GOVERNOR Abdulfattai Ahmed of<br />

Kwara State is so passionate about the<br />

development of his state that he recently<br />

travelled to Ch<strong>in</strong>a where he succeeded<br />

<strong>in</strong> attract<strong>in</strong>g $56 billion <strong>in</strong>vestments for<br />

Kwara.<br />

But the <strong>in</strong>vestments seem <strong>no</strong>t to give<br />

him concern as the crisis <strong>in</strong> Nigerian<br />

does. And without fear of contradiction,<br />

the gover<strong>no</strong>r, <strong>in</strong> this <strong>in</strong>terview <strong>in</strong> Abuja,<br />

said Nigeria needs restructur<strong>in</strong>g even as<br />

he denies that President Muhammadu<br />

Buhari has jettisoned the report of the<br />

2014 National Confab. Excerpts:<br />

•Ahmed: We need to identify eco<strong>no</strong>mic strength<br />

AS a gover<strong>no</strong>r on the<br />

platform of All<br />

Progressives Congress, how<br />

would you evaluate APC<br />

government <strong>in</strong> the last one<br />

year?<br />

Yes, the promised change has<br />

come. Is it short of people’s<br />

expectation?It isn’t short of<br />

people’s expectations because it<br />

would be unfair to beg<strong>in</strong> to create<br />

assessment without look<strong>in</strong>g at<br />

where you are com<strong>in</strong>g from,<br />

where you are and where you<br />

want to be.<br />

Where are we com<strong>in</strong>g from? We<br />

are com<strong>in</strong>g from a process where<br />

democracy has been on ground<br />

for the last 16 years. The<br />

president came <strong>in</strong> last year to<br />

meet a baggage of huge<br />

problems on ground and it isn’t<br />

about APC, it is about us as a<br />

country to truly move this th<strong>in</strong>g<br />

forward.<br />

Yes, APC came with a mantra<br />

of change to let people see that<br />

we need to do th<strong>in</strong>gs differently<br />

for us to beg<strong>in</strong> to make th<strong>in</strong>gs<br />

different and these changes<br />

won’t come overnight.<br />

We have seen changes <strong>in</strong> areas<br />

of corruption eradication because<br />

we k<strong>no</strong>w it is part of ensur<strong>in</strong>g<br />

good governance. We have seen<br />

changes that are also com<strong>in</strong>g <strong>in</strong><br />

from <strong>in</strong>frastructure deployment.<br />

The government is com<strong>in</strong>g up<br />

with deploy<strong>in</strong>g <strong>in</strong>frastructure <strong>in</strong><br />

