The Kingborough community will need to be resilient to future change – particularly in regard to future
emergencies (eg bush fire, storm damage, coastal erosion) and Council has a role in building community
capacity in the broader sense. Local support networks are important as well as public awareness of
correct procedures and the availability of relevant information and assistance.
In achieving this there are many challenges for Council and these include the need to:
understand the needs and requirements of key community service providers and stakeholders and
identify Council’s related roles and responsibilities
plan for and deliver services that are able to best respond to the changing local demographics
define and communicate Council’s role in promoting social inclusion and equity
work in partnership with community organisations and other levels of government to maximise
participation opportunities for vulnerable members of the community
offer equitable access to services and facilities, including design of public spaces that are
accessible to everyone
support the delivery of programs and events so that people are able to connect with each other by
participating in community activities and civic life
enable people to live within their local communities at all life stages (by providing education
opportunities, available employment and aged housing) – “aging in place”
provide facilities that enable young people growing up in the area to engage in a variety of
activities – utilizing local playgrounds, sporting grounds, cycleways, pedestrian routes,
entertainment options, etc
for young people, it is also necessary to provide productive and useful activities that prepare them
for the next phase of their lives
ensure that the Kingborough Sports Centre continues to provide a focus for organised sporting and
fitness activity, fulfilling a role in improving the health and well-being of the Kingborough
community
encourage local community organisations and initiatives (eg community gardens, men’s sheds,
community fire brigades, service groups, sporting organisations, landcare, surf clubs etc) that build
greater community capacity and resilience
provide opportunities for local art, craft and cultural activities, both through making available built
facilities and encouraging/facilitating local events/exhibitions – with an associated challenge being
to determine Council’s level of involvement in facilitating and actually running community events
(such as Love Living Locally)
Council’s involvement in community development activities will always be limited by the available
resources and a significant ongoing challenge will be in determining what services constitute ‘best
value for money’ from a community perspective
ensure that the future development of the former Kingston high school site incorporates
community and recreational facilities that suit the unique community needs within central
Kingston
fulfill a number of legislated public health obligations and raise local awareness about the
importance of personal health and well-being – mainly in regard to immunisations, food safety, air
pollution and noise concerns and recreational water quality
provide emergency management support, primarily through the provision of community recovery
services and building community awareness and resilience in preparation for such emergencies
