Man shoots
five in tavern
Rejected policeman in apparent suicide
BHONGO JACOB
A
POLICE officer is believed
to have committed suicide
shortly after he allegedly
shot and injured five people
at a Whittlesea tavern on Saturday
evening.
The officer, who has not been
named, was apparently angry with
a woman with whom he was in a
r e l at i o n s h i p .
A worker at Jeff’s Tavern, Vuyolwethu
Sopapaza, said the two quarrelled
outside the bar before the incident.
“They fought and the woman
overpowered him. He fell to the ground
and she shouted that she did not want to
be with him anymore.”
She said the man did not reply and the
woman picked up an empty beer bottle.
“We stopped her before she could hit
him and she said she wanted nothing to
do with him.”
Sopaza said the officer then left with
his silver-grey Toyota Avanza, but arrived
back at the tavern 15 minutes later.
‘The woman said she wanted
nothing more to do with him,
he must leave her alone’
Tsepo Makakole, who also works at the
tavern, said the policeman went in and
found the woman having drinks with
another man.
“He then shot the woman. He did not
say anything, he just walked in and
started shooting.”
He said several gunshots were fired
before patrons started running out.
He said there were less than 20 people
inside at the time. A man broke his arm
and leg while trying to jump over the wall
outside the tavern.
“After that, he got in his car and left.
We called the ambulance to fetch the
people who had been shot.”
DJ Asiphiwe Thwalingca said the
woman and the policeman were seen
together a couple of times before the
incident.
“He was a quiet guy, even on that
night.”
Police spokeswoman Captain Namhla
Mdleleni said the police had opened an
inquest. She said the injured were taken
Service charges set
to increase in EMLM
ZOLILE MENZELWA
A DRAFT budget of more than
R740-million for the 2017/18 financial
year was approved by Enoch Mgijima
Local Municipality (EMLM) council
during an ordinary council meeting,
with residents of the area set to face
increases for services.
Increases include 6% each for rates
and refuse collection and 2.2% for
electricit y.
Council approved that the first 50
kilowatt of electricity be provided free
for registered indigents.
The indigent income levels have been
set at R1750 for destitute indigents and
R2 540 for indigents.
The municipality tabled the total
budget of R743.6-million comprising a
R679.8-million operating budget and
R63-million for capital projects.
The total budget showed a reduction
of R168.9-million compared with the
current financial year. The capital
budget is funded mainly from
government grants.
The budget was presented by chief
financial officer (CFO) Nomthandazo
Ntshanga, who said the municipal
infrastructure grant funding was
R52.3-million, the Integrated National
Electrification Programme was set at
R10-million and municipal generated
funds for small capital purchases was
R1.5-million.
Equitable share funding decreased
from R167-million in the current
financial year to R160-million for the
2017/18 financial year.
Due to current slow revenue
collection, EMLM would have to limit
non-priority spending.
“In many cases revenue billed is
much higher than cash collected on
that billing. Allocations for bad debt
include R16.8-million for electricity,
R12.3-million for rates and R14.4-million
for refuse collection,” Ntshanga said.
Electricity bulk purchases would
increase to R223.6-million in the
2017/18 financial year.
Current electricity losses were at 29%
and were anticipated to decrease
further in the 2017/18 medium term
expenditure revenue framework with
the implementation of the revenue
enhancement strategy.
An amount of R5.4-million had been
allocated in the operating budget for
normal street maintenance and repairs.
This was in addition to R21-million
allocated in the capital budget through
grant funding.
R1.5-million was included in the
capital budget for the purchase of small
equipment and machinery.
National Treasury, Ntshanga said,
had indicated that 40% of the capital
budget should be for renewal rather
than for new infrastructure.
The intermodal transport facility had
been allocated a total R7.5-million,
phase 4 of the community lighting
programme was funded by R7-million
and R7.8-million would go to sport field
projects.
Lesseyton and McBride sports fields
would receive R2-million each, with
R3.8-million to be set aside for the
renovation of the Sterkstroom sports field.
The construction of new cemeteries
in Ilinge and Whittlesea would receive
R7.5-million and the Ilinge cemetery
Police call
for vigilance
THE Komani police have urged vigilance after four men
tried to gain access to a home.
The men, driving in a white Polo, stopped outside a
Balmoral home on Tuesday afternoon and tried to convince
a gardener to allow them access into the home. When he
refused to do so, they claimed to be from the local
municipality and said they had work to do. The gardener,
however, continue to refuse and the men eventually left the
scene.
Multimillion-rand housing
project is back on track
BHONGO JACOB
A MULTIMILLION-RAND
housing project in Westbourne
has resumed after
being on hold for two years.
Consultant Ian van Dyk
said the delay was caused
by civil infrastructure and
the registration of the area,
which is to be known as
South Street Village.
The Rep reported (“Bet ter
living”, November 11 2015)
that the housing scheme
aimed at providing houses
to middle-income earners.
Speaking to The Rep this
week, Van Dyk said there
was a high demand for
middle-income housing.
“The merging of the three
municipalities has further
increased the demand for
affordable housing.”
CMAI Architects from
Knysna, in liaison with
Number Two Piggeries from
Komani, initially launched
the project in November
2015 pending the
conclusion of the planning,
registration of the area and
design of services, in
liaison with the
municipalit y.
Van Dyk said almost half
of the development was
sold out within two days of
the launch.
Two houses have been
completed – a
two-bedroom, single-storey
home and a three-bedroom,
double-storey one.
“This design creates a
homely and comfortable
at m o s p h e r e . ”
A total of 101
plot-and-plan units will
come onto the market on
Space shelter project for Komani
SONJA RAASCH
AN AMBITIOUS project to find
alternative accommodation for
humankind in outer space may well find
its beginnings in Komani.
While much has been made in the
media over Mars One, a global initiative
aimed at accommodating human
settlement on Mars by 2020, another
project which is waiting in the wings
will have humans exploring the final
frontier of space.
Last year, Nasa indicated that it had
discovered three new planets in a
distant solar system that could be
habitable and sustain life – the planets
are known as Kepler-62-E, Kepler-62-F
and Kepler-69-C. All three planets orbit a
star similar to the sun. It is also possible
that they all have water sources.
Operation Esnesnonrettu has since
been launched, named after the
well-known astronaut and passionate
space explorer Yllear Esnesnonrettu
from Italy, with research getting under
way late last year.
The town of Komani has since
captured the attention of the man
heading the project, Professor Lirpa
Loof of Yugoslavia, due to its location.
Loof said in an interview with Space
Explorer magazine that he had visited
Komani in 2005 and that the sheltered
geographical location and the proven
stability of the rock formations in the
area, made it the perfect place to test
the proposed shelters to be erected on
the three planets.
