Spring renewal?
In Ireland the 1st February is regarded as the first day
of spring but I don’t think we would be that optimistic.
However, we will notice the days drawing out and the
appearance of the crocuses and the snowdrops will give
us a feeling that spring is perhaps not too far away.
Snowdrop Sunday at Hackthorn Hall is always a special
event so why not pop along on Sunday 12th February for
a spectacular show (see ad on page 33).
Our Village Notice Board on page 1 is filling up with
future events. One very interesting item on the board is
the Voices of the Great War. This will be in the library
from 1st to 14th February (see article on page 50) and is
an exhibition of personal war experiences of Lincolnshire
people.
Keeping with the topic of the library, it is worrying that,
with only months to go before the lease on the current
premises runs out, there is still no definite home for a
relocated library (see article on page 30). Input from the
parish council’s questionnaire (I hope residents completed
and submitted it by 31st January) may provide some
ideas to the council. An obvious home for the library is
the village hall with its central location, car parking and
adjacent bus stop. It does seem strange that more urgent
and detailed discussions on this solution do not appear to
have taken place.
The government’s consultation on press regulation
finished on 10th January and now we have to wait to
find out what it intends to do. We are disappointed to tell
our readers that our MP, Sir Edward Leigh, never did get
back to us on our letter asking for assistance on the matter
despite a further letter requesting a response.
A big thank you goes to everyone who
brought presents and cards for the staff
over the Christmas period; they were
greatly appreciated by all of us. Thanks
also go to the PDA for the excellent (as
always) Christmas lunch in December;
again, much appreciated by all concerned.
We have experienced a high volume of
staff sickness in recent weeks leading
up to Christmas. This is obviously a
particularly busy period, and thanks go
to patients for bearing with us during a
difficult time. We apologise to anyone who
was inconvenienced by any appointment
changes etc.
It would be very helpful to us if requests
for routine repeat prescriptions could be
left on the dispensary answerphone. There
is no need to speak directly to a dispenser
in these cases. Such messages are extracted
and acted upon regularly throughout the
day and it is much safer and more efficient
for staff to use this process rather than
have to break away from whatever they
are doing to answer the ’phone during the
day.
At the time of writing we are still awaiting
the report from CQC following our formal
inspection on 12th September 2016. Once
approved, this will be posted on our
website in due course.
Welton NEWS
As mentioned in the last newsletter, Nurse
Practitioner, Kerry Belshaw, has joined our
team and part of her role is triaging requests
and undertaking appropriate home visits
during the week. A home visit is intended
for those patients who are bed-bound or
terminally ill and unable to attend the
surgery in any other way. Doctors can see
patients much more effectively and swiftly
and carry out any necessary examinations
appropriately in the practice setting rather
than in patients’ homes. Our practice area
is very large and it can take an hour to
travel and undertake certain house calls,
so please be aware that unless there is a
medical need for the visit patients will be
asked to attend surgery. With just under
9,500 patients (and more to come!) it is no
longer possible or necessary routinely to
visit all patients who are discharged from
hospital.
We are doing our best to help our A&E
colleagues and trying to encourage patients
to seek assistance from a pharmacist for
minor complaints, or ourselves where
appropriate, rather than using A&E
services in such circumstances. Please help
us to protect our A&E and ambulance
services; who knows when any of us may
need them in a true emergency?
Love actually
Why do we celebrate St Valentine’s Day?
What does the name conjure up? Red
hearts, love, poetry?
The real St Valentine started life as a priest
during the reign of the emperor Claudius
the second, who persecuted the Church.
Polygamy was rife in Roman times but
soldiers were thought to be better fighters
if they were not married. However the
Church at that time encouraged marriage
as a sacred commitment between man
and wife. Valentine secretly married
many couples until he was caught and
imprisoned and tortured for performing
the ceremonies against the command of
Claudius. His Roman judge, Asterius,
had a daughter who was blind. Valentine
prayed for her to be healed by God; his
prayer was answered and as a result
Asterius became a Christian.
In AD 269, Valentine was sentenced to
death because of his stance on marriage.
We are led to believe he wrote a letter to
Asterius’ daughter and signed it, “From
your Valentine”. So Valentine is known
today as ‘the patron saint of love’.
What is God’s Love? There are several
Greek words used in the Bible to describe
different types of love; agape, God’s
unconditional love for man and woman,
our love for each of one’s brothers and
sisters ‘In Christ’; eros, a love for one
another or a sensual passionate love;
philia, an affectionate regard, a friendship,
brotherly love, a love for a community
Welton NEWS
or a desire for enjoyment and equality
between friends; storge, an affectionate
love especially for parents and children,
an empathy felt for children and family
relations.
There are other ways in which we use
the word, such as to describe a love for
one’s country, or a love of a sport. So we
may not get the card saying “I love you”
but if we turn to the Bible and look in
the New Testament ‘love’ can be found
116 times.
God loves us unconditionally.
Happy Valentine’s Day!
Caroline, Church Steward
Film Club
We had a large turnout for our film in
January when we showed The Lady in
the Van starring Maggie Smith. This
was enjoyed by all and provoked lots of
conversation. The sandwiches and cakes
that followed were greatly appreciated.
Our next viewing will be held on 2nd
February starting at 2pm. Why not come
along to this very popular event? You
will be made most welcome? Tickets are
£3.50 and seats can be booked by ringing
Krafty Kids
By the time you read this we will have
had our first meeting of 2017 and will
have looked at some winter weather.
We provide craft activities, stories and
songs all around a theme and suitable
for our pre-school age group. The group
meets in the chapel the third Thursday
in the month from 2pm to 3.15pm. As
well as the organised activities there are
also toys for the children to play with
while the adults relax, so something for
everyone. Why not come along and join
in the fun?

I did promise myself this year that I
would try to keep any resolutions that I
had made (not publicly) and so I reduced
the number to three. I have broken two
of them already for which I humbly
apologise. One resolution was not to go
on about the wanton destruction of our
hedgerows, particularly in Lincolnshire.
