ISLAMABAD –– LAHORE –– RAWALPINDI –– KARACHI
CHANGES were made by some governments as
demanded via protests and demonstrations by
their nations who instituted gradual as well as
drastic changes in their governments' wrong policies like
slavery under big powers.
MIDEAST situation resembles a ball of fire raging in
some parts of a number of Muslim countries at war against
each other. That confronts Pakistan with a critical diplomatic
problem to find a solution that could be acceptable
at home as well as abroad.
NUCLEAR power Pakistan, the only one in the
Muslim world, can have a considerable influence on
friends and foes alike within and outside the country to
change its own direction from such negative and defaming
stance and move towards freedom and independence
by reducing and ending an internationally induced slavery
to big powers and their Mideast satellites where rules and
principles think nothing of any diplomatic or military solutions
being right or wrong.
CROSS roads for Pakistan: To do Mideast, big powers’
bidding and, for instance, play its significant role in
abstaining from support to oppressor Muslim majority
leaders' wars under centuries old enmity that continues to
kill an oppressed Shi'ite Muslim minority. Islamabad can
follow up with a later advocating of a termination of militarist
adventures. Briefly, Pakistan, which has among
largest Shi'ite populations in the world, can let this helpless
Muslim minority be killed like they were in centuries
past, or make a decision to save it from denial of basic
human rights and stop centuries old inhuman discrimination
and persecution of all kinds.
REVIEW of history of performance of Pakistani governments
have led researchers towards that constant historical
problem faced by state leaders, institutions, officials
and law enforcing agencies, who sometimes spoke
and did right, and sometimes spoke and did wrong. There
was not any clear cut policy that actions could otherwise
EXAMPLE: Rulers and leaders of both Islamabad and
Nations can change state policies
like slavery under big powers
Shehryar Memon
Masters turned slaves, after 1857, Muslims
of sub-continent persevered to secure their
socio-economic and political rights in the
region. The struggle was not about securing the lost
political rule and communal glory in the area but it
was about the survival of the community; of a
nation, in fact. Acquisition of modern education
provided Muslims a sound political base and wellequipped
leadership required for the political struggle.
It would be no exaggeration to emphasize that
Muslims drew their strength from the modern education
during British rule in United India, a strong
historical lesson that remains un-learnt in the modern
times. Muslims never chased partition till 1939;
it was the consistent failure of British authorities
that the demand for Pakistan erupted as they failed
to provide the socio-economic and political rights to
Muslim majorities in sub-continent. It was the consistent
failure of the political parties to finalize an
acceptable agreement on the constitution for ensuring
the rights of the Muslims in British India that
strengthened the demand for Pakistan. It was the
tyrant attitude of the Congress during their ministries
(1937 to 1939) that forced Muslim political
leaders to work on the political idea of a separate
state. Issue, thus, was of rights: Socio-economic and
political.
The role of Islam in promoting a sense of Muslim
Nationalism in pre-independence era and its mobilizatory
appeal during the Pakistan movement had
produced conflicting interpretations of its relevance
to the establishment of Pakistan. Jinnah maintained
that Islam as a religion was a complete socio-cultural,
political and economic manifesto that gave
those decades of freedom ever since Pakistan came into
existence.
ZARB-E-AZB operation, which Pakistan Army
launched launched despite dislike of some rulers, did
reduce and ended terrorism to a great extent that was not
expected anytime soon, but a large number of civilians
were made homeless and suffered, though rehabilitated by
the army. If media is any indication, the operation marked
a respite in anti-Shia terrorism. However, before any operation,
precautions to avoid innocent casualties and displacements
can be made and any fresh start of sectarian
violence and killings can be ascertained. That is nearer to
ideal, though it may not be realistic to expect any miraculous
results or creation of a superhuman situation.
WARS led and waged by SaudiArabia and many of its
alliedArab countries in the Mideast may subdue Shi'ites in
their victimized and invaded countries. Majority of
extremists have a usual "wait and see" attitude before
deciding for taking any action. However, its follow ups in
ways and methods similar to the outcome and results of
those majority Muslim states' wars against minority of
Muslim states. PEACE in practice without persecution of
minorities and a guarantee for protection of their human
rights as can be observed in practice after those wars on
Shi'ites ended may have more favorable impact for betterment
of that Muslim minority.
