SALISBURY — It is clear<br />

that historic Ring’s Island on<br />

the Salisbury side of Merrimack<br />

River has been discovered.<br />

More people are coming to<br />

the island, many to dine at two<br />

popular new restaurants, Vasa<br />

and The Deck.<br />

“We have a lot more traffic.<br />

More people are saying, ‘Wow,<br />

this is a cool place,’” said Ring’s<br />

Island resident Diane Dondero.<br />

With views of the river bringing<br />

a premium, builders and real<br />

estate developers are salivating<br />

at the prospect of constructing<br />

new homes on the 24-acre island<br />

that will offer spectacular views<br />

of the river and the Newburyport<br />

skyline.<br />

And that prospect frightens<br />

many, probably a majority, of the<br />

50 to 60 current Ring’s Island<br />

homeowners.<br />

What is unclear is how to<br />

protect the homes from being<br />

torn down and replaced with new<br />

homes, like one on Second Street<br />

What To Do With Ring’s Island?<br />

NEWBURYPORT – When a<br />

car or truck hits a pedestrian, five<br />

miles an hour does not seem like<br />

it would make much difference<br />

in the extent of injuries the crash<br />

causes.<br />

But long-time policeman and<br />

current city councilor Robert<br />

Cronin said studies show that a<br />

pedestrian struck at 25 miles an<br />

hour will have a much better<br />

chance of surviving with less<br />

severe injuries than one hit at 30<br />

miles per hour.<br />

For that reason and because he<br />

hears frequently from constituents<br />

about speeding vehicles, Cronin<br />

shepherded through the city<br />

council last week a measure that<br />

lowers the speed limit on many<br />

of this city’s streets.<br />

The city council voted nine to<br />

one to adopt 25 miles an hour as<br />

the citywide speed limit, joining<br />

about a dozen other cities and<br />

towns, including Boston.<br />

Founded in <strong>16</strong>42 as a fishing<br />

and farming homestead, Ring’s<br />

Island has a lot of old houses.<br />

Two were built in the <strong>16</strong>00s. Five<br />

were built prior to <strong>17</strong>50. Eight<br />

have been standing since before<br />

1800. Seven trace their history to<br />

before 1850. And six were built<br />

before 1900.<br />

If you expand the area to<br />

include homes on nearby Bridge<br />

Street, there are a lot more, said<br />

Ray Pike, the chair of the study<br />

committee. Pike, a math teacher<br />

at Newburyport High School,<br />

has been researching the histories<br />

of Ring’s Island homes.<br />

At the fourth meeting of<br />

the newly formed Ring’s<br />

Island Historic District Study<br />

Committee last week, the<br />

members – all residents of Second<br />

Street – debated whether to<br />

pursue forming a historic district<br />

with strong controls or some<br />

other approach that would be<br />

less controlling of local property<br />

decisions.<br />

One option might be to have<br />

the Board of Selectmen pass a<br />

new bylaw creating a demolition<br />

delay or set a limit on the size<br />

of any new house built on the<br />

island.<br />

Dondero, the vice chairman of<br />

the study committee, said, “What<br />

we are seeing on Second Street is<br />

just wrong. It is way too big. This<br />

Georgetown has set 25 miles per<br />

hour as the speed limit at several<br />

sections along Rte. 133 and 97.<br />

The state legislature voted last<br />

year to allow municipalities to<br />

lower the speed limits in thickly<br />

settled areas. The new law, signed<br />

by Gov. Charlie Baker, allows<br />

cities and towns to lower the<br />

speed limit without state approval<br />

and without performing a traffic<br />

study.<br />

The Newburyport measure<br />

will go into effect this summer<br />

assuming Mayor Donna Holaday<br />

signs it into law and the city has<br />

a chance to educate drivers about<br />

it.<br />

The police and public services<br />

department were not excited<br />

about lowing speed limits on<br />

many streets. The police are<br />

concerned about the challenges<br />

enforcing lower speed limits will<br />

Last year, volunteers with the Georgetown Council on Aging (COA) assisted<br />

in the office, or at programs and parties, answered critical health insurance and<br />

legal questions, completed 128 income tax returns, folded 8,278 newsletters,<br />

sewed <strong>16</strong>1dolls for children living with need, called 50 bingo games and drove<br />