That went out the window just after the
new year as I drove along the A46 towards
Faldingworth. Here there is a terrible sight
of destruction. I have lived in Lincolnshire
for over 50 years now and have noted the
change in direction of our agricultural
ethos. There used to be a fair smattering
of stock in the shape of dairy herds,
beef stock, sheep, duck and hen farming
in progress around the county. It is so
apparent that arable farming has taken
precedence, for whatever reason, and as
a result, the growing and maintenance
of hedgerows and small coppices have
taken a very steep decline, again for
whatever reason. It is not a subject that
can or will be discussed at any time with
anyone in farming, from the Environment
Agency, to the NFU and through the
various echelons of the agricultural world.
I have tried by letters, e-mails and even
direct lobbying but there is no positive
direction or directives from any of the
controlling bodies as to how to maintain
and retain hedgerows for the benefit of
small mammals and birds. In truth, no one
wants to know.
The hedgerow in question is one of
so many that I recall when I used to
regularly drive along the A46, or indeed
any of the main roads and country lanes in
Lincolnshire. It was quite an old hedgerow
with blackthorn, hawthorn, guelder rose,
and field maple, which is, or was, the usual
type of hedge grown to contain livestock
and mark the boundaries. Some five or
six years ago the whole of this particular
hedge was ripped out and burnt in the field,
which saddened me. It had become very
gapped where the odd vehicle had gone
through it, because of lack of judgement
by the driver in negotiating quite a longish
shallow bend in the road. It annoyed me
to think that the hedgerow destruction
had been subsidised by either the EU or
our Department for Environment, Food
and Rural Affairs (Defra). I was pleased
to see that, quite quickly, a new hedge was
planted but solely of hawthorn; couldn’t it
be more varied?
All the new bushes were planted with
their plastic protection collars, very neatly
placed, in close rows. There were no signs
of any possible ditch as that had long been
filled in by the passing traffic. I seem to
recall that in the old days, if you owned
the hedge you were responsible for the
ditch. Nowadays that does not appear to
be the case and, as such, surface water
on the road surface or in the road verges
has nowhere to go. As a consequence the
standing water is forced into the failing
tarmac of the road, causing even more
damage and eventually more potholes. It
cannot be rocket science to make a ditch
and keep it clear. It would save the county
council a fortune by avoiding constant
temporary repairs.
Getting back to the hedge, the planting of
the new hedgerow was again subsidised
by the EU or Defra. The hedge has been
growing for some three to four years
now and has not had a chance to reach
the stage where blossom could form and
produce a crop of berries. These berries
are needed for our small mammals and
birds to eat during the winter months and
the flowers for our insects, butterflies and
moths to collect and pollinate. Recently I
passed by this considerable length of new
hedgerow, which is now about a metre in
height. I saw that the whole hedge from
start to finish has been flailed mercilessly,
smashed to pieces, all prospects of any
green new buds obliterated and scattered
on the grass verge in mounds of shredded
growth. The shards of hawthorn contain
quite a few thorns and indirectly must
be responsible for damage to tyre walls,
particularly on bicycle and motorcycle
wheels. But who cares? Who directs the
Welton NEWS
farmers and contractors to cause this
annual mayhem? Why cannot the hedges
be left to grow and create an environment
for wildlife? No doubt the hedgerow
owner who had all the subsidies to rip
out the old hedge, plant the monoculture
new hedge and flail the new hedge to bits
will soon get another subsidy for being
a member of the Wildlife Stewardship
Scheme. All I ask is why?
P.S. my resolution not to get all wound up
about the destruction of our hedgerows
and the decimation of our wildlife didn’t
last very long, did it?
As reported in last month’s issue, the
Welton-by-Lincoln Parish
Council
Library Committee
In spite of continuing research by the
clerk and library committee over the past
several months, we have nothing new to
report at this time concerning the re-siting
of the library. As stated in my last report,
we have been actively looking for suitable
new premises as the lease with the county
council and Co-op ceases in January 2018
and we have to vacate the premises by
October 2017.
We have looked at providing a Portacabin,
possibly to be sited on parish councilowned
land as there is no other land
available at this time near to the centre of
the village. We will however, endeavour
to keep looking to acquire new premises
for as long as possible and will keep you
informed of any developments.
The volunteers continue to provide an
excellent service by giving their time
Welton NEWS 15
and increasing their experience for the
benefit of all library users and we thank
them for their continued dedication. At
the same time we would still like to hear
from residents who may have any ideas
or suggestions for further services we can
offer and attract more users.
The library continues to be well used but
we would like to see even more people,
especially children, coming through the
doors to swell our numbers. We hope to
encourage more readers to use the library
with a wider variety of activities.
looking at it from a physical and human
geography point of view. If you have a
keen interest or expertise in the geography
of Welton, or how it has changed and is
changing, please get in touch.
There are lots of exciting learning
opportunities planned for the next two
terms. We have already had a year group
visit to Magna and on return we had some
active volcanoes erupt in Year 3; one of
those wow moments for our children!
We will be including a lot of fieldwork,
using the school grounds and the village
to develop geography skills throughout
the next two terms.
Our values for the next two terms are
respect and responsibility. We have been
looking at ways in which we show respect
and take responsibility for ourselves, each
other and our environment. We have
begun to look at self-respect and how we
can care for ourselves through having a
healthy diet, plenty of exercise, drinking
water and standing up for what we believe
Welton NEWS
in. We have also started to look at ways
in which we can show respect for each
other through good manners, thinking and
acting in a way that shows others you care
about their feelings and well-being both in
the classroom and on the playground. We
hope that this extends to children showing
respect in the community. We do receive
phone calls and emails from members of
the community saying how well-mannered
and polite the children of St Mary’s are. If
you do see our pupils showing respect and
responsibility around the village, please
let us know so we can praise them and
celebrate this.
We will be baking for the coffee morning
at St Mary’s Church and we hope to see
many of you there on 9th February.
Please do continue to have a look at our
website at www.welton-st-marys.lincs.sch.
more about what we have been doing.
Dunholme Camera Club
The new year is now well under way
and it’s looking like it’s going to be a
busy one again for the camera club. Our
first month has been a very full one with
four meetings, a couple of explanation
nights on photographic programs, an
entertainment evening with our vicechairman
and I giving a talk on ‘British
Birds’ and, in the final week, the members
brought in their cameras and we had
a discussion evening about ‘all things
camera’; a busy month, as I said.