The shelters are to be constructed
near the Bonkolo Dam where a similar
kind of habitat expected to replicate
the environment of the planets, will be
created. It will be closed to the public,
but Loof said the possibility of
recruiting a local to form part of the
team of an estimated 150 explorers,
was not excluded.
“We will be in Komani for a couple
of years so we’re looking forward to
making it our home. For now, keep
watching the skies!”
The project is expected to start on
April 1 2019.

CHDM gives draft budget the nod
R434m total deficit
a ‘serious strain’
ZOLILE MENZELWA
A DRAFT budget for the
2017/2018 financial year was
adopted by the Chris Hani
District Municipal council last
Wednesday during an
ordinary council meeting and
shows a total operating
expenditure of more than
R1-billion and a
multimillion-rand capital
expenditure with an evident
deficit.
The district authority
approved an operating
expenditure of R1.271-billion
against revenue of
R933-million while also
approving capital expenditure
to the tune of R611-million as
opposed to R514-million
revenue.
The budget was presented
by executive mayor Kholiswa
Vimbayo with additions made
by chief financial officer
Nomfundo Fetsha.
Council approved a water
tariff increase of 6%.
The municipality
experienced a 10% decrease
in capital revenue and 11.6%
decrease in capital
expenditure compared with
the second adjustment
budget.
The 10% decrease was
influenced by a 23% decrease
in the water services
infrastructure grant and a
54% decrease in the grant
from the cooperative
governance and traditional
affairs department.
The municipal
infrastructure grant (MIG)
funding and rural bulk
infrastructure grant (RBIG)
increased by 24% and 1%
r e s p e c t i v e l y.
“The capital programmes
funded from capital grants
were budgeted to the extent
of funds allocated by national
departments and R97-million
from the municipal reserves.
The total municipal deficit
amounts to R434-million,”
Vimbayo said.
The budget deficit had
decreased by 14%.
Employee-related costs and
councillors’ a l l o wa n c e s
increased by 7%.
Water bulk purchases
increased by 8% and
contracted services decreased
by 48%.
“The expenditure to the
agency function of roads
carried on behalf of the
department of roads and
public works is budgeted for
under the operating
expenditure in line with the
operating revenue,” she said.
Equitable share
programmes experienced a
25% decrease when
compared with the adjusted
budget. The decrease,
Vimbayo said, was influenced
by the deficit the municipality
faced and therefore justified
the need to cut on some
expenditure items and
unfunded mandates.
The Extended Public Works
Programme (EPWP) operating
revenue increased by R2.2-million
to R10-million. RBIG funded
projects included R26-million for
the Xonxa Dam project.
Cluster one and two sanitation
projects will receive a cash
injection of R5-million and
R6-million respectively.
The Hewu Bulk Water Supply
Phase 7 will receive R14-million
while the Rathwick Bulk Services
Pump Station will receive
R14.2-million.
The Hofmeyr Pump Station will
be upgraded to the value of
R9.4-million, Ilinge bulk services
will be funded to the tune of
R800 000 and Tarkastad will get
R500 000 for bulk services.
Sakhisizwe will have the Elliot
Waste Water Treatment Works
upgraded at R3-million and the
funding of the Mthingwevu Water
Supply Scheme at R16.4-million.
Intsika Yethu is set to receive
R95-million for the Tsomo River
Abstraction and Water Treatment
Works and R45-million for the
Lubisi Scheme Water Treatment
Works. Engcobo will be funded to
JUST USGIRLS
the tune of R35-million for the
Sitholeni Water Treatment Works.
The total funding per
municipality will include
R11-million for Inxuba Yethemba,
R55-million for Emalahleni and
R226-million for Intsika Yethu.
Engcobo will receive R126-million
and Sakhisizwe R40-million. Enoch
Mgijima will receive R118-million.
CHDM was not generating
enough of its own revenue to fund
the capital budget and the budget
deficit was placing serious strain
on the finances of the municipality.
STUTTERHEIM – On Saturday, the Colletts golf day was held
at the country club. The format was 4-ball alliance with two
scores to count on each hole. The competition was won by
Kidwell Melane, Kevin Holm, Morgan Mlungu and
Perseverance Thande with 95 points on a count out from
Lincoln Fritz, Nando Peters, Fanie Jogie and Basil Booysen.
The best Stutterheim 4-ball was Dave Waterman, Eric Wylde,
Trevor Bennett and Denis Jones on 90 points who ended up
ahead of Ant Mundell, Chris Smith, Roy Paxton and Sarel
Pretorius on a count out. The best ladies’ 4-ball was Eleanor
Sparks, Elze Nel, Michelle de Villiers and Carol Skeeles.
Nearest the pin on the ninth/18th was Denis Jones while on
the third/12th it was Bev Esterhuizen. Two clubs were
achieved by Sarel Pretorius, Vic Mooniyan, Kidwell Melane,
Lincoln Fritz and Fanie Jogie.
On Saturday, the first cricket team played against Gonubie.
Stutt won the toss and sent Gonubie in to bat. They could
only manage 74 all out. Sean Richter took 3 for 15 and Greg
Wylde 2 for 1. Stutt passed the total for the loss of four
wickets and thus won by six wickets. Greg Wylde made 24
not out and Nigel Maritz 23.
Parkrun: 31 athletes completed Event #126 in cool
conditions. After the heavy rain on Thursday, the route was
muddy and wet in places. Lesley Koopowitz and Kevin Holm
each completed their 50th parkrun to join Club 50 and earn
their red milestone T-shirts. As it was Kevin’s birthday, he
provided chocolate cake to celebrate the occasion. Tomorrow
being April Fool’s Day, the route will be run in reverse and
parkrunners are encouraged to dress
“back-to-front/inside-out”. As of Friday, Stutterheim has 700
registered parkrunners.
WHIT TLESEA– Seventeen officials and offenders from
the Sada Correctional Services Centre recently
participating in HIV/Aids awareness training, writes
Liyanda Yamaphi. The training aimed to sensitise
officials and offenders about the pandemic, the related
stigma and discrimination. Topics covered included
human sexuality and human rights. The training was
organised by the department’s Employee Assistant
Practitioner Zonke Xinindlu.
DICLA Training and Projects (Pty) Ltd has done it again. They have fulfilled the
promise of ‘We’ll get you farming’. The company has handed over healthy cattle to
the beneficiaries of the cattle grant by the Department of Rural Development and
Agrarian Reform throughout the Eastern Cape Province. The project was a 3 month
long one, which involved hard work from all the parties involved. The initiative is
aimed at improving the livelihood of farmers as well as disadvantaged communities
within the province. The grants were an extension towards empowerment of the
previously disenfranchised individuals. The predominant breeds that were delivered
were Brahman bulls and heifers, Bonsmara bulls and heifers, Simbra bulls and heifers.
