It is anticipated that
the attention of the nation
will focus on the proposed
amendments to the Constitution
on the question of the
during the session.
They are the Constitutional
Referendum Bill,
Reform (Caribbean Court
of Justice) Bill, 2016. The
Constitutional Referendum
Bill is an Act to provide for
the conduct of constitutional
referendums.
The Explanatory Memorandum
said these referendums
are to enable the people
of Antigua and Barbuda
to vote on whether they approve
or disapprove bills for
Acts to alter any provisions
of the constitutional instruments
of Antigua and Barbuda
whose alteration requires
such approval. It said this is
stipulated by the entrenching
provisions of section 47 (5)
of, and Schedule 1 to, the
Constitution of Antigua and
Related to this Bill is the
people of Antigua and Barbuda
the Constitution.
Other matters that will
come up for debate is the
Bill to establish the Antigua
and Barbuda University
Campus of the University of
the West Indies. Education
Minister, Michael Browne,
is expected to move the first
reading of the bill. With this
bill, the UWI is establishing
its fourth campus and the
first such move in over fifty
years.
Attention will also focus
on the Statutory Corporation
General Provisions Bill
which was sent back to the
Lower House by the Senate
at its last meeting.
There have since been
meetings of the Cabinet with
the government senators as
well as one with the executive
of the Antigua Trades
and Labour Union (AT&-
LU).
Prime Minister Gaston
Browne had indicated that
the bill will return to the
Senate unchanged, but following
the meeting with the
AT&LU executive, the word
is that the offending section
of the bill will be re-debated
by the House of Representatives.

Taxi driver angers English visitor
By Deborah A. Parker
As an English man gave
details of an encounter he
had with a taxi driver, he
spoke of how death threats
were issued against his
family.
According to Darren
Roach, his first encounter
with Ray Peters, the taxi
driver, was on August 5th.
Peters was hired to take
Roach and his family to an
address off All Saints road.
When they were unable
to find the address, Roach
said Peters began to curse,
and eventually let them out
of the taxi.
Peters was paid Roach
said.
The taxi driver however
showed up at their Jolly
Harbour villa asking for
more money.
It got to the stage where
Peters was barred from entering
the area.
As Roach continued to
give evidence, he said he
again saw Peters on August
8.
This time the taxi driver
rushed up to him in an angry
manner.
The tourist said because
he felt threatened he
punched Peters in the face.
Peters is said to have
later armed himself with a
big stone, and according to
Roach, his attacker threatened
to kill his family.
Roach also said Peters
referred to his mother as a
prostitute.
The surveillance camera
at Epicurean Supermarket
along with another recording
device, reportedly captured
the exchange between
Peters and Roach.
Peters pleaded not
guilty when the charges of
assault, threatening language
and being armed
with an offensive weapon
were read to him before
Magistrate Ngaio Emanuel.
Peters will return
to court on September
22nd for the continuation
of the matter.
Roach on the other hand
pleaded guilty to assault
and malicious damage.
He was fined and also
ordered to pay compensation
to Peters, whose vehicle
was reportedly stoned
by Roach, and damaged in
the process.

PUBLIC AND SOCIAL SECTOR TRANSFORMATION PROJECT
Call to elevate
teaching in society
By Everton Barnes
There’s a need to return
the teaching profession as
one of the highly respected
professions in Caribbean
society, including Antigua
and Barbuda.
The call comes from
Deputy Principal of the St.
Augustine Campus of the
University of the West Indies,
Professor Rhoda Reddock,
who appeared on the
weekend talk show, Big Issues
on Observer Radio.
She noted that for earlier
generations of Caribbean
people, teaching was regarded
as perhaps the most
respected profession alongside
medicine.
However, she noted that
in more recent times, the
profession has lost its exalted
position.
“For my parents’ generation,
teaching was the top
profession with many people
aspiring to join the profession.
“Many of the so-called
‘bright people’ ended up
being teachers. But today,
many of the people who
end up being teachers are
those who can’t make it in
the other professions,” she
stated.
Professor Reddock said
part of the reform of the
education system in the Caribbean
must include ways
to improve the standing of
teaching in the region.
“This will come from
value, recognition and remuneration
of people in the
profession,” she suggested.