In February our first meeting will be
on the 2nd when we will have a fun
evening consisting of a photography quiz
which will test members’ knowledge of
photography. The quiz will be set by our
‘chair’ who, at the moment, is Samantha
Ford. Our second meeting on the 16th
will be our first club competition, which
is the annual ‘open’. This is where the
members can enter any photograph they
Welton NEWS 19
want. It is a print-only competition so
just colour and black and white prints.
Our judge for the evening will be Allan
Rowsell. The final meeting of the month
will be a ‘Hints and Tips – Show and
Tell’ evening where the members bring
in their images to share and explain
how they achieved the image, either in
camera or with photographic software.
The second half of the evening will be an
open discussion period so that members
can discuss techniques etc.
Don’t forget that the camera club is
open to everyone; whatever your level of
photography, you will be made welcome.
You may see some great images on our
club website, but don’t be put off,
everyone started on their own learning
curve, so come and see what we can do
for you.
Lives First Responder
Just a few reminders as we head into
what are usually the cold winter months,
a period when your local LIVES group
members look to support members of the
local community if they are unfortunate
enough to have a health emergency. You
can also do your bit by checking up on
friends, relatives and neighbours who
may be more vulnerable to cold weather.
Cold weather is especially dangerous
for older people or people with serious
illnesses, so check in on them if you can.
There are various things you can help and
encourage those at risk to do. Regular hot
drinks and eating at least one hot meal a
day, if possible, helps keep energy levels
up during winter. Wearing several light
layers of warm clothes rather than one
chunky layer is best. Keeping as active
as possible around the house, wrapping
up warm and wearing shoes with a good
grip to go outside on cold days is also
good advice.
Welton NEWS
People with reduced mobility, are 65 or
over, have a health condition such as
heart or lung disease, should heat their
home to at least 18°C. It’s a good idea
to keep bedrooms at this temperature
all night if possible and make sure to
wear enough clothes to stay warm.
During the day the living room could be
slightly warmer but those who are under
65, healthy and active can safely have
their house cooler than 18°C if they’re
comfortable.
Of course some basic advice for everyone
is that icy pavements and roads can be
extremely slippery. Take extra care if
you go out, and wear boots or shoes
with a good grip on the soles. The Met
Office advises putting grit or cat litter on
paths and driveways to lessen the risk of
slipping. It advises that you should wait
until the roads have been gritted before
travelling by car.
In summary, these are a few simple
measures that will help keep everyone
safe during this period and hopefully help
reduce calls to the emergency services.
Finally, our thanks go to the Welton
Parochial Church Council for their recent
donation to LIVES.
Hackthorn School
Grown-ups have a lot to answer for, don’t
they? Somewhere along the way the idea
of a new year of exciting opportunities
got hi-jacked by the notion that new
year resolutions had to be some kind of
endurance test leading to the inevitable
sense of failure that February brings. But
that’s not the Hackthorn Way.
This year brought one of the most exciting
new opportunities our pupils have had
since anyone can remember when, after
weeks of practice and anticipation, a
very excited group finally made the trip
to ‘Young Voices’ to join a choir of
5,011 children and teachers performing
alongside professional singers, musicians,
beat boxers and dancers to a packed
(and we’re talking Sheffield Arena size
packed!) audience.
What was achieved was remarkable.
Some were a little daunted by the scale of
the proceedings but our little community
helped one another enjoy the event,
Welton NEWS 21
whilst still maintaining a healthy respect
for the rules; something which they know
is key to getting the most out of life.
Now here’s the thing. Everyone, on the
way home, was talking about doing it
again next year, which means they are
already looking forward to going back
to school after next Christmas!
Meanwhile, ‘back at the ranch’, there
were a few who were unable to go on the
trip. Were they downhearted? Not a bit
of it, they spent a wonderful day helping
out their younger colleagues in key stage
one as they began a new adventure into
learning all about the senses.
This all happened on Friday 13th; no
time for triskaidekaphobia at Hackthorn
Nostalgic Memories
Fifty years ago Mick Jagger and the Rolling
Stones were enjoying unprecedented
success with ‘Let’s Spend the Night
Together’ and they still are today playing
to sell-out audiences on tour. On this
journey of nostalgia it made me think
about our first television set which was
a black and white (monochrome) one
which we rented from Radio Rentals and
was paid for using a payment book at the
Lincoln showroom; no internet banking
in those days! I recall the television being
notoriously unreliable and it seemed to
spend more time being repaired than
being watched. What sort of programmes
did we watch? Unlike today when we
have a multitude of different channels, I
recall that we were mainly restricted to
three provided by the BBC and ITV. Some
of my favourite childhood programmes
included Animal Magic, presented by
Johnny Morris, who was a guest zoo
keeper capturing the viewer’s imagination
by having pretend conversations with
different animals, a live Dr. Doolittle
and Dad’s Army, a comedy series about
the antics of a Home Guard platoon
admirably led by Captain Mainwaring
(brilliantly portrayed by Arthur Lowe)
and his side-kick Sergeant Wilson
(equally well played by John le Mesurier)
not forgetting Corporal (“Don’t Panic”)
Jones immortalised by Clive Dunn. Like
other remakes, the film version of Dad’s
ST. MARY’S CHURCH NEWS
Army for me lacks something and I think
it is that the chemistry and spontaneity
of the original cast, something of the
original magic, just cannot be portrayed,
no matter how good the cast.
Currently my wife and I particularly enjoy
watching period dramas and detective
‘who dunnits’. Our enjoyment of period
dramas was no doubt inspired in the late
sixties by the BBC series of the Forsyte
Saga which had a massive following,
so much so, that a vicar in Cirencester
felt it necessary to justify his decision
to reschedule evensong. “The important
thing” he wrote, “is that people worship
God, not that they should worship Him
at 6.30pm.”
The Forsyte Saga was a serialisation of a
series of books by John Galsworthy into
26 weekly episodes; a significant gamble
by the BBC but it paid off. The storyline
contained those vital ingredients to ‘hook’
an audience: love and money, passion
and betrayal, romance and rejection,
greed and delusion, coupled with an
outstanding cast, Kenneth More, Nyree
Dawn Porter, Eric Porter, and Susan
Hampshire in leading roles. This led to an
infatuation with costume period dramas
including ITV’s Upstairs Downstairs and,
more recently, Downton.
