WELCOME

AS THE BEST PERFORMING ECONOMY IN THE NORTH OF ENGLAND,

CHESHIRE AND WARRINGTON HAS LONG BEEN AN ATTRACTIVE REGION

IN WHICH TO INVEST. NOW, A SERIES OF NATIONALLY SIGNIFICANT

DEVELOPMENTS ARE SET TO BRING FURTHER GROWTH,

REGENERATION, TRANSFORMATION – AND OPPORTUNITY.

From the Cheshire Science Corridor

through to the Northern Gateway

Development Zone, soon to be

rebranded as The Constellation

Partnership, Cheshire and

Warrington will continue to make

strong progress in the coming

decades. These plans will deliver new

homes, new jobs, and new

opportunities for existing

businesses, new investors, and for

our skilled, ambitious population.

The region enjoys several strategic

advantages. We have a highly skilled

and dynamic workforce, home to the

highest proportion of people

educated to degree level or above in

the North, and we are one of the

UK’s strongest performing regions

for attracting high growth

companies.

Our talented workforce is

complemented each year by

thousands of graduates from nearby

universities. Two of these – the

University of Manchester and the

University of Liverpool – are among

the top 24 research-led universities

in the country. These high levels of

skills are reflected in the region’s

employment rate, which is almost

four per cent higher than the UK

average.

Our ‘quality of place’ is recognised by

both businesses and individuals.

Excellent housing, schools, leisure

facilities and culture have combined

to produce one of the most desirable

areas in the country. Chester’s history

and architecture ensures it remains

one of the UK’s most stunning cities,

while Warrington’s superb location –

situated between Liverpool and

Manchester – makes it both

accessible and attractive. We are also

home to vibrant, thriving towns close

to our main centres such as

Macclesfield, Northwich and Crewe.

In fact, the whole region enjoys

strong domestic and international

connectivity. The M56 and M6

motorways offer excellent road links

to the rest of the UK. International

airports in Manchester and Liverpool

are close by. And High Speed 2 (HS2)

– the UK’s largest ever infrastructure

project – will transform the region’s

economy and encourage even more

business activity. Travel time from

Crewe to London will be cut to just

55 minutes, while both Birmingham

and Manchester will be just 20

minutes away.

And we know there is huge potential

to unlock further growth and

development. That’s why we’ve laid

out plans to double the size of our

economy – to £50bn – by 2040.

We start from a solid and enterprising

base. The region has almost 10 per

cent more businesses per 10,000

population than the UK average. In

2015, nearly 12,000 new companies

were formed in the region. Across

Cheshire and Warrington, firms in key

industry sectors such as energy,

engineering and professional and

business services are all thriving.

Food, biological engineering and agritech

are just some of the other

sectors that are booming, fuelled by

the region’s excellent connections,

exceptional employee base and

commitment to continued

investment.

Cheshire and Warrington is

embarking upon a period of

unprecedented growth and

renovation. With strong returns and

long-term stability, there has never

been a better time to invest in our

bold, dynamic and resourceful region.

WELCOME

TO A GREAT FUTURE

AS THE BEST PERFORMING ECONOMY IN THE NORTH OF

ENGLAND, CHESHIRE AND WARRINGTON IS THE

PERFECT INVESTMENT LOCATION – WHICH IS WHY ITS

AMBITIONS FOR THE FUTURE ARE SO BOLD.

By 2040, the region is on course for a £50 billion economy,

supported by 127,000 new jobs and 139,000 new homes,

with a GVA per head that will be 120 per cent of the

national average.

The region’s economy is already built on solid

foundations. Equivalent in scale to cities such as

Birmingham and Leeds, it boasts a skilled workforce

attracted by high-quality housing, schools, cultural offering

and natural environments.

It is no surprise, therefore, that some of the world’s

biggest companies have already recognised Cheshire and

Warrington’s ‘quality of place’: Bentley Motors,

AstraZeneca, Tata, Vauxhall and Barclays are among the

blue-chip names with a base in the region.

