A message from the 

CEO and Board Chair 

2011 was a year of continued growth for Girl Scouts of Oregon and Southwest 

Washington! For the third consecutive year both our girl membership and our adult 

membership grew. Contributing to this growth was an increase in the number of girls 

attending resident camp and day camp, and a significant expansion of our migrant 

education program. We also added a number of new program partners which in turn 

resulted in more activities and fun events for girls and troops. Our cookie sale 

experienced a third year of growth as well! 

2011 was also the year to begin planning for Girl Scouts’ 100th anniversary! Thanks to 

our staff and volunteers, in 2012 we look forward to a Northwest Centennial 

Roundup (a weeklong camp out for older girls), a huge birthday party in the fall and 

numerous special events throughout our council to celebrate the first 100 years of 

Girl Scouting. 

As we look back on the past year, we also want to thank the many partners who make 

our work possible – our program partners, our corporate and foundation funders 

and the many individuals and families who provide the resources to make our 

work possible. 

Finally, we want to say a special thank you to the more than 11,500 volunteers who 

delivered the Girl Scout program in our council last year. Their commitment to 

GSOSW’s nearly 19,500 girl members and their belief that the Girl Scout Leadership 

Experience does indeed build girls of courage, confidence and character, makes this 

world a better place for us all.

A redesigned council website launched in June including a modernized look and feel 

in line with the refreshed Girl Scout brand, streamlined navigation (including footer 

navigation on subpages), standardized service unit Web pages, sortable tables, a 

secure page with calendars displaying program site availability, the ability to share or 

print any page, and a new “share” submission form encouraging Girl Scouts to share 

their story with others! 

Grew Facebook followers by nearly 100%, twitter followers by greater than 50%, and 

were again awarded the Constant Contact All Star Award for success in email 

marketing campaigns during 2011. 

A committee composed of staff and volunteers was formed to co-develop and 

execute a marketing plan for Girl Scouts’ centennial in 2012. Planned events and 

activities included the Northwest Centennial Roundup, a geocaching challenge, a 

100th Anniversary patch contest and much more. 

Partnered with Dairy Farmer’s of Oregon to expand marketing coverage for 2011 Girl 

Scout Cookie Program, growing reach by 6x. Continued to foster interdepartmental 

marketing initiatives (Program Guide, eNews, etc.) to increase value of publication 

investment. Secured over $8,000 in publication sponsorships. 

In collaboration with Girl Scouts USA, we were able to leverage national PSA 

campaigns to secure greater than $100,000 (estimated value) in donated airtime. 

Council Integration 

A customer service statement was created and posted in all council service centers. 

The statement outlines the quality of experience our customers can expect and 

affirms that every interaction is guided by the Girl Scout mission, Promise 

and Law. 

A first-ever survey was conducted among our members to determine what progress 

had been made in closing the council integration gaps identified in the council’s 

strategic learning plan. The responses will serve as a baseline comparison for the 

same survey that will be conducted in spring 2012. 

Updates were made to the month-by-month volunteer calendar created in 2010 and 

disseminated to all service units. It was recommended to service units to post the 

calendar on their service unit web pages and make it available to all service unit 

members through the monthly volunteer meetings. 

Funding/Fund Development 

Family Partnership donations and participation rate both increased by 39% over the 

previous year. 

Two leadership events were held to thank our donors for their ongoing support 

throughout the year.

Board giving reached 100%. 

Fundraising events had significant sponsorship increases. Attendance increased by 

16% and revenue increased by 63% over the previous year. 

The GSOSW Alumnae Association coordinated a community service project to allow 

homeowners with chained pets the opportunity to have a fenced yard. Outreach to 

communicate with alumnae through events and online eNews have continued. 

Membership 

Council-wide we increased the Migrant Education Program from 7 sites serving 622 

new girls in 2009-2010 to 17 sites serving 1,332 new girls in 2010-2011. We increased 

our Hispanic girl membership by 28% in 2010-2011. 

Defying national trends for the third year in a row, our membership has grown. 

GSOSW has seen a 3.6% increase in girl members and a 3% increase in adults for an 

overall 3.4% increase in total membership. 

Purchased GSUSA branding kits as presentation materials for school district, 

community partners and volunteer outreach to the business community. 

Branding kits have been used in presentations resulting in partnerships with new 

school districts. 

Completed translation of Volunteer Essentials and Council Volunteer Policies and 

Procedures. CPR/First Aid classes were offered in Spanish. 

Tools were shared through service team trainings, newsletters and webinars to help 

service teams recognize volunteers throughout the year. Three new council level 

adult recognitions were developed for implementation in 2011-2012 

Program 

Information about all of the pathways is being delivered through multiple messages in 

the Program Guide, training materials and webinars. 

A new service team position was created this year, the GSLE Coach. The goal of this 

position is to coach leaders on implementing the Girl Scout Leadership Experience 

and understanding the pathways. 

Webinars were developed and delivered to volunteers this summer giving them a 

sneak peek at The Girl’s Guide to Girl Scouting and how it works with the rest of the 

National Program Portfolio. 

