Parliamentary
Information
Robert’s Rules of Order, Newly Revised is the parliamentary authority that shall govern
the Summit Business Meeting. The President, as the presiding officer, rules on all matters
relative to parliamentary law and procedures. The Parliamentarian serves only in an advisory
capacity to the presiding officer and members.
Members’ participation in the business session is governed by the Standing Rules.
The motions that follow are defined in terms of action a member may desire to propose.
Rules governing these motions are listed in the table.
A main motion introduces a subject for consideration as is stated:“I move that…”
An amendment (primary) is a motion to modify the working of a motion. The motion to
amend may be made in one of the following forms, determined by the action desired:
“I move to amend by…
. . . striking (word(s), phrase, paragraph).
. . . inserting (word(s), phrase, paragraph).
. . . striking and inserting (word(s), phrase, paragraph).
. . . adding (word(s), phrase, paragraph at the end of a motion).
. . . substituting (paragraph or entire text of a resolution or main motion and inserting
another that is germane).”
An amendment to an amendment is a motion to modify the wording of the proposed
amendment and is made as follows: “I move to amend the amendment by . . . “ The same
forms for making an amendment are applicable for making a secondary amendment.
The motion to commit or refer is generally used to send a pending motion (also called
“the question”) to a small group of select persons – a committee, board, or cabinet, for
example so that the question may be studied and put in better condition for the assembly
to consider. The motion is stated: ”I move to commit the question to . . . for further study.”
The motion to close debate (previous question), if seconded and approved by a two-thirds
vote, stops discussion and amendment on the pending question and is stated: “I move the
previous question.”
A division of the assembly may be called to any one member if the president’s decision
on a voice vote is in question. The member proceeds to the microphone and states: “I call
for a division of the house . . .´ The President then takes a standing or roll call vote.
36
2017 Kentucky Nurses Association
A division of the question may be called when a pending motion relates to a single subject
that contains several parts, each capable of standing as a complete proposition. The parts
can be separated and each considered and voted on as a proposition. The parts can be
separated and each considered and voted on as a distinct question. The motion is stated:
“I move to divide the question . . . as follows . . . “
The motion to reconsider enables a majority of the assembly to bring back for further
consideration a motion that has already been voted. The purpose of reconsidering a vote
is to permit correction of hasty, ill-advised or erroneous action, to take into account added
information or a situation that has changed since the vote was taken.
Parliamentary inquiry is a question directed to the presiding officer to obtain information
on parliamentary law or the rules of the organization as relevant to the business at hand. A
member addresses the President and states: “I rise to a point of parliamentary inquiry.”
Point of information is a request directed to the President or through the President to
another officer or member, for information relevant to the business at hand. The request is
not related to parliamentary procedure. The member addresses the chair and states:
“I rise to a point of information.”
The motion to appeal the decision of the President is made at the time the President
makes a ruling. If it is made by a member, and seconded by another member, the question
is taken from the President and vested in the membership for a final decision. The motion is
stated: “I move to appeal the decision of the President.”
Before a member can make a motion or address the assembly on any question, it is
necessary that he or she obtain the floor through recognition by the presiding officer. The
member must:
• Rise and proceed to the microphone.
• Address the President by saying, “Madam/Mister President.”
• Await recognition.
• Give name and the district he or she is from.
• State immediately the reason he or she has risen.

Assembly
2017 Kentucky Nurses Association
KNA Treasurer Joe Middleton, KNA Executive Director Melissa Mershon, and I attended
the 2017 ANA Membership Assembly June 8-10, 2017 in Washington, D.C. Joe Middleton
and I, along with 420 other nurses, participated in the ANA Hill Day on Thursday where
we made Capitol Hill visits to our respective members of Congress. Melissa Mershon
and I attended the State Nurses Associations meeting Thursday evening, followed by
the Welcome Reception. Those events provided an opportunity for KNA to network and
explore best practices from other state nursing associations.
Friday was the official opening of the Membership Assembly. There was a report from
the Nominations and Elections Committee and a Call for Nominations. ANA President
Pam Cipriano addressed the assembly and touched on many points, especially our need to
be involved in health care reform. She discussed the launch of the Healthy Nurse/Healthy
Nation program and her thoughts about attending the International Nurses Association
conference. This was followed by the Bylaws hearing. One of the major bylaws changes was
the formal disassociation with collective bargaining. ANA must have done a beautiful job
of negotiating this change, as both groups fully supported the move. The major rationale
for the change was the need for ANA to be able to apply for grants and receive monies,
both of which could not be accomplished with a labor arm. The ANA assured the nurses in
collective bargaining that ANA would offer support in all ways legally possible.
Lunch time provided an opportunity for your KNA delegates to split up and attend
concurrent lunch time discussions. After lunch, we heard the ANA Treasurer’s report. ANA
gave a frank and transparent report of their current finances (a shortfall of over a million
dollars) and the corrective measures the board was taking. We then heard a report from
the ANA Chief Executive Officer Marla Weston. Dr. Weston said that we need to amplify
our voices because ANA is consistently named as one of the top organizations involved in
health care reform. She gave an update on the ANA strategic plan and their areas of focus.
This presentation was followed by the Candidates Forum. Melissa and I attended the SEED
Regional meeting of nurses associations, where major issues facing ANA were discussed, at
the regional level.
Saturday was the big voting day; it started with voting for the
candidates. During the general session, the bylaw amendment
proposals were discussed, votes tallied and the newly-elected
officers recognized. One of my favorite segments of this Assembly
is always the Nightingale Tribute Program. This year Kentucky had
a long list of names that made us both proud and sad at the loss
of so many professional nurses. The bond that the nurses of ANA
share was witnessed throughout all events at the Membership
Assembly! It was a time of celebrating and planning!
Respectfully Submitted, KNA President Kathy Hager

