BRADFORD COLONY 1 & 2<br />

(BC1&2) NEWS FROM THE BOARD<br />

PARK:<br />

We have found broken glass bottles, soda cans etc… littered in<br />

the park. While all our residents are welcome to use the park, no<br />

alcoholic beverages are allowed in the park and residents must<br />

cleanup and take all their garbage when leaving.<br />

ASSESSMENTS:<br />

If you have past due assessments not paid (only if you have not<br />

received attorney letters and your account has not been sent to<br />

our attorney), we urge you to contact our new PMG manager -<br />

Shannon Abernathy (713-329-7130) and work out some type of<br />

payment plan ASAP. Once your account is sent to legal, you may<br />

only discuss the matter with our attorney. PMG is not allowed to<br />

discuss your balance any longer. Your outstanding balance goes up<br />

every month when you ignore it. While we certainly can be understanding<br />

of various circumstances, we cannot ignore the fact that<br />

every property has a fair share of paying the assessment to keep<br />

up the maintenance of our subdivision. The Board has no choice<br />

but sent some of the severely past due balances to our attorney to<br />

collect through legal actions, using funds other residents have paid<br />

to try to collect these amounts instead of on other improvements.<br />

NATIONAL NIGHT OUT:<br />

October is National Night Out. We plan to have some activities so<br />

we can get to know our neighbors. Details will be announced later.<br />

We will also post it on our website once the plans are solidified.<br />

BRADFORD COLONY SECTION 3<br />

(BCS3) 2018 HOME OWNERS ASSESSMENT<br />

The Board and Management Company will be working on the<br />

budget for 2018 over the next month. Although it is difficult to<br />

predict the final number at this time, every effort will be made to<br />

keep the 2018 Assessment as close as possible to this past year’s<br />

$285 number.<br />

We anticipate having the management company send out the 2018<br />

Assessment billing in late November. Look for more information<br />

on this important HOA issue in the upcoming Newsletters.<br />

Plus please plan for this upcoming bill and include it in your financial<br />

planning. Note that the management company can set up<br />

payment plans to pay the assessment over time if that is your desire.<br />

(BCS3) SAFETY CONCERNS<br />

As the year draws to an end, the days are getting shorter and<br />

visibility decreases. Let’s be very careful as we drive through the<br />

neighborhood - we have a lot of children living in BCS3 and we have<br />

need to be alert for their safety.<br />

Remember that the speed limit is 20 MPH in the neighborhood.<br />

CHARLESTOWN COLONY<br />

(CHC) Notes from the Board<br />

Our annual Association meeting should be held<br />

Wednesday, October 4, <strong>2017</strong> at the MUD 102<br />

building located at 15300 Falmouth Houston,<br />

77084. WATCH FOR THE OFFICIAL NOTICE FROM<br />

PMG as this might change. Assuming no changes,<br />

this is the same place as last year. The MUD 102<br />

building is back behind the townhomes behind<br />

the Kroger near Hwy 6 and W. Little York. Google<br />

maps will get you there. Sign-in for the meeting<br />

starts at 6:45 PM with the meeting starting at<br />

7 PM. Meetings rarely take more than an hour.<br />

Some people to hang around and visit, others<br />

are gone as soon as the voting is over.<br />

You should receive a letter this month from<br />

Principle Management Group (PMG), our neighborhood<br />

management company. This letter may<br />

look like a bill, it might look like a violation notice,<br />

after all, the management company uses the<br />

same envelope for all mailings. Regardless, be<br />

sure to open and read the notice. A proxy will be<br />

included with the meeting notice letter. A proxy<br />

lets a homeowner participate in the meeting<br />

without actually attending the meeting.<br />

All Association meetings require the establishment<br />

of a quorum. A quorum of residents,<br />

present either in person or by proxy, is required<br />

to conduct business. There are multiple ways to<br />

submit a proxy and help the Association achieve<br />

a quorum. You can return the proxy to the management<br />

company by mail (snail) or fax. Their<br />

mailing address and fax number should be on<br />

the proxy. Check the mailing for details. You can<br />

give your signed proxy to a neighbor or Board<br />

member who will attend the meeting.<br />

Even if you plan to attend the meeting, please<br />

submit your proxy. Things come up, life is busy, the<br />

Association meeting gets forgotten and a quorum<br />

is not met. If the proxy is already submitted, your<br />

vote is still counted even if you don’t attend. If<br />

