NEWS FROM GLENCAIRN
EMAIL LIST SET UP FOR INSTANT PROBLEM NOTIFICATION
If you would like to join the Glencairn Crime Watch email list, please
send your name, address and telephone number along with the
email, which you check frequently, to Patty Hill at glencairncrimewatch@live.com.
The meeting for the Glencairn Crime Watch is the
second Wednesday of the month.
You will receive information, which has been sent to me from the
Sheriff’s Office, from citizens who have observed events, etc. In
addition, if you want to volunteer as a Block Captain for your street,
you can do so by sending an email.
Sadly, in this era of commuting and busy schedules, few of us get to
know our neighbors. At one time in our history, neighbors knew when
there was a problem and immediately told their neighbors. This effort
will offer information as it comes to my attention. Rumors will be
checked out by the Sheriff’s Office before the information is shared
via email to the residents. Glencairn is doing a great job watching
out for each other and calling the Sheriff’s Department to report
suspicious activities, our criminal activity has steadily gone down.
COMMUNITY VOLUNTEERS
Your Board of Directors are volunteers from your community that give
up their time in an effort to make Glencairn a better place to live. More
importantly, they strive to keep the property values up since your
home is probably your single largest investment. We trust you will
understand that Board members do not mind discussing association
issues with members. We respectfully request that homeowners do
not approach Board members away from Board or member meetings
to discuss personal deed restriction or collection matters. The
individual Board members cannot make a decision on an individual
basis. It takes a majority vote of the Board to make a decision. That
is why the Board meets on Mondays before the member meeting to
discuss issues with members.
CALL SHERIFF’S OFFICE TO REPORT
AFTER HOURS & ILLEGAL ACTIVITY
If your home backs up to the greenbelt, please call the Sheriff’s Office
at 713-221-6000 if you see or hear suspicious people, underage drinking,
graffiti artists or any activity after 10 PM, etc. Graffiti has extended
to some homeowner fences and to the sidewalks. It is imperative
that you call the Sheriff’s Office, give your address and explain that
this area is behind your home in order to get this activity stopped.
We are looking at solutions to this problem of recalcitrant teens and
young people in their 20’s who have nothing better to do with their
time than disobey the law and terrorize the neighbors.
All common areas (the pool area, the parks, the civic center, tennis
courts, etc.) in Glencairn are closed at 10 PM. After 10 PM, people at
any of the common areas are in violation of the trespassing laws of
Texas.
SLOW DOWN IN THE NEIGHBORHOODS
Almost everyone is aware that the Sheriff’s Office has adopted a zero
tolerance of speeding and other violations of the law with a motor
vehicle. That zero tolerance has resulted in an average of 50 tickets
per month issued in Glencairn. The speed limit in residential areas, by
Texas law, is 30 miles per hour. There are cautionary signs regarding
slower speeds on curves. There are stop signs, which indicate the
vehicle must come to a complete stop. Residents of Glencairn want
to see a slower pace of traffic for the protection of all-especially the
children. For some reason, the people of Harris County seem to be
perpetually late. A suggestion for each of us is to leave five minutes
early in order to avoid the impulse to speed. Develop patience; we
do not want a fatality auto-pedestrian accident in our neighborhood
or any serious accident caused by thoughtless speed. Be mindful of
where you are driving.
DEED RESTRICTION REVIEW
IMPROVEMENTS/MAINTENANCE OF DWELLINGS
The deed restriction violation reviewed in this issue is maintenance of
dwellings. Once again, this is an overview and there could be specific
issues that are not covered. For additional information feel free to
contact the Deed Restriction Department at ACMP, Inc. 281-855-9867.
The Association regularly cites properties with the violations such
as paint house/ACC required, paint garage doors, repair or replace
garage doors, paint mailbox, replace roof and paint or replace house
Glencairn News | March 2017
trim, among other violations regarding the maintenance of a dwelling
or a house. In most cases these are referred to as exterior maintenance.
