CROSS roads for Pakistan: To do Mideast, big powers’<br />

kill an oppressed Shi'ite Muslim minority. Islamabad can<br />

was not any clear cut policy that actions could otherwise<br />

prove to be true.<br />

EXAMPLE: Rulers and leaders of both Islamabad and<br />

provincial governments were accusing each other with<br />

grave charges of supporting terrorism against Muslim<br />

Shiite community. However, neither side, even though<br />

daring each other to do so, was taking signficiant proper<br />

action and were not punishing self proclaimed killers in all<br />

Masters turned slaves, after 1857, Muslims<br />

of sub-continent persevered to secure their<br />

socio-economic and political rights in the<br />

region. The struggle was not about securing the lost<br />

political rule and communal glory in the area but it<br />

was about the survival of the community; of a<br />

nation, in fact. Acquisition of modern education<br />

provided Muslims a sound political base and wellequipped<br />

leadership required for the political struggle.<br />

It would be no exaggeration to emphasize that<br />

Muslims drew their strength from the modern education<br />

during British rule in United India, a strong<br />

historical lesson that remains un-learnt in the modern<br />

times. Muslims never chased partition till 1939;<br />

it was the consistent failure of British authorities<br />

that the demand for Pakistan erupted as they failed<br />

to provide the socio-economic and political rights to<br />

Muslim majorities in sub-continent. It was the consistent<br />

failure of the political parties to finalize an<br />

acceptable agreement on the constitution for ensuring<br />

the rights of the Muslims in British India that<br />

strengthened the demand for Pakistan. It was the<br />

tyrant attitude of the Congress during their ministries<br />

(1937 to 1939) that forced Muslim political<br />

leaders to work on the political idea of a separate<br />

state. Issue, thus, was of rights: Socio-economic and<br />

political.<br />

The role of Islam in promoting a sense of Muslim<br />

Nationalism in pre-independence era and its mobilizatory<br />

appeal during the Pakistan movement had<br />

produced conflicting interpretations of its relevance<br />

to the establishment of Pakistan. Jinnah maintained<br />

that Islam as a religion was a complete socio-cultural,<br />

political and economic manifesto that gave<br />

those decades of freedom ever since Pakistan came into<br />

existence.<br />

ZARB-E-AZB operation, which Pakistan Army<br />

launched launched despite dislike of some rulers, did<br />

reduce and ended terrorism to a great extent that was not<br />

expected anytime soon, but a large number of civilians<br />

were made homeless and suffered, though rehabilitated by<br />

the army. If media is any indication, the operation marked<br />

a respite in anti-Shia terrorism. However, before any operation,<br />

precautions to avoid innocent casualties and displacements<br />

can be made and any fresh start of sectarian<br />

violence and killings can be ascertained. That is nearer to<br />

ideal, though it may not be realistic to expect any miraculous<br />

results or creation of a superhuman situation.<br />

WARS led and waged by SaudiArabia and many of its<br />

alliedArab countries in the Mideast may subdue Shi'ites in<br />

their victimized and invaded countries. Majority of<br />

extremists have a usual "wait and see" attitude before<br />

deciding for taking any action. However, its follow ups in<br />

ways and methods similar to the outcome and results of<br />

those majority Muslim states' wars against minority of<br />

Muslim states. PEACE in practice without persecution of<br />

minorities and a guarantee for protection of their human<br />

rights as can be observed in practice after those wars on<br />

Shi'ites ended may have more favorable impact for betterment<br />

of that Muslim minority.<br />

KILLINGS of Shi'ites after those wars are over may<br />

also trigger a worldwide killing against that minority sect<br />

in Islam. That post-war negative or positive impact after<br />

peace or end of war with more killings may determine the<br />

fate of Shi'ites in at least other Muslim majority countries<br />

with a long history of persecution of minorities. Under one<br />

or the other of these desirable as well as undesirable consequences,<br />

including undeclared anti-social behavior and<br />

uncivilized killings after peace, Muslim rulers must take<br />

precautionary and protective measures to ensure human<br />

equality and just rights for all sects in Islam.<br />

PAKISTAN can change its policy and play its positive<br />

