In 1965, Al Streb incorporated Streb Construction
Co., Inc., the Iowa City company he founded after
returning from the Korean War. Around the same
time, former Cedar Rapids Streets Commissioner,
Jack Eggleston, joined forces with Ed and Leo
Fitzpatrick to form E & F Paving Company in Cedar
Rapids. As both businesses mark 50 years, now under the
same umbrella of Streb Construction, family members
and employees continue the tradition of customer service
started a half-century ago.

STREB CONSTRUCTION
“We just basically grew the business,” co-owner and vice president,
Steve Streb, said of he and his brother, Dave Streb, who serves as
president and co-owner of Streb Construction.
Their father, Al Streb, started out building houses before developing
commercial buildings and residential subdivisions during the 1970s
in the North Liberty and Iowa City area.
His dad wasn’t necessarily considered “handy,” Steve said with a
smile, but provided the organization
and leadership needed to operate a
successful business.

from Oklahoma State University and began working full-time for the
company in the early 1980s, the farm crisis had hit.

“In 1983, there were only 13 building
permits taken out in all of Iowa City,”
said Steve, who received a business degree
from Loras College. “Needless to
say, there wasn’t a whole lot going on in
the building industry.”

began focusing on concrete
work, beginning
with paving jobs in subdivisions.
The economic
recession of 2008 also forced a change,
but this time in the types of jobs Streb
Construction pursued.
In the past decades, they haven’t looked
back, with the business now firmly dedicated
to concrete paving, primarily in
the Corridor as well as other Eastern

Iowa communities, working on commercial parking lots, city
streets, interstates, county roads, airports and subdivisions.
The ability to adapt has continued, with the addition of GPS
technology in recent years to provide more accurate work.
The technology replaces a previous method of guiding paving
machines with string, Steve said.
Rather than buy a new machine, the GPS system was retrofitted
on a slipform concrete paver, he noted, allowing the machine
to continue its use, but with more accuracy and costsavings.
Plaques recognizing numerous honors the company has been
awarded line the walls of the office in Iowa City, including excellence
awards from the Iowa Concrete Paving Association and
Iowa Department of Transportation.

Streb Construction is a member of the Associated General
Contractors of Iowa, the Associated General Contractors of
America, the Iowa Concrete Paving Association, in which
Steve served as president in 2009 and 2012, the American
Concrete Paving Association and the Iowa City Area Chamber
of Commerce.

Many of Streb Construction’s 75 employees have been with
the company for numerous years, including recent retiree,
Gary Evans. “He remembers me being born,” said Steve, who
is now 44.
During its anniversary year, the company is moving to a new
location just outside of Coralville, with the goal to be in the
new office and shop building before the end of 2015.

E & F PAVING COMPANY
E & F Paving Company, LLC, started out as E & F Cement and
Asphaltic Concrete Inc., in 1964, making it slightly older than
Streb’s, but navigating a similar pathway of a family business
adapting to the times.

In this case, three families and two
generations have been a part of the
company’s continuity.
General Manager Jim Fitzpatrick, the son of co-founder Leo
Fitzpatrick, just retired this year after 50 years in the business.
His cousin, Mike Fitzpatrick, son of co-founder Ed Fitzpatrick,
had previously retired, and Rick Eggleston, son of co-founder
Jack Eggleston, remains with the company as a hands-on field
superintendent after buying out the other co-owners in 2000.

While Rick Eggleston sold the company to Streb’s
in 2010, E & F Paving continues with 25 employees
in its Cedar Rapids office, performing similar
types of work as Streb’s, but with a focus on Linn
County.
Rick said his father originally joined forces with
the Fitzpatrick brothers, who were streets department
employees knowledgeable about concrete.
Ed and Leo, along with their brothers, Irving,
Tom and Don, owned Fitzpatrick Concrete in the
1950s.
Both of the Fitzpatrick brothers had fought in

World War II and Jack Eggleston joined the Marines at age 17,
just as the war was ending. He later served as Streets Commissioner
in Cedar Rapids in the early 1960s.
Don Fitzpatrick was Assistant Vice President and office manager
for the company.
Times have changed since the labor-intensive work that Rick recalls
when starting with the company as a high school junior.
“My first job was throwing a pile of dirt into a dump truck with a
shovel,” he vividly recalls.
The work still involves physical labor, but is more efficient, so it
can be done with fewer workers. Still, several employees made
a career with E & F. Bob Knake was one of the first employees,
who was with the company from its inception. “He was a very
valuable employee for over 30 years,” Rick said.
So many good people
we have worked with.

Tom Meyer
Others, such as
Harvey Hop, were
teachers who
worked summers
with the company,
and many people to this day tell his father, now living in Hiawatha,
that they were able to pay their way through college by working for
the paving company.
Those workers have gone on to become lawyers, doctors, teachers
and more, Rick said. The company’s relationship with developers
and others in the city has been equally exceptional, he added.
“There are so many good people we have worked with,” he said.
While it’s impossible to calculate how many jobs the company has
completed in the past 50 years, Rick said more than 1.5 million cubic
yards of concrete has been poured since E & F began, growing
from 4,000 cubic yards annually to more than 50,000 per year.
While some of the technology has changed and the land around
the company’s office in southwest Cedar Rapids has developed
dramatically from 1970, when they first moved to the site, they are
proud that their name has carried on.
