BITO Lagertechnik as a company,<br />

history, scope of activity,<br />

product program, etc.<br />

BITO is an internati<strong>on</strong>ally operating company<br />

founded in 1845 with a staff of more than 700<br />

specialising in the fields of storage and workshop<br />

equipment and order picking systems.<br />

On a plant surface of more than 140,000 m2 in Germany, BITO manufactures a customeroriented<br />

and innovative product range meeting<br />

highest user demands.<br />

BITO is <strong>on</strong>e of the few single source suppliers<br />

of comp<strong>on</strong>ents and complete systems in<br />

the fields of shelving and racking as well as<br />

plastic bins and c<strong>on</strong>tainers to meet the requirements<br />

of storage, workshop and order picking<br />

envir<strong>on</strong>ments in any industry.<br />

Where are your current main<br />

markets and what markets you<br />

The main market for BITO is central Europe<br />

with 14 subsidiaries and many sales-partners<br />

In 2007 BITO founded a joint venture "Nilkamal<br />

BITO Storage Systems" in India to operate<br />

as manufacturer and distributor.<br />

In 2008 "BITO Storage Systems Middle <strong>East</strong>"<br />

was founded at Sharjah, United Arab Emirates.<br />

Now BITO is dispreading in <strong>South</strong>-<strong>East</strong>ern<br />

Europe with Sales Partners.<br />

Please, define the most specific<br />

features of markets in <strong>South</strong>-<br />

<strong>East</strong>ern Europe (SEE) compared<br />

to Western or global?<br />

In Western Europe the wage level is quite<br />

high. So you will find a high degree of automati<strong>on</strong>.<br />

At the moment the wage level in SSE is<br />

still low so you do not find so much automati<strong>on</strong><br />

in the logistics sector. But this will change within<br />

the next years.<br />

At the moment the inquiries for such systems<br />

are less but this will also change in the next<br />

time. For BITO this is the chance to deliver our<br />

highly developed products for this branch.<br />

What comprises your near future<br />

business plans for SEE, including<br />

Bulgaria, Slovenia, Romania,<br />

Greece and Turkey?<br />

In Romania we have our own subsidiary; in<br />

all other states we have Sales Partners. In Bul-


garia it's the company Logistic Systems in Sofia; in Greece it's the company<br />

Pebro and in Turkey the company Ek<strong>on</strong>. In all other states including Serbia,<br />

etc. we are looking for Sales-Partners at the moment.<br />

How is BITO's after-sales service organized in<br />

these countries? Do you offer some l<strong>on</strong>g-term technical<br />

support for your customers?<br />

There is no difference if a customer orders directly from BITO or orders<br />

from <strong>on</strong>e of our Sales-Partners. The customer will always receive the same<br />

benefits. Our BITO-Service-Programme includes delivery, assembly, startup<br />

and customer support.<br />

Being close to our customers is of great importance for BITO. A<br />

dense network of experienced technical advisors guarantees fast and<br />

competent support and service.<br />

Which are BITO Lagertechnik's storage soluti<strong>on</strong>s<br />

with the biggest market potential in<br />

<strong>South</strong>eastern Europe?<br />

In 2008 we start running Europe's most modern pallet racking plant<br />

in Meisenheim (Germany). With this new pallet-rack we have competitive<br />

prices to sell it also in SSE. Our customers receive a product<br />

"Made in Germany" for a fair price.<br />

Our main focuses are the dynamic racks for cart<strong>on</strong>s, bins and also for<br />

pallets as well as our large variety of plastic bins and c<strong>on</strong>tainers.<br />

What are BITO Lagertechnik products advantages<br />

in comparis<strong>on</strong> with those of competiti<strong>on</strong>?<br />

BITO is offering a huge product range. So the customers can receive<br />

everything for their warehouse from <strong>on</strong>e hand.<br />

Because of this we can exactly offer what the customer needs.<br />

BITO will be pleased to give competent and experienced advice as to the<br />

optimum soluti<strong>on</strong>.<br />

The scope of advice ranges from inquiries answered over the ph<strong>on</strong>e to <strong>on</strong><br />

site visits during which a c<strong>on</strong>crete layout plan can be drawn up in cooperati<strong>on</strong><br />

with the customer.<br />

What technologies and market trends do you think<br />

would affect the warehouse and order picking system's<br />

market within next years?<br />

I think that the market trends are influenced from two different circumstances.<br />

At first we have the changing in the Logistic-c<strong>on</strong>cept. In the past you almost<br />

had <strong>on</strong>ly big orders and now you have more and more small orders.<br />

Delivery periods are getting smaller and smaller. In pharmaceutical logistics<br />

you sometimes have delivery periods from 3 times per day.<br />

Also webshop-business with small quantity orders is getting more and<br />

more popular. For these changes you need a flexible order picking system.<br />

The sec<strong>on</strong>d changing is the Lean-Management which is realised<br />

in many companies at the moment. For this system you need a<br />

very flexible rack. That's why BITO integrated the new BITO-Ergo<br />

system now <strong>on</strong> the market.<br />

As you see we listen very carefully to what the market needs are<br />

and bring our flexible systems <strong>on</strong> the market. The future can come,<br />

Remote access for the digital home<br />

Remote m<strong>on</strong>itoring and c<strong>on</strong>trol of home appliances is becoming a reality<br />

with support from a range of communicati<strong>on</strong> protocols.<br />

Functi<strong>on</strong>ally, the c<strong>on</strong>trol-panel and display<br />

designs of appliances have not changed much<br />

in the past several decades. Each appliance<br />

still has a c<strong>on</strong>trol panel c<strong>on</strong>sisting of knobs<br />

and butt<strong>on</strong>s, and some type of display. The<br />

implementati<strong>on</strong> of these inputs and outputs<br />

may have improved during the transiti<strong>on</strong> from<br />

mechanical to digital, but c<strong>on</strong>sumers still have<br />

to walk up to these appliances to c<strong>on</strong>trol them<br />

and m<strong>on</strong>itor their activity. So isn’t it about time<br />

to c<strong>on</strong>nect these appliances to the Internet<br />

and empower c<strong>on</strong>sumers to access them from<br />

anywhere, anytime?<br />

Imagine a c<strong>on</strong>trol and display system that<br />

can be accessed from a web browser. The<br />

c<strong>on</strong>sumer could access these appliances from<br />

a PDA, a cell ph<strong>on</strong>e, or a computer. In this<br />

manner, the c<strong>on</strong>sumer could check whether<br />

they have left the stove <strong>on</strong>. In the event that<br />

an unsafe temperature or level of smoke is<br />

reached, the stove could send an SMS message<br />

to a cell ph<strong>on</strong>e - allowing the c<strong>on</strong>sumer<br />

to turn off the stove and/or activate a fireextinguishing<br />

system.<br />

The safety implicati<strong>on</strong>s for remote m<strong>on</strong>itoring<br />

and c<strong>on</strong>trol of home appliances becomes<br />

obvious when c<strong>on</strong>sidering that, between<br />

1999-2002, there were 114,000 reported<br />

home fires, associated with cooking equipment,<br />

every year in the US, resulting in 290<br />

deaths and 4,380 injuries annually (source:<br />

Nati<strong>on</strong>al Fire Protecti<strong>on</strong> Associati<strong>on</strong>). In additi<strong>on</strong><br />