role, but not as usual in verbal terms only, but in practice<br />

too: It can save all Muslim sects and strive to ensure their<br />

rights in Islam to the extent it can. Aside governments,<br />

nations can also make their rulers change a disgraceful and<br />

defaming policy and action towards one of human values<br />

and noble principles as ensured in Islam.<br />

OPINION<br />

INDEPENDENCE: A FORGOTTEN TALE<br />

Muslims a distinctive political stature. Islam, during<br />

the struggle for independence, served the purpose of<br />

a necessary force, required for the political mobilization<br />

of the masses and uniting them under one<br />

platform; and it served the purpose very well.<br />

After independence in 1947, Islam alone could<br />

not foster solidarity. As the political environment<br />

changed, the central dynamics also changed, requiring<br />

a utilitarian approach to strengthen the bonds of<br />

a political community. That was something phenomenal<br />

in the history of Pakistan. In its infancy the<br />

state was pressed to address the issue of rights for<br />

which the down trodden masses of united India sacrificed<br />

almost everything. The message was loud<br />

and clear: economic disparity, denial of political<br />

power and super imposition of new forms of cultural<br />

or ideological identity foment ethnic nationalism.<br />

A new polarization along the center-province lines<br />

emerged. The issue was of rights and fair share of<br />

powers in state affairs and not of religion; in fact, it<br />

never was. The separation of former East Pakistan<br />

aptly proves that faith and political interests are two<br />

different matters. The material interests of a regional<br />

group are significant and can never be suppressed.<br />

Unfortunately, the lessons remained un-learnt<br />

and issues un-addressed. Denial of rights resulted in<br />

damaging conflicts. Peace remained a dream.<br />

Enemies took advantage. Pakistan was forced to<br />

become a security state. The situation still continues.<br />

Establishment of Peace is the pre-requisite for<br />

human development while conflict and confrontation<br />

are exact opposite of it. It is high time that the<br />

attitudes witness change. It is time that we, as a<br />

nation, evolve. It is mandatory that the lessons be<br />

learnt. Mandatory, it is...<br />

efficiency of intermediary<br />

function performed by<br />

banks, and addressing the<br />

limitations encountered by<br />

banks in effectively performing<br />

their intermediary branchless<br />

function. Governor, SBP<br />

advised banks to take steps,<br />

which interalia included the<br />

following items: All banks<br />

to prepare at least three<br />

years business plan to<br />

strengthen their presence in<br />

Baluchistan; take concrete<br />

steps to increase number of<br />

branchless banking agents,<br />

assuming the office.<br />

He said the fiscal deficit<br />

reduced significantly in<br />

2013-14 and recorded at 5.5<br />

per cent of GDP (lower than<br />

its budgeted target of 6.6 per<br />

cent) and recorded at 5.3 per<br />

cent of GDP in 2014-15.<br />

He said the fiscal deficit<br />

reduced further at 4.6 per<br />

cent of GDP during 2015-16<br />

supplemented by enhanced<br />

revenue mobilization and<br />

rationalization of non-development<br />

expenditure. He said<br />

the government has set 3.8<br />

per cent fiscal deficit target<br />

for the current year 2016-17<br />

which would be further<br />

brought down to 3.5 per cent<br />

of GDP by 2018-19.<br />

He said by increasing<br />

banking<br />

accounts and ATMs in the<br />

province; open branches in<br />

underserved districts of the<br />

province; increase the<br />

financing, particularly, in<br />

the concessional finance<br />

schemes of SBP/GoP, and,<br />

maintain continued focus<br />

on AML/CFT risks.<br />

The aforementioned<br />

domestic revenues, the<br />

dependence on loans was<br />

reduced as the fiscal gap was<br />

narrowed. In that context,<br />

domestic resource mobilization<br />

strategy helped in<br />

achieving higher revenue<br />

growth and tax-GDP ratio in<br />

recent years.<br />

He said the FBR’s tax<br />

revenues had increased significantly<br />

during the last<br />

three fiscal years. In 2012-<br />

13, the revenue collection<br />

was Rs 1,946 billion which<br />

had increased to Rs 3,112<br />

billion in 2015-16, registering<br />

an overall growth of<br />

around 60 per cent. The taxto-GDP<br />

below 9.8 per cent of GDP<br />

in 2012-13 had increased to<br />

FIA puts alleged spot-fixers on ECL<br />
