Saputiit AGM
By Adamie Padlayat
The Saputiit Youth Association of Nunavik
had their annual general meeting in Kuujjuaq
from July 2 nd to July 6 th , 2006. All the region’s
communities had two youth delegates for the
meeting, except for Chisasibi and Quaqtaq.
BERTHA ADAMS
One of the items on the agenda was the
possibility of developing a post secondary program
like the Nunavut Siviniksavut Program
that Nunavut has to teach students about
their land claims. Nunavik youth have attended
National Inuit Youth Council and Inuit Tapiriit
Kanatami meetings in Ottawa, were they had
seen Nunavut Siviniksavut students make a
few presentations. The youth here in Nunavik
would like to develop a similar program to
Sivuniksavut, but based our own James Bay
and Northern Quebec Agreement, which was
signed back in November 1975 between the
Inuit, the Cree, Canada, and Quebec. It was
the first modern Aboriginal land claims agreement
in Canada.
Other presentations at the annual general
meeting included the ongoing Nunavik government
process, where Nunavik government
negotiator Harry Tulugak was invited to speak
as well as a presentation by a southern-based
company called Kunoki, which promotes and
instructs paragliding in Nunavik. Another special
guest at the meeting was Johnny Peters, Makivik
vice-president for Renewable Resources. Johnny
gave a presentation on the new Nunavik Inuit
Land Claims Agreement and answered many
questions from the youth delegates.
Myself as Makivik youth liaison officer, with
the assistance of Makivik lawyer Jocelyn Barrett,
also produced a policies and procedures guide
throughout the year, which was presented at
the meeting. It gives clear guidance of the daily
operations of Saputiit.
Nunavik Youth
Recognition Award
By Adamie Padlayat
This year’s annual Youth Recognition Award
for post secondary students, organized by the
Saputiit Youth Association, went to only one
individual, and this bright young person from
Nunavik is very deserving of this recognition.
Jason Annahatak from Kangirsuk was the recipient
of the 2005-2006 Youth Recognition Award
for his accomplishments in teaching in other
countries. Congratulations Jason, we are very
proud of you and we wish you all the best in
your studies at Columbia University in New
York, New York.
International Circumpolar Youth Council
By Adamie Padlayat, Makivik youth liaison
The International Circumpolar Youth Council
(ICYC) held their general assembly in Barrow,
Alaska were Jonathan Epoo, president of
Saputiit Youth Association of Nunavik, and I
attended on behalf of the Nunavik youth from
July 9 th to July 14 th , 2006.
The other Canadian youth delegates
were April Andersen and Josh Pamak from
Nunatsiavut, Edward and Katherine Cibotci
from the Inuvialuit, and Nadia Sammurtok,
Miali Elise-Coley, and a young lady by the
name of Winter Quluptaana, from Nunavut.
Miali has been the chair for four years as well
as the regional coordinator of the Qikiqtani
Inuit Association in Nunavut. As the president
and vice-president of the National Inuit Youth
Council of Canada could not attend the Inuit
Circumpolar Conference general assembly,
Katherine Cibotci attended on their behalf.
The meetings for the ICYC, as well as the
elders’ meetings, were held at the Eben Hobson
Middle School, but on the first day all the delegates
met at the high school were the ICC
general assembly was held. It was a great feeling
to see our brothers and sisters of the Arctic
and everyone from the hosting country were
very welcoming and we all felt at home.
The theme of the ICC general assembly,
“Unity Within Diversity”, really spoke out as we
were all from different (“diverse”) regions of the
Arctic but united as Inuit of the Arctic.
One of the break time activities during
the week was the famous Alaskan blanket toss
and quite a few youth joined in. A blanket of
large sealskins sewn together was used and I
also had the thrill of being tossed.
“Human Rights” was one of the topics on
the agenda, which gave me an opportunity
to speak about the slaughter of Inuit dogs in
SHELLEY TULLOCH
Canada from a human rights perspective. Our
culture and way of life was drastically damaged
by those who gave the order to kill the
dogs, and to this date we have not yet received
compensation or even an apology to our
elders that suffered this wrongdoing. Those
from the other countries such as USA, Russia
and Greenland did not even know about the
slaughter of our dogs, which had occurred in
the 1950’s and 1960’s.
Two motivating guests from the ICC general
assembly also came over to speak to us.
They were Sheila Watt-Cloutier, the outgoing
chair of ICC, who talked about the importance
of youth involvement in the ICC as well as
Edward Itta, the Alaskan delegate and mayor of
North Slope Borough, who gave a very powerful
speech and comments on healthy lifestyles
and health systems.
Our own Jonathan Epoo and Eric Nutaraariaq
from Nunavut had been the Canadian delegates
of the ICYC for the past four years. Jonathan has
been re-elected as a representative along with
Winter Quluptaana from Nunavut.
The next meeting of the ICC general
assembly and ICYC will be in Greenland in the
year 2010. Our new ICYC chair, Megan Alvanna-
Stimpfle, a King Island Inupiaq who was born
and raised in Nome, Alaska will be leading the
ICYC for the next four years.