So be it adventure programmes, period
costume dramas, detective ‘whodunnits’,
or whatever, what does it allow us to
do? Very importantly in a world that is
moving all too quickly, it provides us
with a very necessary valve of escapism, a
vital coping mechanism in which we can
use our imagination to escape from the
humdrum pressures of everyday living.
Jesus himself used a similar strategy so
that when the pressures had become
overwhelming he would withdraw to a
place of solitude. “Then Jesus, because he
knew they were going to come and seize
him by force to make him king, withdrew
again up the mountainside alone.” John
As if this were not enough on Friday 3rd
visit to St Mary’s School, only this time the
children will be demonstrating just what
wonderful goodies can be produced by
using 100% Traidcraft ingredients in their
very special Traidcraft Big Brew. Doors are
open from 10.30am to 11.45am. Not only
will all coffee and tea served be Traidcraft
but we can guarantee that all cakes and
cookies will also be produced using only
Traidcraft products.
Whilst sipping the excellent coffee and
munching on delicious cakes, one or
two of the children will be showing us
just how important the support given to
Traidcraft producers and suppliers is, and
what a difference it makes to communities,
enabling the people at the grass roots to
earn a living wage, live an improved way
of life, and even to be able to afford to
send their children to school.
Looking forward to seeing you all there.
Update from Bertie
Over the new year, we had some friends
come around to the vicarage. It was here
that I experienced my first disco. The
vicar had bought these light bulbs that
you screw in and when the light-switch is
turned on, they spin and fill the room with
different twirling colours.
Now before you jump to conclusions,
dogs aren’t actually colourblind, that’s a
common misconception! I might not see
exactly the same colours as you, but I
was able to enjoy the yellows, blues and
violets and chase them around the room
whilst barking excitedly. Of course that
was misinterpreted as over-excitement and
I was banished to the kitchen for simply
expressing my enjoyment of the wonderful
lights. Ho-hum.
Before we enjoyed the disco, the vicar
and his friend were celebrating some of
the ‘lights’ that had gone out in 2016
by singing some of their songs. We were
treated to classics written by David Bowie,
Prince and George Michael, which was
entertaining.
We’ve enjoyed lots of other lights in the
vicarage recently: flashing lights in the
windows (I couldn’t help but chew a few
the house. It was a little bit sad when they
all got packed away.
I’ve been hearing my owner talk about this
time of year coming up called Candlemas
which he says is celebrated forty days after
the birth of Jesus. He says it’s the time
when we remember Jesus as a baby being
taken to the Temple and met by two older
people, Anna and Simeon. Simeon held
the baby Jesus and called him a Light to
the World. He’s known as the light that
never goes out. Well I guess if life ever
seems dark, looking to someone called the
‘light of the world’ might be a very good
thing to do!
School is seeking volunteers to sit as panel
members to hear its admission appeals.
This successful school is currently
oversubscribed. Those making unsuccessful
applications for places in the school have
a right of appeal to an independent panel.
Panels are totally independent of the school
and made up of a variety of people. The
panels consist of three members and sit
several times a year during term time.
Members act in a voluntary capacity and
hear individual cases. Full training will be
provided and no previous experience is
necessary. Appointments are made by the
Governing Body. Panel members are unpaid
but may claim for expenses.
Panel members are either: lay members;
people who have not been involved in the
running of a school or teaching in one
(although school governors or volunteers in
schools may be used) or education members;
people with experience of education or
who are the parents of a registered pupil at
another school.
Please note that panel members need to
be independent of the school and have no
connection which might mean their ability
to act impartially could be questioned.
to the reduction in funding by Lincolnshire
it struck me that an article in the Welton
this valuable community facility which the
parish council now oversees with the help
of a band of volunteers such as myself.
Let’s start by looking at the non-fiction
section and in particular biographies and
autobiographies that form part of this
range. Looking on the shelves at the moment
we have a wide range to choose from and
it is interesting to take a random look to
see the diversity of who sits next to who.
We have ‘Elizabeth; Renaissance Prince’
by Lisa Hilton who I found sitting between
‘Bob Dylan; Chronicles Volume One’ and
‘Sven-Goran Erikson; My Story’. So we
have a biography that challenges readers
to reassess Elizabeth I’s reign of drama,
scandal and intrigue, next to the chronicles
Emergency Planning
I have written to English councils to let
them know that the ‘Get Ready for Winter’
campaign has recently been launched and to
ask for their help. On the Met Office website
(http://www.metoffice.gov.uk/barometer/getready-for-winter)
they will find advice and
guidance to help communities prepare for
winter.
Since last winter the government has
announced further funding, so that it will
be investing £2.5 billion over the next five
years to reduce the risk of flooding. Work is
already underway, including £12.5 million
invested in temporary flood defences that will
be available this winter to better protect the
country from flooding, but we all still need to
be prepared for severe winter weather.
Town and parish councils are an important
and highly visible part of the fabric of
so many of our communities and I have
been reflecting on my personal experience
as a parish councillor and a local volunteer
working to make sure my own community
is resilient to severe winter weather. In the
parish where I live, the parish council has
developed an emergency plan so that the
community can come together to support
itself in times of emergency, such as flooding.
I was interested to hear on my recent visit
to Boroughbridge in North Yorkshire about
the work of the local flood action committee.
They told me that the process of writing their
own emergency plan had improved the links
between the local community and the key
agencies which makes them better prepared
for all weather-related emergencies.
The ‘Get Ready for Winter’ checklist below
signposts information, tools and examples to
help communities, individuals and businesses
to prepare for the unexpected. Your own
principal authority and local resilience forum
should be able to provide more information
on the risks for your area and provide
emergency advice.
There is a lot of good local community
resilience planning already happening and
I’m keen to share these examples, so please
contact my officials at Resilience- SPA@
communities.gsi.gov.uk with your own
experiences.
Get ready for winter
Planning ahead: a checklist for
Have you linked your parish or town council/
community web pages to the ‘Get ready for
winter’ website http://www.metoffice.gov.
uk/barometer/get-ready-for-winter? This
provides information and advice on how to
prepare for winter weather including health
and wellbeing advice.