energy, road and water at<br />

national and sub national levels;<br />

but of course, the challenges are<br />

e<strong>no</strong>rmous. So, that is why the<br />

changes are slow. But I want to<br />

let you k<strong>no</strong>w that except we truly<br />

sit down as a country and agree<br />

that we have to jo<strong>in</strong>tly move<br />

forward, it is <strong>no</strong>t an APC th<strong>in</strong>g<br />

or a PDP th<strong>in</strong>g, it is a collective<br />

responsibility.<br />

This idea of th<strong>in</strong>k<strong>in</strong>g a section<br />

of the country or a part of the<br />

country would move us forward<br />

is <strong>no</strong>t doable; it is a collective<br />

responsibility. Let us put our<br />

heads together and agree that we<br />

have a set goal of where we want<br />

to be at a po<strong>in</strong>t <strong>in</strong> time and put<br />

our resources together to take us<br />

to that level.<br />

Homogeneity<br />

<strong>in</strong> religion<br />

That is where we are today as<br />

a country because we have seen<br />

it severally <strong>in</strong> different parts of<br />

the world that homogeneity <strong>in</strong><br />

religion, homogeneity <strong>in</strong> race,<br />

and homogeneity <strong>in</strong> language<br />

doesn’t guaranty success.<br />

What guarantees success is the<br />

ability to organise ourselves<br />

under set rules and allow<br />

ourselves equity and fair play<br />

that would take us to the<br />

Promised Land and that is what<br />

we need to do as a country and<br />

luckily we have a leadership with<br />

the will and that is ready to take<br />

us to that level.<br />

Some people are call<strong>in</strong>g for<br />

the restructur<strong>in</strong>g of Nigeria.<br />

What is your take on this?<br />

Certa<strong>in</strong>ly, Nigeria needs to be<br />

restructured. When you are us<strong>in</strong>g<br />

a process that hasn’t translated<br />

<strong>in</strong>to benefits, you change it. But<br />

each time when you talk about<br />

restructur<strong>in</strong>g, people fear that it<br />

is a way of backward<strong>in</strong>g the<br />

country.<br />

No. It is a way of review<strong>in</strong>g<br />

th<strong>in</strong>gs. If it hasn’t taken us to the<br />

promised land, what new ways<br />

do we need? For <strong>in</strong>stance, if you<br />

look at our restructur<strong>in</strong>g <strong>in</strong> the<br />

past, it has largely been political.<br />

That is why the eco<strong>no</strong>mic impact<br />

isn’t felt.<br />

We need to restructure on<br />

eco<strong>no</strong>mic l<strong>in</strong>es which might also<br />

require geo political<br />

restructur<strong>in</strong>g but the most<br />

important th<strong>in</strong>g is the eco<strong>no</strong>mic<br />

l<strong>in</strong>e.<br />

We need to identify eco<strong>no</strong>mic<br />

strength and put our energy <strong>in</strong><br />

those strength with specific ends<br />

<strong>in</strong> m<strong>in</strong>d and allow those<br />

eco<strong>no</strong>mic ends to truly beg<strong>in</strong> to<br />

transform <strong>in</strong>to human capital<br />

development and <strong>in</strong>to wealth<br />

creation.<br />

That is the k<strong>in</strong>d of restructur<strong>in</strong>g<br />

I th<strong>in</strong>k Nigeria should go<br />

through today and that is what<br />

will give everyone a sense of<br />

comfort without necessarily<br />

rely<strong>in</strong>g on a section of the<br />

country for support because<br />

every section of the country has<br />

one potential or the other.<br />

So, the restructur<strong>in</strong>g will br<strong>in</strong>g<br />

potentials to the fore and allow<br />

everybody to contribute to human<br />

capital development and<br />

eco<strong>no</strong>mic growth and at that level<br />

you beg<strong>in</strong> to see that we are <strong>no</strong>t<br />

threatened by any section of the<br />

country tak<strong>in</strong>g laws <strong>in</strong>to their<br />

<strong>hand</strong> and allow for the situation<br />

we are faced with.<br />

But President Buhari has said<br />

that he would jettison or at best<br />

archive the 2014 Confab report?<br />

We are <strong>no</strong>t aware that the<br />

president is go<strong>in</strong>g to jettison it.<br />

He said he is go<strong>in</strong>g to put it <strong>in</strong><br />

the cooler and the reason is very<br />

simple. You can only fight a battle<br />

at a time.<br />

There is high level of <strong>in</strong>security.<br />

There is a huge eco<strong>no</strong>mic<br />

downturn. There is a low level of<br />

human capital development.<br />

There is <strong>in</strong>frastructural deficit. You<br />

can’t be fight<strong>in</strong>g these and say<br />

you want to restructure the<br />

country at the same time.<br />

You need to br<strong>in</strong>g the country<br />

to a basic m<strong>in</strong>imum level where<br />

we will beg<strong>in</strong> to see<br />

implementation of whatever has<br />

been put <strong>in</strong> the conference. So, I<br />

th<strong>in</strong>k the president isn’t <strong>in</strong>correct<br />

by say<strong>in</strong>g that.<br />

School feed<strong>in</strong>g<br />

programme<br />

There is a m<strong>in</strong>imum level we<br />

need to stand on before we beg<strong>in</strong><br />

to talk about implementation. The<br />

challenges we have at <strong>hand</strong>, for<br />

<strong>in</strong>stance, security challenges are<br />

e<strong>no</strong>rmous and we are <strong>no</strong>w<br />

hav<strong>in</strong>g eco<strong>no</strong>mic challenges<br />

which are <strong>no</strong>w becom<strong>in</strong>g security<br />

challenges.<br />

Is your state plann<strong>in</strong>g to key<br />

<strong>in</strong>to the Federal Government/<br />

Osun school feed<strong>in</strong>g<br />

programme?<br />

Of course, we hope to key <strong>in</strong>to<br />

the school feed<strong>in</strong>g programme as<br />

we move on. Don’t forget it is<br />

largely a federal government<br />

supported programme and states<br />

will only key <strong>in</strong>to that to show<br />

their support so that it has an<br />

overall desired impact. As a state,<br />
