PRIESTLY PONDERINGS<br />

The Benefice of the Hedinghams and Upper Colnes.<br />

Last month seven of the local churches were joined into a grouping<br />

known as a 'benefice'. This is a very old churchy word but I didn't<br />

really know what it meant. So I looked it up and here is the definition:-<br />

Benefice(n) c 1300 “a church living” – from joining the Latin<br />

beneficium (a favour, service, generosity, kindness, benefit) and<br />

facere (to do, to make).<br />

So the benefice is here to make a difference in these communities by<br />

acts of service, generosity and kindness.<br />

I would like to think that there are a lot of ways in which we do this<br />

already. As well as our Sunday services, we run community events,<br />

visit the sick and the housebound, provide a welcome to young<br />

parents and their pre-schoolers at the Pram Service and the elderly<br />

at our coffee mornings. We bury the dead, baptise (Christen) the<br />

young and old, and marry those who are ready to make a life long<br />

commitment to each other. We also teach people about the Christian<br />

faith with courses like theAlpha course.<br />

One of the most important things we do is pray for our community. We<br />

do this in public in our Sunday worship, we do this in small groups that<br />

meet every week to pray and study, and we do this as private<br />

individuals wherever we live. If you would like us to pray for you or<br />

your family, you can leave us a note in either of the churches, or you<br />

can email your request for prayer to me (email below).<br />

Perhaps there is some other way that you would like to see us<br />

reaching into the community. We are always looking for new ways to<br />

serve the community – and we are always looking for new people<br />

who would like to help us to do that, too! If you feel that you can help<br />

with some children's work, the coffee morning, the choir, the church<br />

flowers, the lent lunches that will be coming along in the next few<br />

weeks, then do get in touch.<br />

The United Reformed Church, at<br />

our true identity has nothing to do with<br />

how we see oursleves or how we feel about<br />

ourselves. If we find our identity in God,<br />

that puts an end to the rat race of trying to<br />

gain the approval of others. It saves us from<br />

the pressure of having to earn it through<br />

hard work, achievements, rank, promotions,<br />

status, education, wealth, property, or<br />

relationships. It delivers us from the drive to<br />

win the approval, admiration, respect, or<br />

even the fear of others. It saves us from<br />

being slaves to what we can own or possess,<br />

collect or create or consume.<br />

The Friends of the Church of St Nicholas is a voluntary group looking for<br />

new committee members. It is great fun arranging village events - but we<br />

Notes from the Bell Tower<br />

Many of you will hear the ringing before the evening service at Castle<br />

Hedingham on a Sunday and the Bell ringing evening at St Peters on<br />

a Thursday evening, some of you may wonder how easy it is to be<br />

involved but are too reticent to ask.<br />

We are constantly looking for new bell ringers and you are most<br />

welcome at the Thursday evening practice, 7.30-9.00pm at St Peters<br />

where ringers of all abilities meet. There is also the Essex Ringing<br />

Course at the Honywood School, Coggeshall, April 6th -8th with tutor<br />

groups ranging from the inexperienced to the more advanced<br />

methods.<br />

CANCER SUPPORT<br />

YELDHAM & DISTRICT CANCER SUPPORT GROUP<br />

The group held its first meeting of the year by setting some goals that will be<br />

both achievable and satisfying. One was to sort out the old family<br />

photographs and create some albums for the younger family members.<br />

Others had ideas such as small gardening projects or books they always<br />

meant to read.<br />

We continue to provide friendly companionship as well as tea, coffee and<br />

nice biscuits. So, if you are a cancer patient, in or beyond treatment, a carer,<br />

or bereaved by cancer, you are welcome at The Reading Room, Great<br />

Yeldham at 10.30-12 on the third Thursday of every month. Next meeting is<br />

16th <strong>February</strong>.<br />

The group can only continue with organisers, so if you have time to help us<br />

WOMEN’S GROUP<br />

Castle Hedingham Women's Group<br />

The next meeting is on Friday <strong>February</strong> 17th at the Memorial Hall,<br />

