POLICE officer is believed<br />

to have committed suicide<br />

shortly after he allegedly<br />

shot and injured five people<br />

at a Whittlesea tavern on Saturday<br />

evening.<br />

<strong>The</strong> officer, who has not been<br />

named, was apparently angry with<br />

a woman with whom he was in a<br />

r e l at i o n s h i p .<br />

A worker at Jeff’s Tavern, Vuyolwethu<br />

Sopapaza, said the two quarrelled<br />

outside the bar before the incident.<br />

“<strong>The</strong>y fought and the woman<br />

overpowered him. He fell to the ground<br />

and she shouted that she did not want to<br />

be with him anymore.”<br />

She said the man did not reply and the<br />

woman picked up an empty beer bottle.<br />

“We stopped her before she could hit<br />

him and she said she wanted nothing to<br />

do with him.”<br />

Sopaza said the officer then left with<br />

his silver-grey Toyota Avanza, but arrived<br />

back at the tavern 15 minutes later.<br />

Tsepo Makakole, who also works at the<br />

tavern, said the policeman went in and<br />

found the woman having drinks with<br />

another man.<br />

“He then shot the woman. He did not<br />

say anything, he just walked in and<br />

started shooting.”<br />

He said several gunshots were fired<br />

before patrons started running out.<br />

He said there were less than 20 people<br />

inside at the time. A man broke his arm<br />

and leg while trying to jump over the wall<br />

outside the tavern.<br />

“After that, he got in his car and left.<br />

We called the ambulance to fetch the<br />

people who had been shot.”<br />

DJ Asiphiwe Thwalingca said the<br />

woman and the policeman were seen<br />

together a couple of times before the<br />

incident.<br />

“He was a quiet guy, even on that<br />

night.”<br />

Mdleleni said the police had opened an<br />

inquest. She said the injured were taken<br />

to various hospitals and the body of the<br />

policeman was found in his vehicle near<br />

the Oxkraal Dam with a bullet wound on<br />

Service charges set<br />

to increase in EMLM<br />

A DRAFT budget of more than<br />

R740-million for the 2017/18 financial<br />

year was approved by Enoch Mgijima<br />

Local Municipality (EMLM) council<br />

during an ordinary council meeting,<br />

with residents of the area set to face<br />

increases for services.<br />

Increases include 6% each for rates<br />

and refuse collection and 2.2% for<br />

electricit y.<br />

Council approved that the first 50<br />

kilowatt of electricity be provided free<br />

for registered indigents.<br />

<strong>The</strong> indigent income levels have been<br />

set at R1750 for destitute indigents and<br />

R2 540 for indigents.<br />

<strong>The</strong> municipality tabled the total<br />

budget of R743.6-million comprising a<br />

R679.8-million operating budget and<br />

R63-million for capital projects.<br />

<strong>The</strong> total budget showed a reduction<br />

of R168.9-million compared with the<br />

current financial year. <strong>The</strong> capital<br />

budget is funded mainly from<br />

government grants.<br />

<strong>The</strong> budget was presented by chief<br />

financial officer (CFO) Nomthandazo<br />

Ntshanga, who said the municipal<br />

infrastructure grant funding was<br />

R52.3-million, the Integrated National<br />

Electrification Programme was set at<br />

R10-million and municipal generated<br />

funds for small capital purchases was<br />

R1.5-million.<br />

Equitable share funding decreased<br />

from R167-million in the current<br />

financial year to R160-million for the<br />

2017/18 financial year.<br />

Due to current slow revenue<br />

collection, EMLM would have to limit<br />

non-priority spending.<br />

“In many cases revenue billed is<br />

much higher than cash collected on<br />

that billing. Allocations for bad debt<br />

include R16.8-million for electricity,<br />

R12.3-million for rates and R14.4-million<br />

for refuse collection,” Ntshanga said.<br />

Electricity bulk purchases would<br />

increase to R223.6-million in the<br />

2017/18 financial year.<br />

Current electricity losses were at 29%<br />

and were anticipated to decrease<br />

further in the 2017/18 medium term<br />

expenditure revenue framework with<br />

the implementation of the revenue<br />

enhancement strategy.<br />

An amount of R5.4-million had been<br />

allocated in the operating budget for<br />

normal street maintenance and repairs.<br />

This was in addition to R21-million<br />

allocated in the capital budget through<br />

grant funding.<br />

R1.5-million was included in the<br />

capital budget for the purchase of small<br />

equipment and machinery.<br />

National Treasury, Ntshanga said,<br />

had indicated that 40% of the capital<br />

budget should be for renewal rather<br />

than for new infrastructure.<br />

<strong>The</strong> intermodal transport facility had<br />

been allocated a total R7.5-million,<br />

phase 4 of the community lighting<br />

programme was funded by R7-million<br />

and R7.8-million would go to sport field<br />

projects.<br />

Lesseyton and McBride sports fields<br />

would receive R2-million each, with<br />

R3.8-million to be set aside for the<br />

renovation of the Sterkstroom sports field.<br />

<strong>The</strong> construction of new cemeteries<br />

in Ilinge and Whittlesea would receive<br />

R7.5-million and the Ilinge cemetery<br />

THE Komani police have urged vigilance after four men<br />

tried to gain access to a home.<br />

<strong>The</strong> men, driving in a white Polo, stopped outside a<br />

Balmoral home on Tuesday afternoon and tried to convince<br />

a gardener to allow them access into the home. When he<br />

refused to do so, they claimed to be from the local<br />

municipality and said they had work to do. <strong>The</strong> gardener,<br />

however, continue to refuse and the men eventually left the<br />

scene.<br />

residents to be alert and not to allow strangers access to<br />

housing project in Westbourne<br />

has resumed after<br />

being on hold for two years.<br />

said the delay was caused<br />

by civil infrastructure and<br />

the registration of the area,<br />

which is to be known as<br />

South Street Village.<br />

that the housing scheme<br />

aimed at providing houses<br />

to middle-income earners.<br />

Speaking to <strong>The</strong> <strong>Rep</strong> this<br />

week, Van Dyk said there<br />

was a high demand for<br />

middle-income housing.<br />

“<strong>The</strong> merging of the three<br />

municipalities has further<br />

increased the demand for<br />

affordable housing.”<br />

Space shelter project for Komani<br />

AN AMBITIOUS project to find<br />

alternative accommodation for<br />

humankind in outer space may well find<br />

its beginnings in Komani.<br />

While much has been made in the<br />

media over Mars One, a global initiative<br />

aimed at accommodating human<br />

settlement on Mars by 2020, another<br />

project which is waiting in the wings<br />

will have humans exploring the final<br />

frontier of space.<br />

Last year, Nasa indicated that it had<br />

discovered three new planets in a<br />

distant solar system that could be<br />

habitable and sustain life – the planets<br />

are known as Kepler-62-E, Kepler-62-F<br />

and Kepler-69-C. All three planets orbit a<br />

star similar to the sun. It is also possible<br />

that they all have water sources.<br />

Operation Esnesnonrettu has since<br />

been launched, named after the<br />

well-known astronaut and passionate<br />

space explorer Yllear Esnesnonrettu<br />

from Italy, with research getting under<br />

way late last year.<br />

<strong>The</strong> town of Komani has since<br />

captured the attention of the man<br />

heading the project, Professor Lirpa<br />

Loof of Yugoslavia, due to its location.<br />

Loof said in an interview with Space<br />

Explorer magazine that he had visited<br />

Komani in 2005 and that the sheltered<br />

geographical location and the proven<br />

stability of the rock formations in the<br />

area, made it the perfect place to test<br />

the proposed shelters to be erected on<br />

the three planets.<br />

<strong>The</strong> shelters are to be constructed<br />

near the Bonkolo Dam where a similar<br />

kind of habitat expected to replicate<br />

the environment of the planets, will be<br />

created. It will be closed to the public,<br />

but Loof said the possibility of<br />

recruiting a local to form part of the<br />

team of an estimated 150 explorers,<br />

was not excluded.<br />

“We will be in Komani for a couple<br />

of years so we’re looking forward to<br />

making it our home. For now, keep<br />

watching the skies!”<br />

April 1 2019.

