New Multi-Purpose Keypads
from TME
The TME's offer
has been extended
with a
wide range of
universal keypads.
Apart from
selection of number
of keys (12 or
16), the customer can choose material from which
the keypad is made; keypad colour, key description,
version resistant to weather conditions; key
actuating force and stroke; keypad overall dimensions;
keypad way of mounting, etc.
"The multi-purpose keypads are well known
and proven in many applications - it is hard to find
somebody, who had no opportunity to use them.
Their simple design guarantees high operational
life (about 1 000 000 operations per key) and resistance
to external conditions.
The next good point of these keypads is their
attractive price", stated from TME.
A special version of the universal keypads
is so called keyboard switch modules. The keyboard
switch module
is a small metal
waterproof keypad
characterised
by high resistance
and durability with
one to four keys.
Such a structure
enables to freely arrange keys and to build a
keypad we need (e.g. in lifts, a keypad of 1x
10 layout, pushbuttons on consoles, etc.)
The future can come, we are ready!
Mr. Steffen Hanik,
BITO LAGERTECHNIK for
South-East European
INDUSTRIAL Market magazine
Dear Mr. Hanik, please present
BITO Lagertechnik as a company,
history, scope of activity,
product program, etc.
BITO is an internationally operating company
founded in 1845 with a staff of more than 700
specialising in the fields of storage and workshop
equipment and order picking systems.
On a plant surface of more than 140,000 m2 in Germany, BITO manufactures a customeroriented
and innovative product range meeting
highest user demands.
BITO is one of the few single source suppliers
of components and complete systems in
the fields of shelving and racking as well as
plastic bins and containers to meet the requirements
of storage, workshop and order picking
environments in any industry.
BITO is not only a full line supplier with
integrated and comprehensive production
facilities, but also a full service provider offering
a 'concept-to-completion' consultancy
service that will see a project through
from design to handover.
Where are your current main
markets and what markets you
are targeted at in near future?
The main market for BITO is central Europe
with 14 subsidiaries and many sales-partners
all over the world.
In 2007 BITO founded a joint venture "Nilkamal
BITO Storage Systems" in India to operate
as manufacturer and distributor.
In 2008 "BITO Storage Systems Middle East"
was founded at Sharjah, United Arab Emirates.
Now BITO is dispreading in South-Eastern
Europe with Sales Partners.
Please, define the most specific
features of markets in South-
Eastern Europe (SEE) compared
to Western or global?
In Western Europe the wage level is quite
high. So you will find a high degree of automation.
At the moment the wage level in SSE is
still low so you do not find so much automation
in the logistics sector. But this will change within
the next years.
At the moment the inquiries for such systems
are less but this will also change in the next
time. For BITO this is the chance to deliver our
highly developed products for this branch.
What comprises your near future
business plans for SEE, including
Bulgaria, Slovenia, Romania,
Greece and Turkey?
In Romania we have our own subsidiary; in
all other states we have Sales Partners. In Bul-
garia it's the company Logistic Systems in Sofia; in Greece it's the company
Pebro and in Turkey the company Ekon. In all other states including Serbia,
etc. we are looking for Sales-Partners at the moment.
How is BITO's after-sales service organized in
these countries? Do you offer some long-term technical
support for your customers?
There is no difference if a customer orders directly from BITO or orders
from one of our Sales-Partners. The customer will always receive the same
benefits. Our BITO-Service-Programme includes delivery, assembly, startup
and customer support.
Being close to our customers is of great importance for BITO. A
dense network of experienced technical advisors guarantees fast and
competent support and service.
Which are BITO Lagertechnik's storage solutions
with the biggest market potential in
Southeastern Europe?
In 2008 we start running Europe's most modern pallet racking plant
in Meisenheim (Germany). With this new pallet-rack we have competitive
prices to sell it also in SSE. Our customers receive a product
"Made in Germany" for a fair price.
Our main focuses are the dynamic racks for cartons, bins and also for
pallets as well as our large variety of plastic bins and containers.
What are BITO Lagertechnik products advantages
in comparison with those of competition?
BITO is offering a huge product range. So the customers can receive
everything for their warehouse from one hand.
Because of this we can exactly offer what the customer needs.
BITO will be pleased to give competent and experienced advice as to the
optimum solution.
The scope of advice ranges from inquiries answered over the phone to on
site visits during which a concrete layout plan can be drawn up in cooperation
with the customer.
What technologies and market trends do you think
would affect the warehouse and order picking system's
market within next years?
I think that the market trends are influenced from two different circumstances.
At first we have the changing in the Logistic-concept. In the past you almost
had only big orders and now you have more and more small orders.
Delivery periods are getting smaller and smaller. In pharmaceutical logistics
you sometimes have delivery periods from 3 times per day.
