P R E S I D E N T S M E S S A G E
May is a busy time of year for the AMA family.
Our Branch AGM and Issues Day precedes
Federal Conference by one week. I would like
to congratulate all Branch Councillors on their
election and re-election, in particular our new
Councillors David Reid, Andrew Black and
Lily Semadani. Special thanks are due to Bob
Walker and Cathy Broun for their many years
of service to Branch Council.
Dr Michael Aizen
As Branch Councillors we take our
responsibilities seriously when it comes
to looking after your interests. After much
Following the recent Annual General Meeting,
Branch Council confi rmed the sale of
AMA House located at 2 Gore Street, South
Hobart.
The decision came after many years of
meetings and negotiations. Branch Council’s
sole objective was to gain the best outcome
for current AMA members and to ensure
that AMA Tasmania was able to function as a
viable, relevant association for our members of
the future.
In previous years trading losses required AMA
Tasmania to address its fi nancial position. The
decision was made by the Branch Council of
the day to subdivide AMA House into two
sections and to sell the lower section of AMA
House for $200,000, a reasonable price at the
time as it was early into the property boom.
Letters were exchanged with Vaucluse
Gardens and AMA House was strata titled in
preparation for the sale. AMA House whilst
being a grand and statuesque building incurs
deliberation and negotiation the upper part of
AMA House has been sold to the purchaser
of the lower section. Strategy development,
governance and other major issues will be
the focus of a planning weekend for Branch
Councillors.
The major challenge this year will be to
restrict membership subscription increases
to a minimum while increasing membership
services. We will do this by developing non-
membership revenue streams to achieve
fi nancial stability for future years.
Divisions will be asked to contribute to policy
development in this an election year.
Federally, there are many areas of activity. There
is concern nationally about the capacity of
the Universities to provide the infrastructure
for quality medical undergraduate education
and for hospitals subsequently to absorb the
increased numbers of students and doctors in
training. Workforce planning will be high on
the agenda. In addition, workplace substitution
of doctors is also becoming another major
area of concern.
Letter To Members
R E : S A L E O F A M A H O U S E
signifi cant maintenance and running costs. The
building itself has issues associated with the
functionality of being a contemporary work
environment and given current Occupational
Health and Safety legislative requirements
has the potential to place AMA Tasmania as
landlords and employers at grave risk. AMA
Tasmania does not have the current funds
to meet these statutory requirements. With
the recent property boom the 2004 Branch
Council believed that there was an opportunity
to minimise the risks by selling the whole
property and optimise the fi nancial return for
members.
Branch Council felt that selling the lower level
compromised the value of the upper level
and, as such, without prejudice talks were
undertaken to ascertain the buyers interest
in the property as a whole. As a result an
offer was made by the purchaser to buy the
complete property at 2 Gore Street South
Hobart.
Branch Council has negotiated a lengthy
settlement time for the upper section
culminating in full payment by August 31st
2005 and the opportunity to remain in situ
rent free for up to nine months after that.
The issue of what is the appropriate asset for
the next 40 years and beyond will be discussed
at a Branch Council planning session in June.
A campaign to fi nd an appropriate new
premise for AMA Tasmania will then
commence in earnest. We are looking forward
to the challenge and to creating pathways for
future sustainability and growth.
News From AMA House
I would like to thank all of the members
who were able to take time out of their busy
schedules to attend the 2005 AGM. The new
function centre at Moorilla proved to be an
excellent venue and the luncheon superb.
During the closed session the fi re alarm
tripped and on returning to the building the
Health Minister, David Llewellyn, MHA opened
the proceedings. It was commented that
we must have been discussing a “hot topic”.
I would like to publically acknowledge the hard
work of Carmel in organising the AGM.
Professor Allan Carmichael and Mr John
Ramsay were keynote speakers on the practice
issues subject of the Medical School and
Department of Health and Human Services.
This was timely, as the Australian Medical
Council had just fi nished its accreditation
visit. A copy of the preliminary statement of
fi ndings of the AMC Accreditation Visit 16 - 20
May 2005 is available from AMA House.
For those members who could not make the
AGM I would like to explain the extraordinary
circumstances re the election for AMA
President. The presidential nominations from
Drs Aizen and Davis were accepted and
the election process commenced as per the
AMA’s Constitution. During the election
process it was brought to my attention that
the requisite three years had not elapsed
before Dr Davis was eligible for re-election
as President. Constitutional advice was that
Dr Davis’s nomination was therefore void.
