SUMMARY<br />
This Part consolidates the Integrated Pest Management Fund, Other Special Revenue<br />
Funds account and Maine Pesticide Education Fund Maine, Other Special Revenue Funds<br />
account into the Board of Pesticides Control, Other Special Revenue Funds account within the<br />
same Board of Pesticides Control program to recognize administrative efficiencies. This Part<br />
also consolidates the Maine Mosquito Management Fund, Other Special Revenue Funds account<br />
in the Maine Mosquito Management Fund program into the Board of Pesticides Control, Other<br />
Special Revenue Funds account in the Board of Pesticides Control program to recognize<br />
administrative efficiencies.<br />
PART MM<br />
Sec. MM-1. 7 MRSA §306-A, sub-§1, as enacted by PL1999, c.72, §5, is amended to<br />
read:<br />
1. Agricultural Development Fund. The commissioner shall establish an agricultural<br />
development fund operating as a unit within the Bureau of Agriculture program to accelerate<br />
new market development, adoption of advantageous technologies and promotion of state<br />
agricultural products by state producers.<br />

PART NN<br />
Sec. NN-1. 7 MRSA §351, sub-§1, as revised by PL 2011, c.657, Pt. W, §5, is further<br />
amended to read:<br />
1. Fund; established. The Agricultural Water Management and Irrigation Fund, referred to<br />
in this chapter as "the fund," is established as a nonlapsing fund operating as a unit within the<br />
Bureau of Agriculture program in the Department of Agriculture, Conservation and Forestry.<br />
The commissioner may accept money for the fund from any public or private source and make<br />
expenditures from the fund for the purpose of improving the use of irrigation in agriculture and<br />
the use of water resources in animal agriculture.<br />
Sec. NN-2. Transfer balances. Notwithstanding any other provision of law, at the close<br />
of fiscal year 2016-17, the Department of Agriculture, Conservation and Forestry shall transfer<br />
after the deduction of all <strong>allocations</strong>, financial commitments, other designated funds or any other<br />
transfer authorized by statute, any remaining balance in the Division of Agricultural Resource<br />