1,959 miles in order to provide elders with vital transportation to medical<br />

appointments. Representing a value of $62,550 (based on a rate of $20.85<br />

per hour), 150 volunteers gave more than 3,000 hours of time to support the<br />

Georgetown COA, enriching the lives of elders as well as all who live within<br />

our community.<br />

Last week’s Volunteer Appreciation Breakfast gave the Georgetown<br />

COA an opportunity to thank many of our volunteers, but we wish to<br />

extend our thanks to all of the volunteers who support our work within the<br />

community. We also thank Ashland Farm at North Andover and Nunan’s<br />

Plants and Greenhouses of Georgetown for their sponsorship of the Volunteer<br />

Appreciation Breakfast.<br />

By sharing their gifts of time and self, volunteers provide the Georgetown<br />

COA with invaluable support. Not only are they a resource and valuable<br />

asset to our community, but they are a gift to all the people whose lives they<br />

touch. We could not do the work that we do without their care, compassion<br />

and steadfast support. They have made our world a better place and we thank<br />

them with deep appreciation.<br />

Jimmy Fund Golf Efforts<br />

Jimmy Fund Golf extends its sincerest thanks to the organizers and sponsors<br />

of the Jim Leger Memorial Golf Tournament held on May 13, 20<strong>17</strong> at Mount<br />

Hood Golf Club in Melrose, Mass. Special recognition and appreciation goes<br />

to Michelle Tautkus of Rowley, Mass., and the committee who organized the<br />

Expands to Rowley<br />

North Shore Physicians Group (NSPG) is pleased to announce that it will<br />

open its newest location at 414 Haverhill Street in Rowley on June 5. This is<br />

