From
H.E. Mr. Chaiwuti Bannawat
Minister of Industry
-------------------------------
The industrial sector is highly essential for the countryûs
economic and social developments, evidenced by the continuing
expansion of the industrial sectorûs investment which goes hand in
hand with the countryûs infrastructure development projects and the
availability of the skilled labor forces within the country. These factors
are the driving forces behind the overall impressive economic growth
and stability of Thailand which is one of the economically strong
countries in Southeast Asia. Many new innovative enterprises are
created in support of enhancing the productive capacity. They also
boost up competitiveness in the fast-growing international trade
forum. Therefore, the sustainable development of the industrial sector
must take into account the environmental and health protection
measures being carried out by every sector involved.
Given the fact that the Ministry of Industry is the main official
authority in supporting and regulating the industrial sector, it has
emphasized the national industrial policy of encouraging sustainable
development on the part of the industrial enterprises. Such policy aims
to uphold the well-integrated and up-to-standard national industrial
guidelines and criteria. It also covers the principle of health and
environmental management standard. In addition, such national policy
seeks to promote the development of the quality of industrial outputs,
the effective usage of energy, and the reduction of environmental hazard
emission to the ecological system.
It is with my great pleasure to share with Bayer Thai Companyûs
experience as an example of industrial enterprise that has shown
dedication and determination to undertake projects which are beneficial
to social, health, environmental aspects. Bayer Thai has aimed to
increase its productivity with the mission of promoting the social and
environmental protection responsibilities which corresponds to the
international sustainable development principle. Such principle is in
line with the current policy of the Ministry of Industry. It is proven
that Bayer Thai has actively participated in many projects launched
by the Ministry of Industry; for example, Standard for Corporate Social
Responsibility (CSR-DIW). Bayer Thai has been awarded in 2009
the Prime Minister Industry Award for the best company on Safety
Management Category and Good Governance for Environmental
Management.
I would like to take this gracious opportunity to congratulate
on the great success in preparing the 2008-09 Sustainable Development
Report under the Bayerûs Values and Leadership principles. I wish
Bayer Thai a very great successful business undertakings in the Royal
Kingdom of Thailand in order to uphold the sustainable development
principle in many years to come.
Bayer Thai Co., Ltd.
4
Dear readers,
We are pleased to present our local Sustainability Report showing activities
and results obtained by Bayer Thai in the period 2008/2009. In alignment
with the Bayer Groupûs direction we have developed our business taking
into account the necessary balance between economy, ecology and
society. We have overcome well the difficult business environment during
the period in subject. Quite quickly, since the last quarter of 2009, we
are experiencing a dynamic recovery at MaterialScience, the subgroup
that had been impacted negatively by the crisis.
This solid picture is result of a clear commitment to sustainability.
Sustainability is a core value in our Group, guiding decisions of investments
in products, in innovation and in the way we do business. Sustainability
is a priority in everything we do. It drives our top line by catching new
opportunities and it improves our profitability by reducing costs. This
enables us to offer additional contributions through selected CSR-projects.
Besides taking care of health, safety and environment at all our five
sites in Thailand (Map Ta Phut and Bangpoo, two production sites; Sathon
and Changwattana, two office sites; and Suphan Buri, one research &
development site) we offer new solutions to the market as part of the
Bayer Climate Program, an element of Bayerûs Sustainability Program
We are aiming to implement in Thailand a new concept for energy-efficient
buildings, the EcoCommercial Building Program (ECB), a worldwide
initiative. Furthermore, we continue to putting all efforts in providing
the Thai society with innovative medicines, especially to combat cancer
and cardiovascular diseases, and with enough quality food through efficient
crop protection as well as through our new hybrid rice çArize ˙ é.
We go on with confidence helping to face major challenges in health,
nutrition and climate and we are thankful for all stakeholdersû support
we get for it in Thailand.
Sincerely yours,
Dominikus von Pescatore

Bayer Group: Sustainability Strategy and Management
Bayer’s Sustainability Management
For Bayer, a corporate management strategy oriented to values and sustainability is the key to lasting success.
