Yesterday, the Opposition<br />
Member of Parliament<br />
for the All Saints East and<br />
St. Luke constituency, the<br />
Hon. Joanne Massiah, was<br />
informed that she will be<br />
excluded from the slate of<br />
candidates representing the<br />
United Progressive Party in<br />
the General Elections due<br />
in 2019 or sooner.<br />
There have been several<br />
questions in the public,<br />
ever since what turned out<br />
to be a fateful day, when<br />
Massiah decided to defy<br />
her party’s stance and attend<br />
the <strong>2016</strong> Budget presentation<br />
on January 21 st .<br />
That occasion was boycotted<br />
by the other members<br />
of the United Progressive<br />
Party (UPP).<br />
Ever since that day, it<br />
is fair to say that the esteemed,<br />
poised and confident<br />
politician has been<br />
subject to constant ridicule<br />
for her actions from the<br />
hierarchy of the UPP and<br />
even some devout supporters.<br />
We may also remember<br />
that there were already <strong>issue</strong>s<br />
brewing between MP<br />
Massiah and leadership of<br />
the UPP dating back to the<br />
party’s convention in early<br />
2015.<br />
Massiah was a candidate<br />
for the leadership of<br />
the party but eventually lost<br />
to the now political leader,<br />
Senator Harold Lovell.<br />
Fast forward to <strong>April</strong><br />
14 th <strong>2016</strong> and MP Massiah<br />
received a letter from the<br />
political leader of the UPP<br />

The move announced by<br />
UPP Public Relations Officer,<br />
Sen. Damani Tabor,<br />
effectively bars Massiah<br />
from seeking a second term<br />
representing the UPP in the<br />
All Saints East and St Luke<br />
constituency. The move is<br />
widely seen as a de facto expulsion<br />
of Massiah from the<br />
UPP.<br />
Reacting to this development,<br />
government spokesman<br />
Lionel Max Hurst has<br />
described the move as an<br />
example of poor leadership<br />
in the UPP.<br />
“The inability of the current<br />
UPP leadership to settle<br />
a quarrel without fracturing<br />
the organization, is a clear<br />
indication that their leadership<br />
is unsound,” Hurst<br />
opined.<br />
In a clear reference to<br />
Lovell, Hurst stated that it<br />
is not enough to be able to<br />

the slate of candidates who will contest<br />
the 2019 General Elections on the party’s<br />
ticket.<br />
The letter from the political leader also<br />
speaks to what he described as “an extremely<br />
acrimonious and divisive rift” between<br />
him and Massiah.<br />
The ever resilient politician indicated<br />
that she is yet to fully internalize the contents<br />
of the letter that she has received but<br />
is fully aware that it is laced with untruths<br />
and even goes against the party’s constitution<br />
which “is alive and well”.<br />
“I find that the contents are underpinned<br />
by a high degree of “presumptuousness”<br />

well in order to lead.<br />
“The role of leadership<br />
is to bring disparate parts in<br />
any organization together. A<br />
simple challenge within the<br />
UPP to succeed an exiting<br />
leader, ought not to result in<br />
the appearance of misogyny<br />
and personal dislike that are<br />
now so public,” he noted.<br />
Hurst gave his oft repeated<br />
assessment that the UPP<br />
continues to fail. “It has<br />
failed the nation for over ten<br />
years and two years in opposition,<br />
it has failed itself and<br />
the nation,” he added.<br />
concerning the future. The letter is also<br />
written with numerous untruths, which to<br />
me evidences an absence of leadership giving<br />
the political context”, she highlighted.<br />
She expressed the view that the letter<br />
also showcases a “lack of comprehension<br />
for the UPP’s constitution, which lays out<br />
provisions that should be taken when certain<br />
actions are being contemplated and<br />
“where a particular outcome is desired”.<br />
The All Saints East and St. Luke representative<br />
is appreciative of the support that<br />
she has been receiving from members of<br />
the public at large.<br />
She said that despite everything, she is<br />
comforted by the word of God.<br />