Dr Davis, his proposer and seconder were
informed of the advice and it was agreed to
destroy the voting papers. All Branch Council
positions were elected unopposed.
Thank you to all members who replied to
the May Members Survey. The results have
been collated and tabled to Branch Council.
The report is “in confi dence” and it will be
a key input to the June planning meeting at
St Helens. When it is made public it will be
published on the web, until then interested
members may read a copy at AMA House.
Dr Stuart Day and his the TSMPS executive
have progressed the industrial issues for the
new Salaried Medical Practitioners Industrial
Agreement. Input from the Survey has been
included and adds weight to our negotiation
position.
Branch Council will be meeting in St Helens
in June. Dr Robyn Mason, Federal AMA
Secretary-General and Pam Burton, Legal
Advisor, will be in attendance. We hope to
meet socially with many members and doctors
from the East and North East. The outcome
of the St Helens planning meeting is to review
and plan the future direction of your AMA.
A report from the meeting will be published
in the next edition of TasTalk.
Finally I would like to congratulate the new
Branch Council on their appointment/election
and look forward to a busy and rewarding year.
The preliminary report of the AMC
Assessment Team, at the end of their
accreditation visit to the TSoM in May,
presents a very positive view of the
School, the current course and the new
curriculum.
I thank and congratulate TSoM staff, students
and other key stakeholders in all parts of the
State for their involvement in preparations for
the visit and for expressing their enthusiasm
and commitment to the School during their
meetings with the Assessment Team.
In particular, I thank the TSoM Executive
Committee, the Medical Education Unit
and past and present members of the New
Curriculum Working Group, Unit developers
and all those who have contributed to Working
and Task Groups.
While the fi nal report and recommendations of
the Medical School Accreditation Committee
and the AMC will not be known until later in
the year, the preliminary report presents a
very positive outlook for the School.
Curriculum
In the report, the Assessment Team
congratulated the TSoM on improvements
to the existing six year course and on the
development of an innovative fi ve year
course.
In particular, the Team commended the School
on:
• extensive consultation with academics,
clinicians, students and consumer reference
groups;
• a new curriculum model consistent with the
educational objectives of the course;
• the major role played by the Medical
Education Unit in developing the new
curriculum and its broad communication
strategy to all stakeholders;
• the use of contextual learning based in
a wide variety of community settings to
complement theoretical understandings;
• the prominence of behavioural and social
sciences and medical ethics in the new
course;
• the proposed assessment framework,
particularly the refl ective portfolio method,
considered to be “at the forefront of current
international pedagogy”;
• the use of true formative assessment in both
the existing and new courses;
• the inclusion of IT skills as an assessable
learning outcome in theme 5 of the new
curriculum;
• the joint appointment of Medical Education
Offi cers to integrate undergraduate and
junior doctor education;
• regular staff development programs to teach
case-based learning;
• the high rate of general practitioner
involvement in the teaching of medical
students.
The Team expressed some concerns, already
being addressed, including those relating to:
• the options in 2006 for current Year 1
students and the consequences of the
choices they need to make;
• criterion referencing and standard setting
for examinations in the early years of the
new course;
• opportunities for remediation in the new
course.
Resources
As expected, a major focus of the accreditation
review was on the resources needed to
introduce and maintain the new curriculum
and support the School’s future operation.
The Assessment Team was reassured to
ALLAN CARMICHAEL
Dean of the Faculty of Health Science and
Head of the Tasmanian School of Medicine
learn that both the University and the
Department of Health and Human Services
were comfortable with the fi ndings of the
Campus Consulting fi nal report on the review
of resources undertaken last year and were
confi dent that, between them, and other key
stakeholders, the resource requirements of
the School could be met.
The Team commended the University and
the DHHS on the joint Memorandum of
Commitment, signed by the Vice-Chancellor
and the Minister, recognising their respective
responsibilities for undergraduate medical
teaching in the public hospital sector.
Their continuing collaboration through the
Partners in Health agreement, and the creation
by the DHHS of 50 hospital staff specialist
positions, were regarded by the Team as very
positive developments.