Business and sustainability strategies help us to manage the company responsibly and strengthen its
competitiveness over the long term. Sustainable development forms an integral part of Bayerûs corporate
policy, which is geared toward long-term success and high-quality solutions: The companyûs vision is to
achieve sustainability in everything it does.
Development of sustainability
Responsible Care has long been a central objective of our business policy. This was reflected in our program
çBayer: research for a clean environmenté in the 1970s and 1980s, and is now expressed in our commitment
to the Responsible Care initiative and in the agreements we reached with the workforce to safeguard
employment. We published our first Environment and Social Report in 1976 and our first international
Environmental Protection Report in 1992. In 2000, we were among the founding members of the UN
Global Compact.
This basic understanding is also integral to our company values and principles, which include the
sustainability of our actions, respect for people and nature, and a passion for our employees, business
partners, stockholders and society at large. Other values anchored in our mission statement çBayer: Science
For A Better Lifeé are a will to succeed and integrity, openness and honesty.
Objectives of our sustainability strategy › sustainability is business-oriented
Sustainability at its core means the ability to thrive in the future. It is an elementary component of Bayerûs
business strategy. On the one hand, sustainability trends open up new market opportunities that support our
companyûs competitiveness and safeguard earnings in the long term. On the other hand, we want our
business activities to benefit customers and society at large › economically, ecologically and socially.
Innovation plays a dual role in this context:
ë creating new solutions to master global challenges
ë integrating sustainability requirements into innovation management
Despite the economic crisis, therefore, Bayer has further increased its research and development budget.
In addition to this business focus, Bayer is also active in social areas that are of strategic importance to
the company. This commitment includes a number of projects from our Climate Program (such as the
Bayer Climate Award), our efforts to tackle neglected diseases such as Chagas disease, and our partnership
for youth and environment with UNEP.
8
The Bayer sustainability concept
Successful sustainable development in balance with social needs
and goals is the overriding objective of this sustainability concept.
1. The basis of our strategy comprises our products and
innovations, which create value for our business and
society.
2. Our everyday business practices in dealings with our
suppliers, employees and customers are aligned to
sustainability. Core areas include compliance, product
stewardship, a responsible human resources policy and
sustainable supplier management.
3. In addition, with our foundations and voluntary social
activities we assume targeted corporate social responsiblity.
The focus is on issues of particular social relevance with
a clear link to Bayer.
Society
3.
Corporate
social
responsibility
2. Business practices
1. Products and innovations
Stakeholders
Bayer is a member of society that makes important
contributions through products, business activities
and a voluntary social commitment. Social trends, needs
and objectives for their part influence our activities
on these three levels, however.
Sustainability Program
The world is facing a number of major challenges › among the greatest of these is global population growth
and the associated exacerbation of other important factors: sufficient food, access to health care, and
environmental and climate protection. In order to ensure that Bayerûs expertise can be used to the greatest
possible effect to face up to these challenges, the company is looking to align its core business even more
systematically than before to sustainable development criteria. In implementing the sustainable development
strategy, Bayer concentrates on three clear focal points in its new Bayer Sustainability Program:
1. Global access to health care: Bayer HealthCareûs goal is to develop innovative pharmaceuticals
and medical equipment that benefit patients worldwide and improve their quality of life. We contribute
these solutions to alliances to help provide health care worldwide.
2. Nutrition for a growing world population: as an innovation leader, Bayer CropScience provides
farmers with modern crop protection options and new solutions based on plant breeding and
biotechnology to safeguard and increase harvest yields. We contribute this expertise to
partnerships involving all players in the value chain that are aimed at achieving greater amounts
of high-quality food.
3. Solutions for climate protection and resource use: Bayer MaterialScience develops innovative
materials and processes to increase energy efficiency. This includes the companyûs own production
activities, as well as products for sustainable buildings, lightweight cars and efficient wind turbines.