to increasing safety, c<strong>on</strong>sumers would<br />

also benefit from more c<strong>on</strong>venience and higher<br />

efficiency.<br />

The remote access capability is not a replacement<br />

for traditi<strong>on</strong>al c<strong>on</strong>trol panels and<br />

displays, as it would still desirable for c<strong>on</strong>sumers<br />

to retain the c<strong>on</strong>venti<strong>on</strong>al hands-<strong>on</strong> c<strong>on</strong>trol<br />

of each appliance. Additi<strong>on</strong>ally, the adopti<strong>on</strong><br />

rate for networked appliances is dependent<br />

<strong>on</strong> the network infrastructure and availability.<br />

According to a recent survey, 42% of<br />

EU households now have a broadband c<strong>on</strong>necti<strong>on</strong>,<br />

which is an increase of 12% <strong>on</strong> the<br />

2006 figure. This is a promising trend, as it<br />

shows that more <strong>European</strong> households are<br />

going <strong>on</strong>line and wanting their homes to be a<br />

part of the digital world.<br />

C<strong>on</strong>trolling and m<strong>on</strong>itoring home appliances<br />

c<strong>on</strong>sists of both home automati<strong>on</strong> and<br />

home entertainment. An entertainment appliance,<br />

such as a digital TV, has a high datarate<br />

requirement, and therefore would need<br />

a different networking medium than a light<br />

bulb. Some of the available networking technologies<br />

include Ethernet, HomePlug powerline<br />

communicati<strong>on</strong>, 802.11 Wi-Fi, and IEEE<br />

Ethernet and Wi-Fi are used widely<br />

for networking computers. A wired soluti<strong>on</strong><br />

such as Ethernet may be desirable over a<br />

wireless choice when designing an appliance<br />

with a large amount of metallic comp<strong>on</strong>ents,<br />

since the wireless signal has poor penetrati<strong>on</strong><br />

through thick metal. In the absence of<br />

an Ethernet port, power-line communicati<strong>on</strong><br />

could be used. However, the data rate for<br />

this technology is still very low. ZigBee is intended<br />

to be used in wireless applicati<strong>on</strong>s<br />

requiring low data rates and low power c<strong>on</strong>sumpti<strong>on</strong>.<br />

A ZigBee-to-Ethernet or Wi-Fi<br />

bridge is probably needed for interc<strong>on</strong>necting<br />

the different elements, as shown in Figure<br />

1.<br />

Choosing a higher data rate opti<strong>on</strong> often<br />

translates into a higher implementati<strong>on</strong> cost.<br />

Each designer has to balance the product requirements<br />

against the cost of implementing<br />

them.<br />

Regardless of the different networking<br />

technology deployed, the higher-layer software<br />

protocols ultimately tie all the devices<br />

together; allowing them to interact and communicate<br />

with other Internet devices. Some<br />

of these protocols include IP, TCP, and UDP.<br />

The higher-layer protocol should also provide<br />

secure access to each of the devices to<br />

prevent strangers from being able to start<br />

and stop home appliances, or open and close<br />

the garage door. Security could be implemented<br />

using an HTTP server <strong>on</strong> an appliance<br />

device. A user would remotely access<br />

that device by typing the URL or IP address<br />

of the server. A login page would then authenticate<br />

the user, before allowing access<br />

to c<strong>on</strong>trol and m<strong>on</strong>itor the appliance. The<br />

user interface could be GUI-based or textbased,<br />

or both.<br />

A GUI interface could be built from simple<br />

HTML ic<strong>on</strong>s or an image map with ‘hot spots’<br />

for accepting commands. A script can also be<br />

included for the Web browser that would periodically<br />

poll the server for new status informati<strong>on</strong>.<br />

A text-based interface, such as a Short<br />

Message Service (SMS) bot, could simplify access<br />

from a small Internet device, such as a<br />

cell ph<strong>on</strong>e. Using these Web-based technologies<br />

reduces the design cost for implementing<br />

a proprietary remote-c<strong>on</strong>trol device. It also<br />

offers a greater level of integrati<strong>on</strong> am<strong>on</strong>g devices<br />

from different manufacturers.<br />

Implementing these network soluti<strong>on</strong>s has<br />

become easier as silic<strong>on</strong> manufacturers offer<br />

a more integrated soluti<strong>on</strong>. For example, an<br />

embedded Ethernet device can now be implemented<br />

using just <strong>on</strong>e microc<strong>on</strong>troller<br />

with an integrated Ethernet interface c<strong>on</strong>troller<br />

(See Figure 2). A free TCP/IP stack is also<br />

typically included to complement the hardware<br />

soluti<strong>on</strong>.<br />

As the soluti<strong>on</strong> cost becomes more ec<strong>on</strong>omical<br />

for the mass market, more appliances<br />

and other household devices could integrate<br />

networking capability. No <strong>on</strong>e c<strong>on</strong>nectivity<br />

soluti<strong>on</strong> al<strong>on</strong>e will be able to meet the<br />

wide-ranging applicati<strong>on</strong> requirements. rather,<br />

a combinati<strong>on</strong> of Ethernet, HomePlug, Wi-Fi,<br />

ZigBee, and other emerging technologies can<br />

deliver an optimal integrated soluti<strong>on</strong>. Providing<br />

the ability to remotely c<strong>on</strong>trol and m<strong>on</strong>itor<br />

appliances would increase both safety and<br />

free time, saving c<strong>on</strong>sumers from doing timec<strong>on</strong>suming<br />

chores and leaving them with<br />

more time to do the things they enjoy.<br />

The development is due to a<br />

complex mix of reas<strong>on</strong>s. Companies in the field broadened the spectrum of services they offer - from manufacturing of boards to more intricate<br />

manufacturing services. Now most of the <str<strong>on</strong>g>EMS</str<strong>on</strong>g> companies can provide all of the manufacturing resources for an OEM, reducti<strong>on</strong> in working capital,<br />

shortened time for availability or the acquiring of the new technologies and ability to offer after sales services. Further, n<strong>on</strong>-traditi<strong>on</strong>al end-use markets<br />

Energy saving unites producti<strong>on</strong> and the envir<strong>on</strong>ment<br />

Envir<strong>on</strong>mental <str<strong>on</strong>g>Manufacturing</str<strong>on</strong>g> can deliver more than just energy saving,<br />

Mitsubishi Electric takes a holistic, but practical approach to satisfy today's requirements<br />

to cut waste and improve efficiency.<br />

During the past decade of intense industrial growth, envir<strong>on</strong>mental<br />

c<strong>on</strong>cerns have not been the primary focus of most<br />

manufacturing industries. There are now str<strong>on</strong>g initiatives within<br />

energy intensive industries such as Steel, Chemicals, Aluminium,<br />

They also reveal the scale up<strong>on</strong> which energy is wasted<br />

unnecessarily, giving a clue to the wider applicati<strong>on</strong> of AC<br />

reverse it. This is regenerati<strong>on</strong>.<br />

The regenerati<strong>on</strong> feature is integrated into Mitsubishi's<br />

new FR-A741 inverter drive to improve its braking performance.<br />

The FR-A741's regenerative braking system makes<br />

it much more efficient than c<strong>on</strong>venti<strong>on</strong>al drive systems, giving<br />

it the potential for significant energy savings. It also helps<br />

The FR-A741's regenerative functi<strong>on</strong> works by feeding the<br />

energy generated by braking back into the power grid. Hence<br />

instead of wasting this energy as heat generated by a braking<br />

resistor and associated bulky cooling hardware, the prime<br />

benefit is this energy can then be used for other purposes.<br />

Hence overall power c<strong>on</strong>sumpti<strong>on</strong> is reduced as are operating<br />

costs. This is a key benefit to many high torque applicati<strong>on</strong>s<br />

