A MESSAGE FROM MAYOR TRACEY ROBERTS
Welcome to
our special
budget edition
of What’s
Happening.
In June, Council adopted
the City’s budget for the
2017/18 financial year, a
key feature of which is a
$70 million capital works
program for new facilities,
including the upgrade and
maintenance of City assets
and infrastructure across all
areas of the City of Wanneroo.
Recent feedback from the
community has helped to
identify 6 key improvement
opportunities for the City:
Playgrounds, parks and
reserves
Streetscapes
Safety and security
Traffic management
Footpaths and cycleways
Sport and recreation
facilities
This year’s budget
addresses each of these
opportunities and you can
read about the key budget
allocations and projects
in your local area over the
following pages.
Also included is our quick
A-Z guide on the services
delivered by the City
including annual spends of
$50 million on roads, street
lighting and pathways;
$50 million on community
and sporting facilities;
more than $25 million on
waste and recycling; and
more than $10 million on
community safety and
health.
Due to the significant
growth and diversity of
the City’s population, we
recognise and understand
that the demand on
services will continue to
increase.
Thank you to all residents
who contributed to the
Connect Wanneroo -
get on board campaign.
Together, we generated
more than 60,000 emails
to state and federal
politicians, demonstrating
the importance of effective
transport infrastructure to
our community and helping
to secure a $2 billion
funding package (clearly
our voices were heard!).
This funding will deliver
critical projects including
the railway extension to
Yanchep, dual carriageway
upgrades to Wanneroo
Road and Marmion
Avenue, and two gradeseparated
interchanges
at the intersections of
Wanneroo Road at
Ocean Reef Road and
Joondalup Drive.
MAYOR
In other news, our annual
Discover Wanneroo
photography competition
was held in May with the
winning entries displayed
in the Wanneroo Library
and Cultural Centre
throughout June.
We received more than
900 entries, celebrating
our City from the bush to
the coast.
Winter sports competitions
are now well underway
with the City’s open space
and recreational facilities
playing host to weekend
competitions.
I encourage everyone to
show their support for their
local teams by attending
a match or game over the
coming months.
( 02 ) CITY OF WANNEROO
BUDGET
MAJOR WORKS PROGRAM DRIVES 2017/18 BUDGET
The City of Wanneroo has unveiled another significant capital works program with $70 million set aside
in the 2017/18 budget.
Some of the biggest spending is
for new and upgraded community
buildings ($4.6 million), sporting
facilities ($17.4 million), road works
($9.3 million) and coastal foreshore
management ($3.7 million), all
catering for our existing and growing
communities.
This program builds on the
$215 million of infrastructure
investment by the City over the past
four years.
As Perth’s largest growth city, new
facilities not only have to be created
in the City of Wanneroo, but existing
infrastructure also needs to be
upgraded and maintained.
For example, more than $3 million is
earmarked for traffic treatments on
local roads; another $2.9 million will
be spent on park rehabilitation and
renewing furniture and equipment,
in addition to $1.3 million to
improve our public golf courses
and more than $1 million on
upgrading street lighting and
stormwater drainage.
Efficient and effective
A key focus is on more efficient
service delivery and sustainable
solutions to most effectively manage
ongoing costs.
The result is that this year’s increase
in residential rates, averaging just
2.45 per cent across the City, will be
the smallest increase in more than a
decade.
This is despite our rapid population
growth that puts pressure on
services and the increasing demand
for more social infrastructure close
to where people live.
Planning together
The City’s budget priorities are a
direct reflection of the community
themes contained in the newly
adopted 10-year Strategic
Community Plan 2017/18 -
2026/27, a document built on direct
engagement - via surveys, focus
groups and forums - with residents
and other stakeholders.
The strategies outlined in this
long-term plan help Council and
Administration to update the shorter
term Corporate Business Plan and
the settings for the annual budget
process.