These are superior meat breeds among the cattle breeds of Southern Africa and will
definitely improve the production as well as inbreeding on their respective farms.
Mxoli Poto, a beneficiary in the Chris Hani District said, “I am beyond satisfied and
excited at what DICLA is doing. This is not only going to benefit me, but all farmers
who are under this program. I have received one healthy bull and 10 heifers, and all
are in good shape. This will encourage black farmers towards better production on
their farms, something the government is encouraging. We are accepting what is
given, because it is an expansion of what we have.” Gratitude was extended to DICLA
and the Department by the various beneficiaries.
TAKING IT ALL IN: Members of the Tarka community at a provisional Eastern
Cape Legislature meeting
TARKASTAD - CHDM’s public
participation and petitions
officer, Luvuyo Tolashe, was in
Tarkastad with colleagues from
the Eastern Cape Provincial
Legislature for a meeting with
the local community recently,
writes Loyiso Gxothiwe.
This meeting was in
preparation for a subsequent
meeting to be held on April 10 at
the Zola Community Hall. The
purpose of both meetings is to
teach residents about parliament
and its processes, as well as to
support the local councillor and
council with their mandated
duties.
The meeting’s purpose was so
that the community could voice
their grievances and
recommendations on service
delivery issues in the town. Due
to the meeting not being
publicised in time, a large
number of the relevant
community representatives were
unable to show up. Nonetheless,
those who were able to attend
had a passionate engagement
with the panel.
Tolashe emphasised that
concerns regarding political and
communal issues would be left
off the agenda to focus on
government-related matters.
Residents were also made aware
that the officials heading the
meeting would not be accepting
any petitions. They would take
note of pertinent needs and
complaints and take those up to
be considered by legislature. He
also added that even though the
process was complicated, they
would try to follow up on the
implementation of the
g r i e va n c e s .
THE BKB Spiders team of
Riaan Muller, Lallie and Daniël
Kilian won the season of evening
bowls at the Tarkastad Bowls
Club last Thursday. Runners-up
were the Winties – Kevin and
Kitty Phillips and Heidi Ferrar,
with third place going to Les'
Girls – Lesley Porter, Debbie
Sparks and Christelle
Stapelberg. The club has been
attracting many players among
the younger generation, who
enjoy participation. We hope that
the club continues with their
great initiatives to get old and
young to interact socially.
the Pumpkin Festival in
Tarkastad tomorrow and the
THE REPRESENTATIVE 31 March 2017
EDITORIAL
OPINION
The freedom to
make a change
APRIL will mark Freedom
Month, a month which
commemorates the historic
moment in 1994 when our
country achieved democracy.
On April 27, the day which
marked these landmark
elections, South Africans who
are old enough to have voted
on the day, will cast their
minds back to an event which
was filled with the triumph of
the human spirit and
celebration of a country which
could look forward to a future
filled with hope.
Much has happened since
then, and many people will
indicate that such hope has
lessened extensively in the
wake of growing
unemployment, corruption,
dissatisfaction with service
delivery, racial disharmony,
crime, dissent with President
Jacob Zuma and reports of
state capture and the
economic downturn.
As South Africans, we do
forget how far we’ve come
from the days of apartheid.
We forget how much we share
in terms of passion for our
country. We forget how many
challenges we have overcome
and how that which unites us,
is indeed far more than that
which divides us.
We are hard on ourselves
and possibly that is as it
should be. Building a country
is no easy task and a country
with a history like ours
requires a people unlike any
other. It requires a people who
put others first, a people who
put aside the blindness
brought about by hatred and
greed to ensure a clear vision
of what is needed to make
South Africa better – fo r
everyone who lives here.
Freedom is a fickle term.
No-one is ever really
completely free from
responsibility – for other
human beings, for their
community, for their country.
During April, let’s put South
Africa first. Let’s focus on
what we can do together to
make this a better place to
live in. It’s going to require
selflessness, forgiveness,
empathy, loyalty, dedication
and drive – all the qualities
for which we are known.
It will require us all to get
involved in making change
happen. Are you in?
Manufacturing
key to youth jobs
WHILE we are watching the
goings-on in the highest office in
the land, not knowing if Finance
Minister Pravhin Gordhan will stay
or go, there are other pressurising
issues facing this country.
The youth unemployment rate
late last year was at 54.2%,
meaning that every second young
person is unemployed. This should
set alarm bells ringing.
With our education system
basically
churning out
functionally
illiterate and
poorly taught
young people,
matters are far
from ideal.
Sporadic eruptions of
“xenophobic” attacks and
destructive service delivery
protests are but symptoms of the
rising level of hopelessness of the
youth. We recently saw marches by
university graduates who have
failed to secure jobs.
If these highly educated young
people cannot find jobs, how much
worse are those who are high
school dropouts or those with no
post-matric qualification?
While I was listening to a radio
station on Wednesday, I stumbled
on to a discussion about China and
its manufacturing costs.
There are three types of cost
considered by an investor: direct
costs which are costs of production
such as electricity, materials and
wages; indirect costs which are
transport costs to market and
challenging business environment
and invisible costs such as
interruptions due to loss because
of power supply, corruption and
lack of security.
South Africa has a lot going for it
on all these three cost factors and
is comparable to China. Many
products we consume are made in
China because of its famed low
labour costs. However, China has
begun to pay the price for its
efficiency as its labour costs,
including wages, have begun to
climb quite sharply while
productivity has remained the
same. This has meant that all of a
sudden our
country is now a
IN
TOUCH
... with Phumelele P Hlati
viable option.
We also are
fav o u r a b l y
l o c at e d
g e o g r a p h i c a l l y,
politically we are
stable (notwithstanding the
president’s shenanigans with
Gordhan), we have a reliable power
supply and our economic policies
are sound.
This is why the abrupt
cancellation of the investor
roadshow to the west of Gordhan
and others is so calamitous.
With the narrowing of the gap
with China, this was an ideal
opportunity to attract off-shore
investment and thereby provide the
much-needed employment that
would solve the huge youth
unemployment challenge.
Zuma’s reckless actions
portrayed us as a country that
does things on a whim. The plan to
sell South Africa to investors runs
the risk of being undone. South
Africa needs investment in the
labour-intensive sectors, which
includes manufacturing. The weak
rand gives us an opportunity to
profit from it.
To solve youth unemployment,
manufacturing is the key.
Q: Why this particular
p r ofe s s i o n?
A: Music is my calling and
now that music has found me,
I do not dream of doing
anything else. Music is a gift
that I inherited from my
parents and my ancestors.
Q: What are you working
on at present?
A: I am finishing my
research on black South
African women in jazz. I am
also rehearsing to perform at
Café Beaulla in Komani and at
H e m i n g way s Mall in East
London this weekend.
Q: Would you say there is
a jazz market in the Chris
Hani District Municipality
and in the Eastern Cape?
