A message from Homer Glen Area Chamber of Commerce: 

Welcome to our 2016 –2017 HOMER GLEN AREA CHAMBER OF COMMERCE 

Community Resource Guide. The Homer Glen Area Chamber of Commerce and Staff want 

to thank our valued members and community alliances for a great year and your continued support. 

We have changed our name from Homer Township Chamber of Commerce to 

reflect the change of our area. The Village of Homer Glen, Homer Township and 

the businesses in the surrounding area have grown and prospered in recent 

years. With this growth we felt our Chamber should also reflect this growth with its 

name. We have a variety of new businesses moving into our area. We also have 

a first-class education system with our neighborhood schools that comprise K 

-12 and our area high schools, Lockport Township H.S. and Providence Catholic 

which serve our children. We have many of the “Big Box” stores serving our area 

along with small family owned stores locally that generate millions of property 

and sales tax dollars for Homer Glen and which support the community, parks, 

fire and police, and schools. It is the chamber’s role to advocate on behalf of our 

community and local businesses.

businesses! Our Homer Glen Area Chamber of Commerce’s primary objective

Publication…. The guide is printed and distributed 

by 22nd Century Media to over 8000 households and 

businesses. A supply is also printed and distributed by the 

chamber at events and to new businesses and residents

8. Ribbon Cuttings or Ground Breaking events … 

Ribbon Cuttings are a great way to quickly bring awareness 

to your business. This ceremony introduces you and your

to the community. Ribbon cutting ceremonies are available 

for those new to the community, joining the Chamber for the 

first time, in celebration of a major business anniversary, or 

an expansion or renovation. Ribbon Cutting pictures are sent 

to 22nd Century Media for possible insertion in the Homer

As Homer Glen celebrates its 15th anniversary, I invite you to explore all our vibrant 

Village has to offer. Helping to mark this special year are the new Village Hall and the 

ongoing master planning for the adjacent 100-acre Heritage Park, establishing a focal 

point for our community and sense of place. We are proud of the community we’re 

creating and the progress we’re making to preserve, protect and plan for our future. 

The information in this community guide will help you to fully enjoy Homer Glen, 

from its convenient shopping and great restaurants to our outdoor recreational and trail 

opportunities. From our helpful service businesses to our beautiful countryside and local 

farm markets, Homer Glen has something for everyone! 

Homer Glen’s school districts continue to exceed state standards while maintaining a 

very low per pupil operating expense. Our commercial development continues to prosper 

and expand, bringing in new shopping and service opportunities for residents. The 

Village’s two road interchanges with I-355, at 143rd Street and at 159th Street, create 

new economic development opportunities for the future. Over the next several years, 

both IDOT and Will County will be investing close to $200 million in Homer Glen road 

improvements. The expansion of 159th Street is currently underway with completion 

of the project anticipated in 2018. These investments will work to encourage economic 

development so that residents can continue to enjoy a high level of service and convenience without any 

municipal property tax for general operations.

VILLAGE OF HOMER GLEN

Homer Glen Overview 

Incorporated on April 17, 2001, the Village of Homer Glen 

is strategically positioned in northeastern Will County, 25 miles 

southwest of downtown Chicago. The I-355 Veteran’s Memorial 

Tollway South Extension links I-55 south to I-80 on the western 

edge of the community. Homer Glen is an upscale suburban 

gem offering a unique blend of open space, beautiful residential 

developments and vibrant commercial corridors with significant 

commercial growth potential. The average household income 

in the Village of Homer Glen is $103,900. Homer Glen is one 

of Will County’s largest municipalities, currently encompassing 

approximately 22 square miles. Ultimately, the Village has the 

opportunity to grow to approximately 25 square miles. 

Homer Glen is home to a variety of local businesses and 

nationally recognized brands. Economic development activity is 

occurring in the Village’s primary east-west oriented commercial 

corridors of 143rd Street and 159th Street (both roadways have 

interchanges with I-355) and the north-south oriented Bell Road 

commercial corridor. The State of Illinois and Will County will

invest over $200 million in planned road improvements to widen all 

three primary commercial corridors to four lanes over the coming 

years. These roadway improvements, needed to accommodate 

projected traffic increases, will further enhance Homer Glen’s 

attractiveness for commercial development. 

Residential development within the Village ranges from 

subdivisions with lots of one-third acre in size to subdivisions with 

lots larger than an acre. Large lot rural estates and small family 

farms also exist within the northwestern and southern portions 

of the Village. Homer Glen’s gently rolling terrain is dotted with 

prairie grasses, stands of trees and cultivated fields. The Forest 

Preserve District of Will County has over 1,300 acres of land 

within the Village, including an equestrian trail. 