A successful realtor has stated items that create good property
values. One of those items was the neat, attractive appearance of the
house and mailbox. There are several issues to keep in mind when
discussing exterior maintenance. These will be presented following
the discussion of the Covenants & Restriction.
Every section of Glencairn Community Improvement Association,
Inc. has a restriction regarding exterior maintenance. Once again, the
restriction regarding maintenance of dwellings or exterior maintenance
was not something the Board instituted but was put in place
by the Developer. The restriction was put in place to ensure neat,
attractive dwellings that are in harmony. Dwellings or structures
not maintained or with a wide variety of colors all over the spectrum
present unsightly appearance in the neighborhood. This in turn
would cause property values to decline. Most sections of Glencairn
C.I.A., Inc. have the following restriction regarding improvements or
alterations to a structure or property.
“Article VII, Section 2
If in the opinion of the Committee the exterior of any dwelling is in
need of repair or maintenance, the Committee shall notify the Owner
thereof in writing of the need of such repairs or maintenance and if
such repairs or maintenance are not accomplished within thirty (30)
days of said notice, then the Committee may proceed to have such
repairs or maintenance work done for the account of and payment
by the Owner and the Owner shall pay upon demand the Committee’s
cost , together with interest at the rate of ten percent (10%) per
annum until such payment is made and reasonable attorney’s fees
if referred to an attorney for collection.;”
5
And
“Article IV, Section 2:
Architectural Control. No building shall be erected, placed or altered
on any Lot until the construction plans and specifications and a plot
plan showing the locations of the structure have been approved by
the Architectural Control Committee, hereinafter established, as
to the quality of workmanship and materials, harmony of external
design with existing structures and as to location with respect to
topography and finished grade elevation.”
These are the Covenants and Restrictions you agreed to abide by
when you purchased your property in Glencairn. Since these were
established the State of Texas has passed legislation, which states:
Section 204.010. (6) “Powers of Property Owners’ Associations…
regulate the use, maintenance, repair, replacement, modification
and appearance of the subdivision;”
The majority of the aforementioned deed restriction letters should
have an accompanying Architectural Change Request for the ACC
committee to review, approve, disapprove or request additional
information. Several past Boards and the current Board were concerned
with the “in the opinion of the Committee” wording in Article
VII, Section 2 of the Covenants and Restrictions. These Boards have
worked on a set of ACC Guidelines that can be distributed to members
in an effort to make them aware of the improvement guidelines. These
guidelines also state that there is an approved color chart available
at the management company office or at Sherwin Williams to select
exterior paint colors. You do not have to purchase Sherwin Williams
paint, if you prefer another brand, just take a sample to the store
where you wish to purchase your paint from. Once again, when the
color is selected, it must be submitted along with the ACC form to
the committee for approval.
The Association, its Board of Directors and management company
have a responsibility to enforce this deed restriction. The Board believes
the enforcement procedure is fair and offers property owners
the opportunity to explain any problems regarding improvements
or alterations to a structure or property.
The management company inspects the subdivision twice a month.
If there is a need for exterior maintenance observed a first class letter
will be sent. Every attempt is made to be as specific as possible in an
effort to help identify the violation and have it corrected. However,
this does not mean each and every situation can or will be addressed.
The first letter states that if there are extenuating circumstances or
you believe the letter is in error, you should contact the management
company. If the ACC form is returned within the ten days stipulated in
the letter this serves as the response. If the ACC cannot be returned
within the ten (10) days then the homeowner needs to inform the
Association when the violation will be corrected. If the violation has
not been corrected and we have not received any response from the
owner by the subsequent inspection, certified letter is sent. A picture
is taken at the time the violation(s) is observed during the second
inspection. The charges for the certified letter and photo are the
responsibility of the property owner in accordance with the Texas
Property Code. If the violation still exists during the subsequent inspection,
it is placed at Board Direction. The violation has now existed
at least six weeks. The Board will inspect the property to observe the
violation and will take one of three courses of action.
