<strong>The</strong> <strong>Concept</strong> <strong>of</strong> <strong>Universal</strong> <strong>Crimes</strong> <strong>in</strong> <strong>International</strong> <strong>Law</strong> (<strong>Terje</strong> E<strong>in</strong>arsen) This groundbreak<strong>in</strong>g study seeks to clarify the concept <strong>of</strong> universal crimes <strong>in</strong> <strong>in</strong>ternational law. It provides a new framework for understand<strong>in</strong>g important features <strong>of</strong> this complex field <strong>of</strong> law concerned with the most serious crimes. Central issues <strong>in</strong>clude the follow<strong>in</strong>g: What are the relevant crimes that may give rise to direct crim<strong>in</strong>al liability under <strong>in</strong>ternational law? Are they currently limited to certa<strong>in</strong> core <strong>in</strong>ternational crimes? Why should certa<strong>in</strong> crimes be <strong>in</strong>cluded whereas other serious <strong>of</strong>fences should not? Should specific legal bases be considered more compell<strong>in</strong>g than others for selection <strong>of</strong> crimes? <strong>Terje</strong> E<strong>in</strong>arsen (1960) is a judge at the Gulat<strong>in</strong>g High Court. He holds a Ph.D. (Doctor Juris) from the University <strong>of</strong> Bergen and a masters degree (LL.M.) from Harvard <strong>Law</strong> School.<br />