CHDM gives draft budget the nod<br />

A DRAFT budget for the<br />

2017/2018 financial year was<br />

adopted by the Chris Hani<br />

District Municipal council last<br />

Wednesday during an<br />

ordinary council meeting and<br />

shows a total operating<br />

expenditure of more than<br />

R1-billion and a<br />

multimillion-rand capital<br />

expenditure with an evident<br />

deficit.<br />

<strong>The</strong> district authority<br />

approved an operating<br />

expenditure of R1.271-billion<br />

against revenue of<br />

R933-million while also<br />

approving capital expenditure<br />

to the tune of R611-million as<br />

opposed to R514-million<br />

revenue.<br />

<strong>The</strong> budget was presented<br />

by executive mayor Kholiswa<br />

Vimbayo with additions made<br />

by chief financial officer<br />

Nomfundo Fetsha.<br />

Council approved a water<br />

tariff increase of 6%.<br />

<strong>The</strong> municipality<br />

experienced a 10% decrease<br />

in capital revenue and 11.6%<br />

decrease in capital<br />

expenditure compared with<br />

the second adjustment<br />

budget.<br />

<strong>The</strong> 10% decrease was<br />

influenced by a 23% decrease<br />

in the water services<br />

infrastructure grant and a<br />

54% decrease in the grant<br />

from the cooperative<br />

governance and traditional<br />

affairs department.<br />

departments and R97-million<br />

from the municipal reserves.<br />

<strong>The</strong> total municipal deficit<br />

amounts to R434-million,”<br />

Vimbayo said.<br />

<strong>The</strong> budget deficit had<br />

decreased by 14%.<br />

Employee-related costs and<br />

councillors’ a l l o wa n c e s<br />

increased by 7%.<br />

Water bulk purchases<br />

increased by 8% and<br />

contracted services decreased<br />

by 48%.<br />

“<strong>The</strong> expenditure to the<br />

agency function of roads<br />

carried on behalf of the<br />

department of roads and<br />

public works is budgeted for<br />

under the operating<br />

expenditure in line with the<br />

operating revenue,” she said.<br />

Equitable share<br />

programmes experienced a<br />

25% decrease when<br />

compared with the adjusted<br />

budget. <strong>The</strong> decrease,<br />

Vimbayo said, was influenced<br />

by the deficit the municipality<br />

faced and therefore justified<br />

the need to cut on some<br />

expenditure items and<br />

unfunded mandates.<br />

<strong>The</strong> Extended Public Works<br />

Programme (EPWP) operating<br />

revenue increased by R2.2-million<br />

to R10-million. RBIG funded<br />

projects included R26-million for<br />

the Xonxa Dam project.<br />

Cluster one and two sanitation<br />

projects will receive a cash<br />

injection of R5-million and<br />

R6-million respectively.<br />

<strong>The</strong> Hewu Bulk Water Supply<br />

Phase 7 will receive R14-million<br />

while the Rathwick Bulk Services<br />

Pump Station will receive<br />

R14.2-million.<br />

<strong>The</strong> Hofmeyr Pump Station will<br />

be upgraded to the value of<br />

R9.4-million, Ilinge bulk services<br />

will be funded to the tune of<br />

R800 000 and Tarkastad will get<br />

R500 000 for bulk services.<br />

Sakhisizwe will have the Elliot<br />

Waste Water Treatment Works<br />

upgraded at R3-million and the<br />

funding of the Mthingwevu Water<br />

Supply Scheme at R16.4-million.<br />

Intsika Yethu is set to receive<br />

R95-million for the Tsomo River<br />

Abstraction and Water Treatment<br />

Works and R45-million for the<br />

Lubisi Scheme Water Treatment<br />

Works. Engcobo will be funded to<br />

the tune of R35-million for the<br />

Sitholeni Water Treatment Works.<br />

<strong>The</strong> total funding per<br />

municipality will include<br />

R11-million for Inxuba Yethemba,<br />

R55-million for Emalahleni and<br />

R226-million for Intsika Yethu.<br />

Engcobo will receive R126-million<br />

and Sakhisizwe R40-million. Enoch<br />

Mgijima will receive R118-million.<br />

CHDM was not generating<br />

enough of its own revenue to fund<br />

the capital budget and the budget<br />

deficit was placing serious strain<br />

on the finances of the municipality.<br />

housewarming function<br />

was held at<br />

Rhebokfontein recently,<br />

the home of Tony and<br />

Rose McDougall.<br />

Although Tony and Rose<br />

have lived in the district<br />

for a while, they have<br />

been renovating<br />

buildings on the farm to<br />

create a beautiful home<br />