The success of these businesses is supported by the

region’s excellent national and international transport

connections. The M6 and M56 motorways provide a quick,

convenient link to the rest of the UK. The West Coast

Railway Mainline provides further connectivity, while the

region’s two airports – Manchester and Liverpool John

Lennon – together handle 30 million passengers each

year.

Cheshire and Warrington’s connectivity will only improve

in the coming years. The UK government’s commitment to

High Speed 2 (HS2) is a huge mark of confidence in the

region’s potential. It will extend the benefits of high speed

rail to 1.5 million people across Cheshire and North Wales,

reducing their travel time to London by an hour.

The project is the country’s largest infrastructure

development and gives businesses across Cheshire and

Warrington further opportunities to develop and grow.

The regional rail hub at Crewe will also deliver long-term

economic benefits to people and businesses across the

region, and help to continue Crewe’s development into a

high-growth city.

Cheshire and Warrington boasts a large and growing

business base, with business density rates well above the

national average, from high-profile international

companies, to well-established medium-sized firms and

dynamic small businesses.

The region is particularly strong in key industry sectors

such as advanced, high-value engineering, energy, and

professional and business services, together with

exceptional growth potential in food, agri-tech and

biological engineering.

HS2 will be transformational for these sectors, and for the

regional economy as a whole. It presents a unique chance

for investors to capitalise on the developments it brings

and the connections it opens.

Ideal locations for investment

Cheshire and Warrington offers an unrivalled variety of

potential investment locations, ideal for businesses of all

sizes and across all sectors, seeking strong growth

opportunities, excellent returns and long-term stability.

The Cheshire Science Corridor is now recognised as one

of Europe’s leading scientific hubs. Spread over 100

hectares between Manchester and Liverpool, its attractive

business incentives and range of developments are driving

a significant surge in investment enquiries.

The Constellation Partnership sees Cheshire and

Warrington working with neighbouring public-private

partnerships in Stoke and Staffordshire, as well as seven

local authorities, to deliver and implement a growth

strategy that maximises the opportunity of being located

between the Northern Powerhouse and the Midlands

Engine. From rail and transport hubs through to garden

villages, town centre investment zones and employment

sites, Constellation offers a bright future for investors and

residents alike.

The Cheshire Science Corridor and Constellation will both

strengthen Cheshire and Warrington’s position as a key

area in the UK’s economy. They will develop alongside

other strategic initiatives designed to deliver increasing

levels of prosperity and economic development across the

region.

The Mersey Dee Alliance brings together nine partners to

promote the economic, social and environmental interests

of West Cheshire, Wirral, and north east Wales. Advanced

manufacturing is at the heart of the Mersey Dee Alliance.

The Atlantic Gateway, spreading from Deeside and

Merseyside through Cheshire and Warrington to

Manchester, is an ambitious strategy to deliver growth not

previously seen in the UK outside of London – including

250,000 new jobs by 2030 and £14 billion of new

investment. Both Warrington and Chester are set to gain

from the Atlantic Gateway’s impressive growth and

vibrancy.

A further £1 billion of it is being sought by Growth Track

360, which is campaigning for strategic improvements to

the North Wales and Cheshire rail network that could

create 70,000 jobs over the next 20 years.

Each of these initiatives is impressive on its own merits.

But combined, they offer an exciting glimpse into the

advantages and future prosperity of Cheshire and

Warrington.

There has never been a better time to invest in one of the

UK’s booming regional hubs.

CONSTELLATION FORMERLY

NORTHERN GATEWAY

DEVELOPMENT ZONE

HARNESSING THE OPPORTUNITIES PRESENTED BY HS2

The confirmation of High Speed 2 (HS2) brings enormous

development potential for Cheshire and Warrington.

