If you would like to join the <strong>Glencairn</strong> Crime Watch email list, please<br />

send your name, address and telephone number along with the<br />

email, which you check frequently, to Patty Hill at glencairncrimewatch@live.com.<br />

The meeting for the <strong>Glencairn</strong> Crime Watch is the<br />

second Wednesday of the month.<br />

You will receive information, which has been sent to me from the<br />

Sheriff’s Office, from citizens who have observed events, etc. In<br />

addition, if you want to volunteer as a Block Captain for your street,<br />

you can do so by sending an email.<br />

Sadly, in this era of commuting and busy schedules, few of us get to<br />

know our neighbors. At one time in our history, neighbors knew when<br />

there was a problem and immediately told their neighbors. This effort<br />

will offer information as it comes to my attention. Rumors will be<br />

checked out by the Sheriff’s Office before the information is shared<br />

via email to the residents. <strong>Glencairn</strong> is doing a great job watching<br />

out for each other and calling the Sheriff’s Department to report<br />

suspicious activities, our criminal activity has steadily gone down.<br />

COMMUNITY VOLUNTEERS<br />

Your Board of Directors are volunteers from your community that give<br />

up their time in an effort to make <strong>Glencairn</strong> a better place to live. More<br />

importantly, they strive to keep the property values up since your<br />

home is probably your single largest investment. We trust you will<br />

understand that Board members do not mind discussing association<br />

issues with members. We respectfully request that homeowners do<br />

not approach Board members away from Board or member meetings<br />

to discuss personal deed restriction or collection matters. The<br />

individual Board members cannot make a decision on an individual<br />

basis. It takes a majority vote of the Board to make a decision. That<br />

is why the Board meets on Mondays before the member meeting to<br />

discuss issues with members.<br />

CALL SHERIFF’S OFFICE TO REPORT<br />

AFTER HOURS & ILLEGAL ACTIVITY<br />

If your home backs up to the greenbelt, please call the Sheriff’s Office<br />

at 713-221-6000 if you see or hear suspicious people, underage drinking,<br />

graffiti artists or any activity after 10 PM, etc. Graffiti has extended<br />

to some homeowner fences and to the sidewalks. It is imperative<br />

that you call the Sheriff’s Office, give your address and explain that<br />

this area is behind your home in order to get this activity stopped.<br />

We are looking at solutions to this problem of recalcitrant teens and<br />

young people in their 20’s who have nothing better to do with their<br />

time than disobey the law and terrorize the neighbors.<br />

All common areas (the pool area, the parks, the civic center, tennis<br />

courts, etc.) in <strong>Glencairn</strong> are closed at 10 PM. After 10 PM, people at<br />

any of the common areas are in violation of the trespassing laws of<br />

Texas.<br />

SLOW DOWN IN THE NEIGHBORHOODS<br />

Almost everyone is aware that the Sheriff’s Office has adopted a zero<br />

tolerance of speeding and other violations of the law with a motor<br />

vehicle. That zero tolerance has resulted in an average of 50 tickets<br />

per month issued in <strong>Glencairn</strong>. The speed limit in residential areas, by<br />

Texas law, is 30 miles per hour. There are cautionary signs regarding<br />

slower speeds on curves. There are stop signs, which indicate the<br />

vehicle must come to a complete stop. Residents of <strong>Glencairn</strong> want<br />

to see a slower pace of traffic for the protection of all-especially the<br />

children. For some reason, the people of Harris County seem to be<br />

perpetually late. A suggestion for each of us is to leave five minutes<br />

early in order to avoid the impulse to speed. Develop patience; we<br />

do not want a fatality auto-pedestrian accident in our neighborhood<br />

or any serious accident caused by thoughtless speed. Be mindful of<br />

where you are driving.<br />

residents only.<br />

EXECUTIVE MEETING BOARD ACTION<br />

1. Install streetlight on Dounreay near Jura.<br />

2. Reviewed correspondence from fourteen homeowners and<br />

provide management with responses to forward and action to<br />

be taken.<br />

3. Approved Southern Concrete Raising to inspect the entire<br />

subdivision and submit a proposal to repair every sidewalk between<br />

the curb and the sidewalk as well as driveways between<br />

the sidewalk and the curb. They will be performing this January<br />

19th through the 23rd.<br />

Transportation held an open meeting on January 24, <strong>2017</strong> to discuss<br />

traffic congestion at Highway 6 and Clay Road. Information can be<br />

obtained at “txdot.gov/in-side-txdot/division/transportation-planning/maps.”<br />

DEED RESTRICTION REVIEW<br />

IMPROVEMENTS/MAINTENANCE OF DWELLINGS<br />

The deed restriction violation reviewed in this issue is maintenance of<br />

dwellings. Once again, this is an overview and there could be specific<br />

issues that are not covered. For additional information feel free to<br />

contact the Deed Restriction Department at ACMP, Inc. 281-855-9867.<br />

The Association regularly cites properties with the violations such<br />

as paint house/ACC required, paint garage doors, repair or replace<br />

garage doors, paint mailbox, replace roof and paint or replace house<br />

<strong>Glencairn</strong> News | <strong>March</strong> <strong>2017</strong><br />

trim, among other violations regarding the maintenance of a dwelling<br />

or a house. In most cases these are referred to as exterior maintenance.<br />

A successful realtor has stated items that create good property<br />

values. One of those items was the neat, attractive appearance of the<br />

house and mailbox. There are several issues to keep in mind when<br />

discussing exterior maintenance. These will be presented following<br />

the discussion of the Covenants & Restriction.<br />

Every section of <strong>Glencairn</strong> Community Improvement Association,<br />