A: Komani used to be known
as the “little jazz town”, but
now the jazz market has died
down here. As jazz musicians,
we need to organise ourselves
to build our local economy.
I started the Monti Jazz
Appreciation Society to bring
jazz musicians and their
audiences together in East
London.
One of our proudest
moments was when we invited
believed her…only to find
of arts and culture has not
created a conducive
environment for the jazz
community and arts in
general.
Q: What are the latest
trends in jazz?
A: What I have observed is
that successful South African
jazz musicians today are
independent and they are not
signed to major record labels.
When it comes to their
sound, they refuse to be put
into a stereotypical box. Jazz
musicians such as Omagugu,
Lindiwe Maxolo and Kyle
Shepherd are differentiating
their sounds.
Q: What type of music do
you listen to and who is on
your playlist?
A: I listen to all kinds of
music. My playlist includes
Omagugu, Nduduzo
Makhathini, Cameron Lundy,
Zoe Modiga, Robert Glasper,
John Coltrane, Sarah Vaughn
and Ella Fitzgerald.
Q: Your best childhood
everyone would be happy and
Do not politicise efforts to rebuild
KOMANI resident writes: So
the EFF in their “wisdom”
through their chief whip,
Luthando Amos, have decided
that the local municipality
have “sold to the white
people”.
This in spite of the fact that
out of 13 members of the
elected crisis committee, only
three are white. This shows
their ignorance of the facts. Is
the chief whip confusing
cooperation and concern for
the town with politics? Maybe
he was concerned that at the
meeting motivated by the
Border Kei Chamber of
Business and called for by the
mayor, whose office issued the
invitations, the majority of
attendees were white.
There can only be two
reasons: one is that the
all stakeholders and/or that
there was little interest from
CONCERNED Motorist
of Komani writes: I am
horrified by the number
of motorists who are
driving with young
children standing on
the back seat or even
the front seat.
All it takes is for the
driver to make a
sudden stop or have to
swerve for another car
– or even to collide
with another vehicle in
the busy streets of
Komani – and the child
will be flung through
the windscreen or from
the vehicle.
It is not only an
illegal practice, but also
and will serve to ensure the
demise/ retrogression of the
town, as we have seen in the
past 10 years or so.
If the EFF has the interests
of the town at heart it should
encourage business, no matter
ownership, to participate in
making Komani great again.
a very dangerous one.
Children need to be
secured – either in a
car seat or by a safety
belt. It is not safe and it
is definitely not fair to
the child or other
motorists, who may
then indirectly be
responsible for the
death or serious injury
of a child, to continue
with this practice.
I beg of parents
and/or motorists who
THE REPRESENTATIVE 31 March 2017
ROUND&ABOUT
Magical serenity and open space
CHUX FOURIE
IF SOLITUDE, peace and
quiet and utter tranquility
sounds like heaven, then
the central Kalahari might
be just the place to find it.
Komani’s Bruce and Gill
Mager recently spent 11
days there and can’t say
enough about its
“remoteness, stark beauty,
beautiful sunrises and
sunsets ... it’s like
nowhere else.”
The Magers went with
Johannesburg
photographer Mark
Drysdale, who they said
gave them very valuable
advice, having been there
many times before.
There’s nothing where
they were – no shop and
not even water – so it was
BACK TO BASICS: There were no luxuries regarding living quite a logistical feat with
accommodation or ablutions, but the scenery and game them having to t a ke
viewing were outstanding
Picture: GILL MAGER absolutely everything.
A four-wheel drive
vehicle is essential and
they took a fridge, f r e e z e r,
all their food, water and
fuel, enough to last them
for 11 days.
They spent the first night
in Ghanzi and from there
went to Piper Pan – a
huge, flat, area of open
grassland where they saw
great herds of springbok
and gemsbok (estimated at
about 800), ostriches,
jackals, giraffes and
numerous predators. There
are also elephants and
they saw plenty of signs of
them, but no animals.
After five nights, they
moved on to Deception
Valley where Mark and
Delia Owens lived. The
couple wrote a well-known
book about the Kalahari
and their research there in
the early ’70 s .
It was a very long trip
during which they could
only average about 50km
or 60km/h because of the
deep, soft sand.
Deception Valley is an
ancient river bed that is
actually just a slight
indentation between huge
dune masses, but it is an
area of spectacular beauty
and vast remoteness.
They saw much the same
species of animals and
were privileged to watch a
cheetah mother teaching
her cubs how to hunt, as
well as several chases,
leopard, lion and a
fantastic variety of bird life.
“The big attraction to me
was that we were really out
of touch, there was a
satellite phone in case of
emergency, but the peace,
isolation and spectacular
beauty was wonderful,”
Bruce said, adding that the
greatest number of
PROUD: The Magers
had many sightings of
big cats, including
getting really up close
to this lioness
Picture: GILL MAGER
vehicles they saw in one
place was four.
However, luxurious it
was not. They stayed in
tents they had taken with
them, some camps had
“long drops” but most
toilet visits comprised a
spade and the bush and
they only had two litres of
water a day for ablutions
on a cement slab where
ticks abounded, waiting to
crawl on to feet and legs at
every opportunity.
“It’s hard to believe that
it is supposed to be a
desert as the grass was
waist high and the animals
were in superb condition –
they obviously don’t need
surface water,” Bruce said.
After a “magical” 11
days, the Magers left the
biggest reserve in
Botswana at Rakops and
set off on the 2000km
journey home.
Komani youth revive
ambassador panel
SIVENATHI GOSA
A GROUP of Komani young
people have revived the
Children’s Ambassador
Panel, a structure which
was started 20 years ago.
The panel, which was the
brainchild of resident Lunga
Tsotsi, works within the
Chris Hani District and
serves as a discussion body
for issues facing the youth.
The panel consists of
three organisations – the
Komani Youth Organisation,
the Junior Town Council
and the School Christian
O r g a n i s at i o n .
Head of the Children’s
Ambassador Panel Juan
Botha said the organisations
were striving to make
a difference in the community
as the unemployment
rate was high.
“The main aim and vision
for these organisations is to
empower young minds and
determine their interests
and skills.
“All schools in Komani
are represented in these
three organisations.”
Tsotsi said, “As the
Children’s Ambassador
Panel, you should be
unified and able to share
resources. The current
challenges that the youth
are facing are similar to the
challenges faced in 1997.
Unite and fight against
social injustices, rape and
drug abuse.”
The three groups
organise activities to
benefit the youth, including
a sanitary towel drive, a
tinned food drive, beauty
pageants and sports
activities.
YOUNG GUNS: Members of the Children’s Ambassador Panel in the Chris Hani District,
Awards ceremony lends farewell sparkle for Dyantyi
KOMANI CLUSTER
CLUSTER commander
Major-General Sizakhele
Dyantyi said goodbye to
Komani in style during a police
awards ceremony on
We d n e s d ay.
