Jimmy Barnes to spearhead Lincoln rock event<br />

AN AUSTRALIAN rock icon<br />
will set foot onto the Lincoln<br />
Domain for one of the biggest<br />
musical festivals in Selwyn next<br />
year.<br />
<strong>The</strong> Selwyn Sounds concert<br />
is back with Jimmy Barnes to<br />
headline the rock concert, along<br />
with an iconic line-up of Australasian<br />
groups. It will be held<br />
on March 3.<br />
Barnes will be joined by <strong>The</strong><br />
Feelers, Mental as Anything,<br />
Stellar, <strong>The</strong> Mockers, <strong>The</strong> Narcs,<br />
<strong>The</strong> Lady Killers and <strong>The</strong> Warratahs.<br />

resident David Parlane said the<br />
line-up is sensational and he is<br />
excited to have secured a class<br />
act such as Barnes to headline<br />
the show.<br />
“We couldn’t do the same as<br />
what we did this year, we had to<br />
do something a little different<br />
and make it bigger and better . . .<br />
this year has got a little bit more<br />
of a feel for everybody,” he said.<br />
It was estimated more than<br />
7500 packed into Lincoln Domain<br />
for the inaugural concert<br />
in March.<br />

Weather, contract stalls road resealing<br />

DELAYS IN resealing part of<br />
Durham St is being partly caused<br />
by a financial agreement between<br />
Ōtākaro Ltd and contractor<br />
Downer.<br />
<strong>The</strong> Government agency said<br />
yesterday Downer will not work<br />
on the road until the ground<br />
temperature rises above<br />
10 deg C, which is unlikely to<br />
happen before spring.<br />
An Ōtākaro spokesman said<br />
there was a risk the seal would<br />
fail if the road was too cold.<br />
If Ōtākaro ordered Downer to<br />
seal the road anyway, in spite of<br />
the cold weather, Ōtākaro would<br />
have to bear the cost if the seal<br />
failed and the road had to be<br />
resurfaced, he said.<br />
Under the current arrangement,<br />
that risk is borne by<br />
Downer.<br />
Durham St is being upgraded<br />
as part of the An Accessible City<br />
project.<br />
Work is still being done on the<br />
footpath, planting and underground<br />
services along Durham<br />
St over winter.<br />

Chase said the delay was incredibly<br />
frustrating for business owners<br />
in the area, as the traffic jams<br />
and lost parking there could<br />
drive away customers.<br />
“It needs to be finished expeditiously,”<br />
he said.<br />
Some contractors are still<br />
resealing roads in other parts of<br />
the city, even over winter.<br />
City council planning and delivery<br />
transport manager Lynette<br />
Ellis said each contract was assessed<br />
on a “risk basis” to decide<br />
if the work could go ahead.<br />
If the risk was deemed low,<br />
some work could be undertaken,<br />
she said.<br />
“It’s important to note there<br />
are a number of variables that<br />
impact this decision-making<br />
process. It’s not a case of comparing<br />
individual jobs, because<br />
the specifications are all different,”<br />
she said.<br />
She said the standards were<br />
set by the NZ Transport Agency.<br />
According to an explanation<br />
on the NZTA website, resealing<br />
was best done in summer, when<br />
warm temperature and dry air<br />
helped the new seal stick.<br />
“If we did the work in winter,<br />
the cold ground would mean the<br />
new surface would harden and<br />
crack, plus the stones in the chip<br />
seal could pop out if exposed to<br />
cold weather within four weeks<br />
of application,” it said.<br />