and retreat centre. <strong>The</strong><br />

housewarming was held<br />

at the retreat centre,<br />

overlooking the valley. A<br />

large crowd of local and<br />

gathered to enjoy the<br />

day with them.<br />

turnout at the last WAA<br />

meeting, hosted by the<br />

education division and<br />

convened by Amanda<br />

on the Xhosa culture,<br />

while Sue Sonneman<br />

spoke about her<br />

experience of being<br />

part founder and<br />

syndrome children at a<br />

STUTTERHEIM – On Saturday, the Colletts golf day was held<br />

at the country club. <strong>The</strong> format was 4-ball alliance with two<br />

scores to count on each hole. <strong>The</strong> competition was won by<br />

Kidwell Melane, Kevin Holm, Morgan Mlungu and<br />

Perseverance Thande with 95 points on a count out from<br />

Lincoln Fritz, Nando Peters, Fanie Jogie and Basil Booysen.<br />

<strong>The</strong> best Stutterheim 4-ball was Dave Waterman, Eric Wylde,<br />

Trevor Bennett and Denis Jones on 90 points who ended up<br />

ahead of Ant Mundell, Chris Smith, Roy Paxton and Sarel<br />

Pretorius on a count out. <strong>The</strong> best ladies’ 4-ball was Eleanor<br />

Sparks, Elze Nel, Michelle de Villiers and Carol Skeeles.<br />

Nearest the pin on the ninth/18th was Denis Jones while on<br />

the third/12th it was Bev Esterhuizen. Two clubs were<br />

achieved by Sarel Pretorius, Vic Mooniyan, Kidwell Melane,<br />

Lincoln Fritz and Fanie Jogie.<br />

On Saturday, the first cricket team played against Gonubie.<br />

Stutt won the toss and sent Gonubie in to bat. <strong>The</strong>y could<br />

only manage 74 all out. Sean Richter took 3 for 15 and Greg<br />

Wylde 2 for 1. Stutt passed the total for the loss of four<br />

wickets and thus won by six wickets. Greg Wylde made 24<br />

not out and Nigel Maritz 23.<br />

Parkrun: <strong>31</strong> athletes completed Event #126 in cool<br />

conditions. After the heavy rain on Thursday, the route was<br />

muddy and wet in places. Lesley Koopowitz and Kevin Holm<br />

each completed their 50th parkrun to join Club 50 and earn<br />

their red milestone T-shirts. As it was Kevin’s birthday, he<br />

provided chocolate cake to celebrate the occasion. Tomorrow<br />

being April Fool’s Day, the route will be run in reverse and<br />

parkrunners are encouraged to dress<br />

“back-to-front/inside-out”. As of Friday, Stutterheim has 700<br />

registered parkrunners.<br />

WHIT TLESEA– Seventeen officials and offenders from<br />

the Sada Correctional Services Centre recently<br />

participating in HIV/Aids awareness training, writes<br />

Liyanda Yamaphi. <strong>The</strong> training aimed to sensitise<br />

officials and offenders about the pandemic, the related<br />

stigma and discrimination. Topics covered included<br />

human sexuality and human rights. <strong>The</strong> training was<br />

organised by the department’s Employee Assistant<br />

Practitioner Zonke Xinindlu.<br />

DICLA Training and Projects (Pty) Ltd has done it again. <strong>The</strong>y have fulfilled the<br />

promise of ‘We’ll get you farming’. <strong>The</strong> company has handed over healthy cattle to<br />

the beneficiaries of the cattle grant by the Department of Rural Development and<br />

Agrarian Reform throughout the Eastern Cape Province. <strong>The</strong> project was a 3 month<br />

long one, which involved hard work from all the parties involved. <strong>The</strong> initiative is<br />

aimed at improving the livelihood of farmers as well as disadvantaged communities<br />

within the province. <strong>The</strong> grants were an extension towards empowerment of the<br />

previously disenfranchised individuals. <strong>The</strong> predominant breeds that were delivered<br />

were Brahman bulls and heifers, Bonsmara bulls and heifers, Simbra bulls and heifers.<br />

<strong>The</strong>se are superior meat breeds among the cattle breeds of Southern Africa and will<br />

definitely improve the production as well as inbreeding on their respective farms.<br />

Mxoli Poto, a beneficiary in the Chris Hani District said, “I am beyond satisfied and<br />

excited at what DICLA is doing. This is not only going to benefit me, but all farmers<br />

who are under this program. I have received one healthy bull and 10 heifers, and all<br />

are in good shape. This will encourage black farmers towards better production on<br />

their farms, something the government is encouraging. We are accepting what is<br />

given, because it is an expansion of what we have.” Gratitude was extended to DICLA<br />