such as hoists, c<strong>on</strong>veyor systems, centrifugal separators,<br />

testing machines, winding machines and elevators.<br />

When used as proprietary items, inverter drives can, <strong>on</strong><br />

their own, produce major savings in energy in certain market<br />

sectors. But what about the wider manufacturing area<br />

where savings are not so obvious?<br />

Well, here the focus has to be <strong>on</strong> such factors as Quality<br />

Improvements; reduce the number of rejects to reduce energy<br />

in rework and waste generated; <strong>on</strong> Increased Productivity:<br />

manufacturing the same product with reduced levels<br />

of energy, to achieve a lower unit cost per item; and <strong>on</strong><br />

Improved Efficiency.<br />

Improved efficiency can be achieved in a number of ways:<br />

by replacing repetitive manual tasks with robots; by using servomotors<br />

in place of standard motors for improved resp<strong>on</strong>se<br />

and precisi<strong>on</strong>; by ensuring the correct alignment of mechanical<br />

couplings, belts and chains, and by providing adequate<br />

lubricati<strong>on</strong>. Checking a drive system right down the power<br />

train makes ec<strong>on</strong>omic sense as a poorly maintained mechanical<br />

drive can reduce operating efficiency by as much as 5%.<br />

The key envir<strong>on</strong>mental objectives of improving efficiency<br />

and reducing waste - and, it must be said, improving quality<br />

- can be achieved using robotic technology. This is evidenced<br />

by a recent applicati<strong>on</strong>, at Rodinger Kunststoff-Technik<br />

(RKT) GmbH. in Germany.<br />

At this company, Mitsubishi Electric articulated arm robots<br />

are used to handle delicate moulded parts, in order to prevent<br />

expensive wastage, which could otherwise be substantial<br />

with the company manufacturing around 500 different<br />

products, and undertaking producti<strong>on</strong> runs of between<br />

100,000 and a milli<strong>on</strong> units per annum.<br />

As well as preventing waste, the robots (RV-6S units) have<br />

increased efficiency by improving producti<strong>on</strong> rates by 10%<br />

at the injecti<strong>on</strong> moulding plant. This improvement results<br />

from faster removal of parts, despite the fact that in some<br />

cases the 15 - RV-6S robots have to remove up to 48 parts<br />

simultaneously and place them precisely in a variety of different<br />

size recesses.<br />

Robotic technology is also playing a similar role, although<br />

this time as <strong>on</strong>e key comp<strong>on</strong>ent in a series of optimised<br />

automati<strong>on</strong> packages developed by Mitsubishi Electric to<br />

improve the performance, efficiency and quality throughput<br />

of flow pack machines. The packages, for Low/Medium,<br />

Medium/High and Ultra-High producti<strong>on</strong> flow pack machines,<br />

integrate the benefits of Mitsubishi Electric's AC<br />

Mitsubishi Electric articulated arm robots are used at<br />

Rodinger Kunststoff-Technik (RKT) GmbH. in Germany to<br />

By the very acti<strong>on</strong> of integrating these products Mitsubishi<br />

Electric is producing a synergy of operati<strong>on</strong> that is greater<br />

than the sum of the discrete comp<strong>on</strong>ents involved. Although<br />

designed primarily to improve the overall performance of the<br />

flow pack machines, this synergy produces efficiencies in<br />

operati<strong>on</strong> that also benefit the envir<strong>on</strong>ment, through more<br />

efficient use of materials, reduced wastage, improved quality<br />

and reduced use of energy.<br />

Another highly relevant example of using synergised automati<strong>on</strong><br />

technology to achieve higher producti<strong>on</strong> efficiency<br />

and therefore improved energy efficiency is at Russian Railways<br />

Magnitogorsk repair depot which has increased productivity<br />

by 100%, repairing over three thousand more<br />

freight carriages per year.<br />

Using the software and hardware integrati<strong>on</strong> capacity of a<br />

Mitsubishi iQ Automati<strong>on</strong> Platform to automate an entire secti<strong>on</strong><br />

of the rebuild process, all the benefits of Envir<strong>on</strong>mental<br />

RFID tracking, welding robots, CNC milling machines,<br />

Elektrokrajina Power<br />

Distributi<strong>on</strong> Project,<br />

Bosnia and Herzegovina<br />

The EBRD is c<strong>on</strong>sidering providing debt financing for the<br />

rec<strong>on</strong>structi<strong>on</strong> of power distributi<strong>on</strong> network and facilities<br />

and upgrade of metering system (the "Project") in the Banja<br />

Luka regi<strong>on</strong> of<br />

Republic of Srpska<br />

of Bosnia and<br />

Herzegovina.<br />

The Project will<br />

and commercial distributi<strong>on</strong> network losses.<br />

The Project will facilitate enforcement of payment discipline<br />

and reducti<strong>on</strong> of commercial losses through remote<br />

remote disc<strong>on</strong>necti<strong>on</strong>. The improvements in the distributi<strong>on</strong><br />

network will also lead to a better quality of power supply<br />

(fewer interrupti<strong>on</strong>s, better frequency c<strong>on</strong>trol) necessary to<br />

support the country's ec<strong>on</strong>omic growth. In additi<strong>on</strong>, extending<br />

a corporate loan to a distributi<strong>on</strong> company relying primarily<br />

<strong>on</strong> the regulatory framework dem<strong>on</strong>strates the financial<br />

l<strong>on</strong>g-term viability of the sector to commercial lenders and<br />

private investors.<br />

The client is ZP Elektrokrajina a.d., the power distributi<strong>on</strong><br />

company servicing the regi<strong>on</strong> of Banja luka, majority owned<br />

(65%) by Elektroprivreda Republika Srpska ("EPRS"), <strong>on</strong>e<br />

of the three nati<strong>on</strong>al energy utilities that cover electricity generati<strong>on</strong><br />

and distributi<strong>on</strong> in Bosnia and Herzegovina.<br />

EBRD financing is EUR 15 milli<strong>on</strong> corporate senior loan to<br />

Elektrokrajina to co-finance a EUR 20 milli<strong>on</strong> investment together<br />

with the Republic of Srpska Investment Development<br />

Bank and the Client.<br />

The total project cost is EUR 20 milli<strong>on</strong>.<br />

Envir<strong>on</strong>mental impact<br />

The Project was screened B/1 under the Bank's Envir<strong>on</strong>mental<br />

Policy (2003), requiring an Envir<strong>on</strong>mental and Social<br />

Due Diligence (ESDD) in line with the Bank's Envir<strong>on</strong>mental<br />

Policy. The ESDD undertaken by an internati<strong>on</strong>al independent<br />

c<strong>on</strong>sultant c<strong>on</strong>sisted of an Envir<strong>on</strong>mental Audit of the<br />

existing assets and an Envir<strong>on</strong>mental Analysis of the proposed<br />

investment programme.<br />

The ESSD has c<strong>on</strong>firmed that the company is in general<br />

compliance with Nati<strong>on</strong>al requirements and the investment<br />

programme is structured to meet the Bank's Envir<strong>on</strong>mental<br />

Policy. The ESDD identified, am<strong>on</strong>g others, the need to further<br />

strengthen the instituti<strong>on</strong>al capacity of the Company in<br />

terms envir<strong>on</strong>mental, health and safety (EHS) management.<br />

This has been addressed through the Envir<strong>on</strong>mental and<br />

Social Acti<strong>on</strong> Plan (ESAP), which has been agreed with the<br />

Company. The ESAP includes am<strong>on</strong>g others the need for a<br />

formalized EHS management system in line with best internati<strong>on</strong>al<br />

practice as well as development of a stakeholder<br />

engagement programme.<br />

The Bank will m<strong>on</strong>itor the project to asses the status of<br />

implementati<strong>on</strong> of the ESAP.<br />

Maritza <strong>East</strong> 2 TPP - FGD 5-6<br />

Loan Extensi<strong>on</strong><br />

Bulgaria<br />

The EBRD is c<strong>on</strong>sidering financing the installati<strong>on</strong> of a<br />