Uniquely situated on the planned route between

Manchester and Birmingham, the region forms part of

Constellation, offering a once-in-a-lifetime opportunity to

capitalise on the UK’s largest infrastructure development.

Constellation sits on economically fertile ground between

Birmingham and Manchester, two of the UK’s leading

cities. Backed by the government, the Zone has an

ambition to deliver 100,000 new homes and 120,000 jobs

by 2040.

Spanning Cheshire and north Staffordshire (including

Stoke-on-Trent, Crewe and Stafford and the A500

corridor), Constellation is set to drive substantial

opportunities for those looking to invest in the UK. These

include greenfield development, urban, and city centre

investments, with the combination of a low cost-base and

significant rental and capital growth making the region

particularly attractive.

Well connected – at home and abroad

Constellation already generates substantial investment

demand. Much of this can be attributed to its location and

connectivity, which appeals to both domestic and

international investors.

Constellation is on the route for much of the country’s

existing north-south traffic, via both road and rail. It is

served by the M6 motorway, the A500, and the West Coast

Railway Mainline - connectivity that will be turbo-charged

by the arrival of the HS2 rail hub in Crewe.

Investors can also take advantage of the NGDZ’s east-west

connectivity, via Stoke-on-Trent and Crewe, as well as

global connections through major international airports in

Manchester and Birmingham.

A bright future

When HS2 arrives, investment in Constellation will surge

with the arrival of the proposed Crewe Hub Station. The

region is served by leading universities, benefits from a

highly-skilled population, and will enjoy direct connections

to London (55 minutes), Manchester (20 minutes) and

Birmingham (20 minutes).

A diverse manufacturing supply chain, substantial land

availability, and excellent natural environments only

heighten the attraction. There has never been a better

time to invest in a region set for a golden future.

CITY PLACE, CHESTER

MUSE DEVELOPMENTS’ £120M CITY PLACE IS FAST

BECOMING THE MOST IMPORTANT NEW COMMERCIAL

REGENERATION SCHEME IN CHESTER AND A VIBRANT,

NEW DESTINATION FOR BUSINESS.

Muse Developments’ City Place scheme, developed in

conjunction with Cheshire West and Chester Council, is

fast becoming the most important new commercial

regeneration scheme in Chester. The scheme is

transforming an underutilised area of the city into stateof-the-art

office accommodation, complemented by retail,

leisure and public realm, bringing more than £96m to the

city’s economy.

One City Place, marked the first ambitious steps in

Chester’s Central Business Quarter and the City Place

development. Launched in January 2016, One City Place

comprises 70,000 sq ft of Grade A, BREEAM ‘Excellent’

office space over six-storeys and is the first speculative

office development in Chester city centre in recent years.

Cheshire West and Chester Council’s 15-year strategic vision

for the city, the ‘One City Plan’, identified that the existing

commercial offering was limited in terms of floorplate size,

quality, accessibility and location. City Place was developed

in response to this, in order to provide the business

community with options that they hadn’t had before.

26

CITY PLACE, CHESTER

Designed with occupiers in mind, the large, column-free

floor plates, arranged around a central core, are designed

to be spilt if required, offering occupiers flexible, multipurpose

spaces for their workplace design. While floor to

ceiling glazing allows natural light to flood the space,

giving occupiers panoramic, inspiring views of the city and

the surrounding Welsh mountains.

City Place is located at the city’s main gateway, adjacent to

Chester Railway Station, providing sustainable connectivity

with all major national cities, including hourly, direct

services to London. Road, rail and air links allow travel

from Chester to virtually every UK city and internationally.

These excellent transport links are a catalyst for high

profile regional, national and international businesses

looking to be based in the city.

Whilst One City Place forms the heart of the Business

Quarter, much work has also been carried out to create a

new public realm area, completely transforming the

landscape around the railway station and opening up

areas that had previously been inaccessible to the public.

