Introduction
The IATA View: Demand for Air
Travel in 2015 Surges to
Strongest Result in Five Years
The International Air Transport Association (IATA) announced
global passenger traffic results for 2015 showing demand
(revenue passenger kilometers or RPKs) rose 6.5% for the
full year compared to 2014. This was the strongest result
since the post-Global Financial Crisis rebound in 2010 and
well above the 10-year average annual growth rate of 5.5%.
While economic fundamentals were weaker in 2015
compared to 2014, passenger demand was boosted by lower
airfares. After adjusting for distortions caused by the rise of
the US dollar, global airfares last year were approximately
5% lower than in 2014.
“Last year’s very strong performance, against a weaker
economic backdrop, confirms the strong demand for aviation
connectivity. But even as the appetite for air travel increased,
consumers benefitted from lower fares compared to 2014,”
said Tony Tyler, IATA’s Director General and CEO.
Annual capacity rose 5.6% last year, with the result that load
factor climbed 0.6 percentage points to a record annual high
of 80.3%. All regions experienced positive traffic growth in
2015. Carriers in the Asia-Pacific region accounted for
one-third of the total annual increase in traffic.

• European carriers’ international traffic climbed 5.0% in
2015. Capacity rose 3.8% and load factor increased 1.0
percentage point to 82.6%, highest among the regions.
The healthy result in part was attributable to a pick-up in
consumer spending in the Eurozone as well as a moderate
increase in flight frequencies. Traffic growth slowed toward
the end of the year owing to strikes at Lufthansa and the
shutdown of Russia’s Transaero.
• North American airlines saw demand rise 3.2% in 2015,
broadly unchanged from the growth achieved in 2014.
Capacity rose 3.1%, edging up load factor 0.1 percentage
points to 81.8%.
• Middle East carriers had the strongest annual traffic
growth at 10.5%. As a result, the share of international traffic
carried by Middle East airlines reached 14.2%, surpassing
their North American counterparts (13.4%). Capacity growth
of 13.2% exceeded the demand gains, pushing down load
factor 1.7 percentage points to 76.4%.
• Latin American airlines’ traffic rose 9.3% in 2015. Capacity
rose 9.2% and load factor inched up 0.1 percentage points
to 80.1%. While key regional economies, particularly Brazil,
have been struggling, overall traffic has been robust.
• African airlines had the slowest annual demand growth,
up 3.0%, although this was a significant improvement over
the 0.9% annual growth achieved in 2014. With capacity up
just half as much as traffic, load factor climbed 1 percentage
point to 68.5%. International traffic rose strongly in the
second half of 2015, in conjunction with a jump in trade
activity to and from the region.
International Passenger Markets
International passenger traffic rose 6.5% in 2015 compared
to 2014. Capacity rose 5.9% and load factor rose 0.5
percentage points to 79.7%. All regions recorded year-overyear
increases in demand.
• Asia Pacific carriers recorded a demand increase of 8.2%
compared to 2014, which was the largest increase among
the three largest regions. Demand was stimulated by a 7.3%
increase in the number of direct airport connections in the
region, resulting in time-savings for travelers. Capacity rose
6.4%, pushing up load factor 1.3 percentage points to 78.2%.

Domestic Passenger Markets
Domestic air travel rose 6.3% in 2015. All markets showed
growth, led by India and China but there was wide variance.
Capacity rose 5.2% and load factor was 81.5%, up 0.9
percentage points over 2014.