Flue Gas Desulphurisati<strong>on</strong> (FGD) plant at units 5 and 6 of<br />

the Maritza <strong>East</strong> 2 (ME2) power plant in Bulgaria. The power<br />

plant is fired by lignite and has a capacity of 1,450 MW.<br />

The key objective of the proposed project is to reduce pollutant<br />

emissi<strong>on</strong>s and therefore to help improve local c<strong>on</strong>diti<strong>on</strong>s<br />

and assist the country in meeting its nati<strong>on</strong>al and EU envir<strong>on</strong>mental<br />

standards and obligati<strong>on</strong>s.<br />

The transiti<strong>on</strong> impact of the EBRD involvement results<br />

from:<br />

The project introduces FGD technology that will lead to<br />

compliance with EU envir<strong>on</strong>mental standards. The technology<br />

and the improved compliance with internati<strong>on</strong>al standards<br />

that it allows are potentially replicable in the regi<strong>on</strong><br />

where envir<strong>on</strong>mental performance is an issue and where<br />

there has been limited investment to c<strong>on</strong>trol pollutant emissi<strong>on</strong>s<br />

in thermal generati<strong>on</strong> power plants to-date.<br />

The project will also have significant ec<strong>on</strong>omic benefits for<br />

the country and the regi<strong>on</strong> as it provides a relatively low cost<br />

alternative to replacement capacity and supports the local<br />

lignite mining industry. Due to access to low-cost lignite, ME2<br />

will c<strong>on</strong>tinue to be a low cost producer, which is particularly<br />

important in the c<strong>on</strong>text of increasing demand and supply<br />

shortages in the regi<strong>on</strong>.<br />

The project will support a key market player in the Bulgarian<br />

Electricity market to improve its envir<strong>on</strong>mental<br />

performance to EU standard and become a modern producer<br />

of electricity.<br />

The client isMaritza <strong>East</strong> 2 (ME2), a 1,450-MW, lignitefired<br />

power plant near Stara Zagora in south-east Bulgaria.<br />

ME2 is an independent joint stock company. ME2 is a subsidiary<br />

of the Bulgarian Energy Holding, 100% owned by the<br />

state via the Ministry of Ec<strong>on</strong>omy and Energy.<br />

The EBRD expects to provide a senior debt facility of<br />

up to EUR 55 milli<strong>on</strong> to Maritza <strong>East</strong> 2 TPP. The Bank<br />

intends to syndicate approximately EUR 20 milli<strong>on</strong> to<br />

commercial banks.<br />

The <strong>European</strong> Commissi<strong>on</strong> has provided a EUR 34.5 milli<strong>on</strong><br />

grant funding under ISPA towards the cost of the project.<br />

Maritza <strong>East</strong> 2 will fund the remainder of the project cost.<br />

Total project cost is approximately EUR 101 milli<strong>on</strong>.<br />

Envir<strong>on</strong>mental impact<br />

The project was screened B (2008). The project will<br />

require an envir<strong>on</strong>mental and social analysis and an envir<strong>on</strong>mental<br />

health and safety audit of <strong>on</strong>-going operati<strong>on</strong>s<br />

of the plant. It should be noted that extensive due<br />

diligence was c<strong>on</strong>ducted, and an Envir<strong>on</strong>mental Manage-<br />

ment Plan prepared for the original project in 2003.<br />

Therefore, the envir<strong>on</strong>mental and social appraisal of the<br />

current project will need to focus <strong>on</strong> obtaining an update<br />

<strong>on</strong> the status of mitigati<strong>on</strong> measures identified previously<br />

as well as analysing any other key issues within the c<strong>on</strong>text<br />

of the revised and Envir<strong>on</strong>mental Social Policy<br />

(2008) and Performance Requirements.<br />

Key issues identified by the original due diligence include:<br />

air emissi<strong>on</strong>s, water usage and discharges, FGD<br />

resources and FGD by-product management and usage.<br />

The envir<strong>on</strong>mental and social appraisal will need to identify<br />

the extent and magnitude of impacts at c<strong>on</strong>structi<strong>on</strong> and<br />

operati<strong>on</strong> phases of the project taking into account boundaries<br />

of the direct influence of the project, and assess how<br />

any envir<strong>on</strong>mental, social, health or safety issues related<br />

to the activities of the sub-c<strong>on</strong>tractors, can be mitigated<br />

given that the EPC c<strong>on</strong>tract has already been issued. Envir<strong>on</strong>mental<br />

issues include: disposal of waste at c<strong>on</strong>structi<strong>on</strong><br />

and operati<strong>on</strong> stages, including hazardous waste, and<br />

a potential c<strong>on</strong>taminati<strong>on</strong> of groundwater and surface water<br />

in case of poor integrity of a landfill and floods overflowing<br />

existing ash p<strong>on</strong>ds. Labour-related issues include protecti<strong>on</strong><br />

of workers in terms of wages and compensati<strong>on</strong>;<br />

availability of a grievance mechanism for addressing c<strong>on</strong>cerns<br />

by employees of both the Client and sub-c<strong>on</strong>tractors;<br />

provisi<strong>on</strong> of safe systems of work and working envir<strong>on</strong>ment.<br />

Community health and safety issues include a<br />

requirement for adequate emergency preparedness. Availability<br />

of an adequate stakeholder engagement programme<br />

will be reviewed by the due diligence.<br />

Petrom Power Plant<br />

Romania<br />

The EBRD is c<strong>on</strong>sidering providing EUR 200 milli<strong>on</strong> corporate<br />

senior unsecured loan to the Romanian oil & gas<br />

company, Petrom S.A., the largest company in Romania,<br />

to fund the c<strong>on</strong>structi<strong>on</strong> of a new 860 MW CCGT power<br />

plant, which will generate electricity with high availability<br />

(91% load factor) and high level of performance (the<br />

"Project"). The unit will be built in Brazi, next to an existing<br />

refinery of Petrom. The plant is designed according to the<br />

highest technical standards and will meet the latest <strong>European</strong><br />

envir<strong>on</strong>mental requirements. This is the first Combined<br />

Cycle Gas Turbine of this kind to be installed in Romania<br />

and as such will be the most efficient thermal power<br />

plant of this size when commissi<strong>on</strong>ed.<br />

The transiti<strong>on</strong> impact of the Project is derived from:<br />

• The Project is the first 100% private power generati<strong>on</strong><br />

project in Romania, a market where virtually all power generati<strong>on</strong><br />

capacities of this size are state owned;<br />

• The Project will c<strong>on</strong>tribute to the stabilizati<strong>on</strong> of the Romanian<br />

electricity system, by offering system services and<br />

participating <strong>on</strong> the electricity balancing market;<br />

• The Project c<strong>on</strong>tributes to the revamping of the electricity<br />

sector asset base in Romania, by using modern, state-ofthe<br />

art Best Available Technique soluti<strong>on</strong>s;


