TWO SUSPECTS IN<br />

LATEST MURDER<br />

Two suspects are in custody<br />

assisting the police<br />

with their investigation into<br />

the country’s latest murder.<br />

They are being questioned<br />

in relation to the<br />

death of 31-year old Tyrone<br />

‘Yankie’ Lewis of Gray’s<br />

Farm, who was shot at his<br />

home early Sunday morning.<br />

According to the reports<br />

Lewis was at home when<br />

someone knocked at his<br />

door around 4:00 a.m. When<br />

he went to see who it was<br />

he was shot twice; once in<br />

the chest and the once in the<br />

shoulder.<br />

He was rushed to the<br />

St John’s Medical Centre<br />

where he succumbed to his<br />

injuries.<br />

The two suspects were<br />

picked up later Sunday are<br />

being held at the Gray’s<br />

Farm police station. One<br />

suspect is from the Gray’s<br />

Farm community while the<br />

other is from Bolans.<br />

There are no immediate<br />

motive for the murder.<br />

This is the country’s third<br />

murder for the year.<br />

the attention of the nation<br />

will focus on the proposed<br />

amendments to the Constitution<br />

on the question of the<br />

<strong>Caribbean</strong> Court of Justice<br />

(CCJ).<br />

Two pieces of legislation<br />

related to question of whether<br />

or not Antigua and Barbuda<br />

migrates from the Judicial<br />

Committee of the Privy<br />

Council (JCPC) and accede<br />

to the Appellate Jurisdiction<br />

of the CCJ will be debated<br />

during the session.<br />

They are the Constitutional<br />

Referendum Bill,<br />

<strong>2016</strong>, and the Constitutional<br />

Reform (<strong>Caribbean</strong> Court<br />

of Justice) Bill, <strong>2016</strong>. The<br />

Constitutional Referendum<br />

Bill is an Act to provide for<br />

the conduct of constitutional<br />

referendums.<br />

The Explanatory Memorandum<br />

said these referendums<br />

are to enable the people<br />

of Antigua and Barbuda<br />

to vote on whether they approve<br />

or disapprove bills for<br />

Acts to alter any provisions<br />

of the constitutional instruments<br />

of Antigua and Barbuda<br />

whose alteration requires<br />

such approval. It said this is<br />

stipulated by the entrenching<br />

provisions of section 47 (5)<br />

of, and Schedule 1 to, the<br />

Constitution of Antigua and<br />

Barbuda.<br />

Related to this Bill is the<br />

Constitutional Reform (<strong>Caribbean</strong><br />

Court of Justice)<br />

Bill which provides for the<br />

question to be posed to the<br />

people of Antigua and Barbuda<br />

in a referendum asking<br />

if they approve the proposed<br />

amendment the Constitution<br />

to replace the JCPC with the<br />

CCJ.<br />

Last year July, both the<br />

government and the opposition<br />

signed a Memorandum<br />

of Understanding paving the<br />

way for the move towards<br />

adopting the CCJ. However,<br />

Attorney General, Steadroy<br />

Benjamin acknowledged<br />

that it will require a truly<br />

national effort with both political<br />

parties fully on board<br />

and with the assistance of<br />

key civil society groups in<br />

order to achieve the twothirds<br />

majority required by<br />

the Constitution.<br />

Other matters that will<br />

come up for debate is the<br />

Bill to establish the Antigua<br />

and Barbuda University<br />

Campus of the University of<br />

the West Indies. Education<br />

Minister, Michael Browne,<br />

is expected to move the first<br />

reading of the bill. With this<br />

bill, the UWI is establishing<br />

its fourth campus and the<br />

first such move in over fifty<br />

years.<br />

Attention will also focus<br />

on the Statutory Corporation<br />

General Provisions Bill<br />

which was sent back to the<br />

Lower House by the Senate<br />

at its last meeting.<br />

There have since been<br />

meetings of the Cabinet with<br />

the government senators as<br />

well as one with the executive<br />

of the Antigua Trades<br />

and Labour Union (AT&-<br />

LU).<br />

Prime Minister Gaston<br />

Browne had indicated that<br />

the bill will return to the<br />

Senate unchanged, but following<br />

the meeting with the<br />

AT&LU executive, the word<br />

is that the offending section<br />

of the bill will be re-debated<br />

by the House of Representatives.

