C. Notification to Owner of Dog or Cat<br />
The Poundmaster shall notify the owner of an impounded dog or cat<br />
personally or by mail, if such owner is known to the officer or can be<br />
ascertained with reasonable effort. The Poundmaster shall read the "Lost<br />
<strong>and</strong> Found Column" of the local newspapers having a general circulation<br />
in the community to determine whether any lost dog or cat answers the<br />
description of any impounded dog or cat <strong>and</strong> shall promptly communicate<br />
with the advertiser thereof if such be found. If the owner is unknown or<br />
cannot be ascertained, the Poundmaster shall post written notice in three<br />
(3) public places in the City, giving a description of the dog or cat, stating<br />
where it is impounded <strong>and</strong> the conditions for its release, within forty-eight<br />
(48) hours, Sundays excepted, after the Poundmaster shall have taken such<br />
dog or cat into his possession. If after seven (7) days the owner does not<br />
claim such dog or cat, the Poundmaster shall dispose of the dog or cat in a<br />
proper <strong>and</strong> humane manner.<br />
D. Records of the Poundmaster<br />
The Poundmaster shall keep a record of every dog or cat sold or otherwise<br />
disposed of, describing the dog or cat with reasonable certainty of<br />
identification <strong>and</strong> listing the name <strong>and</strong> address of the person to whom sold<br />
or delivered or the manner of otherwise disposing of the dog or cat. Any<br />
person to whom such dog or cat is sold or delivered must sign a statement<br />
to that effect, giving his name, address, <strong>and</strong> date of delivery or receipt of<br />
such dog or cat.<br />
E. Poundmaster's Fees<br />
The Common Council may make all necessary rules <strong>and</strong> <strong>regulation</strong>s not<br />
herein provided for the location, construction, maintenance, <strong>and</strong> operation<br />
of City dog <strong>and</strong> cat pounds. The Poundmaster shall pay to the City<br />
Treasurer, for the general fund of the City, all monies received by him<br />
under the provisions of this Chapter, except boarding fees for dogs <strong>and</strong><br />
cats confined at the pound, <strong>and</strong> he shall be paid the fees provided in this<br />
Chapter out of the general fund of the City.<br />
9.0308 ANIMAL BITES<br />
A. Notification of Animal Bite<br />
Any person having knowledge that a pet regulated herein has bitten any<br />
person shall, within twenty-four (24) hours, notify the Marinette Health or<br />
Police Departments giving, if possible, the name <strong>and</strong> address of the owner<br />
<strong>and</strong> circumstances under which the bite occurred.<br />
B. Impoundment, Quarantine<br />
1. Any mammalian pet described herein determined to be a fierce or<br />
vicious animal may be seized <strong>and</strong> impounded under the supervision of<br />
a licensed veterinarian for a period of not less than fourteen (14) days.<br />
