Will Groulx. The quarter ended with
the teams deadlocked at 11. Portland
forced a fifteen-second violation early
in the second quarter and then
converted it to take the lead 14-13.
Both teams played flawlessly on the
offensive side of the ball for the rest of
the half with Seth McBride scoring the
final goal to give the Pounders a 24-23
lead at halftime.
The second half picked up with the
teams trading goals again for the first
five minutes. Texas’ class 1.0 Scott
Hogsett was able tip a pass that
Shimikawa scooped up and scored to
knot the game at 31. The Pounders
turned the ball over again with thirteen
seconds left as Max Woodbury was
unable to corral an errant pass at the
goal line. Texas scored as the buzzer
sounded to regain the lead 37-36.
Texas opened the fourth quarter with
the ball and stretched the lead to
two. Portland forced a ten-second
key violation and scored to close the
gap to one, but the Pounders gave it
back when they mishandled the ball
in the key. Things looked desperate,
but the Pounders cranked up the
pressure and forced an inbound
violation then scored to knot the
game at 45. The teams traded goals
and the Pounders tied the game at
46 with six seconds left in the game.
The Pounders were able to deny the
Stampede as time ran out but, Will
Groulx was called for a spin and
went to the penalty box to start the
overtime period. Portland lost the
jump and Texas took a one-goal
lead. The teams traded goals until
Texas scored to take a 51-50 lead
I’ve discovered a great new game called War
Machine. You begin by choosing your “horde”. I like
wolves so I have chosen “Circle of Orboros” which are
wolf-like creatures. I have also chosen “Skorne” horde
to add Titans to my war machine.
To begin, after you’ve chosen your horde and
selected your creatures, you actually assemble them
with glue and paint them. This means even if others
have the same creatures mine are unique. You can
start with a few and add to your collection as you go
and as you can afford them.
Each character has special attributes. The game is
played with one to four players depending on the
scenario. It’s a game of strategy and you must learn
;the strategy of other creatures as well as your own so
you don’t get annihilated. Not only must you know the
Horde information, you must also know the war
machine information to stay alive.
Thank you,
Jeff Chambers
“Corteco” was an excellent presentation and
with the great seats we had a wonderful afternoon of
fun and entertainment. The show itself was great, but
the effort put forth by the Cirque de Soleil staff is
what made it really special. These folks could teach
a great deal too American entertainment providers
about making the venue, the event and the
experience really enjoyable for individuals with all
types of disabilities. I want to thank the OPVA Board
for continuing to make the recreation fund available
to members an their families, and I would encourage
all members of OPVA to use the fund. It is your
opportunity to pursue a recreational event of your
choosing, on your schedule and with your family.
What could be more enabling.
for cancer back in the early 1980’s.
As you can tell, we were in desperate need of some R&R. I really enjoyed getting away to the Oregon Coast,
just to escape from all of the everyday pressure which wreaks havoc with my Multiple Sclerosis. My wonderful wife
takes care of me with my MS, so I am very grateful to you for helping us make that special together-time possible.
Thank you,
Charles Younglove
I participated in the Oregon State Amateur
Trapshooting Association Trapshooting
Championships. The Oregon state shoot was held
April 3rd - 6th. This fund is a tremendous asset to PVA
members and I certainly hope that the membership is
taking full advantage of it.
Thank you,
Doug Carr
Dear Sir,
Recently my wife and I spent a week in the Prineville Oregon are (April 20-25th). The trip was two-fold as it
was part vacation and part looking for a future retirement home.
We currently live in Washington and I will be retiring from the United States Postal Service September 2010. I
began working for the postal service shortly after my medical retirement from the United States Army with nearly
30 years service after I was diagnosed with Multiple Sclerosis.
This was our first trip to the area and my wife and I immediately fell in love with the area. It is definitely where
we have both decided to retire.
Some of the areas we visited were Jasper Point State Park and Prineville Reservoir. We went up during the
week. We were the only visitors at the time and it began to lightly snow. We then traveled to Prineville Reservoir
State Park and my wife took many pictures while we walked around and we were both amazed how pristine the
area was. Again, we were the only ones visiting the park at that time with the exception of a couple of park rangers
working in the area. On our way back to town 4 Black Tail Deer sauntered across the road that we were traveling
on back to town. My wife and I got a kick out of that. Also, our last day at the hotel we spotted an Antelope nearby.
What we noticed most were the friendly people who make Prineville their home. We intend to return to Prineville in
the near future. The areas we will be looking for to call home are Longhorn Ridge, Mountain Ridge Estates, and
Ochoco Creek Resort.
Sincerely,
Bob and Kris Fitzgerald
Dear PVA,
This is my first year of membership, I was injured
in 2005. I appreciate this opportunity to use your
funding to maintain my recreational abilities. Fishing is
one of the few hobbies I can still do. Your funds will
help immensely.
Thank you,
Dennis Hooper