Castle Hedingham, starting at 7.45pm. The original speaker very sadly<br />

passed away over the Christmas period, so there is a change to the<br />

printed program.<br />

One of our long-term favourite speakers, Paula Short, has very kindly<br />

agreed to come to our meeting and will present her talk entitled<br />

'Josephine Baker – An American in Paris'. Apparently Ms Baker was<br />

quite a character and, as well as being an entertainer, was also a<br />

devoted Civil Rights Activist and WWII heroine. She became wildly<br />

popular in France during the 1920s as a dancer and, despite her death<br />

over 40 years ago, remains a popular icon.<br />

This promises to be a fascinating insight into an amazing person's life<br />

and character. Guests are always welcome, so why not come along for<br />

this talk and see if you like us as a group? Contact Ann on 01787<br />

As we are now in <strong>2017</strong>, Hilda and I are organising coach trips for the new<br />

season. The first planned trip is on Tuesday 16th May. We are going to<br />

Stody Lodge Gardens, near Holt in Norfolk. At that time of year the<br />

gardens are a blaze of colour from the exceptional rhododendron and<br />

azalea collection of over 200 varieties. Areas in the garden include 'The<br />

Azalea Walk', 'Woodland Walk', 'Sunken Garden' and 'Secret Garden'.<br />

There are many images on their website and Hilda has some<br />

photographs.<br />

The cost is £25 per person, including coach, entrance to and a cream<br />

tea in, the gardens. We leave the Shell garage at 9am, then pick-up at<br />

the Bell and Memories. We stop en route at Swaffham, arriving there at<br />

10.45am. Leave Swaffham at 12.45pm and arrive at Stody at 1.30pm.<br />

Time to wander and admire, plus the organised cream tea, before<br />

leaving at 5pm.<br />

Butterflies of East Anglia – an illustrated talk by Mark Wood, lepidopterist<br />

and chair of Butterfly Conservation<br />

Memorial Hall<br />

The Heritage Society's <strong>February</strong> meeting welcomes butterfly expert Mark<br />

Wood to talk on the state of butterflies in our area. More than three-quarters<br />

of the UK butterflies have declined in the last 40 years with some common<br />

species suffering significant slumps. A number of widespread species such<br />

as the Wall, Essex Skipper and Small Heath now rank amongst the most<br />

severely declining butterflies in the UK. Conservation efforts have helped to<br />

arrest some of this decline and Mark will be referring to projects in Essex<br />

and Suffolk as well as informing us about butterfly identification and<br />

ecology.<br />

SCOUTS<br />

Majendie Explorer Scout Unit<br />

We held our annual presentation evening on Wednesday 11th<br />

January at Wooding Lodge and it was well attended with over 60<br />

parents, scouts and invitees attending. We started with a brief update<br />

on numbers and then looked at what we had done in 2016. That is<br />

quite a lot and all of the activities like Southern 50, Badminton, hikes,<br />

rock climbing, kayaking etc you will have read about in the last year.<br />

We then presented year badges, hikes and nights badges before<br />

concluding the giving of awards with the Scouting awards and the<br />

Duke of Edinburgh awards.<br />

Chief Scout Platinum and Bronze Duke of Edinburgh awards were<br />

presented to Abbie Stoney, Abbi Craig, Isabella Ottevenger and<br />

Lewis Craig, Chief Scout Diamond and Silver Duke of Edinburgh<br />

awards were presented to Natasha Hill, Kirsty Page and Holly Smith.<br />

All a culmination of months of volunteering, sport and skill; plus the<br />

expeditions for each section.<br />

Since the evening Daisy Partridge has achieved her Diamond and<br />

Silver Award and hopefully within a month we should have some<br />

more success.<br />

The evening finished with a presentation of many of the activities we<br />

have done in 2016 put together byAdam ranging from Morris dancing<br />

to the North wales trip.<br />

Over the next month we are playing badminton, celebrating both<br />

Burns night and the Chinese New Year, participating in the Southern<br />

50 in the Chilterns and looking forward to longer evenings.<br />

Garage Sale Trail 6th May <strong>2017</strong><br />

This will take place this year on Saturday May 6th and we hope many<br />

garages, forecourts and front lawns will be open to support this<br />

community event raising money for the Majendie Explorer Scout Unit<br />

based in the Hedinghams.<br />

You can participate if you are a householder in either Sible or Castle<br />

Hedingham and receive the magazine monthly through your<br />

NEWS FROM CASTLE HEDINGHAM PARISH COUNCIL<br />

JANUARY 2016<br />

HAPPY NEW YEAR<br />

Councillors wish all parishioners a happy and healthy <strong>2017</strong>. Parish<br />

