I am very pleased that we
are able to showcase these
beautiful images of Spicemas
2016.
In doing so, we are keeping
the culture alive. Our culture
is part of who we are and we
must always preserve and
protect it.
Here in Grenada, Carriacou &
Petite Martinique, Carnival is
celebrated twice per year: one
in Carriacou and Spicemas
in Grenada. It is interesting
to note that Spicemas is the
last Carnival in this part of the
Caribbean.
I must congratulate
everyone who has
participated in
Spicemas 2016.
Without your support,
this year’s event would not
have been as successful.
To the hundreds of
masqueraders, our band
leaders, our panists, calypso,
groovy and soca artistes
and especially the winners
of the 2016 Spicemas
Competitions, I say thanks
for your participation, offer
congratulations and extend
best wishes as you continue
to develop the art form.
To the many visitors and
members of the Diaspora,
I thank you all for coming
to celebrate this National
cultural event, and hope
that your experiences would
shape lasting positive
memories. I trust that all the
positive images displayed in
this magazine will serve to
preserve your memories for
many years to come.
Please enjoy and I hope that
you will visit us in 2017 and
beyond.
Best wishes!!!!

COME… ENJOY…
GRENADA’S CARNIVAL
Carnival is Costume.
Carnival is Splendour, Music and Dance.
Carnival is Pan. Carnival is Fun, Food and Fete.
Carnival is People having a great time.
Yes... it’s Carnival Time again.
Carnival is a deeply creative event celebrating years of history.
From our Amerindian Ancestors to our French and English
European Settlers, to our African and East Indian Forefathers.
Carnival is History. It is rooted in the portrayal of our Traditional
Mas: Jab Jab, Moko Jumbie, Vieux Corps, Shortknee, Wild
Indian, Mid-night Robber and Shakespeare Mas to name
a few. It affords our visitors the opportunity to gaze back
through a time lens, while giving nationals renewed pride and
ownership as its architects. Carnival opens up occasions for
rebirth through the transfiguration of masks, costumes, music
and pageantry; sending older folk reminiscing back in time
and giving younger folk the chance to learn, experience and
reclaim history. Each is allowed the freedom to own and enjoy
the uniqueness of Grenada’s Carnival while engraving his or
her present time piece on the outcome. So Come, Take Part
and Enjoy!
But.... don’t just revel in Carnival.....It’s time for a great
vacation! Enjoy the Caribbean’s best beaches, experience
Grenada’s lush vegetation, calm tranquil waters, unique
breath-taking scenery, cool magical evenings, exquisite
cuisine, and most of all - share in Grenada’s greatest asset
- it’s hospitable, welcoming, and amazingly friendly people.
Come... Enjoy!!!

On the road to Spicemas 2016
By Linda Straker
“. . . I welcome them to Spicemas and encourage
you to play mas this year in your favourite band.”
housands gathered at the Roy St.
John’s playing field on April 02nd to
witness the launch of SpiceMas 2016.
Traditionally, Carnival is launched the first
weekend in June, but with a new vision
and a new Chief Executive Officer, Kirk
Seetahal, appointed in October, the Spicemas
Corporation for the first time decided to launch
Spicemas during the month of April.
Though there was some apprehension among
some of the stakeholders there were positive
vibes, thumbs-up and approving head shakes
as many described the event as the best
launch in recent times.
The launch was a reflection of all things
Carnival as Carnival lovers and cultural
enthusiasts experienced the best of soca and
calypso tunes and the parading of costumes
from three of the mas bands. The orderly
display from a group of jab jabs covered in
“jab oil” and dancing to the sound of jab jab
rhythms, reminded all present why Grenada’s
Jouvert is unique. There were also traditional
short knee and vieux croix bands as well as
group of moko jumbies.
Declaring the Carnival season open was
Culture Minister, Brenda Hood, who in her
address disclosed that there will be several
non-competing bands on the road this year
in addition to the bands which regularly
participate in Carnival.
“. . . I welcome them to Spicemas and
encourage you to play mas this year in your
favourite band. The experience of Spicemas is
extraordinary in many ways from our unique
Jouvert with our Jab, Parade of the bands to
Monday Night Mas; the ShortKnee, the Vieux
Croix and the Wild Indians, all are part of
the Spicemas brand that is authentically
Grenadian,” said the Minister who herself
is always leading a band on Carnival
Monday and Tuesday.
Focusing on the other stakeholders to the
Carnival product, Minister Hood further stated,
“We cannot forget our calypsonians who
continuously keep our music center stage in
many destinations. The Ajamu, Inspector,
Tallpree and all the others who year after year,
season after season continue to be in high
demand. We are grateful for their continued
great works and excellent representation and
therefore need to do all that we can to secure
and protect their worth.”