Country still reeling from Stanford debacle<br />
Seven years after the collapse<br />
of the Stanford Holdings<br />
in Antigua, the shock<br />
waves from the fallout are<br />
still being felt by the country.<br />
Information has come to<br />
light that the Antigua and<br />
Barbuda government is being<br />
sued in the state of Texas<br />
by a group of Stanford investors.<br />
“That lawsuit is in an advanced<br />
stage, having been<br />
filed shortly after the 2009<br />
collapse of Stanford.<br />
The then Attorney General<br />
arranged with the law<br />
firm to enter a defence, government<br />
Chief of Staff, Lionel<br />
Max Hurst reported.<br />
According to Hurst the<br />
law firm’s fees are quite helty<br />
and over time they have<br />
amounted to a significant<br />
amount.<br />
“The law firm charges<br />
from US$580.00 per hour to<br />
US$990 per hour. At the moment,<br />
the outstanding payment<br />
to the law firm stands<br />
in excess of US$433,000.<br />
The firm is demanding<br />
US$216,000 by <strong>April</strong> 30.<br />
And to be paid the remaining<br />
$216,000 by June 1, <strong>2016</strong>,”<br />
he stated.<br />
Hurst said the defence<br />
must be done, but he could<br />
not hide his frustrations that<br />

“There is an appeal pending<br />
and the firm requires<br />
payment of US$75,000 on<br />

“But the betrayal of Stanford<br />
continues to plague the<br />
Antigua and Barbuda people,<br />
not just the workers of<br />
SDC,” he declared.

Francis convicted and fined for drug possession<br />

Shane Justin Francis was convicted<br />
and fined $700 after pleading<br />
guilty to a charge of drug possession<br />
when he appeared at the St. John’s<br />
Magistrates Court yesterday.<br />
Francis was charged of unlawful<br />
possession of controlled drug cannabis<br />
and possession with intent to sell<br />
after officers found cannabis on his<br />
person.<br />
On <strong>April</strong> 12, <strong>2016</strong> during the<br />
morning, Officers from the Grays<br />
Farm Police Station executed a<br />
search at the defendant’s Green Bay<br />
Hill premises.<br />
Nothing was found in the home but<br />
during the search of the defendant’s<br />
person twenty-two small zip locked<br />
bags containing cannabis were found<br />

Tyron Peter Astaphan of<br />
Belmont Estate appeared at<br />
the St. John’s Magistrates<br />
Court having being charged<br />
Alecia Mc Pherson<br />
Peter Gray age 52, of Whenner Road<br />
facing a charge of rape, appeared at the<br />
St. John’s Magistrates Court yesterday.<br />
The charge was read that Gray had<br />
non-consensual sexual intercourse with<br />
Monique Atley between July 1 and 31,<br />
2103.<br />
Copies of the medical report of the<br />
complainant along with an accused statement<br />
were submitted into evidence.<br />
in his right pants pocket.<br />
Officers also found a quantity of<br />
monies in his left pants pocket which<br />
he stated a friend gave him that morning<br />
to keep.<br />
The monies along with the defendant<br />
were taken into custody.<br />
The substance weighed 10.6<br />
grams with an estimated street value<br />
of $200EC and the monies amounted<br />
to $1,695 EC and $4.00USD.<br />
In court, the Francis pleaded guilty<br />
to unlawful possession and not guilty<br />
to possession with intent to sell.<br />
His lawyer asked that his client<br />
be spared sentencing and a fine be<br />
imposed instead, he further told the<br />
court that Francis is a first time offender,<br />
also that he’s only 27 years<br />
old and a father of one.<br />

alleges that the accused<br />
caused damages to<br />
personal items in the amount<br />

to the charge and was committed to stand<br />

Reports are that the two worked together<br />
as Security Guards, during one of<br />
their work shifts at a construction site in<br />