Integration of sustainability at Bayer
Our commitment to uphold the 10 principles of the UN Global Compact, which we document annually
in the Communication of Progress Report (COP)(see Bayer Sustainable Development Report 2009,
back cover) and the Responsible Care initiative of the chemical industry underline our adherence to
sustainability.
These internationally acknowledged sustainability principles and our mission statement çBayer: Science
For A Better Lifeé give all organizational units and employees a clear orientation framework. The principle
of sustainability is therefore also enshrined in our internal Group regulations such as the Bayer Sustainable
Development Policy, our position on human rights and labor conditions and our Corporate Compliance Policy.
On this basis Group-wide directives are developed covering issues such as HSEQ audits, donations and
process and plant safety designed to ensure that Bayerûs sustainability strategy is consistently implemented
in all parts of the company and along the entire value chain.
The implementation of the directives is definitively supported by efficient management systems in all subgroups
and service companies:
ë HSEQ (health, safety, environment and quality)
ë Compliance
ë Sustainable procurement management
ë Risk management
On the following pages we will give you a picture how we, at Bayer Thai, incorporate sustainability
into our daily business, how the Bayer management systems are implemented and which sustainable
development achievements we reached.
Sustainable Development Management
Health, Safety, Environmental Protection
and Quality (HSEQ) Management Systems
Bayer has established appropriate management systems to ensure a consistently high standard of health,
safety, environmental protection and quality (HSEQ). As well as complying with legal and other requirements
in these matters, the company is determined that these integrated HSEQ management systems should be
effective and efficient. Continuous improvement of these systems is undertaken as a responsibility assigned
by the companyûs Values and Leadership Principles, the guidelines of the Bayer Sustainable Development
Policy, the Responsible Care Global Charter and the United Nations Global Compact.
HSEQ management systems
Bayerûs Map Ta Phut site received ISO 9001 (recertified on 09-01-2009, valid until 08-01-2012)
and ISO 14001 (recertified on 09-01-2009, valid until 08-01-2012) certifications in 1998 and
OHSAS 18001 (recertified on 09-02-2009, valid until 08-02-2012) certification in 2000.
Our laboratory has also been certified and accredited by the Thai Industrial Standards Institute (TISI)
based on ISO/IEC 17025 (recertified on 11-06-2007, valid until 10-06-2010).
Under these international standard management systems, we have demonstrated our commitment to continuous
improvement of quality and environmental protection, efficient utilization of energy and resources, and care
for the health and safety of our employees and others, both in the workplace and in surrounding communities.
Since polycarbonates are intended for use as finished products to come into contact with food or to be used
in medical applications, Bayer policy clearly identifies that the products must be manufactured globally under
a controlled system for managing quality to ensure they meet appropriate specifications and are consistently
produced in accordance with quality standard of Good Manufacturing Practices (GMP) appropriate for
their intended use.
Bayerûs Bangpoo site received a Good Manufacturing Practices Standard (GMP) certificate (recertified
on 09-02-2010, valid until 08-02-2013) in 1999 from the Food and Drug Administration of the
Ministry of Public Health. Bayer was the first company in Thailand to receive this certificate for
harzadous substances.
The Bangpoo site also received ISO 14001 (recertified on 06-04-2009, valid until 28-03-2012) and
OHSAS 18001 (recertified on 15-07-2009, valid until 29-03-2012) certifications in 2001 and
2006, respectively. The site has consistently maintained and improved its management systems on
Health, Safety, Environmental Protection and Quality, following Bayerûs policies.
BaySystems ASEAN in Bangpoo site has been also certified by TUV NORD for ISO 9001 : 2008
(issued on 24-11-2008, valid until 03-12-2011) with the scope of Formulation Design, Manufacturing,
Import and Export of Materials for Polyurethane Products since November 2009.