As culture minister, Hood spoke about the
importance of the creative industry to the
development of the economy and called for
users of creative works to recognize that
intellectual property rights protection laws
are mandatory legal regulations that must
be complied with as failure to do so is an
infringement which is subject to legal
ation.
“Our artistes and their material must be
protected,” she reiterates, while calling
for respect for creators and innovators.

For the first time, the Carnival Junior Soca Monarch Competition
was opened to include students from the T. A. Marryshow
Community College. That not only worked in the best interest of
students from secondary schools who wanted to continue in the art
form, but especially in the interest of the 2015 winner who now had
the opportunity to defend his crown.
Held at the Tanteen Netball Court on July 08th 2016, eleven
energetic junior performers came up against the reigning champion,
Filandi Jeffery. Jeffery who is now a student at the T.A. Marryshow
Community College captured the heart of both judges and patrons
with his song “Higher Level “and was able to retain his title.
In second position was Jelonie Fleming of the Mac Donald College
with the song “When we reach” while the third position went to the
duo of Shernika Peter and Octavia Glen of the J. W. Fletcher Catholic
Secondary School with the song “No fake friend.”
This is the fourth School’s Soca Monarch competition which is organised
annually by the Ministry of Culture. This year, sponsorship was provided
by Waggy T Rental and Sound Company.
She was the youngest of the 20 junior calypsonians
who signed up to dethrone 2015 Junior calypso Monarch
- Heidi Charles.
This grade four student gave an attention-grabbing
performance with her selection entitled ‘We need
Love’, and had the Carnival City audience in approval
mode with her powerful message.
Amassing 248 points from the five judges, eight-year
old Shanae Sylvan, who prefers to be referred to as
‘Mini Axe’, grabbed her father and ran on to stage
when she was announced the winner of the 2016
Junior Monarch.
calypsonian performing for the first time,
in the first ever Junior Calypso Monarch
competition to take place outside the
Children’s Carnival Frolic.
‘Small Axe’ in fact, had two daughters
in the same competition. “I wrote both
songs and I trained them, I practised
with them but tonight the younger one
took the spotlight,” he said while explaining
that he began coaching Shanae way
back in April.
Surrounded by her mother and father, it was all
smiles when she said, “I feel so excited, I feel so excited,
I am so happy,” in her first interview after being
crowned.
Her father, well-known calypsonian ‘Small Axe’, was
beaming with excitement and expressed his delight
that his daughter had achieved a major milestone
in the calypso history of Grenada – a young female
The sound was clear, crisp and the delivery a sturdy one for the defending
Junior Panorama Champions Flow Commancheros.
The response at the end of the performance was loud applause from their
supporters and the hundreds that gathered at the National Stadium for the
Children’s Carnival Frolic.
FLOW Commancheros captured the title
for the 2nd year in a row with a total of
267 points.
In second place was Angel Harps with 247 points; Pan Oasia was third
with 239 points, followed by Food Fair Wiz Kids in fourth position on 239
points. Pan Lovers was fifth with 230 points; Rainbow City All Stars sixth
with 223; Digicel Pan Lovers seventh on 222 points and in eight position
was new comer Melody Warriors from St Patrick.

Last year she had to remove herself from the
show due to illness and if there any example
of a person “Returning with Revenge” that will
be the words to describe the 2016 National
Queen show winner Samantha Francis.
As the MC announced the winner of the
various categories, it was as if the name
Samantha Francis was on repeat. She won
every category: Best Interview! Best Talent!
Best Swim Wear! Best Costume! Ms Evening
Wear and Best Final Question.
“Clean Sweep,” someone shouted from the
crowd as MC Lexan Fletcher announced that
Ms St George was the winner with a total of
1107 points. Hundreds in the stadium stood up
in standing ovation and clapped as the 2015
winner placed the crown on the head the 2016
winner.
Emotions took over as she achieved her goal with
a record setting performance. This is the first time in
history a national queen show contestant captured
all the category titles. “I feel happy,” she said with a
smile on her face that indicated “I am glad it’s over!”
In second position was Kerryne James - Ms St
John who scored 931.5 points while in third position
was Ms Eslyn Blair who represented Carriacou and
Petite Martinique. The other contestants were: Ms
St Andrew’s – Makeba Roberts; Ms St David - Ruth
Bailey; Ms St Patrick - Kahdija Logie and Ms St.
Mark Akada Lewis.
Becoming a Citizen
In order to protect its people and Grenada’s international standing,
the Government of Grenada will only grant citizenship to individuals
who are cleared by due dilligence checks.
