In June, Council adopted<br />

the City’s budget for the<br />

<strong>2017</strong>/18 financial year, a<br />

key feature of which is a<br />

$70 million capital works<br />

program for new facilities,<br />

including the upgrade and<br />

maintenance of City assets<br />

and infrastructure across all<br />

areas of the City of Wanneroo.<br />

Recent feedback from the<br />

community has helped to<br />

identify 6 key improvement<br />

opportunities for the City:<br />

reserves<br />

Streetscapes<br />

Safety and security<br />

Traffic management<br />

Footpaths and cycleways<br />

Sport and recreation<br />

facilities<br />

This year’s budget<br />

addresses each of these<br />

opportunities and you can<br />

read about the key budget<br />

allocations and projects<br />

in your local area over the<br />

following pages.<br />

Also included is our quick<br />

including annual spends of<br />

$50 million on roads, street<br />

Due to the significant<br />

growth and diversity of<br />

the City’s population, we<br />

recognise and understand<br />

This funding will deliver<br />

critical projects including<br />

the railway extension to<br />

Yanchep, dual carriageway<br />

upgrades to Wanneroo<br />

Road and Marmion<br />

Avenue, and two gradeseparated<br />

interchanges<br />

at the intersections of<br />

Wanneroo Road at<br />

Ocean Reef Road and<br />

Joondalup Drive.<br />

We received more than<br />

with the City’s open space<br />

playing host to weekend<br />

BUDGET<br />

MAJOR WORKS PROGRAM DRIVES <strong>2017</strong>/18 BUDGET<br />

The City of Wanneroo has unveiled another significant capital works program with $70 million set aside<br />

