Prospects For 2014 18
Prospects for 2014 2014 promises to be another busy year at CCFU. We shall continue to play a catalytic role with a range of partner organisations and individuals through our different programme areas. CCFU wishes to strengthen its ambition to see the role of culture become more prominent on our national agenda, as citizens increasingly search solutions to our collective challenges through our wisdom and cultural resources. CCFU’s ‘Culture in Development’ programme area will involve further training work and a second edition of our ‘Culture in Development’ manual, to include new case study material from Zimbabwe and elsewhere. With anticipated support from Action Aid, CCFU will deepen its work with clan leaders, as important actors in local governance and as protectors of our natural heritage, through research, documentation and advocacy and we will engage in researching culturally-informed forms of governance, borrowing a leaf from experiences in other parts of Africa. CCFU also plans to work, with support from the National NGO Forum, with clan leaders in the areas where the Forum is operational, as part of the continuing ‘Citizens’ Manifesto’ initiative. Our Cultural Heritage programme will continue to occupy an important place on our agenda. We expect the number of Heritage Clubs we support in schools to increase to about 60 and we plan to develop our relationship with another two community museums or other local initiatives, which will act as ‘support hubs’ for neighbouring schools. We look forward to developing further learning materials for the heritage clubs and to holding another national heritage awarding ceremony for youth. With regard to our tangible heritage, CCFU hopes to secure a property of historical significance to protect and to lease as office premises, while participating in the heritage preservation activities led by Kampala City Authority. We may need to pursue the Court of Appeal case for the protection of the Uganda National Museum. We also hope to organise the second Annual Fredrick Nsibambi, Cultural Heritage Specialist Heritage Awards competition, to continue taking part in the activities related to UNESCO’s Intangible Cultural Heritage Convention, as an accredited NGO, and to play an effective role on the Executive Committee of the International Organisation of National Trusts. With regard to cultural rights, as the programme on Promoting Pluralism Knowledge comes to an end in mid-year, we expect to hold a regional symposium on ‘Managing Diversity in East Africa’ and to produce a University teaching module on the subject. We also expect to continue work with the Shalom Mediation Institute in the Rwenzori Region on inter-cultural dialogues and to document the relevance of this approach to resolving governance issues through a new case study. Furthermore, the implementation of the National Cultural Policy and of District Heritage Development Plans will expand, with new initiatives in Kibaale district. Our work with three ethnic minority groups will also continue with the Ik, the Benet and for the first time, with the Bamba, Babwisi and Bavonoma in Bundibugyo. Advocacy work by these groups to safeguard their cultural rights will be supported and a language competition for ethnic minority groups finalised. 19