The Strategic Community Plan is
founded on four previously identified
themes: Society, Economy,
Environment (both natural and built),
and Civic Leadership.
Under the themes the Plan lists
17 outcomes desired by the
community and 46 strategies
designed to deliver priority
aspirations.
This budget is aimed at delivering
a vibrant, prosperous, progressive
and diverse City with self-sufficiency
in employment, in addition to being
inclusive and
interconnected with activated places
to live, work and play.
BEACH PROTECTION AND ACCESS WORKS CONTINUE
The City has dedicated millions of dollars to coastal protection at Quinns Beach.
Almost $3 million for long-term
coastal protection works, designed
to stabilise and widen Quinns
Beach, has been allocated for the
coming year.
The multi-million dollar project -
to be carried out over three
years - will add a fourth groyne
at Queenscliff Park in addition to
extending existing groynes.
The longer groynes will enable
additional sand to be trapped
between them, resulting in a wider
beach and an improved buffer
against erosion during winter
storms. The existing Quinns Beach
carpark will be retained.
The project includes the design
and construction of beach access
staircases at Waterland Point with
physical works to be undertaken in
2017/18.
The annual beach re-nourishment,
dune rehabilitation and other
maintenance works will continue
during and after the groyne
construction project.
Also at Quinns, $150,000 will be
used for the acquisition of a Surf Life
Saving observation tower.
At Sovereign Drive, Two Rocks,
$400,000 will be used to create a
new beach access to the north,
while $200,000 will be spent on
dune restoration and fencing at
various northern locations.
Marmion widening on target
The construction of the dual
carriageway on Marmion Avenue
through Butler and Jindalee is on
target for completion in July.
The dualling works from Lukin
allocated $850,000 in the new
budget.
- is likely to run over three financial
years and ultimately requires
expenditure of more than
$18 million.
The City was successful in its
application for a $2 million grant
from the Department of Sport and
Recreation (DSR) towards the cost.
Since 2005, the City has delivered
20 similar sport and recreation
and shopping precinct, providing
convenient access for everyone,”
Mayor Roberts said.
Jumping Jitterbugs owner Tracey
Rowe hires a room in the centre to
run an early educational experience
that has been designed to help
children’s physical and brain
development through fun and
movement.
“The centre is a great open space
facility with easy access and lots of
different spaces that cater to many
programs,” Tracey said.
“I’ve had a great response from
parents who love the convenient
location and the range of great
programs offered,” she said.
“Pearsall Hocking is an up and
coming community with a lot of
young families. It’s important they
have places to meet and enjoy so
they can be part of the community
spirit and the City of Wanneroo has
a big focus on providing this.
“It is important for kids to have
quality facilities to meet and develop
as it helps them grow and learn.
It also encourages parents to bring
their children to these programs
and make lifelong friendships.”
The community centre also has
an eye-catching ‘flying bicycle’
artwork that takes pride outside and
delivers an uplifting message about
the benefits of active and healthy
lifestyles.
Artist Tony Pankiw’s sculpture
The Enlightened Bicycles is a
concept of flying bicycles which
are bolted in place with a bike rack
below to house 10 bikes.
The sculpture will provide a unique
sense of pride and encourage
residents to walk or ride to the centre.
SERVICE
FEATURED SERVICE: IMMUNISATION AVAILABLE FOR RESIDENTS
Did you know the City of Wanneroo
offers a free immunisation service?
Wanneroo Mayor Tracey Roberts said
the City was supporting residents to
access this vital service.
“The City of Wanneroo’s Health
Services team provides a free service
for infants and children in accordance
with the Western Australian Vaccination
Schedule,” Mayor Tracey Roberts said.
“A certified immunisation nurse
administers the vaccines and
experienced staff are available to give
advice.”
Immunisation clinics are held monthly
at the Jenolan Way Community Centre
in Merriwa and fortnightly at the
Wanneroo Library and Cultural Centre,
Wanneroo.