She disclosed that a
study by a team appointed
by the university called for
changes in the way teachers
are taught.
On the subject of the
teaching of mathematics
in the school system, she
noted it is often taught as
an abstract subject and no
emphasis is placed on how
maths is related to other
things such as music, the
arts and technology.
According to the UWI
Professor the team identified
the focus on passing
examination as part of the
problem.
“Students are not taught
how to learn mathematics,
but how to pass exams.
Therefore critical skills students
need to pass are not
taught,” she explained.
The educator revealed
that the study determined
that high school level mathematics
is basic mathematics
needed to develop critical
thinking and problem
solving skills.
The study, she continued,
found that there was
an urgent need to revamp
the education system from
one that provides credentials
and certification to one
focusing on knowledge and
learning.
countless lives and widespread
destruction in the
Attorneys bat for dismissal of year-old matter
By Deborah A. Parker
Two of the attorneys representing
six men charged
with drug-related matters
have again asked for the dismissal
of the case.
The six accused were arrested
and charged following
a raid in Table Hill, Liberta,
in July of last year.
Over 3,000 marijuana
plants were found, along
with a quantity of the said
substance in cured form.
MIAMI, FL – “The 2016 Rio Olympic
Games was a tremendous success
both from the perspective of the performance
of Caribbean Olympians, as
well as the ground-breaking coverage
that transformed how the Caribbean experienced
this Olympics”. This, from
Michele English, Acting President of
Flow – the Official Broadcast Partner in
the Caribbean.
Caribbean athletes won 28 medals,
with Jamaica and Cuba bringing home
11 medals each, The Bahamas won two,
and Trinidad & Tobago, Dominican Republic,
Grenada and Puerto Rico each
brought home one. This year viewers
across the region were able to see
all of the riveting action and cheer on
their favourite athletes in unprecedented
ways, including dedicated Olympic
cable channels; a chart-topping, FlowtoRio2016Extra
App; as well as a special
Olympic microsite, all courtesy of
Flow.
“We join the rest of the region in
congratulating all the athletes, coaches,
organizers and countless others who
worked behind the scenes to ensure
outstanding Caribbean performances at
the Games” said English. “We are especially
proud of our Flow Brand Ambassadors:
Machel Cedenio of Trinidad
& Tobago who placed 4 th in the 400m
and who broke a 24 year old national
record; Ashley Kelly of the British Virgin
Islands, who made it to round 1 in
the women’s 200m; Khalifa St. Forte of
Trinidad & Tobago who ran in the women’s
4 x 100m relay team that placed 5 th ;
Andrew Lewis, T&T, participated in
sailing laser class preliminaries; Jaheel
Hyde of Jamaica, was a 400m Hurdles
semi-finalist; Darian King, of Barbados
made it through round 1 in Tennis and
St. Lucia’s star athlete Levern Spencer,
placed 6 th overall in the High Jump
event”.
Flow is a proud investor in developing
regional sporting talent. According
to English, the Company is also making
investments in its technology, products,
and services to highlight these and other
performances across a wide rage of
mediums so that viewers will not only
have access to great content, but their
viewing experience is also outstanding.
More than 4.6 million viewers tuned
into Flow channels to watch the Games;
An unlicensed firearm
with 11 matching rounds,
allegedly found on the said
property, also led to the men
being charged with firearm
and ammunition possession.
When the matter was
called again recently, Samantha
May, one of the attorneys,
reminded the court that
the matters were first set for
committal in November.
She said it was the fifth
time the men were appearing,
and stated it was unfair
to have the men going back
and forth.
“The police had more than
enough time, “May asserted,
and added, “ They have to
work. If the prosecution is
not ready the matter should
be dismissed.”
“I endorse that application,
“ Attorney Cosbert
Cumberbatch added.
He continued, “ When
you arrest and charge someone,
you have enough evidence,
and even if in this case
you didn’t, you had more
than a year.”
Magistrate Ngaio Emanuel
then advised that the Director
of Public Prosecution
(DPP), had approached the
court and asked for a short
date.
The new committal date
is September 12th. The matter
may be dismissed if things
are not in order on that date.
Friday’s Crossword Solution
HOROSCOPE
VIRGO (Aug. 23-Sept. 22).