NSPG’s 22nd location on the North Shore.<br />

The new location will offer patients primary and specialty care as well as<br />

x-ray, mammography and bone density testing. Patients in Rowley and the<br />

surrounding communities of Ipswich, Boxford and Georgetown will now also<br />

have an opportunity to be connected to North Shore Medical Center and<br />

the hospitals within Partners HealthCare including Massachusetts General<br />

generations, sold the house at 7<br />

Second Street. He said he did not<br />

think the new owners would tear<br />

it down and wishes he had sold<br />

it to a previous bidder who had<br />

promised not to tear it down.<br />

The new owners are building a<br />

large contemporary-style home<br />

designed to offer the best views<br />

of the Merrimack.<br />

Last month, the Salisbury<br />

Zoning Board of Appeals voted<br />

four to one to allow Augustus and<br />

Susan Harrington, a Newburyport<br />

developer, to raze the two-family,<br />

waterfront home at 22/24 First<br />

St., and build a new two-family<br />

home on the property.<br />

speed limits will vary from<br />

town to town. Brendan Kearney<br />

with Walk Boston said recently,<br />

“Potentially every single little city<br />

or town would have a different<br />

speed limit.”<br />

“Is it perfect? No,” Cronin<br />

said last week before the council<br />

voted. “But if we save one life,<br />

one serious injury, it is worth it.”<br />

There is likely to be some initial<br />

confusion and thus the need for a<br />

city education campaign.<br />

The plan is not to erect a large<br />

number of 25-mile-per-hour<br />

signs on streets, which at $50<br />

each would be expensive. The<br />

city will post a sign at each entry<br />

point stating that the speed limit<br />

is 25 unless otherwise posted.<br />

Many of the city’s major streets<br />

are already posted at 30 and 40<br />

miles per hour. The speed limits<br />

on these streets will not change.<br />

Nor will the speed limits change<br />

What To Do With Ring’s Island?<br />

the new building will not be<br />

“substantially more detrimental<br />

to the neighborhood than the<br />

existing structure.”<br />

The members of the study<br />

committee doubt her statement.<br />

“We are watching First Street,”<br />

Dondero said.<br />

The study committee has<br />

18 months to come up with a<br />

proposal for what do with Ring’s<br />

Island. The Selectmen and Town<br />

Meeting will have to approve any<br />

proposal for an historic district.<br />

And if the town of Salisbury<br />

approves a district, the state<br />

would also have to approve it.<br />

“Historic districts are very<br />

complicated,” Pike said.<br />

To help the study committee<br />

gather information, Pike is<br />

inviting Chris Skelly, the director<br />

approved the citywide 25 mile per<br />

with the Massachusetts Historical<br />

Commission, to visit the island in<br />

July to discuss with the committee<br />

the options for Ring’s Island. The<br />

committee also plans to meet<br />

with town planning director Lisa<br />

what to do with their houses,” said<br />

Gary Knight, a study committee<br />

member. “We need to strike a<br />

balance.”<br />

Pike agreed that the residents<br />

of the island do not want a<br />

Nantucket-style, very restrictive<br />

set of regulations that govern<br />

what they do with their homes.<br />

“I don’t want to be telling<br />

people what color they can paint<br />

their homes,” Pike said.<br />

Cronin said the goal is not<br />

to get every vehicle traveling at<br />

25 miles per hour. Most police<br />

officers, he said, will not ticket<br />

drivers for speeding unless they<br />

clock them going 12 to 13 miles<br />

per hour over the speed limit.<br />

If the posted speed limit is<br />

30, that means drivers are going<br />

more than 40 miles per hour on<br />

crowded and narrow streets, he<br />

said.<br />

If the speed limit is 25 miles<br />

per hour, that means drivers will<br />

be traveling at 35 to 38 mile per<br />

hour, Cronin said.<br />

Island, North Point, led by Bill<br />

90-minute walking tours, will run<br />

from North Point’s Plum Island<br />

Lighthouse to the south jetty and<br />

back, rain or shine. Parking in the<br />

Plum Island Lighthouse parking<br />

lot. Given their length and a<br />

significant amount of walking,<br />

the tours may not be appropriate<br />

for young children or people with<br />

disabilities. Tour participants<br />

will gather at the Plum Island<br />

crabs, wooly mammoth, terns,<br />

and striped bass. View the effects<br />

Coast Guard archeology site<br />

and speculate on whether some<br />

of the artifacts could have been<br />

used to set U-boat nets across the<br />

Machine where up to an acre of<br />

sand flows through natural weirs<br />

in the South Jetty during high<br />

course tides. Discuss how the<br />

Army Corps of Engineers, the<br />

city of Newburyport, universities,<br />

and colleges have all been<br />

working together to work with<br />

NEWBURYPORT - On Saturday, June <strong>17</strong>th, between the hours of 10:00 am to 3:00 pm, the Parker River National<br />

Wildlife Refuge will host the FREE, third annual, and daylong family event called Let’s Go Outside. The event is<br />

intended to provide children and adults with an opportunity to “try out” or experience a range of fun, healthy outdoor<br />

activities including kayaking, surf fishing, archery target shooting, nature and wildlife photography, and bird watching.<br />

Event participants will move through a variety of “activity stations” that will be located both at the refuge visitor center<br />

and on the Plum Island portion of the national wildlife refuge. Participants will be encouraged to begin their event<br />

experience at the refuge visitor center, where an enthusiastic group of staff and volunteers will be waiting to provide a<br />

proper welcome and orientation (including an “activity station” map). From there, participants will be able to move<br />

between event venues – whether in their own motor vehicle or via a free, refuge-provided shuttle. Children who have<br />

successfully completed all event “activity stations” will qualify for an official Junior Refuge Manager badge! Let’s Go<br />

Outside will also include a “bunch” of fun, hands-on crafts and activities that are particularly suited for younger kids<br />

including such things as face painting and owl pellet exploration. A very special activity station, located at the visitor<br />

center, will focus on the monarch butterfly. And, as if that wasn’t enough, live tide pool critters will be on display at the<br />

parking lot 1 visitor contact station! This FREE family event will take place rain or shine. There is no preregistration for<br />

this event and participants are welcome to show up, or even come and go, throughout the day (10:00 am to 3:00 pm).<br />