Other Areas
The Assessment Team was impressed by:
• the signifi cant capital investments made to
update and expand the physical resources
and facilities at the Rural Clinical School in
Burnie, and the Launceston and Hobart
Clinical Schools;
• the co-location of the TSoM and the
Menzies Institute in Hobart, expected to be
completed by 2007, as a means of fostering
close research collaborations;
• the respective roles of two key stakeholder
groups - the Tasmanian School of Medicine
Advisory Committee (TaSMAC) and the
TSoM Resources Task Force.
The full preliminary report of the AMC
Assessment Team, called Preliminary Statement
of Findings, is available on the TSoM MEU
STUDENT
From the AMA
Student Representative
"... the AMA truly
values the opinions
of students ...we have
been given a valuable
opportunity to have
signifi cant input in
a highly infl uential
organization..."
Reports
Whilst thinking about my decision to run for
the position of AMA student representative,
I did some research about the AMA and the
role of the student representative. I learned
of the vital representation that the AMA
provides for doctors and doctors-in-training
on a vast range of health-related issues, which
not only affect medical professionals, but
impact on health care services for the entire
community. I also discovered that, for the fi rst
time, the student representative on Branch
Council of the Tasmanian AMA would have
full voting rights. It was really exciting to learn
of this development, as it shows that the AMA
truly values the opinions of students, and that
we have been given a valuable opportunity
Australian Medical Council Accreditation
The recent visit from the Australian Medical
Council was really benefi cial for us to voice
our opinions on the new curriculum and
indeed the current one. The entire team was
very receptive to our comments, and made an
effort to have us involved at every stage. With
positive comments being made by the team
on their departure, it looks promising that the
new course will be accepted. Thanks to all the
students involved who gave up their time away
from class to participate in the discussions.
Tasmania University Medical Students’
Society AGM
The TUMSS AGM was held on Friday the 6th
of May at the Clinical School. The evening
started off with two debates, the fi rst being
“that men should be gynaecologists and
women should be urologists” and the second
“that medical students are a danger to patient
health”. Big thanks to Drs. Leigh Dahlenburg
and Stewart Healy for their participation in
the second debate.
We then launched into the reports from
offi ce bearers and elections for the new
2005/2006 Executive. Several positions were
fi ercely contested and it was good to see that
to have signifi cant input in a highly infl uential
organization that we will become increasingly
involved with as our education and future
careers progress.
I really look forward to making the most of
this incredible opportunity and continuing the
fantastic work done by our out-going AMA
student rep, Katie Maver, in increasing student
input and participation with the Tasmanian
Branch of the AMA. Huge thanks must go to
Katie who has been tremendously helpful and
supportive during the hand-over period!
Lily Samedani
AMA STUDENT REPRESENTATIVE
students were given a choice as to who they
have representing them. Congratulations to
the newly elected committee, and thank you
to the outgoing one for all their hard work
and dedication.
The evening concluded with several changes
to our Constitution, which elicited heated
debate from the audience. One of the major
changes voted in was a restructuring of the
society’s Executive and Committee. This will
see further student involvement and a more
streamlined approach to our administration.
Proposed Clinical School Input
Several weeks ago we were invited to provide
student input into the new clinical school
building plans and their development. We are
extremely grateful for this opportunity and
feel that we can make a valuable contribution
to benefi t all students studying at the Sandy
Bay Medical Sciences Building along with
those at the current and proposed Clinical
Schools. Thank you to Nudgie Dharmadasa
and Golsa Adabi who will be joining me on
these working groups.
RHH PARKING
The following information
regarding Parking changes at
Royal Hobart Hospital is
courtesy of Ms Michelle de
Quincey, RHH Executive
Project Manager, Department
of Emergency Medicine -
Redevelopment Stage III
I write to inform you of the planned closure
of the Liverpool Street forecourt and front
entrance of the Royal Hobart Hospital and
alternative parking arrangements for visiting
medical practitioners and senior staff specialists
during business hours and those ‘on-call’
after hours.
As you are aware the Royal Hobart Hospital is
about to embark on a very substantial project
and one that will benefi t the Tasmanian
community’s future needs, and greatly
enhance the facilities for both our patients and
our staff.
The planned closure of the Royal Hobart
Hospital Liverpool Street forecourt and
front entrance to the Hospital is required
for the construction of the new Department
of Emergency Medicine - Redevelopment
Stage III.
