A message from the<br />
CEO <strong>and</strong> Board Chair<br />
<strong>2011</strong> was a year <strong>of</strong> continued growth for <strong>Girl</strong> <strong>Scouts</strong> <strong>of</strong> <strong>Oregon</strong> <strong>and</strong> <strong>Southwest</strong><br />
Washington! For the third consecutive year both our girl membership <strong>and</strong> our adult<br />
membership grew. Contributing to this growth was an increase in the number <strong>of</strong> girls<br />
attending resident camp <strong>and</strong> day camp, <strong>and</strong> a significant expansion <strong>of</strong> our migrant<br />
education program. We also added a number <strong>of</strong> new program partners which in turn<br />
resulted in more activities <strong>and</strong> fun events for girls <strong>and</strong> troops. Our cookie sale<br />
experienced a third year <strong>of</strong> growth as well!<br />
<strong>2011</strong> was also the year to begin planning for <strong>Girl</strong> <strong>Scouts</strong>’ 100th anniversary! Thanks to<br />
our staff <strong>and</strong> volunteers, in 2012 we look forward to a Northwest Centennial<br />
Roundup (a weeklong camp out for older girls), a huge birthday party in the fall <strong>and</strong><br />
numerous special events throughout our council to celebrate the first 100 years <strong>of</strong><br />
<strong>Girl</strong> Scouting.<br />
As we look back on the past year, we also want to thank the many partners who make<br />
our work possible – our program partners, our corporate <strong>and</strong> foundation funders<br />
<strong>and</strong> the many individuals <strong>and</strong> families who provide the resources to make our<br />
work possible.<br />
Finally, we want to say a special thank you to the more than 11,500 volunteers who<br />
delivered the <strong>Girl</strong> Scout program in our council last year. Their commitment to<br />
GSOSW’s nearly 19,500 girl members <strong>and</strong> their belief that the <strong>Girl</strong> Scout Leadership<br />
Experience does indeed build girls <strong>of</strong> courage, confidence <strong>and</strong> character, makes this<br />

A redesigned council website launched in June including a modernized look <strong>and</strong> feel<br />
in line with the refreshed <strong>Girl</strong> Scout br<strong>and</strong>, streamlined navigation (including footer<br />
navigation on subpages), st<strong>and</strong>ardized service unit Web pages, sortable tables, a<br />
secure page with calendars displaying program site availability, the ability to share or<br />
print any page, <strong>and</strong> a new “share” submission form encouraging <strong>Girl</strong> <strong>Scouts</strong> to share<br />
their story with others!<br />
Grew Facebook followers by nearly 100%, twitter followers by greater than 50%, <strong>and</strong><br />
were again awarded the Constant Contact All Star Award for success in email<br />
marketing campaigns during <strong>2011</strong>.<br />
A committee composed <strong>of</strong> staff <strong>and</strong> volunteers was formed to co-develop <strong>and</strong><br />
execute a marketing plan for <strong>Girl</strong> <strong>Scouts</strong>’ centennial in 2012. Planned events <strong>and</strong><br />
activities included the Northwest Centennial Roundup, a geocaching challenge, a<br />
100th Anniversary patch contest <strong>and</strong> much more.<br />
Partnered with Dairy Farmer’s <strong>of</strong> <strong>Oregon</strong> to exp<strong>and</strong> marketing coverage for <strong>2011</strong> <strong>Girl</strong><br />
Scout Cookie Program, growing reach by 6x. Continued to foster interdepartmental<br />
marketing initiatives (Program Guide, eNews, etc.) to increase value <strong>of</strong> publication<br />
investment. Secured over $8,000 in publication sponsorships.<br />
In collaboration with <strong>Girl</strong> <strong>Scouts</strong> USA, we were able to leverage national PSA<br />
campaigns to secure greater than $100,000 (estimated value) in donated airtime.<br />
Council Integration<br />
A customer service statement was created <strong>and</strong> posted in all council service centers.<br />
The statement outlines the quality <strong>of</strong> experience our customers can expect <strong>and</strong><br />
affirms that every interaction is guided by the <strong>Girl</strong> Scout mission, Promise<br />
<strong>and</strong> Law.<br />
A first-ever survey was conducted among our members to determine what progress<br />
had been made in closing the council integration gaps identified in the council’s<br />
strategic learning plan. The responses will serve as a baseline comparison for the<br />
same survey that will be conducted in spring 2012.<br />
Updates were made to the month-by-month volunteer calendar created in 2010 <strong>and</strong><br />
disseminated to all service units. It was recommended to service units to post the<br />
calendar on their service unit web pages <strong>and</strong> make it available to all service unit<br />
members through the monthly volunteer meetings.<br />
Funding/Fund Development<br />
Family Partnership donations <strong>and</strong> participation rate both increased by 39% over the<br />
previous year.<br />
Two leadership events were held to thank our donors for their ongoing support<br />
throughout the year.