The event will also provide the public with an opportunity to meet some of the refuge’s staff and volunteers. For further<br />

Park, MA to offer rain barrels to residents as part of a conservation and sustainability program. “We are offering this<br />

program to help residents manage rising water costs, save vegetation from drought conditions and help our community<br />

protect its aquifers,” says Director of Public Services, Tony Furnari“We want residents to use rain barrels. They are an<br />

effective way to collect and save water and help the town manage water supplies. The program brings a quality barrel at a<br />

or new landscaping when a dry spell hits and supplement outdoor water usage to keep costs down. Rain barrels are also<br />

important to towns to reduce runoff. Runoff from homes and developments harms existing water sources because they<br />

flood storm drains and discharge harmful pollutants. Rain barrels are chlorine free and an excellent source of water for<br />

plants and gardens. Barrels are easily connected to the downspouts and fill quickly. In this region there is typically <strong>16</strong>”<br />

of rain from May 1st – September 30th. For every inch of rainfall a 1000 square foot surface can collect 620 gallons of<br />

water that means that an average roof of 2400 square feet could see more than 20,000 gallons of fresh rainwater splashing<br />

over its surface during that time period. That is a significant source of water that homeowners could be tapping into for<br />

free. Just keeping a small 10’ x 10’ garden irrigated during the summer months can mean using up to <strong>17</strong>00 gallons of<br />

water. Based on the average roof size, more than two 60 gallon rain barrels would fill for every 1/5” of rainfall. The Great<br />

American Rain Barrel Company recommends one barrel for every 100 square feet garden. Multiple barrels are easily<br />

SALISBURY - The 3rd Annual Seacoast Running Festival at Salisbury Beach is an exciting event that features three themed<br />

road races on June 18th. A race for everyone – Anna Jaques Father’s Day 5K, Wall’s Ford 10K and a Wall’s Ford Half-<br />

Marathon. Our runners will be running on a flat out-and-back course with beautiful views of the marsh and the ocean.<br />