Inc. has a restriction regarding exterior maintenance. Once again, the<br />

restriction regarding maintenance of dwellings or exterior maintenance<br />

was not something the Board instituted but was put in place<br />

by the Developer. The restriction was put in place to ensure neat,<br />

attractive dwellings that are in harmony. Dwellings or structures<br />

not maintained or with a wide variety of colors all over the spectrum<br />

present unsightly appearance in the neighborhood. This in turn<br />

would cause property values to decline. Most sections of <strong>Glencairn</strong><br />

C.I.A., Inc. have the following restriction regarding improvements or<br />

alterations to a structure or property.<br />

“Article VII, Section 2<br />

If in the opinion of the Committee the exterior of any dwelling is in<br />

need of repair or maintenance, the Committee shall notify the Owner<br />

thereof in writing of the need of such repairs or maintenance and if<br />

such repairs or maintenance are not accomplished within thirty (30)<br />

days of said notice, then the Committee may proceed to have such<br />

repairs or maintenance work done for the account of and payment<br />

by the Owner and the Owner shall pay upon demand the Committee’s<br />

cost , together with interest at the rate of ten percent (10%) per<br />

annum until such payment is made and reasonable attorney’s fees<br />

if referred to an attorney for collection.;”<br />

And<br />

“Article IV, Section 2:<br />

Architectural Control. No building shall be erected, placed or altered<br />

on any Lot until the construction plans and specifications and a plot<br />

plan showing the locations of the structure have been approved by<br />

the Architectural Control Committee, hereinafter established, as<br />

to the quality of workmanship and materials, harmony of external<br />

design with existing structures and as to location with respect to<br />

topography and finished grade elevation.”<br />

These are the Covenants and Restrictions you agreed to abide by<br />

when you purchased your property in <strong>Glencairn</strong>. Since these were<br />

established the State of Texas has passed legislation, which states:<br />

Section 204.010. (6) “Powers of Property Owners’ Associations…<br />

regulate the use, maintenance, repair, replacement, modification<br />

and appearance of the subdivision;”<br />

The majority of the aforementioned deed restriction letters should<br />

have an accompanying Architectural Change Request for the ACC<br />

committee to review, approve, disapprove or request additional<br />

information. Several past Boards and the current Board were concerned<br />

with the “in the opinion of the Committee” wording in Article<br />

VII, Section 2 of the Covenants and Restrictions. These Boards have<br />

worked on a set of ACC Guidelines that can be distributed to members<br />

in an effort to make them aware of the improvement guidelines. These<br />

guidelines also state that there is an approved color chart available<br />

at the management company office or at Sherwin Williams to select<br />

exterior paint colors. You do not have to purchase Sherwin Williams<br />

paint, if you prefer another brand, just take a sample to the store<br />

where you wish to purchase your paint from. Once again, when the<br />

color is selected, it must be submitted along with the ACC form to<br />

the committee for approval.<br />

The Association, its Board of Directors and management company<br />

have a responsibility to enforce this deed restriction. The Board believes<br />

the enforcement procedure is fair and offers property owners<br />

the opportunity to explain any problems regarding improvements<br />

or alterations to a structure or property.<br />

The management company inspects the subdivision twice a month.<br />

If there is a need for exterior maintenance observed a first class letter<br />

will be sent. Every attempt is made to be as specific as possible in an<br />

effort to help identify the violation and have it corrected. However,<br />

this does not mean each and every situation can or will be addressed.<br />

The first letter states that if there are extenuating circumstances or<br />

you believe the letter is in error, you should contact the management<br />

company. If the ACC form is returned within the ten days stipulated in<br />

the letter this serves as the response. If the ACC cannot be returned<br />

within the ten (10) days then the homeowner needs to inform the<br />

Association when the violation will be corrected. If the violation has<br />

not been corrected and we have not received any response from the<br />

owner by the subsequent inspection, certified letter is sent. A picture<br />

is taken at the time the violation(s) is observed during the second<br />

inspection. The charges for the certified letter and photo are the<br />

responsibility of the property owner in accordance with the Texas<br />

Property Code. If the violation still exists during the subsequent inspection,<br />