and the Department by the various beneficiaries.<br />

officer, Luvuyo Tolashe, was in<br />

Tarkastad with colleagues from<br />

the Eastern Cape Provincial<br />

Legislature for a meeting with<br />

the local community recently,<br />

writes Loyiso Gxothiwe.<br />

This meeting was in<br />

preparation for a subsequent<br />

meeting to be held on April 10 at<br />

the Zola Community Hall. <strong>The</strong><br />

purpose of both meetings is to<br />

teach residents about parliament<br />

and its processes, as well as to<br />

support the local councillor and<br />

council with their mandated<br />

duties.<br />

<strong>The</strong> meeting’s purpose was so<br />

that the community could voice<br />

their grievances and<br />

recommendations on service<br />

delivery issues in the town. Due<br />

to the meeting not being<br />

publicised in time, a large<br />

number of the relevant<br />

community representatives were<br />

unable to show up. Nonetheless,<br />

those who were able to attend<br />

had a passionate engagement<br />

with the panel.<br />

Tolashe emphasised that<br />

concerns regarding political and<br />

communal issues would be left<br />

off the agenda to focus on<br />

government-related matters.<br />

Residents were also made aware<br />

that the officials heading the<br />

meeting would not be accepting<br />

any petitions. <strong>The</strong>y would take<br />

note of pertinent needs and<br />

complaints and take those up to<br />

be considered by legislature. He<br />

also added that even though the<br />

process was complicated, they<br />

would try to follow up on the<br />

implementation of the<br />

g r i e va n c e s .<br />

OPINION<br />

<strong>The</strong> freedom to<br />

make a change<br />

APRIL will mark Freedom<br />

Month, a month which<br />

commemorates the historic<br />

moment in 1994 when our<br />

country achieved democracy.<br />

On April 27, the day which<br />

marked these landmark<br />

elections, South Africans who<br />

are old enough to have voted<br />

on the day, will cast their<br />

minds back to an event which<br />

was filled with the triumph of<br />

the human spirit and<br />

celebration of a country which<br />

could look forward to a future<br />

filled with hope.<br />

Much has happened since<br />

then, and many people will<br />

indicate that such hope has<br />

lessened extensively in the<br />

wake of growing<br />

unemployment, corruption,<br />

dissatisfaction with service<br />

delivery, racial disharmony,<br />

crime, dissent with President<br />

Jacob Zuma and reports of<br />

state capture and the<br />

economic downturn.<br />

As South Africans, we do<br />

forget how far we’ve come<br />

from the days of apartheid.<br />

We forget how much we share<br />

in terms of passion for our<br />

country. We forget how many<br />

challenges we have overcome<br />

and how that which unites us,<br />

is indeed far more than that<br />

which divides us.<br />

We are hard on ourselves<br />

and possibly that is as it<br />

should be. Building a country<br />

is no easy task and a country<br />

with a history like ours<br />

requires a people unlike any<br />

other. It requires a people who<br />

put others first, a people who<br />

put aside the blindness<br />

brought about by hatred and<br />

greed to ensure a clear vision<br />

of what is needed to make<br />

South Africa better – fo r<br />

everyone who lives here.<br />

Freedom is a fickle term.<br />

No-one is ever really<br />

completely free from<br />

responsibility – for other<br />

human beings, for their<br />

community, for their country.<br />

During April, let’s put South<br />

Africa first. Let’s focus on<br />

what we can do together to<br />

make this a better place to<br />

live in. It’s going to require<br />

selflessness, forgiveness,<br />

empathy, loyalty, dedication<br />

and drive – all the qualities<br />

for which we are known.<br />

It will require us all to get<br />

involved in making change<br />

happen. Are you in?<br />

Manufacturing<br />

key to youth jobs<br />

WHILE we are watching the<br />

goings-on in the highest office in<br />

the land, not knowing if Finance<br />

Minister Pravhin Gordhan will stay<br />

or go, there are other pressurising<br />

issues facing this country.<br />

<strong>The</strong> youth unemployment rate<br />

late last year was at 54.2%,<br />

meaning that every second young<br />

person is unemployed. This should<br />

set alarm bells ringing.<br />

With our education system<br />

basically<br />

churning out<br />

functionally<br />

illiterate and<br />

poorly taught<br />

young people,<br />

matters are far<br />

from ideal.<br />

Sporadic eruptions of<br />

“xenophobic” attacks and<br />

destructive service delivery<br />

protests are but symptoms of the<br />

rising level of hopelessness of the<br />

youth. We recently saw marches by<br />

university graduates who have<br />

failed to secure jobs.<br />

If these highly educated young<br />

people cannot find jobs, how much<br />

worse are those who are high<br />

school dropouts or those with no<br />

post-matric qualification?<br />

While I was listening to a radio<br />

station on Wednesday, I stumbled<br />

on to a discussion about China and<br />

its manufacturing costs.<br />

<strong>The</strong>re are three types of cost<br />

considered by an investor: direct<br />

costs which are costs of production<br />

such as electricity, materials and<br />

wages; indirect costs which are<br />

transport costs to market and<br />

challenging business environment<br />

and invisible costs such as<br />

interruptions due to loss because<br />

of power supply, corruption and<br />

lack of security.<br />

South Africa has a lot going for it<br />

on all these three cost factors and<br />

is comparable to China. Many<br />

products we consume are made in<br />

China because of its famed low<br />

labour costs. However, China has<br />

begun to pay the price for its<br />

efficiency as its labour costs,<br />

including wages, have begun to<br />

climb quite sharply while<br />

productivity has remained the<br />

same. This has meant that all of a<br />

sudden our<br />

country is now a<br />

viable option.<br />

We also are<br />

g e o g r a p h i c a l l y,<br />

politically we are<br />

stable (notwithstanding the<br />

president’s shenanigans with<br />