The Village of Homer Glen has created a strategically inspired 

commercial development plan. This plan allows the Village to 

embrace growth along its high traffic commercial corridors while 

elsewhere preserving the open space, natural resources and 

semi-rural character that have made it so attractive. The Village

natural resources and semi-rural character that have made it so 

desirable. Attractive demographics, existing retailers and traffic 

counts make Homer Glen an excellent choice for new businesses. 

Two access points with the Veteran’s Memorial Tollway I-355 (at 

143rd Street and at 159th Street), approximately $200 million in

prime land development opportunities will help drive interest in

Village Government 

Homer Glen is a home-rule municipality governed by a Village 

President, commonly called Mayor, and a six-member Board 

of Trustees, all of whom are elected at-large to overlapping 

four-year terms. The Village Manager oversees the Village’s 

daily administrative duties and carries out the policies of the 

Mayor and Village Board.

Select Village Services 

The Village of Homer Glen does not levy a municipal property 

tax for general operations. Following one of the core values of 

the Village (“A fiscally accountable government is needed to 

protect the interests of Homer Glen taxpayers”), the Village 

of Homer Glen has taken the approach of contracting with a 

number of public and private entities to provide many of the 

traditional municipal services. 

• Police Services are provided through a contract with Will 

County Sheriff’s Department. 

• All Public Works functions, including maintenance of 

109 miles of streets, bridge maintenance, snowplowing, 

storm water drainage maintenance, etc., are provided to 

the residents of Homer Glen through a contract with the 

Highway Department. 

• Fire and Emergency Services are provided by three 

separate Fire Protection Districts. 

• Water and Sanitary Sewer service is provided by Illinois 

American Water Company, a private company. 

Homer Glen has an extensive network of resident volunteers 

who donate their time, effort and resources to the Village.

The Village of Homer Glen and the Will County Sheriff’s 

Office have an agreement that provides for public safety 

services to the Village. The Will County Sheriff’s Office has 

proudly provided public safety services to the Village of 

Homer Glen since its incorporation.

Most renovation and new construction activities require a 

building permit from the Village’s Building Department. 

Please call the Village’s Building Department at (708) 301- 

1301 for assistance with determining whether your project 

requires a building permit. 

Leaf Burning Permit 

The Village of Homer Glen requires residents to obtain 

a Leaf Burning permit before any open burning of leaves 

on residential property. Applications are available at www. 

homerglenil.org or at the Village Hall. The permit must be 

obtained after filing an application with the Village and is 

good for six (6) months from issuance. There is no fee for the 

permit. As a safe alternative to burning, all yard waste can be 

picked up by NuWay on your regular pickup day from April 

1st through November 30th, at no extra cost. 

Business Registration 

The Village of Homer requires that all businesses operating 

within the corporate boundaries of Homer Glen register 

annually with the Village. The application form is available 

online at www.homerglenil.org or contact the Village Clerk for

Governmental Structure 

Homer Township is a unit of local government with powers and duties 

established by the Illinois Constitution and statutory law. Townships 

in Illinois have geographical territory limits generally equivalent to 36 

square miles. Homer Township at 2010 census has a population of 

39,553 with total housing units reported at 13,568. The township is 

governed by its Town Board consisting of the Chairman of the Board 

(Township Supervisor) and four Trustees; all of which are voting 

members. The Township Supervisor also serves as the Chief Executive 

Officer and Treasurer of the organization managing its operations in 

conjunction with the Commissioner of the Highway Department; 

the Chief Assessor of the Assessment Department and the Township 

Clerk. Each officer has distinct duties and authority as separate 

elected officials elected to serve four year terms.

rating in 2014 to ‘AA+’ reporting that “the local economy is 

strong with projected per capita effective buying income at 127% 

of the national average and per capita market value at roughly

and management conditions are healthy with minimal debt 

liability”. The Will County average unemployment rate is currently 

5.6%; significantly improved since the rating was performed (2013

With the Intersection improvements at 151st and Parker Road 

(shown in the background of our Chamber Guide ad), and 143rd 

and Lemont Road now complete, the launching of our new 

website and construction underway for our new Maintenance 

and Wash Bay addition to the west end of our Garage, it has 

been a very productive year for the Road District. 

This season began with the continuation of the Tree 

Removal Program. There are still more than 1,000 dead 

Ash Trees in the Road Right-of-Way due to the Emerald Ash 

Borer Infestation that will take our tree crew the entire 2016 

season to remove, even with the purchase of a new, larger 

stump grinder in May of this year. The addition to the Road 

District Garage should be complete by the spring of 2017. This 

will allow us to perform more in-house maintenance on our 

equipment. It will also enable us to implement a more intensive 

preventive maintenance program that will prolong the life 

of our equipment and create a more efficient maintenance 

department. This year’s Road Program will include the 

repaving of Parker Road from 143rd to the new intersection 

at 151st. That will complete the widening of Parker Road that 

was part of the Intersection Improvement Project. 