by the accused.<br />
A report was made to the Police and<br />
Gray given the said charge.<br />
However the prosecutor pulled<br />
previous records of Francis showing<br />
that he indeed has had two previous<br />
possession offences.<br />
In March of 2013 he was convicted<br />
of cannabis possession and was<br />
fined $2,000.<br />
In September of 2013 he was convicted<br />
of cannabis possession again<br />
and fined $1,000.<br />
However, the lawyer’s pleas were<br />
taken into consideration and the<br />
charge of intent to sell was dismissed<br />
against him.<br />
He was ordered to pay the fine<br />
forthwith or be sentenced to six<br />
months in prison.<br />
The monies were confiscated and<br />
an order was given for the substance<br />
be destroyed.<br />
Man charged for malicious damages<br />
and battery against spouse<br />
Man facing rape charge to<br />
stand trial at High Court<br />
the said charges.<br />
These offences reportedly<br />
took place on <strong>April</strong> 09,<br />
<strong>2016</strong>.<br />
The circumstances under<br />
which these charges arise<br />
are yet to be known as the<br />
details of the matter has not<br />
yet been heard in court.<br />
The charges were read<br />
to the accused, he pleaded<br />
guilty to battery and not<br />
guilty to malicious damages.<br />
Committal proceedings<br />
into the matter were set for<br />
July 5, <strong>2016</strong>.<br />
The court heard that the<br />
accused has moved from the<br />
home so as to preserve the<br />
peace at this time.<br />
The accused was granted<br />
station bail in this matter.

Those were the famous<br />
words once spoken by former<br />
United States President,<br />
John.F. Kennedy, encouraging<br />
persons to be patriotic and to<br />
develop an attitude of service<br />
to their country.<br />
Twelve outstanding citizens<br />
on Thursday were recognized<br />
for their hard work and<br />
dedication to nation building.<br />
The individuals received<br />
their insignia and certificates<br />
at an investiture ceremony<br />
at the historic Government<br />
House.<br />
Among the patriots recognized<br />
were contractor Everod<br />
Donald Roberts, GCM, for his<br />
distinguished contribution to<br />
community development.<br />
Former principal of<br />
the Antigua State College,<br />
Peecheta Spencer, GOM, was<br />
awarded for her contributions<br />
in the field of education,<br />
while Ephraim John, CM,<br />
was awarded as one of the<br />
pioneering technicians for the<br />
Antigua Barbuda Broadcasting<br />
Station<br />
Other awardees recognized<br />
were Campbell Mickey<br />
Matthew, OM, for his contributions<br />
to media and Cynthia<br />
Boon-Thibou, MM, for her<br />
contribution to social services<br />
and for his outstanding contributions<br />
to the field of mechanics,<br />
Keithly Spencer, MM, received<br />
his award.<br />
Another national awardee<br />
was Eustace “Manning” Henry,<br />
GCH, credited with the<br />
survival of Hell’s Gate Steel<br />
Orchestra.<br />
Educator and owner of Le<br />
Chateau D’or music school,<br />
Anthony Hampson. and Leroy<br />
Warren, the longest serving<br />
member of the Lion’s<br />
Club and owner of the Falmouth<br />
Harbour Marina were<br />
also honoured.<br />
Judith Lake-Goodwin received<br />
kudos for her distinguished<br />
contribution to culture<br />
and community development,<br />
while founding member of<br />
Sap Football Club Malcom<br />
Challenger got an award for<br />
his contributions to sports and<br />
community development.<br />
Veteran radio personality<br />
James Simon, MH, also<br />
known as Sly J the chief rocker<br />
was recognized for his service<br />
to culture, sports and the<br />
media. All of the awardees<br />
collectively expressed their<br />
happiness for the recognition<br />
that they have received.