Also webshop-business with small quantity orders is getting more and
more popular. For these changes you need a flexible order picking system.
The second changing is the Lean-Management which is realised
in many companies at the moment. For this system you need a
very flexible rack. That's why BITO integrated the new BITO-Ergo
system now on the market.
As you see we listen very carefully to what the market needs are
and bring our flexible systems on the market. The future can come,
we are ready.
Remote access for the digital home
Remote monitoring and control of home appliances is becoming a reality
with support from a range of communication protocols.
Rawin Rojvanit
Microchip Technology
Functionally, the control-panel and display
designs of appliances have not changed much
in the past several decades. Each appliance
still has a control panel consisting of knobs
and buttons, and some type of display. The
implementation of these inputs and outputs
may have improved during the transition from
mechanical to digital, but consumers still have
to walk up to these appliances to control them
and monitor their activity. So isn’t it about time
to connect these appliances to the Internet
and empower consumers to access them from
anywhere, anytime?
Imagine a control and display system that
can be accessed from a web browser. The
consumer could access these appliances from
a PDA, a cell phone, or a computer. In this
manner, the consumer could check whether
they have left the stove on. In the event that
an unsafe temperature or level of smoke is
reached, the stove could send an SMS message
to a cell phone - allowing the consumer
to turn off the stove and/or activate a fireextinguishing
system.
The safety implications for remote monitoring
and control of home appliances becomes
obvious when considering that, between
1999-2002, there were 114,000 reported
home fires, associated with cooking equipment,
every year in the US, resulting in 290
deaths and 4,380 injuries annually (source:
National Fire Protection Association). In addition
to increasing safety, consumers would
also benefit from more convenience and higher
efficiency.
The remote access capability is not a replacement
for traditional control panels and
displays, as it would still desirable for consumers
to retain the conventional hands-on control
of each appliance. Additionally, the adoption
rate for networked appliances is dependent
on the network infrastructure and availability.
According to a recent survey, 42% of
EU households now have a broadband connection,
which is an increase of 12% on the
2006 figure. This is a promising trend, as it
shows that more European households are
going online and wanting their homes to be a
part of the digital world.
Controlling and monitoring home appliances
consists of both home automation and
home entertainment. An entertainment appliance,
such as a digital TV, has a high datarate
requirement, and therefore would need
a different networking medium than a light
bulb. Some of the available networking technologies
include Ethernet, HomePlug powerline
communication, 802.11 Wi-Fi, and IEEE
south-east european INDUSTRIAL MARKET
Figure 1: A potential scenario for networking home appliances.
802.15.4 ZigBee, low data-rate RF communication.
Ethernet and Wi-Fi are used widely
for networking computers. A wired solution
such as Ethernet may be desirable over a
wireless choice when designing an appliance
with a large amount of metallic components,
since the wireless signal has poor penetration
through thick metal. In the absence of
an Ethernet port, power-line communication
could be used. However, the data rate for
this technology is still very low. ZigBee is intended
to be used in wireless applications
requiring low data rates and low power consumption.
A ZigBee-to-Ethernet or Wi-Fi
bridge is probably needed for interconnecting
the different elements, as shown in Figure
1.
Choosing a higher data rate option often
translates into a higher implementation cost.
Each designer has to balance the product requirements
against the cost of implementing
them.
Regardless of the different networking
technology deployed, the higher-layer software
protocols ultimately tie all the devices
together; allowing them to interact and communicate
with other Internet devices. Some
of these protocols include IP, TCP, and UDP.
The higher-layer protocol should also provide
secure access to each of the devices to
prevent strangers from being able to start
and stop home appliances, or open and close
the garage door. Security could be implemented
using an HTTP server on an appliance
device. A user would remotely access
that device by typing the URL or IP address
of the server. A login page would then authenticate
the user, before allowing access
to control and monitor the appliance. The
user interface could be GUI-based or textbased,
or both.
A GUI interface could be built from simple
HTML icons or an image map with ‘hot spots’
for accepting commands. A script can also be
included for the Web browser that would periodically
poll the server for new status information.
A text-based interface, such as a Short
Figure 2: Appliances can be easily and cost-effectively
networked using 8-bit microcontrollers
with integrated Ethernet capability, such
as the PIC18F97J60 from Microchip.
Message Service (SMS) bot, could simplify access
from a small Internet device, such as a
cell phone. Using these Web-based technologies
reduces the design cost for implementing
a proprietary remote-control device. It also
offers a greater level of integration among devices
from different manufacturers.
Implementing these network solutions has
become easier as silicon manufacturers offer
a more integrated solution. For example, an
embedded Ethernet device can now be implemented
using just one microcontroller
with an integrated Ethernet interface controller
(See Figure 2). A free TCP/IP stack is also
typically included to complement the hardware
solution.
