Mission Statement 

The mission of The Health Network of The Chester County Hospital is to provide 

high quality care, consistent with identifiable health care needs of Chester County 

area residents and within the constraints of sound fiscal management, as well as 

the education of health care professionals and the community. 

Vision 

The Health Network of The Chester County Hospital will be recognized as a 

dedicated community based health care organization, which enjoys integrated 

provider relationships that foster excellence in clinical and personal service. It will 

seek to develop and implement programs and services, which will enhance the 

health status of the community. The Network will strive to exceed the 

expectations of those it serves, maintain standards of the highest quality, and 

promote a rewarding work environment.

As we approach 

Dear Friends, 

As we approach the end of a year of economic turmoil, and political change, it is good to reflect on those things for which we should 

be thankful. The Chester County Hospital is fortunate to be located in the heart of Chester County – a county that has robust 

double-digit growth, and one identified by Forbes magazine as tenth on its national “Best Counties to Raise a Family” list. Our 

community is rich in history, and has been wise in its use of its natural beauty. 

The Hospital has been a central part of the fabric of the county for 116 years. We have grown as our county has grown. We have 

established comprehensive medical services and added new offices to meet the demand on healthcare. In addition to our main 

Hospital building, we have seven satellite locations to bring care closer to your home. We have medical buildings in West Goshen, 

Lionville, Exton, Dilworthtown, New Garden, Kennett Square and Jennersville. 

However, as we hear feedback from our patients, we appreciate that more and more of you are aware that seeking quality healthcare 

is of paramount importance. However, quality does not always need to be provided at the highest cost. Given the current political 

emphasis on the state of health insurance, we believe that “value” will become the measuring stick in the healthcare industry. You 

will find that we have kept our costs and charges for care much lower than other regional and local hospitals. 

Our physicians, nurses and employees have always been committed to providing quality and compassionate care. In June, we 

earned six prestigious Gold Seals of Approval from the Joint Commission because of the quality standards we uphold. In 

addition, the Centers of Medicare and Medicaid Services recently published comparative data among 33 regional hospitals in two 

quality surveys. Both comparisons featured The Chester County Hospital very favorably, ranking us #1 or #2 on the lists. We 

continue to set and to raise the bar for healthcare in our region. 

As our growing community looks to us for care, it is incumbent on us to make every effort to have the beds and resources needed 

for their well-being. As you no doubt know, we are building a new wing to provide additional patient rooms and to consolidate our 

cardiovascular services and procedural rooms. We are investing in the heart to meet the growing need for cardiovascular care in 

our community. By consolidating these services, other specialty units within the Hospital will gain much needed space. 

We have been raising funds for this expansion for three years. At this date, we have nearly achieved our $30 million comprehensive 

goal due to the generosity of friends in our community. Because of the national economic dilemma, we have been conservative in 

our timing to finance this building project. Guided by our Board of Directors, we had wisely decided not to get involved in some 

of the more risky financing alternatives that have now become problematic for so many other institutions. The contributions that 

our community has entrusted with us are safely set aside, so that when the economic climate is favorable again we can quickly enter 

the bond market and move forward with our expansion plans.

The Chester County Hospital is proud of its non-profit heritage. 

We strive to be your Hospital of choice, not for the purpose of making a profit, but rather to provide our community with the 

highest quality healthcare possible. From our neonatal unit to our hospice program, we offer medical services to support you 

during every stage of your life. 

We know, however, we would not be able to do this without the support of our community. This Donor Report reflects gifts made 

to the Hospital during the 2008 fiscal year, which ran from July 1, 2007 through June 30, 2008. Acknowledged in this report are the 

2,962 donors who gave a total of $8,484,270 this past year to our campaign – Advancing Care, Building Community. This 

campaign supports, among other things, the addition of a new 72-bed wing that will consolidate and integrate all cardiovascular 

services. This report also includes the 2,374 people who contributed a total of $427,205 to the annual appeal. Impressively, we had 

a record-breaking year for annual giving. Your gifts exceeded our expectations and goal by more than $100,000. We are also pleased 

to acknowledge corporate sponsors, volunteers and 1892 Society members. Thank you for your generosity to all these important 

requests for support. 

In an effort to provide more appropriate recognition for our generous donors, we have made a couple of changes in the format of 

this year’s report. We have aggregated all gifts from a donor (i.e., annual, capital, memorial, etc.) and listed that donor at a giving 

level that reflects the total sum of all such gifts made by that donor during the 2008 fiscal year. In addition, we have provided specific 

recognition for donors who have reached lifetime cumulative giving milestones or consecutive giving achievement (some of whom 

have given each and every year for more than 20 years!).

