9 years ago, we took the plunge and moved from a very busy London suburb to Monmouthshire.<br />

At the time, my eldest daughter was just starting school and my partner had just finished a<br />

big work project and wanted to move on.<br />

We had always dreamt of living in the<br />

countryside but living in the outskirts of<br />

London, country homes in Guildford,<br />

Chobham, Sunningdale and Bath were all out of our<br />

price range – a country pile was 2 million plus and<br />

these were the small houses we just couldn’t afford<br />

anything.<br />

We started house hunting in Wales as I’m originally<br />

from Cardiff. We needed somewhere close to good road<br />

and rail links for my husband’s work commitments.<br />

Cardiff was too far from the M4 and M5, so we started<br />

looking closer to Bristol and Monmouthshire.<br />

Looking in Monmouthshire area we found<br />

properties in our price range and not just one but<br />

many, we could afford to move out of London and buy<br />

a house that was located in the Wye Valley and ticked<br />

the boxes for good road links, close to Bristol airport,<br />

excellent schools and historic market towns.<br />

Monmouthshire is a dream come true for families<br />

looking to buy a rural home. With its easy access to the<br />

M4, M5, Bristol airport, high achieving schools and the<br />

thriving towns of Monmouth, Ross-on-Wye, Chepstow<br />

and Usk. Rural house prices are significantly cheaper<br />

than its counterparts in south and east England.<br />

We finally ended up living at the edge of Monmouth<br />

town, we had looked at some remote houses with land<br />

but bringing along a teenage boy who’d lived most<br />

of his life in London we thought living somewhere<br />

remote would have been a step too far for him. Thanks<br />

goodness we made the right decision, an unhappy year<br />

in University we found that teenage son back living<br />

with us in Monmouth, he spent a very happy few years<br />

here and is now living in central Manchester but calls<br />

Monmouth his home. I suspect one day he will be back<br />

with his own family.<br />

Our family have really settled here and we’ve never<br />

looked back. Coming home after a family holiday late at<br />

night through Tintern, I sometimes pinch myself, do I<br />

live here, is this beautiful landscape my home?<br />

Country Shows<br />

The first known agricultural show was held by<br />

Salford Agricultural Society, Lancashire, in 1768.<br />

Agricultural shows have always been an important<br />

part of cultural life in small country towns, and a<br />

popular event in larger towns. Shows range from small<br />

events in small country towns usually lasting two days,<br />

through to medium-sized events of three days.<br />

The second show on the calendar is Chepstow<br />

Show, also an annual celebration of the best of the local<br />

community - rural trades, talents and tastes.<br />

The Show is open to all. Whether you are looking to<br />

enter one of the many classes, to showcase your goods<br />

and services or just to enjoy a wonderful family day<br />

out. The Show will be held on Saturday 12th August at<br />

Chepstow Racecourse.<br />

Usk<br />

Finally, on the second Saturday in September, every<br />

year since 1844, Usk Farmers’ Club have held the Usk<br />

Show.<br />

At the 100 acre Usk Showground near the village of<br />

Gwernesney, the Show comprises 11 different Sections<br />

each holding their own competitions on the day. Usk<br />

Farmers Club Members bring their Cattle, Sheep and<br />

Pigs to compete in the Agricultural Livestock Section.<br />

There is a thriving Horse Show and Show Jumping<br />

Competitions, as well as Goats, Poultry, Rabbits,<br />

Horticulture, Home crafts, a Companion Dog Show,<br />

Steam Corner and Vintage Tractors.<br />

Living in Monmouthshire we are lucky enough to<br />

have a plethora of shows. The month of July marks<br />

the beginning of the Show season, starting with<br />

Monmouthshire Show.<br />

The Monmouthshire show is the largest one-day<br />

agricultural show in Wales, taking place for the first time<br />

this year on the 1st July, traditionally the show was held<br />

annually in Monmouth on the last Thursday in August.<br />

Planning Permission<br />

1. When you need it<br />

You’ll probably need planning permission if you want to:<br />

• build something new<br />

• make a major change to your building like building an extension<br />

• change the use of your building<br />

If your project needs planning permission and you do the work without it you can be<br />

served an ‘enforcement notice’ ordering you to undo all the changes you have made.<br />

