Saputiit AGM<br />

The Saputiit Youth Association of Nunavik<br />
had their annual general meeting in Kuujjuaq<br />
from July 2 nd to July 6 th , 2006. All the region’s<br />
communities had two youth delegates for the<br />
meeting, except for Chisasibi and Quaqtaq.<br />

One of the items on the agenda was the<br />
possibility of developing a post secondary program<br />
like the Nunavut Siviniksavut Program<br />
that Nunavut has to teach students about<br />
their land claims. Nunavik youth have attended<br />
National Inuit Youth Council and Inuit Tapiriit<br />
Kanatami meetings in Ottawa, were they had<br />
seen Nunavut Siviniksavut students make a<br />
few presentations. The youth here in Nunavik<br />
would like to develop a similar program to<br />
Sivuniksavut, but based our own James Bay<br />
and Northern Quebec Agreement, which was<br />
signed back in November 1975 between the<br />
Inuit, the Cree, Canada, and Quebec. It was<br />
the first modern Aboriginal land claims agreement<br />
in Canada.<br />
Other presentations at the annual general<br />
meeting included the ongoing Nunavik government<br />
process, where Nunavik government<br />
negotiator Harry Tulugak was invited to speak<br />
as well as a presentation by a southern-based<br />
company called Kunoki, which promotes and<br />
instructs paragliding in Nunavik. Another special<br />
guest at the meeting was Johnny Peters, <strong>Makivik</strong><br />
vice-president for Renewable Resources. Johnny<br />
gave a presentation on the new Nunavik Inuit<br />
Land Claims Agreement and answered many<br />
questions from the youth delegates.<br />
Myself as <strong>Makivik</strong> youth liaison officer, with<br />
the assistance of <strong>Makivik</strong> lawyer Jocelyn Barrett,<br />
also produced a policies and procedures guide<br />
throughout the year, which was presented at<br />
the meeting. It gives clear guidance of the daily<br />
operations of Saputiit.<br />

Recognition Award<br />

This year’s annual Youth Recognition Award<br />
for post secondary students, organized by the<br />
Saputiit Youth Association, went to only one<br />
individual, and this bright young person from<br />
Nunavik is very deserving of this recognition.<br />
Jason Annahatak from Kangirsuk was the recipient<br />
of the 2005-2006 Youth Recognition Award<br />
for his accomplishments in teaching in other<br />
countries. Congratulations Jason, we are very<br />
proud of you and we wish you all the best in<br />
your studies at Columbia University in New<br />
York, New York.<br />

International Circumpolar Youth Council<br />

The International Circumpolar Youth Council<br />
(ICYC) held their general assembly in Barrow,<br />
Alaska were Jonathan Epoo, president of<br />
Saputiit Youth Association of Nunavik, and I<br />
attended on behalf of the Nunavik youth from<br />
July 9 th to July 14 th , 2006.<br />
The other Canadian youth delegates<br />
were April Andersen and Josh Pamak from<br />
Nunatsiavut, Edward and Katherine Cibotci<br />
from the Inuvialuit, and Nadia Sammurtok,<br />
Miali Elise-Coley, and a young lady by the<br />
name of Winter Quluptaana, from Nunavut.<br />
Miali has been the chair for four years as well<br />
as the regional coordinator of the Qikiqtani<br />
Inuit Association in Nunavut. As the president<br />
and vice-president of the National Inuit Youth<br />
Council of Canada could not attend the Inuit<br />
Circumpolar Conference general assembly,<br />
Katherine Cibotci attended on their behalf.<br />
The meetings for the ICYC, as well as the<br />
elders’ meetings, were held at the Eben Hobson<br />
Middle School, but on the first day all the delegates<br />
met at the high school were the ICC<br />
general assembly was held. It was a great feeling<br />
to see our brothers and sisters of the Arctic<br />
and everyone from the hosting country were<br />
very welcoming and we all felt at home.<br />
The theme of the ICC general assembly,<br />
“Unity Within Diversity”, really spoke out as we<br />
were all from different (“diverse”) regions of the<br />
Arctic but united as Inuit of the Arctic.<br />
One of the break time activities during<br />
the week was the famous Alaskan blanket toss<br />
and quite a few youth joined in. A blanket of<br />
large sealskins sewn together was used and I<br />
also had the thrill of being tossed.<br />
“Human Rights” was one of the topics on<br />
the agenda, which gave me an opportunity<br />
to speak about the slaughter of Inuit dogs in<br />

Canada from a human rights perspective. Our<br />
culture and way of life was drastically damaged<br />
by those who gave the order to kill the<br />
dogs, and to this date we have not yet received<br />
compensation or even an apology to our<br />
elders that suffered this wrongdoing. Those<br />
from the other countries such as USA, Russia<br />
and Greenland did not even know about the<br />
slaughter of our dogs, which had occurred in<br />
the 1950’s and 1960’s.<br />
Two motivating guests from the ICC general<br />
assembly also came over to speak to us.<br />
They were Sheila Watt-Cloutier, the outgoing<br />
chair of ICC, who talked about the importance<br />
of youth involvement in the ICC as well as<br />
Edward Itta, the Alaskan delegate and mayor of<br />
North Slope Borough, who gave a very powerful<br />
speech and comments on healthy lifestyles<br />
and health systems.<br />
Our own Jonathan Epoo and Eric Nutaraariaq<br />
from Nunavut had been the Canadian delegates<br />
of the ICYC for the past four years. Jonathan has<br />
been re-elected as a representative along with<br />
Winter Quluptaana from Nunavut.<br />
The next meeting of the ICC general<br />
assembly and ICYC will be in Greenland in the<br />
year 2010. Our new ICYC chair, Megan Alvanna-<br />
Stimpfle, a King Island Inupiaq who was born<br />
and raised in Nome, Alaska will be leading the<br />
ICYC for the next four years.<br />