We buy Girl Scout cookies or wrapping paper from the kids in the neighborhood, or we receive a call from a former classmate to 

support our college alma mater. No matter what the cause, we are presented with fundraising options and asked to decide if this is 

an organization we would like to support. This decision-making process is similar to what a granting foundation must determine 

each year for hundreds of deserving organizations. 

Founded by Pierre S. du Pont, the Longwood Foundation and the Welfare Foundation are two examples of organizations that review 

proposals annually from non-profits in their communities and determine if they will be able to provide support for their particular 

initiatives. Peter Morrow, Executive Director of both the Longwood and Welfare Foundations says, “While you might think it is fun 

to be able to give money away, it is difficult to decide which organizations we cannot support and then have to tell them no.” 

Both Foundations have a Board of Directors that meets twice a year to review approximately 75-100 proposals at each meeting. As 

Executive Director, Mr. Morrow prepares an executive summary of all the proposals submitted and recommends the amount the 

Board should consider. Members of the du Pont family continue to manage both foundations. Pierre’s legacy and forethought to 

help others has carried through a number of generations and the opportunity for each foundation to “help those who are deserving 

of need and make a difference in the lives that are touched by that organization is truly rewarding,” Mr. Morrow says. 

Because of its long history with P.S. du Pont, The Chester County Hospital has been a benefactor of both foundations. In the current 

Capital Campaign to build the West Pavilion, the Welfare Foundation made a gift of $250,000 and the Longwood Foundation has 

granted $3 million to date. In addition to the generous gift made by the Longwood Foundation, it has presented a challenge to the 

community. It will give an additional $1 million once the campaign has successfully reached the $24 million mark to enable the 

Hospital to achieve its $25 million goal. Happily, the community is responding positively, and we are closing in on the dollars needed 

to secure the challenge grant.

We can raise a loving family; we can be dedicated workers; or we can support many worthwhile organizations through gifts or 

volunteerism. Many people make an impact through one or two of these ways, while a rare few manage to achieve all of these – and more. 

The late Jack Jubin was one of these people. Although Jack passed away in September 2006, his impact on our community will be felt long 

beyond his passing, in part, due to the gift he left to The Chester County Hospital in his estate plans. 

Mr. Jubin had a deep connection with The Chester County Hospital. His daughter, Carol, was a nurse 

in the Hospital’s Operating Room (OR) for many years, and his cheerful demeanor and helpful 

attitude were always welcome on the unit. As co-founder of the annual Chester County Challenge for 

Cancer Bike Tour, which raises funds for The Cancer Center of Chester County and Neighborhood 

Hospice, Mr. Jubin was regarded in such high esteem that the race was held in his memory in 2007. 

However, his most significant gift came later, when the Hospital learned that Mr. Jubin left a large 

portion of his Vanguard Individual Retirement Account (IRA) to the Hospital. Leaving all or part of 

an IRA to a charity is a tax-wise way of making a gift to a charity since those assets are subject to 

onerous estate and income taxes when left to a non-spouse individual. These taxes are avoided if the 

proceeds of the IRA are left to a charitable organization. Mr. Jubin knew this and directed nearly onethird 

of his IRA to The Chester County Hospital upon his passing. 

Word of his gift came at a crucial time. Even though the Hospital is in the midst of raising funds for its Capital Campaign to support an 

ambitious expansion project, almost every other part of the Hospital has important needs too. After discussions with his daughter, Carol, 

it was decided that her father’s gift, which totaled more than half-a-million dollars, would be split. Half of the gift would go to the 

expansion project, and half would be earmarked for the OR – Carol’s former unit. The benefits from the Capital Campaign portion of the 

gift will take longer to come to fruition, but the OR benefited almost immediately. Because of Mr. Jubin’s forward-thinking generosity, the 

Hospital purchased equipment and supplies that improves the care for our patients, and makes the nurses’ jobs a little more efficient. 

People like Jack Jubin walk through the doors of the Hospital every day, as patients, volunteers or visiting friends. People who care deeply 

about the Hospital believe in the Hospital’s mission and want to leave a lasting legacy. The Hospital is grateful for those individuals who 

have established a gift for the Hospital in their estate plans and recognizes their generosity through membership in the 1892 Society. We 

thank them for their support, and we thank the late Mr. Jubin for his long-lasting positive influence.

Now imagine staying in this position for more than ten weeks, 

in the Hospital, by doctor’s orders to avoid delivering your twin babies 20 weeks prematurely. With each day becoming more difficult 

than the one before, Jennifer Finley held on for her babies’ dear lives 28 weeks and 5 days before giving birth to Braden (3 lbs. 4 oz.) 

and Kaitlyn (2 lbs. 14 oz.) on August 12, 2007. 

Jennifer’s connection to The Chester County Hospital began long before her twins’ arrival. Jennifer met her 

husband, Mark Finley, while she was working in the nutrition department as a teenager; however, she did not 

know at the time that the Hospital would become such an integral part of her life. 