As the solution cost becomes more economical
for the mass market, more appliances
and other household devices could integrate
networking capability. No one connectivity
solution alone will be able to meet the
wide-ranging application requirements. rather,
a combination of Ethernet, HomePlug, Wi-Fi,
ZigBee, and other emerging technologies can
deliver an optimal integrated solution. Providing
the ability to remotely control and monitor
appliances would increase both safety and
free time, saving consumers from doing timeconsuming
chores and leaving them with
more time to do the things they enjoy.
SEE INDUSTRY
Energy saving unites production and the environment
Environmental <strong>Manufacturing</strong> can deliver more than just energy saving,
Mitsubishi Electric takes a holistic, but practical approach to satisfy today's requirements
to cut waste and improve efficiency.
During the past decade of intense industrial growth, environmental
concerns have not been the primary focus of most
manufacturing industries. There are now strong initiatives within
energy intensive industries such as Steel, Chemicals, Aluminium,
Paper, Glass, Foundries, Food and Beverage, Ceramics,
Cement and Extraction to use inverter drives to reduce
energy consumption. The concept of 'Environmental
<strong>Manufacturing</strong>' from Mitsubishi Electric however can be taken
much further, Mitsubishi has a complete range of automation
equipment that can be applied to gain the maximum benefit in
any industry, allowing efficiency gains to be spread far wider.
The major effort within industry is concentrated on reducing
the amount of energy consumed by pumps, fans and
compressors, usually by fitting inverter drives to control
speed and improve torque response, while also reducing
off-load running.
Frequency Inverters play a lead role in reducing energy usage.
Some, such as Mitsubishi's FR-A741, also include a
regenerative power feature that reduces energy usage
This approach is still highly creditable and Mitsubishi continues
to be extremely successful in this area. It is easy to see
why; Mitsubishi Electric's FR-F700 series of power-saving inverter
drives - manufactured in common with all Mitsubishi
products in ISO 14001 accredited factories - can produce savings
of up to 57% compared with conventional drives, when
used on variable torque loads such as fans and pumps.
With a major proportion of industrial electricity consumption
(?around 40%) utilized as the motive power for electric
motors that drive pumps, fans and compressors, savings of
over 50% on motor running costs are a major contributor to
reducing a company's carbon footprint.
They also reveal the scale upon which energy is wasted
unnecessarily, giving a clue to the wider application of AC
inverter drive technology in more secondary areas of production
such as conveyors, mixers and machine tools, which
do not immediately suggest themselves, but can also provide
useful savings. Before moving into these secondary areas
and exploring the benefits of synergized control, it is
appropriate to consider another, newly emerging drive feature
that acts not just to reduce energy consumption, but to
reverse it. This is regeneration.
The regeneration feature is integrated into Mitsubishi's
new FR-A741 inverter drive to improve its braking performance.
The FR-A741's regenerative braking system makes
it much more efficient than conventional drive systems, giving
it the potential for significant energy savings. It also helps
12
south-east european INDUSTRIAL MARKET
to keep operating costs low, and makes possible the use of
smaller and much less expensive drive systems, and simpler
and more compact switchgear cabinet layouts
The FR-A741's regenerative function works by feeding the
energy generated by braking back into the power grid. Hence
instead of wasting this energy as heat generated by a braking
resistor and associated bulky cooling hardware, the prime
benefit is this energy can then be used for other purposes.
Hence overall power consumption is reduced as are operating
costs. This is a key benefit to many high torque applications
such as hoists, conveyor systems, centrifugal separators,
testing machines, winding machines and elevators.
When used as proprietary items, inverter drives can, on
their own, produce major savings in energy in certain market
sectors. But what about the wider manufacturing area
where savings are not so obvious?
Well, here the focus has to be on such factors as Quality
Improvements; reduce the number of rejects to reduce energy
in rework and waste generated; on Increased Productivity:
manufacturing the same product with reduced levels
of energy, to achieve a lower unit cost per item; and on
Improved Efficiency.
Improved efficiency can be achieved in a number of ways:
by replacing repetitive manual tasks with robots; by using servomotors
in place of standard motors for improved response
and precision; by ensuring the correct alignment of mechanical
couplings, belts and chains, and by providing adequate
lubrication. Checking a drive system right down the power
train makes economic sense as a poorly maintained mechanical
drive can reduce operating efficiency by as much as 5%.
The key environmental objectives of improving efficiency
and reducing waste - and, it must be said, improving quality
- can be achieved using robotic technology. This is evidenced
by a recent application, at Rodinger Kunststoff-Technik
(RKT) GmbH. in Germany.
At this company, Mitsubishi Electric articulated arm robots
are used to handle delicate moulded parts, in order to prevent
expensive wastage, which could otherwise be substantial
with the company manufacturing around 500 different
products, and undertaking production runs of between
100,000 and a million units per annum.