He acknowledged members
who had recorded service of 10
and 20 years during the launch
of three campaigns – Back to
Basics, Fitness Police and a
drill squad.
He said the programmes
should have a positive impact.
“It is important to exercise –
it enhances a person’s way of
thinking and brings about a
sound mind when making
decisions. It helps them to be
quick thinkers when
confronted with nasty
s i t u at i o n s . ”
Family, friends and members
of the community were also
taken to a demonstration of a
police drill.
“This is in line with our
culture as SAPS. Drills help us
to instil discipline within the
police.”
He thanked the residents of
Komani for their support before
announcing that he would be
starting in his new job in Cape
Town next week.
“I will be going back to the
Western Cape where I started
my SAPS career to work in a
similar position of being a
cluster commander.”
GHS feast of cultural
diversity a success
THE Queenstown Girls’ High
School’s Xhosa society
recently hosted the annual
cultural evening with the girls
showcasing a variety of
talents, ranging from poetry
to modern and traditional
dance, music and singing.
They also staged a drama
“Amahlondenyuka Obomi”
written by Sokhana Mngambi,
the secretary of the society.
In other cultural activities at
the school, GHS was invited to
participate in the final round
of the Rhodes University high
school quiz competition at the
2017 SciFest in Grahamstown.
The quiz team – Kerrith
Hartley, Joyce Ejumu and Sibo
Yapi – came third in the final.
GHS chess players
participated in the first round
of the Border chess trials in
East London. The girls did
extremely well with U16A
Emmanuela Chandia winning
2 out of 5; U18A Nitta Mattam
(2/5) and Sherin Simon (won
2/5 and drew 2/5).
DANGER TO COMMUNITY: Newvale residents are complaining of a bad smell that comes from
areas that have been neglected by the municipality. The areas are being used as hideouts by
criminals
Picture: ZOLILE MENZELWA
Crime and dumping rife in
overgrown municipal areas
ENOCH Mgijima Local
Municipality (EMLM) is
not addressing the issue
of overgrown veld in
various residential areas
which are being used as
havens for criminals,
writes The Rep senior
reporter Zolile Menzelwa.
Detailed questions were
e-mailed on Monday to
EMLM communications
manager Fundile
Feketshane but no
response had been
received on Thursday at
the time of going to print.
The Rep visited
Newvale, White City,
Ezibeleni and Komani Park
to speak to residents
about the impact of the
unkempt areas.
In Newvale, a group of
young boys was found in
a small tent they had
built, saying they rested in
it after playing soccer on a
makeshift soccer field.
Some parents were not
pleased with the spot,
claiming it was being
used for wrongdoing by
older boys.
“We don’t like our
children playing here. We
have discovered that boys
between 10 and 12 years
smoke there. Criminals
also hide in the grass and
jump people to rob them,”
Thembisa Kamana said.
She said the issue had
been reported to the
municipality but no
response had been
received.
Thandiwe Kamana said
failure to clean up the
overgrown areas was also
resulting in the illegal
dumping of refuse.
Samson Kakaza, whose
house is directly in front
of the overgrown spot,
said criminals were hiding
in the veld.
“We want this bush
removed as people get
robbed and we hear cries
in the early morning hours
and at night but there’s
nothing we can do.”
Rats were running from
the overgrown areas into
his home.
Mzukisi Mguya of White
City said snakes could
now be found in the area.
“You see that sewer
drain there?”he said,
pointing out the area to
the reporter.
“The grass blocks it and
we have to live with that
smell. People also cross
here when they go to town
and they are constantly
robbed.”
He said the municipal
political leadership only
knew people during
election time and that
people did not feel safe in
their homes.
His sentiments were
shared by Elversia Phillips
of Komani Park. She lives
across the street from the
children's park. She said if
a car parked inside the
park, it could not be seen
as a result of the grass.
The situation posed a
health risk with rats and
cockroaches abounding in
the area.
Children of the area
were also being deprived
of their right to play.
Phillips said her vehicle
had been broken into
once while parked inside
the yard. She said she
and her family had moved
into a better area for
safety but the area was
now worsening.
The only positive was
that residents from the
area looked out for one
a n ot h e r.
In Ezibeleni a resident,
who asked not to be
named, said the situation
in Zone 1 was particularly
bad over weekends.
Criminals, he said, took
over the overgrown areas
people used as short cuts.
Other neglected and
overgrown areas could be
seen in Top Town and
parts of Westbourne.

Fundraising drive
for rehab project
NPO on board to assist with Komani venture
ABONGILE SOLUNDWANA
RESTORE SONKE managing director
Charlene Williams is on a mission to
make her dream of opening a drug
rehabilitation centre in Komani a
realit y.
Williams has partnered with
Across Culture Foundation (ACF), a
registered South African-based
non-profit organisation that tackles
issues in society by assisting with
fundraising.
ACF operating officer Minnie
Murphy, with her husband Laurence,
from Cape Town, will be hosting a
party to raise funds for the rehab at
the Wesley Methodist hall in Ebden
Street, on April 15.
Williams said, “This is for people
to know the Restore Sonke centre is
real and that we need sponsorship
STANDING TOGETHER: Johan and Marlene Stals and
their children Mikaylah, left, and Hayleigh
for this R6-million dream. People
can come and join us.”
Williams said the centre currently
only offered counselling to youth
who suffered from drug addiction
from her home office in Victoria
Pa r k .
“I have a long list of clients who
can not benefit from counselling
alone, but who need to participate
in a detox programme followed by a
rehabilitation programme, which I
can not do. I have one client who
used to spend R800 on drugs per
day. Some women sell themselves
to their dealers who dictate who
they should sleep with in order to
get drugs.”
Williams is so determined to
achieve her goal that she has
already secured a place at Palloti
Farm, a Catholic property located
Family’s desperate bid to help daughter
SONJA RAASCH
A FORMER Komani woman is involved
in a massive battle to raise both
awareness of Fanconi Anaemia (FA)
and funds to help her eight-year-old
daughter, Hayleigh, who is battling the
genetic condition.
Although Marlene Stals now lives in
East London, she still returns to
Komani to participate in the Twizza
Bonkolo marathon and Longhill
Challenge.
She was born here and attended
Balmoral Girls’ Primary School, Girls’
High School and Ikhala College (then
the Queenstown Technical College).
Her parents still live here and
Marlene said she, husband Johan and
their two daughters – Hayleigh and
Mikaylah – return regularly for runs or
cycling events in the area.
“The best part about Queenstown is
going through for a weekend, popping
in to a shop or going to a sporting
event and people still chat to you as if
you’ve never left, there’s always
someone to give you a ‘hello’ hug. It
will always be home.”
near Royden. “The farm was
previously used for retreats and
church events. We are going to pay
rent. They have a place for 500
people in different buildings with
beds and linen.”
