Hong Kong based cruise line,

Star Cruises, will use Laem

Chabang as the home base for its

Superstar Gemini cruise liner for

a starting period of 5 months from

December 2017 until April 2018.

The arrival of the cruise ship is

expected to benefit Thai tourism

in the long term as the port will act

as both a source point and destination

point for cruises taking

place in the Asia Pacific region.

Star Cruises is a formidable cruise

company and stands in size as the

third largest in the world. Thailand

lags behind in the cruise market

with Hong Kong, Singapore, China

and Vietnam currently leaders in

the industry within the Asia Pacific

region. Therefore there is much

potential given that Thailand has

plenty of access to the sea, has

several well regarded sea ports

and is by no means a land locked

country.

Suparek Soorangura, President

of the Thai Travel Agents Association,

was quoted as saying,

“Thailand should make more of

an effort to improve its maritime

ports and entice more commercial

cruises to use their services.

This will support the government’s

scheme of enhancing Thailand’s

capacity to serve maritime tourism

this year”.

The move to start operations from

Laem Chabang follows a previously

successful deployment in

Thailand in Phuket in 1995.

Thailand is seen as one of the

fastest growing tourist markets in

the Asia Pacific region and is expected

to also be one of the fastest

growing cruise markets.

From the Laem Chabang port

the Superstar Gemini cruise liner

will initially commence with three

short cruise offerings, including a

two night cruise to Sihanoukville

and Koh Kong in Cambodia and

a three night package to Sihanoukville

and Koh Samui with

prices ranging from 8,900 baht to

12,900 baht.

The Tourism Authority of Thailand

expects that Thailand will

welcome just over 8 million tourists

this year, an increase of six

per cent on the previous year. If

Cruise ships can garner international

appeal, and if tourists can

arrive by ship using the cruise as

part of their holiday in Thailand,

then this will help to build tourists

numbers in the Kingdom.

Suparek Soorangura was further

quoted as saying “Thailand

should also implement a good

immigration process for cruise

tourists in order to compete with

other countries in the region”.

It was suggested that if Laem

Chabang can remain as a growing

home port of cruise liners, it will

encourage international travel to

the region, encourage tourists to

spend their money in Thailand

and at the same time expose the

deep sea port to regional communities

so that small business

operators in the area can tailor

their offerings to welcome cruise

ship tourists.

Mesh networking aims to change

the industry, but to be absolutely

honest, it has already been around

for the past couple of years even

in the consumer space. Smaller

brands have started selling wireless

mesh networks, but these

are often offered only by startups

and smaller players and were not

officially available for sale locally.

It was only recently that big established

names like Linksys and

Netgear started introducing their

own mesh networking systems

and the general public started

taking notice of alternate networking

solutions.

From a networking business industry

perspective, the concept of

mesh networks have been around

for much longer.

Mesh networking simply refers to

a wireless distributed system. In

other words, all mesh nodes can

cooperate and contribute to the

distribution of data in a network.

This is particularly useful in solving

the problems of dead spots in

homes.

It gives homes and businesses

the ability to have multiple access

points (nodes), and these access

points can cooperate to expand

Wi-Fi coverage. What is unique

and attractive about mesh networks

is that only a single SSID is

broadcast and it provides seamless

roaming across an area.

How does this differ from range

extenders? Range extenders are

really only signal boosters. They

work by amplifying an existing

Wi-Fi signal. And if your Wi-Fi

signal is already weak to begin

with, what good is amplifying that

signal?

To make matters worse, because

of the way that range extenders

work and the fact that these devices

can only transmit and receive

data one at a time and not simultaneously,

bandwidth is typically

cut by at least half.

In addition, range extenders

broadcast a separate network of

their own and often using another

SSID. This means users might

need to manually toggle between

networks when moving around

their homes to ensure they get the

best connection.

Another disadvantage of range

extenders is that they only expand

the network in a single direction.

You cannot add a range extender

on top of another range extender

to further extend the network.

However, you can with mesh networks,

but more on this later.

Mesh networks, on the other

hand, are far more sophisticated

- which also explains their higher

costs. Rather than simply amplify

or boost a signal, a mesh networking

kit often consists of two

or more routers or nodes. One of

the nodes will be used to connect

to your existing router or modem

and will broadcast Wi-Fi like any

other router, and you can expand

coverage simply by adding

more nodes to the network. Data

will then be transmitted through

these nodes to reach your client

devices.