you are able to attend in person, your proxy will<br />

be returned to you so you can vote in person. You<br />

can use the proxy to place your own vote for the<br />

Board positions or whatever Association business<br />

is represented on the proxy. Or the proxy allows<br />

whomever you designate on the proxy to vote on<br />

your behalf. You can designate a specific Board<br />

member, the person who brings your proxy or<br />

the management company to cast your vote. Be<br />

sure to sign the proxy. It isn’t valid without your<br />

signature. If you know your block code, go ahead<br />

and add it to the proxy (Your block code might<br />

be on the meeting notice you receive or you can<br />

find the block code on your local tax documents).<br />

After establishing a quorum there will be an<br />

introduction of the Board & Management representative(s).<br />

The meeting minutes from last year<br />

will be read and approved.<br />

The heart of the meeting is the election of two<br />

Board positions. Remember that anyone can run<br />

for these Board positions. Serving on the Board is<br />

a great way to be involved and give back to your<br />

community. Any of the current Board members<br />

will be happy to let any interested resident know<br />

what kind of time commitment is involved. Residents<br />

can be nominated at the meeting.<br />

What to know how the annual assessment is spent?<br />

After the election the treasurer’s report will be<br />

presented. Will our Association dues increase for<br />

<strong>2017</strong>? Come and be one of the first to find out. And,<br />

just like hearing the State of the Union from the<br />

President of the United States, we will hear the state<br />

of the neighborhood from our Board president.<br />

What to organize a spring neighborhood gathering?<br />

The last item on the proposed agenda is an open<br />

discussion. Any resident with something to talk<br />

about (both good and bad) has 3 minutes to present<br />

before the Board and the residents in attendance.<br />

So please block out a little time and come to<br />

the meeting.<br />

(CHC) YARD OF THE MONTH<br />

These sweltering August days of sun, sun, sun<br />

without seeming end are enemies for Houston<br />

gardeners. Early risers can water and weed before<br />

the true heat of the day, but cannot avoid<br />

the sweat of hard work to keep lawns and flowerbeds<br />

vibrant.<br />

August yard-of-the-month prize is awarded to<br />

our neighbors at 14315 S Stoneygrove Loop who<br />

managed to look fresh and clipped with lavender,<br />

fuschia and white vincas as well as pentas fronting<br />

a hedge of golden lime variegated euonymus.<br />

A large pyramidal arborvitae looks velvety green<br />

on the left and complementing crepe myrtles<br />

in white and dusty rose rise up on the right<br />

blending nicely into their adjoining neighbor’s<br />

watermelon crepe.<br />

Thanks to everyone who sweats in the heat to<br />

keep our neighborhood a joy to view whether<br />

driving, riding or walking. Yard of the month winners<br />

receive a gift card to a home improvement<br />

store. Will your home be next?<br />

(CHC) PARKING - AGAIN<br />

Some residents of Charlestown Colony participate<br />

in a program called “Nextdoor.” Per the “Nextdoor”<br />

website, it is a free, private social network<br />

for neighborhoods. The site requires registration<br />

with your email address and other information.<br />

The current newsletter author is not a participant.<br />

Maybe the next author will be. But this author has<br />

heard that many of the complaints and comments<br />

regarding Charlestown Colony on “Nextdoor” revolve<br />

around parking. We all live in a fairly tightly<br />

packed neighborhood. Some homes have very<br />

little room to park in front of their house but often<br />

these have very long driveways. As households<br />

change a home that maybe started with just two<br />

cars that fit in the garage might have grown into<br />

four car household where none of the cars fit in<br />

the garage. Should your home fall more into the<br />

latter group, please be courteous of those around<br />

you. If you must park in front of a home that is not<br />

yours, be sure to let that homeowner know. Most<br />

of our driveways (except for section one homes)<br />

can easily accommodate two cars and often four<br />

cars fit if they hang over the sidewalk. In the City of<br />

Houston, hanging over the sidewalk is a ticketable<br />

offense. This author does not know if this extends<br />

to the county. Cars hanging over the sidewalk do<br />

force walkers to use the street but if this means<br />

the walkers and the children playing are more<br />

visible, maybe this is a preferable solution. If this<br />