Integrated HSEQ Management System: Core Processes
As well as the integrated management systems described above and the companyûs Responsible Care program,
the Map Ta Phut site has been actively implementing Core Processes (CP), a global management system
which contains a strict ban on corruption and anti-competitive practices. It specifically
fosters the creation and safeguarding of fair and respectful working conditions and
contains a clear commitment to respect the legally recognized rights of others.
Every employee is responsible for ensuring that his or her business conduct is legally
compliant. This applies to employees at all levels, in all parts of the Bayer Group and in
all countries.
In 2008, Bayer Thai conducted two local campaigns: one with the focus on the local
çGuidelines on Corporate Responsibilities and the Prevention of Corruption and Briberyé,
and the other one with a focus on çThe Computer Crime Act B.E. 2550 (2007)é. The
employees received invitations to training sessions which were set up to help them
understand the issues involved in both campaigns. This was aimed at preventing any
wrongdoing on the part of Bayer Thaiûs employees.
Bayerûs global Corporate Compliance Policy brochure is available in Thai language.
Bayer Thai has a well-established local compliance organization with inhouse Compliance
Officers providing advice and answering questions related to compliance. Contact details
of both the Compliance Officers as well as the external Compliance hotline can be found
at all local sites. Bayer Thai also invited the most
important business partners to compliance
training sessions to ensure that these business
partners share Bayerûs understanding of
compliance and behave accordingly when
doing business.
Furthermore, Bayer Thaiûs core business units
have organized training courses on important
legal standards of business conduct. These
are based on well recognized principles of
related business associations or international
organizations, such as the Pharmaceutical
Research and Manufacturersû Association
(PReMA), or the Food and Agriculture
Organization of the United Nations (FAO).
During 2008-2009, there were few incidents
reported and investigated, but ultimately no
employee of the Bayer Thai was discovered to
have violated or acted against the law or the
companyûs internal rules and regulations.
Sustainable
Procurement
Management
At Bayer sustainability does not stop at our company borders but we also bear responsibility
for our supply chain and the parties involved there.
The policy guideline of the Group-wide Procurement Community clearly supports the
principles of the UN Global Compact, our values and leadership principles, and Bayerûs
position on human rights and labor conditions.
Bayer has combined all of its fundamental sustainability standards and requirements for
its suppliers in a Supplier Code of Conduct (SCoC). This code is accessible on the internet
and published as a brochure in seven languages, and is being implemented on a step-by-step
basis since December 2009. Implementation of the code is steered by the Procurement
organization.
The code of conduct comprises the areas of ethics, labor, management systems, and health,
safety, environment and quality (HSEQ). It is made available to all suppliers with the goal
of strengthening the mutual understanding of how sustainability should be practiced in
day-to-day business.
Based on the SCoC sustainability assessments have been conducted with several key
suppliers in Thailand.
Bayer MaterialScience
Bayer MaterialScience puts strong focus on sustainability with regards to product development and process
engineering activities. In particular, Bayer MaterialScience focuses on reducing energy-consumption and
carbon dioxide emissions through innovative products and new, future-oriented applications in process
engineering and development.
Bayer MaterialScience waterborne polyurethane dispersions (PUD) are an important high-tech material
with good ecological product properties for the coatings and adhesives industry in the region. PUD are
used in coatings and adhesives formulations, textile and leather coatings and in glass fiber sizings, where
they achieve or even exceed quality levels of traditional coatings in certain respects such as chemical
resistance or drying time at low to zero emissions. Since 2008 a total production capacity of 20kt has
been installed in the APAC region. PUD make a significant contribution to the reduction of Volatile
Organic Compounds (VOC) in the end-product, but also the production process itself offers environmental
benefits due to its energy efficiency.
Applications used PUD
20
Bayer MaterialScience also offers
solutions that meet the demand for
higher energy efficiency. For example
Bayer MaterialScience is supplying
polyurethane composite materials for
roof module concepts for cars, and
also Makrolon ˙ polycarbonate for
automotive glazing. Such solutions
contribute significantly to the reduction
of weight in cars, making them much
more fuel-efficient, and also enable
cutting-edge design and functionalities.
