need loving homes that we should just place<br />
t<strong>he</strong>m in homes that are available w<strong>he</strong>n<br />
research also shows that most homosexual<br />
couples have numerous emotional dysfunctions<br />
and psychological issues that may not <strong>be</strong><br />
<strong>he</strong>althy for children.”<br />
Dykstra said s<strong>he</strong> w<strong>as</strong> shocked by t<strong>he</strong><br />
response received from t<strong>he</strong> elected official.<br />
“My initial reaction w<strong>he</strong>n I read that w<strong>as</strong><br />
both shock and anger. I w<strong>as</strong> surprised <strong>to</strong> <strong>he</strong>ar<br />
such one-sided, ignorant and false logic coming<br />
from someone who is elected for t<strong>he</strong> common<br />
good,” s<strong>he</strong> said. “I do <strong>be</strong>lieve that Rep.<br />
Maggart honestly <strong>be</strong>lieves s<strong>he</strong>’s doing t<strong>he</strong> right<br />
thing by taking this position. S<strong>he</strong> really<br />
<strong>be</strong>lieves that t<strong>he</strong>re is something deviant about<br />
<strong>be</strong>ing homosexual.”<br />
Rep. Maggart went on <strong>to</strong> write <strong>to</strong> Dystra<br />
that s<strong>he</strong> had seen “evidence” that homosexuals<br />
could not maintain a stable relationship,<br />
and that gay couples often sought young men<br />
<strong>to</strong> adopt for, apparently, “unfretted access <strong>to</strong><br />
subject t<strong>he</strong>m <strong>to</strong> a life of molestation and sexual<br />
abuse.”<br />
“We also have seen evidence that homosexual<br />
couples prey on young males and have in<br />
some instances adopted t<strong>he</strong>m in order <strong>to</strong> have<br />
unfretted access <strong>to</strong> subject t<strong>he</strong>m <strong>to</strong> a life of<br />
molestation and sexual abuse,” s<strong>he</strong> wrote <strong>to</strong><br />
Dykstra. “Some of t<strong>he</strong> evidence we were presented<br />
showed that lesbian and gay couples<br />
have a hig<strong>he</strong>r rate of breaking up than <strong>he</strong>terosexual<br />
coupes <strong>as</strong> well <strong>as</strong> hig<strong>he</strong>r rates of promiscuity<br />
outside of t<strong>he</strong>ir relationships.”<br />
That “evidence” w<strong>as</strong> apparently presented <strong>to</strong><br />
a legislative same-sex parenting study committee,<br />
which according <strong>to</strong> Maggart, met l<strong>as</strong>t summer<br />
w<strong>he</strong>n “we met and <strong>he</strong>ard testimony from<br />
researc<strong>he</strong>rs on both sides of this issue.”<br />
Rep. Maggart said “t<strong>he</strong> State Direc<strong>to</strong>r, Hedy<br />
Weinburg of t<strong>he</strong> ACLU and a representative<br />
from Focus on t<strong>he</strong> Family,” presented information<br />
at that study committee.<br />
While Rep. Maggart doesn’t say who “t<strong>he</strong><br />
State Direc<strong>to</strong>r” is, s<strong>he</strong> could have <strong>be</strong>en referring<br />
<strong>to</strong> Linda O’Neal, executive direc<strong>to</strong>r of t<strong>he</strong><br />
Tennessee Commission on Children and<br />
Youth.<br />
O’Neal however, h<strong>as</strong> <strong>to</strong>ld legisla<strong>to</strong>rs that s<strong>he</strong><br />
credits gays and lesbians for adopting children<br />
who often are difficult <strong>to</strong> find homes for —<br />
teenagers, those with <strong>be</strong>havioral problems and<br />
large sibling groups.<br />
‘’What children need t<strong>he</strong> most is a loving<br />
home — people who are committed <strong>to</strong> t<strong>he</strong>m <strong>to</strong><br />
<strong>be</strong> t<strong>he</strong>re through thick and thin, and t<strong>he</strong>re are<br />
