WELCOME TO SINGAPORE<br />
On behalf of EP-SI, I would like to welcome<br />
you to the World Summit Award <strong>Social</strong> <strong>Innovation</strong><br />
<strong>Congress</strong> 2016 in <strong>Singapore</strong>. We are happy to<br />
be the presenting sponsor for the <strong>Congress</strong>. EP-SI<br />
fund is uniquely positioned to address pressing<br />
social ills through strategic partnerships with<br />
businesses – businesses that are socially innovative.<br />
My role is to mobilise fund allocation in supporting<br />
business to drive social change. I’m an activist,<br />
who advocates for business and capitalism to<br />
take a leading role in positively influencing the<br />
shape of social landscape.<br />
I hope we can all work together to create a true<br />
digital economy where everyone will benefit<br />
from it. I wish you all the best for the Award and<br />

I have been mentoring <strong>Singapore</strong> start-ups<br />
over 20 years. The local innovation framework is<br />
rapidly maturing toward global perspectives as a<br />
single ecosystem, which is only as good as the influences<br />
that shape it.<br />
<strong>WSA</strong> adds the global perspective and diaspora<br />
effect to understanding what makes an effective<br />

UNESCO, UNIDO, UNCTAD and ITU. By building<br />
on a global network of national experts,<br />
non-governmental groups, government offices<br />
and other professional associations, <strong>WSA</strong> offers<br />
quality content and innovative apps from 178<br />
UN-member states and sustains a global movement<br />
for sustainable digital solutions.<br />

Education and Employability -<br />
Singtel Enabling <strong>Innovation</strong> Centre<br />
Besides education support for children with<br />
special needs, we have extended our focus<br />
to include training needs of persons with<br />
disabilities so that they will be equipped and<br />
ready to join the workforce.<br />
In 2014, we worked closely with national<br />
agency SG Enable and set up the Singtel<br />
Enabling <strong>Innovation</strong> Centre (EIC) in the<br />
Enabling Village in <strong>Singapore</strong>. The centre<br />
was launched in October 2015 to help young<br />
people with special needs in <strong>Singapore</strong><br />
prepare for their transition to the workforce<br />
offers customised training in the area of<br />
ICT and contact centre operations and also<br />
new technology solutions for persons with<br />
disabilities. The Singtel EIC also brought in<br />
assistive technologies from around the world<br />
that enable persons with disabilities to be<br />
productive at work, acting as a showcase for<br />
both potential users and employers.<br />
We committed about S$2 million to build<br />
and fund the operations of Singtel EIC,<br />
including the development of specialised<br />
curriculum, training and transition to work<br />
support for the next three years. Our staff<br />
volunteers contributed their expertise in<br />
the area of call centre management system<br />
selection and training curriculum.<br />
Supporting <strong>Innovation</strong><br />
for <strong>Social</strong> Impact<br />
We believe that innovation and technology<br />
can be catalysts for social change. During<br />
the year, we launched our social innovation<br />
programmes across <strong>Singapore</strong> and Australia<br />
to build an ecosystem to attract and develop<br />
innovators and changemakers who could<br />
that we support. These programmes<br />
provided funding, mentoring, acceleration<br />
and incubation support for these social<br />
entrepreneurs.<br />
Singtel became a strategic partner to<br />
the Enabling Change <strong>Social</strong> <strong>Innovation</strong><br />
Programme in February 2015. Enabling<br />
technology incubator programme that<br />
supported the growth of persons with<br />
disabilities. The programme had ten weeks<br />
of incubation. 30 changemakers formed<br />
11 teams to engage various segments of<br />
the community with an initial focus on the<br />
disability sector. They then came up with<br />
solutions to address pressing issues such as<br />
mobility, hearing impairment, mental health<br />
and caregiver support. Singtel provided seed<br />
funding of S$10,000 each to 6 start-ups and<br />
supported Enabling Change’s IT capacitybuilding<br />
programme. The start-ups also<br />
received access to partner organisations,<br />
start-ups and social entrepreneur mentors.<br />
The Optus Future Makers programme<br />
will incubate and mentor a maximum<br />
of 12 organisations in the coming year,<br />
providing funding for six social start-ups<br />
with up to A$50,000 each for their ideas<br />
difference in the community.<br />

Young people are powerful drivers of<br />
change in political, economic and social developments<br />
around the world. They have asserted<br />
themselves as critical partners in sustainable development,<br />
proposing innovative solutions to<br />
the world’s most pressing challenges. Using the<br />
power of ICTs and social media, young people<br />
have a vehicle like never before to engage and<br />
participate. From entrepreneurs developing new<br />
technologies, to creating green jobs and more<br />
sustainable economies, young people are at the<br />
forefront of development. We must continue to<br />
recognise the valuable contributions of young<br />
entrepreneurs and work together to ensure the<br />
success of the Sustainable Development Goals<br />
by 2030.<br />
Local content is indispensable for the use of<br />
information and communication technologies<br />
for sustainable development. With the<br />
recognition of innovative, digital solutions to<br />
development challenges, the World Summit<br />
Awards (<strong>WSA</strong>) encourages women and men’s<br />
creativity, helps to share applications globally<br />
and stimulates young entrepreneurs to find local<br />

ABOUT SINGAPORE<br />
<strong>Singapore</strong> is a bustling cosmopolitan city with high-rise buildings and<br />
landscape gardens.<br />
Located in Southeast Asia, <strong>Singapore</strong> has a land area of about 710<br />
square kilometres, making it one of the smallest countries in the<br />

The Grand Jury 2015 had a hard task to tackle when they<br />
started to verify the contestants of the <strong>WSA</strong> 2015. More than 100<br />
participating countries delivered over 400 innovative digital applications,<br />
tackling local challenges.<br />
The delegation of the Grand Jury has been invited to Azerbaijan by<br />
the <strong>Innovation</strong> Centers Azerbaijan and took place at the beautiful<br />
campus of ADA university.<br />
19 international ICT-professionals evaluated in a democratic process,<br />
moderated by <strong>WSA</strong> chairman Prof. Bruck and decided after tough<br />
discussions on the fourty <strong>WSA</strong> winners 2015.<br />
Hosting the <strong>WSA</strong>, the Asan <strong>Innovation</strong> Center and its partners leveraged<br />
the presence of the <strong>WSA</strong> Grand Jury to hold the first <strong>WSA</strong><br />
<strong>Innovation</strong> Forum in Azerbaijan. Local stakeholders discussed<br />
with the Grand Jury members how to introduce the concept of innovation<br />
& entrepreneurship in Azerbaijan and how to encourage<br />
young people to use ICTs to make a clear impact on society.<br />