She had reached an agreement
with the owners that the farm
workers from the area would receive
employment when the project
started operating. Williams said
they would run a garden which
would be serviced by patients
unable to afford rehab.
“They will earn an income which
they will learn to use without
spending it on drugs.”
Patients will be given woodwork
skills to make furniture from pallets
which they can use to earn a living
after completion of the time in
rehab.
The Stals’ peaceful family life was
disrupted when, two weeks before her
eighth birthday earlier this year,
Hayley was diagnosed with a rare
genetic condition, Fanconi Anemia.
The condition leads to bone marrow
failure, leukemia and other forms of
c a n c e r.
“It is a recessive disorder. If both
parents carry a defect [mutation] in
the same FA gene, each of their
children has a 25% chance of
inheriting the defective gene from both
parents. When this happens, the child
will have FA.”
Although it is considered to be
primarily a blood disease, FA can
affect all systems of the body with
many patients eventually developing
acute myeloid leukemia at an early
age.
Patients are also likely to develop
head and neck, gynaecological, and/or
gastrointestinal cancers, again at a
much earlier age than the general
p o p u l at i o n .
Patients who have had a successful
bone marrow transplant and are cured
of the blood problem associated with
c a n c e r.
“As it stands now, Hayleigh will
need a bone marrow transplant to
cure the bone marrow failure
associated with FA.”
The Stals family found out that their
daughter was suffering from FA when
her blood would not clot during an
operation earlier this year.
She is currently in Grade 2 at
Stirling Primary School but is being
schooled at home until her transplant
has been completed.
“We realise we can’t tackle this
huge journey of recovery for her
without the support of our family,
friends and community. Our aim is to
raise funds to cover the medical costs
associated with this disease that are
not covered by medical aid, together
with treatments and trips to Cape
Town to start and complete the bone
marrow transplant process. “
Hayleigh will be away from home for
four months during the transplant and
will be accompanied by a parent.
Her younger sister has proven to be
a good match, but the transplant team
has since extended the search to the
Bone Marrow Registry
(www.sunflower fund.org.za). Two
potential donors have been found.
Stals said she had been inundated
with people asking if they could be
tested to see if they were a match for
H ay l e i g h .
“We ’ve said if they’re so passionate
about it, they should register with the
fund anyway, they may be able to save
someone else’s life. The statistics on
people waiting for bone marrow
matches in South Africa are scary.”
The family are trying to create
awareness and raise funds for the
Fanconi Anemia Research Foundation
to assist with research and would like
to have more people register as bone
marrow donors. They are also waiting
for medical aid approval for Hayleigh’s
transplant and related donor costs.
“We are asking individuals and
businesses who would like to make a
donation or assist with fundraising, to
please contact us via e-mail on
marlene.stals@gmail.com or
j jstals@yahoo.com.”
Council opposition parties protest
DA and EFF raise issues of concern
ZOLILE MENZELWA
THE Enoch Mgijima Local
Municipality council
meeting got off to a rocky
start on Tuesday and at
times degenerated into
chaos as opposition political
parties raised issues of
concern.
Firing the first salvo was
DA councillor Zuko Mandile
who said the meeting was
illegal as the notice was not
made within the required
seven days before the
sit ting.
He said the agenda was
signed off six days before
the meeting and only
received three days before
the meeting.
Cathcart residents threaten to
raise the dust over services
ZOLILE MENZELWA
IF EASTERN Cape Premier
Phumulo Masualle fails to
address the people of Cathcart
around service delivery issues
today, the organisers of the
current protests in the small
town have indicated that the
unrest will be escalated.
South African National Civic
Organisation (Sanco) chairman
Vakalisa Cesamba said the
residents wrote to the Amahlati
Municipality on March 1
requesting a meeting to address
a number of service delivery
issues.
Cesamba said the municipality
was given seven days to respond
with a peaceful sit-in organised
at the municipality on March 16.
Council speaker Mzoxolo
Peter said officials and
politicians had gone to
Mpekweni Beach Resort for
a strategic planning session
and there was not enough
administrative support at
the municipality. He
apologised.
Mandile said the issue of
the late notice and late
arrival of the agenda had
been discussed on
numerous occasions and yet
it continued to happen.
Soon after that the DA
councillors walked out, with
Peter asking them to sit
down as the matter was still
being discussed.
United Front councillor
Aaron Mhlontlo said the
“The mayor [Pateka Qaba]
refused to listen to us even when
the police asked her to address
us. We said there would be no
work at the municipality if she
does not address us. Municipal
offices have all moved to
Stutterheim and we have
dysfuntional satellite offices
here. There is not a single
government office in Cathcart –
people have to travel to
Stut terheim.”
He said the small town and its
townships were left in the dark
and people were mugged every
weekend. He said informal
settlements in the area had no
electricity. Crime levels were
high.
Cesamba said a meeting was
called between some municipal
rules were clear and there
was no provision for an
apology in the rules of order.
Mthuthuzeli Hokolo of the
UDM said it was wrong to
“run a meeting with
apologies”.
Acting municipal manager
Siyabonga Nkonki said it
was a pity he was talking
while some councillors had
walked out.
He said a notice of the
meeting was advertised in
the Daily Dispatch on March
17, a period longer that the
required seven days. This
continued for about 30
minutes before the meeting
could continue.
The DA’s walk-out was not
the last disruption as
councillors and the residents on
March 20 but did not last for
more than 10 minutes as the
councillors had to go to
Stutterheim to deal with an
employee strike.
Cesamba said the residents
would meet in front of the town
hall on Friday and wait for
Masualle: “If the premier does
not come on Friday we will have
action that will attract the
attention of national
government. All we want is
ser vices,” Cesamba said.
Amahlathi communications
manager Anathi Nyoka and
Masualle’s spokesman Sonwabo
Mbananga failed to respond to
queries sent on Tuesday.
executive mayor Lindiwe
Gunuza Nkwentsha was
called a thief by EFF's
Thobeka Blekiwe as she
stood to speak on the IDP
p r e s e n t at i o n .
Peter said he would
neither ask Blekiwe to
apologise or retract her
st at e m e n t .
Corporate services
political head Noluthando
Nqabisa came to the
defence of Gunuza
Nkwentsha, saying the
“It is painful to
call someone a
thief and we are
here to build the
m u n i c i p a l i ty ”
executive mayor had not
been proven guilty in a
court of law for the alleged
cow theft which has been
claimed by the EFF.
Chief Obrien Hebe said
there were newspapers (sic)
in the meeting and
newspapers were quick to
write on things councillors
did not agree on.
“It is painful to call
someone a thief and we are
here to build this
municipality. As traditional
leaders we don't agree with
councillor [Blekiwe],” Hebe
said.
