<strong>SIGAR</strong> oversight Activities<br />
For more than 10 years, DOD, including the U.S. Army Corps of<br />
Engineers (USACE), and USAID have implemented several concurrent<br />
projects associated with the Kajaki Dam. The focus of these efforts was to<br />
help the Afghan government improve electricity generation and distribution<br />
to southern Afghanistan in order to promote stability, economic development,<br />
and public confidence in the Afghan government. These projects<br />
include construction and structural repairs of the dam, rehabilitating the<br />
existing turbine generators, installing an additional turbine generator,<br />
and connecting transmission lines and substations to improve the dam’s<br />
capacity to deliver reliable and sustainable electric power. Despite the significant<br />
investment the U.S. government has already made, and the loss of<br />
scores of U.S. and Coalition lives in the process, the Kajaki Dam has been<br />
plagued by problems, remains incomplete, and has yet to provide sufficient<br />
and sustained power to southern Afghanistan, particularly Helmand and<br />
Kandahar Provinces.<br />
This audit will examine U.S. government efforts to increase the supply,<br />
quantity, and distribution of electric power from the Kajaki Dam.<br />
Specifically, the audit will:<br />
1. Identify the projects the U.S. government has implemented since<br />
2001, and any planned projects, to increase the supply, quantity,<br />
and distribution of electrical power from the Kajaki Dam, and their<br />
associated costs;<br />
2. Assess the extent to which the completed and ongoing projects related<br />
to the Kajaki Dam have achieved or are achieving their expected<br />
outcomes and broader U.S. objectives;<br />
3. Assess the extent to which U.S. agencies monitored and evaluated<br />
the progress and quality of the work performed to enhance the power<br />
generation capacity of the Kajaki Dam;<br />
4. Determine the extent to which the enhancement of the Kajaki Dam<br />
remains economically and strategically viable; and<br />
5. Assess the extent to which U.S. agencies and the Afghan government<br />
have planned and implemented efforts to operate, maintain, and sustain<br />
the Kajaki Dam over the long-term.<br />
Task Force for Business and Stability Operations Programs<br />
and Activities in Afghanistan<br />
The Task Force for Business and Stability Operations was a DOD organization<br />
that administered initiatives to assist the Commander of U.S.<br />
Forces–Afghanistan and the U.S. Ambassador to Afghanistan in supporting<br />
U.S. security interests. TFBSO pursued three broad objectives: (1) restoring<br />
productive capacity in the Afghan economy wherever possible, across<br />
all industrial sectors; (2) stimulating economic growth; and (3) serving<br />
as a catalyst for private investment in Afghanistan by linking the international<br />
business community with Afghan business leaders and government<br />