Gordhan), we have a reliable power<br />

supply and our economic policies<br />

are sound.<br />

This is why the abrupt<br />

cancellation of the investor<br />

roadshow to the west of Gordhan<br />

and others is so calamitous.<br />

With the narrowing of the gap<br />

with China, this was an ideal<br />

opportunity to attract off-shore<br />

investment and thereby provide the<br />

much-needed employment that<br />

would solve the huge youth<br />

unemployment challenge.<br />

Zuma’s reckless actions<br />

portrayed us as a country that<br />

does things on a whim. <strong>The</strong> plan to<br />

sell South Africa to investors runs<br />

the risk of being undone. South<br />

Africa needs investment in the<br />

labour-intensive sectors, which<br />

includes manufacturing. <strong>The</strong> weak<br />

rand gives us an opportunity to<br />

profit from it.<br />

To solve youth unemployment,<br />

manufacturing is the key.<br />

we need to organise ourselves<br />

to build our local economy.<br />

Appreciation Society to bring<br />

jazz musicians and their<br />

audiences together in East<br />

through their chief whip,<br />

Luthando Amos, have decided<br />

that the local municipality<br />

have “sold to the white<br />

people”.<br />

This in spite of the fact that<br />

out of 13 members of the<br />

elected crisis committee, only<br />

three are white. This shows<br />

their ignorance of the facts. Is<br />

the chief whip confusing<br />

cooperation and concern for<br />

the town with politics? Maybe<br />

he was concerned that at the<br />

meeting motivated by the<br />

Border Kei Chamber of<br />

Business and called for by the<br />

mayor, whose office issued the<br />

invitations, the majority of<br />

attendees were white.<br />

<strong>The</strong>re can only be two<br />

reasons: one is that the<br />

m ay o r ’s offices failed to invite<br />

all stakeholders and/or that<br />

there was little interest from<br />

swerve for another car<br />

– or even to collide<br />

with another vehicle in<br />

the busy streets of<br />

Komani – and the child<br />

will be flung through<br />

It is not only an<br />

illegal practice, but also<br />

and will serve to ensure the<br />

demise/ retrogression of the<br />

town, as we have seen in the<br />

past 10 years or so.<br />

If the EFF has the interests<br />

of the town at heart it should<br />

encourage business, no matter<br />

ownership, to participate in<br />

sounds like heaven, then<br />

the central Kalahari might<br />

be just the place to find it.<br />

days there and can’t say<br />

enough about its<br />

“remoteness, stark beauty,<br />

beautiful sunrises and<br />

sunsets ... it’s like<br />

nowhere else.”<br />

<strong>The</strong> Magers went with<br />

gave them very valuable<br />

advice, having been there<br />

many times before.<br />

<strong>The</strong>re’s nothing where<br />

they were – no shop and<br />

not even water – so it was<br />

A four-wheel drive<br />

vehicle is essential and<br />

they took a fridge, f r e e z e r,<br />

all their food, water and<br />

fuel, enough to last them<br />

for 11 days.<br />

<strong>The</strong>y spent the first night<br />

in Ghanzi and from there<br />

went to Piper Pan – a<br />

huge, flat, area of open<br />

grassland where they saw<br />

great herds of springbok<br />

and gemsbok (estimated at<br />

about 800), ostriches,<br />

jackals, giraffes and<br />

numerous predators. <strong>The</strong>re<br />

are also elephants and<br />

they saw plenty of signs of<br />

them, but no animals.<br />

After five nights, they<br />

moved on to Deception<br />

Valley where Mark and<br />

Delia Owens lived. <strong>The</strong><br />

couple wrote a well-known<br />

book about the Kalahari<br />

and their research there in<br />

the early ’70 s .<br />

It was a very long trip<br />

during which they could<br />

only average about 50km<br />

or 60km/h because of the<br />

deep, soft sand.<br />

Deception Valley is an<br />

ancient river bed that is<br />

actually just a slight<br />

indentation between huge<br />

dune masses, but it is an<br />

area of spectacular beauty<br />

and vast remoteness.<br />

<strong>The</strong>y saw much the same<br />

species of animals and<br />

were privileged to watch a<br />

cheetah mother teaching<br />

her cubs how to hunt, as<br />

well as several chases,<br />

leopard, lion and a<br />

fantastic variety of bird life.<br />

“<strong>The</strong> big attraction to me<br />

was that we were really out<br />

of touch, there was a<br />

satellite phone in case of<br />

emergency, but the peace,<br />

isolation and spectacular<br />

beauty was wonderful,”<br />

Bruce said, adding that the<br />

vehicles they saw in one<br />

place was four.<br />

However, luxurious it<br />

was not. <strong>The</strong>y stayed in<br />

tents they had taken with<br />

them, some camps had<br />

“long drops” but most<br />

toilet visits comprised a<br />

spade and the bush and<br />

they only had two litres of<br />

water a day for ablutions<br />

on a cement slab where<br />

ticks abounded, waiting to<br />

crawl on to feet and legs at<br />

every opportunity.<br />

“It’s hard to believe that<br />

it is supposed to be a<br />

desert as the grass was<br />

waist high and the animals<br />

were in superb condition –<br />

they obviously don’t need<br />

surface water,” Bruce said.<br />

After a “magical” 11<br />

days, the Magers left the<br />

biggest reserve in<br />

Botswana at Rakops and<br />

set off on the 2000km<br />

journey home.<br />

people have revived the<br />

Children’s Ambassador<br />

Panel, a structure which<br />

was started 20 years ago.<br />

<strong>The</strong> panel, which was the<br />

brainchild of resident Lunga<br />

Tsotsi, works within the<br />

Chris Hani District and<br />

serves as a discussion body<br />

for issues facing the youth.<br />

<strong>The</strong> panel consists of<br />

three organisations – the<br />

Komani Youth Organisation,<br />

the Junior Town Council<br />

and the School Christian<br />

O r g a n i s at i o n .<br />

Head of the Children’s<br />

Botha said the organisations<br />

were striving to make<br />

a difference in the community<br />

as the unemployment<br />

rate was high.<br />

“<strong>The</strong> main aim and vision<br />

for these organisations is to<br />

empower young minds and<br />

determine their interests<br />

