For example, an organization may choose to do an in-kind distribution of pre-made kits in the
immediate after a sudden-onset disaster. Simultaneously, they may send a team to assess the
markets for possible long-term support using CTP. That same organization, 6-months down the
road, may be concerned about a possible impending draught, which drives them to switch back to
in-kind distributions.
No matter the modality used to deliver the assistance to the beneficiary and no matter the phase of
the response, Supply Chain Management (as a function) must be ready to assess, plan, implement,
manage, and improve the supply chain.
Below is an over-simplified view of the in-kind delivery process for Supply Chain, where the activities
are to procure, ship or transport, warehouse, and deliver or distribute.
For a cash program, a similar over-simplified depiction of the delivery process is to contract a
financial service provider (FSP), to run the electronic disbursement process, which results in cash on
a debit card for a beneficiary.
However, before either of these processes can happen, Management needs to make a decision
about which modality to use.