The council invested heavily to develop the public realm,

which features an old, formerly redundant carriage shed

building, which has now been brought back to life, to

create a dedicated, covered public events space with a

new glass roof, ‘living’ wall, planting and paving. Launched

in April 2016, the now transformed ‘Carriage Shed’, is fast

becoming a place for city commuters, residents and

occupiers to enjoy, with a dedicated team organising an

annual programme of events, designed to bring a sense of

fun and community to the area.

The commercial element of City Place will ultimately include

seven office schemes. Outline planning consent has now

been granted for the second phase of City Place which is

planned to commence late 2017, offering 44,000 sq ft of

Grade A, BREEAM 'Excellent' office space over four floors.

In addition to this, outline planning consent has also been

granted for up to 200 residential units, including 100 canal

side apartments.

GRAHAM

GRAHAM IS A CLIENT AND CUSTOMER FOCUSSED, UK

TOP 30 CONSTRUCTION, ASSET MANAGEMENT AND

INVESTMENT BUSINESS RESPECTED FOR ITS PEOPLE,

PERFORMANCE AND COLLABORATION.

GRAHAM Construction has worked closely with Chester

West and Chester Council to develop an essential piece of

transformational city centre infrastructure as an overall

plan to revitalise the city. The striking architecturally

designed new bus interchange in the heart of Chester city

centre is a key early development for the overall

masterplan.

The £13.5m facility features 14 boarding/alighting areas

with seating, real time passenger information screens,

associated ancillary areas and offices, toilets, café, retail

areas and a complex architecturally designed green roof

supported on bespoke glulam timber beams.

The new interchange is integral to the city centre’s core

highways system so GRAHAM has worked closely with the

local authority to minimise disruption to operational bus

services, city centre traffic, pedestrians, local businesses

and residents.

The new interchange – funded through the Local Growth

Deal – is due to open in early 2017, enabling the closure of

the existing bus interchange at Princess Street. It paves

the way for work to commence on the £300m Northgate

development in Chester city centre, which will deliver

500,000 sq. ft. of retail, restaurant and leisure facilities,

creating more than 1,000 jobs.

The Northgate scheme is a priority development for

Chester that will play an important part in delivering

ambitions to double the size of the area’s economy by

2040.

GRAHAM Construction has been working alongside

scheme architects Austin Smith Lord, transport

engineering advisers Mott MacDonald and Council

officers.

30

GRAHAM

University of Chester – Seaborne Library Refurbishment and Extension.

As part of the project, GRAHAM has also implemented a

comprehensive plan to involve the Chester community,

with programmes and events involving Apprenticeships,

schools, colleges, charities and locally unemployed people.

So far this has included:

• Sponsoring 10 students from Blacon High School to help

them achieve their Bronze Accredited Duke of

Edinburgh Awards.

• Raising £3,000 for The Countess of Chester Hospital’s

Babygrow Appeal, which saw 12 GRAHAM staff taking

on the UK’s longest zip-wire in Snowdonia.

• Six site visits from Chester West College students,

careers events at Blacon High School and Abbeygate

College, and an on-site professional development day

involving 11 tutors from West Cheshire College.

• Creating four new full-time jobs with GRAHAM

Construction and two Apprenticeships.

• 4 Work Experience Placement Days – this includes one

placement who has now been taken on as a Trainee

Site Engineer.

Speaking of the development, Howard Hopwood, Deputy

Chair of Cheshire and Warrington Local Enterprise

Partnership, said: "This is an important investment in

Chester's local transport infrastructure that will help to

unlock new jobs and prosperity as part of the growth deal

for Cheshire and Warrington.

The Northgate scheme is a priority development that will

play an important part in delivering our ambitions to

double the size of the area's economy by 2040 and this is

an important first step in a key project for Chester that will

pave the way for much wider development."

With a wealth of expertise in the transport sector –

delivering major road, rail, ferry and airport interchange

projects across the UK – GRAHAM is proud to be involved

in the transformation of the city centre and especially in