Board giving reached 100%.<br />
Fundraising events had significant sponsorship increases. Attendance increased by<br />
16% <strong>and</strong> revenue increased by 63% over the previous year.<br />
The GSOSW Alumnae Association coordinated a community service project to allow<br />
homeowners with chained pets the opportunity to have a fenced yard. Outreach to<br />
communicate with alumnae through events <strong>and</strong> online eNews have continued.<br />
Membership<br />
Council-wide we increased the Migrant Education Program from 7 sites serving 622<br />
new girls in 2009-2010 to 17 sites serving 1,332 new girls in 2010-<strong>2011</strong>. We increased<br />
our Hispanic girl membership by 28% in 2010-<strong>2011</strong>.<br />
Defying national trends for the third year in a row, our membership has grown.<br />
GSOSW has seen a 3.6% increase in girl members <strong>and</strong> a 3% increase in adults for an<br />
overall 3.4% increase in total membership.<br />
Purchased GSUSA br<strong>and</strong>ing kits as presentation materials for school district,<br />
community partners <strong>and</strong> volunteer outreach to the business community.<br />
Br<strong>and</strong>ing kits have been used in presentations resulting in partnerships with new<br />
school districts.<br />
Completed translation <strong>of</strong> Volunteer Essentials <strong>and</strong> Council Volunteer Policies <strong>and</strong><br />
Procedures. CPR/First Aid classes were <strong>of</strong>fered in Spanish.<br />
Tools were shared through service team trainings, newsletters <strong>and</strong> webinars to help<br />
service teams recognize volunteers throughout the year. Three new council level<br />
adult recognitions were developed for implementation in <strong>2011</strong>-2012<br />
Program<br />
Information about all <strong>of</strong> the pathways is being delivered through multiple messages in<br />
the Program Guide, training materials <strong>and</strong> webinars.<br />
A new service team position was created this year, the GSLE Coach. The goal <strong>of</strong> this<br />
position is to coach leaders on implementing the <strong>Girl</strong> Scout Leadership Experience<br />
<strong>and</strong> underst<strong>and</strong>ing the pathways.<br />
Webinars were developed <strong>and</strong> delivered to volunteers this summer giving them a<br />
sneak peek at The <strong>Girl</strong>’s Guide to <strong>Girl</strong> Scouting <strong>and</strong> how it works with the rest <strong>of</strong> the<br />
National Program Portfolio.<br />
Staff have continued to evaluate <strong>and</strong> update programs to include more GSLE<br />
outcomes <strong>and</strong> to facilitate progression. An example <strong>of</strong> a program following this model<br />
is the new Digital Media Studio program. This program has multiple curricula that<br />
build upon each other into a great digital experience for girls.<br />
We have a unified way <strong>of</strong> managing program partners through our program partner<br />
application.<br />

A love for <strong>Girl</strong> Scout camp<br />
can grow for decades<br />
Every year, thous<strong>and</strong>s <strong>of</strong> girls attend camp through <strong>Girl</strong> <strong>Scouts</strong> <strong>of</strong> <strong>Oregon</strong> <strong>and</strong><br />
<strong>Southwest</strong> Washington. Many <strong>of</strong> them have such a good time that they come back<br />
the next year, <strong>and</strong> some <strong>of</strong> them come back for many more than just one.<br />
“I attended camp starting in the first grade,” Lesli S<strong>and</strong>erson said.” Lesli’s mom Joni<br />
started volunteering when she was in fourth grade, because as a fourth grader she<br />
was too old to technically be a camper, but she could be a “tagalong,” a camper who<br />
is there with an adult volunteer.<br />
Nineteen years later, Lesli <strong>and</strong> Joni are still at Camp Funshine.<br />
Lesli’s younger sister Jackie was a <strong>Girl</strong> Scout, too. Joni volunteered all along as her<br />