As well as preventing waste, the robots (RV-6S units) have
increased efficiency by improving production rates by 10%
at the injection moulding plant. This improvement results
from faster removal of parts, despite the fact that in some
cases the 15 - RV-6S robots have to remove up to 48 parts
simultaneously and place them precisely in a variety of different
size recesses.
Robotic technology is also playing a similar role, although
this time as one key component in a series of optimised
automation packages developed by Mitsubishi Electric to
improve the performance, efficiency and quality throughput
of flow pack machines. The packages, for Low/Medium,
Medium/High and Ultra-High production flow pack machines,
integrate the benefits of Mitsubishi Electric's AC
Mitsubishi Electric articulated arm robots are used at
Rodinger Kunststoff-Technik (RKT) GmbH. in Germany to
handle delicate moulded parts, in order to prevent wastage.
drives, servo systems, PLCs, motion controllers, HMI's, virtual
software and - in the case of Ultra High production machines
- vertical robots, to provide machine users with the
maximum flexibility and repeatability in operation, to prevent
errors and waste.
By the very action of integrating these products Mitsubishi
Electric is producing a synergy of operation that is greater
than the sum of the discrete components involved. Although
designed primarily to improve the overall performance of the
flow pack machines, this synergy produces efficiencies in
operation that also benefit the environment, through more
efficient use of materials, reduced wastage, improved quality
and reduced use of energy.
Another highly relevant example of using synergised automation
technology to achieve higher production efficiency
and therefore improved energy efficiency is at Russian Railways
Magnitogorsk repair depot which has increased productivity
by 100%, repairing over three thousand more
freight carriages per year.
Using the software and hardware integration capacity of a
Mitsubishi iQ Automation Platform to automate an entire section
of the rebuild process, all the benefits of Environmental
<strong>Manufacturing</strong> can be brought together. The system integrates
RFID tracking, welding robots, CNC milling machines,
parts handling and production line conveyors.
Automation at Russian Railways Magnitogorsk repair depot
links the conveyors, welding robots and machine tools to
increased productivity by 100%, and a higher production
efficiency means improved energy efficiency.
The iQ Automation Platform provided an ideal solution to
draw all the disparate elements of the repair process together.
It is a multifunctional, multi-CPU platform designed for a wide
range of complex automation tasks using a single approach
to both hardware and software. It allows inverter drives to run
the conveyors, the robots to be used for welding very efficiently,
and the machine tools to be optimised in their work schedules.
All these benefits added together deliver a synergy of
the technologies to reduce energy consumption, reduce waste
and maximise production efficiency.
The iQ Automation Platform from Mitsubishi is helping
Russian Railways repair over three thousand more freight
carriages per year.
Vacuum and gear pump
manufacturers in Turkey
Pumps industry production in Turkey began in mid-
1950s and the industry started to develop rapidly in
the early 1960s. Small and medium size companies
dominate the Turkish pumps industry which comprises
approximately 899 manufacturing companies in
the sector. Number of people employed in the sector
is about 5660.
Pumps are increasingly used in agricultural irrigation
and in the manufacturing industry. Nowadays
Turkey is trying to improve land and water resources
and expand irrigation. Pumps also have a wide variety
of applications in almost all subsectors of the
Turkish manufacturing industry, mainly in the strong
food, chemical, fertilizer and petroleum industry. Other
important consumer sectors for liquid pumps are
the energy, tourism and building sector.
Industrialization and huge agricultural production
have resulted in the emergence of a strong pumps
sector in Turkey. Advanced production methods,
such as Computer Numerical Control (CNC) and
Computer Aided Design (CAD) are being carried out
successfully in the large sized enterprises. Production
planning, quality control and tests are realized
by means of modern methods in these enterprises.
In addition, research and development work also contributes
to the success recorded by these companies.
As a result every kind of small capacity pump can be
produced in Turkey. In addition, there are a few large
sized companies which are specialized in the production
of high capacity pumps.
Turkish-made pumps are exported to almost 152
countries in the world. Major export markets are Germany,
Iraq, the United Kingdom, the USA, Russian
Federation, France and Kazakhstan.
The object of the following article are some of the
leading Turkish manufacturers in the field of vacuum
and gear pump production and export.
GUCUM PUMP
Gucum Pump and Machine Industry Co. is one of the
leading companies in the field of vacuum pump technology
in Turkey. The company has been manufacturing
liquid ring vacuum
pumps since
1970. Liquid ring
vacuum pumps are
in class of positive
displacement
pumps. Using the
expansion and reduction
principal in
the cell of impeller
blade, they vacuum the gases with a liquid ring. If the
appropriate liquid is selected (generally water) all the
gases and vapors are moved.