parking makes it easier for buses, yard trailers and<br />

emergency vehicles to pass, then it is a good thing.<br />

The parking problem is not unique to Charlestown<br />

Colony. Drive through any neighborhood in the<br />

evening and you see much the same thing. We live<br />

in an area where the only means to the necessities<br />

of life is a vehicle. Be courteous and remember that<br />

yours is not the only vehicle that parks in the street.<br />

(CHC) TRASH TALK<br />

Thanks to all who remembered Labor Day as a notrash<br />

pick-up day! Recycling only happens on Monday<br />

so keep your recycle bin out of sight of the street (a<br />

deed restriction requirement) until next Monday. The<br />

next no-trash pick-up day is Thanksgiving. Christmas<br />

falls on a Monday this year and New Year’s Day is also<br />

a Monday. You know what this means…<br />

(CHC) LABOR DAY AND FLAGS<br />

Many thanks to the Boy Scouts for putting out flags.<br />

Labor Day is the last day they put out the flags. Did<br />

you know that when hung vertically over the center<br />

of the street, the flag always has the union stars to<br />

the north on an east/west traveled street or to the<br />

east on a north/south traveled street? Check out<br />

the Texas Almanac for any information on flying the<br />

US flag. Do you believe that Texas is the only state<br />

that can fly their flag at the same height as the US<br />

flag? If all the flagpoles are the same height, all flags<br />

should be approximately the same size and fly at<br />

the same height with the US flag to the observer’s<br />

left (flags own right). If one flagpole is higher than<br />

the other, the US flag goes on that pole. There are a<br />

lot more rules than I remember from history class.<br />

(CHC) WATER, WATER, WATER<br />

Everyone should have received the “Waterworks”<br />

publication from West Harris County Regional<br />

Water Authority. (www.whcrwa.com) Why do you<br />

care? This is one place to find information about the<br />

pipeline project that will eventually run through our<br />

subdivision. The site has maps. Look at the “second<br />

Source Project” to see what looks like the project<br />

that will impact our subdivision. Municipal Utility<br />

District 102 (Charlestown Colony’s MUD) is part of<br />

Precinct 8. The Board for this group meets the 2 nd<br />

Wednesday of each month at 20111 Saums Rd,<br />

Katy, TX 77449. The minutes of their meetings are<br />

online. This might be a good place to monitor the<br />

project and see when it will impact our subdivision.<br />

(CHC) SEEKING REPLACEMENT<br />

NEWSLETTER AUTHOR<br />

Our resident newsletter author has been at the job<br />

for more than ten years. (Yes, 10 years. More than<br />

many people have lived in the subdivision.) While<br />

this author has lots of experience and older copies<br />

of newsletter to draw on for content, this author<br />

feels it is time for a new voice. Do you like to write?<br />

Have a few spare hours early in the month? Are you<br />

active in the local community and have information<br />

to share? Contact the CCCIA Board using their<br />

contact information in the Important Numbers<br />

section of this publication. The volunteer position<br />

(all the neighborhood positions are volunteer)<br />

takes as long or as short as you want depending<br />

on how much you write and the topics you decide<br />

to research and present. All newsletters are sent<br />

to the Board prior to publication. Our “retired”<br />

author would be happy to show you what has<br />

been done in the past<br />

Your Board of Directors and Community Manager strive to make this community<br />

look its best at all times. We are asking you to please take a good<br />

look at the exterior of your home and yard. Landscape your flowerbeds if<br />

needed, trim your trees and bushes if needed and also reduce the clutter.<br />

If the paint on your home is chipping or fading, please consider repainting<br />

(approved colors only). However, before you start painting, you must submit<br />

an ACC application to the management company for review.<br />

(CC) DEED RESTRICTIONS<br />

Please remember that deed restrictions are strongly enforced and any<br />

outside construction or major landscaping changes to your home must be<br />

approved by the Architectural Control Committee (ACC). ACC contact information<br />

for Concord Colony is on the inside back cover of this newsletter.<br />

GEORGETOWN COLONY I<br />

(GC1) Garbage Cans<br />

Many neighbors have been storing their garbage cans in view from the street. This is<br />

in violation of the deed restrictions and appropriate actions are subject to corrective<br />

action.<br />

Also, please remember to place garbage curbside after 6 PM, the night before pickup.<br />