KILLINGS of Shi'ites after those wars are over may
also trigger a worldwide killing against that minority sect
in Islam. That post-war negative or positive impact after
peace or end of war with more killings may determine the
fate of Shi'ites in at least other Muslim majority countries
with a long history of persecution of minorities. Under one
or the other of these desirable as well as undesirable consequences,
including undeclared anti-social behavior and
uncivilized killings after peace, Muslim rulers must take
precautionary and protective measures to ensure human
equality and just rights for all sects in Islam.
PAKISTAN can change its policy and play its positive
role, but not as usual in verbal terms only, but in practice
too: It can save all Muslim sects and strive to ensure their
rights in Islam to the extent it can. Aside governments,
nations can also make their rulers change a disgraceful and
defaming policy and action towards one of human values
and noble principles as ensured in Islam.
OPINION
INDEPENDENCE: A FORGOTTEN TALE
Muslims a distinctive political stature. Islam, during
the struggle for independence, served the purpose of
a necessary force, required for the political mobilization
of the masses and uniting them under one
platform; and it served the purpose very well.
After independence in 1947, Islam alone could
not foster solidarity. As the political environment
changed, the central dynamics also changed, requiring
a utilitarian approach to strengthen the bonds of
a political community. That was something phenomenal
in the history of Pakistan. In its infancy the
state was pressed to address the issue of rights for
which the down trodden masses of united India sacrificed
almost everything. The message was loud
and clear: economic disparity, denial of political
power and super imposition of new forms of cultural
or ideological identity foment ethnic nationalism.
A new polarization along the center-province lines
emerged. The issue was of rights and fair share of
powers in state affairs and not of religion; in fact, it
never was. The separation of former East Pakistan
aptly proves that faith and political interests are two
different matters. The material interests of a regional
group are significant and can never be suppressed.
Unfortunately, the lessons remained un-learnt
and issues un-addressed. Denial of rights resulted in
damaging conflicts. Peace remained a dream.
Enemies took advantage. Pakistan was forced to
become a security state. The situation still continues.
Establishment of Peace is the pre-requisite for
human development while conflict and confrontation
are exact opposite of it. It is high time that the
attitudes witness change. It is time that we, as a
nation, evolve. It is mandatory that the lessons be
learnt. Mandatory, it is...
Monday due to a bomb
alert with police
deployed to search for
explosives, a judicial
source and a Reuters
journalist at the scene
said.
"The security forces
have been ordered to
search the building for
explosives and it could
take a large part of the
day," one police source
added.
The alert followed an
anonymous telephone
call, the source said.
The financial prosecutor's
office has been at
the center of a number of
high-profile cases in
recent weeks, including
investigations into allegations
of financial
wrongdoing by leading
presidential
SEOUL, Mar 20: A South
Korean analyst said the test
was an ominous development.
"This was a comprehensive
test for the firststage
rocket for an ICBM,
and that is why it was dangerous,"
said Kim Dongyub,
an analyst at Seoul's
Institute for Far Eastern
Studies.
"It appears that North
Korea has worked out much
of its development of the
first-stage rocket booster."
North Korea has conducted
five nuclear tests and
a series of missile launches
in defiance of U.N. sanctions,
and is believed by
experts and government
officials to be working to
develop nuclear-warhead
missiles that could reach the
Affairs Department, told
a briefing that both countries
had agreed to step
up free trade talks.
"Personally I am very
confident and optimistic
about the future of this
free trade agreement,"
Deng said.
He added that Li had
said China does not have its
own interests on the
Palestinian issue and would
like to see the issue properly
solved at an early date in
line with United Nations
resolutions and the international
consensus.
Chinese envoys occasionally
visit Israel and the
Palestinian Territories, but
Chinese efforts to mediate
or play a role in that longstanding
dispute have never
amounted to much.
China also has traditionally
had a good relationship
with the Palestinians.
Turkey detains more
than 2,000 people over
militant, coup links:
interior ministry
AANKARA, Mar 20:
Turkish authorities
detained more than 2,000
people over the last week
for suspected links to militant
groups or last year's
failed coup attempt, the
interior ministry said on
Monday.
Turkey, which faces
multiple security threats,
including the outlawed
Kurdistan Workers Party
(PKK) and the Islamic
State militant group, has
also widened a crackdown
on alleged supporters of
the July coup attempt.
In a statement, the interior
ministry said 2,063
people had been detained
for questioning in the past
week.