2. When you don’t need it<br />

Some building projects don’t need planning permission. This is known as ‘permitted<br />

development rights’.<br />

The following building projects fall within permitted development rights but this is<br />

just a rough guide and you should check with your Local Authority as to their specific<br />

guidelines:-<br />

• Garages built in garden or land surrounding house (Planning Permission may be<br />

required if house is listed building)<br />

• Small fuel tanks (liquid petroleum, gas and oil tanks) however Planning<br />

Permission may be required in certain circumstances<br />

• Build or replace driveway (if you use a porous surface, permeable concrete block<br />

paving or porous asphalt and rainwater flows to lawn/border naturally)<br />

• Porch (unless bigger than 3m square or higher than 3m above ground level)<br />

Perfectly picturesque<br />

Sharon Chilcott visits an imposing, contemporary-styled property<br />

firmly rooted in the Lower Wye Valley’s industrial past<br />

It now boasts one of the most tranquil, rural<br />

locations imaginable but around 150 years ago Mill<br />

House in Whitebrook would have been at the hub<br />

of a busy and noisy industrial site.<br />

Its current owners, Denise Yapp and Chris Stroud,<br />

believe the original house was built in the 1830s by the<br />

owner of the adjacent, water-powered paper mill, at<br />

which point it was quite a lot smaller than it is today.<br />

It was added to about 50 years later, further extended<br />

later in the Victorian era and during their tenure has<br />

been extended again to make a truly exceptional home<br />

set in about four acres of grounds.<br />

The picturesque gardens now laid out around Mill<br />

House incorporate the mill ponds and the derelict<br />

paper mill, originally known as Fernside Mill. This<br />

Grade II listed industrial building is one of several<br />

paper mills which operated in Whitebrook up until the<br />

late 1800s. The furthest upstream, it is likely to have<br />

been the last to be built and is the only complete paper<br />

mill surviving in the Whitebrook Valley and possibly<br />

the only one left in Wales. “At one point, there were 75<br />

women working in it and they were making paper for<br />

the £5 bank note,” says Denise.<br />

She and her husband, Chris, moved into Mill House<br />

in November 2006 and immediately started making<br />

improvements, which included updating the décor to<br />

give a more contemporary feel. By May the following<br />

year they were ready to open it to the public as an<br />

art gallery, having filled it with paintings from top to<br />

bottom. Over the years, the entire house – even the<br />

family bathroom – has been used as exhibition space<br />

but now the upper floors are filled with the couple’s<br />

own personal purchases and most of the paintings on<br />

show are displayed in the entrance hallway and in the<br />

large ground floor room of an impressive extension,<br />

built of stone and faced in oak and added in 2010.<br />

This light and airy room has a modern inbuilt open<br />

fireplace at one end and at the other end are double<br />

doors opening to the side garden. The space was<br />

originally intended as a family room when the couple’s<br />

four children were at home, but now, as well as serving<br />

as a gallery, it doubles up as a party room and a cinema<br />

room.<br />

Upstairs, the seamlessly incorporated extension<br />

also provides a spectacular master bedroom, open to<br />

the eaves and with a full width floor to ceiling window<br />

giving wonderful views over the garden. From a<br />

dressing room at the back of the master suite stairs lead<br />

up to a mezzanine which the couple use as their gym.<br />

Off the dressing room there is also a luxurious en-suite<br />

wet room converted from one of the original bedrooms.<br />

The property also has a guest room with an en-suite<br />

and three further double bedrooms served by a stylish<br />

family bathroom with a teak bath and matching sink<br />

unit.<br />

The hub of the house is the open plan kitchen,<br />

rejigged the layout. We added more units, had<br />

granite worktops installed, created a peninsular<br />

and blocked a doorway to make space for the<br />

American fridge freezer and additional units. It is<br />

Although the couple find themselves spending<br />

most of their time in the cosy kitchen/dining<br />

living room, the house also provides more formal<br />

living and entertaining space. The front door<br />

opens to a large entrance hallway with an original<br />

flagstone floor and open fireplace. This hallway<br />

leads to the reception hall from which a grand<br />

staircase leads to the galleried landing, which<br />

has a vaulted ceiling and light flooding in from<br />

first impression and Denise has introduced a<br />

“The windows were curtained before but I took<br />

them down to give a better view of the garden,”<br />

says Denise. And what a view! “The garden was a<br />

major project,” she explains. She employed two<br />

locally-based, award-winning designers, Cheryl<br />

Cummings and Peter Dowle, to help her plan and<br />

landscape it just the way she envisaged. “I wanted<br />

it to remain in the style of a country house,” she<br />

explains. “I didn’t want it to be too formal as it<br />

leads to fields and trees at the back.”<br />

Favourite thing<br />

It took 18 months to lay out the carefully planned<br />

gardens but they set off the property magnificently and<br />

Denise cannot disguise her pride and delight in them.<br />

She particularly loves the view over the garden from<br />

her bedroom window. “It’s stunning,” she says.<br />

Top tips on how to<br />

keep your home cool<br />

this summer<br />

It’s safe to say that as much as we in Britain look forward to a bit of sunshine,<br />