it is placed at Board Direction. The violation has now existed<br />

at least six weeks. The Board will inspect the property to observe the<br />

violation and will take one of three courses of action.<br />

If the maintenance is not to the structure itself or will not cause any<br />

type of damage to the structure or property, the Association may<br />

have a contractor correct the violation. The charges for enforcement<br />

of deed restrictions are the responsibility of the property owner but<br />

the Association must pay the expense up front and get reimbursed<br />

by the property owner.<br />

The Association could have the attorney send a letter to the property<br />

owner requesting the violation be corrected. There is definitely<br />

a charge associated with this avenue of enforcement. If the Board<br />

chooses to take the attorney avenue for correction of the violation<br />

and the violation is not corrected, the next step is a lawsuit. Once this<br />

step is taken, legal fees increase rapidly. The Association could send<br />

a “President’s” letter, which is a final appeal from the Association for<br />

the violation to be corrected.<br />

The Association does not want to file lawsuits for any deed restriction<br />

violations. If homeowners communicate with the Board, they have<br />

always worked with the homeowners. The same would apply in<br />

this situation. The key issue is communication. The Board is usually<br />

left with no other choice but to file a lawsuit for the majority of the<br />

exterior maintenance violations due to non-existent written communication<br />

from homeowners.<br />

care to address the Board in private, please contact the management<br />

company in writing and request to be placed on the agenda for the<br />

Executive Director Meeting. The Executive Director Meeting is held<br />

the Monday before the monthly member meetings. The member<br />

meetings take place at the Civic Center on 17030 Kieth Harrow the<br />

second Wednesday of the month at 7:30 PM.<br />

STREETLIGHTS OUT?<br />

Please report outages of streetlights to Centerpoint Energy. Get the<br />

pole number, as well as, the nearest street address and call 713-207-<br />

2222. It is very important that non-working lights are reported for the<br />

safety of each of us. Call it in, call it in!<br />

HARRIS COUNTY ALARM DETAIL<br />

In order to increase compliance and spread awareness, our office is<br />

requesting your assistance in informing residents in your community<br />

through your HOA newsletter or your scheduled HOA meetings of the<br />

need to obtain a permit for operating an alarm system, residential or<br />

business, within unincorporated Harris County. Many residents and<br />

businesses are unaware of the requirement to obtain an alarm permit<br />

once an alarm system has been installed and activated by the alarm<br />

company. Alarm systems are established and defined in the Local<br />

Government Code 233 (subchapter D), as well as the authority to<br />

regulate, adopt rules and impose penalties for unpermitted locations.<br />

Obtaining the required permit will avoid the issuance of a citation<br />

and excessive false alarm fees. The fee for current permit issuance<br />

is $35 with a yearly renewal fee of $10. All permit fees are waived for<br />

senior citizens 65 years or older. Under current guidelines, a permitted<br />

location is allowed five (5) free false alarms annually. Any subsequent<br />

false alarms during your permitted year are subject to a $75 fine that<br />

is billed to the permit holder’s address. If a site has an active alarm<br />

system, yet does not have a permit to operate such alarm, a false<br />

alarm may result in a Class C citation, which could range up to $500.<br />

Should you or your residents require a copy of the permit application<br />

form or would like to review the regulations regarding permit<br />

requirements, you may do so by visiting the Harris County Sheriff’s<br />

Office website at www.hcso.hctx./net. The application can be printed<br />

from the website, then completed and mailed to our office with the<br />

applicable fees. We are currently in the planning stages of making<br />

the application and payment process available on-line for the convenience<br />

to the public. Should you have any questions, please contact<br />

the Harris County Sheriff’s Office Alarm Detail at 713-755-4600 M-F,<br />

8 AM - 5 PM. If you would like any of our Alarm Detail personnel to<br />

attend one of your HOA meetings, we would be glad to attend and<br />

answer as many questions as possible.<br />