(GC1) Garage Sales<br />

According to the State Comptroller’s office, garage sales are permitted only twice annually.<br />

If more than that, it will be assumed that a business is being operated out of home,<br />

which is in direct violation of the deed restrictions and necessary action will be taken.<br />

(GC1) LOST AND FOUND PETS<br />

The first thing to do if you find a lost dog that does not have a tag, is to take it to any<br />

vet’s clinic or Petsmart and have it scanned for a micro chip. This is the fastest way to<br />

get the dog back to its owner. If it does not have a micro chip, please look for signs to<br />

make sure the dog gets back to its rightful owner. A dog that is left to wander is subject<br />

to being hit by a car, abuse or starving to death. Those<br />

Labor Day marked the end of the swimming season and the closure of the<br />

<strong>Colonies</strong> Neighborhood Pool. We hope you were able to take advantage<br />

of some of the new amenities and improvements up at the pool this year,<br />

such as:<br />

• New pool furniture (tables, chairs, picnic benches, chaise lounge chairs<br />

and umbrellas)<br />

• Restriped parking lot to make parking a bit more efficient<br />

Continued improvements are being planned to further the value of our<br />

(JC) BACK TO SCHOOL TRAFFIC AWARENESS<br />

As our precious children start back to school, it is time to remember to be<br />

extra careful while driving in our neighborhood, especially around buses<br />

loading and unloading. If you see someone not properly observing the<br />

speed limit or other safety rules in the neighborhood - say something. Here<br />

are some guidelines published by the National Safety Council:<br />

Sharing the Road with School Buses<br />

If you’re driving behind a bus, allow a greater following distance than if<br />

you were driving behind a car. It will give you more time to stop once the<br />

yellow lights start flashing. It is illegal in all 50 states to pass a school bus<br />

that is stopped to load or unload children.<br />

• Never pass a bus from behind - or from either direction if you’re on an<br />

undivided road - if it is stopped to load or unload children<br />

• If the yellow or red lights are flashing and the stop arm is extended,<br />

traffic must stop<br />

• The area 10 feet around a school bus is the most dangerous for children;<br />

stop far enough back to allow them space to safely enter and exit the bus<br />

• Be alert; children often are unpredictable and they tend to ignore hazards<br />

and take risks<br />

Sharing the Road with Bicyclists<br />

On most roads, bicyclists have the same rights and responsibilities as<br />

vehicles, but bikes can be hard to see. Children riding bikes create special<br />

problems for drivers because usually they are not able to properly determine<br />

traffic conditions. The most common cause of collision is a driver<br />

turning left in front of a bicyclist.<br />

• When passing a bicyclist, proceed in the same direction slowly and leave<br />

3 feet between your car and the cyclist<br />

• When turning left and a bicyclist is approaching in the opposite direction,<br />

wait for the rider to pass<br />

• If you’re turning right and a bicyclists is approaching from behind on the<br />

right, let the rider go through the intersection first and always use your<br />

turn signals<br />

• Watch for bike riders turning in front of you without looking or signaling;<br />

children especially have a tendency to do this<br />

• Be extra vigilant in school zones and residential neighborhoods<br />

• Watch for bikes coming from driveways or behind parked cars<br />

• Check side mirrors before opening your door<br />

By exercising a little extra care and caution, drivers and pedestrians can<br />

co-exist safely in neighborhoods and school zones.<br />

(YTC) KIDS BACK TO SCHOOL<br />

Kids are back in school, please be aware of the school zones and cell phone<br />

usage. Stop for the buses loading and unloading, never go around when the<br />

STOP sign is extended from the driver’s side. Parents, talk to your kids about<br />

walking down the middle of the street once they get off the bus, this could<br />