For a liquid ring vacuum pump the final suction
pressure is limited with the liquid ring evaporation
pressure. During service liquid temperature is 15 0 C
at the pump discharge vacuum pressure reaches 25
mmHg (33 mbar).
Liquid ring vacuum
pumps have a wide
application area in industry.
Because of
their working conditions
are in liquid,
they are useful for
applications which in-
clude moisture like filtration, drying, refrigeration
and distillation
Gucum's liquid ring vacuum pumps are used mainly in
the food, chemical,
plastic, textile, glass,
pharmaceutical and
brick and tile industry.
Other applications of
their pumps are at deodorization
and refinery
applications during
manufacturing edible
oil; producing yoghurt, milk and juice; producing jam and
candies; at the macaroni, tomato paste and conserve
factories to remove the vapour; sugar refinery; producing
agricultural products, producing amyl; producing cigarettes
SEE PROJECTS 2009
Industry, power engineering ang energy efficient projects in South-East Europe
supported by European Bank for Reconstruction and Developement (EBRD)
Elektrokrajina Power
Distribution Project,
Bosnia and Herzegovina
The EBRD is considering providing debt financing for the
reconstruction of power distribution network and facilities
and upgrade of metering system (the "Project") in the Banja
Luka region of
Republic of Srpska
of Bosnia and
Herzegovina.
The Project will
increase energy
efficiency by reducing
the technical
and commercial distribution network losses.
The Project will facilitate enforcement of payment discipline
and reduction of commercial losses through remote
meter reading, relocation of meters (outside the houses) and
remote disconnection. The improvements in the distribution
network will also lead to a better quality of power supply
(fewer interruptions, better frequency control) necessary to
support the country's economic growth. In addition, extending
a corporate loan to a distribution company relying primarily
on the regulatory framework demonstrates the financial
long-term viability of the sector to commercial lenders and
private investors.
The client is ZP Elektrokrajina a.d., the power distribution
company servicing the region of Banja luka, majority owned
(65%) by Elektroprivreda Republika Srpska ("EPRS"), one
of the three national energy utilities that cover electricity generation
and distribution in Bosnia and Herzegovina.
EBRD financing is EUR 15 million corporate senior loan to
Elektrokrajina to co-finance a EUR 20 million investment together
with the Republic of Srpska Investment Development
Bank and the Client.
The total project cost is EUR 20 million.
Environmental impact
The Project was screened B/1 under the Bank's Environmental
Policy (2003), requiring an Environmental and Social
Due Diligence (ESDD) in line with the Bank's Environmental
Policy. The ESDD undertaken by an international independent
consultant consisted of an Environmental Audit of the
existing assets and an Environmental Analysis of the proposed
investment programme.
The ESSD has confirmed that the company is in general
compliance with National requirements and the investment
programme is structured to meet the Bank's Environmental
Policy. The ESDD identified, among others, the need to further
strengthen the institutional capacity of the Company in
terms environmental, health and safety (EHS) management.
This has been addressed through the Environmental and
Social Action Plan (ESAP), which has been agreed with the
Company. The ESAP includes among others the need for a
formalized EHS management system in line with best international
practice as well as development of a stakeholder
engagement programme.
The Bank will monitor the project to asses the status of
implementation of the ESAP.
Bulgaria
The EBRD is considering financing the installation of a
Flue Gas Desulphurisation (FGD) plant at units 5 and 6 of
the Maritza East 2 (ME2) power plant in Bulgaria. The power
plant is fired by lignite and has a capacity of 1,450 MW.
south-east european INDUSTRIAL MARKET
The key objective of the proposed project is to reduce pollutant
emissions and therefore to help improve local conditions
and assist the country in meeting its national and EU environmental
standards and obligations.
The transition impact of the EBRD involvement results
from:
The project introduces FGD technology that will lead to
compliance with EU environmental standards. The technology
and the improved compliance with international standards
that it allows are potentially replicable in the region
where environmental performance is an issue and where
there has been limited investment to control pollutant emissions
in thermal generation power plants to-date.
The project will also have significant economic benefits for
the country and the region as it provides a relatively low cost
alternative to replacement capacity and supports the local
lignite mining industry. Due to access to low-cost lignite, ME2
will continue to be a low cost producer, which is particularly
important in the context of increasing demand and supply
shortages in the region.
The project will support a key market player in the Bulgarian
Electricity market to improve its environmental
performance to EU standard and become a modern producer
of electricity.
The client isMaritza East 2 (ME2), a 1,450-MW, lignitefired
power plant near Stara Zagora in south-east Bulgaria.
ME2 is an independent joint stock company. ME2 is a subsidiary
of the Bulgarian Energy Holding, 100% owned by the
state via the Ministry of Economy and Energy.