BEST OUTDOOR EXERCISE ACTIVITIES<br />

Sports are generally designed to be leisure activities, but you<br />

can turn your favorite outdoor sports and recreational activities<br />

into exercise. As a result, you can use the sports and activities<br />

to improve your fitness level. The five best sports and recreational<br />

activities for exercise improve your overall fitness level<br />

by building strength and endurance while burning calories and<br />

excess body fat.<br />

Cross-Country Skiing: Cross-country skiing is a winter outdoor<br />

sport and recreational activity that combines skiing and hiking.<br />

The natural motion used in cross-country skiing provides an allaround<br />

aerobic workout. Each motion incorporates the shoulders,<br />

back, chest, core and legs, resulting in the ability to burn about<br />

600 to 900 calories per hour.<br />

Backpacking: The simplicity of strapping on a pack and hitting the<br />

trail makes backpacking one of the five best outdoor sports and<br />

recreational activities for exercise. Regardless of the intensity and<br />

duration of the backpacking trip, you burn a significant amount<br />

of calories while experiencing the great outdoors. Backpacking<br />

for one hour can burn about 600 to 700 calories per hour while<br />

building lower body strength and stamina.<br />

Running: Running is a classic outdoor sport and recreational<br />

activity and one of the best for building endurance, stamina and<br />

muscular fitness while burning calories. Running at 8 mph can<br />

burn more than 1,000 calories per hour and you can increase<br />

that amount with rugged outdoor terrain, such as hills or trails.<br />

Cycling: Learning how to ride a bike is a rite of passage for kids,<br />

but cycling can provide a lifetime of exercise and fitness. You<br />

can take the bike on paved roads or trails along with off-road<br />

trails to experience remote locations in the mountains or forests.<br />

Along with burning about 400 calories per hour, cycling builds<br />

lower body strength while improving balance, coordination and<br />

cardiovascular fitness.<br />

Swimming: Swimming is known for providing a low-impact total<br />

body workout, but it’s also one of the top outdoor sports. You<br />

can vary your swimming activity from freestyle swimming to aqua<br />

aerobics in the outdoor pool or local lake. Swimming is a common<br />

alternative to running, cycling or hiking when the weather turns<br />

hot. One hour of swimming burns about 600 to 700 calories and<br />

improves endurance, strength and coordination.<br />

SCOOPAGE PET POOPAGE<br />

It may not be a fabulous way to<br />

walk, but please have courtesy to<br />

please scoop when your pet poops during your walks. Throughout the<br />

community trails, you will find areas to toss your pet’s poopage and in<br />

some areas, there are also bags. Carry your own grocery bags - you’ll be<br />

recycling at the same time! Many of your neighbors work hard with their<br />

lawncare and landscaping. Come with a scooper and a recycled grocery<br />

bag or anything else. Picking up after your pets shows your respect for<br />

every homeowner and our beautiful community. Pet feces damages<br />

lawns and many residents are working hard to maintaining their grass!<br />

PREVENT EXCESSIVE BARKING!<br />

Dogs left alone all day get lonely, bored and restless. Many find relief<br />

in barking. Some respond noisily to any and all activity. Nothing is as<br />

annoying as incessant barking-even for dog lovers. If your dog is a yapper<br />

or a yowler, please consider some of these bark-abatement ideas to keep<br />

the noise down in your area. Your neighbors will thank you!<br />

• Training. Training not only helps your dog, you’ll be surprised how<br />

much it helps you, too. You may get some insight into why your dog<br />

barks so much, or what it is trying to communicate.<br />

• Citronella collars.<br />

• Confinement. Sometimes simply bringing an outspoken dog indoors<br />

or confining it to a crate cuts down on the disturbance to neighbors.<br />

• For inside dogs, reduce stimulus. Close drapes to help muffle street<br />

noise, or leave a radio on to mask it.<br />

• Companionship. Dogs are pack animals; they need companionship-a<br />

cat, bird or another dog. Consider a mid-day visit from a pet-sitting<br />

service or drop your pooch off at a friend’s place or a day-care facility<br />

once or twice a week.<br />

HARRIS COUNTY LEASH LAW<br />

Animals that are not properly restrained pose a threat to all our residents.<br />