donated $1,500 USD towards the<br />

Pediatric Village being hosted by<br />

(RCAS) on <strong>August</strong> 27 th .<br />

The health fair, which is free<br />

and open to children from five (5)<br />

to eighteen (18) years old, will take<br />

place at the University of the West<br />

Taxi driver angers English visitor<br />

As an English man gave<br />

details of an encounter he<br />

had with a taxi driver, he<br />

spoke of how death threats<br />

were issued against his<br />

family.<br />

According to Darren<br />

Roach, his first encounter<br />

with Ray Peters, the taxi<br />

driver, was on <strong>August</strong> 5th.<br />

Peters was hired to take<br />

Roach and his family to an<br />

address off All Saints road.<br />

When they were unable<br />

to find the address, Roach<br />

said Peters began to curse,<br />

and eventually let them out<br />

of the taxi.<br />

Peters was paid Roach<br />

said.<br />

The taxi driver however<br />

showed up at their Jolly<br />

Harbour villa asking for<br />

more money.<br />

It got to the stage where<br />

Peters was barred from entering<br />

the area.<br />

As Roach continued to<br />

give evidence, he said he<br />

again saw Peters on <strong>August</strong><br />

8.<br />

This time the taxi driver<br />

rushed up to him in an angry<br />

manner.<br />

The tourist said because<br />

he felt threatened he<br />

punched Peters in the face.<br />

Peters is said to have<br />

later armed himself with a<br />

big stone, and according to<br />

Roach, his attacker threatened<br />

to kill his family.<br />

Roach also said Peters<br />

referred to his mother as a<br />

prostitute.<br />

The surveillance camera<br />

at Epicurean Supermarket<br />

along with another recording<br />

device, reportedly captured<br />

the exchange between<br />

Peters and Roach.<br />

Peters pleaded not<br />

guilty when the charges of<br />

assault, threatening language<br />

and being armed<br />

with an offensive weapon<br />

were read to him before<br />

Magistrate Ngaio Emanuel.<br />

Peters will return<br />

to court on September<br />

22nd for the continuation<br />

of the matter.<br />

Roach on the other hand<br />

pleaded guilty to assault<br />

and malicious damage.<br />

He was fined and also<br />

ordered to pay compensation<br />

to Peters, whose vehicle<br />

was reportedly stoned<br />

by Roach, and damaged in<br />

the process.

PUBLIC AND SOCIAL SECTOR TRANSFORMATION PROJECT<br />

Call to elevate<br />

teaching in society<br />

There’s a need to return<br />

the teaching profession as<br />

one of the highly respected<br />

professions in <strong>Caribbean</strong><br />

society, including Antigua<br />

and Barbuda.<br />

The call comes from<br />

Deputy Principal of the St.<br />

<strong>August</strong>ine Campus of the<br />

University of the West Indies,<br />

Professor Rhoda Reddock,<br />

who appeared on the<br />

weekend talk show, Big <strong>Issue</strong>s<br />

on Observer Radio.<br />

She noted that for earlier<br />

generations of <strong>Caribbean</strong><br />

people, teaching was regarded<br />

as perhaps the most<br />

respected profession alongside<br />

medicine.<br />

However, she noted that<br />

in more recent times, the<br />

profession has lost its exalted<br />

position.<br />

“For my parents’ generation,<br />

teaching was the top<br />

profession with many people<br />

aspiring to join the profession.<br />

“Many of the so-called<br />

‘bright people’ ended up<br />

being teachers. But today,<br />

many of the people who<br />

end up being teachers are<br />

those who can’t make it in<br />

the other professions,” she<br />

stated.<br />

Professor Reddock said<br />

part of the reform of the<br />

education system in the <strong>Caribbean</strong><br />

must include ways<br />

to improve the standing of<br />

teaching in the region.<br />

“This will come from<br />

value, recognition and remuneration<br />

of people in the<br />

profession,” she suggested.<br />

She disclosed that a<br />

study by a team appointed<br />

by the university called for<br />

changes in the way teachers<br />

are taught.<br />

On the subject of the<br />

teaching of mathematics<br />

in the school system, she<br />

noted it is often taught as<br />

an abstract subject and no<br />

emphasis is placed on how<br />

maths is related to other<br />

things such as music, the<br />

arts and technology.<br />

According to the UWI<br />

Professor the team identified<br />

the focus on passing<br />

examination as part of the<br />

problem.<br />

“Students are not taught<br />

how to learn mathematics,<br />

but how to pass exams.<br />

Therefore critical skills students<br />

need to pass are not<br />

taught,” she explained.<br />

The educator revealed<br />

that the study determined<br />

that high school level mathematics<br />

is basic mathematics<br />

needed to develop critical<br />

thinking and problem<br />

solving skills.<br />

The study, she continued,<br />

found that there was<br />

an urgent need to revamp<br />

the education system from<br />

one that provides credentials<br />

and certification to one<br />

focusing on knowledge and<br />

learning.<br />

ASSIGNMENT TITLE: FINANCIAL MANAGEMENT SPECIALIST<br />

The Government of Antigua and Barbuda has received financing from the World Bank to<br />

implement the Public and Social Sector Transformation Project, and intends to apply part of the<br />

proceeds for consulting services.<br />

The consulting services (“the Services”) relate to assuming responsibility for the maintenance of the<br />

financial management system of World Bank-funded projects to ensure accuracy and integrity.<br />

