forms and building envelopes that are more consistent with existing dwellings, (ii)the<br />

recognition of the existing lot area in residential neighbourhoods, thereby minimizing<br />

opportunities to create new, smaller lots through severance, and (ill) front yard<br />

setbacks to be reduced to align with existing adjacent dwellings, where appropriate.<br />

The resulting existing residential zones and zone requirements provide dearer<br />

direction for potential dwelling expansions or replacements that are compatible with<br />

the neighbourhood character.<br />

> Managing Spaciousness and Contributing to Sustainable Stormwater Management<br />

Further to the provisions discussed for conserving the character of existing<br />

residential areas, the new ZBL for the Urban Areas includes provisions to require a<br />

minimum proportion of lot area to be maintained as pervious surface (i.e. allows rain<br />

water to pass through). Each residential zone has a minimum pervious surface<br />

requirement for (i) the front yard, and (ii) the overall lot area. These proposed<br />

provisions will help to maintain the spacious character of existing and new<br />

neighbourhoods, as well as to facilitate infiltration of stormwater, reducing run off.<br />

> Ensuring Conservation of Natural Heritage and Managing Risks from Natural<br />

Hazard: The Urban Areas ZBL incorporates an overlay of the Toronto & Region<br />

Conservation Authority's (TRCA) and the Lake Simcoe Region Conservation<br />

Authority's (LSRCA) regulated areas on Schedule A. Lands within the area shown as<br />

the overlay will be subject to section 3.38 of the ZBL which states that development<br />

may be subject to a permit from the TRCA or LSRCA, the process for which will<br />

ensure proposed development will not negatively impact natural heritage features,<br />

and that it is not at risk of natural hazards. The TRCA has recently provided updated<br />

mapping of its regulated areas in King City. This updated mapping is reflected on the<br />

TRCA regulated areas overlay on Schedule A.<br />

It should be noted that the purpose of incorporating Conservation Authorities'<br />

regulated areas as an overlay on the Schedule A to the ZBL is to alert property<br />

owners and stakeholders to the applicability of the TRCA's and LSRCA's existing<br />

permitting process, as described in section 3.38 of the ZBL. The draft ZBL does not<br />

introduce additional requirements in this regard.<br />

> Enhanced differentiation between zones for environmental protection, and open<br />

space: The Urban Areas ZBL provides for clear differentiation between the<br />

Environmental Protection (EP) zone intended for the long-term protection of natural<br />

heritage features, and Open Space (OS) zone which provides for outdoor recreation<br />

uses. A change to note from the draft is the addition of traiis to the permitted uses<br />

in an EP zone. Planning staff considers this modification to be appropriate to provide<br />

for connectivity and passive enjoyment of such areas within the villages.<br />

> Schomberg Special Policy Area: The Urban Areas ZBL implements the Special<br />

Policy Area policies in the Schomberg Community Plan, recognizing the area of<br />

Schomberg that has historically existed in the flood plain and where site-specific<br />

policies that have been approved by the Province provide for the continued viability<br />

of the area. The Schomberg Community Plan directs the ZBL to include provisions<br />

that minimize risk and impact in a flooding event, while providing for the Main Street<br />

area to continue to function as the core of the village. The area subject to these<br />

special provisions is identified on Schedule A2 through the use of the "-SPA" suffix.<br />

The implementing provisions are housed in Section 5.4 of the ZBL and relate to:
