Petite Martinique, Carnival is<br />

celebrated twice per year: one<br />

in Carriacou and Spicemas<br />

in Grenada. It is interesting<br />

to note that Spicemas is the<br />

last Carnival in this part of the<br />

Caribbean.<br />

From our Amerindian Ancestors to our French and English<br />

Carnival is History. It is rooted in the portrayal of our Traditional<br />

Mas: Jab Jab, Moko Jumbie, Vieux Corps, Shortknee, Wild<br />

Indian, Mid-night Robber and Shakespeare Mas to name<br />

a few. It affords our visitors the opportunity to gaze back<br />

through a time lens, while giving nationals renewed pride and<br />

ownership as its architects. Carnival opens up occasions for<br />

rebirth through the transfiguration of masks, costumes, music<br />

and pageantry; sending older folk reminiscing back in time<br />

and giving younger folk the chance to learn, experience and<br />

reclaim history. Each is allowed the freedom to own and enjoy<br />

the uniqueness of Grenada’s Carnival while engraving his or<br />

her <strong>pre</strong>sent time piece on the outcome. So Come, Take Part<br />

and Enjoy!<br />

vacation! Enjoy the Caribbean’s best beaches, experience<br />

On the road to Spicemas 2016<br />

John’s playing field on April 02nd to<br />

witness the launch of SpiceMas 2016.<br />

Traditionally, Carnival is launched the first<br />

weekend in June, but with a new vision<br />

and a new Chief Executive Officer, Kirk<br />

Seetahal, appointed in October, the Spicemas<br />

Corporation for the first time decided to launch<br />

Spicemas during the month of April.<br />

Though there was some ap<strong>pre</strong>hension among<br />

some of the stakeholders there were positive<br />

vibes, thumbs-up and approving head shakes<br />

as many described the event as the best<br />

launch in recent times.<br />

The launch was a reflection of all things<br />

Carnival as Carnival lovers and cultural<br />

enthusiasts experienced the best of soca and<br />

calypso tunes and the parading of costumes<br />

from three of the mas bands. The orderly<br />

display from a group of jab jabs covered in<br />

“jab oil” and dancing to the sound of jab jab<br />

rhythms, reminded all <strong>pre</strong>sent why Grenada’s<br />

Jouvert is unique. There were also traditional<br />

short knee and vieux croix bands as well as<br />

group of moko jumbies.<br />

Declaring the Carnival season open was<br />

Culture Minister, Brenda Hood, who in her<br />

address disclosed that there will be several<br />

non-competing bands on the road this year<br />

in addition to the bands which regularly<br />

participate in Carnival.<br />

“. . . I welcome them to Spicemas and<br />

encourage you to play mas this year in your<br />

favourite band. The experience of Spicemas is<br />

extraordinary in many ways from our unique<br />

Jouvert with our Jab, Parade of the bands to<br />

Monday Night Mas; the ShortKnee, the Vieux<br />

Croix and the Wild Indians, all are part of<br />

the Spicemas brand that is authentically<br />

Grenadian,” said the Minister who herself<br />

is always leading a band on Carnival<br />

Monday and Tuesday.<br />

Focusing on the other stakeholders to the<br />

Carnival product, Minister Hood further stated,<br />

“We cannot forget our calypsonians who<br />

continuously keep our music center stage in<br />

many destinations. The Ajamu, Inspector,<br />

Tall<strong>pre</strong>e and all the others who year after year,<br />

season after season continue to be in high<br />

demand. We are grateful for their continued<br />

great works and excellent re<strong>pre</strong>sentation and<br />

therefore need to do all that we can to secure<br />

and protect their worth.”<br />

As culture minister, Hood spoke about the<br />

importance of the creative industry to the<br />

development of the economy and called for<br />

users of creative works to recognize that<br />

intellectual property rights protection laws<br />

are mandatory legal regulations that must<br />

be complied with as failure to do so is an<br />

infringement which is subject to legal<br />

ation.<br />

“Our artistes and their material must be<br />

protected,” she reiterates, while calling<br />

for respect for creators and innovators.