as the most complete account of<br />

the 1990 theft from the Isabella<br />

Stewart Gardner Museum in<br />

Boston. Stephen Kurkjian,<br />

the author, is a Pulitzer Prizewinning<br />

investigative reporter<br />

for The Boston Globe who was<br />

the newspaper’s lead reporter on<br />

the story. His book provides a<br />

dramatic narrative of the actual<br />

theft in which two men dressed<br />

as police officers were able to<br />

trick their way into the museum<br />

after hours and make off with<br />

priceless masterpieces including<br />

Vermeer’s The Concert and two<br />

large paintings by Rembrandt<br />

including Storm on the Sea of<br />

Galilee, his only seascape. More<br />

than a quarter century later, none<br />

of the 13 pieces that were stolen<br />

in all have been recovered and<br />

no one ever arrested. Kurkjian’s<br />

narrative is rich in details of the<br />

actual theft and what led up to<br />

it; the several suspects whom the<br />

FBI has focused its investigation<br />

on and interviews with them,<br />

and a possible missing motive for<br />

the historic robbery, to ransom<br />

a leading mob figure out of jail.<br />

Lastly, Kurkjian calls attention to<br />

the museum’s – and its founder’s<br />

– rich history and how authorities<br />

could use that history to rally the<br />

public to help in the recovery.<br />

In a recent study published by<br />

the American Dental Association<br />

(ADA), visits to the emergency<br />

room (ER) for dental related<br />

issues have doubled nationwide<br />

over the last decade. Last year,<br />

over 2.1 million people visited<br />

the ER for a dental “emergency”,<br />

most of which could have been<br />

prevented with regular dental<br />

visits.<br />

In another recent collaborative<br />

study between the Rutgers<br />

School of Dental Medicine and<br />

the Rutgers Center for State<br />

Health Policy, they confirmed<br />

that most of these ER visits were<br />

for dental pain and infections<br />

that were not related to trauma.<br />

This is an increasing burden on<br />

the taxpayer and the healthcare<br />

system. ER visits can be 10 times<br />

more costly than if the treatment<br />

was performed in a dental office.<br />

Dr. Cecile Feldman, dean<br />

of the Rutgers School of<br />

Dental Medicine, recently<br />

said the following in an ADA<br />

publication:<br />

“The most disturbing aspect of<br />

the rise in ER dental visits is that<br />

seniors, it’s that we don’t always<br />

know when we’re becoming<br />

overheated. Many of us don’t<br />

sweat, our circulation is often<br />

compromised, and medical<br />

conditions (as well as the drugs<br />

we take for them) can mask the<br />

dangers of heat. Dehydration and<br />

hypothermia (heat stroke) can<br />

afflict us before we’re aware that it’s<br />

happening, and that can be deadly.<br />

To be safe and cool this<br />

summer:<br />

treatment is often ineffective. In<br />

emergency rooms, there is a lack<br />

of diagnostic equipment and tools<br />

– such as dental X-ray machines<br />

– and ER physicians aren’t trained<br />

to identify and treat oral health<br />

problems. Often, they prescribe<br />

painkillers and antibiotics for<br />

infections while the underlying<br />

problem remains.”<br />

The increase in dental<br />

ER visits supports the fact<br />

that many Americans have<br />

inadequate knowledge about<br />

the consequences of not getting<br />

regular dental check-ups. Many<br />

view dental care as a luxury and if<br />

their teeth don’t hurt and appear<br />

visually acceptable, they do not<br />

feel the need to visit a dentist.<br />

Dental decay is the underlying<br />

cause of most ER dental visits.<br />

Dental decay does not hurt until<br />

it has affected the nerve of the<br />

tooth. Dr. Feldman states, “Tooth<br />

decay, which is almost entirely<br />

preventable, is the most common<br />

chronic illness among school-age<br />

children. Left untreated, it can<br />

result in infection, unbearable<br />

pain, loss of teeth and acute<br />

systemic infection, which in some<br />

cases can lead to death. Yet nearly<br />

one in four American children<br />

has untreated tooth decay.”<br />

So, what are some of the<br />

underlying reasons for the increase<br />

in ER visits? Dr. Feldman says,<br />

“For many, a visit to the dentist<br />

is unaffordable and inaccessible.<br />

* Stay in the air conditioning<br />

as much as possible. Yes, air<br />

conditioning can give us a chill,<br />

but it’s better to drape a sweater<br />

across your shoulders in an airconditioned<br />

room than be in the<br />

heat. If your home isn’t cooled,<br />

make it a point to go to an airconditioned<br />

space during the heat<br />

of the day. Try the library, movie<br />

theater, indoor mall or senior<br />

center, perhaps a different one<br />

every afternoon of the week. Call<br />

the local aging agency to ask about<br />

cooling stations.<br />

* Do outdoor errands before 10<br />

a.m. or after 6 p.m.<br />

* Find out if the local senior<br />

center or fire department will be<br />

handing out free fans this year.<br />

More than 85 million Americans<br />

have no form of dental insurance.<br />

For those who have Medicaid,<br />

finding a dentist who accepts it<br />

can be challenging. Many dentists<br />

don’t because the reimbursement<br />

payments are a fraction of the<br />

cost of care and there is a very<br />

high administrative burden.”<br />

I have seen many suggestions<br />

for helping address this problem.<br />

Some push for more community<br />

water fluoridation, others for<br />

dental coverage for all – such as<br />

under the Affordable Care Act<br />

(ACA). While children do have<br />

coverage under the ACA, it does<br />

not extend to adults. I’m not so<br />

sure that is the answer anyway,<br />

mainly due to the cost.<br />

Dental insurance, in general, is<br />

a broken system. Unless there is<br />

some major overhaul in the way<br />

dental care or dental insurance<br />

is delivered in this country, the<br />

ER stats will continue to rise. For<br />

now, personal responsibility and<br />

budgeting for basic preventive<br />

dental care is your best defense<br />

against future dental problems.<br />