While you may know your pet is friendly, an animal running at<br />

someone who is walking by is very scary for that person. Many children<br />

are afraid of animals and become frightened, which could result in the<br />

child getting hurt trying to avoid the animal.<br />

Harris County Animal Control advises, “All dogs and cats must be kept<br />

under restraint while in the unincorporated areas of Harris County,<br />

Texas. The custodian of a dog or cat is not authorized to have, harbor<br />

or keep any unlicensed dog or cat, nor to allow any dog or cat to become<br />

a stray.”<br />

HARRIS COUNTY ANIMAL CONTROL ORDINANCE<br />

Residents of Harris County must be aware of the regulations adopted<br />

by Commissioners Court to meet the standards of the “Texas Rabies<br />

Control Act of 1981.” This ordinance, enforced by Veterinary Public<br />

Health (formerly called Harris County Animal Control) is designed<br />

to protect the health and welfare of Harris County residents.<br />

• Requires the annual vaccination and registration of all dogs and<br />

cats four months of age and older.<br />

Vaccinated within the last twelve months, or;<br />

Vaccinated within the last 36 months provided that the animal was<br />

vaccinated twice within 12 months and the last vaccination was<br />

with a licensed 3-year vaccine.<br />

• Requires dogs and cats to be physically restrained at all times,<br />

without access to the sidewalks and streets.<br />

• Sets a REGISTRATION FEE for all dogs and cats: Updated 8/2011<br />

$15 LIFETIME: for neutered dogs and cats. Proof of neutering<br />

required.<br />

$15 LIFETIME; for dogs and cats belonging to persons 65 years of<br />

age or older.<br />

•NOTE: All pets with lifetime registration must be vaccinated yearly<br />

against rabies.<br />

$75 Triennial License: for dogs and cats with qualifying vaccination<br />

status. Must provide proof of two rabies vaccinations within 12<br />

months and the last vaccination must be with an licensed 3-year<br />

vaccine<br />

$25 ANNUAL: fee for all other dogs and cats.<br />

Sets an IMPOUNDMENT FEE plus a boarding fee to be charged for each<br />

animal picked up. Owner may also be issued a citation for allowing<br />

the animal to run loose.<br />

OTHER<br />

• Impounded animals shall be kept three days to allow the owner<br />

time to redeem them.<br />

• The occupant/head of household of any premises on which a dog or<br />

cat remains for a period of seven days is presumed to be the owner<br />

of that animal.<br />

• All animals suspected of rabies, or animals that bite, scratch or<br />

otherwise attack any person shall be impounded at the discretion of<br />

the County Health Officer, for a period of ten days under veterinary<br />

observation.<br />

• Violators of any provision of this order are guilty of a misdemeanor<br />

and are subject to a fine of up to $200 in a Justice of the Peace Court.<br />

There are many different levels of bird watching from the casual observer<br />

to professionals whose goal is to see as many of the 8,850 species<br />

as possible. In North America there are approximately 800 species.<br />

Some people use nothing more than the naked eye to observe and<br />

others spend thousands of dollars on binoculars, telescopes, cameras,<br />

video and audio equipment, tripods and field guides. “Birding” as<br />

it’s sometimes called, is also a competitive event and there are both<br />

national and international organizations.<br />

Some of the best bird watching, perhaps in the world, is in the Houston<br />

area. Approximately 570 types of birds either call this area home and<br />

are permanent residents or are migratory and just pass through on<br />

their way to some other destination.<br />

The Cornell Lab of Ornithology is a great resource for anyone interested<br />

in birds. If you ever have a problem identifying a bird, their free Merlin<br />

Bird ID app is a must-have. According to Cornell, “If you can snap a<br />

bird photo with your phone - or even take a photo of another photo -<br />

chances are Merlin can help you ID it.”<br />

Birds face the same threat as almost all other wild animals and that is<br />

habitat loss. Trees, brush and grasslands are being destroyed to make<br />

way for roads and buildings. The best way to help our feathered friends<br />

is to replace some of what has been lost. Plant trees and shrubs using<br />

native plants, minimize pesticide use, set up nest boxes, provide water<br />

and keep your cats indoors. Leave some dying and/or dead trees on your<br />

property. Many species depend on cavities in these trees for nest sites.<br />

Next to habitat loss, the next highest cause of bird deaths is collisions<br />

with windows. Covering windows with screening or applying decals or<br />

tape to windows can help significantly. Make sure to check the web for<br />

instructions on how to apply these safeguards.<br />

PARTNER WITH CY-FAIR FCU<br />

A film created by Cypress Ranch High School students, “Behind the<br />

Scenes,” has been selected as a finalist for the Texas High School Shorts<br />

competition of the South by Southwest (SXSW) Film Festival in Austin.<br />

The fictional dark comedy film features a unique twist on a bank robbery<br />

and was partially filmed at the Cy-Fair Federal Credit Union Jones<br />

Road location through a partnership with Cy-Fair FCU President/CEO<br />

Cameron Dickey. Cypress Ranch audio/video production (AVP) teacher<br />

Dustin Boucher worked with student filmmakers Ricky Martinez, Jake<br />

Billard, Sierra Marlborough, Blake Medlin, Paul Shank and Cypress<br />

Woods student Cami Beardmore to produce the film. Cypress Falls AVP<br />

teacher Rakesh Jacob also helped collaborate on the effort.<br />

As part of the partnership, the students also worked with Cy-Fair FCU<br />

to create a commercial promoting the credit union’s new virtual teller<br />

machines (VTMs). CFISD teachers Boucher, Jacob, Butch Stephens of<br />

Cypress Park, Sherry Frank of Cypress Falls and Lori Andrade of Cypress<br />

Woods assisted in the production of the commercial.<br />

Dickey made a cameo in the film as the bank manager. “Working with<br />

this amazingly talented group of storytellers at CFISD Cinema - students,<br />

teachers, credit union employees (and even a cameo by the Cy-Fair<br />

Houston Chamber of Commerce President Leslie Martone) - it is one<br />

of the most fun experiences I’ve ever had. “What they came up with is<br />

just so fun, silly and enjoyable,” Dickey said. “Everyone that has seen<br />

it has said it made them laugh out loud. The video truly exceeded our<br />

wildest expectations.”<br />

The students’ video will be unveiled at the Texas High School Shorts<br />

Dance team members representing the Cy-Fair Brigade, Cypress Lakes<br />

Sterling Stars and the Jersey Village Gold Dusters participated in the<br />