1. Be aware of the risks this winter for your
community. Are you aware of the emergency
risks in your area?
Your local resilience forum has a community
risk register outlining the risks in your local
police force area. Contact details for your
local resilience forum are on https://www.
alerts on https://www.gov.uk/sign-upfor-flood-warnings
and on https://service.
subscriber/new.
The British Red Cross has developed an
emergency app that provides local alerts for
severe weather and other emergencies near
you, and provides practical advice on how to
prepare, respond and recover from a range
of emergencies including severe weather.
Go to http://www.redcross.org.uk/Whatwe-do/Emergency-response/Emergency-applanding.
2. Produce a community emergency plan.
Have you looked at the ‘Preparing for
emergencies’ website for advice? Go to https://
www.gov.uk/government/publications/
preparing-for-emergencies/preparing-foremergencies.
Developing a community emergency plan
will help your parish work together to be
prepared for the emergencies and risks you
might face. It’s also a great way to raise
local emergency issues with the emergency
services and agree how you can work better
together before an emergency happens.
36
A community emergency plan sets out
what to do during an emergency with clear
roles and responsibilities, including for
flood or area wardens; lists the actions that
allow key activities to continue in difficult
circumstances; includes a list of the local
assets/equipment that can be accessed during
an emergency, eg 4x4 vehicles; is clear on
how you will identify vulnerable residents
that might need extra help in a winter
emergency; and identifies facilities available
for rest/welfare centres for residents that
have to evacuate their homes due to flooding,
power failure or another winter emergency.
The Humber Emergency Planning Service
website and the Cornwall Council website
have a range of useful examples that
can also be used to produce your own
community and neighbourhood emergency
plans: http://www.heps.gov.uk/lets-getready-community/town-and-parish-council/,
Local small businesses should also be
Street Lighting
Readers will be aware that Lincolnshire
County Council (LCC) is transforming
the way it provides street lighting in the
county. The aim is to save over £1.7m per
year and reduce LCC’s carbon footprint,
light pollution and ongoing maintenance
needs. It currently costs approximately
£5m per year to operate and maintain
the county council’s 68,000 street lights,
with almost £3m of this being spent on
electricity. The authority can no longer
afford to maintain existing lighting levels
and separately has to meet strict targets
for carbon reduction, as set out by the
Climate Change Act 2008.
The project started making changes in April
2016 and has already reduced the council’s
street lighting energy consumption by
25%. So far changes have been made
in and around Lincoln, Gainsborough,
Louth, Grantham, Sleaford, Stamford and
Bourne. The street lighting crews are
currently working in the Spalding and
Holbeach areas and will be moving on to
Welton NEWS
Boston, Skegness and Horncastle in the
new year with a view to completing the
changes by the end of March.
In order to achieve the required savings,
we need to make changes to 58,000 of
our 68,000 street lights and this is what
our resources are currently focused on.
However, we are still dealing with faults
and issues with individual lights. Although
these are considered on a case-by-case
basis, they are mainly dealt with when the
programme visits the area to introduce
LED or part-night lighting. Faults that
are reported after the programme has
visited an area will again be considered
on a case-by-case basis but are generally
investigated when we next have an
emergency maintenance crew in the area.
We are still responding to emergency faults
in accordance with our normal processes.
Emergency faults include columns that
have been knocked over, or are in a
dangerous condition and likely to cause
harm including electrical wires exposed,
column door missing, light cover hanging
loose.
We are aware that some residents may
have an increased fear of crime as a result
of the changes. They may be interested
to learn that Warwickshire County
Council has specifically analysed crime
data since the introduction of part-night
lighting in its area. It is reported that
domestic burglary has reduced by 24%
and anti-social behaviour has reduced by
29%. You can read about these results
at http://news.warwickshire.gov.uk/
a prompt to make notes in your diaries
for this year’s open gardens at Dunholme
Lodge. These open days will be on
Sundays, 7th May and 9th July.
We’ll have craft stalls, books, plants,
a museum, refreshments and, hopefully,
some music. These are very relaxed events
so people can meet friends, bring family
and enjoy a chat over a cup of tea and
some of the best cakes you have ever
eaten! We normally have 200 to 250
people attending and we had an excellent
year in 2016.
All monies raised will go to charity:
entrance money goes to the National
Garden Scheme for their charities and the
rest goes to our church, St Chads. In 2016
we raised over £4,000.
Lincoln City Radio
Your community radio station
The last few weeks have been eventful
ones for Lincoln City Radio (LCR).
When our landlords told us in September
that they were moving within three
months the news triggered a frantic
search for new premises. Setting up new
studios from scratch is not an easy task,
particularly when everyone involved is
a volunteer, and there was a justifiable
sense of achievement when the move
happened in December without a single
lost minute of airtime and with substantial
improvements to the facilities.
LCR now operates from Oak House on
Waterside South in Lincoln. We broadcast
on 103.6fm 24 hours a day, seven days a
week to an area within a 15 mile radius
of our transmitter on the top of Lincoln
Cathedral. If you haven’t listened to
our mix of pre-1990 popular music,
live interviews, local information and
specialist music shows, there’s no time
like the present. Go on, give it a try.
As well as listening to us on 103.6fm
you can also hear us online through our
website (www.lincolncityradio.com) and
you can phone us for more information on
01522 868620. We would be particularly
pleased to hear from anyone interested in
helping out as a volunteer. No experience
of radio is necessary and we would like
to hear from you whatever the skills you
can offer.
Scothern Screening
Fresh into 2017, Flix in the Stix continues
to bring more cinematic delights straight
to your doorstep.
In February and March, Flix in the Stix will
be screening some big budget blockbusters.
In Scothern, the village hall committee
has chosen to screen Eye in the Sky on
Friday 3rd March. Helen Mirren, Breaking
Bad’s Aaron Paul and the late, great
Alan Rickman star in this gripping thriller
about a military officer in command of an
operation to capture terrorists in Kenya.
Her mission escalates when a girl enters
the kill zone, triggering an international
dispute over the implications of modern
warfare.
