terrorism court on 

Monday declared MQM 

founder Altaf Hussain 

absconder in a case that 

was filed against him for 

inciting violence on 

August 22 last year. 

The ATC conducted 

hearing of five cases 

relating to events of 

August 22 of which two 

were lodged at the 

Artillery Maidan Police 

Station. The court also 

issue nonbailable arrest 

warrants for MQM- 

Pakistan leaders Farooq 

Sattar and Amir Khan. 

The MQM virtually

launched 200 new air-conditioned 

public buses on 

feeder routes for the Lahore 

Metro Bus routes. The 

feeder bus service will connect 

the rest of the city with 

the 27-km-corridor of the 

Metro Bus. 

As per details, there will 

be 14 routes (129 Km of 

route length) and the bus 

will arrive after every 10 

minutes. There will be 

automatic fare collection 

system.

kill an oppressed Shi'ite Muslim minority. Islamabad can 

follow up with a later advocating of a termination of militarist 

adventures. Briefly, Pakistan, which has among 

largest Shi'ite populations in the world, can let this helpless 

Muslim minority be killed like they were in centuries 

past, or make a decision to save it from denial of basic 

human rights and stop centuries old inhuman discrimination 

and persecution of all kinds. 

REVIEW of history of performance of Pakistani governments 

have led researchers towards that constant historical 

problem faced by state leaders, institutions, officials 

and law enforcing agencies, who sometimes spoke 

and did right, and sometimes spoke and did wrong. There 

was not any clear cut policy that actions could otherwise 

prove to be true. 

EXAMPLE: Rulers and leaders of both Islamabad and 

provincial governments were accusing each other with 

grave charges of supporting terrorism against Muslim 

Shiite community. However, neither side, even though 

daring each other to do so, was taking signficiant proper 

action and were not punishing self proclaimed killers in all

Nations can change state policies 

like slavery under big powers

Masters turned slaves, after 1857, Muslims 

of sub-continent persevered to secure their 

socio-economic and political rights in the 

region. The struggle was not about securing the lost 

political rule and communal glory in the area but it 

was about the survival of the community; of a 

nation, in fact. Acquisition of modern education 

provided Muslims a sound political base and wellequipped 

leadership required for the political struggle. 

It would be no exaggeration to emphasize that 

Muslims drew their strength from the modern education 

during British rule in United India, a strong 

historical lesson that remains un-learnt in the modern 

times. Muslims never chased partition till 1939; 

it was the consistent failure of British authorities 

that the demand for Pakistan erupted as they failed 

to provide the socio-economic and political rights to 

Muslim majorities in sub-continent. It was the consistent 

failure of the political parties to finalize an 

acceptable agreement on the constitution for ensuring 

the rights of the Muslims in British India that 

strengthened the demand for Pakistan. It was the 

tyrant attitude of the Congress during their ministries 

(1937 to 1939) that forced Muslim political 

leaders to work on the political idea of a separate 

state. Issue, thus, was of rights: Socio-economic and 

political. 

The role of Islam in promoting a sense of Muslim 

Nationalism in pre-independence era and its mobilizatory 

appeal during the Pakistan movement had 

produced conflicting interpretations of its relevance 

to the establishment of Pakistan. Jinnah maintained 

that Islam as a religion was a complete socio-cultural, 

political and economic manifesto that gave 

those decades of freedom ever since Pakistan came into 

existence. 

ZARB-E-AZB operation, which Pakistan Army 

launched launched despite dislike of some rulers, did 

reduce and ended terrorism to a great extent that was not 

expected anytime soon, but a large number of civilians 

were made homeless and suffered, though rehabilitated by 

the army. If media is any indication, the operation marked 

a respite in anti-Shia terrorism. However, before any operation, 

precautions to avoid innocent casualties and displacements 

can be made and any fresh start of sectarian 

violence and killings can be ascertained. That is nearer to 

ideal, though it may not be realistic to expect any miraculous 

results or creation of a superhuman situation. 

WARS led and waged by SaudiArabia and many of its 

alliedArab countries in the Mideast may subdue Shi'ites in 

their victimized and invaded countries. Majority of 

extremists have a usual "wait and see" attitude before 

deciding for taking any action. However, its follow ups in 

ways and methods similar to the outcome and results of 

those majority Muslim states' wars against minority of 

Muslim states. PEACE in practice without persecution of 

minorities and a guarantee for protection of their human 

rights as can be observed in practice after those wars on 

Shi'ites ended may have more favorable impact for betterment 

of that Muslim minority. 

KILLINGS of Shi'ites after those wars are over may 

also trigger a worldwide killing against that minority sect 

in Islam. That post-war negative or positive impact after 

peace or end of war with more killings may determine the 

fate of Shi'ites in at least other Muslim majority countries 

with a long history of persecution of minorities. Under one 

or the other of these desirable as well as undesirable consequences, 

including undeclared anti-social behavior and 

uncivilized killings after peace, Muslim rulers must take 

precautionary and protective measures to ensure human 

equality and just rights for all sects in Islam. 