Currently the “Front Circle”, Liverpool Street,
provides 44 car spaces all of which are
constantly in high demand from a number of
competing Hospital staff (31) and non-hospital
staff/various purposes, including ambulance,
emergency vehicles, disabled, patient pick-up
and drop-off (13).
Based on the necessity to close the Liverpool
Street forecourt for construction works and
the future plans of the area, the Hospital
undertook a usage survey of parking and
associated requirements for both the shortterm
and long-term.
The Hospital’s current and future demands
requires management to implement a number
of alternate options for its staff, patients and
operational needs. These changes will be
effective from the time of closure of the
forecourt area and will be ongoing.
During the period of construction the Argyle
Street entrance will replace the Liverpool
Street entrance as the main entrance to the
Hospital. For this purpose substantial enabling
works have been commenced to provide
for disabled parking and patient pick-up and
drop-off areas for both Argyle and Campbell
Street entrances.
To facilitate the closure of the forecourt, as
well as manage the clinical need to provide
car spaces for the Hospital’s Visiting Medical
Practitioners, Senior Staff Specialists, ‘On-Call
After Hours
Nursing staff and various Allied Health
Professionals, etc., the following arrangements
will be effective from 1 June 2005 and
ongoing:
– The ‘Reserved’ car spaces in the RHH
forecourt - will be closed.
– All previously issued RHH Car Park Permits
will no longer be valid and the Hospital will
not be issuing any ‘Non- RHH Staff Parking
Permits’.
– RHH Visiting Medical Practitioners will be
provided access to the under B Block for
short-term secure parking both in and after
hours. (Should this facility be full the VMPs
will be provided parking in the Market Place
Car Park facility.
– All VMPs will require security access to the
RHH B Block car spaces and C Block After
Hours. Entry to the Hospital from the B
Block car spaces will be via the back of C
Block (their RHH ID tag will be required
to access both the B Block car spaces and
Hospital).
– Staff Specialists will be provided access to
secure parking in the Market Place Car
Park. Entry to the Hospital will be via the
Argyle Street entrance H Block (An RHH
Parking tag will be required for access to
the Market Place car park and RHH ID tag
will be required to access the Hospital).
– All other ‘Rostered On-call After Hours’
staff will have secure access parking in the
Market Place Car Park and only may access
the Market Place Car Park, when called in as
follows:
1. Monday to Friday - any time after
6pm weekdays
2. Saturday, Sundays and Public Holidays
- any time 24 hours.
Staff called in, must:
1. on arrival - collect a ticket on arrival at
the gate
2. keep the parking ticket with them
3. on exit - hand the parking ticket to the
car park attendant, present their RHH
ID tag and provide their full name and
vehicle registration
– RHH ‘Rostered On-Call’ staff car spaces are
available on the lower Floors.
– ‘Rostered On-Call’ access parking in the
Market Place Car Park is not to be used
for any other purpose, other than for
Hospital use only. RHH Hospital ID is not
transferable, and may not be used by friends,
family members, etc.
– Each month the Hospital will receive a
copy of the ‘After-hours Access Register’ for
validation. Any staff found to have abused the
system, for personal rather than for hospital
business, will loose parking privileges.
– To best accommodate all RHH ‘On-Call’
offi cers/personnel, specifi c car spaces will
not be allocated to individual persons, but
will be available for those ‘On-call’ staff and
only while ‘On-call’.
– All validated ‘On -call’ after hours parking at
the Market Place Car Park will be paid for
by the Hospital.
– All ‘On-Call’ offi cers/personnel accessing
privileged parking at the Market Place
Car Park, will not be permitted to use the
facility for any other purpose, other than for
Hospital ‘On -call’ after hours use only.
– For access and security, staff will need to
wear their RHH ID tags at all times (as is
the current practice in accordance with
Hospital Policy).
The safety and security of its staff is and will
continue to remain a priority for the Royal
Hobart Hospital. It is with this as a priority
the Hospital has sought to contract the
Market Place Car Park for the provision
of secure parking. The facility offers close
proximity parking to the Hospital. The short
distance from the Car Park to the Hospital
is fully serviced by security cameras, is well
lit, and is ideally located to the Argyle Street
Entrance of the Hospital.
Family Doctor
Week 2005
Family Doctor Week (FDW) is an annual AMA event
designed to raise the profi le of general practice in Australia.
The 13th annual FDW runs from 17-23 July 2005.