You’ll get the opportunity to
handle a sticky situation or
resist a temptation. These are
tests, and yes, you are being
graded — officially, unofficially
and by people you don’t
even know are watching.
LIBRA (Sept. 23-Oct. 23).
The divisions between people
today will have more to do
with ideology than the actuality
of daily living. You and
your loved ones will get along
much better if you set your individual
belief systems silently
to the side for a while.
SCORPIO (Oct. 24-Nov.
21). A pleasing disposition is
among the top characteristics
you seek in others, but it’s not
in your top three. You’ll be
inclined to put up with someone’s
moods today because
there are more important
things at stake.
SAGITTARIUS (Nov. 22-
Dec. 21). Short-term fixes
only lead to future problems.
Seek to solve it once and for
all, even if this will clearly
cost more or take more time.
Fortune will favor you as you
take action to flesh out the big
picture.
CAPRICORN (Dec. 22-Jan.
19). There’s a sense today that
there is something important
to be lost or gained in the
circumstances. While this is
partly true, much will depend
on your perspective. Ease up a
bit. Stressing won’t help.
AQUARIUS (Jan. 20-Feb.
18). It is important that when
your inner critic makes an assertion,
you question it. By no
means should it be taken as
the voice of reason. It may be
reasonable at times, but it is
just as likely to be unreasonable
and false.
PISCES (Feb. 19-March 20).
Acceptance is not resignation.
When you come to terms with
the past and let go of the attached
grievances, you will
be free to soar above what
has happened, not resigned to
continue to be burdened by it.
ARIES (March 21-April 19).
The walls you built to protect
the being you are at the core
only served to separate that
being from supportive people.
Recognize when the protection
is unnecessary. Let loving
forces inside.
TAURUS (April 20-May 20).
The person to whom you turn
to confess your sins or whisper
sweet nothings knows you
in and out and still loves you.
Take this person’s lead and accept
yourself — all the parts.
GEMINI (May 21-June 21).
Be adaptable, but maintain
your integrity. You have to
be made of some very special
matter to embody these two
requirements at once. In fact,
it’s a very high-tech thing to
accomplish.
CANCER (June 22-July 22).
If you still feel like your efforts
are a slog, your vision
isn’t clear yet. When you can
really see where you want
to be and you know why it’s
right for you, that’s when action
becomes a lot less work.
LEO (July 23-Aug. 22). You
have an inkling that it’s only
going to get better, but don’t
let that keep you from fully
experiencing what’s going on
today. These are the good old
days. Don’t wait to feel the
celebration in that.

small pleasure craft and small commercial vessels.
This area of work is now fully integrated with the existing inspection
and certification conducted by ADOMS, in order to
simplify the procedures for both the owners and operators of
again highlighted the need for these particular operators to
be aware of the new regulations and the required safety inspection,
for issue of a Small Craft Safety Certificate and
Licence. In its enforcement role, the ABDF Coast Guard are
now carrying out spot checks and jet ski operators should be
in compliance. For further information please contact the
Hat-trick of postponements for race meet
By Vanroy Burnes
The Antigua Turf Club has forced to
postponed it much anticipated Carnival
race meet on three (3) occasions and as
locals would say it’s a Hat-Trick.
President of the Antigua Turf Club
Neil Cochrane said the heavy and continuous
rain is the major factor to the
August 28th postponement as well as
the threat of pending tropical storms
and systems developing in the region.
The Turf Club Boss was however
quick to point out, that in spite Sunday
September 11th is considered as the
next date for the race meet, it will still
depend on the weather.
Preparation of the horses is another
factor because if the track is not fully
dry for the horses to train and exercise,
it may pose a problem which could result
in another postponement.
The fans are eagerly awaiting some
action, but the turf club boss said, while
the turf club is aware of the fans eagerness,
the reality of the situation is that
we must ensure that everything is intact,
so once there is no further major
hiccup, the race will surely go ahead.
The Carnival race meet was first
schedule for July 31st, but was postpone
to August 7th and then a further
postponement for August 28th and now
September 11th. The turf club boss
newly imported thoroughbred Chief of
Staff won the feature race last meet.
However when the next race comes
around, Chief of Staff, will have his
hands full with the return of Lynn’s Image
and U Better Believe It both coming
off injuries.