PAKISTAN can change its policy and play its positive 

role, but not as usual in verbal terms only, but in practice 

too: It can save all Muslim sects and strive to ensure their 

rights in Islam to the extent it can. Aside governments, 

nations can also make their rulers change a disgraceful and 

defaming policy and action towards one of human values 

and noble principles as ensured in Islam. 

OPINION 

INDEPENDENCE: A FORGOTTEN TALE 

Muslims a distinctive political stature. Islam, during 

the struggle for independence, served the purpose of 

a necessary force, required for the political mobilization 

of the masses and uniting them under one 

platform; and it served the purpose very well. 

After independence in 1947, Islam alone could 

not foster solidarity. As the political environment 

changed, the central dynamics also changed, requiring 

a utilitarian approach to strengthen the bonds of 

a political community. That was something phenomenal 

in the history of Pakistan. In its infancy the 

state was pressed to address the issue of rights for 

which the down trodden masses of united India sacrificed 

almost everything. The message was loud 

and clear: economic disparity, denial of political 

power and super imposition of new forms of cultural 

or ideological identity foment ethnic nationalism. 

A new polarization along the center-province lines 

emerged. The issue was of rights and fair share of 

powers in state affairs and not of religion; in fact, it 

never was. The separation of former East Pakistan 

aptly proves that faith and political interests are two 

different matters. The material interests of a regional 

group are significant and can never be suppressed. 

Unfortunately, the lessons remained un-learnt 

and issues un-addressed. Denial of rights resulted in 

damaging conflicts. Peace remained a dream. 

Enemies took advantage. Pakistan was forced to 

become a security state. The situation still continues. 

Establishment of Peace is the pre-requisite for 

human development while conflict and confrontation 

are exact opposite of it. It is high time that the 

attitudes witness change. It is time that we, as a 

nation, evolve. It is mandatory that the lessons be 

learnt. Mandatory, it is...

Mr. Jamali is the resident 

of district Badin, Sindh 

Province and he was working 

on the field when rebels 

from Riek Macchar Group 

kidnapped him on gun 

point. Mr. Ayaz Jamali was 

graduated from Mehran 

University of Engineering 

Jamshoro in 2014 and he 

joined the same company in 

September 2014. 

His Brother Mr. Babar 

Jamali who is also working 

in the same company told 

media that the situation in 

south Sudan is getting 

worst due to conflict 

between pro-Government 

and anti-Government

wanted her to leave

As many as four people 

including two shopkeepers 

were allegedly gunned 

down in a firing incident 

in crowded bazaar of 

Nowshera. 

Sources said that four 

unidentified suspects 

opened indiscriminate firing 

in Spain bazaar, area 

of Charat, Nowshera and 

later managed to escape 

from the scene. As a 

result of firing , four people 

died on the spot. 

Among them two were 

local shopkeepers who 

were identified as Sir Taj 

and Lal Said . 

Police claimed that the 

incident is the result of an 

old enmity. 

The bodies were shifted 

to local hospital for 

medico-legal formalities. 

Police have registered

He said the fiscal deficit 

reduced significantly in 

2013-14 and recorded at 5.5 

per cent of GDP (lower than 

its budgeted target of 6.6 per 

cent) and recorded at 5.3 per 

cent of GDP in 2014-15. 

He said the fiscal deficit 

reduced further at 4.6 per 

cent of GDP during 2015-16 

supplemented by enhanced 

revenue mobilization and 

rationalization of non-development 

expenditure. He said 

the government has set 3.8 

per cent fiscal deficit target 

for the current year 2016-17 

which would be further 

brought down to 3.5 per cent 

of GDP by 2018-19.

CDNS achieves 

Rs 161 bln 

upto March 8 


Central Directorate of 

National Savings (CDNS) 

has achieved Rs 161 billion 

savings till last week of third 

quarter of current fiscal year, 

from July 1 to March 8, 

2016-17. 

The target for the year 

2016-17 was Rs 228 billion, 

while the directorate managed 

to achieve Rs 218 billion 

for the previous fiscal 

year, a CDNS official 

Monday said. 

He said the CDNS had 

notified upward revision in 

the profit rates for various 

saving certificates to benefit 

its investors especially the 

widow and pensioners, 

which had been applicable 

from February 1, 2017. 

“The instant revision was 

made in the backdrop of current 

market scenario and in 

accordance with the government’s 

policy to provide 

market based competitive 

rate of return to the investors 

of National Savings”, he 

said. He said as per notification 

issued by the federal 

government, the new rates 

for Defense Savings 

Certificate, Special Saving 

Certificate and Account, 

Regular Income Certificate 

and Savings Accounts had 

been revised upward at an 

average of 7.54 percent, 6.03 

percent, 6.54 percent and 

3.95 percent respectively. 

The official said the profit 

rate of return for specialized 

savings schemes like 

Bahbood Savings 

Certificates and Pensioners’ 

Benefit Account had also 

been revised up and fixed at 

9.36 percent to provide safety 

net to specialized segments 

of the society.