Beyond the gates, 23 to walk free<br />

It will be a joyful day for a total of 23<br />
prisoners today, who will breathe a sigh<br />
of relief, as they receive another chance<br />
to live a “wholesome” life.<br />
The inmates are being released under<br />
the convict’s license and under the prerogative<br />
of mercy.<br />
The convict license provides for a<br />
prisoner to serve the remainder of his<br />
time outside of the prison walls.<br />
Superintendent of Her Majesty’s<br />
Prison, Albert Wade, explained that the<br />
license gives persons another opportunity.<br />
“An inmate who is granted a license,<br />
that remaining portion of the sentence to<br />
be served, instead of in the prison, they<br />
will serve it outside, something similar<br />
to parole”, he suggested.<br />
Wade also outlined that there are<br />
conditions associated with the license<br />
that must be adhered to.<br />
“There are certain conditions attached<br />
to the inmate who is granted a<br />
license. For instance, they are not to associate<br />
with known person of bad character<br />
example thieves etc, the must provide<br />
their address or place to residence<br />
to the nearest police station, they should<br />
be able to present the license upon request<br />
to a magistrate or police officer”.<br />
He suggested that the license holder<br />
should therefore have the document in<br />
possession at all times.<br />
The Prison boss said that if any of<br />
these conditions are breached, the person<br />
runs the risk of having their license<br />

Bathlodge Heights is before<br />
the Court on two separate<br />
charges; dangerous driving<br />
and disorderly conduct.<br />
Both Lisa John- Weste<br />
and husband Loy Weste of<br />
McKinnon’s have made separate<br />
Police reports against<br />
Knowles, which as a result<br />
she’s now answering the<br />
said charges. Mr. Weste and<br />
Knowles were once married<br />
and share a child together.<br />
Allegations are that on<br />
September 8, 2014, sometime<br />
during the morning<br />
hours, Knowles while driving<br />
her vehicle A763, followed<br />
the couple during<br />
their morning commute on<br />
All Saints Road, she positioned<br />
her vehicle in such a<br />
way preventing them from<br />
driving past her.<br />
It is alleged that this was<br />
done by the accused several<br />
times before the couple were<br />
finally able to drive without<br />
hindrance to work.<br />
It is also alleged that Later<br />
that same day, Ms. Weste<br />

heading in the direction of<br />
town, encountered the accused<br />
once again coming in<br />
revoked and may be returned to prison.<br />

Section 84 (1) of the Constitution,<br />
makes way for Prerogative of Mercy,<br />
under which the Governor General is<br />
petitioned on the inmates’ behalf; the<br />
petitions are forwarded to the Prison Superintendent<br />
for a report on the conduct<br />
and work of the inmate and to the mercy<br />
committee for its consideration.<br />
Knowles facing dangerous driving, disorderly conduct charges<br />

are the accused veered<br />

causing her to swerve suddenly<br />
to the left corner off<br />
the road to avoid collision.<br />
A report of the matter was<br />
made to the St. John’s police<br />
Station and Knowles was<br />
charged of driving which is<br />
dangerous to the public and<br />
also charged with disorderly<br />
conduct.<br />
In court, Police Corporal<br />
Brandon Thomas attached to<br />
Minor Offence Department,<br />
gave sworn statement of the<br />
said allegations reported to<br />
him by Ms. Weste on September<br />
8, 2014. Knowles’<br />
Lawyer put to Thomas that<br />
his client could’ve veered<br />
into the complainant’s lane<br />
trying to avoid potholes.<br />
Thomas however stated<br />
that, during his investigations<br />
into the report he was<br />
accompanied by Ms. Weste<br />
back to the scene where the<br />
alleged offence took place<br />
and he don’t remember seeing<br />
any potholes on that side<br />
of the road.<br />
The matter was adjourned<br />

diplomatic service to the<br />
twin island state will soon be<br />
expired.<br />
It is customary for the<br />
ambassadors to serve for<br />
three years in that capacity.<br />

to the then Governor<br />
General, Her Excellency<br />
Dame Louise Lake-Tack and<br />
former Prime Minister, the<br />
Hon. Baldwin Spencer in<br />
2013.<br />
In a recent signing ceremony<br />
between Antigua and<br />
Barbuda and China, Prime<br />
Minister, the Hon. Gaston<br />
Browne said that the departure<br />
of Ambassador Gongping”,<br />
will be a great loss to<br />
both countries”.<br />
He said that the outgoing<br />
Ambassador has been very<br />
instrumental in the social<br />