An important thing to note about

these mesh networks is that unlike

range extenders, these nodes

communicate amongst each other

using Wi-Fi, which makes them

considerably speedier. Some mesh

networking kits even have a dedicated

network used solely for

backhaul communications and this

can boost performance even more.

So, if you are considering expanding

your network, a mesh network

may be the way to go!

BMA has said that it will be providing support

and advice to the city’s street food vendors to

help them raise hygienic standards, improve

food safety, and adhere to proper waste management

procedures.

To ensure the safety and convenience of all

road users and pedestrians, BMA is enforcing

measures regarding sidewalk and road obstructions

and is working with the Metropolitan

Police Bureau and its Traffic Division, to see

that vital walkways are clear of the food carts,

chairs and umbrellas used by many street

food vendors in the city.

This means that in Bangkok’s busiest areas,

vendors have been required to move to designated

zones and nearby markets to operate.

BANGKOK REMAINS TOP DESTINATION

FOR STREET FOOD

The Tourism Authority of Thailand (TAT) would

like to assure all international tourists and

travellers that Bangkok remains a top destination

for street food. This is in light of recent

articles in the Thai and international press,

stating that the Bangkok Metropolitan Administration

(BMA) is to ban food stalls from Bangkok’s

main streets.

TAT has contacted the BMA and found that

while there are measures in place to control

food vendors and enforce current regulations,

there is no outright ban on the sale of street

food. In fact, the BMA appreciates that food

vendors are a vital part of the city’s identity and

helped Bangkok be listed by CNN as one of the

23 best cities in the world for street food.

Popular tourist streets; such as, Chinatown’s

Yaowarat and Khao San Roads, will not be

affected. But these areas will receive special

attention to ensure international hygienic standards

are met by the vendors.

To this end and pending government approval,

the BMA intends to implement the following

measures:

To introduce universal hygienic standard practices

for food preparation and service, and

strictly enforce these measures.To ensure

personnel attend BMA training programmes

on food safety and pass tests before they are

licenced.BMA will enforce measures regarding

waste management and the cleaning of bowls

and utensils used by customers.

ASEAN STILL THE MAIN

SOURCE OF AEC NEWS

Almost 18 months into the advent

of the Asean Economic Community

(AEC) and it’s difficult to really

discover a great deal about what’s

happening with the trading bloc

outside of what are regular but

usually well-spaced announcements

from within the Asean

headquarters.

One of the most ‘recent’ important

documents, the Asean Investment

Report, was produced in September

2016, and much of its information

relates to the period up to the

end of 2015, the start of the AEC.

Nonetheless, it is reasonable to

believe the AEC has been a positive

for all member states of Asean

when it comes to global foreign

direct investment (FDI).

The report noted that Asean was

receiving ‘ around 16 percent of

the world FDI among developing

economies with total FDI flows of

$120 billion in 2015. Regional

investment expansion by Multinational

Enterprises (MNEs) was

strong in 2015 and foreign MNEs

continued to strengthen their

footprint in the region in manufacturing,

finance, infrastructure and

other services.’

One useful feature in the report

was the ‘study and analysis on

the investment activities of micro,

small and medium enterprises

(MSME) in Asean…’

As the report noted, Asean ‘MS-

MEs account for the lion’s share

of business establishments and

contribute significantly to employment

and GDP in the region. They

play an important role as suppliers

or contractors to MNEs helping

large firms source locally or by

operating close to their MNE clients

in overseas markets.’

More importantly in the AEC context,

‘an increasing number of

Asean MSMEs are “born global”

firms, taking advantage of digital

platforms and business models to

rapidly grow regionally and internationally.’

After listing a number of these

companies which have invested

in the region, the report suggested

their experiences provided useful

lessons for entrepreneurs in Asean,

‘as well as for policy makers

keen to increase the competitiveness

of MSMEs, increase their

level of participation and contribution

towards the goals of the

[AEC} and in improving the overall

investment environment.’

There are some interesting, if

outdated numbers, regarding

FDI in the period between 2014

and the end of 2015. The report

noted ‘FDI flows to the Asean

region declined by eight percent,

from $130 billion in 2014 to $120

billion in 2015.’ Yet, notably ahead

of the-then looming start of the

AEC, ‘the performance of Asean

Member States differed in attracting

FDI; five received higher inflows,

two had inflows at a level

similar to that of 2014, and three

witnessed a decline.’