whenever it arrives we suddenly find ourselves struggling to keep cool; even in<br />

our own homes we can feel as though we’re walking around in a sauna.<br />

Your first instinct may be to throw money at the problem by booking an<br />

air conditioner installation service, but this may not be the best solution.<br />

Depending on the state of your home, there could be several cheaper<br />

methods for keeping your home cool in the summer, some of which could<br />

benefit you all year round.<br />

Stephen Jury, spokesperson at Plentific, had this to say: “When you get<br />

home after a hot day in the office, the last thing you want is to step inside a<br />

warm house. Before extreme measures of air conditioning are taken, other<br />

smaller, and considerably cheaper options are available.<br />

Here at Plentific, we understand how uncomfortable it can be to feel hot<br />

and sticky at home, so we’ve put together a guide on how to keep your home<br />

cool this summer:<br />

Install insulation<br />

Now, you might be suspicious of this one. Most of the time, we think of<br />

insulation as something that keeps our homes warm during winter. While it is<br />

true that insulation will stop heat from exiting your home, it can also help to<br />

keep it out.<br />

In a nutshell, insulation works by preventing the passage of heat, typically<br />

through walls, lofts or roofs. This capability will stop heat from entering into<br />

your home during summer, while also making it easier to maintain your<br />

property’s internal temperature.<br />

If you do not have insulation in your home, the best place to start will be<br />

with a loft insulation installation service. Most roofs are built with materials<br />

that absorb heat and then transfer it into the space below; in other words, your<br />

loft. This can heat up a house, but by insulating your loft you can ensure that<br />

the heat stays concentrated in your attic. Want to check if it’s working? Head<br />

up to your loft: it will be roasting.<br />

Tree and ivy planting<br />

One of the best ways to stay cool this summer will be to give yourself some<br />

shade. Planting trees in your garden will provide this while also adding variety<br />

and beauty to your outdoor space. Plant a fruit tree, and you’ll also have a<br />

healthy crop to enjoy in a<br />

few years.<br />

The disadvantage of<br />

grow a seasonal creeping<br />

plant, such as ivy, over a<br />

wooden trellis or pergola.<br />

give you a simple, quick and attractive source of shade that you’ll be able to<br />

enjoy all summer long.<br />

Get cooking<br />

outside<br />

While it may sound like a bit<br />

of a no-brainer, a lot of heat in the<br />

home is generated in the kitchen.<br />

Cooking over a hot stove in the middle of summer can quickly become<br />

unbearable, so why not take your cooking outside?<br />

Barbecuing is one of the best parts of summer: they make cooking outdoors<br />

a lot of fun, give you a chance to experience different tastes and also create<br />

plenty of opportunities for enjoying yourself with friends and family. While<br />

there are plenty of high end BBQ models, you could easily create a brick BBQ<br />

for yourself if you wanted something that will really impress.<br />

If you wanted to take your outdoor cooking a step further, why not speak<br />

to a landscape designer about creating an outdoor kitchen? These can be built<br />

with attached water taps, gas hobs and even built-in appliances.<br />

Paint it white<br />

Have you ever been on holiday to the Mediterranean and wondered why<br />

everyone paints their homes white? There’s a very simple reason: white surfaces<br />

reflect heat.<br />

Still, while a full exterior wall painting job for your property might seem<br />

like a simple solution, it may not be completely practical, partly because you<br />

will struggle to gain planning permission for it! However, painting your roof,<br />

or even booking a reflective roof installation service, will deflect a great deal of<br />

heat from your property. You could also invest in white curtains and blinds to<br />

help reflect heat away from your windows.<br />

As luck would have it, painting your home white also has other advantages.<br />

White is a fairly neutral colour that holds a lot of universal appeal. This could,<br />

in turn, make your home much more appealing when you come to sell it.<br />

White walls can also help to make a room feel warm and open, and the last<br />

thing you want on a stuffy day is for a room to feel claustrophobic.<br />

Turn off appliances<br />

In this hot weather, it may be tempting to put off doing chores for as long<br />