In Map Ta Phut Industrial Estate,
Bayer MaterialScience runs one of the
biggest polycarbonate plants in the
world.
In 2009, Bayer MaterialScience
officially inaugurated the expansion
of its polycarbonate films facility in
A new polycarbonate films plant
Map Ta Phut. With a new line capable of co-extruding films customers benefit from greater value-added
Environmental Protection
Bayer has long placed great importance on protecting the environment and conserving natural resources.
The company is continuously developing new solutions to optimize resource utilization as well as
to minimize emission levels and waste generation.
Bayer firmly believes in protecting the environment to ensure a minimal adverse impact at both community
and national levels. Our company strictly observes high standards of safety and environmental protection,
and these measures are constantly being improved. At both of our Bayer Thai production sites,
Map Ta Phut and Bangpoo, we have installed environmental-protection facilities and systems to
strengthen our efforts to minimize the quantity of environmental contaminants and pollutants released from
our sites.
Such efforts find recognition: Since the third quarter of 2007 for example, Bayerûs Map Ta Phut site has
taken part in a quarterly environmental-management assessment program organized by a committee
comprising representatives from the Map Ta Phut Industrial Estate Authority and 33 communities
surrounding the industrial estate. It received a çGood Governance for Environmental Management Awardé
for three consecutive years from 2007 to 2009.
Ecological Indicators
The information, provided about our ecological performance, is based on clearly defined objectives and
indicators. All HSE (health, safety and environment) performance indicators are summarized in BaySIS ˙ ,
the Bayer-Group-wide, site-based information system, from which we also derive our Map Ta Phut and
Bangpoo data.
Energy: Consumption, Conservation and Efficiency
With a strong commitment to energy saving, Bayer Thai has made significant contributions to resource
conservation. In 2008 and 2009 (compared to 2007), energy usage decreased by 6.8% and 7.9%
respectively. As a measure of energy efficiency, the companyûs energy consumption in megajoules per ton
of product moved down by 14% and 22%, respectively.
Bayer Thaiûs outstanding energy-saving performance at its Map Ta Phut site received a Thailand Energy
Award in 2007 from the Ministry of Energyûs Department of Alternative Energy Development and Efficiency.
Beginning in 2002, the site initiated various energy-saving projects, reaching a total of 66 innovative
projects by end 2009. The completion of 60 of these projects enabled the site to save 6.0 MW of electricity
and 19 tons of steam per hour.
Such achievements have strengthened our role as a responsible and socially-committed company with an
energy- and resource-management system capable of achieving peak efficiency and maximum benefits.
Energy conservation and the reduction of Carbon Dioxide (CO 2) emissions is an essential element for
sustainable business operation. The Board of Management of Bayer AG has therefore initiated the çBayer
Climate Checké. By mid-2010, around 140 production facilities and buildings will have been
put under the microscope incl. our Map Ta Phut site. Based on calculations for 126 plants, Bayer believes
there is realistic potential for reducing both energy consumption and greenhouse gas emissions by
approximately 10 percent through 2013.
Energy efficiency is also at the center of the new measurement and management method STRUCTese ˙
(Structured Efficiency System for Energy), which has been developed by Bayer MaterialScience in
collaboration with Bayer Technology Services and Bayer Business Services.
At the Map Ta Phut site, in 2006 we switched from burning heavy fuel oil to natural gas to generate
steam. This resulted in a reduction of fuel-oil consumption amounting to about 3,000 tons per year and
reduction of associated emissions of Sulphur Oxides (SO X) and NO X. Overall CO 2 emissions tumbled
by approximately 60,000 tons per year up to year 2009 and this figure is expected to be 70,000 tons
per year by end of 2010, a 25% reduction since 2002.
Direct Greenhouse Gas Emissions
In this graphic, the calculation of direct Greenhouse Gas (GHG) emissions is based on energy produced
by Bayer Thai from the combustion of fossil fuels. This generates GHG including CO 2, methane (CH 4)
and nitrous oxide (N 2O). The energy value is multiplied by an emission factor to obtain a GHG quantity
as CO 2 equivalent.