Staff have continued to evaluate and update programs to include more GSLE 

outcomes and to facilitate progression. An example of a program following this model 

is the new Digital Media Studio program. This program has multiple curricula that 

build upon each other into a great digital experience for girls. 

We have a unified way of managing program partners through our program partner 

application.

A love for Girl Scout camp 

can grow for decades 

Every year, thousands of girls attend camp through Girl Scouts of Oregon and 

Southwest Washington. Many of them have such a good time that they come back 

the next year, and some of them come back for many more than just one. 

“I attended camp starting in the first grade,” Lesli Sanderson said.” Lesli’s mom Joni 

started volunteering when she was in fourth grade, because as a fourth grader she 

was too old to technically be a camper, but she could be a “tagalong,” a camper who 

is there with an adult volunteer. 

Nineteen years later, Lesli and Joni are still at Camp Funshine. 

Lesli’s younger sister Jackie was a Girl Scout, too. Joni volunteered all along as her 

daughters were campers and later Program Aides. Lesli and Jackie volunteered as 

adults, and in 2008 they took it a step further: they decided to take on the 

responsibility of directorship of Camp Funshine. 

Making Camp Funshine great every year is a family affair, even down to the grocery 

shopping. Campers plan the food they eat, and that means the family takes two cars 

to the grocery store the night before it all starts, shopping for the ingredients to 

English muffin pizzas, grilled cheese and other camp-friendly foods. 

“We normally spend 3-4 hours,” Lesli laughed. “We used to bring only one car but 

then we got better about organization.” 

Lesli, Jackie and Joni continue to be involved at camp because of the memories they 

love from childhood. 

“One of the main things that pushed us to take on directorship – we wanted to keep 

camp what it was when we were little and why we loved it so much,” she said. “We 

wanted to make sure that Camp Funshine stayed the same.” 

For Lesli, that meant a place where girls could go outside of their comfort zone, only 

to be surprised to learn the great things they were capable of. 

“I remember being a little girl and thinking, ‘Wow, look at those older girls!’ and by the 

time you get there you think, ‘That wasn’t that big of a deal. I can do it.’” 

“I hope that I can stay with it for as long as possible and that it continues to fill every 

year. I know that there are some years when it’s dropped really low, and thankfully it’s 

come back up and we are really strong again.” 

From her time on both sides of the experience – camper and volunteer – Lesli knows 

that it’s the Girl Scout organization and the people that surround them who make the 

future bright for the younger generations. 

“When the time comes – hopefully some distant time in the future - when I’m no 

longer director, that someone else strong steps forward to take it over and that we 

continue to have volunteers like we’ve had for it each year. They are the ones that 

make it happen. Some of our best staff are older girls – the PA’s that come year after 

year – they make camp for those little girls.“

Property Highlights 

Camp Cleawox 

A new staff house will be ready for camp season 2012. This new building has 

beautifully exposed glu-lam beams on the interior with a vaulted ceiling to give the 

feeling of even more space. The building is fully insulated and ADA compliant so it will 

give user groups greater flexibility when using the camp year-round. During summer 

months, it will be used for breaks, showers, training and meeting space for camp 

staff. For the rest of the year it will be available for user groups. It has a fully equipped 

kitchen, two bathrooms and a large laundry facility. This project was not without its 

challenges as we had to completely redesign the septic system. This was not in the 

original plan and caused major delays in getting the building permits approved and 

construction started. It also had an impact on the budget. 

In addition to the staff house, we have also improved the physical appearance of 

camp by building fences and sight barricades to help keep users focused on camp 

activities. 

Camp Whispering Winds 

This summer our on-site ranger built a new lakeside storage shed. This shed houses 

all of the water safety equipment such 

as life jackets and oars that are used 

at camp. This structure allows for 

everything to be very well organized, 

easily accessible, clean, dry and secure. 

With remaining funds from this project, 

the ranger built ample exterior seating 

that makes a perfect spot for a quick 

safety refresher. 

We purchased a new commercial oven for the main kitchen at camp. This large 

oven has vastly improved efficiency in the kitchen and should last for a long time. 

Fortunately, the old convection oven was still in working order and it has been moved 

to the Mountaindale Outdoor Program Center. 

We are remodeling the bathroom in Richard’s Lodge. This bathroom will be fully ADA 

compliant and feature new fixtures and a much larger space.

Mountaindale Outdoor Program Center 

Marilyn’s Place was originally constructed with a semi-commercial kitchen and did 

not have a dishwasher or a large over. Our user groups and day camps frequently 

requested the addition of a quick method for cleaning dishes and an oven large 

enough to feed a crowd. This past year we installed a high-temperature, undercounter 

dishwasher. It is a commercial grade, single-rack style washer and together 

with the repurposed oven, has already contributed to the satisfaction of users. The 

motivation for this change was to get adults out of the kitchen and outside, leading 

activities and enjoying other program elements where they are needed most. 

This year we also completed a large 8x16 storage shed for day camp groups to share. 