Council meetings take place at the Castle Hedingham Club, usually on<br />

the 4th Monday of the month, starting at 7.45pm. A public forum is<br />

available at every meeting, when residents can speak for up to 3<br />

minutes on any issue of concern or interest to them. Advance notice of<br />

anyone wishing to speak is helpful but not essential – just turn up! Our<br />

annual parish meeting in <strong>2017</strong> will be held at the Memorial Hall on<br />

Tuesday 9th May, starting at 8pm. This is when we review the work<br />

done by the Parish Council over the past year. Our District and County<br />

Councillors usually attend this meeting to report on their work.<br />

Everyone is welcome to any Parish Council meeting, we would be<br />

pleased to see you there.<br />

BDC LOCAL PLAN AND VILLAGE OPEN SPACES<br />

The Parish Council does not meet in December, but this does not mean<br />

the work stops. We have been working on discussions with Braintree<br />

District Council about the strip of land they own next to the Playing Field<br />

at New Park. Several attempts have been made by the Parish Council<br />

to take out a long-term lease on this piece of land so we can put a small<br />

amount of play equipment there, but so far requests have been refused<br />

by Braintree District Council.<br />

Castle Hedingham was on the agenda for the BDC Local Plan Sub-<br />

Committee meeting on 10th November. A webcast of the Castle<br />

Hedingham discussions at the meeting can be found at<br />

http://braintree.public-i.tv/core/portal/webcast_interactive/252024. At<br />

this meeting a proposal was made to remove the “informal recreation”<br />

designation from the BDC land at New Park, and our District and Parish<br />

Councillors challenged this proposal. The decision has now been<br />

deferred to a later Local Plan Sub-Committee meeting, probably in<br />

<strong>February</strong> <strong>2017</strong>. Our District and Parish Councillors plan to attend and<br />

speak at that meeting.<br />

VILLAGE DEFIBRILLATORS<br />

We are applying for funding for a number of defibrillators for the village,<br />

one to be housed in our adopted telephone box at St James Street. If<br />

anyone has any views on a good location for other defibrillators in the<br />

parish, please contact the Parish Clerk. Every second counts with this<br />

life-saving equipment and we want it to be readily accessible to all and<br />

easy to use in an emergency situation.<br />

FUNDING FOR VILLAGE PROJECTS<br />

Residents are reminded that Castle Hedingham Parish Council has a<br />

grant awarding policy and can make funding available to local groups or<br />

individuals to support projects which benefit our local community. It is<br />

simple to apply by contacting the Parish Clerk in writing at<br />

castlehedinghamparishclerk@gmail.com or at 25 Bayley Street CO9<br />

3DG. The full policy is available to view on the parish website at<br />

www.castlehedingham.org. The process is intended to be as informal<br />

as possible, please contact the clerk if you have any questions.<br />

VILLAGE EVENTS CALENDAR<br />

A Google calendar has been set up on the website<br />

www.castlehedingham.org for village groups and organisations to<br />

publicise and co-ordinate their events to avoid clashes of dates. It is<br />

free and simple to use - secretaries and publicity officers of village<br />

groups or clubs are asked to contact the Parish Clerk at<br />

castlehedinghamparishclerk@gmail.com to be given access to add and<br />

An email had been received regarding the proposed increase in the precept. A copy is on<br />

164. Chairman's Report<br />

Cllr R Volkwyn wished everyone a Happy New Year. He said the Christmas tree had<br />

been a success and thanked Cllr S Metson for supplying the electricity.<br />

165. Youth Council Report. There was no report as there is not a representative from the<br />

Parish Council.<br />

166. County Councillor's Report - Cllr D Finch wished everyone a Happy, prosperous<br />

and pleasant year. He spoke on the following topics:<br />

a. Social Care<br />

Cllr D Finch explained that the government had given ECC the ability to raise a Social<br />