For the first time, the Carnival Junior Soca Monarch Competition<br />

was opened to include students from the T. A. Marryshow<br />

Community College. That not only worked in the best interest of<br />

students from secondary schools who wanted to continue in the art<br />

form, but especially in the interest of the 2015 winner who now had<br />

the opportunity to defend his crown.<br />

Held at the Tanteen Netball Court on July 08th 2016, eleven<br />

energetic junior performers came up against the reigning champion,<br />

Filandi Jeffery. Jeffery who is now a student at the T.A. Marryshow<br />

Community College captured the heart of both judges and patrons<br />

with his song “Higher Level “and was able to retain his title.<br />

In second position was Jelonie Fleming of the Mac Donald College<br />

with the song “When we reach” while the third position went to the<br />

duo of Shernika Peter and Octavia Glen of the J. W. Fletcher Catholic<br />

Secondary School with the song “No fake friend.”<br />

This is the fourth School’s Soca Monarch competition which is organised<br />

annually by the Ministry of Culture. This year, sponsorship was provided<br />

by Waggy T Rental and Sound Company.


She was the youngest of the 20 junior calypsonians<br />

who signed up to dethrone 2015 Junior calypso Monarch<br />

- Heidi Charles.<br />

This grade four student gave an attention-grabbing<br />

performance with her selection entitled ‘We need<br />

Love’, and had the Carnival City audience in approval<br />

mode with her powerful message.<br />

Amassing 248 points from the five judges, eight-year<br />

old Shanae Sylvan, who <strong>pre</strong>fers to be referred to as<br />

‘Mini Axe’, grabbed her father and ran on to stage<br />

when she was announced the winner of the 2016<br />

Junior Monarch.<br />

‘Small Axe’ in fact, had two daughters<br />

in the same competition. “I wrote both<br />

songs and I trained them, I practised<br />

with them but tonight the younger one<br />

took the spotlight,” he said while explaining<br />

that he began coaching Shanae way<br />

back in April.<br />

Surrounded by her mother and father, it was all<br />

smiles when she said, “I feel so excited, I feel so excited,<br />

I am so happy,” in her first interview after being<br />

crowned.<br />

beaming with excitement and ex<strong>pre</strong>ssed his delight<br />

that his daughter had achieved a major milestone<br />

in the calypso history of Grenada – a young female


The sound was clear, crisp and the delivery a sturdy one for the defending<br />

Junior Panorama Champions Flow Commancheros.<br />

The response at the end of the performance was loud applause from their<br />

supporters and the hundreds that gathered at the National Stadium for the<br />

Children’s Carnival Frolic.<br />

FLOW Commancheros captured the title<br />

for the 2nd year in a row with a total of<br />

267 points.<br />

In second place was Angel Harps with 247 points; Pan Oasia was third<br />

with 239 points, followed by Food Fair Wiz Kids in fourth position on 239<br />

points. Pan Lovers was fifth with 230 points; Rainbow City All Stars sixth<br />

with 223; Digicel Pan Lovers seventh on 222 points and in eight position<br />

was new comer Melody Warriors from St Patrick.

Last year she had to remove herself from the<br />

show due to illness and if there any example<br />

of a person “Returning with Revenge” that will<br />

be the words to describe the 2016 National<br />

Queen show winner Samantha Francis.<br />

As the MC announced the winner of the<br />

various categories, it was as if the name<br />

Samantha Francis was on repeat. She won<br />

every category: Best Interview! Best Talent!<br />

Best Swim Wear! Best Costume! Ms Evening<br />

Wear and Best Final Question.<br />

“Clean Sweep,” someone shouted from the<br />

crowd as MC Lexan Fletcher announced that<br />

Ms St George was the winner with a total of<br />

1107 points. Hundreds in the stadium stood up<br />

in standing ovation and clapped as the 2015<br />

winner placed the crown on the head the 2016<br />

winner.<br />

Emotions took over as she achieved her goal with<br />

a record setting performance. This is the first time in<br />

history a national queen show contestant captured<br />

all the category titles. “I feel happy,” she said with a<br />

smile on her face that indicated “I am glad it’s over!”<br />

In second position was Kerryne James - Ms St<br />

John who scored 931.5 points while in third position<br />

was Ms Eslyn Blair who re<strong>pre</strong>sented Carriacou and<br />

Petite Martinique. The other contestants were: Ms<br />

St Andrew’s – Makeba Roberts; Ms St David - Ruth<br />

Bailey; Ms St Patrick - Kahdija Logie and Ms St.<br />

Mark Akada Lewis.