The EBRD expects to provide a senior debt facility of
up to EUR 55 million to Maritza East 2 TPP. The Bank
intends to syndicate approximately EUR 20 million to
commercial banks.
The European Commission has provided a EUR 34.5 million
grant funding under ISPA towards the cost of the project.
Maritza East 2 will fund the remainder of the project cost.
Total project cost is approximately EUR 101 million.
Environmental impact
The project was screened B (2008). The project will
require an environmental and social analysis and an environmental
health and safety audit of on-going operations
of the plant. It should be noted that extensive due
diligence was conducted, and an Environmental Manage-
ment Plan prepared for the original project in 2003.
Therefore, the environmental and social appraisal of the
current project will need to focus on obtaining an update
on the status of mitigation measures identified previously
as well as analysing any other key issues within the context
of the revised and Environmental Social Policy
(2008) and Performance Requirements.
Key issues identified by the original due diligence include:
air emissions, water usage and discharges, FGD
resources and FGD by-product management and usage.
The environmental and social appraisal will need to identify
the extent and magnitude of impacts at construction and
operation phases of the project taking into account boundaries
of the direct influence of the project, and assess how
any environmental, social, health or safety issues related
to the activities of the sub-contractors, can be mitigated
given that the EPC contract has already been issued. Environmental
issues include: disposal of waste at construction
and operation stages, including hazardous waste, and
a potential contamination of groundwater and surface water
in case of poor integrity of a landfill and floods overflowing
existing ash ponds. Labour-related issues include protection
of workers in terms of wages and compensation;
availability of a grievance mechanism for addressing concerns
by employees of both the Client and sub-contractors;
provision of safe systems of work and working environment.
Community health and safety issues include a
requirement for adequate emergency preparedness. Availability
of an adequate stakeholder engagement programme
will be reviewed by the due diligence.
Petrom Power Plant
Romania
The EBRD is considering providing EUR 200 million corporate
senior unsecured loan to the Romanian oil & gas
company, Petrom S.A., the largest company in Romania,
to fund the construction of a new 860 MW CCGT power
plant, which will generate electricity with high availability
(91% load factor) and high level of performance (the
"Project"). The unit will be built in Brazi, next to an existing
refinery of Petrom. The plant is designed according to the
highest technical standards and will meet the latest European
environmental requirements. This is the first Combined
Cycle Gas Turbine of this kind to be installed in Romania
and as such will be the most efficient thermal power
plant of this size when commissioned.
The transition impact of the Project is derived from:
• The Project is the first 100% private power generation
project in Romania, a market where virtually all power generation
capacities of this size are state owned;
• The Project will contribute to the stabilization of the Romanian
electricity system, by offering system services and
participating on the electricity balancing market;
• The Project contributes to the revamping of the electricity
sector asset base in Romania, by using modern, state-ofthe
art Best Available Technique solutions;
* The Project will improve environmental standards and efficiency
in the Romanian power generation sector;
• The Project will support the private sector, and therefore
pave the way for more private projects to be implemented
in the Romanian power generation sector. The project will
lead to an increased presence of the private sector in Romanian
power generation, which will stimulate competition
and improve efficiency.
• The Project shall have significant demonstration effects,
having the potential to facilitate other private investment,
for example in the replacement of antiquated power generation
assets by modern, state of the art and environ-
The Combined Cycle Gas Turbine Plant (CCGT) will be
constructed on a brown field site at the refinery and will
consist of two 291 MWe co-generation units (gas turbines
and recovery boilers) and one steam 313 MWe turbine. A
dedicated 30 km gas pipeline will be constructed to deliver
gas to the Power Plant and a dedicated high voltage
power line will be constructed to deliver power to the grid.
Up to twenty percent of the power produced and up to 96
tons/hour steam will go to Petrom for internal use, with
the remainder of the power going to the grid.
The Project was screened as Category A under the
2008 Environmental and Social Policy, requiring an Environmental
and Social Assessment of the proposed
power plant, and studies on the gas pipeline, overhead
power lines, and on the services to be provided from
the neighbouring Petrom refinery, public consultation,
and action plans for each asset. These studies were
carried out by independent consultants.
Environmental studies were done on soil, hydro-geology
and underground water, water usage, air quality, biodiversity,
landscape impacts, noise. Social issues reviewed included
socio-economic impacts, cultural heritage, labour,
occupational and public health and safety.
The most significant atmospheric emissions from the
CCGT will be from the operational phase when natural
gas will be combusted to drive the gas turbines and
also generate heat/steam for the steam turbine, resulting
in nitrous oxide (NOx) and sulphur oxide (SOx)
emissions. The CCGT is located in close proximity to
other significant NOx and SOx emitters in the form of
the Refinery itself and neighbouring Dalkia CHP plant,
and a cumulative assessment of air emissions will be
undertaken following a decommissioning programme
at the Refinery, which will remove some emissions
sources.