On Tuesday, during a brief signing<br />
ceremony at the Prime Minister’s Office,<br />
government announced that five<br />
acres of land will be given to the Chinese<br />
government for the construction<br />
of his own embassy.<br />
The property is valued at EC$2<br />
million but will be gifted to the Chinese<br />
for a token of $1.<br />
In attendance at the ceremony<br />
were, Prime Minister the Hon. Gaston<br />
China’s Ambassador to Antigua and Barbuda, Ambassador Ren<br />
Gongping<br />
and economic development<br />
of the country.<br />
“Your successor will evidently<br />
have a very big void<br />
to fill and I hope that that<br />
person comes with similar<br />
enthusiasm and skills that<br />
you brought to the table”, the<br />
nation’s leader expressed.<br />
Prime Minister Browne<br />
added that Ambassador<br />
Gonging was able to utilize<br />
his office to strengthen the<br />
long standing relationship.<br />
He also told the Chinese<br />
Ambassador that even after<br />
his service to the country<br />
comes to an end, the government<br />
will be willing to continue<br />
a working relationship<br />
with him in various areas.<br />

Ministry of Information extends<br />
eGovernment Platform to Barbuda<br />
The Ministry of Information, Broadcasting,<br />
Telecommunications and Information<br />
Technology has taken a bold<br />
decision to extend the Governments<br />
eGovernment Platform to Barbuda.<br />
During the week of <strong>April</strong> 6 & 7,<br />
<strong>2016</strong> a team from the Ministry and the<br />
Treasury journeyed to Barbuda to conduct<br />
an evaluation.<br />
The team comprising Mr. Terry<br />
Ephraim from the Ministry of Information,<br />
Dr. Cleopatra Gittens (Treasury),<br />
Mr. Orland Clarke (Treasury),<br />
and Consultant Mr. Danley Philip<br />

The argument is simple: if<br />
the first round was tainted,<br />
however strenuous the scrutiny<br />
of the second round, the<br />
entire process is contaminated.<br />
My concern for any President<br />
elected after a second<br />
round without verification<br />
of the first is that he will not<br />
command the respect and<br />
authority that validation will<br />
bestow. Any President in<br />
Haiti who is not widely regarded<br />
as legitimately elected<br />
with a mandate to govern,<br />
will not be able to hold the<br />
country together and to give<br />
it the leadership it needs for<br />
very tough choices that lie<br />
ahead. In such circumstances,<br />
the persistent poverty and<br />
underdevelopment that has<br />
plagued Haiti will deepen<br />
and the potential for political<br />
conflict and civil strife<br />
will intensify. Consequently,<br />
the UN forces in Haiti,<br />
that contributing countries<br />
are keen to withdraw, will be<br />
compelled to remain and the<br />
flow of refugees to the US<br />
particularly will resurge.<br />
Against this background<br />
it is far better to verify the<br />
first round elections before<br />
proceeding with the second.<br />
I was heartened by a reported<br />
statement on behalf of the<br />
United States by its Special<br />
Coordinator on Haiti, Ambassador<br />
Ken Merten, to the<br />
effect that if Haiti wants a<br />
verification process it should<br />
do so quickly. In arguing<br />
that such a process would<br />
serve to validate a President<br />
who emerges from a second<br />
round elections, I had also<br />
advocated that a verification<br />
committee, drawn from<br />
civil society only, should be<br />
established swiftly and that<br />
the international community<br />
should provide it with the<br />
money and other resources<br />
to complete the verification<br />
within the shortest possible<br />
time. Once the verification<br />
is complete, the elections<br />
for the President can follow<br />
quickly.<br />
It has been suggested<br />
that one reason for not proceeding<br />
with verification of<br />
the first round is that such<br />
massive fraud might revealed,<br />
requiring the cancellation<br />
of the proceedings<br />
thus far, and the staging of<br />
new elections. But, if massive<br />
fraud is uncovered, is<br />
that not good reason for cancelling<br />
the October 25 poll<br />
and starring afresh? The<br />
alternative would be to join<br />
a process of imposing upon<br />
Haiti a fraudulently elected<br />
government. That could not<br />
possibly be right.<br />
In any event, I am satisfied<br />
from my knowledge<br />
of the OAS elections observation<br />
process and the<br />
people of high integrity and<br />
professionalism that run it,<br />
that any scientific verification<br />
process by qualified<br />
and respected Haitian civil<br />
society officials will result,<br />
by and large, in the same result.<br />
What the international<br />
community should now do<br />
is to provide Haiti’s new<br />
nine-member provisional<br />
electoral council, headed by<br />
Léopold Berlanger, with the<br />
tools it needs to establish a<br />
verification committee and<br />
set it to work.<br />
If Jovenel Moïse and<br />
Jude Célestin, who emerged<br />
from the first round as contenders,<br />
have faith in their<br />
electability, they should<br />
have no fear of verification<br />
and of their capacity for one<br />
to triumph over the other in a<br />