* The Project will improve envir<strong>on</strong>mental standards and efficiency<br />

in the Romanian power generati<strong>on</strong> sector;<br />

• The Project will support the private sector, and therefore<br />

pave the way for more private projects to be implemented<br />

in the Romanian power generati<strong>on</strong> sector. The project will<br />

lead to an increased presence of the private sector in Romanian<br />

power generati<strong>on</strong>, which will stimulate competiti<strong>on</strong><br />

and improve efficiency.<br />

• The Project shall have significant dem<strong>on</strong>strati<strong>on</strong> effects,<br />

having the potential to facilitate other private investment,<br />

for example in the replacement of antiquated power generati<strong>on</strong><br />

assets by modern, state of the art and envir<strong>on</strong>-<br />

The client: Petrom is the largest company in Romania<br />

and has proved oil and gas reserves of 872 mn boe, a<br />

maximum refining capacity of 8 milli<strong>on</strong> t<strong>on</strong>s per year, approximately<br />

550 petrol stati<strong>on</strong>s in Romania and 269<br />

petrol stati<strong>on</strong>s in the Republic of Moldova, Bulgaria and<br />

Serbia (as of end 2008). It is 51% owned by OMV A.G.,<br />

an Austria-based integrated oil company with interests<br />

throughout central and eastern Europe. Petrom is also<br />

traded <strong>on</strong> the Bucharest Stock Exchange.<br />

EBRD is c<strong>on</strong>sidering providing up to EUR 200 milli<strong>on</strong>. Total<br />

project cost is approximately EUR 500 milli<strong>on</strong>.<br />

Envir<strong>on</strong>mental impact<br />

The Combined Cycle Gas Turbine Plant (CCGT) will be<br />

c<strong>on</strong>structed <strong>on</strong> a brown field site at the refinery and will<br />

c<strong>on</strong>sist of two 291 MWe co-generati<strong>on</strong> units (gas turbines<br />

and recovery boilers) and <strong>on</strong>e steam 313 MWe turbine. A<br />

dedicated 30 km gas pipeline will be c<strong>on</strong>structed to deliver<br />

gas to the Power Plant and a dedicated high voltage<br />

power line will be c<strong>on</strong>structed to deliver power to the grid.<br />

Up to twenty percent of the power produced and up to 96<br />

t<strong>on</strong>s/hour steam will go to Petrom for internal use, with<br />

the remainder of the power going to the grid.<br />

The Project was screened as Category A under the<br />

2008 Envir<strong>on</strong>mental and Social Policy, requiring an Envir<strong>on</strong>mental<br />

and Social Assessment of the proposed<br />

power plant, and studies <strong>on</strong> the gas pipeline, overhead<br />

power lines, and <strong>on</strong> the services to be provided from<br />

the neighbouring Petrom refinery, public c<strong>on</strong>sultati<strong>on</strong>,<br />

and acti<strong>on</strong> plans for each asset. These studies were<br />

carried out by independent c<strong>on</strong>sultants.<br />

Envir<strong>on</strong>mental studies were d<strong>on</strong>e <strong>on</strong> soil, hydro-geology<br />

and underground water, water usage, air quality, biodiversity,<br />

landscape impacts, noise. Social issues reviewed included<br />

socio-ec<strong>on</strong>omic impacts, cultural heritage, labour,<br />

occupati<strong>on</strong>al and public health and safety.<br />

The most significant atmospheric emissi<strong>on</strong>s from the<br />

CCGT will be from the operati<strong>on</strong>al phase when natural<br />

gas will be combusted to drive the gas turbines and<br />

also generate heat/steam for the steam turbine, resulting<br />

in nitrous oxide (NOx) and sulphur oxide (SOx)<br />

emissi<strong>on</strong>s. The CCGT is located in close proximity to<br />

other significant NOx and SOx emitters in the form of<br />

the Refinery itself and neighbouring Dalkia CHP plant,<br />

and a cumulative assessment of air emissi<strong>on</strong>s will be<br />

undertaken following a decommissi<strong>on</strong>ing programme<br />

at the Refinery, which will remove some emissi<strong>on</strong>s<br />

sources.<br />

The CCGT will be highly efficient, with total natural gas<br />

c<strong>on</strong>sumpti<strong>on</strong> of 1.2bcm/year. It will have state-of-the-art<br />

emissi<strong>on</strong>s reducti<strong>on</strong> equipment, such as low NOx burners,<br />

and will fulfil the latest <strong>European</strong> envir<strong>on</strong>mental<br />

emissi<strong>on</strong>s requirements outlined in the Large Combusti<strong>on</strong><br />

Plant Directive. The sulphur c<strong>on</strong>tent in the natural<br />

gas feedstock to be used by the CCGT is low and hence<br />

will not result in significant SOx emissi<strong>on</strong>s from the auxiliary<br />

steam boiler. In order to m<strong>on</strong>itor NOx c<strong>on</strong>centrati<strong>on</strong>s<br />

in CCGT flue gas, real-time air emissi<strong>on</strong>s m<strong>on</strong>itoring<br />

equipment will be installed <strong>on</strong> the CCGT flue stacks. The<br />

CCGT will be designed and implemented in c<strong>on</strong>formity<br />

with Best Available Techniques (BAT) applicable to the<br />

CCGT for ensuring envir<strong>on</strong>mental protecti<strong>on</strong>.<br />

Limited c<strong>on</strong>taminati<strong>on</strong> of soil was found <strong>on</strong> the site from<br />

the refinery operati<strong>on</strong>s, however within the permissible limits<br />

for industrial sites. Upgrades of the refinery's wastewater<br />

treatment plant are necessary and included in acti<strong>on</strong> plans.<br />

Natural gas pipeline<br />

The nati<strong>on</strong>al gas company Transgaz will c<strong>on</strong>struct, own<br />

and operate an 800mm diameter / 30 km gas pipeline dedicated<br />

to the CCPP, from an underground storage facility at<br />

Butimanu, Dambovita County. The route will traverse agricultural<br />

land and has been designed to avoid local settlements<br />

and minimise river crossings.<br />

ITT Corporati<strong>on</strong> announced it has signed a definitive<br />

agreement to acquire Laing GmbH of Germany, a<br />

privately-held leading producer of energy-efficient circulator<br />

pumps primarily used in residential and commercial<br />

plumbing and heating, ventilating and air c<strong>on</strong>diti<strong>on</strong>ing<br />

(HVAC) systems. Once completed, the acquisiti<strong>on</strong><br />

will significantly broaden ITT's offering and will<br />

reflect the company's c<strong>on</strong>tinued strategic focus <strong>on</strong> satisfying<br />

the market's growing demand for energy efficiency<br />

and lower life-cycle costs.<br />

"The additi<strong>on</strong> of Laing's energy-efficient circulators<br />

to ITT's product portfolio significantly expands our offering<br />

to customers in the HVAC industry," said Gretchen<br />

Overhead Line (OHL) c<strong>on</strong>necti<strong>on</strong><br />

The OHL C<strong>on</strong>necti<strong>on</strong> between the CCGT and Nati<strong>on</strong>al<br />