If the maintenance is not to the structure itself or will not cause any
type of damage to the structure or property, the Association may
have a contractor correct the violation. The charges for enforcement
of deed restrictions are the responsibility of the property owner but
the Association must pay the expense up front and get reimbursed
by the property owner.
The Association could have the attorney send a letter to the property
owner requesting the violation be corrected. There is definitely
a charge associated with this avenue of enforcement. If the Board
chooses to take the attorney avenue for correction of the violation
and the violation is not corrected, the next step is a lawsuit. Once this
step is taken, legal fees increase rapidly. The Association could send
a “President’s” letter, which is a final appeal from the Association for
the violation to be corrected.
The Association does not want to file lawsuits for any deed restriction
violations. If homeowners communicate with the Board, they have
always worked with the homeowners. The same would apply in
this situation. The key issue is communication. The Board is usually
left with no other choice but to file a lawsuit for the majority of the
exterior maintenance violations due to non-existent written communication
from homeowners.
Should you have any questions regarding the enforcement of deed
restrictions, please feel free to contact the management company at
281-855-9867 or attend the monthly member meetings. Should you
care to address the Board in private, please contact the management
company in writing and request to be placed on the agenda for the
Executive Director Meeting. The Executive Director Meeting is held
the Monday before the monthly member meetings. The member
meetings take place at the Civic Center on 17030 Kieth Harrow the
second Wednesday of the month at 7:30 PM.
STREETLIGHTS OUT?
Please report outages of streetlights to Centerpoint Energy. Get the
pole number, as well as, the nearest street address and call 713-207-
safety of each of us. Call it in, call it in!
HARRIS COUNTY ALARM DETAIL
In order to increase compliance and spread awareness, our office is
requesting your assistance in informing residents in your community
through your HOA newsletter or your scheduled HOA meetings of the
need to obtain a permit for operating an alarm system, residential or
business, within unincorporated Harris County. Many residents and
businesses are unaware of the requirement to obtain an alarm permit
once an alarm system has been installed and activated by the alarm
company. Alarm systems are established and defined in the Local
Government Code 233 (subchapter D), as well as the authority to
regulate, adopt rules and impose penalties for unpermitted locations.
Obtaining the required permit will avoid the issuance of a citation
and excessive false alarm fees. The fee for current permit issuance
is $35 with a yearly renewal fee of $10. All permit fees are waived for
senior citizens 65 years or older. Under current guidelines, a permitted
location is allowed five (5) free false alarms annually. Any subsequent
false alarms during your permitted year are subject to a $75 fine that
is billed to the permit holder’s address. If a site has an active alarm
system, yet does not have a permit to operate such alarm, a false
alarm may result in a Class C citation, which could range up to $500.
Should you or your residents require a copy of the permit application
form or would like to review the regulations regarding permit
requirements, you may do so by visiting the Harris County Sheriff’s
Office website at www.hcso.hctx./net. The application can be printed
from the website, then completed and mailed to our office with the
applicable fees. We are currently in the planning stages of making
the application and payment process available on-line for the convenience
to the public. Should you have any questions, please contact
the Harris County Sheriff’s Office Alarm Detail at 713-755-4600 M-F,
8 AM - 5 PM. If you would like any of our Alarm Detail personnel to
attend one of your HOA meetings, we would be glad to attend and
answer as many questions as possible.
600 to 900 calories per hour.
Backpacking: The simplicity of strapping on a pack and hitting the
trail makes backpacking one of the five best outdoor sports and
recreational activities for exercise. Regardless of the intensity and
duration of the backpacking trip, you burn a significant amount
of calories while experiencing the great outdoors. Backpacking
for one hour can burn about 600 to 700 calories per hour while
building lower body strength and stamina.