A total of 999 of those
were suspected of links to
the autonomy-seeking
PKK, which has carried
out a three-decade insurgency
against the government
and is considered a
terrorist organization by
the United States, Turkey
and Europe.
Another 966 were
detained for suspected ties
to the U.S.-based Muslim
cleric Fethullah Gulen,
whom Ankara blames for
orchestrating an attempted
coup in July. Gulen denies
any involvement and has
condemned the coup.
"Beauty and the Beast,"
a towering $170 million
debut this weekend, setting
a new record for a March
the Mouse House's status
as the dominant player in
the film business. No other
TAIPEI, Mar 20: Taiwan's
government, worried about
being used as a pawn by
China and the United
States, said on Monday the
self-ruled island must protect
its own interests as concerns
in Taipei rise ahead of
an expected meeting of U.S
and Chinese leaders.
China has never
renounced the use of force
to take back what it deems a
wayward province and has
been pressuring Taiwan
President Tsai Ing-wen,
who leads an independence-leaning
ruling party, to
concede Taiwan is a part of
China.
The United States is
Taiwan's only major political
ally and sole arms supplier,
and weapons sales to
Taiwan have repeatedly
upset Beijing.
"We call on the United
States and China, when
they improve relations, to
Wonderland," which
picked up $1 billion worldwide,
"Cinderella" with its
$543.5 million global haul,
and last year's "The Jungle
Book," which racked up a
mighty $966.6 million
after finishing its run.
Remakes of "Dumbo" and
"Mulan" are already in the
works, as Disney commits
to putting a live action spin
on the bulk of its animated
properties (Fans of
"Treasure Planet" may be
out of luck).
The latest fairy tale follows
Belle, a bookish girl
in France played by Harry
Potter film veteran Emma
Watson, who helps a tortured
Beast (Dan Stevens
of "Downton Abbey"
fame) break out of his
shell. In the process she
not use Taiwan in their own
interest or as a chess piece,"
Catherine Chang, Taiwan's
minister in charge of China
affairs, the Mainland
Affairs Council, told
reporters. Chang urged
Beijing to communicate
with Taipei "in order to
maintain stability and peace
in the Asia Pacific region."
The comments come
after U.S. Secretary of State
Rex Tillerson told Chinese
President Xi Jinping on
Sunday in Beijing that U.S.
lifts a curse that's left the
Beast's kingdom populated
by talking household
items. "Beauty and the
Beast" didn't muck about
with the elements that
made the 1991 film so
beloved. Director Bill
Condon kept the basic plot
intact, while fleshing out a
bit more of Belle's backstory,
and retaining a
soundtrack that includes
"Be Our Guest" and
"Belle." All those elaborate
musical numbers and
chatty cutlery don't come
cheap. "Beauty and the
Beast" carries a hefty $160
million budget. It should
make that money back
manyfold after ticket sales
are tallied and new lines of
princess wear are whipped
up to satisfy new generations
of Belle lovers.
'Don't use Taiwan', Taipei frets
ahead of Trump-Xi meeting
Reuters/Ipsos opinion poll
released on Monday.
A significant minority,
four out of 10 respondents,
said the border crossers
could make Canada "less
safe," underlining the
potential political risk for
Trudeau's Liberal government.
The increasing flow of
an ICBM. That would put
parts of the United States in
range. Last week, Tillerson
issued the Trump administration's
starkest warning yet
hundreds of asylum-seekers
of African and Middle
Eastern origin from the
United States in recent
months has become a contentious
issue in Canada.
There has been broad
bipartisan support for high
levels of legal immigration
for decades in Canada. But
Trudeau has come under
to North Korea, saying in
Seoul that a military
response would be "on the
table" if it took action to
threaten South Korean and
President Donald Trump
anticipates a meeting
"soon."
At issue for Taipei is
whether a Trump-Xi meeting
will harm Taipei's interests
as Washington begins
considering a big, new arms
package for Taiwan, a move
sure to anger China.
In Beijing, Foreign
Ministry spokeswoman
Hua Chunying said China's
resolute opposition to U.S.
arms sales to Taiwan was
clear and consistent.