Darch resident Emma Duckworth has
used the free service in Wanneroo for
her son Nate’s complete vaccination
schedule.
“I have taken Nate to the Wanneroo
clinic since his first shots as an
eight-week-old baby,” Mrs Duckworth
said. “It makes it easy to have a
location close to home, and I prefer
coming to the cultural centre over
risking germs in a GP waiting room.”
DISCOVER
2017 PHOTOGRAPHY COMPETITION THE CITY’S BIGGEST
Discover Wanneroo Open Category Award winner - Danny O’Loghlen - Lime Kilns.
This year’s Discover Wanneroo
photography competition was the
biggest yet, with nearly 1,000 entries.
The competition, run by the City of
Wanneroo and now in its sixth year,
was run exclusively on Instagram for
the first time, and proved a huge hit
with residents and visitors.
Judges said the 980 photographs
submitted were of a very high standard,
emphasising both the talent of the
photographers and the ‘Insta worthy’
attributes of the City of Wanneroo.
“I am so pleased with the diversity and
quality of the photographs - it truly
shows residents, and visitors to the
City, are enthralled by what they see,”
said City of Wanneroo Mayor
Tracey Roberts.
“This year’s photographs were
exceptional in capturing the
essence of our City, with an array of
photographs showcasing our parks,
beaches, heritage buildings, wildlife,
food… and even our train stations!”
said Mayor Roberts.
The 2017 theme was ‘Uniquely
Wanneroo’ and photographers were
encouraged to capture images that
were uniquely and identifiably taken
in the City of Wanneroo.
The Mayor’s Choice Category
continued in 2017, with Mayor
Roberts selecting a drone
photograph of Mindarie’s brilliant
blue ocean waters, taken by
Benn Tudor-Roberts, as the winner.
The Open Category winner was
Danny O’Loghlen with his photograph
of the Lime Kilns in Carabooda; and
Georgia Russell won first prize in the
Youth Category with her image of a
girl walking along one of the City’s
beaches at sunset. Jesse Chance
took out the award for most likes.
Photos from the competition will
feature in the City’s 2018 calendar
which will be delivered to residents
later in the year.
ECO
CITY SUPPORTS COFFEE LOVERS AND RESPONSIBLE CAFÉS
A City of Wanneroo initiative to
reduce disposable coffee cup waste
has seen café owners introduce a
50c discount on takeaway orders
using a reusable mug.
The Switch your Thinking sustainability
initiative is aimed at reducing the
environmental footprint, and the City is
encouraging more cafés to sign up.
“Waste is an issue that affects everyone
in the community - we all need to be
responsible consumers and we all
need to play a part in reducing the
amount of waste that goes to landfill,”
Mayor Tracey Roberts said.
“Takeaway coffees are something
many people enjoy on a daily basis
and so this is a good place to start
when it comes to making a joint effort
to reduce waste within our City.
“I would encourage all coffee lovers
to support this important initiative and
ask their favourite café to sign up to
Responsible Cafés.”
More than 90 per cent of all
disposable coffee cups end up in
landfill as they are difficult to recycle.
More than one billion take-away coffee
cups are thrown into the rubbish every
year.
Café owners who get involved will
receive reusable KeepCups to give
away to customers.
The Responsible Cafés program
and the participating cafés will be
promoted on social media, and feature
on a national map. Registration is free
for cafés wishing to partake.
PEOPLE
PEOPLE IN THE COMMUNITY: CONSERVATION VOLUNTEERS
Marangaroo residents Geoff and Robyn Foley are passionate conservation volunteers.
The City of Wanneroo is fortunate
to have more than 500 volunteers
helping out in numerous roles.
While most of these incredibly
generous people help our
community members, some of them
are going above and beyond for our
local environment.
Marangaroo residents Geoff and
Robyn Foley are two of these highly
valued conservation volunteers,
heading up the Friends of
Marangaroo Conservation Reserve.