The slogan for FDW this year is “GPs are Lifesavers”. Under this slogan,
the AMA will promote the importance of general practice in our
communities and how central GPs are to the health and well being
of Australians. This year we particularly want to highlight the high level
of skills GPs hold and remind the public that general practitioners are
specialists who are key to their long-term health and well being.
The second aim is to encourage students to consider general practice
as a career option. The poster and resource material created this year
will focus on the youth and diversity of general practice. It will outline
the challenging role of a general practitioner, which includes caring for a
diverse range of patient problems from simple to chronic and complex
illnesses.
FDW 2005 is proudly supported by American Express.
Elections were held at the AMA National
Conference in Darwin for the positions of
Vice President, Chairman of Council, and
Treasurer of the Federal AMA.
Victorian GP and former Vice President,
Dr Mukesh Haikerwal, was the only
nomination for President when nominations
closed on 13 May. He offi cially takes over as
Federal AMA President from May 28th 2005.
Dr Haikerwal, who runs a busy general
practice in Melbourne’s western suburbs,
has been on the AMA Federal Council since
Following this morning’s elections, the new
Local and national activities will be held throughout Australia during
the week, ranging from stalls providing information to the public to a
National Press Club Address by the AMA President.
GPs and GP organisations around Australia will be sent FDW posters
for distribution and display.
Media campaigns are planned for every day of FDW and these will
cover a range of issues.
at Sydney West Mental Health Service and
as a visiting medical offi cer at the North
Coast Area Health Service and South West
Sydney Area Health Service.
A former AMA NSW President, Dr Yong
has been on the Federal AMA Executive
Council since 2002 and has most recently
been Chair of the Public Health Committee
and the Youth Health Committee.
been returned as Chairman of AMA Federal
Council, a position she has held since 2003.
Dr Wainwright is in private specialist practice
and is Visiting Senior Specialist at the Royal
Brisbane Hospital in Internal Medicine. She is
AMSA
MR DROR MAOR
Helping Hand
lends a helping hand
Having already been at the helm of AMSA
for 6 months I still continue to be amazed
by how a student organisation where all its
executive, council and members are full time
university students can impact on peoples
lives in the way that it does . We have tackled
many issues this year, from our policies about
Rural Health to addressing workforce issues
and training standards. The issues have been
many and varied but there has never been
such an important time as this to make our
presence felt.
Just as important is the impetus on our public
health campaign. We all know AMSA has
become known for its ability to lobby and fi ght
for the rights of medical students whilst also
organising conventions for medical students.
However, we also believe that we as privileged
students have a duty to help the community;
both nationally and internationally. From our
involvement in public health initiatives through
the International Federation of Medical
Students’ Association (IFMSA) to our local
running of public health projects, things just
seem to get busier and busier.
One such project is the AMSA/ Red Cross
Blood Drive. AMSA has a major role in the
public health arena. It is a national blood donor
drive to get medical students as well as the
greater community involved in donating blood.
With blood shortages occurring Australia wide
now more then ever the success of this project
is crucial. The campaign will be run throughout
the month of August and will involve all 15
medical schools in Australia, targeting not only
the 10 000 student members of AMSA, but
also countless more friends and family as well
as staff of the faculties and alumni.
This project is appropriately themed, “Let
it Flow”. Not only do we expect blood
donations, but for us to take pride in our
culture of generosity and care for one another.
As a group who will be needing these blood
products to save the lives of our patients
we believe strongly in the Blood Drive as it
promotes a message to the greater community
that donations are vital to sustaining the lives
of those who are in need.
It will be launched in Sydney at the AMSA
National Convention, a week of academic and
social activities, at the beginning of July. This is
with the aid of the Red Cross CEO, the AMA
Federal President, AMSA President and other
dignitaries. There will also be over 700 medical
students present.
A second initiative and one that has its birth
in 2005 is called the “AMSA Developing
World Conference”. AMSA and all of
its members believe in the health of the
developing countries. It is no coincidence that
this conference has already been booked out
with months to go. We are trying to address
the signifi cant disparities in health that exist
between the have and the have nots in the
world, not only from a distance but more
importantly with action.
AMSA is proud of what it has been able to
achieve thus far but in no way are we willing
to rest on our laurels. This year is about taking
up the challenge and knowing that we have
to secure the future of Australia’s medical
students. At the same time, AMSA and all
medical students have a role to play as future
leaders in the community by lending a helping
hand in times of great need.