• Brazil’s domestic air travel rose just 0.8% in 2015,
reflecting the country’s deteriorating economic situation.
Traffic trended downward throughout the year.
• US domestic traffic climbed 4.9% last year, helped by solid
economic growth. This was the fastest rate of increase since
2004 and the first time since 2003 that domestic
traffic growth surpassed international growth. The load factor
reached a domestic record high of 85.4%.
The Bottom Line : “Aviation delivered strong results for the
global economy in 2015, enabling connectivity and helping
to drive economic development. The value of aviation is well
understood by friends and families whom aviation brings
together, by business travelers meeting clients in distant
cities, and particularly by those for whom aviation is a lifeline
in times of crisis.
“It is very disappointing to see that some governments still
wrongly believe that the value of taxes and charges that can
be extracted from air transport outweighs the benefits—
economic and social—of connectivity. The most recent
example is the dramatic increase in the Italian Council Tax
levied on air passengers. This 33-38% hike will damage
Italian economic competitiveness, reduce passenger
numbers by over 755,000 and GDP by EUR 146 million per
year. An estimated 2,300 jobs a year will be lost. At a time
when the global economy is showing signs of weakening,
governments should be looking for ways to stimulate
spending, not discourage it.”
Air Freight Growth Slowed to
2.2% in 2015
The International Air Transport Association (IATA) released
figures for global air freight markets showing cargo volumes
measured in freight tonne kilometers (FTKs) expanded 2.2%
in 2015 compared to 2014. This was a slower pace of growth
than the 5.0% growth recorded in 2014. The weakness
reflects sluggish trade growth in Europe and Asia-Pacific.
After a strong start, air freight volumes began a decline that
continued through most of 2015, until some improvements
to world trade drove a modest pick-up late in the year. Cargo
in Asia-Pacific, accounting for around 39% of freight traffic,
expanded by a moderate 2.3%. The key markets of Europe
and North America, which between them comprise around
43% of total cargo traffic, were basically flat in 2015. Latin
America suffered a steep decline (-6.0%) while the Middle
East grew strongly, up 11.3%. Africa also saw modest growth
of 1.2%. The freight load factor (FLF) was at times the lowest
for some years, falling to an average 44.1% compared to
45.7% in 2014, driven down by weak demand and capacity
expansion.
“2015 was another very difficult year for air cargo. Growth
has slowed and revenue is falling. In 2011 air cargo
revenue peaked at $67 billion. In 2016 we are not expecting
revenue to exceed $51 billion. Efficiency gains are critical
as the sector adjusts to shortening global supply chains and
evermore competitive market conditions. We have to adjust
to the ‘new normal’ of cargo growing in line with general rates
of economic expansion. The industry is moving forward with
an e-freight transformation that will modernize processes
and improve the value proposition. The faster the industry
can make that happen, the better,” said Tony Tyler, IATA’s
Director General and CEO.
The industry’s key challenges will be discussed in detail at
the World Cargo Symposium (WCS) in Berlin, 15-17 March.
The world’s largest gathering of air cargo
professionals, the 10th WCS will bring together 1,000
delegates under the theme of ‘The Value of Air Cargo’ to
debate solutions for strengthening air cargo and the vital
service it performs for the world economy.

Regional analysis in detail
The global freight growth rate in December was 0.8%
compared to December 2014. Within that range there were
considerable regional fluctuations.
• African airlines FTKs declined by 8.4% in December
although for 2015 as a whole the region grew by 1.2%. The
FLF in 2015 was 29.7%, the lowest of any region. The underperformance
of the Nigerian and South African economies
was a challenge throughout the year, but trade growth to and
from the region was sufficient to drive a modest expansion in
FTKs.
• Asia-Pacific carriers were basically flat in December,
expanding just 0.1%. For the whole of 2015, the region
grew 2.3%. The FLF for 2015 was 53.9%, the highest of any
region. Cargo expansion in the region has been hampered
by a shift in Chinese economic policy to favour domestic
consumption. A mid-year fall of 8% in trade to/from emerging
Asia also led to declines but this appears to have bottomed
out, with a rebound in the second half of the year.
• European airlines grew by 1.2% in December but the
performance for 2015 in total was a fall of 0.1% compared
to 2014. The FLF in 2015 was 44.9%. Economic conditions
in the Eurozone have been subdued, leading to suppressed
demand for air freight, but imports have improved in recent
months.
• Latin American carriers continued the weak performance of
recent months, declining by 6.2% in December and by 6.0%
for 2015 as a whole. This was the weakest
performance of any region. The average FLF for 2015 was
38.3%. Economic and political conditions in Brazil have
worsened, and regional trade activity has been volatile.
• Middle Eastern carriers grew 4.0% in December and for
2015 in total the region expanded 11.3% compared to 2014.
The FLF was 42.8% for 2015. The region enjoyed a strong
year as network expansion into emerging markets was
supported by economic growth in local economies. Political
instability and the fall in the oil price may impact on some
economies in the region but growth as a whole remains
robust enough to support further expansion in 2016.
• North American airlines saw FTKs expand 1.4% in December
compared to December 2014. For the year as a whole,
North America grew just 0.1%. The 2015 FLF was 34.3%.
Growth in 2015 faded after a strong start that was flattered
by the West Coast ports strike. Recently there have been
mixed signals from economic data, indicating an
uncertain outlook for air freight in the coming months.