a lot of children in Tennessee who need a<br />
home,’’ s<strong>he</strong> <strong>to</strong>ld T<strong>he</strong> Tennessean in a Feb.<br />

Tennessee Equality Project president Randy<br />
Cox said that Rep. Maggart should b<strong>as</strong>e <strong>he</strong>r<br />
opinion on peer reviewed studies, not those<br />
that lean <strong>to</strong>wards <strong>he</strong>r own prejudice.<br />
“Making generalizations about an entire<br />
group of people is blatant bigotry. T<strong>he</strong>re are<br />
no peer-reviewed studies <strong>to</strong> support <strong>he</strong>r claims,<br />
so t<strong>he</strong>y are only b<strong>as</strong>ed on <strong>he</strong>r own prejudices,”<br />
Cox said. “Her comments ought <strong>to</strong> <strong>be</strong> a wake<br />
up call not only for our rights but for anyone’s<br />
rights who may <strong>be</strong> attacked. Our rights specifically<br />
are at risk and we need <strong>to</strong> <strong>be</strong> talking <strong>to</strong><br />
our legisla<strong>to</strong>rs about this issue.”<br />
Dykstra, who points out <strong>to</strong> t<strong>he</strong> representative<br />
in <strong>he</strong>r email that s<strong>he</strong> is “not gay,” said s<strong>he</strong><br />
considers <strong>he</strong>rself <strong>to</strong> <strong>be</strong> a straight ally.<br />
“Being a teac<strong>he</strong>r of special education, I have<br />
learned t<strong>he</strong> value of both self-advocacy and<br />
also having allies in t<strong>he</strong> fight for equality. I<br />
think that in this fight for civil rights and<br />
equality, it is essential <strong>to</strong> have straight allies <strong>as</strong><br />
well <strong>as</strong> those who are directly affected,” s<strong>he</strong><br />
said. “Sometimes straight allies can relate on a<br />
different level and bring a different light <strong>to</strong> t<strong>he</strong><br />
battle.”<br />
Rep. Maggart is in <strong>he</strong>r mid-40s and is single,<br />
with one child, according <strong>to</strong> <strong>he</strong>r biography<br />
posted on t<strong>he</strong> Tennessee Legislature Web site.<br />
“I respect <strong>he</strong>r for doing that (<strong>be</strong>ing a single<br />
mot<strong>he</strong>r) and serving our state <strong>as</strong> s<strong>he</strong> does,”<br />
Dykstra said.<br />
A survey of <strong>Out</strong> & <strong>About</strong> <strong>Newspaper</strong> readers<br />
shows that more than 13 percent are raising<br />
children.<br />
A bill <strong>to</strong> ban gay adoption failed l<strong>as</strong>t year.<br />
However, numerous bills affecting adoption<br />
and child visitation rights have <strong>be</strong>en filed this<br />
year by many legisla<strong>to</strong>rs who supported t<strong>he</strong><br />
gay adoption ban bills l<strong>as</strong>t year. Some political<br />
observers say that is a veiled attempt <strong>to</strong> ban<br />
gay adoption by amending ot<strong>he</strong>r laws affecting<br />
parenting.<br />
Those bills include: HB2945 - Purports <strong>to</strong><br />
expand t<strong>he</strong> definition of “biological<br />
parents”(Kelsey); HB2944 - Purports <strong>to</strong> clarify<br />
“parental rights including guardianship” for<br />
adoption (Kelsey); HB2763 - Bill extends child<br />
visitation rights <strong>to</strong> grandparents (Strader)- Filed<br />
by anti-gay adoption bill co-sponsor; bill opens<br />
State child cus<strong>to</strong>dy and visitation law; HB2943<br />
- Bill purports <strong>to</strong> change a definition regarding<br />
termination of rights in child cus<strong>to</strong>dy matters<br />
(Kelsey)- Filed by anti-gay adoption bill cosponsor;<br />
bill opens State adoption law.;<br />