daughters were campers <strong>and</strong> later Program Aides. Lesli <strong>and</strong> Jackie volunteered as<br />
adults, <strong>and</strong> in 2008 they took it a step further: they decided to take on the<br />
responsibility <strong>of</strong> directorship <strong>of</strong> Camp Funshine.<br />
Making Camp Funshine great every year is a family affair, even down to the grocery<br />
shopping. Campers plan the food they eat, <strong>and</strong> that means the family takes two cars<br />
to the grocery store the night before it all starts, shopping for the ingredients to<br />
English muffin pizzas, grilled cheese <strong>and</strong> other camp-friendly foods.<br />
“We normally spend 3-4 hours,” Lesli laughed. “We used to bring only one car but<br />
then we got better about organization.”<br />
Lesli, Jackie <strong>and</strong> Joni continue to be involved at camp because <strong>of</strong> the memories they<br />
love from childhood.<br />
“One <strong>of</strong> the main things that pushed us to take on directorship – we wanted to keep<br />
camp what it was when we were little <strong>and</strong> why we loved it so much,” she said. “We<br />
wanted to make sure that Camp Funshine stayed the same.”<br />
For Lesli, that meant a place where girls could go outside <strong>of</strong> their comfort zone, only<br />
to be surprised to learn the great things they were capable <strong>of</strong>.<br />
“I remember being a little girl <strong>and</strong> thinking, ‘Wow, look at those older girls!’ <strong>and</strong> by the<br />
time you get there you think, ‘That wasn’t that big <strong>of</strong> a deal. I can do it.’”<br />
“I hope that I can stay with it for as long as possible <strong>and</strong> that it continues to fill every<br />
year. I know that there are some years when it’s dropped really low, <strong>and</strong> thankfully it’s<br />
come back up <strong>and</strong> we are really strong again.”<br />
From her time on both sides <strong>of</strong> the experience – camper <strong>and</strong> volunteer – Lesli knows<br />
that it’s the <strong>Girl</strong> Scout organization <strong>and</strong> the people that surround them who make the<br />
future bright for the younger generations.<br />
“When the time comes – hopefully some distant time in the future - when I’m no<br />
longer director, that someone else strong steps forward to take it over <strong>and</strong> that we<br />
continue to have volunteers like we’ve had for it each year. They are the ones that<br />
make it happen. Some <strong>of</strong> our best staff are older girls – the PA’s that come year after<br />
year – they make camp for those little girls.“<br />

Property Highlights<br />
Camp Cleawox<br />
A new staff house will be ready for camp season 2012. This new building has<br />
beautifully exposed glu-lam beams on the interior with a vaulted ceiling to give the<br />
feeling <strong>of</strong> even more space. The building is fully insulated <strong>and</strong> ADA compliant so it will<br />
give user groups greater flexibility when using the camp year-round. During summer<br />
months, it will be used for breaks, showers, training <strong>and</strong> meeting space for camp<br />
staff. For the rest <strong>of</strong> the year it will be available for user groups. It has a fully equipped<br />
kitchen, two bathrooms <strong>and</strong> a large laundry facility. This project was not without its<br />
challenges as we had to completely redesign the septic system. This was not in the<br />
original plan <strong>and</strong> caused major delays in getting the building permits approved <strong>and</strong><br />
construction started. It also had an impact on the budget.<br />
In addition to the staff house, we have also improved the physical appearance <strong>of</strong><br />
camp by building fences <strong>and</strong> sight barricades to help keep users focused on camp<br />
activities.<br />
Camp Whispering Winds<br />