in the <strong>2017</strong>/18 budget.<br />

Some of the biggest spending is<br />

for new and upgraded community<br />

buildings ($4.6 million), sporting<br />

facilities ($17.4 million), road works<br />

($9.3 million) and coastal foreshore<br />

management ($3.7 million), all<br />

catering for our existing and growing<br />

communities.<br />

This program builds on the<br />

$215 million of infrastructure<br />

investment by the City over the past<br />

four years.<br />

As Perth’s largest growth city, new<br />

facilities not only have to be created<br />

in the City of Wanneroo, but existing<br />

infrastructure also needs to be<br />

upgraded and maintained.<br />

For example, more than $3 million is<br />

earmarked for traffic treatments on<br />

local roads; another $2.9 million will<br />

be spent on park rehabilitation and<br />

renewing furniture and equipment,<br />

in addition to $1.3 million to<br />

improve our public golf courses<br />

and more than $1 million on<br />

upgrading street lighting and<br />

stormwater drainage.<br />

Efficient and effective<br />

A key focus is on more efficient<br />

service delivery and sustainable<br />

solutions to most effectively manage<br />

ongoing costs.<br />

The result is that this year’s increase<br />

in residential rates, averaging just<br />

2.45 per cent across the City, will be<br />

the smallest increase in more than a<br />

decade.<br />

This is despite our rapid population<br />

growth that puts pressure on<br />

services and the increasing demand<br />

for more social infrastructure close<br />

to where people live.<br />

Planning together<br />

The City’s budget priorities are a<br />

direct reflection of the community<br />

themes contained in the newly<br />

adopted 10-year Strategic<br />

Community Plan <strong>2017</strong>/18 -<br />

2026/27, a document built on direct<br />

engagement - via surveys, focus<br />

groups and forums - with residents<br />

and other stakeholders.<br />

The strategies outlined in this<br />

long-term plan help Council and<br />

Administration to update the shorter<br />

term Corporate Business Plan and<br />

the settings for the annual budget<br />

process.<br />

The Strategic Community Plan is<br />

founded on four previously identified<br />

themes: Society, Economy,<br />

Environment (both natural and built),<br />

and Civic Leadership.<br />

Under the themes the Plan lists<br />

17 outcomes desired by the<br />

community and 46 strategies<br />

designed to deliver priority<br />

aspirations.<br />

This budget is aimed at delivering<br />

a vibrant, prosperous, progressive<br />

and diverse City with self-sufficiency<br />

in employment, in addition to being<br />

inclusive and<br />

interconnected with activated places<br />

to live, work and play.<br />

SOUTH<br />

BIG KINGSWAY PROJECTS LEAD SOUTHERN SPEND<br />

More than $4 million has been<br />

budgeted this year for significant<br />

sporting facility improvements and<br />

traffic management at the Kingsway<br />

Regional Sporting Complex.<br />

Kingsway hosts 90 sporting clubs<br />

with more than 6,000 members.<br />

On most weekends at least half of<br />

them will use the Complex.<br />

Heading the major developments is<br />

an allocation of $2.1 million for new<br />

unisex changeroom facilities for the<br />

Kingsway Olympic Clubrooms, in<br />

addition to male and female toilets,<br />

a first aid room, umpire room and<br />

external storage.<br />

Also proposed to start this year<br />

is a new building at the Kingsway<br />

Little Athletics Centre, providing a<br />

meeting room, storage and toilets to<br />

replace two ageing sheds and a sea<br />

container.<br />

The almost $700,000 allocation<br />

will directly benefit Landsdale Little<br />

Athletics, Kingsway Little Athletics<br />

and Kingsway Senior Athletics clubs.<br />

The Kingsway Netball Facility is<br />

to get floodlights for the eastern<br />

courts to improve usability while<br />

security will be enhanced generally<br />

at Kingsway with the installation of a<br />

$70,000 CCTV hub.<br />

Other significant community and<br />

sporting facility projects include:<br />

Southern Suburbs Library,<br />

$300,000 to progress design<br />

development.<br />

Hudson Park, Girrawheen, where<br />

$530,000 has been identified for<br />

a new sports amenities building<br />

including refurbishments and<br />

additions.<br />

$80,000 for conversion of tennis<br />

courts to an open access<br />

multi-sport court and $125,000 to<br />

create a car park on Arnos Way.<br />

Marangaroo Golf Course,<br />

$206,000 to upgrade tees, paths<br />

and replace greens as well as<br />

$150,000 for connection to a<br />

mainline sewer.<br />

Jackson Park, Madeley,<br />

$85,000 for the installation<br />

of new playground equipment.<br />

Mirrabooka Avenue widening<br />

in Landsdale<br />

Heading major road expenditure<br />

in Landsdale and Darch is<br />