In 2015 seven Asean Member

States received higher levels of

intraregional investment (Malaysia,

the Philippines, Thailand,

Cambodia, Laos, Myanmar and

Vietnam), suggesting a further

increase in regional connectivity.

MARITAL PROPERTY

Marital Property or Sin Somros

are all properties and financial

assets acquired by a couple during

their marriage, ordinarily used by

them and their children while they

are living together for shelter or

transportation, or for household,

educational, recreational or social

purposes. It consists of:

1. property acquired during marriage;

2. property acquired by either

spouse during marriage through

a will of gift made in writing if it is

declared by such will or document

of gift to be Marital Property;

3. fruits of Personal Property.

Anything that belonged to one

spouse before the marriage is

Non-marital property or Sin Suan

Tua.

The concern on property division

does not usually arise during the

marriage, but when a couple decides

to separate. Upon divorce,

the Marital Property shall be divided

equally between spouses.

In managing the Marital Property

in the following cases, the husband

and wife have to be joint manager,

or one spouse has to obtain consent

from the other:

1. Selling, exchanging, sale with

the right of redemption, letting out

property on hire-purchase, mortgaging,

releasing mortgage to

mortgagor or transferring the right

of mortgage on immovable property

or on mortgageable movable

property.

2. Creating or distinguishing the

whole or a part of the servitude,

right of inhabitation, right of superficies,

usufruct or charge on

immovable property.

3. Letting immovable property for

more than three years.

before or during marriage,

such performance shall be first

made out of his or her Personal

Property; if the obligation is not

performed in full, it shall be satisfied

out of his or her portion of the

Marital Property.

Where both spouses are common

debtors, the performance shall

be made out of the Marital Property

and the Personal Property of

both spouses. If either spouse is

adjudged bankrupt, the Marital

Property is divided by operation

of law as from the date of adjudication.

WHAT IS HIGH BLOOD PRESSURE?

Blood pressure is recorded with

two numbers. The systolic pressure

(higher number) is the force

at which your heart pumps blood

with the Provincial Electricity Authority (PEA) for

the 8.63 MW industrial-waste-to-energy power

plant, to be located in the Hemaraj Chonburi

Industrial Estate, Chonburi Province.

Mr. Brendan Wauters, CEO of Glow Group,

disclosed that CCE has signed the PPA with

PEA for a contracted capacity of 6.90 MW with

a contractual term of 20 years.

According to Mr. Wauters, waste-to-energy

projects such as CCE are considered to be of a

high priority in the context of Thailand’s energy

policies, and are also fully aligned with Glow’s

strategy to focus exclusively on carbon-light

opportunities when considering new investments.

Mr. Wisate Chungwatana, CEO of WHA Utilities

and Power Plc, said that the project is in the

process of Environmental Impact Assessment

(EIA), which is expected to be completed and

approved by related authorities by October

2017. Then, the project’s construction period

will take about 24-26 months with the commercial

operation date (COD) scheduled in December

2019. Total investment on the project

is estimated to be around 1.5 billion baht (or

approximately 43 million US dollars).

The area around U-tapao airport

is to be developed into a special

aviation zone as part of a drive to

open up Thailand as a regional

aviation hub.

the support of many other industrial

partners, which will be in

close proximity along the Eastern

Economic Corridor.

6,500 rai of land around U-tapao

airport is earmarked for the special

aviation zone and it will feature

highly in the EEC hub especially

that it will help with logistics to

other facilities.

The new aviation zone will include

such activities as aircraft related

businesses, leasing, maintenance

and ground services, as well as

air cargo, logistics and warehousing

facilities. All of the activities

in the aviation zone will be 100%

opened up for foreign investment.

In addition to the 6500 rai expansion,

the government also gave

the go ahead for a second runway

to be built at U-tapao airport at

a cost of around 8 billion baht,

coming from the 2018 fiscal budget.

A new terminal will also be opened

to enable the airport to increase

passenger numbers from 3 million

to 15 million.

This expansion is only the first

of several stages. After reaching

a 15 million passenger threshold

under the first phase, the second

phase will seek to further expand

the passenger throughput to 30

million. The third stage aims to

double that again to 60 million

passengers by 2038. All three

phases combined are likely to require

investment in the amount of

200 billion baht.

The U-tapao airport expansion is

a key project for the government

to open up for bidding as early

as this year. However it is only

one of many. Other projects in

the EEC area include the Bangkok

to Rayong high speed train

line, the third phase expansion of

Laem Chabang port and a double

track rail linking the three important

deep water ports at Bangkok,

Laem Chabang and Map Ta Phut

in Rayong Province. These projects

will require investment of 158

billion baht, 88 billion baht and

64.3 billion baht respectively.

