Ethical Concern for Animals<br />
<strong>The</strong>re is a widespread view <strong>in</strong> many countries that humans<br />
have duties towards <strong>animals</strong> <strong>in</strong> their care whether they are<br />
be<strong>in</strong>g kept for food, as means <strong>of</strong> transport, for research<br />
or other purposes 101 . <strong>The</strong> guid<strong>in</strong>g animal welfare pr<strong>in</strong>ciples<br />
<strong>of</strong> the OIE, supported by 178 countries, <strong>in</strong>clud<strong>in</strong>g <strong>Russia</strong>,<br />
<strong>in</strong>clude the statement ““the use <strong>of</strong> <strong>animals</strong> carries with it an<br />
ethical responsibility to ensure the welfare <strong>of</strong> such <strong>animals</strong><br />
to the greatest extent practicable 102 ”.<br />
A grow<strong>in</strong>g number <strong>of</strong> countries have acted to recognise that<br />
<strong>animals</strong> are sentient be<strong>in</strong>gs and now require full regard to be<br />
paid to the welfare requirements <strong>of</strong> <strong>animals</strong> when fram<strong>in</strong>g<br />
policy and legislation, for example, the EU 103 . Some 44<br />
Governments have given <strong>in</strong> pr<strong>in</strong>ciple support to a Universal<br />
Declaration for Animal Welfare (UDAW) a proposed <strong>in</strong>tergovernmental<br />
agreement recognis<strong>in</strong>g animal sentience<br />
aimed at prevent<strong>in</strong>g animal suffer<strong>in</strong>g and promot<strong>in</strong>g animal<br />
welfare. <strong>The</strong>se countries <strong>in</strong>clude Costa Rica, Canada,<br />
Nicaragua, New Zealand, Peru and Serbia 104 .<br />
Accord<strong>in</strong>g to the UDAW, “Sentience shall be understood<br />
to mean the capacity to have feel<strong>in</strong>gs, <strong>in</strong>clud<strong>in</strong>g pa<strong>in</strong> and<br />
pleasure, and implies a level <strong>of</strong> conscious awareness.<br />
Scientific research confirms that all vertebrates are<br />
sentient <strong>animals</strong>, and <strong>in</strong>dicates sentience <strong>in</strong> some<br />
<strong>in</strong>vertebrates 105 ”.<br />
As long ago as the 17th century legislation to protect<br />
<strong>animals</strong> from cruelty was <strong>in</strong>troduced. For example, <strong>in</strong> 1641<br />