Running: Running is a classic outdoor sport and recreational
activity and one of the best for building endurance, stamina and
muscular fitness while burning calories. Running at 8 mph can
burn more than 1,000 calories per hour and you can increase
that amount with rugged outdoor terrain, such as hills or trails.
Cycling: Learning how to ride a bike is a rite of passage for kids,
but cycling can provide a lifetime of exercise and fitness. You
can take the bike on paved roads or trails along with off-road
trails to experience remote locations in the mountains or forests.
Along with burning about 400 calories per hour, cycling builds
lower body strength while improving balance, coordination and
cardiovascular fitness.
Swimming: Swimming is known for providing a low-impact total
body workout, but it’s also one of the top outdoor sports. You
can vary your swimming activity from freestyle swimming to aqua
aerobics in the outdoor pool or local lake. Swimming is a common
alternative to running, cycling or hiking when the weather turns
hot. One hour of swimming burns about 600 to 700 calories and
improves endurance, strength and coordination.
ANIMAL INFORMATION
5 STEPS TO A
HAPPIER HEALTHIER PET
1. Protect your pet from extreme
weather (heat, cold, rain, etc.).
2. Keep indoors or in a fenced yard
and on a leash when walked.
3. Make sure they’re up to date with
vaccinations.
4. Always make sure they’re wearing
identification, so they
can be returned to you if lost.
5. Spay or neuter your pet.
Texas Lab Rescue has labs available
that are waiting to go to their forever
home. Please check out their
website at
txlabrescue.org.
SCOOPAGE PET POOPAGE
It may not be a fabulous way to
walk, but please have courtesy to
please scoop when your pet poops during your walks. Throughout the
community trails, you will find areas to toss your pet’s poopage and in
some areas, there are also bags. Carry your own grocery bags - you’ll be
recycling at the same time! Many of your neighbors work hard with their
lawncare and landscaping. Come with a scooper and a recycled grocery
bag or anything else. Picking up after your pets shows your respect for
every homeowner and our beautiful community. Pet feces damages
lawns and many residents are working hard to maintaining their grass!
PREVENT EXCESSIVE BARKING!
Dogs left alone all day get lonely, bored and restless. Many find relief
in barking. Some respond noisily to any and all activity. Nothing is as
annoying as incessant barking-even for dog lovers. If your dog is a yapper
or a yowler, please consider some of these bark-abatement ideas to keep
the noise down in your area. Your neighbors will thank you!
• Training. Training not only helps your dog, you’ll be surprised how
much it helps you, too. You may get some insight into why your dog
barks so much, or what it is trying to communicate.
• Citronella collars.
• Confinement. Sometimes simply bringing an outspoken dog indoors
or confining it to a crate cuts down on the disturbance to neighbors.
• For inside dogs, reduce stimulus. Close drapes to help muffle street
noise, or leave a radio on to mask it.
• Companionship. Dogs are pack animals; they need companionship-a
cat, bird or another dog. Consider a mid-day visit from a pet-sitting
service or drop your pooch off at a friend’s place or a day-care facility
once or twice a week.
HARRIS COUNTY LEASH LAW
Animals that are not properly restrained pose a threat to all our residents.
While you may know your pet is friendly, an animal running at
someone who is walking by is very scary for that person. Many children
are afraid of animals and become frightened, which could result in the
child getting hurt trying to avoid the animal.
Harris County Animal Control advises, “All dogs and cats must be kept
under restraint while in the unincorporated areas of Harris County,
Texas. The custodian of a dog or cat is not authorized to have, harbor
or keep any unlicensed dog or cat, nor to allow any dog or cat to become
a stray.”
Can Chiropractic Help ME ?
We are often asked, “What’s the best way of finding out whether or not a doctor
of chiropractic can help my problem?”
We believe the answer can be found in a complete chiropractic consultation and examination,
(procedures that normally cost $187.00 or more) for $25.00.
We will make this special program available through March.