as possible. You might be glad to hear that you have an excuse: appliances can<br />

generate a great deal of heat.<br />

Appliances such as washing machines and dishwashers use a huge amount<br />

of hot water , and running them during the hottest parts of the day will raise<br />

the temperature in your home. You can avoid this by waiting until the evening<br />

and putting them on just before you head to bed.<br />

Cutting down on your appliance usage will also be a big help when it<br />

comes to cooling your home. If you have a habit of leaving electronic devices<br />

such as computers or televisions on, start switching them off when they are not<br />

in use. Instead of using your tumble drier, set clothes to dry on a line outside.<br />

June house prices<br />

drop for the first<br />

time since 2009<br />

The latest report from Rightmove has revealed that during June, house prices fell 0.4% -<br />

the first drop this year and the first June fall since 2009.<br />

According to Rightmove’s data, the number of<br />

sales agreed at this time of year is the second<br />

highest for ten years, only slightly lower than<br />

the high of May 2014. However the monthly price dip<br />

has seen the annual rate of price increase slow to 1.8%,<br />

the lowest since April 2013.<br />

The analysis shows that markets are “performing at<br />

different speeds and levels” depending upon geography<br />

and sector.<br />

The number of sales agreed compared to a year ago<br />

is up markedly more in the northern regions than in the<br />

South. All regions are up on the post-stamp-duty lull<br />

period of May 2016, with a national uplift of 7%, but<br />

the northern average of 11% far outstrips the southern<br />

average of 3%.<br />

This follows through to property prices with the<br />

London (-2.4%) and South East (-0.9%) regions<br />

recording the largest monthly falls in the price of<br />

property coming to market. These London and South<br />

East figures account for a significant proportion of the<br />

total market and have dragged down the national figure<br />

which would be in positive territory without these two<br />

slower-performing regions.<br />

The typical first-time buyer sector with two<br />

bedrooms and fewer is now the fastest growing sector,<br />

and has seen newly-listed prices surge by 3.5% monthon-month<br />

and 5.5% year-on-year.<br />

Miles Shipside, Rightmove director, commented: “It<br />

now seems certain that we will have continuing political<br />

uncertainty, which the housing market traditionally<br />

dislikes, and with the first fall in June prices for eight<br />

years there is no doubt that the lack of stability is a<br />

factor. The price of property coming to the market<br />

had increased in June in every year since 2009, so<br />

buyer confidence has clearly been affected by inflation<br />

outstripping their pay packets and current political<br />

events. However, demand is still high and markets in<br />

some parts of the country seem to be getting used to<br />

coping with instability and are still strong. The high<br />

levels of sales being agreed show that the underlying<br />

fundamentals are largely unchanged with high first-time<br />

buyer demand which drives movement higher up the<br />

ladder, all aided by the cheap cost of borrowing.<br />

The swingometer may be leaning towards a buyers’<br />

market in some parts of the country, having been given<br />

another tilt in that direction by political uncertainty,<br />

but demand for housing and lack of buyer choice are<br />

maintaining a sellers’ market in others. London and<br />

its commuter belt are proving to be a drag on the<br />

national figures, but are currently counter-balanced by<br />

continuing momentum in other parts of the country.<br />

Markets traditionally slow in the second half of the<br />

year, and with a slowing in the pace of asking price rises<br />

and the forthcoming months of political and economic<br />

confusion, the usual slower market in the second half of<br />

the year seems to be one of the few certainties in 2017.<br />

Having said that, the historic under-supply of the right<br />

property at the right price and ongoing strong housing<br />

demand are evidenced by buyer enquiries to agents<br />

picking up to a degree after the surprise election result.<br />

They were 3% higher on the Monday after the election<br />

than the Monday before, showing that people are getting<br />

on with addressing their housing needs.”<br />

Russell Quirk, founder and CEO of eMoov.co.uk,<br />

had this to say: “Anyone that claims the political<br />

landscape has no direct impact on the UK housing<br />

market need only to look at the latest index from<br />

Rightmove to be told otherwise.<br />

Yes, the portals data may not provide the most<br />

concrete view of how the sector is performing due to<br />

the figures being based on asking price rather than<br />

completions, but it certainly gives us a flavour of the<br />

current buyer-seller market seesaw.<br />

With the snap election in June, it is no wonder<br />