Nearly half of Canadians
want to deport people who
are illegally crossing into
Canada from the United
disapprove of how
candidates Prime Minister Justin
Trudeau is handling the
influx, according to a
pressure over the flow of
the illegal migrants. He is
questioned about it every
time he appears in parliament,
from opponents on
the left, who want more
asylum-seekers to be
allowed in, and critics on
the right, who say the
migrants pose a potential
security risk.
North Korea rocket-engine test shows 'meaningful' progress: South Korea
U.S. forces.
The United States has
long called on China to do
more to rein in its ally, North
Korea. China resents being
pressed to do more, saying
the problem is between
North Korea and the United
During Tillerson's visit to
they would work together to
try to make North Korea
China has called for a
Korea to suspend military
exercises so both sides can
return to talks.

and developmentfinance issues
ISLAMABAD, March 20:
Minister for Finance,
Revenue, Economic Affairs,
Statistics and Privatization
Muhammad Ishaq Dar on
Monday said several steps
had been taken by the government
to reduce dependence
upon foreign and
domestic loans.
The minister, in a written
reply in the National
Assembly, said fiscal consolidation
remained on track
as fiscal deficit continued to
fall for the fourth year in a
row. He said fiscal deficit
was contained at 8.2 per cent
in 2012-13 (down from a
projected 8.8 per cent), due
to the concerted efforts by
the government soon after
different Chambers of
invited the Chief Executive
Officers (CEOs), of all
leading banks for a meeting
specific area; assessing the
efficiency of intermediary
function performed by
limitations encountered by
banks in effectively performing
their intermediary branchless
function. Governor, SBP
advised banks to take steps,
which interalia included the
following items: All banks
to prepare at least three
years business plan to
strengthen their presence in
Baluchistan; take concrete
steps to increase number of
branchless banking agents,
assuming the office.
He said the fiscal deficit
reduced significantly in
2013-14 and recorded at 5.5
per cent of GDP (lower than
its budgeted target of 6.6 per
cent) and recorded at 5.3 per
cent of GDP in 2014-15.
He said the fiscal deficit
reduced further at 4.6 per
cent of GDP during 2015-16
supplemented by enhanced
revenue mobilization and
rationalization of non-development
expenditure. He said
the government has set 3.8
per cent fiscal deficit target
for the current year 2016-17
which would be further
brought down to 3.5 per cent
schemes of SBP/GoP, and,
maintain continued focus
on AML/CFT risks.
The aforementioned
domestic revenues, the
dependence on loans was
reduced as the fiscal gap was
narrowed. In that context,
domestic resource mobilization
strategy helped in
achieving higher revenue
growth and tax-GDP ratio in
recent years.
He said the FBR’s tax
revenues had increased significantly
during the last
three fiscal years. In 2012-
13, the revenue collection
was Rs 1,946 billion which
had increased to Rs 3,112
billion in 2015-16, registering
an overall growth of
around 60 per cent. The taxto-GDP
ratio which was
below 9.8 per cent of GDP
in 2012-13 had increased to
steps have been identified
to increase the footprint of
banking industry in the
province of Baluchistan for
achieving the SBP's strategic
goal (2020) of enhancing
the Financial Inclusion
FIA puts alleged spot-fixers on ECL
ISLAMABAD, Mar 20:
The Federal Investigation
Agency (FIA) put the
names of the cricketers
under investigation for the
Pakistan Super League’s
(PSL) spot-fixing scandal
on the Exit Control List
(ECL) on Monday, local
media, quoting sources
inside the agency, reported.
Dr M. Arif Hafeez
Sports Reporter
KARACHI, Mar 20:
Former Test fast bowler
Sarfraz Nawaz gave 15 days
time to Pakistan Cricket
Board (PCB) chairman
Shaharyar M Khan to tender
unconditional apology or be
ready for court battle.
Talking to media, Sarfraz
asked why Shaharyar Khan
was defending Najam Sethi.
“Shaharyar or the PCB had
nothing to do with Sethi and
mine issue. I have never
issued false or fabricated
statements against Sethi, if
that was the case, he could
have sent him contempt of
court notice. It is purely professional
issue between me
and Sethi, and I, being a former
Test player, can’t see
The news came after
Interior Minister
Chaudhary Nisar approved
FIA’s request to bar all
those cricketers from leaving
the country.
The FIA, in a letter,
asked the ministry to prevent
the players from travelling
abroad till the investigation
is completed.