the $2.3 million upgrade of<br />

Mirrabooka Avenue to dual<br />

carriageway over 2.6 kilometres<br />

from Hepburn Avenue to<br />

Gnangara Road.<br />

Another big ticket item is the<br />

Kingsway Traffic Management<br />

Scheme where $820,000 is<br />

earmarked for improvements<br />

between Wanneroo Road and<br />

Ashdale Boulevard to address<br />

issues of pedestrian and cycle<br />

safety, traffic speed, volumes and<br />

congestion.<br />

Other notable expenditure:<br />

Wangara, Buckingham Drive,<br />

$482,000 for roads rehabilitation<br />

from Dobbin Street to Arrigo Street.<br />

Hartman Drive, $363,000 for<br />

roads rehabilitation from Luisini<br />

Road to Ocean Reef Road.<br />

Koondoola, shared path from<br />

Koondoola Avenue to Alexander<br />

Drive with $270,000 to install<br />

three metre wide red asphalt<br />

path on the southern side of<br />

Marangaroo Drive, as part of a<br />

$970,00 program.<br />

LOCAL ROAD WORKS MAKE TRAVEL EASIER<br />

Major improvements to Flynn Drive<br />

are among a host of road projects<br />

identified in the budget for suburbs<br />

in the Wanneroo East region.<br />

More than $480,000 has been<br />

allocated for a new single<br />

carriageway on a revised alignment<br />

for Flynn Drive, from Wanneroo<br />

Road to Tranquil Drive, including<br />

street lighting. The new alignment<br />

will allow for a future dual<br />

carriageway.<br />

The City will make a $500,000<br />

contribution to roadworks and<br />

service relocations on Flynn Drive<br />

from Mather Drive to Old Yanchep<br />

Road being undertaken by the<br />

Banksia Grove Joint Venture (BGJV).<br />

Other significant road projects<br />

include:<br />

Pinjar Road, Banksia Grove,<br />

$400,000 to construct a four-lane<br />

dual carriageway from Blackberry<br />

Drive to Joondalup Drive.<br />

Wesco Road, Nowergup,<br />

$380,000 for stage 5 road<br />

reconstruction and realignment of<br />

road bends.<br />

Neaves Road, Mariginiup,<br />

$225,000 for stage 2 construction<br />

of intersection upgrades and<br />

provision of overtaking lanes and<br />

protected right turn.<br />

Old Yanchep Road, Carabooda,<br />

$665,000 to install guide posts to<br />

improve delineation and sealing of<br />

shoulders and addition of edgelines.<br />

Almost $1 million has been allocated to improving Flynn Drive.<br />

Banksia Grove Open Space<br />

Further development of sporting<br />

and recreational facilities at<br />

Banksia Grove District Open<br />

Space is a top priority in this<br />

year’s budget with more than<br />

$2.8 million set aside for the<br />

construction of change rooms<br />

and the installation of floodlighting<br />

at the Grandis Park ovals.<br />

The proposal is for multiple change<br />

rooms, umpires room, toilets in<br />

addition to a multipurpose hall with<br />

kitchen facilities.<br />

Also at Grandis Park, $600,000<br />

has been earmarked for the<br />

construction of a first-class skate<br />

park facility next to the smaller,<br />

rectangular sports ground.<br />

BEACH PROTECTION AND ACCESS WORKS CONTINUE<br />

The City has dedicated millions of dollars to coastal protection at Quinns Beach.<br />

Almost $3 million for long-term<br />

coastal protection works, designed<br />

to stabilise and widen Quinns<br />

Beach, has been allocated for the<br />

coming year.<br />

The multi-million dollar project -<br />

to be carried out over three<br />

years - will add a fourth groyne<br />

at Queenscliff Park in addition to<br />

extending existing groynes.<br />

The longer groynes will enable<br />

additional sand to be trapped<br />

between them, resulting in a wider<br />

beach and an improved buffer<br />

against erosion during winter<br />

storms. The existing Quinns Beach<br />

carpark will be retained.<br />

The project includes the design<br />

and construction of beach access<br />

staircases at Waterland Point with<br />

physical works to be undertaken in<br />

<strong>2017</strong>/18.<br />

The annual beach re-nourishment,<br />

dune rehabilitation and other<br />

maintenance works will continue<br />

during and after the groyne<br />

construction project.<br />

Also at Quinns, $150,000 will be<br />

used for the acquisition of a Surf Life<br />

Saving observation tower.<br />

At Sovereign Drive, Two Rocks,<br />

$400,000 will be used to create a<br />

new beach access to the north,<br />

while $200,000 will be spent on<br />

dune restoration and fencing at<br />

various northern locations.<br />

Marmion widening on target<br />

The construction of the dual<br />

carriageway on Marmion Avenue<br />

through Butler and Jindalee is on<br />

target for completion in <strong>July</strong>.<br />

The dualling works from Lukin<br />

Drive to Butler Boulevard were<br />

allocated $850,000 in the new<br />

budget.<br />

BOOST TO BUTLER NORTH SPORTS PROJECT<br />

Playing fields will be a highlight of the Butler North District Open Space development.<br />