Care precept but Essex have an older population that is growing, 22% of the population<br />

is over 65. This puts pressure on the budget in terms of social care. He feels this precept<br />

is unfair on home owners/occupiers as it is essentially another tax and taxing locally is<br />

wrong. ECC have had to save 106 million pounds and have looked at ways to re-shape<br />

services rather than cut any.<br />

b. Education<br />

Cllr D Finch said ECC were investing 70 million pounds in school building plans, it is a 10<br />

year plan.<br />

c. Highway Maintenance<br />

ECC will pay 65 million pounds each year for the next 3 years on Highway maintenance<br />

and road resurfacing.<br />

d. Digital Age<br />

ECC was looking at ways and means to move the Council into the digital age.<br />

e. Devolution<br />

Information on devolution was quiet at the moment but Cllr D Finch was expecting the<br />

Government to raise the subject again and when it does ECC will be ready. Cllr D Finch<br />

praised Sible Parish Council, he said it is well run, good humoured and gets the business<br />

done.<br />

Cllr R Volkwyn then asked Cllr H Johnson to speak.<br />

Cllr H Johnson reported that there were a number of scams around involving computers<br />

and phones. He warned residents to be vigilant regarding access being gained via<br />

windows. He questioned the purpose of the camera that is on a pole near the football<br />

ground. The clerk will ask Highways.<br />

169. To consider the budget and precept for <strong>2017</strong>-2018<br />

The clerk explained the ring fenced reserves which are ear marked for projects.<br />

Cllr H Johnson said that a diligent Council should be commended and not criticised.<br />

The clerk explained that the Localism Fund Entitlement had decreased over the years<br />

from £18,712 in 2013/14 to £7,649 for <strong>2017</strong>/18 in this time the precept had only been<br />

increased once, for 2018/19 it would be £3,825 and after that it would be nil.<br />

Cllr P Gammon said a gradual rise in the precept rather than a large increase was<br />

sensible.<br />

The Finance Committee recommended the budget which has been circulated to all Cllrs.<br />

It was proposed by Cllr J Skittrall, seconded by Cllr P Gammon and carried unanimously<br />

that the budget is approved and that SHPC precepts for £97386.00 for <strong>2017</strong>-2018. The<br />

precept form was duly completed, signed by the Chairman and countersigned by the<br />

RFO<br />

170. To receive the Accounts for payment. Appendix 1<br />

Cllr G Jefferson proposed the accounts be approved and paid, Cllr D Holmes seconded,<br />

the motion was carried<br />

171. Any other business<br />

Cllr P Sarel asked if any more could be done to support the Post Office, the family own<br />

the building, the Post Office is planned to move into the Londis garage and be staffed<br />

through the Londis staff. He felt it is a very unfair situation for the Postmaster and his<br />

family. Cllr R Volkwyn explained the consultation period had now closed; the Parish<br />

Council had responded to the consultation and received communication back.<br />

Bonjour mes amis we are looking forward to welcoming our French<br />

friends on April 29th until Monday May 1st,it will be a special visit this<br />

year as we will be celebrating the Twentyfifth Anniversary of the<br />

Association, we are busy making plans for a special celebration meal<br />

on the Saturday evening we are making every effort to contact as<br />

many former members as we can, hoping they will be able to join us<br />

for this event plus, of course, all our present members, families and<br />

friends.<br />

Our Cheese and Wine Evening is being held on Friday March 24th at<br />

the Memorial Hall, Castle Hedingham 7 for 7.30pm.£7.50 per<br />

person, the evening will include a very interesting talk to be given by<br />

Teresa Higgins on “Twinning, Europe and Beyond” plus her<br />

fascinating visit to China, she is an excellent speaker so we hope as<br />

The end of one season, the start of another<br />

The Friends of Alderford Mill ended 2016 season of openings with a<br />

very successful Autumn Craft Fair on Sunday 9th October. We had<br />

more than 200 visitors to the Fair who were able to browse around<br />

the stalls set up on the ground floor and many enjoyed a drop of<br />

mulled cider to ward off the chill. We thank everyone who came to<br />

the Fair and to the stall holders for making it a successful day.<br />

Looking back, we have had a very successful season with a large<br />

number of visitors to the Mill. We are pleased that a number of<br />

visitors came from some distance away, in this country and from<br />

abroad, as well as many local people. The highlights of the season<br />

were the Tea on the Miller's Lawn in August and the National Mills<br />

weekend in May.<br />

We shall be opening the Mill in <strong>2017</strong> on the second Sunday of each<br />

month through the summer from April. Details of the openings and<br />

any special events will be in the Parish Magazine from month to<br />

month. We hope that you will come to the Mill to explore this<br />

fascinating, historic building and to find out about milling in the village<br />

over the centuries. In the meantime, if you are interested in joining<br />

the Friends of Alderford Mill to help with looking after the building and<br />

opening it to visitors, please phone the contact listed at the back of<br />

this magazine. No special skill is required, just interest and<br />

enthusiasm.<br />

Hello everyone - it's hard to believe that <strong>February</strong> is here -<br />

the time seems to fly past these days just shows how busy<br />

we all are, especially in the W.I.<br />

This year is the Centenary of the Essex Federation; a lot of<br />

events have been planned I will give details of these in the coming months.<br />