Five players – Nasir
cricket illiterate persons
inflicting huge damages on
Pakistan cricket, which is
going down with each passing
day and everyday a new
scandal about green caps
becomes breaking news for
different channels, which
provides international media
an opportunity to play with
the emotions and feelings of
millions of Pakistanis.”
Sarfraz said he had no
expectations with FIA findings
or statement given by
Interior Minister Chaudhry
Nisar Ali Khan regarding
stern action against spot-fixers
and all those, who
brought Pakistan cricket into
dispute. “I want a simple
answer from Ch Nisar, when
in 2015 World Cup played at
Australia and New Zealand,
Pakistan team performance
Jamshed, Muhammad
Irfan, Shahzaib Hassan,
Sharjeel Khan and Khalid
Latif – are currently under
investigation by the anticorruption
unit of the
Pakistan Cricket Board
(PCB).
FIA has already issued
notices to four cricketers
— Sharjeel, Jamshed,
Khalid and Irfan.
was the worst ever, Prime
Minister Nawaz Sharif had
ordered him to conduct a
detailed inquiry into the
entire issue and submit
detailed report to him, what
happened to that inquiry?
Where those findings have
gone? How many players
and actual culprits were
given punishment? Who
were held responsible in the
report?
“Answer is simple that
nothing in practical was
done. The reason is simple
that nobody wants to clean
Pakistan cricket from these
handful cheaters, who just
have lust of money and
want to play more with the
sentiments of the millions
of Pakistanis,” he added.
Sarfraz said he had made
it very clear well before the
On March 16, the players
were directed by the
FIA to appear before the
agency on March 20 and
21 to record their statements.
The investigation into
the spot-fixing scandal is
being carried out by the
FIA on the formal request
of the Pakistan Cricket
Board (PCB).
start of the second edition of
Pakistan Super League that
betting mafia had their
agents in each and every
team and they had hired the
services of 3 to 4 players in
every franchise, but no heed
was paid in this regard.
“Had the PCB and other
security agencies taken
timely action and precautionary
measures, Pakistan
cricket would have never
fallen to new lows and the
PSL reputation could have
been sky high. I believe
there is still time left, if
Prime Minister Nawaz
Sharif, who is PCB patronin-chief,
take things into his
own hands, conduct inquiry,
formulate inquiry commission
based on neat and
clean people including former
Test cricketers.
The interior minister, in
an earlier media talk, had
stated that the FIA would
carry out an inquiry irrespective
of the fact the
PCB was reluctant to
probe the case through the
agency.
Nisar said the PCB can
continue its inquiry but the
FIA would still also look
into the case.
Vesnina's Indian Wells trophy
taken away during press
CALIFORNIA, Mar 20:
After Elena Vesnina closed
out a three-hour comeback
against Svetlana
Kuznetsova at the BNP
Paribas Open to win her
first career WTA Premier
title, she was lapping up the
well-deserved attention in
press. Instead of getting to
hold on tightly to the champion's
award, her glass
hardware was snatched
away.
Surprisingly, Indian
Wells only has one presentation
trophy. So although
Vesnina was busy soaking
up her victory, she had to
let Roger Federer pose with
the iconic glass award after
he topped Stan Wawrinka
in straight sets.
Though Vesnina made
some jokes about heartbreak,
she was in too high
of spirits to let the incident
bring her down.
And of course the 31-
year-old still got plenty of
posing time with her
beloved trophy. There's not
a lot of time to enjoy the
win though, as both
Vesnina and Federer are
due in Miami this week.
Pakistan Economic Corridor
(CPEC) successful for which
Urdu language provides an
excellent basis.
He said in this regard
Pakistani linguistic experts
and National University of
Modern Languages
(NUML) should play their
role. The President said this
while addressing the
4thConvocation of National
University of Modern
Languages (NUML) here
on Monday.
He said in order to overcome
the issues of communication
after the operationalization
of CPEC when
a large number of foreign
traders, industrialists and
people belonging to different
walks of life start arriving
in Pakistan, he had
donated a reasonable
amount to NUML by reducing
expenses of the
Presidency so that the youth
of Gwadar could learn
Chinese language by establishing
a campus of this university
in Gwadar.
Addressing the students,
the President emphasized
that there is no room for
extremist conduct in Islamic
teachings nor the constitution
of Pakistan permits it
adding that according to our
religion and Constitution of
the country, the people who
leave the path of moderation
are unforgivable and