Becoming a Citizen<br />

In order to protect its people and Grenada’s international standing,<br />

the Government of Grenada will only grant citizenship to individuals<br />

who are cleared by due dilligence checks.<br />

Routes To Citizenship: Contribution Or Investment<br />

Applicants must choose between two potential routes for citizenship.<br />

) A contribution to the National Transformation Fund<br />

) An investment in an approved project (real estate) in Grenada.<br />

) Fastest turnaround from application to citizenship<br />

in approximately 60 days.<br />

) No interview, education, or management experience required.<br />

) No requirement to reside in Grenada before or after citizenship<br />

is granted.<br />

Grenadian Citizen Benefits<br />

Individuals who obtain citizenship through Grenada’s Citizenship by<br />

Investment Programme are entitled to live and work in Grenada any<br />

time, with the rights of every Grenadian and Caribbean Community<br />

(CARICOM) citizen.<br />

The Application Process<br />

Step 1<br />

Choose an Authorised International Marketing Agent. Applications for<br />

citizenship may not be submitted directly to Grenada’s Citizenship by<br />

Investment Committee (CBIC) and must only be handled by agents.<br />

Applicants must contact an Authorised International Marketing Agent,<br />

who in turn will liaise with an Authorised Local Agent. Applicants may<br />

not contact Authorised Local Agents directly.<br />

Step 2<br />

Contact an Authorised Local Agent, whose role is to provide the<br />

applicant with assistance in <strong>pre</strong>paring documents for submission to<br />

the CBIC. The applicant will need to complete official forms, attend a<br />

medical examination, and obtain certain supporting documents – all<br />

of which must be submitted in English and be appropriately legalised.<br />

Step 3<br />

When all forms are complete, the Authorised Local Agent submits the<br />

application to the CBIC. The Authorised Local Agent then becomes<br />

responsible for liaising with the CBIC in relation to all correspondence,<br />

queries, or questions that may arise with respect to the applicant’s file.<br />

Grenada allows individuals to hold dual citizenship, and citizenship<br />

may be extended to family members.<br />

Grenada offers its citizens social and political security, reinforced<br />

by its membership in the United Nations and the Commonwealth of<br />

Nations. Grenada’s local community is culturally vibrant, vivacious,<br />

gains tax. There is no restriction on the repatriation of profits and imported<br />

International Mobility<br />

Grenadian citizens can travel without visa restrictions to more than 115<br />

international and Commonwealth countries. These include the European<br />

Union, and important business hubs such as Singapore and Hong<br />

Kong. Grenada is one of very few nations whose citizens can travel to<br />

the People’s Republic of China without first obtaining a visa.<br />

Step 4<br />

Each application is vetted by the Government through a thorough due<br />

diligence background check, during which time submitted information<br />

is examined and verified. The CBIC considers application files in light<br />

of this due diligence check, and then issues a recommendation about<br />

the application. Final approval is in the hands of the Minister, who generally<br />

follows the CBIC’s recommendation. Upon the Minister making<br />

a decision, the applicant is issued a letter (through his or her Authorised<br />

Local Agent) detailing whether the application was successful,<br />

delayed for further processing, or rejected.<br />

Step 5<br />

If the application is successful, the CBIC issues a letter instructing the<br />

applicant (through his or her Authorised Local Agent) to either make<br />

the contribution (for the NTF option) or complete the purchase of his<br />

or her real estate. If real estate is purchased, then the applicant must<br />

demonstrate completion, as well as the execution of all necessary<br />

documents. Upon receiving proof of payment, the CBIC issues the<br />

certificate of registration, establishing that the applicant has received<br />

Grenadian citizenship. Authorised Local Agents must use this certificate<br />

to apply for a Grenadian passport on behalf of the applicant.<br />

Programme allows individuals and their<br />

licensed agents, and may not make submissions<br />

to the Government on their own behalf.<br />

The Grenada Citizenship by Investment Committee<br />

(CBIC) is the Government body responsible<br />

for overseeing the processing of applications<br />

for citizenship by investment or by permanent<br />

residence. The CBIC assesses each application<br />

in accordance with the Grenada Citizenship by<br />

Investment Act, 2013. It then makes recommendations<br />

to the Minister, who has the final say on<br />

whether to approve, deny, or delay the granting<br />

of Grenadian citizenship.


Flow Commancheros gave a fantastic performance of “Dance” to steal<br />

the 2016 Panorama title. Performing in front of a large crowd at the<br />

Grenada National Stadium on Saturday night, Flow Commancheros<br />

amassed 278 points to dethrone Republic Bank Angel Harps. This<br />

win is particularly significant for the band as this year they also won<br />

the Junior Panorama title.