Also in the area is a plan to open

up a new government centre and

residential area in Chachoengsao

at a cost of around 200 billion

baht.

The aim of the government is to

speed up bidding of various projects

under the public private partnership

PPP scheme so that the

bidding process can be achieved

in just eight to ten months.

A set of new regulations aimed at

ensuring all people have access

to emergency care within 72 hours

of an emergency came into effect

recently. Under the new regulations,

patients who are admitted

to a hospital or health care centre

will receive emergency care

for 72 hours free of charge. After

that the person will be moved to

a hospital where they are already

registered, or have the choice

of staying in the same hospital

where they were admitted and incur

costs after the 72 hour period.

The regulations have been issued

under the Sanatorium Act and include

guidelines for emergency

care, guidelines to charge a fee

during emergency care and a process

to identify patients.

There were several groups of

people identified who might be in

need of emergency care including

those that were unconscious,

unresponsive or not breathing,

those that were suffering drowsiness,

sudden chest pain, seizures

or sweating related to seizures,

weakness in the arms and legs,

difficulty speaking, and any other

symptoms that would affect the

nervous system, blood circulation,

or respiratory system. These conditions

may occur due to illness or

accident.

A new public health service law

was also enacted called Universal

Coverage for Emergency

Patients, or UCEP.

Director General of the Department

of Health Service Support,

Dr Visit Tangnaphakorn said that

Hospitals that fail to deliver the

required services and who don’t

follow the new regulations on

emergency admissions to provide

care within 72 hours would be

punished under the new laws.

Dr Visit was quoted as saying,

“We need to get the hospitals and

health personnel on the same

page and stick to the guidelines.”

Dr Visit ordered Department of

Health Service Support officials

to send out the new guidelines

to 347 hospitals and health centres.

The aim is to educate health

professionals in order for them to

be able to quickly determine who

needs emergency care.

Thongchai Keeratihattayakorn,

the deputy director of the DHSS

urged hospitals to assemble a

team of experts to make assessments.

If necessary they could

consult with the UCEP co-ordination

centre.

The main idea is to ensure everyone

has access to emergency

care, reduce the gap between rich

and poor patients and to have

emergency care reach a wider

public base with immediate effect.

Last year there were 12 million

emergency admissions with about

4 million of them for critically ill

patients. In the period of 2013 to

2015 only 400,000 critically ill

patients had access to emergency

care, whilst 1.3 million patients

overall had access.

Duck

Duck has very high quality meat, very tasty fat,

especially appreciated in French and Chinese

cuisine. Typical recipes are the duck with orange

and lacquered Peking duck.

Also, crispy Peking duck utilizes duck skin

along with hoisin sauce and spring onions and

cucmber strips wrapped in thin pancakes. In the

west the recipie usually utilizes the meat in the

same way.

The duck is classified as feathered game, and

its meat is classified as “black meat” even

though today almost all of the duck meat available

on the market belongs to farmed animals.

Duck is a generic term for a water bird belonging

to the family Anatidae. The duck is usually a

migratory bird that lives in groups and is easily

adapted to different environmental conditions

and food. The ducks are divided into two major

groups: the wild ducks and domestic ducks.

In the past, ducks were raised only at the

household level, but today breeding, even intensive,

occurs mainly for commercial purposes.

It is widespread in Veneto, Emilia-Romagna,

Piedmont and Lombardy. The regulations on

hunting in Italy, however, are very restrictive, so

the duck meat that we find for sale are often

sourced from abroad.

Domestic ducks are divided into spring

ducks, small and delicate flavor, and autumn

ducks, fatter and also flavourful.

The musk duck and Beijing duck are varieties of

domestic ducks. As for the wild ducks, the most

common species are: Mallard, Garganey, Teal,

Pintail, Shoveler and Wigeon.

The duck has very fine meats that can be used

in multiple preparations, both fresh and preserved.

The duck meat requires a 24-hour

period of maturation before being used.

Commonly the meat is cooked on the whole

carcass, stuffed with fruit, such as orange or

apple, or more elaborate fillings and roasted.

The drawback given by the high fat content of

its meat can be mitigated by removing the skin

where the fat is abundant.

Duck eggs are more delicious than hen’s eggs

because they contain more fat and nitrogenous

substances.