Land clearing and earthworks for<br />

the Butler North District Open<br />

Space development will begin<br />

this year with almost $2.5 million<br />

allocated in the <strong>2017</strong>/18 budget.<br />

Construction of playing fields to<br />

cater for AFL, athletics, cricket,<br />

hockey and soccer as well as<br />

hardcourts for netball and tennis<br />

along with associated clubrooms<br />

will deliver a valuable asset for all<br />

residents.<br />

The regional project - incorporating<br />

passive recreational facilities such<br />

as an amphitheatre, playgrounds,<br />

sheltered barbecue and rest areas<br />

- is likely to run over three financial<br />

years and ultimately requires<br />

expenditure of more than<br />

$18 million.<br />

The City was successful in its<br />

application for a $2 million grant<br />

from the Department of Sport and<br />

Recreation (DSR) towards the cost.<br />

Since 2005, the City has delivered<br />

20 similar sport and recreation<br />

projects, worth more than $50<br />

million, that have attracted almost<br />

$6 million of DSR grant funding.<br />

PEARSALL HOCKING COMMUNITY CENTRE THRIVING<br />

Pearsall Hocking residents are<br />

enjoying keeping their minds and<br />

bodies active in a new state-ofthe-art<br />

community centre that’s<br />

buzzing with activity.<br />

The $3.9 million Pearsall Hocking<br />

Community Centre offers modern,<br />

first-class facilities for a unique<br />

blend of programs, activities and<br />

services.<br />

The bright and airy centre includes<br />

a function area, kitchen, meeting<br />

rooms, offices, playgroup space<br />

and shopping precinct, providing<br />

location and the range of great<br />

“Pearsall Hocking is an up and<br />

coming community with a lot of<br />

young families. It’s important they<br />

have places to meet and enjoy so<br />

they can be part of the community<br />

spirit and the City of Wanneroo has<br />

a big focus on providing this.<br />

“It is important for kids to have<br />

quality facilities to meet and develop<br />

as it helps them grow and learn.<br />

It also encourages parents to bring<br />

their children to these programs<br />

and make lifelong friendships.”<br />

The community centre also has<br />

an eye-catching ‘flying bicycle’<br />

artwork that takes pride outside and<br />

delivers an uplifting message about<br />

the benefits of active and healthy<br />

Services team provides a free service<br />

for infants and children in accordance<br />

with the Western Australian Vaccination<br />

Schedule,” Mayor Tracey Roberts said.<br />

“A certified immunisation nurse<br />

administers the vaccines and<br />

experienced staff are available to give<br />

advice.”<br />

Immunisation clinics are held monthly<br />

at the Jenolan Way Community Centre<br />

in Merriwa and fortnightly at the<br />

SCHOOL BASED IMMUNISATION PROGRAM FOR TEENAGERS<br />

HEALTH<br />

The immunisation team will visit all high<br />

schools within the City of Wanneroo<br />

during the course of the year.<br />

The Western Australian School Based<br />

Immunisation Program is offered to all<br />

year 8 students, with the first round of<br />

Gardasil (Human Papillomavirus) and<br />

varicella zoster (chicken pox) vaccines<br />

already taking place.<br />

The City will offer the Meningococcal W<br />

vaccines to year 10, 11 and 12 students<br />

during Term 3. Youth who have left<br />

school or are aged 18 or 19 can also<br />

now access this vaccine through City of<br />

Wanneroo immunisation clinics.<br />

<strong>2017</strong> PHOTOGRAPHY COMPETITION THE CITY’S BIGGEST<br />

Discover Wanneroo Open Category Award winner - Danny O’Loghlen - Lime Kilns.<br />