Chapter Annual Reports
KNA Bluegrass Chapter
KNA Bluegrass Chapter has had a very productive and exciting year you can see below!
We have a great group of members attending meetings and a hardworking Board! Board
meetings occur every 3rd Tuesday of the even months, and membership meetings occur
every 3rd Tuesday of the odd months, both at The Chop House in Lexington, starting at
5:30 for social time and then meeting time begins at 6 PM. Our goal is to arrange for a
continuing education presentation at each membership meeting with the opportunity for
attendees to earn 1.0 contact hour. Below is a recap for the year:
November Member Meeting 2016:
• The “first” Karen Sexton award was presented to Ms. Kim Wilder. Ms. Wilder currently
works at Baptist Health-Lexington and is a member of the Board of Directors of our
Bluegrass Chapter. This was a well-deserved recognition for Ms. Wilder’s hard work and
dedication in the provision of care for patients.
• Our guest speaker Mr. John Edwards gave a presentation on: 21st Century Acute
Pain Management: A Paradigm Shift. The presentation included clinical importance
regarding decreasing the amount of opioids for post-operative pain and replacing
with other non-narcotic pharmaceuticals. Based on the presentation, Mr. Edwards and
colleagues at Baptist Health-Lexington are having good results with their change in
pain treatment modalities.
• For our yearly outreach initiative, members donated $245 for the newly opened
Jessamine County Homeless Coalition.
January Member Meeting 2017:
• CE presentation and speaker-John Centimole, PhD, CRNA, at the Chandler Medical
Center (UKMC) presented findings of his recently completed PhD research study
“Cognitive Function and Anesthetics.” The findings of his study identified a significant
correlation on the effect of cognitive function in clients who have received certain
anesthesia medications during surgical procedures. The findings are valuable to
current anesthesia care practice.
• We approved the 2016/2017 budget and are in the process of soliciting volunteers to
serve on the Finance Committee.
March Member Meeting 2017:
• Board members attended all the local colleges and schools of nursing within the
demographic area of our Bluegrass Chapter (EKU ADN, EKU BSN, Midway, BCTC,
Berea, and UK) to disseminate KNA information to the senior nursing students in hopes
of recruitment to KNA BG chapter.

• Heather Norris, past president, discussed the concept of “Practice Drift” as recently
viewed in the KBN Connection. The importance of understanding this concept is that
as a profession we must attempt to decrease work arounds and other practice drift
occurrences so as to minimize errors and promote safe, quality care.
• Dr. Karen Stefaniak, UK CON, gave a CE presentation on Positive Organizational
Scholarship & Appreciative Inquiry.
April Board Meeting 2017:
• The current ballot for the upcoming election of Bluegrass Chapter Board and
Nominating Committee openings was shared by a member of the Nominating
Committee. At the July membership meeting, the ballot will be open for further
nominations.
May Member Meeting 2017:
• The Karen Tufts Award recipient was announced. The recipient was Kristie Stambaugh,
a graduating nursing student from Midway University. This award included a one year
ANA/KNA membership and a $100 monetary gift. The award will be presented to her
at the September member meeting, as she could not attend in May.
• Laura Riddle brought attention to the ZIKA virus issue in the nation & potential issues
within our state that she became aware of during a recent attendance of a state
conference. She noted that local health departments will soon be rolling out a plan for
dealing with this issue.
• Michelle Malicote, BSN, RN, Manager School Health Clinic Services within the Madison
County school system presented a lively discussion about the role of the school nurse
in Madison County.
June Board Meeting 2017:
• Members of the BOD are personally contacting KNA Bluegrass Chapter members
whose ANA/KNA membership is about to expire and encouraging them to renew their
membership.
• The BOD approved the current ballot for the upcoming election of board and
Nominating Committee openings. After the election results are in (ballots will be
distributed electronically, primarily, and by mail, as needed, in July/August), the
newly elected officers and Nominating Committee members will be inducted at the
September membership meeting.