Super Bowl 51 halftime performance at NRG Stadium on February<br />

5 th . Selected groups began rehearsing for the performance in the<br />

evenings at various Houston area stadiums, including NRG stadium.<br />

In total, students attended six rehearsals leading up to the event.<br />

As part of the performance requirements, students and directors<br />

were required to sign nondisclosure statements prohibiting them<br />

from discussing or sharing information regarding the halftime performance,<br />

which featured recording artist Lady Gaga.<br />

“Besides the halftime performance, we were then asked to be among<br />

the three schools that created the pre-game visuals. Being within 100<br />

feet of President and Mrs. Bush, the award-winning cast of Hamilton<br />

and Luke Bryan allowed our students to act out many of the life-long<br />

NEW GAGA PIT<br />

Covenant Academy has a new GaGa pit, thanks to 9 th grade student<br />

Hayden Hutchison. Hayden, a Boy Scout currently at the rank of Life<br />

Scout, was working on his Eagle Service Project to achieve the rank<br />

of Eagle Scout. He chose to serve the school by building a GaGa Ball<br />

Pit. “Covenant Academy has been wanting a GaGa pit for several years<br />

and Hayden’s offer came at just the right time”, explained, Head of<br />

School, Leslie Collins. “We couldn’t be more thrilled with the outcome<br />

and are thankful for Hayden choosing to bless the school in this way.”<br />

MOCK TRIAL COMPETITION <strong>2017</strong><br />

The Covenant Academy Mock Trial team recently participated in a local<br />

competition against other area Houston High Schools. The students<br />

presented a mock murder trial. We are so proud of our team!<br />

ONE ROOM SCHOOL HOUSE<br />

Covenant Academy’s 5 th grade students recently visited the One<br />

Room School House located at the Fort Bend County Museum.<br />

Students enjoyed experiencing life in the 1800’s. Activities included<br />

churning butter, washing clothes by hand, playing traditional<br />

yard games, learning to do school work on a slate board, as well<br />

as signing their name with a quill pen. Even 5 th grade teacher Mrs.<br />

Batluck and the parent chaperones got in on the fun!<br />

Volunteers have been planning this year’s<br />

“Running for Hearts” annual 5K Family Fun<br />

Run and Walk. This fun-filled event will take<br />

place on <strong>March</strong> 25, <strong>2017</strong> and features a<br />

timed 5K trail run, a one mile family fun walk<br />

(strollers welcome), children’s activities, local vendors and more.<br />

Participants will receive a swag bag, a race day t-shirt and are invited<br />

to an after-race celebration featuring a DJ, food and a few surprises.<br />

Prizes for participants include race winners and fund raising winners.<br />

Northside Christian Church (20250 Kuykendahl in Spring) is hosting<br />

this year’s fundraiser, with proceeds going to support Shield Bearer<br />

Counseling Centers. Registration is available at shieldbearer.org/5K.<br />

<strong>2017</strong> OPEN HOUSE & VINTAGE AIRCRAFT FLY-IN<br />

April 22-23, <strong>2017</strong> will be a weekend dedicated in recognition of the<br />

70th anniversary the formation of the United States Air Force as the<br />

Commemorative Air Force (CAF) Houston Wing presents its annual<br />

Open House at the West Houston Airport. This event provides a rare<br />

opportunity for the public of all ages to immerse themselves in the<br />

sights and sounds of WWII and other authentic vintage military aircraft,<br />

which played a huge role in our American history.<br />

In addition to aircraft, several historic military vehicles will be on display<br />

as well as a very unique anti-aircraft gun trailer exhibit from the<br />

Battleship Texas. Our hangar’s WWII museum will also be open and<br />

docents will be available to help all ages enjoy the museum’s displays.<br />

West Houston Airport is located at 18000 Groschke Rd., 2 miles north of<br />

I-10 and between Hwy. 6 and Barker Cypress, will be the place to visit<br />

on Saturday and Sunday, April 22nd and 23rd from 10 AM to 5 PM. The<br />

admission fee is $10 per car, which goes to supporting the organizations<br />

efforts to keep these aircraft flying. The airport gates will be open from<br />

10 AM to 5 PM. Food, drinks and souvenirs and vintage aircraft rides will<br />

in a single-elimination tournament to<br />

14, <strong>2017</strong>, and will conclude with the championship game on April 3 at<br />

University of Phoenix Stadium in Glendale, Arizona. The championship<br />

game will be the first contested in a Western state since 1995 when Seattle,<br />

Washington was the host of the Final Four for that year.<br />

The Northwest Flyers Track Club is now<br />

registering middle and high school athletes<br />

for the spring and summer <strong>2017</strong> season. The<br />

team is sanctioned by USA Track & Field and<br />

provides a full program of “track” events<br />

such as sprints, hurdles, middle distance,<br />

distance and relays and “field” events such<br />

as long jump, triple jump, high jump, pole<br />

vault, discus, shot put and javelin. It is an<br />

excellent “off-season” program for young<br />

athletes who compete on their middle school<br />

or high school track teams. The team, which<br />

is celebrating its 30th anniversary season this<br />

year, was founded by Olympic gold medalist<br />

Fred Newhouse to foster the development<br />

of youth track & field in the northwest Houston<br />

area. In July 2016, the Northwest Flyers<br />

had one of its most successful competitions<br />

ever at the Junior Olympics in Sacramento,<br />

Leaders and Daughters are looking forward to the fun of our annual<br />

Leader/Daughter weekend. This is a time for leaders to spend some<br />

special time with their OWN daughters. Rock climbing, kayaking<br />

and horseback riding are only some of the activities offered. The<br />

Dutch oven cook-off (and eating the results!) and the talent show are<br />

fun parts of this weekend that we look forward to every year. A Girl<br />

Planning meeting is being held to plan our spring Community outdoor<br />

event. Girl representatives from all levels will get together to make<br />

decisions about the kind of event and to plan activities. Girl planning<br />

is a very important part of Girl Scouting and even our youngest Daisy<br />

Girl Scouts get involved.<br />

Region 4 has been offering a series of opportunities for Cadettes,<br />

Seniors and Ambassadors, including Program Aide training and Red<br />

Cross babysitting. Older girls from Copper Creek Meadows join with<br />

girls from neighboring communities to plan and participate in these<br />

activities. The <strong>2017</strong> catalog for day, twilight and resident camp will be<br />