“We chose the Hospital because it is the only one in the area that has a Level III NICU, and we knew our 

pregnancy with the twins was high-risk,” according to Jennifer. Mark and Jennifer were grateful for the 

dedicated care from obstetrician Melissa L. Delaney, DO, and the maternity staff. Jennifer remembers, “We 

became very close with the day and night nurses having been in the Hospital for more than two months. They 

showed us how the equipment worked, and they figured out ways to wash my hair since I wasn’t permitted 

to sit up. They really cared and it showed.” 

The Finleys were so moved by the support they received, they allowed Liz Zehner, RN, Clinical Manager of 

Maternity and Nursery, to share their story in a letter to the community. Her letter was tremendously successful 

and it helped the Hospital reach a new record for Annual Appeal support in fiscal year 2007-2008 – more than 

$427,000. Liz became close to Jennifer because she would visit with her often to help raise her spirits. “I love 

what I do, and I love the Hospital. The nurses here are committed and do whatever they can to provide 

exceptional care,” says Liz. Beginning as a candy striper, Liz has worked as a nurse at the Hospital for more 

than 23 years.When she reunited with the Finley family in August, Liz was excited by the twins’ progress. The 

one-year-old twins look wonderful, with Kaitlyn reaching the 90th percentile for height, and Braden, whose 

stay in the Hospital was longer, sharing a great gummy grin when tickled.

Jennifer and Mark have agreed to share their story with the community for a couple of reasons. “We wanted to give other families hope 

that even against the odds you can make it. And, we felt it was important to do what we could to help support the Hospital. The service, 

equipment and care we received in labor and delivery, maternity and the NICU were crucial to the health of our twins,” says Jennifer.

The Hospital feels fortunate to have the gracious involvement of the Parsons, Bendinelli and extended CTDI families. Whether it is 

through direct care, financial support, or volunteerism, all of the members of the family are making a difference in our Hospital, which all 

result from the values instilled by their parents, Don and Elizabeth. 

Don Parsons, and his sons, Jerry and Dick, founded Communications Test Design, Inc. (CTDI) in the family's West Chester garage 

in 1975. As a privately held, family-owned international business, CTDI specializes in the repair, logistics, engineering and installation 

of telecommunication network equipment. Following the example set by their parents, the Parsons children continue to cultivate a 

philanthropic philosophy in their family and at CTDI. 

“When we were kids, our parents were always thinking of ways our family could help others,” 

remembers son Leo, President and COO. Jerry, Chairman and CEO, adds, “My father found great joy in providing more job 

opportunities for the community and, in turn, helping the families of our employees.” With this in mind, CTDI has become the 12th 

largest employer in Chester County. Their philanthropic dedication makes a difference in the local community. Jerry and Leo are both 

committed to supporting organizations like The United Way and YMCA, which have a tremendous impact on the community. “In 

addition, everyone who works at CTDI helps one another. It extends to our family within the company,” Leo says. The philanthropic 

inclination of their business and their family does not stop with local non-profits, but also extends to Catholic education. “Our father did 

not have the opportunity to go to college, so he invested in education for his children. Our educational foundation lies within the Catholic 

school system, and we are grateful for the values that were instilled in each of us,” says Jerry. 

The Parsons and CTDI family’s outreach extends further into the community by providing support, expertise and 

involvement to the many events, services and programs offered by The Chester County Hospital. Their brother, 

Robert L. Parsons, D.O., Family Medicine, began his connection to the Hospital as a teenage volunteer and now has 

an Exton-based practice. Dr. Parsons always wanted to be a doctor, and he has been involved with the Hospital 

throughout his life. “We are proud to support his life’s work and the Hospital through CTDI. Bob has always wanted 

to help others through medicine, and we are happy to be able to support him in this way,” Jerry says. In addition, the 

brothers feel it is important to support the Hospital in the community in which their families and employees reside. 

When asked what they are most proud of helping the Hospital achieve through their involvement, two thoughts came to mind. Leo says, 

“We are proud of the work our sister, Christine, is doing for the Hospital’s Cancer Program.” As Chair of the SHINE committee, Christine 

Bendinelli has helped raise funds for the Hospital to coordinate transportation and care for people living with cancer. In addition, the 

brothers are pleased with “how the Hospital has kept its community identity while advancing its technologies and facilities through 

fundraising initiatives like the Capital Campaign,” says Jerry.

The VolunTEEN program, for those ages 14 to 18 years old, takes place on Saturday 

or Sunday mornings from 8:30 am to noon. The teens perform a variety of tasks 

throughout the Hospital, including making beds, filling water pitchers, running 

errands, delivering flowers, and escorting patients. The following teens achieved