As usual, tickets cost £3, with £1 from each
ticket donated to the village hall committee
or parish council for use within the venue
or the local community. Blueprint: Film
Foundation is a non-profit organisation
and all other box-office proceeds will be
put towards running the project. Food
and drinks will also be available at each
screening, with all proceeds going to the
local village hall committee. Doors open
at 7pm.
This project is currently funded in part
by Big Lottery Fund’s ‘Awards for All’
Christmas Tree Spectacular
The Christmas tree spectacular was a
great success. It was well supported by the
community and some 22 organisations in
the village responded by each decorating
a tree while having plenty of fun doing
so. Each tree had traditional decorations
as well as specific ones from each group
e.g. pots and seeds from the Gardening
Club, golf tees and score cards from the
Golf Society and knives and forks from the
Luncheon Club.
We had a great weekend with village
playgroup and nursery children visiting to
see the decorated trees, an excellent concert
by Lindum Ladies Choir and a lighthearted
solo performance on guitar and
vocals by our vicar, Rev Adam Watson,
which amused everyone. A steady flow
of visitors over the weekend cleared an
excellent array of cakes provided by the
church members along with copious cups
of tea and coffee. The raffle prize winners
were jubilant at the draw outcome.
Not only did we clear the costs of the
event due to the generous sponsorship
of the trees but we were able to boost
the donations for our chosen charities
for Christmas 2016: Lincs and Notts Air
Ambulance, Macmillan Cancer Nurses and
the Mothers’ Union development fund. We
increased the £730 in the collection plate
at the Christmas services to £1,000 which
was shared equally between the three
Welton NEWS 43
charities. We were also able to supplement
PCC funds by an additional £996 to help
maintain the church in good condition.
The Church Council wishes to thank
everyone for their support in making this
such a great community event which will
undoubtedly be repeated in the future.
Money Matters
Pensions - be prepared
Sadly a valued client and friend died
suddenly and unexpectedly last month.
Last year we undertook a pension review,
moving several pensions to a platform
which benefits from the new pension rules.
This means that as he was under 75 his
widow has the option of taking a tax free
income, whereas before she would only be
entitled to a lump sum. This meant that
in a difficult meeting with his distraught
widow, I was able to bring some good
news which helped considerably, and is
another advantage of pension reviews.
Pensions have been in the news following
‘scams’ where people have been enticed
to either take their pensions as cash and
pay tax, to invest in spurious investments
or to invest their pension in schemes such
as hotels which have proved to be nonexistent.
It is important to review your
pension, but the importance of using a
Welton NEWS
trusted and knowledgeable adviser cannot
be over emphasised.
Other issues to consider are:
Charges, do you know how much you are
paying and is it competitive?
Fund performance; are you invested in
funds which match your risk profile and
are they performing well?
Both issues can make a big difference to
the size of your pension pot when you
retire.
When you do come to take your benefits
you will need carefully to consider your
options. You don’t have to purchase an
annuity, although this may be appropriate.
You can take 25% of your fund as a taxfree
lump sum from a personal pension.
However there is no point in taking this
if you don’t need it (it is in a tax efficient
environment) and putting it in say, a
deposit account. You can draw all or part
of it at any time tax-free, or take a full or
partial tax-free income.
Do you have a property to sell in Welton or Dunholme?
Do you want?
• A hassle free cash sale with 6 week completion.
• No estate agents fees.
• No chain.
• No auction fees.
Selling your property for cash puts you in a strong position
to negotiate on your next property.
Why not give us a call and find out how much your property is worth?
We look forward to hearing from you!
Telephone: 01522 300722
Email: info@orange-egg.co.uk
An annuity income is fixed for life and
there is no return of lump sum on death
once any guarantee period has expired.
The new pension rules allow what is
known as ‘flexi drawdown’. This means
that your pension remains invested and
you can draw what you want when you
want. However it is important to ensure
that your pension does not expire before
you do!
Finally, as I mentioned at the beginning of
this article, there are important tax benefits
on death under the new rules. On death
before age 75 the benefits can be paid as
a lump sum or as a drawdown pension
to any beneficiary tax-free, irrespective of
whether they derived from uncrystallised
or crystallised monies. If you die after
age 75 they are subject to tax at the
beneficiary’s marginal rate, normally 20%
for basic rate tax payers.
Under the new rules you can nominate
beneficiaries to receive any remaining
balance on your death. Formerly this
Welton NEWS 45
would be taxed at 45% but under the
new rules income tax is payable at the
beneficiary’s marginal rate. Using this
facility you could nominate your children
as beneficiaries, which could reduce your
potential Inheritance tax.
Russian ally?
In a letter to The Times in January our
MP, Sir Edward Leigh, asserted that our
ally in two world wars, Russia, is not the
immediate threat. He said that instead of
worrying about Russia annexing Crimea
we should be working with Russia and
President Trump to meet the threat from
jihadist extremism. He did not set out
how we would do this. Presumably he
didn’t mean that we should join in Putin’s
pastime of bombing the hell out of innocent
civilians in Chechnya, Syria or on civilian
Music is Fun
It seems ages since my last report, but
nevertheless fingers have still been tapping
the ivories!
Last autumn saw several newcomers to
Music is Fun, some very young, some
not so young. It is never too late to take
up a musical instrument and, as many
articles have reported, learning a new skill
is particularly good for keeping mentally
alert.
My job never fails to delight me as every
pupil is different, has a different reason for
having lessons and has a different manner
of learning. I am constantly adjusting my
teaching skills to accommodate them all.
Welcome back Sam. She began learning
about seven years ago. Since then she
has married and had breaks in lessons
whilst having her family of three young
children. But she has, somehow, managed
to keep up her practice and is now really
enjoying playing lots of Andrew Lloyd
Webber show tunes. I guess, for her, the
piano is a welcome break from nappies
and teething.
Another lady who came several years ago
for lessons has since told me that it was her
piano that ‘got her through’ the gruelling
months of treatment when she was ill.
Happily she is now in excellent health and
still enjoying her music.
Welton NEWS 47
It was lovely to meet up with my old pupil
Annabel the other day. She is now taking a
music degree with saxophone but wants to
continue with her piano sessions when she
is back home.