The only exception to the offer involves personal injury cases (workers’ compensation
and auto accidents) in which there is no charge directly to the patient.
CHIROPRACTIC HEALTH and WELLNESS CENTER
Restraint is defined as “the control of a dog or cat under the following
circumstances:
1. When it is controlled by a line or leash not more than six (6)
feet in length, if the line or leash is held by a human being,
who is capable of controlling or governing the dog or cat
in question
2. When it is within a fully enclosed vehicle
3. When it is on the premise of the custodian and the animal does
not have access to sidewalk or street.”
While it may be nice to have your animal out in the yard while you
work or play, it is against the law, unless the animal is properly
restrained.
Let’s all help keep our community a safe and comfortable place for
all our residents by being responsible pet owners. This will not only
protect anyone who may be walking or bicycling in the area, but also
the pet owner who could be held legally responsible or possibly sued
for failing to properly restrain their pet.
There are many different levels of bird watching from the casual observer
to professionals whose goal is to see as many of the 8,850 species
as possible. In North America there are approximately 800 species.
Some people use nothing more than the naked eye to observe and
others spend thousands of dollars on binoculars, telescopes, cameras,
video and audio equipment, tripods and field guides. “Birding” as
it’s sometimes called, is also a competitive event and there are both
national and international organizations.
Some of the best bird watching, perhaps in the world, is in the Houston
area. Approximately 570 types of birds either call this area home and
are permanent residents or are migratory and just pass through on
their way to some other destination.
The Cornell Lab of Ornithology is a great resource for anyone interested
in birds. If you ever have a problem identifying a bird, their free Merlin
Bird ID app is a must-have. According to Cornell, “If you can snap a
bird photo with your phone - or even take a photo of another photo -
chances are Merlin can help you ID it.”
Birds face the same threat as almost all other wild animals and that is
habitat loss. Trees, brush and grasslands are being destroyed to make
way for roads and buildings. The best way to help our feathered friends
is to replace some of what has been lost. Plant trees and shrubs using
native plants, minimize pesticide use, set up nest boxes, provide water
12 Glencairn News | March 2017
and keep your cats indoors. Leave some dying and/or dead trees on your
property. Many species depend on cavities in these trees for nest sites.
Next to habitat loss, the next highest cause of bird deaths is collisions
with windows. Covering windows with screening or applying decals or
tape to windows can help significantly. Make sure to check the web for
instructions on how to apply these safeguards.
TWRC Wildlife Center is gearing up for another busy spring. If you’d like
to help us feed and care for orphaned baby birds, details will be available
soon on our website at www.twrcwildlifecenter.org or you can call
A film created by Cypress Ranch High School students, “Behind the
Scenes,” has been selected as a finalist for the Texas High School Shorts
competition of the South by Southwest (SXSW) Film Festival in Austin.
The fictional dark comedy film features a unique twist on a bank robbery
and was partially filmed at the Cy-Fair Federal Credit Union Jones
Road location through a partnership with Cy-Fair FCU President/CEO
Cameron Dickey. Cypress Ranch audio/video production (AVP) teacher
Dustin Boucher worked with student filmmakers Ricky Martinez, Jake
Billard, Sierra Marlborough, Blake Medlin, Paul Shank and Cypress
Woods student Cami Beardmore to produce the film. Cypress Falls AVP
teacher Rakesh Jacob also helped collaborate on the effort.
As part of the partnership, the students also worked with Cy-Fair FCU
to create a commercial promoting the credit union’s new virtual teller
machines (VTMs). CFISD teachers Boucher, Jacob, Butch Stephens of
Cypress Park, Sherry Frank of Cypress Falls and Lori Andrade of Cypress
Woods assisted in the production of the commercial.