Camp Arrowhead 

This camp is our largest property and in the past year we completed the 

replacement of the in-ground water system. This project has finally ended the major 

water losses at camp. It took our rangers, with the help of a very generous donation 

from a local heavy equipment operators' school, right up until resident camp season 

last summer to finish this project. Once completed, we put new gravel on the roads 

and leveled them to prevent erosion. This will be an ongoing process. 

Last year we also painted most of the exterior of the buildings. While painting, we 

took the opportunity to make as many repairs as possible, within our operating 

budget. 

Portland Service Center 

This past year we completed a remodel of the Portland Service Center. This was 

funded by a large capital campaign begun by the legacy council. We completely 

dedicated the second floor of the Portland Service Center (10,000 SF) to be girl 

and program space and added a large meeting room on the first floor. We are 

already seeing increased use by troops and volunteers. The wall and furniture colors, 

signage, tables, chairs and kitchen were designed with girls and Girl Scout brand in 

mind. We also redesigned the front lobby to make it more inviting. It gives a great 

first impression of Girl Scouts of Oregon and SW Washington. The third floor of the 

building now provides work space for staff. It was redesigned during the remodel to 

help improve functionality and lighting.

Girl Scouts bring gears, motors and 

sensors to life 

Girl Scouts everywhere are great examples of the term “girl driven.” But some of 

them mean it a little more literally – like four girls who make up the Nutty Geeks. 

They’re learning about motors, physics and robots with their fellow Girl Scouts. 

Van Le is a troop leader and team coach who leads the team of our – Ella, Sonja, 

Eleanor and Xela. The Nutty Geeks participate in the First Lego League, an annual 

challenge from September to January. 

“Our girls were classmates who liked to do research, play with legos and do presentations. 

They are active girls who enjoy meeting,” Van said. 

Each year the team buys a kit that contains the obstacle course for that year. The 

goal is to build a robot that can tackle the obstacle course in 2.5 minutes. 

“Depending on what kind of missions (essentially obstacle courses) we want the 

robot to do, the robot needs to be made to be able to complete these missions,” 

team member Eleanor Kruse said. 

They work on their robot until the regional tournament in January. Winners of the 

regional tournament advance to state championships, and winners at state go to a 

national event. 

“The teams compete in three ways: best robot performance on the table, best 

teamwork values and best research project. Winning teams are strong in all three 

areas,” Van said. Her team meets weekly to build and program the robot, practices 

teamwork activities and also researches about a real world problem. 

“Ninety percent of the work is done by the team,” Van said. “Adult helpers would 

make calls to topic experts and guide the team but all the other work is done by team 

members.” 

The Nutty Geeks have had great success, garnering regional as well as state awards. 

They’ve also had the opportunity to spread the word, receiving invitations to 

demonstrate at schools and events throughout the community. 

Eleanor sees a direct correlation between what she learned about in Lego Robotics 

and her career goals. 

“When I grow up, I want to be some sort of doctor.” Eleanor said. “I really got 

interested last year when we did our research project on Hemophilia, the theme being 

biomedical engineering. We worked with and interviewed a cardiologist... I have 

really enjoyed learning about anatomy and am learning more every day.”

Girl Scouts learn to plan and lead 

events early on 

The planning started in January. 

Girl Scouts from Service Unit 7 decided on the year’s theme and planned all the way 

through February. They carefully laid out the course for food, adventures and games 

– for almost 300 girls. 

Then, on May 13, 2011, it was go time. The Service Unit 7 Spring Encampment had 

begun. 

“Friday night, we go into action mode.” Kelly, a Girl Scout Senior, said. “Friday we 

check troops in, set up the lodge for us, and put on Friday night campfire and a flag 

ceremony. Saturday morning we have a flag ceremony and announcements.” 

The Service Unit 7 Spring Encampment is an annual event, and it is almost entirely 

planned, put together and run by older Girl Scouts. This year’s theme was “The Great 

Adventure.” 

“We have new activities each year,” Kelly said. “Last year we had passports for each 

troop and they went to different places and did some extra activities and they would 

get stamps. Their goal was to get all the stamps or as many as they could. The girls 

really enjoyed this.” 

“All of the activities, including two campfires and Sunday’s Girl Scout’s Own, were 

planned and presented by three Cadette and Senior troops,” said Eileen Skidmore, a 

longtime volunteer in the council and the perennial adult leader of the Encampment. 

Depending on their age, Girl Scouts have different jobs at the event. 

“[My role is] to put on Saturday afternoon games (games, crafts, teach and learn) for 

Daisies, Brownies and Juniors,” Kelly said. “Older Seniors and Ambassadors put on a 

program for older girls that are attending.” 

Each planning girl also helps plan the Friday night campfire, Saturday night campfire, 

flag, or Girl Scout’s Own (or bridging instead of Girl Scout’s Own),” Kelly said. 

Kelly thinks there’s a lot to be learned from having a leadership role at an event like 

this. 

“It helps the girls putting it on experience being in charge of an event, teaches 

them leadership and how to plan by breaking down a huge event into manageable 

pieces and other important skills. Since a lot of the girls planning actually attended 

Encampment when they were younger, they know what the girls might like to do. Also, 

for the younger girls to see the older girls still active in Girl Scouts and enjoying it, it 

serves as a great role model. “