Guinea fowl

From the organoleptic point of view and taste,

the meat of guinea fowl is a sort of compromise

between the pheasant and the chicken or turkey.

The difference in texture and flavor of wild fowl

and the bred fowl is still significant.

The guinea fowl is of medium-large size, about

the size of a hen or pheasant or adult rooster.

The color of the plumage is dark, swinging from

black to gray to bluish, pigmented and white

spots.The domestic fowl has a lighter plumage.

The head is sometimes covered with feathers

and sometimes not.


Guinea fowl produce both meat and eggs (the

latter of which they can lay up to a dozen at

a time).While the eggs are consumed exactly

like those of hen or turkey or duck, the meat of

fowl (especially if captured and not bred) would

require a good treatment of maturation and,

sometimes, also a short pickling process.

Guinea fowl lends itself to cooking in the oven

and grilled.Appropriately and carefully boned,

it forms the basis for composing rolls of great

value, especially if enriched with eggs, spinach

and other boiled vegetables.

In Emilia-Romagna and the Marches, guinea

fowl (like the old chicken, osso buco and beef

muscle, as well as celery, carrots and onions) is

an irreplaceable ingredient for the formulation

of meat broth, necessary for the cooking of

tortellini, cappelletti, passatelli and more.

The breast of guinea fowl can be a valid substitute

for that of other avian species most frequently

used, even if the retail price makes it

less accessible.

From a nutritional standpoint, the meat of the

fowl are almost comparable to those of other

avian species. It shows a

greater (albeit slight) fatness

of the muscle, while the

skin is much more

full-bodied. This is

why the guinea fowl

is frequently used

for the preparation of

meat broth.

The energy content of the guinea fowl, on the

whole, is rather moderate and ranks unequivocally

among the lean meats. Protein is abundant

and of high biological value; They are characterized

by the prevalence of the amino acids:

glutamic acid, aspartic acid, leucine and lysine,

which is limiting tryptophan.

The fat content in the meat of the fowl is low but

by contrast, the skin it is very rich in fat as well

as cholesterol. The fatty acids of the meat are

well distributed and with a slight predominance

of monounsaturated fats.

From the point of view of saline it appreciates

a fair amount of iron, while for vitamins (as for

other meats) it stands out in water-soluble

molecules of group B, especially niacin (vitamin

PP). The guinea fowl is also a good source

of cobalamin (vitamin B12), essential for

the prevention of certain fetal complications in

pregnant women.

The Japanese Yen, as suggested in the previous

update, put on a textbook performance

breaking the important 111.59 support level to

the USD and dropping to the 108 area, putting

in a low at 108.12 to the greenback. Recovery

has since taken place and the Yen hovers

around the 108.40 to 109.23 range. Important

to note is that there is very little in the way of

support levels between 108 and 104 and so a

quick drop may happen. Against the Thai baht

the Yen is fetching 0.315 slightly higher but

generally muted.

FOREIGN CURRENCY UPDATE

The US Dollar has lost some ground of late but

the moves have been modest. The DXY index,

an index that measures the dollars strength

compared to a basket of other currencies,

hovered between 100.40 and 100.92. Donald

Trump’s brief comment that the dollar was “too

strong” was not met with a raft of selling, but

buyers are also in absence currently. Against

the Thai Baht the Dollar has also weakened,

fetching 34.36 Thai baht, down from slightly

above 35. Look for possible further weakness

as the flight to safety may take hold leading to

USD funds flowing into gold and the Yen. A drip

below 100 on the DXY index will be telling and

also significant as it remains as a support for

traders currently.

The British pound remained at the 1.25 level to

the USD and did not move much on the

much-anticipated handover of the article 50

document triggering Britain’s formal exit from

the European Union. However the news of a

snap election being called by Theresa May lead

to a surge of the GBP of more than 2.5% in a

day with the pound finding support at 1.28 to the

USD. This equates to a move from 42.90 Thai

baht to 44.10 Thai baht. With this level breaking

recent resistances it seems that it may hold and

be built on with some currency analysts touting

the 1.35 to the USD as a potential target.

Yet much remains uncertain and the Pound will

no doubt be buffeted around based on political

events and the continuing Brexit saga.

The Russian ruble has managed to climb to

the highs of the recent range of 1 ruble buying

0.595 to 0.615 Thai Baht, resting at the latter

level. The unit continues to be gently appreciating

though is still only a little over half of its

former value before the plunge a little over 2

years ago. The only spanners in the works are

a possible political or military spat with the US

over Syria and/or other disagreements over

North Korea or Iran, both of which are on the

agenda currently. The ruble has been little affected

by the happenings in Europe or the UK.

