The Report also identifies the main actors to be engaged<br />
in this process and their role; and the main<br />
national and international opportunities and schemes<br />
to finance the preparation and implementation of the<br />
SEAPs.<br />
In the second phase of the project and prior to its<br />
closing stage, the “National Reports” will be <strong>rev</strong>ised<br />
to update the needs and recommendations. This process<br />
will emphasis identifying and sustaining <strong>CES</strong>-<br />
<strong>MED</strong>’s results through the establishment of SEAP<br />
Support Mechanism (SSM) in each country. This SSM<br />
will discuss further systematic funding processes<br />
and continuing <strong>CES</strong>-<strong>MED</strong>.<br />
• Providing SEAPs preparation manuals. In addition<br />
to the “National Reports”, <strong>CES</strong>-<strong>MED</strong> has produced and<br />
disseminates directly or through its website the comprehensive<br />
“Information Kit to develop SEAPs”. This<br />
Info Kit has been issued in three languages (Arabic,<br />
French and English), and includes:<br />
- A “Guidebook for the preparation of a SEAP for <strong>EN</strong>PI<br />
South countries”;<br />
- A “Community Awareness and Promotion Planning<br />
Guidebook” with Benchmark examples;<br />
- Two “Baseline Emissions Inventory (BEI) preparation<br />
manuals”<br />
- Several CoM explanatory documents (such as official<br />
texts and Adhesion Forms).<br />
The Kit has been widely used as a manual by cities<br />
and municipalities in the preparation of their SEAPs<br />
and a learning tool by <strong>CES</strong>-<strong>MED</strong> Help-Desk support.<br />
All its documents, in addition to produced SEAPs, are<br />
found on the website: www.ces-med.eu<br />
• Direct support to prepare 23 Pilot Sustainable Energy<br />
Action Plans. Together with the NCGs and the<br />
contracting authority (the EU), we concluded from<br />
the start of the Project’s operations that it would be<br />
constructive to prepare a SEAP for each affiliated city.<br />
So far 18 cities have prepared SEAPs and five more<br />
are now being prepared in Egypt and Jordan following<br />
updated CoM methodology. Moreover, six cities<br />
have prepared plans on their own with the Project’s<br />
guidance or help desk assistance. Each SEAP should<br />
be approved by the city’s municipal or local council.<br />
A SEAP includes the city or municipality’s vision and<br />
strategy for energy savings and alternative energy;<br />
the Baseline Emissions Inventory (BEI); Action Plans,<br />
Action Fiches describing at least five Priority Projects<br />
including fist identification funding sources; and detailing<br />
of awareness actions to support the application<br />
of the city’s strategy and vision as well as to<br />
support the implementation of the Priority Projects.<br />
The replicable SEAPs, next to the National Reports<br />
and the Info Kit manuals are the core – and not the<br />
only – deliverables of the Project. Those Deliverables<br />
are usable as effective tools to improve policies and<br />
systemise the preparation and financing of SEAPs<br />
jointly by national and local authorities.<br />
• Applying a Capacity Building and learn-while-you-do<br />
training methodology. Teams of international and national<br />
consultants have been engaged to assist each of<br />
the 23 partner city/region in the preparation of their SEAP.<br />
In doing so, a capacity building and training approach<br />
is applied, through which the consultants work closely<br />
with <strong>CES</strong>-<strong>MED</strong> experts and with a municipal team of<br />
technicians or a “SEAP Team”. Together they prepare the<br />
SEAP as an on-the-job training or a learn-while-you-do<br />
exercise. The objective of such an approach is to ensure<br />
the municipality - through its participatory involvement<br />
in the preparation of the SEAPs - will develop capacity to<br />
adopt, adapt, and later manage the implementation of<br />
the Plan. Through coordination with the NCG, the municipality<br />
will also assure that the SEAP is complying with<br />
relevant national strategies and regulations.<br />
• Community Awareness and Promotion Planning<br />
(CAPP). Awareness raising activities have been integrated<br />
as a major part of <strong>CES</strong>-<strong>MED</strong> actions at all<br />
levels, considering that:<br />