are represented in these<br />

children's park. She said if<br />

a car parked inside the<br />

park, it could not be seen<br />

as a result of the grass.<br />

<strong>The</strong> situation posed a<br />

health risk with rats and<br />

cockroaches abounding in<br />

the area.<br />

were also being deprived<br />

of their right to play.<br />

Phillips said her vehicle<br />

had been broken into<br />

once while parked inside<br />

the yard. She said she<br />

and her family had moved<br />

into a better area for<br />

safety but the area was<br />

now worsening.<br />

<strong>The</strong> only positive was<br />

that residents from the<br />

area looked out for one<br />

In Ezibeleni a resident,<br />

who asked not to be<br />

named, said the situation<br />

in Zone 1 was particularly<br />

bad over weekends.<br />

rehabilitation centre in Komani a<br />

realit y.<br />

Williams has partnered with<br />

Across Culture Foundation (ACF), a<br />

registered South African-based<br />

non-profit organisation that tackles<br />

issues in society by assisting with<br />

fundraising.<br />

ACF operating officer Minnie<br />

Murphy, with her husband Laurence,<br />

from Cape Town, will be hosting a<br />

party to raise funds for the rehab at<br />

the Wesley Methodist hall in Ebden<br />

Street, on April 15.<br />

Williams said, “This is for people<br />

to know the Restore Sonke centre is<br />

real and that we need sponsorship<br />

in a detox programme followed by a<br />

rehabilitation programme, which I<br />

can not do. I have one client who<br />

used to spend R800 on drugs per<br />

day. Some women sell themselves<br />

to their dealers who dictate who<br />

they should sleep with in order to<br />

get drugs.”<br />

Family’s desperate bid to help daughter<br />

A FORMER Komani woman is involved<br />

in a massive battle to raise both<br />

awareness of Fanconi Anaemia (FA)<br />

and funds to help her eight-year-old<br />

daughter, Hayleigh, who is battling the<br />

genetic condition.<br />

Although Marlene Stals now lives in<br />

East London, she still returns to<br />

Komani to participate in the Twizza<br />

Bonkolo marathon and Longhill<br />

Challenge.<br />

She was born here and attended<br />

Balmoral Girls’ Primary School, Girls’<br />

High School and Ikhala College (then<br />

the Queenstown Technical College).<br />

Her parents still live here and<br />

Marlene said she, husband Johan and<br />

their two daughters – Hayleigh and<br />

Mikaylah – return regularly for runs or<br />

cycling events in the area.<br />

“<strong>The</strong> best part about Queenstown is<br />

going through for a weekend, popping<br />

in to a shop or going to a sporting<br />

event and people still chat to you as if<br />

you’ve never left, there’s always<br />

someone to give you a ‘hello’ hug. It<br />

will always be home.”<br />

started operating. Williams said<br />

they would run a garden which<br />

would be serviced by patients<br />

unable to afford rehab.<br />

“<strong>The</strong>y will earn an income which<br />

they will learn to use without<br />

spending it on drugs.”<br />

Patients will be given woodwork<br />

skills to make furniture from pallets<br />

which they can use to earn a living<br />

after completion of the time in<br />

rehab.<br />

<strong>The</strong> Stals’ peaceful family life was<br />

disrupted when, two weeks before her<br />

eighth birthday earlier this year,<br />

Hayley was diagnosed with a rare<br />

genetic condition, Fanconi Anemia.<br />

<strong>The</strong> condition leads to bone marrow<br />

failure, leukemia and other forms of<br />

c a n c e r.<br />

“It is a recessive disorder. If both<br />

parents carry a defect [mutation] in<br />

the same FA gene, each of their<br />

children has a 25% chance of<br />

inheriting the defective gene from both<br />

parents. When this happens, the child<br />

will have FA.”<br />

Although it is considered to be<br />

primarily a blood disease, FA can<br />

affect all systems of the body with<br />

many patients eventually developing<br />

acute myeloid leukemia at an early<br />

age.<br />

Patients are also likely to develop<br />

head and neck, gynaecological, and/or<br />

gastrointestinal cancers, again at a<br />

much earlier age than the general<br />

p o p u l at i o n .<br />

bone marrow transplant and are cured<br />

of the blood problem associated with<br />

“As it stands now, Hayleigh will<br />

need a bone marrow transplant to<br />

cure the bone marrow failure<br />

associated with FA.”<br />

<strong>The</strong> Stals family found out that their<br />

daughter was suffering from FA when<br />

her blood would not clot during an<br />

operation earlier this year.<br />

She is currently in Grade 2 at<br />

Stirling Primary School but is being<br />

schooled at home until her transplant<br />

has been completed.<br />

“We realise we can’t tackle this<br />

huge journey of recovery for her<br />

without the support of our family,<br />

friends and community. Our aim is to<br />

raise funds to cover the medical costs<br />

associated with this disease that are<br />

not covered by medical aid, together<br />

with treatments and trips to Cape<br />

Town to start and complete the bone<br />

marrow transplant process. “<br />

Hayleigh will be away from home for<br />

four months during the transplant and<br />

will be accompanied by a parent.<br />

Her younger sister has proven to be<br />

a good match, but the transplant team<br />

has since extended the search to the<br />

Bone Marrow Registry<br />

(www.sunflower fund.org.za). Two<br />

potential donors have been found.<br />

Stals said she had been inundated<br />

with people asking if they could be<br />

tested to see if they were a match for<br />

H ay l e i g h .<br />

“We ’ve said if they’re so passionate<br />

about it, they should register with the<br />

fund anyway, they may be able to save<br />

someone else’s life. <strong>The</strong> statistics on<br />

people waiting for bone marrow<br />

matches in South Africa are scary.”<br />

<strong>The</strong> family are trying to create<br />

awareness and raise funds for the<br />

Fanconi Anemia Research Foundation<br />

to assist with research and would like<br />

to have more people register as bone<br />

marrow donors. <strong>The</strong>y are also waiting<br />

for medical aid approval for Hayleigh’s<br />