In the past few months several pupils
have been busy with exams. In order to
take her Grade six practical exam, Sophie
needed her Grade 5 theory. In November
she passed this with a merit. Now it is
full steam ahead for Grade 6. Rene took
his Grade 1 in November and passed with
flying colours; well done Rene. Zoe took
her Grade 3; no mean achievement having
only started learning three years ago as an
adult. We were both delighted when she
passed with a very high distinction.
This term will see other pupils taking
exams; more news in a few months I
hope.
It is really hard sometimes for modern
children to take on the challenge of constant
daily practice. In their computerised world
a lot of results are only a ‘google’ away,
so to those who stick at it, I salute you all.
What I can tell you, is that the rewards will
be life enhancing, and eventually even life
changing. The skills learnt stay with you
forever.
Have a good year.
Dear Editor
One of our drones is missing.
During the Christmas holidays, we found
a drone on our property. It was one with
a camera attached, which carries a certain
amount of responsibility with regard
to flying near other private buildings
etc. However, we are satisfied that this
particular incident was the result of overenthusiasm
on the part of the owner
to try out his new toy at Manor Park,
unfortunately on a day which was far too
windy for this particular model of drone.
Welton NEWS
At the time of writing, it is my intention
to leave the drone in the care of the parish
council for the owner to collect, along
with a copy of the drone code for them to
read whilst planning their next outing.
We were delighted to join the congregation
for a traditional service of lessons and carols
at Grimsthorpe Castle on Sunday 11th
December. The service was accompanied
by the Stamford Brass Band. Our small
chorus contributed with a yuletide medley
of carols and ‘White Christmas’. The service
was in aid of the St John Ambulance and
it was well attended by over 150 people.
It took place in the wonderful main hall
made available by kind permission of Jane
Heathcote-Drummond-Willoughby, 28th
Baroness Willoughby de Eresby. Lady Jane
is the granddaughter of Nancy Astor, who
died at Grimsthorpe in 1964.
On 17th December we took part in a
service of ‘Carols on the Green’ on Long
Leys Road organised by members of the
Thomas Cooper Memorial Church in
Lincoln. Later that evening we joined
members of Burton Village Social Club for
their Christmas celebrations.
Welton NEWS 49
Quartet singing represents the purest form
of cappella harmony singing. There is just
one singer for each of the bass, baritone,
lead and tenor parts. Recently we have
had various examples of quartet singing
that started with two national gold medal
winners. They were our guests in our
‘Voices in Harmony’ show that sold out
at the Terry O’Toole Theatre in North
Hykeham in late November.
Recently our newly formed quartet,
‘Broken Mould’, made up of members
of Harmony Lincs, entertained guests at
the annual dinner of the Royal Corps of
Signals Association at the Bentley Hotel,
Lincoln. Another quartet, ‘Root Sixteen’,
entertained the crowds at the Lincoln
Christmas Market; they collected £374 for
St Barnabas Hospice.
Our main event, however, took place on
20th December when all the Harmony
Lincs chorus members gathered in the Stags
Head for their usual end-of-year social
evening. This year it was devoted to the
first ‘John Mould Quartet Competition’.
Throughout 2016 quartet singing has
been encouraged as part of our weekly
rehearsals and there has been a steady
increase in interest. Quartet singing is
a great way of building up confidence
and the experience undoubtedly improves
chorus performance. Such has been the
interest that seven quartets took part in
the competition involving twenty-one
individual singers (some sang in more than
one quartet). We were pleased to welcome
Richard Curtis, who was our musical
director five years ago, back into our
midst. He took on the role of adjudicator,
and with his knowledge and background
as a seasoned barbershopper, gold medalist
in both quartet and chorus, we were
very fortunate to have his expertise. The
winners were ‘Four Sing It’ made up of
David Taylor, Alwyn Cox, Tony Chapman
and Peter Drayton.
It was a great night and a fitting way to
end the year.
Welton Village Hall Trust
Recently, Jill Brown and I took a look at
the number of people using the village hall
on a regular basis and were surprised to
discover that in an average month the total
is currently some 1,600, and that excludes
all the one-off events like private parties.
This illustrates both the rich variety of
clubs, societies and organisations in the
village, particularly when you add in the
number that meet at other venues, and the
continuing importance of the village hall
as a focus of village life.
Preparations are now well under way
for the renovation work on the kitchen
which, with any luck, should be complete
by the time of the next issue of the NEWS.
Lincolnshire Voices
of the Great War
From the 1st to 14th February there will
be an exhibition about the Great War in
the Library
Through themed banners, you can
discover the personal stories and
experiences of Lincolnshire people on
both the battlefield and the home front,
often in their own words. Themes will
include the 100th anniversary of the
Battle of the Somme, the contribution
that Lincolnshire made to the war
effort with its aviation industry and
development and production of the first
tanks, the changing roles of women, care
of the wounded, and much more.
Lincolnshire Voices from the Great
War was an exhibition put together to
accompany the poppy installation at
Lincoln Castle last year and has now
been made available to local communities
to exhibit. We didn’t set out to tell the
whole history of World War I, but to use
personal stories of Lincolnshire people
to illuminate little known areas and to
bring them alive. For those personal
stories we often rely on items such as the
diary of a soldier from the local area who
records his experiences of the Somme
battlefield or the postcards from another
Lincolnshire man to his young daughter.
Some of the stories have never been
publicly exhibited before.
The focus is on 1916, a turning-point
year within the four terrible years of the
Great War that saw this country begin
to change in every conceivable way.
Last year was the 100th anniversary of
the Battle of the Somme which began
in the July and lasted until November
and where seven Lincolnshire battalions
fought. It is also the anniversary of
the invention of the tank in Lincoln.
However Lincolnshire has so many
strong connections that the exhibition
covers much more but all done through
Lincolnshire voices.
The exhibition features photographs
from the Lincolnshire archives, from
private collections and from the Imperial
War Museum.
We do hope that you will come along
and have a look while it is in Welton.
Council Meeting
District Councillor Malcolm Parish
complained that the traffic in the village,
and especially along Cliff Road was
frightening; the parking on the chapel
corner was also a hazard, and the police
and the parish council should take action.
He was also concerned that posters on
poles throughout the village seemed to
suggest that the circus was in town. This
made the village untidy and should be dealt
with. Others remarked that parking in the
village centre was a real problem especially
around Manor Lane where double parking
was affecting access by the bus service.