Report Measures ANSP
Productivity
Air traffic control is a high-tech service business paid for
either directly or indirectly by its aviation customers. It is
therefore quite reasonable for those customers to be
concerned about the value proposition they are being
offered: how much bang for their bucks are they getting? In
Europe, the Performance Review Commission of Eurocontrol
produces an annual performance report, but it includes only
European ANSPs. But for the past six years, the ANSP trade
association CANSO has been producing an increasingly
sophisticated report, covering as many CANSO members
(worldwide) as are willing to provide data.
The CANSO Global Air Navigation Services Performance
Report 2015 was released in December, in three volumes:
an executive summary, an industry report, and a report
comparing the participating ANSPs. The latter is generally
of the most interest to ANSP customers and to researchers
and policymakers. In 2015 CANSO obtained data from 34
ANSPs—from the Americas (5), Africa (2), Asia-Pacific (6),
Europe (18), and the Middle East (2). Conspicuously absent
were two of the most important European ANSPs—DFS
(Germany) and NATS (U.K.). The executive summary notes
that the majority of participating ANSPs reduced their cost
per IFR flight hour in the latest reporting year (2014).
In the volume that compares and contrasts ANSPs, stark
differences among the providers are once again evident (and
only 28 of the 34 overall participants allowed their data to
be compared with others). At least three factors make these
direct comparisons difficult. First, there are significant
economies of scale in air traffic control, so other things
equal, larger ANSPs should have lower unit costs. But other
things are not equal, especially when comparing
compensation costs between developed and developing
countries. In most cases, developed countries will have
significantly higher compensation costs than developing
countries. A third key factor is the fraction of oceanic ATC
operations compared with domestic. It takes more ATC
resources to manage domestic flights, for which terminal
costs are a larger fraction of the total than for long over-water
flights.
The average cost/IFR flight hour for all the ANSPs in the
report is $498. On this measure, Japan has lots of traffic, but
their ATO fails to realize its full potential economies of scale.
Sweden’s high unit cost may be due to its much smaller size.
On the flight hours/controller hour, lower traffic levels hurt
the standing of Sweden and New Zealand. Here again, Nav
Canada is the productivity champ.
For oceanic airspace, only three of the advanced developed
countries have significant oceanic traffic. Their oceanic
numbers are the following:

The average oceanic cost/IFR flight hour was $113, and the
average flight hours per controller hour was 3.7. In this case
also, Nav Canada takes the honors with a combination of
second-lowest cost per flight hour and the highest number of
flight hours per controller.

developed countries, and will report separately for domestic
and oceanic airspace. Two key productivity measures are
cost/IFR flight hour and IFR flight hours per controller
operating hour. For the five advanced developed countries in
the report, here are the domestic figures.