Peter closed the matter for
discussion.
people would never
lose money when
they invest in
property. However,
markets fluctuate
and there are times
when buyers will end
up selling a home for
less than they paid
for it.
The overall impact
of slowing house
inflation, interest rate
demand are all
factors that could
impact on the selling
price of property and
while there are
instances where
sellers are going to
incur a loss because
of the urgency of a
correctly cannot be
over emphasised.
Sellers who insist
their property is
worth more than the
current market
dictates are generally
going to end up
selling for way less.
This may not be too
much of an issue if
the sum they
eventually receive is
more than the price
originally paid for the
home, but it can be
d e va st at i n g
if they are forced to
sell at a loss,
particularly if
improvements have
been made to the
proper t y.
Property is not a
short term
investment. Don’t be
in a rush to sell
property that you
recently (we’re
talking three years or
less) acquired unless
it's absolutely
necessary. With this
in mind, it may be an
idea to postpone a
purchase if you are
considering
changing jobs, are
thinking about
moving to a totally
new location in the
next year or two or,

perhaps most
importantly, are
buying a home you
know you will
outgrow in the next
few years because
you plan to start a
fa m i l y.
Get an idea of the
average price similar
homes in the suburb
are commanding.
Remember that just
because you may be
willing to pay over
the odds for a
particular home, this
doesn’t mean that
others will be
amenable to paying
a premium when you
decide to sell,
especially if
comparable homes
are on the market for
a much lower price.
Look at other
properties for sale.
Compare what's
being offered at what
price and price your
home accordingly.
Likewise, ensure your
home is in
i m m a c u l at e
condition.
Bide your time.
Keep an eye on the
market and sell when
things are on an
upswing. As
previously
mentioned, markets
fluctuate all the time
and attempting to
sell when the market
is depressed could
cost you money.
Take the property
off the market if little
or no interest is
being shown. Buyers
know what is out
there and are quick
to assume there is
something wrong
with a home which
languishes on the
market for years. It
may be advisable to
rethink your selling
strategy by taking
the home off the
market and
attempting to
re-market it when
sales start to
improve.

IT’S a very competitive
market out there,
according to cer tified
residential specialist
at RE/MAX Living
Grant Rea, whose
office services the
Cape Town CBD and
surrounds.
“If you are
considering selling
your home you need to
make sure it competes
favourably with other
homes on the market,”
he said.
Rea notes that one
way that sellers can
make their home stand
out in the minds of
buyers is by staging
the home.
“There are many
ways to improve the
first impression
created by your home.
You will not be sorry if
you spruce up your
home before selling as
it will give you an
advantage over sellers
who have not taken
the time to do this,” he
advised.
The trick is to
consider what most
buyers are hunting for
and to give them
exactly that.
Of course, you may
want to go the route of
appointing a
professional decorator,
but few of us will want
to go to this expense.
Some easy ways to
add value:
Kitchen and
bathro om
Often referred to as
the heart of the home,
an updated kitchen
will spark buyer’s
interest. Old kitchen
cupboard doors can be
replaced with new
ones. If the existing
framework of the
cabinetry is used, the
entire kitchen will look
brand new at a
fraction of the cost a
completely new
kitchen would cost.
Ensure grout in tiles
is clean and
presentable, this can
be easily cleaned with
detergents.
In bathrooms, if you
happen to have
outdated, oddly
coloured sanitary ware
and tiles, these can
easily be improved by
re-enameling in more
neutral colours.
Do it yourself or call
one of the numerous
companies who can do
this for you. It’s
surprisingly
inexpensive, but make
sure you shop around.
These companies offer
a guarantee as well.
Spruce up your
bathroom with a
couple of cleverly
placed accessories.
Lighting
Dark rooms can be
extremely off-putting
to buyers, so create a
PRIMEPROPER TY
Remember that first
impressions count
Ways to show off your home’s best aspects
light, natural and airy
impression.
In older homes
using creative lighting
is a good bet.
Advances in
skylights also allow
you to harness natural
sunlight via a ceiling
i n st a l l at i o n .
Landscaping
Experts claim that a
garden can add about
17% to the value of
property. Many buyers
are excited by the
thought of having a
garden. However, it
needs to be well
maintained.
Ensure that the
lawns are trimmed
and neat. Cut down
vegetation that blocks
out light from your
home.
Pebbled areas can
be very effective in
creating a modern and
low maintenance
garden, particularly in
water scarce times – a
garden that needs
minimal water would
be an attraction for
many buyers.
D e c l u t te r
Clutter is the enemy
when it comes to
selling, so pack away
as many personal
items and
unnecessary trinkets
as possible.
Use stylish storage
baskets for items lying
around or pack them
away completely.
Securit y
Security is a big
consideration for the
majority of South
African home buyers.
It is money well spent
to have a security
consultant highlight
the more vulnerable
aspects of your home
and make the best and
c o st - e f fe c t i v e
suggestions to
upgrade your security.
Perimeter control
measures are
particularly popular
these days without
being too unsightly.
Odours
Ensure that the
home smells great
when buyers enter.
While you may love
your dog, bad odours
caused by pets could
cost you the sale. The
same goes for
smoking or anything
else that could cause
the home to smell bad
– eliminate odours or
you may eliminate a
good buyer.
A few quick
pointers for sellers
to consider –
jobs;
ýFoul smells;
ý General
untidiness and clutter;
THE REPRESENTATIVE 31 March 2017
Komani SPCA in
need of your help
Dogs and cats up for adoption
THE Komani SPCA does an
often thankless job.
Much time is spent on the
roads fetching animals in
need and transporting them
to the safety of the shelter
which lies on the road to
Cacadu and Dordrecht, near
the entrance to the Bonkolo
Dam.
At the SPCA, animals find
refuge from abuse or
neglect. Others may find
temporary care at the SPCA
if they have lost their way
and strayed from home.
For others, the SPCA offers
their last hope of adoption by
humans.
The SPCA does a multitude
of tasks with little funding.
Mainly reliant on aid from
the municipality and
donations from the public, it
is a daily challenge to keep
the SPCA operational.
In Komani, the SPCA is
headed by Betty Cree who
oversees a team of caring
and compassionate
individuals. The team at the
SPCA speaks for those who
can not speak for
themselves, ensuring that
the animals are well fed and
that medical care is
dispensed if needed.
In return, the SPCA needs
the support of the
community in ensuring that
the kennels are maintained,
that the organisation remains
on an even financial keel and
that it remains a viable
entit y.
Current needs by the
Komani SPCA include food,
blankets (particularly with
the severity of the Komani
winter which is fast
approaching), bowls and
maintenance to the kennels.
Volunteers are also
welcome to come and help
out, but first need to liaise
with the SPCA on
(045) 839-2819 to ensure that
the necessary arrangements
are made.