Dickey made a cameo in the film as the bank manager. “Working with
this amazingly talented group of storytellers at CFISD Cinema - students,
teachers, credit union employees (and even a cameo by the Cy-Fair
Houston Chamber of Commerce President Leslie Martone) - it is one
of the most fun experiences I’ve ever had. “What they came up with is
just so fun, silly and enjoyable,” Dickey said. “Everyone that has seen
it has said it made them laugh out loud. The video truly exceeded our
wildest expectations.”
The students’ video will be unveiled at the Texas High School Shorts
competition. Cy-Fair FCU’s new VTV commercial is now live on its You-
CFISD DANCE TEAMS PARTICIPATE IN SUPER BOWL 51 HALFTIME PERFORMANCE
Dance team members representing the Cy-Fair Brigade, Cypress Lakes
Sterling Stars and the Jersey Village Gold Dusters participated in the
Super Bowl 51 halftime performance at NRG Stadium on February
5 th . Selected groups began rehearsing for the performance in the
evenings at various Houston area stadiums, including NRG stadium.
In total, students attended six rehearsals leading up to the event.
As part of the performance requirements, students and directors
were required to sign nondisclosure statements prohibiting them
from discussing or sharing information regarding the halftime performance,
which featured recording artist Lady Gaga.
“Besides the halftime performance, we were then asked to be among
the three schools that created the pre-game visuals. Being within 100
feet of President and Mrs. Bush, the award-winning cast of Hamilton
and Luke Bryan allowed our students to act out many of the life-long
lessons that dance/drill team teaches: professionalism, work ethic
and determination to give 100 percent at all times! I am truly grateful
and thankful to our dancers and all of the time they devoted to this
event, our administration for giving us tremendous support and our
community for showing us how proud they are of these young ladies!
This has been a dream come true!”
ONE ROOM SCHOOL HOUSE
Covenant Academy’s 5 th grade students recently visited the One
Students enjoyed experiencing life in the 1800’s. Activities included
churning butter, washing clothes by hand, playing traditional
yard games, learning to do school work on a slate board, as well
as signing their name with a quill pen. Even 5 th grade teacher Mrs.
Leaders and Daughters are looking forward to the fun of our annual
Leader/Daughter weekend. This is a time for leaders to spend some
special time with their OWN daughters. Rock climbing, kayaking
and horseback riding are only some of the activities offered. The
Dutch oven cook-off (and eating the results!) and the talent show are
fun parts of this weekend that we look forward to every year. A Girl
Planning meeting is being held to plan our spring Community outdoor
event. Girl representatives from all levels will get together to make
decisions about the kind of event and to plan activities. Girl planning
is a very important part of Girl Scouting and even our youngest Daisy
Girl Scouts get involved.
Region 4 has been offering a series of opportunities for Cadettes,
Seniors and Ambassadors, including Program Aide training and Red
Cross babysitting. Older girls from Copper Creek Meadows join with
girls from neighboring communities to plan and participate in these
activities. The 2017 catalog for day, twilight and resident camp will be
coming out soon. Camp is a great opportunity to learn new skills and
make new friends. Where else can you learn all those camp songs and
wear crazy socks and hats?
Cadette troop 16468 hosted a movie night and panel discussion to
increase awareness of the importance of girls’ access to education.
Those who attended watched the movie “He Named Me Mahala.” The
movie is about Mahala Yousafzai, the youngest ever Nobel Peace Prize
Laureate. At the age of15, she was wounded by Taliban gunmen. She is
an educational activist in Pakistan and campaigner for the worldwide
rights of children.
Scouting provides youth with a sense that they are important
as individuals while promoting activities that lead to personal
responsibility and high self-esteem. As a result, when hard
decisions have to be made, peer pressure can be resisted and the
right choices can be made.
Scouting provides a rewarding experience for boys ages 5 to 21.
Scouting through the local Packs and Troops teach outdoor and
life skills which help our youth Be Prepared. Your area is serviced
by the BSA Sam Houston Area Counsel - Copperhead District
which includes 23 Cub Scout Packs (boys 5 to 10 years old), 13
Troops (boys from 11 to 18 years old) and 10 Venturing units
(boys and girls from 14 to 21).