Lynn’s Image is unbeaten over the
last 6 race and have won the first and
second leg of this year’s Triple Crown
Series, but was injured for the final leg
which was won by Lil Miss Perfect.
A recharged Demolition Man the
only winner of the Triple Crown Series
so far cannot be counted out, so the
anticipation is high for the clash with
Lynn’s Image, Chief of Staff, U Better
Believe It and Demolition Man in the
feature race.
At the same time all winners in the
last race meet will be hoping to continue
their winning ways.
The writer of this sport story and
Caribbean Times newspaper would
express condolences to Mr. Neil Cochrane
and his family on the passing of
his father Mr. Eustace Cochrane.

Gruelling 3-stage race opens the
second half of cycling season
A gruelling 3 stage race opened the
second half of the cycling season after
the mid term break.
The Race got going on Saturday
morning with a time trial starting at
the Police Recreation Ground with a
straight dash to the North Sound roundabout
and back, and the cyclist racing
against the clock and themselves.
With the summer break not yet over the
pack was lacking a number of riders
including the Elite Females and Jr Females.
But Marvin Spencer was present
and laid claim to to the 1st stage completing
the lap in 9 mins 25sec. Tesheed
Gordon took 9 mins 54 sec and Joshua
Gayral 10mins 34 sec. In the Jr Male
category, Emmanuel Gayral led with a
time of 10mins 12sec. His brother Renee
Gayral Jr was 9 sec behind and David
Simmons completed 10mins 36sec.
Garfield Henry led in Masters completing
his lap 9 mins 36sec and Alistair
Savoury in Sports class in 11mins and
24sec.
More humid conditions greeted the
cyclists as they they started the second
stage at the Pan Am Base circuit on
Saturday afternoon. Elite Males, Junior
Males and Masters kept two tight
packs during the early stages of their
20 laps (Elite) and 18 laps (Jr males
and Masters). It was during the last five
laps that leaders started to pull away.
Marvin Spencer pulled away from the
second pack and joined the lead pack
in his 12th lap.
With about 4 laps to go he made
his play to complete his 20 laps in 1hr
15sec. Tesheed Gordon was 36sec behind
and Alvin Merrick rounding out
the top three in a time of 1hr 17mins.
The Junior Males kept the competition
close with Emmanuel Gayral 1hr 8 sec,
Elite class winners
David Simmons hundredths of a sec
behind and Renee Gayral Jr 1hr 9sec.
Jeffery Kelsick completed his 18
laps 1hr 08 sec in Masters and Alistair
Savoury keeping his lead in the sports
completing his 12 laps in 50 mins.
Tactical strategies were employed
as the cyclists took to the streets for the
third stage Road Race taking them from
the Stadium, left on the Sir Sydney
Wallings Highway, left at the Mount
Joy Roundabout, right past Blackout
and Potworks Dam, right through
Bethesda and Christian Hill, turning
at the gate of St. James Club and back
along the same route to the Stadium.
The Elite Males completed two laps,
Jr Males and Masters a lap and a half
turning at the Bethesda triangle in the
second lap and the Sports category one
lap.
Conroy Thomas and Tesheed Gordon
built a break to a minute, until
the Potworks Dam hill in the second
lap when Tesheed’s bike chain
broke. This left Conroy with a 70 sec
advantage which was reduced to 1 min
at the St. James turnaround, when Marvin
Spencer gave a blistering pace to
regain the top of the pack through to
Blackout. From there, a 5 sec separation
of the lead riders ensued until the
last mile, where Marvin Spencer came
out winner in the final sprint.
The Masters class had an exciting
two days with on the line finishes for
the top three competitors, but Garfield
Henry had a great start at the time trial
finishing his lap in 9mins 38 sec. Garfield
Henry and Jeffery Kelsick were
hundredths of a sec off for the other
stages of the race.
The overall winners were decided
on total time for the three stages of the
race over the two days. Podium positions
received medals and vouchers
compliments title sponsor Subway.
Branch Manager of Subway, Linley
Doram was on hand and assisted in
the presentation to the winners. The
Federation was also ably assisted by
the Royal Police Force of Antigua and
Barbuda. The next race for the Antigua
Barbuda Cycling Federation will be the
Billy’s Food Mart Friar’s Hill Challenge
on September 11th.