In Memoriam
Aviwe Mangele
30/03/2016
One year ago, God has called my son,
the one and only child, away from a
world of strife. To shine among the
angels in a further brighter life, safe
from all grief and sin forever.
We love and miss you sadly.
Your mom, Fezie, cousin, aunty
and Mangele family.
Moves to
fix power
p ro b l e m s
THE Enoch Mgijima Local Municipality has
assured residents that the electrical problems in
the area are being addressed.
EMLM spokesman Fundile Feketshane,
responding to queries following recent power
outages, said yesterday that following a recent
strategic session, progressive resolutions had
been made, including sourcing qualified
personell to support the electrical unit.
“We have also advertised critical positions in
the electrical department so as to focus on its
stabilit y.“
Feketshane said the main focus would be to
ensure that the area’s electricity was consistently
maintained so as to avoid electrical cuts and to
provide assurance to all the stakeholders,
including the community in general, schools,
hospitals and the business sector.
“We are in a process of seeking funding from
various sources so as to refurbish our electrical
network in line with the general standards and
the electrical master plan.” – Rep reporter
Komani Royals
lose to Stirling
ABONGILE SOLUNDWANA
THE Komani Royals Cricket Club lost their last
promotional match of the first season by 45 runs
against Stirling Cricket Club at TW Higgs at
Queens College on Sunday.
Stirling Cricket Club, which batted first, set a
target of 252 runs all out, leaving Royals to chase
the score. In the first innings of the game, Anathi
Joe took two wickets, Reinhardt Stride two and
Smamkele Mfutwana one.
Komani Royals only managed to secure 207
runs all out.
Chris Hani Cricket Association chairman and
Komani Royals administrator Mawonga Twalo said
the league would continue its second season after
June.
“The team's performance was balanced this
season – in the beginning we started on a high
note but at the end things got tougher.
“We need to win all our games, especially our
away matches – when we are at home, we have
an advantage. We need to focus on our bowling
and batting in order to achieve that.”

Bail for two
alleged hitmen
ZOLILE MENZELWA
TWO of the three people accused
in the conspiracy to murder a local
attorney and involving his social
worker ex-wife and three foreign
nationals, were granted bail in the
Komani High Court this week.
Local attorney Zolile Matiwane of
Matiwane Attorneys opened a case
with the Mlungisi police after one
of the alleged hitmen allegedly
contacted him to tell him about the
murder plot.
M at i wa n e ’s former wife, Anathi
Fulani, allegedly asked Gognin
Zamre, Samken Gankini and a third
man to murder Matiwane.
The third man called Matiwane
and informed him of the alleged
plot. He has since turned state
witness.
Fulani and Gankini appeared
before the court last Thursday
while Zamre’s case was postponed
to Wednesday as his East London
legal aid-instructed attorney did
not arrive.
Investigating officer Sergeant
Ndoda Zicini was cross-examined
all day. Under cross-examination by
state prosecutor Gcineka
Songwevu, Zicini said Fulani was
arrested at her home while Gankini
and Zamre were called to the
police station.
Gankini was a legal immigrant
whose papers would expire in
O c t o b e r.
Zicini opposed bail, giving the
reason as possible evasion of the
justice system by Fulani and
Gankini. The court heard how they
had been in a relationship.
Fulani’s legal representative
advocate Mark Botha, instructed by
Bowes McDougall Inc, tore into
Zicini and he appeared irresolute
about some of the things he had
previously said.
Botha revealed Fulani and
Matiwane were involved in a
maintenance case that had turned
ugly, with Matiwane threatening to
sue Fulani and the prosecutor in
that case.
Botha said, “I will argue that you
arrested all these people
unlawfully. According to the law,
there was no conspiracy here. You
said it yourself.”
He said Fulani denied dating
Gankini and said the state would
never be able to prove a
conspiracy. Manelisi Griffiths of
Griffiths Attorneys represented
Gankini and told the court his
client was arrested prematurely.
“You want him kept in custody
simply because he is a foreigner,”
Griffiths said.
Magistrate Johannes Els granted
bail for Fulani at R5000 while
Gankini, a chef, was given R1000
“considering the circumstances”.
The case against Zamre was
postponed as the investigating
officer was ill.
MAXWELL LEVINE
THE HPJ Derby Cup between rivals Old
Collegians and Breakers lived up to
expectations with a high-intensity game
that had a passionate crowd on their feet
over the weekend.
Breakers walked off with a 24-22
victory, a floating trophy and the bragging
rights.
The more than 1000-strong crowd was
treated to a most memorable derby with
both teams dishing out a solid display of
physical and attacking rugby. The referee
handed out a total of three yellow cards
for foul and dangerous play.
Both teams played with cohesion, with
Breakers the aggressors early on.
Collegians did not let the bigger and
bulkier opponents intimidate them and
were resolute on defence. Breakers started
as favourites and began with attacks on
the OC rear guard.
The men from Mlungisi drew first blood
as they opened the scoring with a try by
BA Siyobi, converted by Kerwin Gibb to
give them a 7-0 advantage. After a tight
first half, OC replied with an unconverted
try by Beertjie Olivier. A closely contested
half, where Breakers was ruthless upfront
and OC lacked the killer punch in their set
play, ended at 7-5.
The second half was a thrill-a-minute
affair. A new star was born as Devaene
Arends who, in his first game for the
Collegians first team, made his presence
felt after spotting a gap on the blind side.
Arends sprinted through to score a try,
putting OC in the lead at 10-7.
Renowned for their fighting spirit,
Breakers rallied with a try by Thulani
Renqu, converted by Nkunku Mbusi to
take a 14-10 lead. Breakers received a
lifeline when they were awarded a penalty
try after their dominant scrum had OC in
trouble. The try extended the lead to 21-10.
Breakers received a penalty which Mbusi
converted for his side to stretch the lead
to 24-10. With a hefty 14 point advantage
it seemed that the match was over, but
Collegians had the crowd on their feet as
they scored two tries in 10 minutes.
Darren Davids dived over for a
well-worked, converted try to cut the
Breakers claim HPJ Derby Cup win
pressure on Breakers with attack after
attack, OC were rewarded with the last
play of the day as man-of-the-match
to bring the score to 24-22.
Ward 22 sport and community forum
founder Rowen Blignaut said he started the
league last year after noticing that hockey
was dying in Komani.
“There are not that many sports for women
– the only ones are hockey and netball –
which led me to start an indoor hockey team
for them. Hockey was one of our main sports
when I was still playing. I want to revive that
culture.”
Blignaut said the teams were community
based with pupils from different local schools
from the age of 14 participating.
His aim is to establish a community hockey
field and to keep young people away from
mischief and drugs.
“Hockey will teach them discipline on the
field and how to communicate better with
other people.