KNA Northeastern Chapter
We, the Northeastern Chapter, are celebrating our third year as a KNA chapter The purpose
of the chapter is to improve health for the communities we serve and inspire nurses to
achieve nursing excellence. During this past year we had officer elections in which Christa
Thompson was elected President along with Shelly Brown elected as Vice President,
Michelle Rayburn elected as Secretary, and Phelan Bailey elected as Treasurer. During the
June 6 meeting the immediate past President, Michelle Rayburn, was awarded a certificate
of appreciation for her hard work in the chapter.
Earlier this year our chapter was awarded a KNA grant fund to offer CPR training events. The
grant money allowed the chapter to purchase CPR manikins with AED trainer, valves, and
instructional media. The CPR training events targets businesses,
churches, and other large groups for no charge with hopes to
expand to the general public. The events were led by the AHA BLS
Instructor chapter leader on a volunteer basis. Chapter members
are encouraged to participate in the public offerings.
The chapter will be meeting every quarter with the next meeting
to be scheduled in September in Morehead, Kentucky. In the
September meeting we will continue to plan community service
events, holiday food/toy drives, fundraisers, and focus on ways
to enhance chapter engagement/recruitment/retention. You
can find us on Facebook under Northeastern Chapter, Kentucky
Nurses Association. Nurses and students are invited to attend
our meetings. For additional information, please contact Christa

KNA River City Chapter Update
2017 Kentucky Nurses Association
The River City Chapter has had an exciting year of reinvigoration. We have two new Co-
Presidents of the chapter (Christy Ralston and Megan Carter). We also have new officers
including Secretary (Heather Dunn), Event Planner (Renee Cecil) and Treasurer (Emily
Coxon).
We have had two member meetings at the KNA Office in Middletown and are planning
several exciting events. Some that have occurred already include the successful NCLEX
Trivia night, which was co-hosted by KANS and River City.
Upcoming is the Nursing Health Legislative event on 7/26 at Bellarmine University featuring
Sheila Schuster as the keynote speaker (KNA lobbyist). This free event begins at 1730 EST
and an Eventbrite registration option will be emailed to the members. 1.8 CEs will be
offered so please bring a friend! This will be an opportunity for nurses to network with one
another and hear about the current legislative sessions in Frankfort and Washington as it
relates to our nursing practice (and how we can advocate for our patients)!
Ongoing River City membership meetings will be the last Thursday of the odd months of
the year at 1730 EST at the KNA Office in Middletown. The River City chapter is looking for
continued community service and wellness events for the nurses of the metro area. We will be
sending a calendar with monthly wellness opportunities and quarterly CE sessions. If you are
interested in helping with any of these, please email Megan Carter (megan.carter@bhsi.com)
and Christy Ralston (Christian.Ralston@nortonhealthcare.org)
KNA School Nurses in Every Kentucky School Chapter
We are working hard to meet our mission of having a nurse in every public school in
Kentucky! Our Board typically meets by conference call. We find this helpful since our
Chapter serves the whole state of Kentucky and travel times vary. Our Chapter meets every
other month at St. Luke United Methodist Church, 2351 Alumni Drive, Lexington. The goal of
having a nurse in every public school in Kentucky aligns nicely with the Association’s mission
to be “the voice for nurses and work for a healthier Kentucky.” What better way to have a
“healthier Kentucky” than to have a nurse in every school who can intervene with some of
our most vulnerable and impressionable population, our children!
At our meeting in May, Sheila Schuster KNA lobbyist, spoke to our group to help us lay the
groundwork for advocacy. It was determined that we will advocate in Frankfort on June 21st.
We will share information, with the interim members of the Senate Committee on Health
and Welfare and the House Committee on Health and Family Services, on the importance
of having a nurse in every school- every day. We should be very visible as we visit around
Frankfort in our “Every School Needs a Nurse, Every Day” t-shirts!

2017 Kentucky Nurses Association
The West Kentucky Chapter of the Kentucky Nurses Association (KNA) supported activities
to promote nursing in the western Kentucky area. The chapter sponsored the Baptist
Health Paducah Research Forum, with chapter members presenting in the forum. The
chapter sponsored a presentation on Murray State University’s campus from Pam Hagan
of the Kentucky Board of Nursing about the Kentucky opioid epidemic. The goals of the
West Kentucky chapter were to promote nursing and professional nursing activities in our
community. It is hoped that the West Kentucky chapter worked towards attaining these
goals with the activities of the group this year.