The Ministry of Finance and Corporate Governance now invites suitable applicants (“Consultants”)<br />

to indicate interest in providing the Services. Interested Consultants should provide information<br />

demonstrating that they have the required qualifications and relevant experience to provide the<br />

Services. The shortlisting criteria are: Professional qualification such as Association of Chartered<br />

Certified Accountants, Certified Public Accountant, Certified General Accountant or equivalent and<br />

a Bachelor’s degree in Accounting; a minimum of 6 years’ experience in the field of accounting or<br />

auditing, with at least 2 years being at a supervisory level; and sound knowledge of national and<br />

international standards of accounting and familiarity with donor-financed/World Bank financial<br />

management and disbursement procedures.<br />

Force (ABDF) will celebrate its 35 th<br />

anniversary with a week of activities<br />

starting on Saturday.<br />

A statement from the ABDF said<br />

two events are planned for Saturday;<br />

the first is a warrior challenge starting<br />

at 5:30 am and this will be followed by<br />

a family day for the soldiers and their<br />

families.<br />

Attorneys bat for dismissal of year-old matter<br />

Two of the attorneys representing<br />

six men charged<br />

with drug-related matters<br />

have again asked for the dismissal<br />

of the case.<br />

The six accused were arrested<br />

and charged following<br />

a raid in Table Hill, Liberta,<br />

in July of last year.<br />

Over 3,000 marijuana<br />

plants were found, along<br />

with a quantity of the said<br />

substance in cured form.<br />

The Small Craft Control Act No. 14 of 2015 came into force<br />

on 1st January <strong>2016</strong> and The (Small Craft Control) Regulations<br />