The CCGT will be highly efficient, with total natural gas
consumption of 1.2bcm/year. It will have state-of-the-art
emissions reduction equipment, such as low NOx burners,
and will fulfil the latest European environmental
emissions requirements outlined in the Large Combustion
Plant Directive. The sulphur content in the natural
gas feedstock to be used by the CCGT is low and hence
will not result in significant SOx emissions from the auxiliary
steam boiler. In order to monitor NOx concentrations
in CCGT flue gas, real-time air emissions monitoring
equipment will be installed on the CCGT flue stacks. The
CCGT will be designed and implemented in conformity
with Best Available Techniques (BAT) applicable to the
CCGT for ensuring environmental protection.
Limited contamination of soil was found on the site from
the refinery operations, however within the permissible limits
for industrial sites. Upgrades of the refinery's wastewater
treatment plant are necessary and included in action plans.
The Power Plant went through a Romanian EIA process in
2007, including public hearings at different stages. The
Overhead Electrical Lines are not subject to EIA, but went
through a public notification process. The Gas Pipeline designs
are not yet ready for screening by the environmental
authorities, who will determine if an EIA is needed. At a minimum
(if no EIA is needed), the environmental and social
report and action plan prepared for EBRD on the pipeline
will be in the public domain. If an EIA is required, it will go
through the full process including notification and public
hearings. All action plans for the CCPP, OHL, and Refinery
have been disclosed.
Action Plans and Reporting
Environmental and Social Action Plans (ESAPs) have
been developed for each component of the Project - CCGT,
These action plans include management of the mitigation
measures agreed, as well as monitoring requirements.
Petrom will report both to the EBRD and to the public on an
annual basis on the implementation of the plans. Site visits
will be undertaken during construction and periodically thereafter.
Plinacro Gas Storage Project
Croatia
The proposed project will be used for the acquisition of
Podzemno skladiste plina d.o.o., the company that owns
underground gas storage in
Okoli. The company will be requested
to undertake a capital
expenditures programme
over the life of the loan aimed
at ensuring adequate maintenance
and operations of the
gas storage. The storage represents a strategic asset for
Croatia since it will enable the State to control and regulate
the gas supplies and consumption in the future as
well as secure non-discriminative third party access to
the storage to gas suppliers and gas traders. Total project
cost is EUR 70 million.
Transition impact:
Through this Project, the Bank would promote improvements
in the efficiency of the gas storage and supply services,
including:
1)a clear commitment by the Company to an investment programme
that will support the rehabilitation and expansion
of the storage facility
2)improvements in the regulatory framework with respect
to the status quo ante, which would allow non-discriminatory
access by an enlarged set of end-users to the
facility and avoid future discriminatory cut-offs in case of
gas shortages.
The client is PLINACRO d.o.o.
a 100% state-owned Croatian natural gas transmission
system operator. Plinacro Company is the Croatian gas
transmission system operator. Along with successful performance
of its basic activity - natural gas transmission through
the Croatian gas transmission system, Plinacro is intensively
constructing the infrastructure to enable long-term and
stable natural gas supply. By the implementation of development
plans of Plinacro Company, after 2011, the larger
part of the Republic of Croatia will be covered by the gas
transmission system.Plinacro designed and is still developing
its transmission system so as to be easily connected
with and integrated in the network of international gas pipelines,
particularly the pipelines that provide supply diversification
and natural gas transit for the neighbouring countries.
This will lead to very high energy security of the
Croatian market, and be a strategic step forward within the
egion, in nearly all segments
of natural gas business activities
- production, supply, transit,
storage, trade, and
strengthen the Croatian economy
and its political position.
Today Plinacro operates 2085
km of high pressure gas pipelines,
1659 km of which are 50bar
system and 426 km of 75bar
system, 19 entry measuring stations, 151 exit measuring-reduction
stations with 245 measuring lines and a
state-of-the-art National Dispatching Centre, i.e. communication
system and centre of remote supervision and control
of the gas transmission system. Plinacro controls its
infrastructure through the National Dispatching Centre and
four gas transmission regions - the Gas Transmission Region
Eastern Croatia (with headquarters in Donji Miholjac),
the Gas Transmission Region Central Croatia (with headquarters
in Popovaca), the Gas Transmission Region
Northern Croatia (with headquarters in Zabok), the Gas
Transmission Region Western Croatia (with headquarters
in Rijeka), and the Maintenance Department and Storage
located in Ivanic-Grad. Currently Plinacro employs 266
people, almost half of them post-secondary graduates and
university graduates. At the beginning of 2008, the total
assets of Plinacro amount to HRK 2.54 billion.
Environmental impact
Use of proceeds is not associated with a major expansion
and/or modernisation of the existing Okoli gas storage facility.