Why, it was asked, does the Co-op prevent
its employees from using its own car park,
and why isn’t it providing special parking
for its own employees rather than having
them take up spaces outside other business
premises elsewhere in the village centre?
District Councillor Steve England advised
the parish council that the referenda on
Dunholme and Scothern neighbourhood
plans would take place later in January.
Welton NEWS
A member of the public asked the council,
now that it has taken responsibility for the
grass verges, why it isn’t taking action on
car parking that is damaging these same
verges. It was explained that the verges
remain in the ownership of the county
council and it is its Highways Department
that has the responsibility for tackling such
behaviour; the parish council has only
taken over the task of cutting the grass on
the verges.
Police representatives were not present but
a report, provided to the council, showed
over the past month there were two antisocial
behaviour incidents in the village,
one being a malicious communication,
one burglary and two ‘suspicious
circumstances’.
A resident, Caroline Grimble, was co-opted
onto the parish council.
A meeting had been arranged for 25th
January to review the ownership, control
and use of the s106 land related to the
Prebend Lane development. It was stated
that representatives from the parish council,
Welton NEWS
Welton Pre-school
It’s been another busy month at preschool.
Since returning from the
Christmas break we have had an
exciting time using the youth centre
while our pre-school building is being
freshened up. The children have been
taking advantage of the bigger space and
they’ve even enjoyed their lunches in the
designated dining hall!
At circle time, our three and four year
olds have been learning their phonic
sounds whilst our two year olds have
been discovering all the lovely colours.
We have also had lots of fun learning life
skills whilst bathing our babies, changing
them, feeding them and washing their
clothes. The children have also prepared
meals in the role-play kitchen and put
their role-play into practice by baking
delicious cakes with Kelly.
If you know anyone of pre-school age
(two+ years old) who are interested in
pre-school, do pop in or contact us on
info@weltonpreschool.co.uk or phone
07564 610390 while we are in the youth
centre.
Another LIVES story
“After my accident I just wanted to give
something back.” Sue Lock from South
Kyme, tells us why losing her thumb led
her to volunteer to help others faced
with other medical emergencies in a film
released in October as part of LIVES
Everyday Heroes week, which celebrated
the 700+ volunteers who give up their
time to save lives across the county.
Sue was at home cutting logs and
kindling in her garden when she slipped
and accidentally chopped her hand.
“As I was cutting the wood I heard a
strange sound and I thought ‘Oh I’ve
cut my hand.’ I saw the blood spurting, I
wrapped it up and ran inside and lay on
the settee.” Amazingly, Sue hadn’t felt
or realised she’d chopped off the entire
thumb of her left hand until her brother
intervened.
“My brother came in the house and
asked my daughter ‘Have you dialled
999?’ she said ‘No, mum wants me to
take her to hospital.’ He said ‘Get on
that phone now while I go and find her
thumb.’”
After dialling 999, the first on scene
was a LIVES first responder, Martin,
who gave Sue her first experience of the
Lincolnshire charity. “He made sure
I was alright and started the initial
treatment. I can’t complain about the
treatment; it was amazing.”
Sadly, medical staff were unable to
reattach Sue’s thumb but this hasn’t held
her back from continuing her hobbies
of gardening and costume making. Her
experience, however, spurred Sue to
volunteer with LIVES so she too can
help with medical emergencies.
“I’m a level 2 responder now. I go
on call as many days a week as I can.
I’m here with my uniform on, just in
my workroom or in the garden or in
the kitchen. As soon as I get the call,
everything is ready and I go.”
Nikki Silver says, “Sue’s story shows
the breadth of calls our responders are
called to. From falls to cardiac arrest
and traumatic injuries, our volunteers
are there day and night to help their
neighbours. To help the community in
such a way is nothing short of heroic and
we’ve loved celebrating them through
Everyday Heroes week”.
Health patient transport
A new provider will be taking over the
management of non-emergency patient
transport across Lincolnshire on 1st July.
Thames Ambulance Service will provide the
service for eligible patients, non-emergency
transport to hospital appointments,
community surgery units and theatre slots
and home again after they have been seen
or discharged. The scheme benefits many
people across the county with around
200,000 journeys undertaken each year.
Craig Esberger, contract liaison manager at
Lincolnshire West Clinical Commissioning
Group, the lead commissioner for the
transport contract, said: “Following a twostage
procurement process containing a
pre-qualifying shortlisting process and full
evaluation of shortlisted bidders, we are
pleased to say we have awarded a five-year
Welton NEWS 59
contract to Thames Ambulance Service.
Thames Ambulance Service will make
contact with the current provider, NSL,
and its staff to begin the transfer process
of both staff and any applicable assets
and information, including patient journey
bookings. I’d like to take this opportunity
to thank the staff at NSL who, over the
last four years, have shown real dedication
to help make the non-emergency patient
transport service a success. The service
provides an essential service to patients
who are otherwise unable to get to their
hospital appointments because of their
medical condition. It means that patients
do not miss out on their treatment just
because they can’t use public transport or
don’t have friends or family to take them
to appointments. It aims to help improve
access to healthcare while reducing health
inequalities.”
Twenty-one members and three guests
went to Doncaster Golf Club (Bessacarr)
on a day when the weather forecast was
for heavy rain and, sure enough, it was
raining as we arrived. The coffee and
bacon butties were very well received and
even the rain had stopped by the time we
started to play. Given the forecast we got
away with very little rain. The course
was in good nick with some bunkers
having a bouncy base which helped JS.
The steak pie when we finished was one
of the best we have tasted.
The winner on the day was Fred Sweeting
with 42 points. We don’t know how he
did it, but he has lost six shots off his
handicap. As he is the handicap secretary
this has delighted other members. It was
a family affair for the other positions:
John Sawyer was second on 32 points,
Stewart Sawyer was third on 30 points
just beating his brother, Andy, on countback.
Will you be able to enjoy financial security in
retirement? Will your pension arrangements provide
sufficient income? Are you paying too much in
charges? How will the new pension rules affect you?
We are pension specialists and can help you answer
all of these questions.

• Are you concerned about Inheritance Tax?
• Why pay more than you need to?