Our Units typically meet weekly.
Many of our units are supported by the local Elementary Schools
including: Birkes, Copeland, Duryea, Fiest, Hemmingway,
Holmsley, Horne, Jowell, Lowery, Metcalf, Owens, Postma,
CORNERSTONE UNITED METHODIST CHURCH
ASH WEDNESDAY SERVICE, MARCH 1 ST AT 7 PM
Ash Wednesday is the first day of the Season of
Lent occurring forty days (excluding Sundays) before
Good Friday. It is traditionally a time for worshippers
to gather together with penitent hearts
to have their foreheads marked with a cross of
ashes in an act of penance and contrition before
the Lord. On Wednesday evening, March 1 st at 7
PM, we will be having an Ash Wednesday worship
celebration. This service will include the marking
of ashes on each worshippers head followed by a
quiet time of reflection at the altar. In addition, as
we do each Ash Wednesday service, there will be
something “extra” to illustrate God’s forgiveness
of our sins. Special music will be provided by the
Chancel Choir. This will be a meaningful service
and everyone is invited to attend. Cornerstone
United Methodist Church is located at 18081 West
Road (across from the CFISD Berry Center and
next to the CVS). For more information, please call
Lenten Study: Forty Days in the Force
Join St. Cuthbert Episcopal Church on Wednesday
nights March 8 th through April 5 th , from 6:30-
7:30 PM for our Lenten series, Forty Days in the
Force. All ages are invited to participate. We will
explore the many spiritual themes that weave
throughout the Star Wars films. From the Force
to the dark side, the issues presented in the films
have a moral and spiritual complexity that, if paid
attention to, can help us better understand our
place in the world and our relation to others and
to God. Through Forty Days in the Force we hope
to see the challenges and victories in our everyday
Christian life. There will always be a teacher and a
student and there will always be evil, but thanks
to God and his Son, there will always be good
and we will always have a purpose. Nursery will
be provided for infants and toddlers. Star Wars
activities will be provided for preschoolers. Those
ages 6 through 106 will explore the force together.
MARCH GARDENING TIPS
VEGETABLES
• Plant vegetables such as tomatoes, sweet corn and snap beans and
pepper, as well as cucumbers, lima or butter beans, cantaloupe, okra (if
the soil has warmed sufficiently - 70 degrees F. or higher), southern peas,
pumpkin, squash, peanuts and watermelon.
LAWN
• Re-sod or replant as needed with turfgrasses adapted to this part of Texas
and suited to the planting location (shade or sun).
• When resodding semi-shaded areas with St. Augustine, use ONLY the
variety Floratam for best pest resistance.
See www.plantanswers.com/grass.htm.
TREES AND SHRUBS
• Plant container-grown trees and shrubs as soon as possible. In shady
areas, where grass is difficult to grow, consider planting a dependable
groundcover such as English ivy, Asian jasmine, vinca or one of the
prostrate junipers.
• Prune spring flowering and evergreen shrubs during early March. However,
be sure to prune spring flowering shrubs after they have bloomed.
• Fertilize with a pre-plant application of a slow-release fertilizer analysis
such as 19 - 5 - 9 at the rate of 3 pounds per 100 square feet of garden
planting area. Early March is the ideal time to fertilize landscape plants
because you give them food just before the spring growing season starts.
The Houston Livestock Show and Rodeo, also called RodeoHouston
or abbreviated HLSR, is one of the largest live entertainment and
livestock exhibitions. It also includes one of the richest regular-season
rodeo events. It has been held at NRG Stadium in Houston,
Texas, since 2003. It was previously held in the Astrodome. It is
considered to be the city’s “signature event,” much like New Orleans’s
Mardi Gras, Dallas’s Texas State Fair, San Diego’s Comic-Con
and New York City’s New Year’s Eve at Times Square.