This summer our on-site ranger built a new lakeside storage shed. This shed houses<br />
all <strong>of</strong> the water safety equipment such<br />
as life jackets <strong>and</strong> oars that are used<br />
at camp. This structure allows for<br />
everything to be very well organized,<br />
easily accessible, clean, dry <strong>and</strong> secure.<br />
With remaining funds from this project,<br />
the ranger built ample exterior seating<br />
that makes a perfect spot for a quick<br />
safety refresher.<br />
We purchased a new commercial oven for the main kitchen at camp. This large<br />
oven has vastly improved efficiency in the kitchen <strong>and</strong> should last for a long time.<br />
Fortunately, the old convection oven was still in working order <strong>and</strong> it has been moved<br />
to the Mountaindale Outdoor Program Center.<br />
We are remodeling the bathroom in Richard’s Lodge. This bathroom will be fully ADA<br />
compliant <strong>and</strong> feature new fixtures <strong>and</strong> a much larger space.<br />

Mountaindale Outdoor Program Center<br />
Marilyn’s Place was originally constructed with a semi-commercial kitchen <strong>and</strong> did<br />
not have a dishwasher or a large over. Our user groups <strong>and</strong> day camps frequently<br />
requested the addition <strong>of</strong> a quick method for cleaning dishes <strong>and</strong> an oven large<br />
enough to feed a crowd. This past year we installed a high-temperature, undercounter<br />
dishwasher. It is a commercial grade, single-rack style washer <strong>and</strong> together<br />
with the repurposed oven, has already contributed to the satisfaction <strong>of</strong> users. The<br />
motivation for this change was to get adults out <strong>of</strong> the kitchen <strong>and</strong> outside, leading<br />
activities <strong>and</strong> enjoying other program elements where they are needed most.<br />
This year we also completed a large 8x16 storage shed for day camp groups to share.<br />
Camp Arrowhead<br />
This camp is our largest property <strong>and</strong> in the past year we completed the<br />
replacement <strong>of</strong> the in-ground water system. This project has finally ended the major<br />
water losses at camp. It took our rangers, with the help <strong>of</strong> a very generous donation<br />
from a local heavy equipment operators' school, right up until resident camp season<br />
last summer to finish this project. Once completed, we put new gravel on the roads<br />
<strong>and</strong> leveled them to prevent erosion. This will be an ongoing process.<br />
Last year we also painted most <strong>of</strong> the exterior <strong>of</strong> the buildings. While painting, we<br />
took the opportunity to make as many repairs as possible, within our operating<br />
budget.<br />
Portl<strong>and</strong> Service Center<br />
This past year we completed a remodel <strong>of</strong> the Portl<strong>and</strong> Service Center. This was<br />
funded by a large capital campaign begun by the legacy council. We completely<br />
dedicated the second floor <strong>of</strong> the Portl<strong>and</strong> Service Center (10,000 SF) to be girl<br />
<strong>and</strong> program space <strong>and</strong> added a large meeting room on the first floor. We are<br />
already seeing increased use by troops <strong>and</strong> volunteers. The wall <strong>and</strong> furniture colors,<br />
signage, tables, chairs <strong>and</strong> kitchen were designed with girls <strong>and</strong> <strong>Girl</strong> Scout br<strong>and</strong> in<br />
mind. We also redesigned the front lobby to make it more inviting. It gives a great<br />
first impression <strong>of</strong> <strong>Girl</strong> <strong>Scouts</strong> <strong>of</strong> <strong>Oregon</strong> <strong>and</strong> SW Washington. The third floor <strong>of</strong> the<br />
building now provides work space for staff. It was redesigned during the remodel to<br />
help improve functionality <strong>and</strong> lighting.