With the responsibility of maintaining over 140 miles of 

roads, 150 miles of sidewalks, 150 miles of curbs, 100 miles 

of drainage ditches, hundreds of culverts and thousands of 

right of-way trees, being efficient has always been an absolute 

necessity in the management of the Road District. We’re able 

to accomplish this with only 20 full-time employees due to 

their dedication and to never forgetting that we are a Township 

Road District. As long as we continue to focus our efforts on the 

duties that are the responsibility of a Township Road District, 

we will be able to continue to serve our residents by keeping 

our roads and road rights-of-way safe and well maintained in a 

manor worthy of our community.

Homer Township Taxes 

Unlike State, County and municipal governments, which receive 

additional revenues from various other forms of taxes (i.e., sales; user; 

income taxes); the township’s main source of revenue is derived from 

property taxes. Attempting to be responsive to its citizens’ request 

for stabilized taxes while increasing services, Homer Township Real 

Estate Tax Rates have been consistently reduced through prudent 

financial management. These efforts have resulted in reductions of 

Homer Township’s portion of your property tax. Township tax rates 

in the past 3 years are as follows: 2015 tax levy rate is .1034; 2014 

tax levy rate was .1046 and the 2013 tax levy rate was .1779. The 

line item on your 2015 tax bill identifying the portion of tax remitted 

to Homer Township is approximately $30 per each $100,000 

assessed value of your property. For example, if your property is 

valued at $300,000 the portion of tax required to perform Homer 

Township services will be about $90 per year. According to statistics

Homer Township Services 

What your property tax contributions are used for: 

Some services provided are mandated by law such as, election/voter 

services; real estate assessments; public aid programs; unincorporated 

territory governance; park maintenance; road maintenance; public 

property management; etc. Other services have been specifically 

ordered by the residents through referenda such as the Founders 

Crossing Senior Housing facility and Township Open Space Program. 

Like most local governments, we provide other programs in response 

to resident input based upon specific community needs. Examples 

are senior citizen programs; PACE/public transportation; mosquito 

abatement; special needs programs; community events and festivals. 

Also, because the greater part of Homer Township residents are 

not included in adjacent park district boundaries; the Township has 

tried to facilitate priority use of its parks to Homer sports youth 

organizations (baseball, football, soccer and lacrosse) to provide 

recreational programs. While the residents do pay participation fees 

to the organizations, they do not have a Homer Park District tax. 

Instead, the Township supports the cost of maintaining its seven parks 

and two sport complex facilities (at Morris Park and Town Center 

Park) through its park maintenance tax revenues of about $200,000 

per year (included in the $30 per $100,000 figure described above). 

Homer Township has proactively worked together with taxing 

districts in our community to consolidate services where possible 

and through intergovernmental agreements. An example of this lies 

with the 2001 incorporation of the Village of Homer Glen whereby 

agreements to continue Township maintenance of the roadways in 

the Village in exchange for the same tax distributions removed from 

the Township and now distributed to the Village by incorporation. In 

essence this agreement retained the responsibility and funding the 

Township already had for the roadways and eliminated the cost of 

creating a new, additional Village road department. Fifteen years later 

the agreement remains successful and the Village is still functioning 

without a real estate tax on its residents. Other intergovernmental 

agreements are in place for community events and to consolidate 

services with other municipalities in the Township—all resulting in 

improved services and reduced taxes for our residents.

Created in 1945, the Lockport Township Park District 

provides park areas and recreation programs in order to 

enrich the quality of life of the community. 

The Park District has created many opportunities of 

renovating and beautifying existing parks and initiating 

the building of a number of new parks in recent years 

such as Brent Hassert Park, Rotary Park, Sunset Park, 

Theodore March Playground, Willow Walk, and Clover 

Ridge Park to name a few. Each location offers an array 

of recreational experiences that includes one or more of 

the following: open play and open spaces, playgrounds, 

areas for sports such as soccer and baseball, trails for 

outdoor fitness, a place for games such as horseshoes and 

volleyball, pavilions for family picnics and parties, spray 

parks and handicap access. 

In essence, the Lockport Township Park District maintains 

38 parks and approximately 950 acres as well as 19 

facilities. 

In 1963, The Lemont Township Park District originated 

as an idea which was formed by Township Supervisor, 

Lewis N. Ruppert during his first year in office. In his first 

year, he received many inquiries from township residents 

regarding recreational facilities. He realized as Township 

Supervisor he could not legally do anything to satisfy the 

recreational needs and requirements of the citizens. So, he 

proactively suggested to them that the Township needed a