Company description
Airbus DS Electronics and Border Security, a subsidiary
of Airbus Defence and Space, since decades supplies air
traffic control and identification systems in the military and
civilian sector to customers worldwide. Amongst others, the
company equips the German Armed Forces’ airports with the
ASR-S (Airport Surveillance Radar, S-Band) airport
surveillance radar and delivers a complete approach control
system for the military airfields in Switzerland. The Royal
Canadian Airforce and the Australian air traffic control
authorities rely on the company’s latest development in this
area, the ASR-NG (ASR Next Generation) which offers the
ability to mitigate wind farm effects and a significant increase
of the detection range to 120 NM (220 km). Furthermore,
the MSSR 2000I secondary radar is deployed by the naval
forces of Germany, France, Norway and Finland for military
friend-or-foe identification. For civil and military air traffic
control, those secondary radars are used in countries such
as Germany, France, USA, UK, Bulgaria and the Philippines.
Products/services
A new dimension of Air Traffic Control
Airbus DS Electronics and Border Security has developed a
high-performance radar which offers completely new options
for air traffic control and for safe guidance of aircraft during
take-off and landing. This system, called ASR-NG (Airport
Surveillance Radar, Next Generation), is at the centre of the
company’s product presentation at the World ATM Congress
in Madrid.
“Air traffic has become so dense that air traffic control can no
longer manage without the most modern radars and
automatic identification systems,” explains Thomas Müller
Head of Electronics and Border Security at Airbus Defence
and Space. “In this context, our new radar will make an
important contribution to avoiding collisions and to efficient
use of the air space.”
ASR-NG consists of a solid state primary radar using an
advanced signal processing technology for medium and
long-range air traffic surveillance. With its recently completed
primary radar 3D height measurement capability,
ASR-NG closes the gap between a Tactical Medium Range
Air Surveillance Radar and a classical Air Traffic Control
radar combining operational advantages of both at excellent
value for money ratio. With its extraordinary detection
capabilities for even slow flying or hovering helicopters
above heavy clutter areas, ASR-NG meets operational needs
for military air traffic and mission area control.
ASR-NG is combined with the MSSR 2000I (MSSR =
Monopulse Secondary Surveillance Radar) secondary radar
for automatic identification of more than 2,000
transponder-equipped aircraft at a time. It meets the new air
traffic control standards “Mode 5”, “Mode S” and “ADS-B”,
which greatly improve aircraft identification queries and are
currently being introduced in military and civil airspace. It has
been type certified (NfL II 66/09) by the German air traffic
control organisation DFS (Deutsche Flugsicherung) and
certified (pursuant to EC 262/2009) by the European ATC
organisation EUROCONTROL, which means that there is no
need for operators to carry out their own validation
procedures.
Under a €50m contract Airbus DS Electronics and Border
Security delivers seven ASRNG radars to the Royal
Canadian Airforce. The ASR-NG systems will replace the
existing military air traffic control radars which are at end of
lifetime. Airbus Defence and Space has successfully passed
the first Site Acceptance Test of its ASR-NG radar at the
Royal Canadian Airforce Base Trenton, Ontario. Following a
rigorous two-week evaluation program, the DND
(Department of National Defence / Government of Canada)
confirmed the “exemplary performance” of the radar and
verified that the technical requirements of the system were
satisfied.
Furthermore, Airbus Defence and Space has received two
contracts worth approximately €130m from Australia’s new
Capability, Acquisition and Sustainment Group to equip and
support nine military and civil/military Australian airfields with
the ASR-NG. Under the project “AIR 5431 Phase 2 – Fixed
Defence Air Traffic Control Surveillance Sensors” ten
ASR-NG radars will provide enhanced input into the
Australian National Air Traffic Management Surveillance
picture and contribute to the achievement of Air Battle
Management missions.