<strong>Girl</strong> <strong>Scouts</strong> bring gears, motors <strong>and</strong><br />
sensors to life<br />
<strong>Girl</strong> <strong>Scouts</strong> everywhere are great examples <strong>of</strong> the term “girl driven.” But some <strong>of</strong><br />
them mean it a little more literally – like four girls who make up the Nutty Geeks.<br />
They’re learning about motors, physics <strong>and</strong> robots with their fellow <strong>Girl</strong> <strong>Scouts</strong>.<br />
Van Le is a troop leader <strong>and</strong> team coach who leads the team <strong>of</strong> our – Ella, Sonja,<br />
Eleanor <strong>and</strong> Xela. The Nutty Geeks participate in the First Lego League, an annual<br />
challenge from September to January.<br />
“Our girls were classmates who liked to do research, play with legos <strong>and</strong> do presentations.<br />
They are active girls who enjoy meeting,” Van said.<br />
Each year the team buys a kit that contains the obstacle course for that year. The<br />
goal is to build a robot that can tackle the obstacle course in 2.5 minutes.<br />
“Depending on what kind <strong>of</strong> missions (essentially obstacle courses) we want the<br />
robot to do, the robot needs to be made to be able to complete these missions,”<br />
team member Eleanor Kruse said.<br />
They work on their robot until the regional tournament in January. Winners <strong>of</strong> the<br />
regional tournament advance to state championships, <strong>and</strong> winners at state go to a<br />
national event.<br />
“The teams compete in three ways: best robot performance on the table, best<br />
teamwork values <strong>and</strong> best research project. Winning teams are strong in all three<br />
areas,” Van said. Her team meets weekly to build <strong>and</strong> program the robot, practices<br />
teamwork activities <strong>and</strong> also researches about a real world problem.<br />
“Ninety percent <strong>of</strong> the work is done by the team,” Van said. “Adult helpers would<br />
make calls to topic experts <strong>and</strong> guide the team but all the other work is done by team<br />
members.”<br />
The Nutty Geeks have had great success, garnering regional as well as state awards.<br />
They’ve also had the opportunity to spread the word, receiving invitations to<br />
demonstrate at schools <strong>and</strong> events throughout the community.<br />
Eleanor sees a direct correlation between what she learned about in Lego Robotics<br />
<strong>and</strong> her career goals.<br />

The planning started in January.<br />
<strong>Girl</strong> <strong>Scouts</strong> from Service Unit 7 decided on the year’s theme <strong>and</strong> planned all the way<br />
through February. They carefully laid out the course for food, adventures <strong>and</strong> games<br />
– for almost 300 girls.<br />
Then, on May 13, <strong>2011</strong>, it was go time. The Service Unit 7 Spring Encampment had<br />
begun.<br />
“Friday night, we go into action mode.” Kelly, a <strong>Girl</strong> Scout Senior, said. “Friday we<br />
check troops in, set up the lodge for us, <strong>and</strong> put on Friday night campfire <strong>and</strong> a flag<br />
ceremony. Saturday morning we have a flag ceremony <strong>and</strong> announcements.”<br />
The Service Unit 7 Spring Encampment is an annual event, <strong>and</strong> it is almost entirely<br />
planned, put together <strong>and</strong> run by older <strong>Girl</strong> <strong>Scouts</strong>. This year’s theme was “The Great<br />
Adventure.”<br />
“We have new activities each year,” Kelly said. “Last year we had passports for each<br />
troop <strong>and</strong> they went to different places <strong>and</strong> did some extra activities <strong>and</strong> they would<br />
get stamps. Their goal was to get all the stamps or as many as they could. The girls<br />
really enjoyed this.”<br />
“All <strong>of</strong> the activities, including two campfires <strong>and</strong> Sunday’s <strong>Girl</strong> Scout’s Own, were<br />
planned <strong>and</strong> presented by three Cadette <strong>and</strong> Senior troops,” said Eileen Skidmore, a<br />
longtime volunteer in the council <strong>and</strong> the perennial adult leader <strong>of</strong> the Encampment.<br />
Depending on their age, <strong>Girl</strong> <strong>Scouts</strong> have different jobs at the event.<br />
“[My role is] to put on Saturday afternoon games (games, crafts, teach <strong>and</strong> learn) for<br />
Daisies, Brownies <strong>and</strong> Juniors,” Kelly said. “Older Seniors <strong>and</strong> Ambassadors put on a<br />
program for older girls that are attending.”<br />
Each planning girl also helps plan the Friday night campfire, Saturday night campfire,<br />
flag, or <strong>Girl</strong> Scout’s Own (or bridging instead <strong>of</strong> <strong>Girl</strong> Scout’s Own),” Kelly said.<br />
Kelly thinks there’s a lot to be learned from having a leadership role at an event like<br />
this.<br />
“It helps the girls putting it on experience being in charge <strong>of</strong> an event, teaches<br />
them leadership <strong>and</strong> how to plan by breaking down a huge event into manageable<br />
pieces <strong>and</strong> other important skills. Since a lot <strong>of</strong> the girls planning actually attended<br />
Encampment when they were younger, they know what the girls might like to do. Also,<br />
for the younger girls to see the older girls still active in <strong>Girl</strong> <strong>Scouts</strong> <strong>and</strong> enjoying it, it<br />
serves as a great role model. “<br />