<strong>2016</strong> will be enacted with a related Code of Practice,<br />

for the guidance of small craft operators.<br />

The Antigua Department of Marine Services and Merchant<br />

Shipping (ADOMS) are now the Authority with full responsibility<br />

for Registration, Licensing and Regulation of all<br />

small pleasure craft and small commercial vessels.<br />

This area of work is now fully integrated with the existing inspection<br />

and certification conducted by ADOMS, in order to<br />

simplify the procedures for both the owners and operators of<br />

these vessels. In the context of these new regulations, a small<br />

pleasure craft is less than 24 metres in length and includes<br />

boats, canoes, dinghies, kayaks, pontoons and jet skis, operating<br />

near shore and within the protected and coastal waters<br />

of Antigua and Barbuda. A recent incident with a jet ski has<br />

again highlighted the need for these particular operators to<br />

be aware of the new regulations and the required safety inspection,<br />

for issue of a Small Craft Safety Certificate and<br />

Licence. In its enforcement role, the ABDF Coast Guard are<br />

now carrying out spot checks and jet ski operators should be<br />

Reifer at the age of 26 years made<br />

Hat-trick of postponements for race meet<br />

The Antigua Turf Club has forced to<br />

postponed it much anticipated Carnival<br />

race meet on three (3) occasions and as<br />

locals would say it’s a Hat-Trick.<br />

Neil Cochrane said the heavy and continuous<br />

rain is the major factor to the<br />

<strong>August</strong> 28th postponement as well as<br />

the threat of pending tropical storms<br />

and systems developing in the region.<br />

The Turf Club Boss was however<br />

quick to point out, that in spite Sunday<br />

September 11th is considered as the<br />

next date for the race meet, it will still<br />

depend on the weather.<br />

Preparation of the horses is another<br />

factor because if the track is not fully<br />

dry for the horses to train and exercise,<br />

it may pose a problem which could result<br />

in another postponement.<br />

The fans are eagerly awaiting some<br />

action, but the turf club boss said, while<br />

the turf club is aware of the fans eagerness,<br />

the reality of the situation is that<br />

we must ensure that everything is intact,<br />

so once there is no further major<br />

hiccup, the race will surely go ahead.<br />

The Carnival race meet was first<br />

schedule for July 31st, but was postpone<br />

to <strong>August</strong> 7th and then a further<br />

postponement for <strong>August</strong> 28th and now<br />

September 11th. The turf club boss<br />

newly imported thoroughbred Chief of<br />

Staff won the feature race last meet.<br />

However when the next race comes<br />

around, Chief of Staff, will have his<br />

hands full with the return of Lynn’s Image<br />

and U Better Believe It both coming<br />

off injuries.<br />

Lynn’s Image is unbeaten over the<br />

last 6 race and have won the first and<br />

second leg of this year’s Triple Crown<br />

Series, but was injured for the final leg<br />

which was won by Lil Miss Perfect.<br />

A recharged Demolition Man the<br />

only winner of the Triple Crown Series<br />

so far cannot be counted out, so the<br />

anticipation is high for the clash with<br />

second half of cycling season<br />

A gruelling 3 stage race opened the<br />

second half of the cycling season after<br />

the mid term break.<br />

The Race got going on Saturday<br />

morning with a time trial starting at<br />

the Police Recreation Ground with a<br />

straight dash to the North Sound roundabout<br />

and back, and the cyclist racing<br />

against the clock and themselves.<br />

With the summer break not yet over the<br />

pack was lacking a number of riders<br />

including the Elite Females and Jr Females.<br />

But Marvin Spencer was present<br />

and laid claim to to the 1st stage completing<br />

the lap in 9 mins 25sec. Tesheed<br />

Gordon took 9 mins 54 sec and Joshua<br />

Gayral 10mins 34 sec. In the Jr Male<br />

category, Emmanuel Gayral led with a<br />

time of 10mins 12sec. His brother Renee<br />

Gayral Jr was 9 sec behind and David<br />

Simmons completed 10mins 36sec.<br />

Garfield Henry led in Masters completing<br />

his lap 9 mins 36sec and Alistair<br />

Savoury in Sports class in 11mins and<br />

24sec.<br />

More humid conditions greeted the<br />

cyclists as they they started the second<br />

stage at the Pan Am Base circuit on<br />

Saturday afternoon. Elite Males, Junior<br />

Males and Masters kept two tight<br />

packs during the early stages of their<br />

20 laps (Elite) and 18 laps (Jr males<br />

and Masters). It was during the last five<br />

laps that leaders started to pull away.<br />

Marvin Spencer pulled away from the<br />

second pack and joined the lead pack<br />

in his 12th lap.<br />

With about 4 laps to go he made<br />

his play to complete his 20 laps in 1hr<br />

15sec. Tesheed Gordon was 36sec behind<br />

and Alvin Merrick rounding out<br />

the top three in a time of 1hr 17mins.<br />

The Junior Males kept the competition<br />

close with Emmanuel Gayral 1hr 8 sec,<br />

Tactical strategies were employed<br />

as the cyclists took to the streets for the<br />

third stage Road Race taking them from<br />

the Stadium, left on the Sir Sydney<br />

Wallings Highway, left at the Mount<br />

Joy Roundabout, right past Blackout<br />

and Potworks Dam, right through<br />

Bethesda and Christian Hill, turning<br />

at the gate of St. James Club and back<br />

along the same route to the Stadium.<br />

The Elite Males completed two laps,<br />

Jr Males and Masters a lap and a half<br />

turning at the Bethesda triangle in the<br />

second lap and the Sports category one<br />

lap.<br />

Conroy Thomas and Tesheed Gordon<br />

built a break to a minute, until<br />

the Potworks Dam hill in the second<br />

lap when Tesheed’s bike chain<br />

broke. This left Conroy with a 70 sec<br />

advantage which was reduced to 1 min<br />

at the St. James turnaround, when Marvin<br />

Spencer gave a blistering pace to<br />

regain the top of the pack through to<br />

Blackout. From there, a 5 sec separation<br />

of the lead riders ensued until the<br />

last mile, where Marvin Spencer came<br />

out winner in the final sprint.<br />

The Masters class had an exciting<br />

two days with on the line finishes for<br />

the top three competitors, but Garfield<br />

Henry had a great start at the time trial<br />

finishing his lap in 9mins 38 sec. Garfield<br />

Henry and Jeffery Kelsick were<br />

hundredths of a sec off for the other<br />

stages of the race.<br />

The overall winners were decided<br />

on total time for the three stages of the<br />

race over the two days. Podium positions<br />

49th Annual National Bodybuilding<br />

Championships a resounding success<br />

This past Saturday, the<br />

highly anticipated annual<br />

Bodybuilding Nationals hosted<br />

by the Antigua and Barbuda<br />

Amateur Bodybuilding<br />

& Weightlifting Federation<br />

brought 48 dedicated athletes<br />

together under one roof at the<br />

Grand Royal Antiguan Resort<br />

to perform in front of a sold<br />

out crowd of family, friends,<br />

bodybuilding fans and fitness<br />

enthusiasts. Months of gruelling<br />

training and dieting all<br />

came down to this one night<br />

and the results were astonishing.<br />

Yvette Butler in Masters Body<br />

Fitness, Kimberly Ephraim in<br />

Bikini, Ojay Harris in Body<br />

Men’s Middleweight Bodybuilding,<br />

Kenny Jacobs Sr. in<br />

Men’s Heavyweight Bodybuilding,<br />