Grid will involve installati<strong>on</strong> of new pyl<strong>on</strong>s, overhead cables,<br />

and High Voltage (HV) switchgear and 220/400kV transformers<br />

(both state-of-the-art by Siemens). A short (3km)<br />

high voltage power line will be c<strong>on</strong>structed from the CCGT<br />

to the Brazi Vest switching stati<strong>on</strong>. C<strong>on</strong>structi<strong>on</strong>, operati<strong>on</strong><br />

and decommissi<strong>on</strong>ing of the OHL C<strong>on</strong>necti<strong>on</strong> will be carried<br />

out by the Romanian nati<strong>on</strong>al electricity transmissi<strong>on</strong> network<br />

operator, Transelectrica.<br />

Electromagnetic radiati<strong>on</strong> was reviewed, and the closest<br />

receptors are 750m distant. No significant envir<strong>on</strong>mental or<br />

social issues were identified, and an acti<strong>on</strong> plan has been<br />

agreed for c<strong>on</strong>structi<strong>on</strong> impacts, such as dust c<strong>on</strong>trol and<br />

traffic management. All of the above will be installed in accordance<br />

with Romanian norms which are comparable with<br />

EU standards.<br />

Public c<strong>on</strong>sultati<strong>on</strong> and informati<strong>on</strong><br />

disclosure<br />

Petrom has developed a Stakeholder Engagement Plan<br />

(SEP) which identifies workers, the PetroBrazi refinery, the<br />

villages near the refinery, and the villages near the route of<br />

the gas pipeline as stakeholders. Envir<strong>on</strong>mental and social<br />

assessments and acti<strong>on</strong> plans have been put in the public<br />

domain in locati<strong>on</strong>s near the project, in the EBRD offices in<br />

L<strong>on</strong>d<strong>on</strong> and Bucharest, and posted <strong>on</strong> the client's website<br />

(http://www.petrom.com/portal/01/petromcom/<br />

berd_documents) in Romanian and English languages.<br />

The Power Plant went through a Romanian EIA process in<br />

2007, including public hearings at different stages. The<br />

Overhead Electrical Lines are not subject to EIA, but went<br />

through a public notificati<strong>on</strong> process. The Gas Pipeline designs<br />

are not yet ready for screening by the envir<strong>on</strong>mental<br />

authorities, who will determine if an EIA is needed. At a minimum<br />

(if no EIA is needed), the envir<strong>on</strong>mental and social<br />

report and acti<strong>on</strong> plan prepared for EBRD <strong>on</strong> the pipeline<br />

will be in the public domain. If an EIA is required, it will go<br />

through the full process including notificati<strong>on</strong> and public<br />

hearings. All acti<strong>on</strong> plans for the CCPP, OHL, and Refinery<br />

have been disclosed.<br />

Acti<strong>on</strong> Plans and Reporting<br />

Envir<strong>on</strong>mental and Social Acti<strong>on</strong> Plans (ESAPs) have<br />

been developed for each comp<strong>on</strong>ent of the Project - CCGT,<br />

gas pipeline, OHL C<strong>on</strong>necti<strong>on</strong> and linkages with the Refinery.<br />

These acti<strong>on</strong> plans include management of the mitigati<strong>on</strong><br />

measures agreed, as well as m<strong>on</strong>itoring requirements.<br />

Petrom will report both to the EBRD and to the public <strong>on</strong> an<br />

annual basis <strong>on</strong> the implementati<strong>on</strong> of the plans. Site visits<br />

will be undertaken during c<strong>on</strong>structi<strong>on</strong> and periodically thereafter.<br />

An independent envir<strong>on</strong>mental and social audit will be<br />

required after commissi<strong>on</strong>ing.<br />

Plinacro Gas Storage Project<br />

Croatia<br />

The proposed project will be used for the acquisiti<strong>on</strong> of<br />

Podzemno skladiste plina d.o.o., the company that owns<br />

underground gas storage in<br />

Okoli. The company will be requested<br />

to undertake a capital<br />

expenditures programme<br />

over the life of the loan aimed<br />

at ensuring adequate maintenance<br />

and operati<strong>on</strong>s of the<br />

gas storage. The storage represents a strategic asset for<br />

Croatia since it will enable the State to c<strong>on</strong>trol and regulate<br />

the gas supplies and c<strong>on</strong>sumpti<strong>on</strong> in the future as<br />

well as secure n<strong>on</strong>-discriminative third party access to<br />

the storage to gas suppliers and gas traders. Total project<br />

cost is EUR 70 milli<strong>on</strong>.<br />

Transiti<strong>on</strong> impact:<br />

Through this Project, the Bank would promote improvements<br />

in the efficiency of the gas storage and supply services,<br />

including:<br />

1)a clear commitment by the Company to an investment programme<br />

that will support the rehabilitati<strong>on</strong> and expansi<strong>on</strong><br />

of the storage facility<br />

2)improvements in the regulatory framework with respect<br />

to the status quo ante, which would allow n<strong>on</strong>-discriminatory<br />

access by an enlarged set of end-users to the<br />

facility and avoid future discriminatory cut-offs in case of<br />

gas shortages.<br />

The client is PLINACRO d.o.o.<br />

a 100% state-owned Croatian natural gas transmissi<strong>on</strong><br />

system operator. Plinacro Company is the Croatian gas<br />

transmissi<strong>on</strong> system operator. Al<strong>on</strong>g with successful performance<br />

of its basic activity - natural gas transmissi<strong>on</strong> through<br />

the Croatian gas transmissi<strong>on</strong> system, Plinacro is intensively<br />

c<strong>on</strong>structing the infrastructure to enable l<strong>on</strong>g-term and<br />

stable natural gas supply. By the implementati<strong>on</strong> of development<br />

plans of Plinacro Company, after 2011, the larger<br />

part of the Republic of Croatia will be covered by the gas<br />

transmissi<strong>on</strong> system.Plinacro designed and is still developing<br />

its transmissi<strong>on</strong> system so as to be easily c<strong>on</strong>nected<br />

with and integrated in the network of internati<strong>on</strong>al gas pipelines,<br />

particularly the pipelines that provide supply diversificati<strong>on</strong><br />

and natural gas transit for the neighbouring countries.<br />

This will lead to very high energy security of the<br />

Croatian market, and be a strategic step forward within the


egi<strong>on</strong>, in nearly all segments<br />

of natural gas business activities<br />

- producti<strong>on</strong>, supply, transit,<br />

storage, trade, and<br />

strengthen the Croatian ec<strong>on</strong>omy<br />

and its political positi<strong>on</strong>.<br />

Today Plinacro operates 2085<br />

km of high pressure gas pipelines,<br />

1659 km of which are 50bar<br />

system and 426 km of 75bar<br />

system, 19 entry measuring stati<strong>on</strong>s, 151 exit measuring-reducti<strong>on</strong><br />

stati<strong>on</strong>s with 245 measuring lines and a<br />

state-of-the-art Nati<strong>on</strong>al Dispatching Centre, i.e. communicati<strong>on</strong><br />

system and centre of remote supervisi<strong>on</strong> and c<strong>on</strong>trol<br />

of the gas transmissi<strong>on</strong> system. Plinacro c<strong>on</strong>trols its<br />

infrastructure through the Nati<strong>on</strong>al Dispatching Centre and<br />

four gas transmissi<strong>on</strong> regi<strong>on</strong>s - the Gas Transmissi<strong>on</strong> Regi<strong>on</strong><br />

<strong>East</strong>ern Croatia (with headquarters in D<strong>on</strong>ji Miholjac),<br />

the Gas Transmissi<strong>on</strong> Regi<strong>on</strong> Central Croatia (with headquarters<br />

in Popovaca), the Gas Transmissi<strong>on</strong> Regi<strong>on</strong><br />

Northern Croatia (with headquarters in Zabok), the Gas<br />

Transmissi<strong>on</strong> Regi<strong>on</strong> Western Croatia (with headquarters<br />

in Rijeka), and the Maintenance Department and Storage<br />

located in Ivanic-Grad. Currently Plinacro employs 266<br />

people, almost half of them post-sec<strong>on</strong>dary graduates and<br />

university graduates. At the beginning of 2008, the total<br />

assets of Plinacro amount to HRK 2.54 billi<strong>on</strong>.<br />

Envir<strong>on</strong>mental impact<br />

Use of proceeds is not associated with a major expansi<strong>on</strong><br />

and/or modernisati<strong>on</strong> of the existing Okoli gas storage facility.<br />

