SERVICES FOR MUNICIPAL CAPITAL WORKS PROJECTS, WS-RFPQ-17-10<br />

RECOMMENDATION:<br />

The Director of Public Works recommends:<br />

1) That Council award the Request for Pre-Qualification WS-RFPQ-17-10<br />

for Geotechnical and Materials Testing Services for Municipal Capital<br />

Works Projects to the following roster of Respondents:<br />

• WSP Canada, Inc.<br />

• SNC Lavalin GEM Ontario, Inc.<br />

• SOLA Engineering, Inc.<br />

• Stantec Consulting, Ltd.<br />

• Peto MacCallum, Ltd; and<br />

2) That Council authorize staff to assign geotechnical and materials<br />

testing services work to the roster of pre-qualified consultants on a<br />

rotational basis for work up to $30,000 through to the end of the <strong>prequalification</strong><br />

period on December 31, 2018; and<br />

3) That Council authorize staff to invite the roster of Consultants to bid<br />

on work with an estimated value from $30,000 to $75,000 and award<br />

the work to the bidder meeting the requirements of the Town,<br />

including price and availability, through to the end of the <strong>prequalification</strong><br />

period on December 31, 2018.<br />

1. PURPOSE:<br />

The purpose of this Report is to provide Council with an overview of the results of<br />

the Request for Pre-Qualification (RFPQ) WS-RFPQ-17-10, for Geotechnical and<br />

Materials Testing Services for Municipal Capital Works Projects. The report also<br />

seeks Council approval to award the RFPQ to a roster of five (5) Consultants who<br />

will be engaged as-needed on a rotating basis, in order to provide geotechnical<br />

and materials testing services.

2. EXECUTIVE SUMMARY:<br />

The Town issued an RFPQ for Geotechnical and Materials Testing Services in<br />

support of Capital Projects on February 6, 2017. The purpose of pre-qualification<br />

is to ensure that the successful Respondents invited to perform the geotechnical<br />

related work are experienced and capable of delivering quality and value specific<br />

to typical project requirements. This allows the Town to conduct background<br />

investigations to inform the design and to support the construction of Capital<br />

Projects in an efficient, timely, cost effective, and highly skilled manner.<br />

The Town received ten (10) compliant bids for this pre-qualification process. As<br />

noted in the RFPQ, a minimum score of 70 out of 100 is required for Respondents<br />

to be pre-qualified. The Evaluation Team identified the following Respondents as<br />

having an average RFPQ scores of 70 or higher:<br />

• SOLA Engineering, Inc.<br />

• SNC Lavalin GEM Ontario, Inc.<br />

• WSP Canada, Inc.<br />

• Stantec Consulting, Ltd.<br />

• Peto MacCallum, Ltd.<br />

• Cambium, Inc.<br />

As noted in the RFPQ, the top five (5) highest scoring compliant bids may be<br />

selected to form the pre-qualified roster. Of the list stated above, the following five<br />

Respondents were found to be compliant and hold the 5 highest average scores:<br />

• WSP Canada, Inc.<br />

• SNC Lavalin GEM Ontario, Inc.<br />

• SOLA Engineering, Inc.<br />

• Stantec Consulting, Ltd.<br />

• Peto MacCallum, Ltd.<br />

Staff recommend that these five (5) bidders be pre-qualified to support approved<br />

Capital Projects in 2017 and 2018.<br />

3. BACKGROUND:<br />

Each approved Capital Project requires the support of a geotechnical investigation<br />

prior to implementation in order to determine design and construction<br />

specifications. This may include: determining the location and depth of the water<br />

table; soil structure below existing roadways; requirements for depth and type of<br />

granular bases and asphalt pavements; environmental considerations; and, soil<br />

disposal requirements.<br />

Once the construction phase begins, materials testing and inspection services<br />

provided by Geotechnical Technicians, Engineers and Environmental Scientists<br />

ensure that the quality of materials and construction methods applied by the<br />

contractor meet the requirements outlined by the Town and Ontario Provincial<br />

Standard Specifications.<br />

The scope and timing of this work is not typically conducive to a separate,<br />

competitive process. Often times, geotechnical or materials testing services are<br />

required to be on call due to the uncertainties and nature of typical Capital Projects;<br />

such as: scheduling of materials deliveries, delays in progress due to unexpected<br />

issues or encountering impacted soils.<br />

In an effort to obtain highly qualified Geotechnical Consultants and to streamline<br />

the procurement process, Staff have initiated a pre-qualification roster to provide<br />

geotechnical and materials testing services for Capital Projects that will be<br />

undertaken in 2017 and 2018. This stage of the procurement process involves the<br />

establishment of a list of the top five (5) scoring pre-qualified Consultants through<br />

a pre-qualification process. Using this roster, work that is estimated to be valued<br />

up to $30,000 will be assigned on a rotational basis beginning with:<br />

• WSP Canada, Inc.<br />

• SNC Lavalin GEM Ontario, Inc.<br />

• SOLA Engineering, Inc.<br />

• Stantec Consulting, Ltd.<br />

• Peto MacCallum, Ltd.<br />

Work that is estimated to be valued between $30,000 and $75,000 will be bid by<br />

the pre-qualified roster and will be awarded based on the Consultants’ ability to<br />

perform the required work, based on timeframe and price. This will allow staff to<br />

initiate multiple concurrent investigation or testing programs using a wide spectrum<br />

of available resources.<br />

4. ANALYSIS & OPTIONS:<br />

In accordance with the Town’s Procurement By-law, WS-RFPQ-17-10 was<br />

advertised publicly on February 6, 2017 on the online procurement portal<br />

www.biddingo.com.The bids were received on February 22, 2017 at 3:00 p.m.<br />

Ten (10) compliant submissions were received.<br />

An RFPQ Evaluation Team consisting of the Manager of Capital Projects, the<br />

Capital Projects Coordinator and the Town’s external project manager from<br />

Municipal Engineering Solutions reviewed the submissions and scored the<br />

proposals, as per the scoring criteria outlined in the RFPQ document.<br />

The process of evaluation used by the Evaluation Team to determine which<br />

submission, if any, would result in pre-qualification, involved a general assessment<br />

to ensure submission compliance and additional criteria relevant to the Town’s<br />

5. FINANCIAL IMPLICATIONS:<br />

The establishment of this pre-qualification roster has no immediate financial<br />

implications. The separate approved project budgets will be used to fund the<br />

required geotechnical and materials testing services.<br />