Moreover, potential significant adverse environmental
and social impacts are readily identified and addressed
through mitigation measures. The Project has therefore
been screened as Category B in accordance with the Bank's
Environmental and Social Policy (2008).
An integrated audit covering environmental, social and occupation,
health and safety issues related to Plinarco and
the Okoli gas storage facility will be conducted by an independent
consultant. Results from this audit will be included
in an Environmental and Social Action Plan that will need to
be agreed with the Company and implemented over an
agreed timeframe. In addition, a Stakeholder Engagement
Plan will be prepared and released to the public domain.
EBRD considers the area of influence to include the
Okoli project site and related auxiliary facilities; however,
this will be further investigated as part of the Bank's due
diligence in the field.
The PSD will be updated with the results of investigations
and main agreed actions as part of the Bank's environmental
and social due diligence process.
Rotor Wind Farm
Turkey
The EBRD is considering financing the construction and
development of a 135 MW onshore wind independent power
project located in Osmaniye in Southern Turkey. The wind
farm is being developed by Rotor Elektrik Uretim A.S., a
company incorporated in Turkey and 100% owned by Zorlu
Elektrik Uretim A.S (Zorlu Enerji). It is expected to be operational
by the end of 2009 and will be Turkey's largest wind
farm to date.
Transition impact:
The Bank's involvement in the project will promote further
development of the power sector in Turkey as well as the
following transition impact potential:
Demonstration effects of new products and processes -
The project would be the first large scale wind project in
Turkey developed on a project finance basis. In addition, the
project has the potential to lead to important demonstration
effects in terms of environmental best practice as well as the
financial viability of large scale wind projects which could
attract new developers and investors in the sector.
Improved regulatory framework - The regulatory and
legislative framework for renewable energy in Turkey is
still relatively new and untested. Through the Project, the
Bank will support the regulatory framework, which has
the potential to pave the way for additional renewable
projects going forward.
Deepening of markets - The project is expected to sell
power to the open market, deepening the extent of the nascent
Turkish power market.
The client Rotor Elektrik Uretim A.S. is a company incorporated
in Turkey and 100% owned by Zorlu Elektrik Uretim
A.S. Zorlu Enerji is majority controlled by Zorlu Holding A.S.,
a large Turkish conglomerate with operations in energy, textiles,
electronics and white goods.
The EBRD will provide up to ˆ45 mln to Rotor Elektrik
Uretim A.S. for the development of the wind farm. Also expected
to participate in the financing package is IFC, EIB
and commercial banks.
Total project cost is ˆ211 million.
Environmental impact
Screening category and applicable
performance requirements
Following an Initial Environmental Examination (IEE), the
project has been screened B under the Bank's Environmental
and Social Policy 2008, requiring an Environmental and
Social Due Diligence (ESDD). The project is at an advanced
stage of construction and, therefore the Bank's ability to leverage
change to sitting, design and access road construction
is limited. Nevertheless, the IEE and subsequent ESDD
confirmed that the site is not located in a sensitive location
and that both the construction and future operational impacts
can be readily identified, assessed and mitigated.
The Bank has undertaken the ESDD jointly with the IFC
who are also considering financing the project. The ESDD
includes an Environmental Impact Assessment (EIA) prepared
by an independent local consultancy and an environmental
and social appraisal of the project by the Bank.
Key Environmental and Social Issues
and due diligence results
Although wind farms have significant benefits in terms of
generating carbon free electricity, they can be associated
with environmental and social impacts due to the location,
notably in terms of impact on flora and fauna as well as
possible impact on land use.
Although the project is not located in an environmentally
or socially sensitive location, it will have a considerable impact
on the landscape, due to its extensive infrastructure
(access roads) and the positioning of 54 large wind turbines
on a mountain ridge. This issue was identified as part of the
ESDD, and although the impact is limited and the developer
has designed steps to reduce impacts as far as possible, it
can not be eliminated.
The project did not require a full EIA under National legis-
lation, however, an EIA has been developed by the Sponsor
for the Lenders. This EIA has confirmed that the project will
have limited impact on flora and fauna and that the site is
located a considerable distance from bird migratory routes.
Furthermore, the location will also have limited impact on
land use and local livelihoods. The Sponsor is developing a
social programme and will support local educational programmes.
One of the main environmental impacts is associated
with the development of the associated infrastructure
such as the access roads to the site. To mitigate the potential
impact of soil erosion, an environmental and social management
of a systematic approach to environmental and social
management of the construction process to limit erosion
safety management system to manage the construction,
operation and future decommissioning phase. A Stakeholder
Engagement Programme (SEP) has been developed
by the Company, which will include the publication
of annual information on environmental and social matters
on the Company's web sites, as well as local information
in local newspapers, as appropriate. A grievance
mechanism will be maintained by the Company.