In November our speaker Lisa Andress gave an extremely informative and<br />

interesting presentation about the way in which she had developed and<br />

designed paper based flowers. She brought along a number of excellent<br />

examples, members were able to have a try and with her help produced<br />

some good results.<br />

In December we all enjoyed a wonderful Christmas lunch at Wildens<br />

Restaurant, Bocking - it was a great way to end the year.<br />

After lunch our President, Maureen Lofting, presented Jackie Hawkes, the<br />

overall winner of the monthly competitions, with the Margaret Tanner Dish<br />

and Jean Wells and Maureen herself the winners of the monthly flower<br />

competitions were presented with the Stella Preston Bowl. Well done to<br />

them and all the runners-up; members will have to up their game this year.<br />

Our speaker this month will be Angela Clarke giving a talk entitled “Alive<br />

and Kicking” about the various traditions of Morris Dancing interspersed<br />

with dancing demonstrations. Gosh this should be fun, hope we are not<br />

expected to have a go - ha!<br />

The competition will be “Dancing Shoes”.<br />

Please remember we welcome new faces so feel free to come along to any<br />

of our meetings we are very friendly and there is always an opportunity to<br />

have a chat during tea break and of course enjoy the lovely cakes etc that<br />

our members provide.<br />

Hi everyone gosh Christmas seems so long ago, the snowdrops are<br />

already appearing in our gardens they are such a welcome sight -<br />

makes us feel that Spring isn't too far away.<br />

I am so pleased to say that we all enjoyed a wonderful Christmas<br />

Afternoon Tea at the Poplar Nurseries Marks Tey, there were so<br />

many cakes most of us were given a box to take some home.<br />

As I said in my last report there will not be any meetings in January<br />

and <strong>February</strong> so we look forward to returning on March 9th for a talk<br />

by Peter Miller of Kings Seeds. I am sure he will give us tips on how<br />

to make our gardens look more beautiful for the coming months.<br />

These meetings are held every second Thursday 2pm at the<br />

UNSUNG HEROES<br />

Help us discover our district's unsung heroes<br />

To mark the incredible dedication of volunteers within our district,<br />

Braintree District Council, in partnership with Braintree District Voluntary<br />

Support Agency (BDVSA), have launched a brand new awards scheme<br />

'The Braintree District Volunteers Awards'.<br />

Nominations are now open for residents and groups to celebrate the<br />

good that goes on in our communities. The awards are made up of six<br />

categories all designed to celebrate the effort of volunteers who make<br />

contributions to their community.<br />

Nominating is easy – it can be done easily online:<br />

charities, I know the great depth of goodwill and community spirit shown<br />

by many people throughout the whole of the Braintree District. With these<br />

new awards, we want to recognise their outstanding contributions to the<br />

Friends Groups – Press Release<br />

Libraries are wonderful community spaces that offer a huge range of<br />

services to meet the needs of their communities, but we want to do<br />

more. Friends Groups are a way for people to support their local<br />

libraries and let us know what they want for their community, giving<br />

us the opportunity to make libraries even more amazing.<br />

By joining a Friends Group people will be able to;<br />

Meet others who have a passion for their local library.<br />

Offer their library feedback and suggestions about how best<br />

to meet community needs.<br />

Be ambassadors for their library – raising their profile at local<br />

meetings and events.<br />

Friends groups are much like a PTA (Parent Teacher Association),<br />

there to assist with enabling libraries to offer additional resources<br />

and improved services to their local communities, while forging new<br />

links within them.<br />

We are starting to develop Friends Groups in two of our smaller<br />

libraries, Sible Hedingham and West Mersea, with a view to creating<br />

more across the County.<br />