Dedicated and passionate, the
husband and wife team maintain
the reserve to an incredibly high
standard, with ongoing removal of
rubbish, extensive weeding and
general care-taking of the reserve.
Geoff and Robyn lead guided
walks during spring as they know
the reserve so well, even knowing
exactly how many of each orchid
species flowers each year and the
location.
They also help the Wildflower
Society and have worked with
the WA Native Orchid Study and
Conservation Group, assisting in the
collection of seed and relocation of
rare native orchids from land being
cleared for development.
Residents of Marangaroo for
31 years, Geoff said their regular
walk through the reserve was the
start of their volunteering, which
was formalised about six years ago.
“We were always walking through
and picking up rubbish,” he said.
“And once I retired I had the time to
do it.”
Robyn said they have come across
many things in the reserve during
their almost daily walks of the
reserve, but thankfully vandalism
isn’t as common as other reserves.
“We do collect a lot of rubbish, but it
is mainly along the street verge and
not in the reserve itself,” Robyn said.
“If people see it (the reserve) is
being looked after they are less likely
to damage it.”
Geoff designed a grid map for
the City’s Conservation team so
when they report information (flora
flowering, vandalism, spot fires etc)
the location can be easily identified.
The Foleys have also photographed
most of the flora and fauna within
the reserve and have identified
species missed during the original
flora surveys in 2003.
Mayor Tracey Roberts said the City
was grateful for Geoff and Robyn’s
dedicated service.
“The Foleys are definitely our ‘eyes’
in the reserve,” she said.
“Their devotion to the Marangaroo
Conservation Reserve is truly
appreciated by all of us at the City
of Wanneroo, and I know the local
community values their efforts as
well.”
PLANTS
WINTER PLANTING - GREENING THE COMMUNITY
Community green thumbs have
come out in force to help plant
thousands of new trees and shrubs
as part of the City of Wanneroo’s
conservation planting events.
Held in conjunction with local
environmental groups, planting
events have been held in
Ridgewood and Koondoola with a
third event at Mindarie foreshore
on Sunday 23 July from 9am to
12noon.
The planting events encourage
residents to play a part in greening
their suburb as well as learning
about their local parks and unique
conservation areas within them.
how many people were keeping up
with their goals, and the results are in.
An impressive 59 per cent achieved
their physical goals, while a quarter of
“The City continues to support
positive, healthy behaviours in the
community with our fantastic parks
signage and bike repair stations,”
Mayor Tracey Roberts said.
CITY OF WANNEROO FOCUS ON AGE FRIENDLY STRATEGY
SENIORS
The City is developing an Age
Friendly Strategy to help create a
great place for our residents as they
grow older.
The proposed strategy will focus on
keeping seniors healthy, active and
engaged with the community to allow as
many residents as possible to enjoy their
retirement within the City of Wanneroo.
After the City surveyed hundreds of
seniors last year, it has been ensuring
age-friendly City benefits are realised.
The goals are to enhance accessibility
and support services, improve
communication with senior residents,
support more social clubs and
recognise and reward volunteer work.
“Extensive community consultation
has been undertaken and the City
thanks all of those who participated,”
Mayor Tracey Roberts said.
“Listening to our senior residents will
ensure we improve all the services
available, so our older citizens
can continue to live happily and
comfortably within our City.”
Feedback included highlighting the
importance of the City’s health and
community services for the ageing
population, and ensuring lifelong
learning and community information is
easily accessible.
Seniors participating in the survey also
emphasised how much they value
social clubs and activity programs,
enabling them to stay connected to
their community.
This collective process to create the
first ever Age Friendly Strategy has led
to the creation of a solid framework
for the whole of the community to
contribute to an inclusive society.
With the City of Wanneroo’s
population aged 65 years and over set
to increase by almost 80 per cent to
more than 26,000 residents by 2036,
a plan for senior residents is vital.