Routes To Citizenship: Contribution Or Investment
Applicants must choose between two potential routes for citizenship.
) A contribution to the National Transformation Fund
) An investment in an approved project (real estate) in Grenada.
Benefits
) Minimal processing fees.
) Fastest turnaround from application to citizenship
in approximately 60 days.
) No interview, education, or management experience required.
) No requirement to reside in Grenada before or after citizenship
is granted.
) Well-known, stable and established investment environment.
Grenadian Citizen Benefits
Individuals who obtain citizenship through Grenada’s Citizenship by
Investment Programme are entitled to live and work in Grenada any
time, with the rights of every Grenadian and Caribbean Community
(CARICOM) citizen.
The Application Process
Step 1
Choose an Authorised International Marketing Agent. Applications for
citizenship may not be submitted directly to Grenada’s Citizenship by
Investment Committee (CBIC) and must only be handled by agents.
Applicants must contact an Authorised International Marketing Agent,
who in turn will liaise with an Authorised Local Agent. Applicants may
not contact Authorised Local Agents directly.
Step 2
Contact an Authorised Local Agent, whose role is to provide the
applicant with assistance in preparing documents for submission to
the CBIC. The applicant will need to complete official forms, attend a
medical examination, and obtain certain supporting documents – all
of which must be submitted in English and be appropriately legalised.
Step 3
When all forms are complete, the Authorised Local Agent submits the
application to the CBIC. The Authorised Local Agent then becomes
responsible for liaising with the CBIC in relation to all correspondence,
queries, or questions that may arise with respect to the applicant’s file.
Grenada allows individuals to hold dual citizenship, and citizenship
may be extended to family members.
Lifestyle Benefits
Grenada offers its citizens social and political security, reinforced
by its membership in the United Nations and the Commonwealth of
Nations. Grenada’s local community is culturally vibrant, vivacious,
and extremely friendly. It is the perfect setting for both adventure and
relaxation: wildlife attractions, marine life, and national parks make it
an exciting place to explore, while its super-yacht marina and pastel
towns make it ideal for strolling and unwinding.
Business Benefits
Grenada has no foreign income, wealth, gift, inheritance, or capital
gains tax. There is no restriction on the repatriation of profits and imported
capital. Generous incentive packages exist including corporate
tax incentives, full exemption from import duties, tax relief benefits, and
export allowance. Grenada’s currency, the East Caribbean dollar
(XCD), is pegged to the United States dollar (USD). Lastly, there is
duty-free trading in the Caribbean.
International Mobility
Grenadian citizens can travel without visa restrictions to more than 115
international and Commonwealth countries. These include the European
Union, and important business hubs such as Singapore and Hong
Kong. Grenada is one of very few nations whose citizens can travel to
the People’s Republic of China without first obtaining a visa.
Step 4
Each application is vetted by the Government through a thorough due
diligence background check, during which time submitted information
is examined and verified. The CBIC considers application files in light
of this due diligence check, and then issues a recommendation about
the application. Final approval is in the hands of the Minister, who generally
follows the CBIC’s recommendation. Upon the Minister making
a decision, the applicant is issued a letter (through his or her Authorised
Local Agent) detailing whether the application was successful,
delayed for further processing, or rejected.
Step 5
If the application is successful, the CBIC issues a letter instructing the
applicant (through his or her Authorised Local Agent) to either make
the contribution (for the NTF option) or complete the purchase of his
or her real estate. If real estate is purchased, then the applicant must
demonstrate completion, as well as the execution of all necessary
documents. Upon receiving proof of payment, the CBIC issues the
certificate of registration, establishing that the applicant has received
Grenadian citizenship. Authorised Local Agents must use this certificate
to apply for a Grenadian passport on behalf of the applicant.
for you and your family through Grenada’s
Citizenship by Investment Programme
Grenada’s Citizenship by Investment
Programme allows individuals and their
families to obtain citizenship or permanent
residence. Applicants must apply through
licensed agents, and may not make submissions
to the Government on their own behalf.
The Grenada Citizenship by Investment Committee
(CBIC) is the Government body responsible
for overseeing the processing of applications
for citizenship by investment or by permanent
residence. The CBIC assesses each application
in accordance with the Grenada Citizenship by
Investment Act, 2013. It then makes recommendations
to the Minister, who has the final say on
whether to approve, deny, or delay the granting
of Grenadian citizenship.
Flow Commancheros gave a fantastic performance of “Dance” to steal
the 2016 Panorama title. Performing in front of a large crowd at the
Grenada National Stadium on Saturday night, Flow Commancheros
amassed 278 points to dethrone Republic Bank Angel Harps. This
win is particularly significant for the band as this year they also won
the Junior Panorama title.