coming out soon. Camp is a great opportunity to learn new skills and<br />

make new friends. Where else can you learn all those camp songs and<br />

wear crazy socks and hats?<br />

Cadette troop 16468 hosted a movie night and panel discussion to<br />

increase awareness of the importance of girls’ access to education.<br />

Those who attended watched the movie “He Named Me Mahala.” The<br />

movie is about Mahala Yousafzai, the youngest ever Nobel Peace Prize<br />

Laureate. At the age of15, she was wounded by Taliban gunmen. She is<br />

an educational activist in Pakistan and campaigner for the worldwide<br />

rights of children.<br />

Scouting provides youth with a sense that they are important<br />

as individuals while promoting activities that lead to personal<br />

responsibility and high self-esteem. As a result, when hard<br />

decisions have to be made, peer pressure can be resisted and the<br />

right choices can be made.<br />

Scouting provides a rewarding experience for boys ages 5 to 21.<br />

Scouting through the local Packs and Troops teach outdoor and<br />

life skills which help our youth Be Prepared. Your area is serviced<br />

by the BSA Sam Houston Area Counsel - Copperhead District<br />

which includes 23 Cub Scout Packs (boys 5 to 10 years old), 13<br />

Troops (boys from 11 to 18 years old) and 10 Venturing units<br />

(boys and girls from 14 to 21).<br />

Our Units typically meet weekly.<br />

Many of our units are supported by the local Elementary Schools<br />

including: Birkes, Copeland, Duryea, Fiest, Hemmingway,<br />

Holmsley, Horne, Jowell, Lowery, Metcalf, Owens, Postma,<br />

Robinson, Sheridan, Tipps, Walker and Wilson.<br />

Other Community groups include: Autumn Creek Baptist Church,<br />

Beck and Masten Automotive, Cornerstone United Methodist<br />

Church, Copperfield Church, Crossbridge Church, Cy-Fair Kiwanis<br />

Junior troop 113035 worked on their Simple Meals Badge at HEB. They<br />

cooked eggs and prepared lunch and a desert. They also learned about<br />

basic kitchen safety and preparing healthy meals.<br />

Girl Scouting is open to all girls ages 5 (must be in kindergarten) through<br />

18, who are willing to accept the Girl Scout Promise and Law. Girls may<br />

join at any age and no previous Scouting experience is required.<br />

Ash Wednesday is the first day of the Season of<br />

Good Friday. It is traditionally a time for worshippers<br />

to gather together with penitent hearts<br />

to have their foreheads marked with a cross of<br />

ashes in an act of penance and contrition before<br />

BANANA CREAM PIE MADE EASY<br />

You could make this on National Banana Cream Pie Day <strong>March</strong> 2 nd !<br />

INGREDIENTS:<br />

3 cups heavy cream<br />

1/2 cup crushed ice<br />

1 (3.5 ounce) package instant banana pudding mix<br />

1 (3.4 ounce) package instant vanilla pudding mix<br />

3 bananas, sliced<br />

1 (9 inch) pie shell, baked<br />

1 cup heavy cream<br />

DIRECTIONS:<br />

Using an electric mixer, whip 3 cups heavy cream on low speed until it starts to thicken. Add<br />

crushed ice and continue to whip another 4 minutes. Increase speed and add vanilla and<br />

banana pudding mixes, whipping until pudding mixes are blended fully with the cream and<br />

the mixture thickens. Increase speed to high and beat until mixture is stiff.<br />

Line the bottom and half way up the sides of pie crust with banana slices.<br />

Cover bananas with half of the banana cream mixture and top completely<br />

with banana slices. Top with the remaining banana cream mixture. In a<br />

small bowl, whip 1 cup cream until stiff peaks form. Using a pastry bag,<br />

pipe cream onto top of pie, covering completely. Refrigerate 1 hour before<br />

HONEY CHICKEN KABOBS<br />

You could make this on National Something on a Stick Day <strong>March</strong> 28 th !<br />

INGREDIENTS:<br />

1/4 cup vegetable oil<br />

1/3 cup honey<br />

1/3 cup soy sauce<br />

1/4 teaspoon ground black pepper<br />

8 skinless, boneless chicken breast halves - cut into 1 inch cubes<br />

2 cloves garlic<br />

5 small onions, cut into 2 inch pieces<br />

2 red bell peppers, cut into 2 inch pieces<br />

skewers<br />

DIRECTIONS:<br />

In a large bowl, whisk together oil, honey, soy sauce and pepper. Before adding chicken,<br />

reserve a small amount of marinade to brush onto kabobs while cooking. Place the chicken,<br />

garlic, onions and peppers in the bowl and marinate in the refrigerator at least 2 hours (the<br />

longer the better).<br />

Preheat the grill for high heat. Drain marinade from the chicken and vegetables and discard<br />

marinade. Thread chicken and vegetables alternately onto the skewers. Lightly oil the grill<br />

grate. Place the skewers on the grill. Cook for 12 to 15 minutes, until chicken juices run clear.<br />