This year’s Discover Wanneroo<br />

photography competition was the<br />

biggest yet, with nearly 1,000 entries.<br />

The competition, run by the City of<br />

Wanneroo and now in its sixth year,<br />

was run exclusively on Instagram for<br />

the first time, and proved a huge hit<br />

with residents and visitors.<br />

Judges said the 980 photographs<br />

submitted were of a very high standard,<br />

emphasising both the talent of the<br />

photographers and the ‘Insta worthy’<br />

attributes of the City of Wanneroo.<br />

“I am so pleased with the diversity and<br />

quality of the photographs - it truly<br />

shows residents, and visitors to the<br />

City, are enthralled by what they see,”<br />

said City of Wanneroo Mayor<br />

Tracey Roberts.<br />

“This year’s photographs were<br />

exceptional in capturing the<br />

essence of our City, with an array of<br />

photographs showcasing our parks,<br />

beaches, heritage buildings, wildlife,<br />

food… and even our train stations!”<br />

said Mayor Roberts.<br />

The <strong>2017</strong> theme was ‘Uniquely<br />

Wanneroo’ and photographers were<br />

encouraged to capture images that<br />

were uniquely and identifiably taken<br />

in the City of Wanneroo.<br />

continued in <strong>2017</strong>, with Mayor<br />

Roberts selecting a drone<br />

photograph of Mindarie’s brilliant<br />

blue ocean waters, taken by<br />

Benn Tudor-Roberts, as the winner.<br />

Danny O’Loghlen with his photograph<br />

of the Lime Kilns in Carabooda; and<br />

Georgia Russell won first prize in the<br />

Youth Category with her image of a<br />

took out the award for most likes.<br />

Photos from the competition will<br />

feature in the City’s 2018 calendar<br />

which will be delivered to residents<br />

CITY SUPPORTS COFFEE LOVERS AND RESPONSIBLE CAFÉS<br />

A City of Wanneroo initiative to<br />

reduce disposable coffee cup waste<br />

has seen café owners introduce a<br />

50c discount on takeaway orders<br />

using a reusable mug.<br />

The Switch your Thinking sustainability<br />

initiative is aimed at reducing the<br />

environmental footprint, and the City is<br />

encouraging more cafés to sign up.<br />

“Waste is an issue that affects everyone<br />

in the community - we all need to be<br />

responsible consumers and we all<br />

need to play a part in reducing the<br />

amount of waste that goes to landfill,”<br />

Mayor Tracey Roberts said.<br />

“Takeaway coffees are something<br />

many people enjoy on a daily basis<br />

and so this is a good place to start<br />

when it comes to making a joint effort<br />

to reduce waste within our City.<br />

“I would encourage all coffee lovers<br />

to support this important initiative and<br />

ask their favourite café to sign up to<br />

Responsible Cafés.”<br />

More than 90 per cent of all<br />

disposable coffee cups end up in<br />

landfill as they are difficult to recycle.<br />

More than one billion take-away coffee<br />

cups are thrown into the rubbish every<br />

year.<br />

Café owners who get involved will<br />

receive reusable KeepCups to give<br />

away to customers.<br />

The Responsible Cafés program<br />

and the participating cafés will be<br />

promoted on social media, and feature<br />

on a national map. Registration is free<br />

for cafés wishing to partake.<br />

PEOPLE<br />

PEOPLE IN THE COMMUNITY: CONSERVATION VOLUNTEERS<br />

Marangaroo residents Geoff and Robyn Foley are passionate conservation volunteers.<br />