GO TEXAN DAY
The Friday before the Parade,
March 3, 2017, is
also known as “Go Texan
Day,” where the entire
population of Houston is
encouraged to dress in
Western attire, such as
jeans, cowboy boots and
cowboy hats. While the
concept was discussed in
1938 by the General Manager
of the Houston Chamber
of Commerce, it was not
until the 1950’s that it finally
was put into practice.
In 1954, Archer Romero
chaired the first Go Texan
Committee to encourage
what would later become
a Houston tradition during
the rodeo.
RODEO HISTORY/FACTS
RODEO PARADE
In 1937, planning had begun for the first Rodeo Parade leading up to
the 1938 Houston Livestock Show and Rodeo. The first parade was
headed by Mounted Police and various dignitaries on the city, county
and state levels, who also rode horseback. There were two bands with
a Drum and Bugle Corp.
In 1952, the Salt Grass Trail ride was the first trail ride that was formed
by only a few men. The following year, the publicity from that ride
attracted more people to join.
All of the Trail Riders converge on Memorial Park to camp out for the
night before heading down Memorial Drive to where it empties out onto
Texas Ave to line up for the parade.
The parade has approximately 115 different groups joining in the festivities.
There are 15 trail rides, 20 floats, 15 commercial wagons and
stagecoaches and 10 to 15 university and high-school marching bands
in addition to Show officials, other elected officials and dignitaries on
horseback and in vehicles.
TRAIL RIDES
The Trail Rides (cavalcades) are a long tradition with the rodeo and
gather at Memorial Park to camp for a rest and party before the big
Annual Rodeo Parade through Downtown Houston.
WORLD’S CHAMPIONSHIP BAR-B-QUE CONTEST
The World’s Championship Bar-B-Que Contest, also simply known as
“The Cookoff,” started in 1974 and has consistently drawn massive attendance
numbers for the three-day event, drawing a record 264,132 visitors
in 2013. It takes place on the southern parking lot of NRG Stadium, with
over 350 teams participating every year and is generally considered a
“Hot Ticket,” as most are for members or by invitation only. While the
event is open to the general public, those that can get into the tents are
generally allowed an unlimited amount of food and beverages.
THE CALF SCRAMBLE
Since the addition of the event in 1942, it has been one of the more
popular events during the actual rodeo. The event features 14 calves and
28 students who must try to capture one of the calves, put a halter on
it and bring it back into the “winners square” in order to claim the win.
One of the rules is that as long as a contestant is actually in the act of
holding the calf (i.e. Holding it by the tail) to get the halter on, no other
participant may interfere unless the calf wriggles itself free. It’s at this
point where the calf is fair game once again. The event is held nightly
between major events in the Reliant Stadium. Each of the students who
catch a calf is awarded a $1,250 certificate to purchase a registered beef
heifer. Raising and showing this heifer becomes a yearlong project as
the scrambler sees to the grooming, feeding and care of the animal. The
exhibitor returns to the Houston Livestock Show the following year for a
special competition. Calf Scramble exhibitors receive a $250 bonus when
they return to compete with their heifer, totaling their $1,500 certificate.
A similar events for youngsters is Mutton Bustin’, for 5 and 6-year-olds,
who try to ride on top of a sheep for eight seconds.
Rodeo Houston also features the traditional rodeo events of bull riding,
bareback riding, saddle bronc riding, team roping, steer wrestling, calf
roping, barrel racing (women only) and chuck wagon racing.
TRANSPORTATION
With between 60,000 and 150,000 people attending the rodeo each day,
every year, the city’s transportation infrastructure is taxed as it must
also compete with regular Houston Rush Hour on regular business days.
There are a variety of ways into and out of the complex that include Park
and Ride lots in certain parts of the city that are provided by the event as
an express straight onto the property, Taxi, Self Parking, and METRORail.
The Coordinators of the event try to persuade attendees to use public
transportation as the most convenient way to and from the Rodeo.