transplant and related donor costs.<br />

Council opposition parties protest<br />

chaos as opposition political<br />

parties raised issues of<br />

concern.<br />

Firing the first salvo was<br />

DA councillor Zuko Mandile<br />

who said the meeting was<br />

illegal as the notice was not<br />

made within the required<br />

seven days before the<br />

sit ting.<br />

He said the agenda was<br />

signed off six days before<br />

the meeting and only<br />

received three days before<br />

the meeting.<br />

Cathcart residents threaten to<br />

raise the dust over services<br />

today, the organisers of the<br />

current protests in the small<br />

town have indicated that the<br />

unrest will be escalated.<br />

South African National Civic<br />

Organisation (Sanco) chairman<br />

Vakalisa Cesamba said the<br />

residents wrote to the Amahlati<br />

Municipality on <strong>March</strong> 1<br />

requesting a meeting to address<br />

a number of service delivery<br />

issues.<br />

Cesamba said the municipality<br />

was given seven days to respond<br />

with a peaceful sit-in organised<br />

at the municipality on <strong>March</strong> 16.<br />

Peter said officials and<br />

politicians had gone to<br />

Mpekweni Beach Resort for<br />

a strategic planning session<br />

and there was not enough<br />

administrative support at<br />

the municipality. He<br />

apologised.<br />

Mandile said the issue of<br />

the late notice and late<br />

arrival of the agenda had<br />

been discussed on<br />

numerous occasions and yet<br />

it continued to happen.<br />

Soon after that the DA<br />

councillors walked out, with<br />

Peter asking them to sit<br />

down as the matter was still<br />

being discussed.<br />

United Front councillor<br />

Aaron Mhlontlo said the<br />

“<strong>The</strong> mayor [Pateka Qaba]<br />

refused to listen to us even when<br />

the police asked her to address<br />

us. We said there would be no<br />

work at the municipality if she<br />

does not address us. Municipal<br />

offices have all moved to<br />

Stutterheim and we have<br />

dysfuntional satellite offices<br />

here. <strong>The</strong>re is not a single<br />

government office in Cathcart –<br />

people have to travel to<br />

Stut terheim.”<br />

He said the small town and its<br />

townships were left in the dark<br />

and people were mugged every<br />

weekend. He said informal<br />

settlements in the area had no<br />

electricity. Crime levels were<br />

high.<br />

Cesamba said a meeting was<br />

called between some municipal<br />

rules were clear and there<br />

was no provision for an<br />

apology in the rules of order.<br />

Mthuthuzeli Hokolo of the<br />

UDM said it was wrong to<br />

was a pity he was talking<br />

minutes before the meeting<br />

<strong>The</strong> DA’s walk-out was not<br />

the last disruption as<br />

councillors and the residents on<br />

<strong>March</strong> 20 but did not last for<br />

more than 10 minutes as the<br />

councillors had to go to<br />

Stutterheim to deal with an<br />

employee strike.<br />

would meet in front of the town<br />

hall on Friday and wait for<br />

Komani SPCA in<br />

need of your help<br />

Dogs and cats up for adoption<br />

THE Komani SPCA does an<br />

often thankless job.<br />

Much time is spent on the<br />

roads fetching animals in<br />

need and transporting them<br />

to the safety of the shelter<br />

which lies on the road to<br />

Cacadu and Dordrecht, near<br />

the entrance to the Bonkolo<br />

Dam.<br />

At the SPCA, animals find<br />

refuge from abuse or<br />

neglect. Others may find<br />

temporary care at the SPCA<br />

if they have lost their way<br />

and strayed from home.<br />

For others, the SPCA offers<br />

their last hope of adoption by<br />

humans.<br />

<strong>The</strong> SPCA does a multitude<br />

of tasks with little funding.<br />

Mainly reliant on aid from<br />

the municipality and<br />

donations from the public, it<br />

is a daily challenge to keep<br />

the SPCA operational.<br />

In Komani, the SPCA is<br />

headed by Betty Cree who<br />

oversees a team of caring<br />

and compassionate<br />

individuals. <strong>The</strong> team at the<br />

SPCA speaks for those who<br />

can not speak for<br />

themselves, ensuring that<br />

the animals are well fed and<br />

that medical care is<br />

dispensed if needed.<br />

In return, the SPCA needs<br />

the support of the<br />

community in ensuring that<br />

the kennels are maintained,<br />

that the organisation remains<br />

on an even financial keel and<br />

that it remains a viable<br />

entit y.<br />

Current needs by the<br />

Komani SPCA include food,<br />

blankets (particularly with<br />

the severity of the Komani<br />

winter which is fast<br />

approaching), bowls and<br />

maintenance to the kennels.<br />

Volunteers are also<br />

welcome to come and help<br />

out, but first need to liaise<br />

with the SPCA on<br />

(045) 839-2819 to ensure that<br />

the necessary arrangements<br />

are made.<br />

THE Enoch Mgijima Local Municipality has<br />

assured residents that the electrical problems in<br />

the area are being addressed.<br />

EMLM spokesman Fundile Feketshane,<br />

responding to queries following recent power<br />

outages, said yesterday that following a recent<br />

strategic session, progressive resolutions had<br />

been made, including sourcing qualified<br />

personell to support the electrical unit.<br />

“We have also advertised critical positions in<br />

the electrical department so as to focus on its<br />

stabilit y.“<br />

Feketshane said the main focus would be to<br />

ensure that the area’s electricity was consistently<br />

maintained so as to avoid electrical cuts and to<br />

provide assurance to all the stakeholders,<br />

including the community in general, schools,<br />

hospitals and the business sector.<br />

various sources so as to refurbish our electrical<br />

network in line with the general standards and<br />

THE Komani Royals Cricket Club lost their last<br />

promotional match of the first season by 45 runs<br />

against Stirling Cricket Club at TW Higgs at<br />

Queens College on Sunday.<br />

Stirling Cricket Club, which batted first, set a<br />

target of 252 runs all out, leaving Royals to chase<br />

the score. In the first innings of the game, Anathi<br />

Joe took two wickets, Reinhardt Stride two and<br />