Moreover, potential significant adverse envir<strong>on</strong>mental<br />

and social impacts are readily identified and addressed<br />

through mitigati<strong>on</strong> measures. The Project has therefore<br />

been screened as Category B in accordance with the Bank's<br />

Envir<strong>on</strong>mental and Social Policy (2008).<br />

An integrated audit covering envir<strong>on</strong>mental, social and occupati<strong>on</strong>,<br />

health and safety issues related to Plinarco and<br />

the Okoli gas storage facility will be c<strong>on</strong>ducted by an independent<br />

c<strong>on</strong>sultant. Results from this audit will be included<br />

in an Envir<strong>on</strong>mental and Social Acti<strong>on</strong> Plan that will need to<br />

be agreed with the Company and implemented over an<br />

agreed timeframe. In additi<strong>on</strong>, a Stakeholder Engagement<br />

Plan will be prepared and released to the public domain.<br />

EBRD c<strong>on</strong>siders the area of influence to include the<br />

Okoli project site and related auxiliary facilities; however,<br />

this will be further investigated as part of the Bank's due<br />

diligence in the field.<br />

The PSD will be updated with the results of investigati<strong>on</strong>s<br />

and main agreed acti<strong>on</strong>s as part of the Bank's envir<strong>on</strong>mental<br />

and social due diligence process.<br />

Rotor Wind Farm<br />

Turkey<br />

The EBRD is c<strong>on</strong>sidering financing the c<strong>on</strong>structi<strong>on</strong> and<br />

development of a 135 MW <strong>on</strong>shore wind independent power<br />

project located in Osmaniye in <strong>South</strong>ern Turkey. The wind<br />

farm is being developed by Rotor Elektrik Uretim A.S., a<br />

company incorporated in Turkey and 100% owned by Zorlu<br />

Elektrik Uretim A.S (Zorlu Enerji). It is expected to be operati<strong>on</strong>al<br />

by the end of 2009 and will be Turkey's largest wind<br />

farm to date.<br />

Transiti<strong>on</strong> impact:<br />

The Bank's involvement in the project will promote further<br />

development of the power sector in Turkey as well as the<br />

following transiti<strong>on</strong> impact potential:<br />

Dem<strong>on</strong>strati<strong>on</strong> effects of new products and processes -<br />

The project would be the first large scale wind project in<br />

Turkey developed <strong>on</strong> a project finance basis. In additi<strong>on</strong>, the<br />

project has the potential to lead to important dem<strong>on</strong>strati<strong>on</strong><br />

effects in terms of envir<strong>on</strong>mental best practice as well as the<br />

financial viability of large scale wind projects which could<br />

attract new developers and investors in the sector.<br />

Improved regulatory framework - The regulatory and<br />

legislative framework for renewable energy in Turkey is<br />

still relatively new and untested. Through the Project, the<br />

Bank will support the regulatory framework, which has<br />

the potential to pave the way for additi<strong>on</strong>al renewable<br />

projects going forward.<br />

Deepening of markets - The project is expected to sell<br />

power to the open market, deepening the extent of the nascent<br />

Turkish power market.<br />

The client Rotor Elektrik Uretim A.S. is a company incorporated<br />

in Turkey and 100% owned by Zorlu Elektrik Uretim<br />

A.S. Zorlu Enerji is majority c<strong>on</strong>trolled by Zorlu Holding A.S.,<br />

a large Turkish c<strong>on</strong>glomerate with operati<strong>on</strong>s in energy, textiles,<br />

electr<strong>on</strong>ics and white goods.<br />

The EBRD will provide up to ˆ45 mln to Rotor Elektrik<br />

Uretim A.S. for the development of the wind farm. Also expected<br />

to participate in the financing package is IFC, EIB<br />

and commercial banks.<br />

Total project cost is ˆ211 milli<strong>on</strong>.<br />

Envir<strong>on</strong>mental impact<br />

Screening category and applicable<br />

performance requirements<br />

Following an Initial Envir<strong>on</strong>mental Examinati<strong>on</strong> (IEE), the<br />

project has been screened B under the Bank's Envir<strong>on</strong>mental<br />

and Social Policy 2008, requiring an Envir<strong>on</strong>mental and<br />

Social Due Diligence (ESDD). The project is at an advanced<br />

stage of c<strong>on</strong>structi<strong>on</strong> and, therefore the Bank's ability to leverage<br />

change to sitting, design and access road c<strong>on</strong>structi<strong>on</strong><br />

is limited. Nevertheless, the IEE and subsequent ESDD<br />

c<strong>on</strong>firmed that the site is not located in a sensitive locati<strong>on</strong><br />

and that both the c<strong>on</strong>structi<strong>on</strong> and future operati<strong>on</strong>al impacts<br />

can be readily identified, assessed and mitigated.<br />

The Bank has undertaken the ESDD jointly with the IFC<br />

who are also c<strong>on</strong>sidering financing the project. The ESDD<br />

includes an Envir<strong>on</strong>mental Impact Assessment (EIA) prepared<br />

by an independent local c<strong>on</strong>sultancy and an envir<strong>on</strong>mental<br />

and social appraisal of the project by the Bank.<br />

Key Envir<strong>on</strong>mental and Social Issues<br />

and due diligence results<br />

Although wind farms have significant benefits in terms of<br />

generating carb<strong>on</strong> free electricity, they can be associated<br />

with envir<strong>on</strong>mental and social impacts due to the locati<strong>on</strong>,<br />

notably in terms of impact <strong>on</strong> flora and fauna as well as<br />

possible impact <strong>on</strong> land use.<br />

Although the project is not located in an envir<strong>on</strong>mentally<br />

or socially sensitive locati<strong>on</strong>, it will have a c<strong>on</strong>siderable impact<br />

<strong>on</strong> the landscape, due to its extensive infrastructure<br />

(access roads) and the positi<strong>on</strong>ing of 54 large wind turbines<br />

<strong>on</strong> a mountain ridge. This issue was identified as part of the<br />

ESDD, and although the impact is limited and the developer<br />

has designed steps to reduce impacts as far as possible, it<br />

can not be eliminated.<br />

The project did not require a full EIA under Nati<strong>on</strong>al legis-<br />

lati<strong>on</strong>, however, an EIA has been developed by the Sp<strong>on</strong>sor<br />

for the Lenders. This EIA has c<strong>on</strong>firmed that the project will<br />

have limited impact <strong>on</strong> flora and fauna and that the site is<br />

located a c<strong>on</strong>siderable distance from bird migratory routes.<br />

Furthermore, the locati<strong>on</strong> will also have limited impact <strong>on</strong><br />

land use and local livelihoods. The Sp<strong>on</strong>sor is developing a<br />

social programme and will support local educati<strong>on</strong>al programmes.<br />

