The town will vote on payments<br />
from either available funds<br />
or the Stabilization Fund to pay<br />
the following separate items:<br />
• Unpaid bills<br />
• Currently underfunded<br />
expenses from the current<br />
fiscal year<br />
• The water enterprise fund<br />
• The sewer enterprise fund<br />
• Wage increases<br />
• Contract payments involving<br />
the police, service employees,<br />
school traffic supervisors,<br />
and the AFSCME Council.<br />
• Costs relating to revaluing<br />
properties<br />
• An audit of all the town’s<br />
accounts<br />
• Replacement carpet for the<br />
Veteran’s Memorial Building<br />
• A used bucket truck<br />
• A new ambulance<br />
($260,000)<br />
• The Fire Department<br />
Advanced Life Support<br />
initiative<br />
• Local road improvements<br />
• A new street sweeper<br />
($216,000)<br />
• A sewer system expansion<br />
study. (According to the<br />
town administrator, this is for<br />
$21,000 to look at expanding<br />
sewer on Village Street,<br />
from Forest to Main and also<br />
for Walnut Street, Walnut<br />
Hill, Holbrook, Brookview<br />
and Middlesex.)<br />
• Replacement of the Dover<br />
Road water main (this will<br />
address fire flow deficiency,<br />
and will be conducted in<br />
two phases, from Medfield<br />
old town line to Old Dover<br />
Road, $1.6 million, and next<br />
year, from Old Dover Road<br />
to Union Street ($887,000).<br />
• Repairs to wells 1 and 2 and<br />
to the George D’Angelis<br />
Water Treatment Facility<br />
• EPA mandated stormwater<br />
management improvements<br />
• Repairs to the DPW garage<br />
• The Community<br />
Preservation Fund<br />
• Refurbishment of the Veteran’s<br />
Memorial Building<br />
• Air testing costs at the Clyde<br />
Brown School totaling<br />
$115,000<br />
• Purchase or leasing of school<br />
buses and school computers<br />
• Medicaid/Medicare<br />
Reimbursement Services<br />
• Household Hazardous<br />
Waste Collection Day<br />
The town will also vote to<br />
authorize the Board of Health<br />
to appoint its members to other<br />
town offices or positions for<br />
which they have appointing authority.<br />
There will be a vote on a municipal<br />
aggregation program to<br />
aggregate the electrical load of<br />
interested businesses and residents<br />
within the town.<br />
The meeting will also address<br />
amending some of the general<br />
bylaws, such as the insertion of<br />
a section regarding construction<br />
noise, illumination of residential<br />
district signs, and an amendment<br />
of the <strong>Millis</strong> Zoning By-laws.<br />
The zoning by-law amendment<br />
is intended to provide for the<br />
availability of Assisted Living<br />
and Residences by special permit.<br />
The suggested bylaws define<br />
different types of assisted living<br />
and their different requirements.<br />
The town will also vote about<br />
reauthorizing revolving funds for<br />
Oak Grove, Animal Control, Fire<br />
Alarm, Historical Commission,<br />
the Ambulance Department, the<br />
Council on Aging, the Veterans<br />
Memorial Building, Food Service,<br />
Stormwater Management,<br />
the Board of Health Medical<br />
Services and Vaccination Fund,<br />
the Rabies Clinic, Continuing<br />
Education, Athletic Fields,<br />
School Extracurricular Activity,<br />
and the Public Library Special<br />
Use fund.<br />
Finally, the town will vote on<br />
transferring two parcels of land<br />
from the Park Commissioners<br />
to the School Committee to be<br />
used for school purposes, the<br />
land being identified as Lot 18<br />
and Lot 20 on Assessor’s Map 30.<br />