• Plant vegetables such as tomatoes, sweet corn and snap beans and<br />

the soil has warmed sufficiently - 70 degrees F. or higher), southern peas,<br />

pumpkin, squash, peanuts and watermelon.<br />

LAWN<br />

• Re-sod or replant as needed with turfgrasses adapted to this part of Texas<br />

and suited to the planting location (shade or sun).<br />

• When resodding semi-shaded areas with St. Augustine, use ONLY the<br />

variety Floratam for best pest resistance.<br />

TREES AND SHRUBS<br />

• Plant container-grown trees and shrubs as soon as possible. In shady<br />

areas, where grass is difficult to grow, consider planting a dependable<br />

• Prune spring flowering and evergreen shrubs during early <strong>March</strong>. However,<br />

The Houston Livestock Show and Rodeo, also called RodeoHouston<br />

or abbreviated HLSR, is one of the largest live entertainment and<br />

livestock exhibitions. It also includes one of the richest regular-season<br />

rodeo events. It has been held at NRG Stadium in Houston,<br />

Texas, since 2003. It was previously held in the Astrodome. It is<br />

considered to be the city’s “signature event,” much like New Orleans’s<br />

Mardi Gras, Dallas’s Texas State Fair, San Diego’s Comic-Con<br />

and New York City’s New Year’s Eve at Times Square.<br />

The Friday before the Parade,<br />

Day,” where the entire<br />

RODEO HISTORY/FACTS<br />

RODEO PARADE<br />

In 1937, planning had begun for the first Rodeo Parade leading up to<br />

the 1938 Houston Livestock Show and Rodeo. The first parade was<br />

headed by Mounted Police and various dignitaries on the city, county<br />

and state levels, who also rode horseback. There were two bands with<br />

a Drum and Bugle Corp.<br />

In 1952, the Salt Grass Trail ride was the first trail ride that was formed<br />

by only a few men. The following year, the publicity from that ride<br />

attracted more people to join.<br />

All of the Trail Riders converge on Memorial Park to camp out for the<br />

night before heading down Memorial Drive to where it empties out onto<br />

Texas Ave to line up for the parade.<br />

The parade has approximately 115 different groups joining in the festivities.<br />

There are 15 trail rides, 20 floats, 15 commercial wagons and<br />

stagecoaches and 10 to 15 university and high-school marching bands<br />

in addition to Show officials, other elected officials and dignitaries on<br />

horseback and in vehicles.<br />

The Trail Rides (cavalcades) are a long tradition with the rodeo and<br />

gather at Memorial Park to camp for a rest and party before the big<br />

Annual Rodeo Parade through Downtown Houston.<br />

WORLD’S CHAMPIONSHIP BAR-B-QUE CONTEST<br />

The World’s Championship Bar-B-Que Contest, also simply known as<br />

“The Cookoff,” started in 1974 and has consistently drawn massive attendance<br />

numbers for the three-day event, drawing a record 264,132 visitors<br />

in 2013. It takes place on the southern parking lot of NRG Stadium, with<br />

over 350 teams participating every year and is generally considered a<br />

“Hot Ticket,” as most are for members or by invitation only. While the<br />

event is open to the general public, those that can get into the tents are<br />

generally allowed an unlimited amount of food and beverages.<br />

THE CALF SCRAMBLE<br />

Since the addition of the event in 1942, it has been one of the more<br />

popular events during the actual rodeo. The event features 14 calves and<br />

28 students who must try to capture one of the calves, put a halter on<br />

it and bring it back into the “winners square” in order to claim the win.<br />

One of the rules is that as long as a contestant is actually in the act of<br />

holding the calf (i.e. Holding it by the tail) to get the halter on, no other<br />

participant may interfere unless the calf wriggles itself free. It’s at this<br />

point where the calf is fair game once again. The event is held nightly<br />

between major events in the Reliant Stadium. Each of the students who<br />

catch a calf is awarded a $1,250 certificate to purchase a registered beef<br />

heifer. Raising and showing this heifer becomes a yearlong project as<br />

the scrambler sees to the grooming, feeding and care of the animal. The<br />

exhibitor returns to the Houston Livestock Show the following year for a<br />

special competition. Calf Scramble exhibitors receive a $250 bonus when<br />

they return to compete with their heifer, totaling their $1,500 certificate.<br />

A similar events for youngsters is Mutton Bustin’, for 5 and 6-year-olds,<br />

who try to ride on top of a sheep for eight seconds.<br />

Rodeo Houston also features the traditional rodeo events of bull riding,<br />

bareback riding, saddle bronc riding, team roping, steer wrestling, calf<br />

roping, barrel racing (women only) and chuck wagon racing.<br />

TRANSPORTATION<br />

With between 60,000 and 150,000 people attending the rodeo each day,<br />

every year, the city’s transportation infrastructure is taxed as it must<br />

also compete with regular Houston Rush Hour on regular business days.<br />

There are a variety of ways into and out of the complex that include Park<br />

and Ride lots in certain parts of the city that are provided by the event as<br />

an express straight onto the property, Taxi, Self Parking, and METRORail.<br />

The Coordinators of the event try to persuade attendees to use public<br />

transportation as the most convenient way to and from the Rodeo.<br />