price momentum stalled as both buyer and seller alike<br />

held off until some greater stability for the nation was<br />

decided. Unfortunately, stability was the last thing we<br />

received at the start of the month and so not only will<br />

this period of uncertainty now be prolonged, but it is<br />

likely the market will continue to splutter where price<br />

growth is concerned.<br />

That said, it is probably unfair to be drawing<br />

comparisons to the market during the peak of the<br />

credit crunch as we are in a much steadier climate then<br />

compared to now. Although price growth is likely to<br />

remain stagnant for the rest of the year, it is unlikely<br />

that we will see any notable dips, perhaps a marginal<br />

adjustment if any.”<br />

Draft Tenants’ Fees Bill bans ‘lettings fees’<br />

David Cox, Chief Executive, ARLA <strong>Property</strong>mark has commented on the draft Tenants’ Fees Bill<br />

to ban charging tenants ‘lettings fees’ announced in the Queen’s Speech.<br />

David says “The announcement of the draft Tenants’ Fees Bill today was<br />

disappointing. It’s unlikely the Government had enough time to analyse all of<br />

the responses from the consultation, as it only closed 12 working days ago,<br />

on the 2nd June. It appears they had already made their decision and therefore the<br />

consultation was no more than a ‘tick box’ exercise and they haven’t appropriately<br />

taken the industry’s views into account.<br />

“A ban on letting agent fees will cost the sector jobs, make buy-to-let investment<br />

even less attractive, and ultimately result in the costs being passed on to tenants.<br />

Research conducted by Capital Economics for ARLA <strong>Property</strong>mark1 earlier this year<br />

shows that referencing checks undertaken by agents take, on average, eight hours to<br />

complete. It is therefore right and proportionate that the industry is recompensed for<br />

this work, which benefits tenants. The research also showed that letting agents stand<br />

to lose around £200 million in turnover, costing the sector 4,000 jobs. Landlords<br />

themselves would lose £300 million, meaning they may seek to cover their losses by<br />

increasing rents to tenants.<br />

“On average, rent costs will go up by £103 per tenant, per year, ultimately<br />

meaning tenants who move more frequently will reap savings on their overall costs<br />

but longer term tenants, who are usually lower income families, will see a loss as their<br />

rents rise year-on-year. The ban contradicts the Government’s stated aim to encourage<br />

longer term tenancies, as tenants who stay in their homes for the long-term will end<br />

up shouldering the costs of those who move more frequently.”

Rents continue to rise in Spain<br />

Following on from the Spainish Investment article in <strong>Property</strong> <strong>Drop</strong> <strong>Issue</strong> 4, the latest report featured on<br />

propertyinvestor.co.uk agrees the rental asking prices are increasing fast across many parts of Spain, particularly<br />

in hot markets like Barcelona and the Balearics; an attractive proposition for property investors.<br />

Rental asking prices in Spain increased 8.8% on average over three months to<br />

the end of March, according to the latest figures from Idealista.com.<br />

The Spanish property portal found that the average rental asking price was<br />

almost €9sqm (£7.90) per month at the end of March, based on more than 56,000<br />

rental listings in the portal’s database.<br />

Rents are highest in Barcelona, where landlords ask €18sqm (£15.90) a month,<br />

followed by Madrid €15sqm (£13.20) per month.<br />

And according to another big portal, Fotocasa.es, rents rose 1.3% between April<br />

and May to €8sqm (£7.05), an annualised increase of 10.5% compared to May last<br />

year.<br />

“So the rental asking price figures coming from the biggest portals appear to<br />

tell the same story – that rents are rising fast in Spain after almost a decade in the<br />

doldrums, with rising demand and limited supply feeding price pressures,” said<br />

Spanish property expert Mark Stucklin.<br />

The founder and editor of Spanish <strong>Property</strong> Insight continued: “Spain still has<br />

some of the highest owner-occupier rates in Europe, partly because Spaniards have<br />

tended to see paying rent as throwing away money.<br />

“But the property crash, and credit crunch that came with it, compounded by high<br />

and regressive transaction costs, have forced more Spaniards than ever into the rental<br />

market, especially the young.”<br />

Stucklin believes that fast rising rents will attract the attention of local and<br />

international property investors.<br />

He added: “Though Spanish rental yields are not dazzling at around 3% to 4%<br />

gross in a city like Barcelona, they are significantly better than alternatives like<br />

government bonds, and look less risky.<br />

“I expect small investors to continue opting for Spanish property for the<br />

foreseeable future.”<br />