The reporting of GHG emissions is in line with an international standard known as the Greenhouse Gas
Protocol › a corporate accounting and reporting standard developed by the World Business Council for
Sustainable Development.
Indirect Greenhouse Gas Emissions
Indirect GHG emissions result from the use of electrical and steam energy which Bayer procures from external
suppliers. The values are reported as CO 2 equivalent and are calculated in the same manner as those
reporting direct GHG emissions.
Bayer is also committed to moving towards a çlow-carbon societyé. We are continually improving our efficiency
in using all kinds of resources, but conserving energy remains the fundamental element in our efforts to
reduce specific CO 2 emissions.
The report below includes both direct and indirect emissions of GHG. The quantity of direct GHG emissions
is obviously very small and barely significant compared to indirect GHG emissions generated by external
energy suppliers. Therefore, total GHG emissions are mainly indirect emissions. However, in 2008 and
2009, despite an increase in production, total indirect GHG emissions fell by 6.8% and 8.5%, respectively,
compared to 2007. Total GHG emissions in 2008 and 2009 decreased by 6.6% and 7.9%, respectively.
Air Emissions
Emissions of Volatile Organic Compounds (VOCs) from the Map Ta Phut and Bangpoo sites are very low.
By using natural gas as a fuel, emissions into the atmosphere from the Map Ta Phut site have no Sulphur
Dioxide (SO 2) and only very small quantities of Nitrous Oxides (NO x) and VOC emissions.
Waste gases at the Map Ta Phut site containing small amounts of VOC emissions are collected and
treated first by activated-carbon absorption and then burned in a highly efficient Regenerative Thermal
Oxidizer with 97% - 99% destructive removal efficiency.
At Map Ta Phut, Bayer has worked closely with local government agencies to implement various environmental
protection and management measures to tackle environmental problems, particularly in the Map Ta Phut
area, where we maintain an efficient program to reduce air pollutants. As VOC emissions have become
the issue at Map Ta Phut area during the past few years, a working group has been set up within the plant
to prepare an inventory of equipment which requires VOC measurements and control. Measuring has been
set up and made in accordance with Method 21 of United State of America Environmental Protection
Agency (US EPA). Regular machine and equipment inspection has been implemented throughout the
plant. We have also taken steps to reduce and prevent VOC emissions escaping from fugitive sources,
for example, by replacing sampling valves with in-line sampling devices.
At the Bangpoo site, all steam of waste gas are passed through an air filtration system, ensuring that dust
emissions of hazardous materials to the environment are minimized.
Other emissions, such as Carbon Monoxide (CO), Nitrogen Oxides (NO x) and Sulphur Dioxide (SO 2),
are very low at both sites.
Occupational Health and Safety
Bayer is fully committed to operating under high standards of occupational health and safety, environmental
protection, and quality (HSEQ) management.
We consider economic, social, and ecological factors to be of equal importance in the achievement of
the companyûs objectives. Our responsibilities for health and safety are not limited only to our employees:
they also extend to our contractors and surrounding communities.
We promote excellence in our operations by emphasizing process safety, safety awareness, behaviour-based
safety programs, job safety analysis, near-hit incident reporting and incident investigation. These
measures are consistent with a global management system initiated by Bayer MaterialScience called Core
Processes. We also provide and facilitate training, communications, observations and audits to encourage
and improve safety in the workplace.
Although extensive safety measurements and management systems can help reducing the incident rate
considerably, the gap to achieving an incident-free operation still remains. This small gap can only be
tackled by a change in the safety culture. In Map Ta Phut, the management team had initiated this
culture change with the Project APACT, having a kick-off in May 2009. APACT stands for our five
core values: Assertiveness, Proactiveness, Accountability, Care and Trust, which we think are necessary for
our Thai organization to form our safety culture and build çMTP Safe & Sound Societyé.