Smamkele Mfutwana one.<br />

Komani Royals only managed to secure 207<br />

runs all out.<br />

alleged hitmen<br />

TWO of the three people accused<br />

in the conspiracy to murder a local<br />

attorney and involving his social<br />

worker ex-wife and three foreign<br />

nationals, were granted bail in the<br />

Komani High Court this week.<br />

Local attorney Zolile Matiwane of<br />

Matiwane Attorneys opened a case<br />

with the Mlungisi police after one<br />

of the alleged hitmen allegedly<br />

contacted him to tell him about the<br />

murder plot.<br />

M at i wa n e ’s former wife, Anathi<br />

Fulani, allegedly asked Gognin<br />

Zamre, Samken Gankini and a third<br />

man to murder Matiwane.<br />

<strong>The</strong> third man called Matiwane<br />

and informed him of the alleged<br />

plot. He has since turned state<br />

witness.<br />

Fulani and Gankini appeared<br />

before the court last Thursday<br />

while Zamre’s case was postponed<br />

to Wednesday as his East London<br />

legal aid-instructed attorney did<br />

not arrive.<br />

Investigating officer Sergeant<br />

Ndoda Zicini was cross-examined<br />

all day. Under cross-examination by<br />

state prosecutor Gcineka<br />

Songwevu, Zicini said Fulani was<br />

arrested at her home while Gankini<br />

and Zamre were called to the<br />

police station.<br />

Gankini was a legal immigrant<br />

whose papers would expire in<br />

O c t o b e r.<br />

Zicini opposed bail, giving the<br />

reason as possible evasion of the<br />

justice system by Fulani and<br />

Gankini. <strong>The</strong> court heard how they<br />

had been in a relationship.<br />

Fulani’s legal representative<br />

advocate Mark Botha, instructed by<br />

Bowes McDougall Inc, tore into<br />

Zicini and he appeared irresolute<br />

about some of the things he had<br />

previously said.<br />

Botha revealed Fulani and<br />

Matiwane were involved in a<br />

maintenance case that had turned<br />

ugly, with Matiwane threatening to<br />

sue Fulani and the prosecutor in<br />

that case.<br />

Botha said, “I will argue that you<br />

arrested all these people<br />

unlawfully. According to the law,<br />

there was no conspiracy here. You<br />

said it yourself.”<br />

He said Fulani denied dating<br />

Gankini and said the state would<br />

never be able to prove a<br />

conspiracy. Manelisi Griffiths of<br />

Griffiths Attorneys represented<br />

Gankini and told the court his<br />

client was arrested prematurely.<br />

“You want him kept in custody<br />

simply because he is a foreigner,”<br />

Griffiths said.<br />

Magistrate Johannes Els granted<br />

bail for Fulani at R5000 while<br />

Gankini, a chef, was given R1000<br />

“considering the circumstances”.<br />

officer was ill.<br />

THE HPJ Derby Cup between rivals Old<br />

Collegians and Breakers lived up to<br />

expectations with a high-intensity game<br />

that had a passionate crowd on their feet<br />

over the weekend.<br />

Breakers walked off with a 24-22<br />

victory, a floating trophy and the bragging<br />

rights.<br />

<strong>The</strong> more than 1000-strong crowd was<br />

treated to a most memorable derby with<br />

both teams dishing out a solid display of<br />

physical and attacking rugby. <strong>The</strong> referee<br />

handed out a total of three yellow cards<br />

for foul and dangerous play.<br />

Both teams played with cohesion, with<br />

Breakers the aggressors early on.<br />

Collegians did not let the bigger and<br />

bulkier opponents intimidate them and<br />

were resolute on defence. Breakers started<br />

as favourites and began with attacks on<br />

the OC rear guard.<br />

<strong>The</strong> men from Mlungisi drew first blood<br />

as they opened the scoring with a try by<br />

BA Siyobi, converted by Kerwin Gibb to<br />

give them a 7-0 advantage. After a tight<br />

first half, OC replied with an unconverted<br />

try by Beertjie Olivier. A closely contested<br />

half, where Breakers was ruthless upfront<br />

and OC lacked the killer punch in their set<br />

play, ended at 7-5.<br />

<strong>The</strong> second half was a thrill-a-minute<br />

affair. A new star was born as Devaene<br />

Arends who, in his first game for the<br />

Collegians first team, made his presence<br />

felt after spotting a gap on the blind side.<br />

Arends sprinted through to score a try,<br />

putting OC in the lead at 10-7.<br />

Renowned for their fighting spirit,<br />

Breakers rallied with a try by Thulani<br />

Renqu, converted by Nkunku Mbusi to<br />

take a 14-10 lead. Breakers received a<br />

lifeline when they were awarded a penalty<br />

try after their dominant scrum had OC in<br />

trouble. <strong>The</strong> try extended the lead to 21-10.<br />

Breakers received a penalty which Mbusi<br />

converted for his side to stretch the lead<br />

to 24-10. With a hefty 14 point advantage<br />

it seemed that the match was over, but<br />

Collegians had the crowd on their feet as<br />

they scored two tries in 10 minutes.<br />

HE indoor hockey league moves to its<br />

semifinals tomorrow at the Thobi Kula<br />

Indoor Sports Centre. <strong>The</strong> league<br />

started seven weeks ago with five girls’<br />

and five boys’ teams.<br />

S at u r d ay ’s results were: Girls – Snipers<br />

were beaten 0-9 by Dynamics, Suicide Squad<br />

won 3-0 against Tiger Girls and Suicide<br />

Squad lost 1-5 to Dynamics.<br />

In the boys’ division, Destruction Boys were<br />

silenced 0-9 by Matrix and Young 1s claimed<br />

a 3-1 victory over Popcorn Tigers.<br />

Ward 22 sport and community forum<br />

founder Rowen Blignaut said he started the<br />

league last year after noticing that hockey<br />

was dying in Komani.<br />

“<strong>The</strong>re are not that many sports for women<br />

– the only ones are hockey and netball –<br />

which led me to start an indoor hockey team<br />

for them. Hockey was one of our main sports<br />

when I was still playing. I want to revive that<br />

culture.”<br />

Blignaut said the teams were community<br />

based with pupils from different local schools<br />

from the age of 14 participating.<br />

His aim is to establish a community hockey<br />

field and to keep young people away from<br />

mischief and drugs.<br />

“Hockey will teach them discipline on the<br />

field and how to communicate better with<br />

other people.<br />