Company description
Aireon is deploying a space-based air traffic surveillance
system for Automatic Dependent Surveillance-Broadcast
(ADS-B) equipped aircraft throughout the entire globe. Aireon
will harness next-generation aviation surveillance
technologies that are currently ground-based and, for the first
time ever, extend their reach globally to significantly improve
efficiency, enhance safety, reduce emissions and provide
cost savings benefits to all stakeholders. Real-time ADS-B
surveillance will cover oceanic, polar and remote regions, as
well as augment existing ground-based systems that are
limited to terrestrial airspace. In partnership with leading
ANSPs from around the world, like NAV CANADA, the Irish
Aviation Authority, ENAV and Naviair, as well as Iridium
Communications, Aireon will have an operational, global,
space-based air traffic surveillance system by 2018.
Aireon’s system will also allow for cost-effective and rapid
implementation of surveillance services to meet future
capacity needs and support compliance with the International
Civil Aviation Organization’s (ICAO) Aviation System Block
Upgrades (ASBU).
Global Flight Tracking
Aireon’s space-based ADS-B system will enable airlines,
airports and other aviation stakeholders to precisely track the
location and position of ADS-B-equipped aircraft, anywhere
in the world, in real time, through a complete, gate-to-gate,
global data feed that requires no additional investment in
infrastructure or avionics.
Unlike aggregated tracking information from ground-based
surveillance systems, Aireon’s single-source flight tracking
solution will enhance existing traffic handling and resource
management systems, increase arrival and departure
predictability, improve resource allocation, enable
collaborative decision making and lower operating costs.
Aireon ALERT
Offered as a free, public service to pre-registered airlines and
ANSPs, Aireon’s Aircraft Locating and Emergency Response
Tracking (ALERT) service will allow search and rescue
authorities to locate distressed aircraft in emergency
situations.
Aireon ALERT will leverage the 100 percent global
surveillance coverage of Aireon’s space-based ADS-B
system to provide precise GPS location and real-time
tracking data for ADS-B-equipped aircraft flying beyond the
reach of existing surveillance. Aireon ALERT will be operated
by the Irish Aviation Authority (IAA) out of a 24/7
communications facility, located in IAA’s North Atlantic
Communications Centre in Ballygirreen, Ireland.

Global Air Traffic Surveillance
Aireon’s space-based ADS-B system will provide ANSPs a
surveillance solution with several coverage options. Aireon
subscribers will have the ability to extend surveillance
coverage over oceanic and remote airspace allowing air
traffic controllers and airlines to optimize flight routing,
altitudes and speed and reduce operating and infrastructure
costs, fuel consumption and emissions. ANSPs will also be

ReDat3 Recording Unit
ReDat3 Recording Unit is a universal device for recording
and archiving telephone calls, which may be very important
for your companies progress. The ReDat3 Recording Unit is
a sophisticated combination of specially built-up hardware,
which is assimilated to the real time operation system QNX,
and software, which is a superstructure operating shell.
Thanks to the modularity and availability of several extra
functions, you can combine various ReDat modules
according to your company requirements. However, we will
not burden you with functions, which you never utilize.
ReDat VoIP Recorder
ReDat VoIP Recorder is a digital recording system
designed for recording, archiving and subsequent viewing
and playback of audio records from various communication
technologies based on IP telephony, PC screens and data
communications. ReDat VoIP Recorder also supports
recording of general data, which contain additional
information to audio records (eg. CTI data, events, and
others). ReDat VoIP Recorder does not require any special
hardware.
ReDat Mobile Recorder
ReDat Mobile Recorder is a solution for mobile phone
recording. The module records all incoming and outgoing
mobile communications, including voice calls, text (SMS)
messages and multimedia messages (MMS), stores them in
a secure storage and using only a client installation on the
mobile phone. When the internet is available, ReDat
Mobile Recorder can be fully implemented into current ReDat
Recording System. Mobile calls are managed in theReDat
eXperience archive. Mobile calls are easily searchable by
number, data or contacts and are ready for use e.g. for
quality management. For added security, all records are
encrypted.
ReDat Phone Recorder
The ReDat Phone Recorder is a digital recording system
that enables recording voice communication conducted on
different types of digital and analogue telephones. The basis
of the system is a USB module for connecting data from the
specified input interface and recording software for recording