The euro dropped back from the 1.07 area to

the USD to 1.055 however the low point held

again as it has done on previous occasions.

The UK election announcement also saw the

Euro post gains but not as much as the British

pound. The single currency has returned to

the 1.07 level against the dollar and may make

headway to go higher based on dollar weakness

and continuation of the momentum of the

recent moves. Against the Thai currency the

Euro is fetching 36.75 Thai baht, somewhat

within its recent tight range.

Thai Growth expected to be

3.5% according to ADB

The Asian Development Bank

(ADB) expects Thailands growth

to be 3.5% this year.

ADB’s senior country economist,

Luxmon Attapich was quoted as

saying, “A sustained recovery in

major economies, robust domestic

consumption and the continued

implementation of large public infrastructure

projects are the key

reasons for our projection.”

Within the projections is an expectation

that global oil prices will

recover and boost exports in the

petroleum products sector. A previous

projection of two per cent

was based on higher levels of

protectionism than are expected

to be seen.

Luxmon Attapich was further

quoted as saying, “We foresee

the impact of protectionism on

Thailand from the influence of US

trade policy as rather moderate.

We included that impact in our risk

analysis, rather than just weighing

from the baseline.”

Eastern Economic Corridor

(EEC) woos Russian investors

The planned Eastern Economic

Corridor (EEC) along Thailands

Eastern seaboard has garnished

interest from foreign investors,

particularly Russian investors.

After a meeting with Thailands

Commerce Minister, Apiradi Tantraporn

and Russia’s deputy minister

for economic development,

Alexey Gruzdev, it transpired that

Russian investors are interested

in investing in the ten key targeted

industries within the EEC being

promoted by the government.

These industries include, medical

services, medical and wellness

tourism, agriculture and biotechnology,

smart electronics, biofuels

and biochemical, logistics and

aviation, industrial robotics and

next generation cars.

In response to the Russian interest,

Thailand and Russia agreed

to launch a joint working panel to

is pressing the government for

more incentives relating to taxation

investment and land deals.

The company recently moved its

manufacturing base for health

care products to Thailand from

Vietnam.

to give potential new employees

The National Legislative Assembly

will deliberate the extra bill after

the cabinet approves it.

The original bill for the mandatory

provident fund has been in place

to provide a lump sum payment

to members after they retire. The

new bill aims to provide the option

of regular monthly payments

during retirement. Currently civil

servants get the latter.

The main reservation is that,

given that contributions are only

3% of average salary the monthly

payments will be low. As well,

life expectancies are increasing

meaning that the payout period

will be longer. Yet the Fiscal Policy

Office aims to provide people in

the future who retire with as much

as 50 per cent of their salary to

give them a good standard of

living in their later years.

In order to bridge the gap, under

the mandatory provident fund

arrangement, which is due to

be in force in 2018, employers

and employees will be required

to contribute three per cent of

their employee’s salary during

the first three years then five per

cent during the next three years,

then seven per cent for the following

three years and ten per

cent thereafter. The base salary is

to be capped at 60,000 baht per

month.

The new law requires that larger

companies with more than one

hundred employees match their

employee’s contributions to the

fund within the first four years of

the fund coming into existence.

Smaller companies with 10 or

more employees must offer the

contributions from the fourth year

of its start date and those with

only one employee must provide

savings from the seventh year.

The moves follow the government’s

successful creation of the

National Savings Fund, a voluntary

safety net for retirement

savings for non-formal workers

covering some 25 million people.

Other measures in place, in addition

to the mandatory provident

fund, include a reverse mortgage

scheme so that older people can

unlock the savings in their home,

and a package that will allow

companies that hire older workers

with a low salary of 15,000 baht

per month or less to be eligible for

double corporate tax deductions

on expenses incurred in regard to

retirement planning for their employees.

In order to reach the goal of providing

50 per cent of salaries

during retirement, minimum contributions

would need to be at

least five per cent from employees

and another five per cent from

employers as well as additional

benefits as paid out by the Social

Security fund. It is expected that

some of the shortfall will be made

up from cigarette and alcohol

taxes.

Currently older retirees are entitled

to 600 baht per month from

60 years to 69 years, rising to

1,000 baht for people over 90.

Four billion baht is expected to

be required to raise current living

allowances to a still modest 1,200

to 1,500 baht per month.