has outlined 11 new proposals<br />
that it hopes will end<br />
the latest border dispute<br />
with Guatemala, Foreign<br />
Minister Wilfred Elrington<br />
has said.<br />
Elrington, who met with<br />
his Guatemalan counterpart,<br />
Carlos Raul Morales,<br />
last <strong>Friday</strong> to discuss the incident<br />
in the Sarstoon area,<br />
said that Belize is hoping<br />
the new proposals will form<br />
part of a new agreement between<br />
the two countries.<br />
Elrington said that Belize<br />
is hoping that the<br />
“channels of the Sarstoon<br />
River shall continue to be<br />
freely navigable by vessels<br />
and boats of each of the two<br />
countries without any interference<br />
or trailing by the<br />
other”.<br />
Last month, the Belize<br />
government called on the<br />
Organisation of American<br />
States (OAS) to conduct<br />

At least two dead after earthquake hits Japan<br />
TOKYO - At least two people were<br />
killed and 45 were injured by a powerful<br />
magnitude 6.5 earthquake that<br />
knocked over houses and buckled roads<br />
in southern Japan on Thursday.<br />
Both victims were from the hardest-hit<br />
town of Mashiki, about 9 miles<br />
east of Kumamoto city on the island<br />
of Kyushu, said Kumamoto prefecture<br />
disaster management official, Takayuki<br />
Matsushita.<br />
Earlier, the Japanese Red Cross Kumamoto<br />
hospital said it had admitted<br />
or treated 45 people on Thursday, including<br />
five with serious injuries. The<br />
quake struck at 9.26pm. There was no<br />
risk of a tsunami.<br />
“There was a kaboom and the whole<br />
house shook violently sideways,”<br />
Takahiko Morita, a resident of Mashiki,<br />
a town near the epicentre, said in<br />
a telephone interview with Japanese<br />

propel Lions to big win<br />
RAJKOT - Another<br />
one-sided encounter, another<br />
win for the chasing team.<br />
This season’s IPL, it seems,<br />
is on repeat mode, after<br />
Gujarat Lions cruised to a<br />
seven-wicket win against<br />
Rising Pune Supergiants in<br />
Rajkot.<br />
After a strong start, Supergiants<br />
looked set for a<br />
score in excess of 180, but a<br />
late collapse quickly turned<br />
the contest in Lions’ favour.<br />
Aaron Finch and Brendon<br />
McCullum then effectively<br />
killed the game after pillaging<br />
62 in the Powerplay,<br />
during their chase of 164.<br />
MS Dhoni had pulled<br />
back some momentum for<br />
Supergiants by contributing<br />
to a 20-run last over in the<br />
first innings, but his bowlers<br />
threw it all away.<br />
Loose deliveries stacked<br />
up, and the Lions openers<br />
duly dispatched them. Four<br />
fours and two sixes off<br />
the seamers meant Dhoni<br />
turned to M Ashwin in the<br />
last over of the Powerplay,<br />
but Finch took the legspinner<br />
for four fours in a 19-<br />
