TO INVESTING IN
4 INTRODUCTION TO CHESHIRE & WARRINGTON

24 WHY INVEST IN CHESHIRE AND WARRINGTON
AS THE BEST PERFORMING ECONOMY IN THE NORTH OF ENGLAND,
CHESHIRE AND WARRINGTON HAS LONG BEEN AN ATTRACTIVE REGION
IN WHICH TO INVEST. NOW, A SERIES OF NATIONALLY SIGNIFICANT
DEVELOPMENTS ARE SET TO BRING FURTHER GROWTH,
REGENERATION, TRANSFORMATION – AND OPPORTUNITY.
From the Cheshire Science Corridor
through to the Northern Gateway
Development Zone, soon to be
rebranded as The Constellation
Partnership, Cheshire and
Warrington will continue to make
strong progress in the coming
decades. These plans will deliver new
homes, new jobs, and new
opportunities for existing
businesses, new investors, and for
our skilled, ambitious population.
The region enjoys several strategic
advantages. We have a highly skilled
and dynamic workforce, home to the
highest proportion of people
educated to degree level or above in
the North, and we are one of the
UK’s strongest performing regions
for attracting high growth
Our talented workforce is
complemented each year by
thousands of graduates from nearby
universities. Two of these – the
University of Manchester and the
University of Liverpool – are among
the top 24 research-led universities
in the country. These high levels of
skills are reflected in the region’s
employment rate, which is almost
four per cent higher than the UK
Our ‘quality of place’ is recognised by
both businesses and individuals.
Excellent housing, schools, leisure
facilities and culture have combined
to produce one of the most desirable
areas in the country. Chester’s history
and architecture ensures it remains
one of the UK’s most stunning cities,
while Warrington’s superb location –
situated between Liverpool and
Manchester – makes it both
accessible and attractive. We are also
home to vibrant, thriving towns close
to our main centres such as
Macclesfield, Northwich and Crewe.
In fact, the whole region enjoys
strong domestic and international
connectivity. The M56 and M6
motorways offer excellent road links
to the rest of the UK. International
airports in Manchester and Liverpool
are close by. And High Speed 2 (HS2)
– the UK’s largest ever infrastructure
project – will transform the region’s
economy and encourage even more
business activity. Travel time from
Crewe to London will be cut to just
55 minutes, while both Birmingham
and Manchester will be just 20
And we know there is huge potential
to unlock further growth and
development. That’s why we’ve laid
out plans to double the size of our
economy – to £50bn – by 2040.
We start from a solid and enterprising
base. The region has almost 10 per
cent more businesses per 10,000
population than the UK average. In
2015, nearly 12,000 new companies
were formed in the region. Across
Cheshire and Warrington, firms in key
industry sectors such as energy,
engineering and professional and
business services are all thriving.
Food, biological engineering and agritech
are just some of the other
sectors that are booming, fuelled by
the region’s excellent connections,
exceptional employee base and
commitment to continued
Cheshire and Warrington is
embarking upon a period of
unprecedented growth and
renovation. With strong returns and
long-term stability, there has never
been a better time to invest in our
bold, dynamic and resourceful region.

The region’s economy is already built on solid
foundations. Equivalent in scale to cities such as
Birmingham and Leeds, it boasts a skilled workforce
attracted by high-quality housing, schools, cultural offering
and natural environments.
It is no surprise, therefore, that some of the world’s
biggest companies have already recognised Cheshire and
Warrington’s ‘quality of place’: Bentley Motors,
AstraZeneca, Tata, Vauxhall and Barclays are among the
blue-chip names with a base in the region.
The success of these businesses is supported by the
region’s excellent national and international transport
connections. The M6 and M56 motorways provide a quick,
convenient link to the rest of the UK. The West Coast
Railway Mainline provides further connectivity, while the
region’s two airports – Manchester and Liverpool John
Lennon – together handle 30 million passengers each
Cheshire and Warrington’s connectivity will only improve
in the coming years. The UK government’s commitment to
High Speed 2 (HS2) is a huge mark of confidence in the
region’s potential. It will extend the benefits of high speed
rail to 1.5 million people across Cheshire and North Wales,
reducing their travel time to London by an hour.
The project is the country’s largest infrastructure
development and gives businesses across Cheshire and
Warrington further opportunities to develop and grow.
The regional rail hub at Crewe will also deliver long-term
economic benefits to people and businesses across the
region, and help to continue Crewe’s development into a

Constellation is on the route for much of the country’s
existing north-south traffic, via both road and rail. It is
served by the M6 motorway, the A500, and the West Coast

CITY PLACE, CHESTER
MUSE DEVELOPMENTS’ £120M CITY PLACE IS FAST
BECOMING THE MOST IMPORTANT NEW COMMERCIAL
REGENERATION SCHEME IN CHESTER AND A VIBRANT,
NEW DESTINATION FOR BUSINESS.
Muse Developments’ City Place scheme, developed in
conjunction with Cheshire West and Chester Council, is
fast becoming the most important new commercial
regeneration scheme in Chester. The scheme is
transforming an underutilised area of the city into stateof-the-art
office accommodation, complemented by retail,
leisure and public realm, bringing more than £96m to the
One City Place, marked the first ambitious steps in
Chester’s Central Business Quarter and the City Place
development. Launched in January 2016, One City Place
comprises 70,000 sq ft of Grade A, BREEAM ‘Excellent’
office space over six-storeys and is the first speculative
office development in Chester city centre in recent years.
Cheshire West and Chester Council’s 15-year strategic vision
for the city, the ‘One City Plan’, identified that the existing
commercial offering was limited in terms of floorplate size,
quality, accessibility and location. City Place was developed
in response to this, in order to provide the business
community with options that they hadn’t had before.
CITY PLACE, CHESTER
Designed with occupiers in mind, the large, column-free
floor plates, arranged around a central core, are designed
to be spilt if required, offering occupiers flexible, multipurpose
spaces for their workplace design. While floor to
ceiling glazing allows natural light to flood the space,
giving occupiers panoramic, inspiring views of the city and
the surrounding Welsh mountains.
City Place is located at the city’s main gateway, adjacent to
Chester Railway Station, providing sustainable connectivity
with all major national cities, including hourly, direct
services to London. Road, rail and air links allow travel
from Chester to virtually every UK city and internationally.
These excellent transport links are a catalyst for high
profile regional, national and international businesses
looking to be based in the city.
Whilst One City Place forms the heart of the Business
Quarter, much work has also been carried out to create a
new public realm area, completely transforming the
landscape around the railway station and opening up
areas that had previously been inaccessible to the public.
The council invested heavily to develop the public realm,
which features an old, formerly redundant carriage shed
building, which has now been brought back to life, to
create a dedicated, covered public events space with a
new glass roof, ‘living’ wall, planting and paving. Launched
in April 2016, the now transformed ‘Carriage Shed’, is fast
becoming a place for city commuters, residents and
occupiers to enjoy, with a dedicated team organising an
annual programme of events, designed to bring a sense of
fun and community to the area.
The commercial element of City Place will ultimately include
seven office schemes. Outline planning consent has now
been granted for the second phase of City Place which is
planned to commence late 2017, offering 44,000 sq ft of
Grade A, BREEAM 'Excellent' office space over four floors.
In addition to this, outline planning consent has also been
granted for up to 200 residential units, including 100 canal