The City of Wanneroo is fortunate<br />

to have more than 500 volunteers<br />

helping out in numerous roles.<br />

While most of these incredibly<br />

generous people help our<br />

community members, some of them<br />

are going above and beyond for our<br />

local environment.<br />

Marangaroo residents Geoff and<br />

Robyn Foley are two of these highly<br />

valued conservation volunteers,<br />

heading up the Friends of<br />

Marangaroo Conservation Reserve.<br />

Dedicated and passionate, the<br />

husband and wife team maintain<br />

the reserve to an incredibly high<br />

standard, with ongoing removal of<br />

rubbish, extensive weeding and<br />

general care-taking of the reserve.<br />

Geoff and Robyn lead guided<br />

walks during spring as they know<br />

the reserve so well, even knowing<br />

exactly how many of each orchid<br />

species flowers each year and the<br />

location.<br />

They also help the Wildflower<br />

Society and have worked with<br />

the WA Native Orchid Study and<br />

Conservation Group, assisting in the<br />

collection of seed and relocation of<br />

rare native orchids from land being<br />

cleared for development.<br />

Residents of Marangaroo for<br />

31 years, Geoff said their regular<br />

walk through the reserve was the<br />

start of their volunteering, which<br />

was formalised about six years ago.<br />

“We were always walking through<br />

and picking up rubbish,” he said.<br />

“And once I retired I had the time to<br />

do it.”<br />

Robyn said they have come across<br />

many things in the reserve during<br />

their almost daily walks of the<br />

reserve, but thankfully vandalism<br />

isn’t as common as other reserves.<br />

“We do collect a lot of rubbish, but it<br />

is mainly along the street verge and<br />

not in the reserve itself,” Robyn said.<br />

“If people see it (the reserve) is<br />

being looked after they are less likely<br />

to damage it.”<br />

Geoff designed a grid map for<br />

the City’s Conservation team so<br />

when they report information (flora<br />

flowering, vandalism, spot fires etc)<br />

the location can be easily identified.<br />

The Foleys have also photographed<br />

most of the flora and fauna within<br />

the reserve and have identified<br />

species missed during the original<br />

flora surveys in 2003.<br />

Mayor Tracey Roberts said the City<br />

was grateful for Geoff and Robyn’s<br />

dedicated service.<br />

“The Foleys are definitely our ‘eyes’<br />

in the reserve,” she said.<br />

“Their devotion to the Marangaroo<br />

Conservation Reserve is truly<br />

appreciated by all of us at the City<br />

of Wanneroo, and I know the local<br />

community values their efforts as<br />

well.”<br />

PLANTS<br />

WINTER PLANTING - GREENING THE COMMUNITY<br />

Community green thumbs have<br />

come out in force to help plant<br />

thousands of new trees and shrubs<br />

as part of the City of Wanneroo’s<br />

conservation planting events.<br />

Held in conjunction with local<br />

environmental groups, planting<br />

events have been held in<br />

Ridgewood and Koondoola with a<br />

third event at Mindarie foreshore<br />

on Sunday 23 <strong>July</strong> from 9am to<br />

12noon.<br />

The planting events encourage<br />

residents to play a part in greening<br />

their suburb as well as learning<br />

about their local parks and unique<br />

conservation areas within them.<br />

RESIDENTS STICK TO YOUR MOVE PROGRAM FITNESS<br />

Wanneroo residents who were part<br />

of the Your Move Wanneroo program<br />

- a free, personalised program<br />

supporting people to become more<br />

active, healthy and connected - have<br />

been keeping up with their new<br />

lifestyle changes.<br />

Follow up calls were conducted with<br />

the 10,500 community members who<br />

participated in the program, to see<br />

how many people were keeping up<br />

with their goals, and the results are in.<br />

An impressive 59 per cent achieved<br />

their physical goals, while a quarter of<br />

participants increased their physical<br />

activity over a seven day period.<br />

“The City continues to support<br />

positive, healthy behaviours in the<br />

community with our fantastic parks<br />

and programs, cycle paths, wayfinding<br />

signage and bike repair stations,”<br />

Mayor Tracey Roberts said.<br />

CITY OF WANNEROO FOCUS ON AGE FRIENDLY STRATEGY<br />

SENIORS<br />

The City is developing an Age<br />

Friendly Strategy to help create a<br />

great place for our residents as they<br />

grow older.<br />

The proposed strategy will focus on<br />

keeping seniors healthy, active and<br />

engaged with the community to allow as<br />

many residents as possible to enjoy their<br />

retirement within the City of Wanneroo.<br />

After the City surveyed hundreds of<br />

seniors last year, it has been ensuring<br />

age-friendly City benefits are realised.<br />

The goals are to enhance accessibility<br />

and support services, improve<br />

communication with senior residents,<br />

support more social clubs and<br />

recognise and reward volunteer work.<br />

“Extensive community consultation<br />

has been undertaken and the City<br />

thanks all of those who participated,”<br />

Mayor Tracey Roberts said.<br />

“Listening to our senior residents will<br />

ensure we improve all the services<br />

available, so our older citizens<br />

can continue to live happily and<br />

comfortably within our City.”<br />

Feedback included highlighting the<br />

importance of the City’s health and<br />

community services for the ageing<br />

population, and ensuring lifelong<br />

learning and community information is<br />

easily accessible.<br />

Seniors participating in the survey also<br />

emphasised how much they value<br />

social clubs and activity programs,<br />

enabling them to stay connected to<br />

their community.<br />

This collective process to create the<br />

first ever Age Friendly Strategy has led<br />

to the creation of a solid framework<br />

for the whole of the community to<br />

contribute to an inclusive society.<br />

With the City of Wanneroo’s<br />

population aged 65 years and over set<br />

to increase by almost 80 per cent to<br />

more than 26,000 residents by 2036,<br />

a plan for senior residents is vital.<br />

CREATIVITY SHINES AT ART AWARDS<br />

Nine artists shared in $16,800 of<br />

prize money at the prestigious<br />

Wanneroo Community Art Awards<br />

and Exhibition on Friday 12 May.<br />

Artist Ian Kay won the main prize<br />

of $7,500 for his wood and<br />

stainless steel sculpture which<br />

was partly crafted from recycled<br />

materials.<br />

Some 230 entries were received<br />

this year, including more than<br />

150 paintings, with 93 artworks<br />

contributed by local residents.<br />

Mayor Tracey Roberts said the<br />

exhibition left visitors in awe.<br />

“The outstanding talent shone<br />

through in the artworks,” Mayor<br />

Roberts said. “And with almost<br />

half of all the entries from<br />

City of Wanneroo local residents,<br />

it certainly showcases the talented<br />