One of the main envir<strong>on</strong>mental impacts is associated<br />

with the development of the associated infrastructure<br />

such as the access roads to the site. To mitigate the potential<br />

impact of soil erosi<strong>on</strong>, an envir<strong>on</strong>mental and social management<br />

and m<strong>on</strong>itoring plan has been developed with the<br />

Sp<strong>on</strong>sor and is included as part of the EIA.<br />

The ESDD has c<strong>on</strong>firmed that the project is structured to<br />

meet the Bank's Performance Requirements (PRs).<br />

Summary of Envir<strong>on</strong>mental and Social<br />

Acti<strong>on</strong> Plan<br />

As a result of the ESDD, an Envir<strong>on</strong>mental and Social<br />

Management and M<strong>on</strong>itoring Plan (ESMMP) has been<br />

prepared in line with the Bank's Performance Requirements<br />

(PRs) to address both the c<strong>on</strong>structi<strong>on</strong> and operati<strong>on</strong>al<br />

phase of the project. This includes the development<br />

of a systematic approach to envir<strong>on</strong>mental and social<br />

management of the c<strong>on</strong>structi<strong>on</strong> process to limit erosi<strong>on</strong><br />

as well as avifauna m<strong>on</strong>itoring at the wind farm. The<br />

Company will implement an envir<strong>on</strong>mental, health and<br />

safety management system to manage the c<strong>on</strong>structi<strong>on</strong>,<br />

operati<strong>on</strong> and future decommissi<strong>on</strong>ing phase. A Stakeholder<br />

Engagement Programme (SEP) has been developed<br />

by the Company, which will include the publicati<strong>on</strong><br />

of annual informati<strong>on</strong> <strong>on</strong> envir<strong>on</strong>mental and social matters<br />

<strong>on</strong> the Company's web sites, as well as local informati<strong>on</strong><br />

in local newspapers, as appropriate. A grievance<br />

mechanism will be maintained by the Company.<br />

Implementati<strong>on</strong> requirements<br />

• The Company will implement the ESAP (as agreed with<br />

the Company) and the Envir<strong>on</strong>mental and Social Management<br />

and M<strong>on</strong>itoring Plan.<br />

• The Company will be required to provide the with an annual<br />

envir<strong>on</strong>mental report to the Lenders, including updates<br />

<strong>on</strong> the bird m<strong>on</strong>itoring undertaken, implementati<strong>on</strong> of the<br />

agreed envir<strong>on</strong>mental and social acti<strong>on</strong> plan, and notificati<strong>on</strong><br />

<strong>on</strong> any material accidents or incidents.<br />

The Company will c<strong>on</strong>duct its business with due regard to<br />

Nati<strong>on</strong>al and EU envir<strong>on</strong>mental regulati<strong>on</strong>s and standards<br />

• The Company will facilitate periodic m<strong>on</strong>itoring visits<br />

by Bank staff or appointed representatives, when<br />

deemed necessary.<br />

The fair c<strong>on</strong>tinued to bring 7 interrelated sectors of industrial<br />

producti<strong>on</strong> together.<br />

1.358 direct exhibitors - 659 in Phase 1 and 699 in Phase<br />

2 - used the fair as a platform to meet existing clients and<br />

establish new c<strong>on</strong>tacts. This year WIN welcomed 113.992<br />

professi<strong>on</strong>al visitors in two phases (Phase 1: 43.645,<br />

Phase 2: 70.347). Besides a str<strong>on</strong>g interest of the domestic<br />

industrial manufacturing sector, the fair has attracted a<br />

significant number of internati<strong>on</strong>al buyers not <strong>on</strong>ly from<br />

neighboring countries but also from all over Europe, the<br />

Far-Middle <strong>East</strong> and America. The number of well qualified<br />

visitors coming from following 70 countries, c<strong>on</strong>tributed<br />

to the high-level of internati<strong>on</strong>ality of the exhibiti<strong>on</strong>.<br />

From 5 to 8 February, the first part welcomed exhibitors<br />

of MACHINERY'09 (14th Machine Comp<strong>on</strong>ents and<br />

Metal Working Fair), WELDING'09 (9th Joining, Welding<br />

and Cutting Technologies Fair), SURFACE TREAT-<br />

MENT'09 (3rd Surface Treatment Technologies Fair)<br />

and MATERIALS HANDLING'09 (8th Materials Handling<br />

and Logistics Fair) fairs.<br />

From 26 February to 1 March, the sec<strong>on</strong>d part c<strong>on</strong>sisted<br />

of OTOMASYON'09 (16th Industrial Automati<strong>on</strong> Fair),<br />

ELECTROTECH'09 (10th Energy, Electric and <str<strong>on</strong>g>Electr<strong>on</strong>ic</str<strong>on</strong>g><br />

Technologies Fair) and HYDROLIC & PNEUMATIC'09 (6th<br />

Fluid Power Technologies Fair) fairs.<br />

Organized at the same locati<strong>on</strong>, the state of the art<br />

TUYAP Fair, C<strong>on</strong>venti<strong>on</strong> and C<strong>on</strong>gress Center, both fairs<br />

were the central venues for the 7 sectors of the manufacturing<br />

industry, where the innovati<strong>on</strong>s, latest technologies<br />

and soluti<strong>on</strong>s were showcased to an internati<strong>on</strong>al<br />

mix of audience. The net exhibiti<strong>on</strong> area used in both<br />

fairs was 47.546 sqm in total.<br />

The fair hosted a total of 242 direct internati<strong>on</strong>al exhibitors<br />

coming from 30 countries in both phases. The official German<br />

pavili<strong>on</strong>s with more than 70 companies presented their<br />

products in both phases, additi<strong>on</strong>ally country pavili<strong>on</strong>s from<br />

<strong>South</strong> Korea, Egypt and Italy as well as the internati<strong>on</strong>al<br />

pavili<strong>on</strong>s increased the dynamism of the fair by offering new<br />

business c<strong>on</strong>tacts in a global market.<br />

This year, Egypt was the Eurasian Business Partner of<br />

WIN Fairs and <strong>on</strong>e of the outstanding events at the fair was<br />

the Business Cooperati<strong>on</strong> Days, during which the markets<br />

of Egypt, Iran and Syria and Ukraine were in focus. The<br />

buyers, related associati<strong>on</strong>s, officials from governmental<br />

bodies used the "Business Cooperati<strong>on</strong> Days" platform to<br />

have face to face meetings with WIN exhibitors.<br />

WIN 2009 IN PICTURES<br />

Industrial Activities Summit and internati<strong>on</strong>al<br />

c<strong>on</strong>ferences makes the fair a perfect<br />

communicati<strong>on</strong> venue<br />

The "Industrial Activities Summit" c<strong>on</strong>sisting of product<br />

presentati<strong>on</strong>s, seminars, forums and panels that were<br />

held simultaneously with the fair showcased the latest<br />

trends and technologies influencing the Eurasian and<br />

Middle <strong>East</strong>ern markets. Over the course of four days,<br />

professi<strong>on</strong>al attendees had the opportunity to get highly<br />

qualified informati<strong>on</strong> from the specialists of the machinery,<br />

welding, surface treatment and materials handling<br />

sectors. Another highlight of the first part was the NRW<br />

Program, including a forum and matchmakings, organized<br />

by the German State of North Rhine Westphalia<br />

and German-Turkish Chamber of Commerce.<br />

WIN Fairs are supported by 68 associati<strong>on</strong>s and 89<br />

trade publicati<strong>on</strong>s of the industry world from Turkey and<br />

abroad. Supporters from governmental bodies, associati<strong>on</strong>s<br />

and media underlined the significance of the fair<br />

as an important trading platform in the whole Eurasian<br />

and Middle <strong>East</strong>ern Regi<strong>on</strong>.<br />

Organized in the same c<strong>on</strong>cept with the world's leading<br />

industrial fair "HANNOVER MESSE", WIN - World of Industry<br />

will be organized in two parts in 2010 as well; 1st part: 4<br />

to 7 February 2010 and 2nd part 25 to 28 February 2010.