become a very dangerous situation if the wrong person is behind the wheel.<br />

When mowing your lawn be sure to sweep our blow any clippings or debris<br />

left in the street, don’t sweep them into the storm drains, this will only<br />

cause drainage issues later. This seems to be a growing problem in the<br />

neighborhood!!! Again, this is a simple fix.<br />

(YTC) HOW MUCH SHOULD YOU BUDGET<br />

FOR HOME MAINTENANCE AND REPAIRS?<br />

Your Home’s Age, Condition and Location Will Affect Your Budget. How<br />

much money should you budget for home maintenance and repairs? Here<br />

are the two rules of thumb that help guide this calculation, as well as a<br />

list of home-related factors you should consider as you decide how much<br />

you need to save.<br />

The 1 Percent Rule<br />

One popular rule of thumb says that one percent of the purchase price of<br />

your home should be set aside each year for ongoing maintenance. For<br />

example, if your home cost $300,000, you should budget $3,000 per year<br />

for maintenance.<br />

That doesn’t mean you’ll literally spend $3,000 every year. It just means<br />

that, on average, over a span of a long time period (10 years or more), you’ll<br />

spend around $3,000 annually, according to this rule of thumb. Some years<br />

you’ll spend far more; a roof replacement, for instance, will cost $4,000 -<br />

$8,000. Other years, you’ll spend far less.<br />

Of course, this popular rule of thumb isn’t totally valid. Your market timing<br />

doesn’t impact your maintenance budget. If you happened to buy your<br />

home at the peak of the housing bubble, your maintenance costs won’t skyrocket.<br />

Similarly, if you bought your home at a steep discount at the bottom<br />

of the housing market, your maintenance budget shouldn’t be affected.<br />

The underlying price of your home and its repair costs, in other words, are<br />

“independent variables.” They correlate only insofar as they’re both impacted<br />

by the cost of labor and materials in your particular geographic area.<br />

The Square Foot Rule<br />

Another rule of thumb says that you should budget $1 per square foot per<br />

year for maintenance and repair costs. If you own a 2,000 square foot home,<br />

for example, budget $2,000 a year for maintenance and repairs (again, over<br />

a long-term annualized average).<br />

This rule of thumb makes slightly more sense than the “1 percent of purchase<br />

price” rule. The more square feet you’re managing, the more you’ll<br />

need to spend. One drawback to this rule, though, is that it doesn’t account<br />

for labor and material costs in your area. In certain parts of the nation,<br />

contractors are significantly more expensive.<br />

An easy way to help our school is to turn trash into cash. Horne<br />

Elementary participates in the Box Tops for Education program.<br />

Some of the grocery items we use have Box Tops on them. Each Box<br />

Top is worth 10 cents for the school. You would pick up a dime on<br />

street - so cut out the Box Tops and donate to Horne! You can find the<br />

Box Tops logo on hundreds of products like Cheerios®, Hamburger<br />

Helper® and Kleenex®, in almost every aisle of the store. To donate<br />

the Box Tops, simply bring them to the reception desk at Horne,<br />

CFISD EARNS TEA’S MET STANDARD RATING<br />

FOR FIFTH STRAIGHT YEAR<br />

Once again this year, Cypress-Fairbanks ISD is the largest district in<br />

Texas to have all eligible schools receive the Met Standard designation<br />

(highest possible ratings) in the state accountability system.<br />

To receive a Met Standard rating, campuses must meet the applicable<br />

Index target on Index 1 or 2 and Index 3 and 4:<br />

• Index 1: Student Achievement - Measures how many students<br />

passed the STAAR at the current passing standard;<br />

• Index 2: Student Progress - Measures how many students made<br />

progress from 2015 to 2016;<br />

• Index 3: Closing Performance Gaps - Measures the progress of<br />

students in the economically disadvantaged student group along<br />

with the two lowest-performing student groups from the previous<br />

year; and<br />

• Index 4: Postsecondary Readiness - Measures how many students<br />

passed the STAAR at the final recommended standard on two<br />

or more tests (all levels) and graduation rate, graduation diploma<br />

plan and a postsecondary component (high schools only).<br />

find at all of our campuses,” said Dr. Linda Macias, CFISD associate<br />

superintendent of curriculum & instruction and accountability. “Our<br />

campus administrators, teachers and district team are committed<br />

to providing our students with quality instruction, monitoring their<br />

success and offering support when needed. Our schools have once<br />

again achieved the ‘Met Standard’ rating and reached the target for<br />

all four indices that are a part of the state accountability system.<br />

CFISD CAMPUSES EARN <strong>2017</strong> DISTINCTION DESIGNATIONS<br />

The Texas Education Agency (TEA) released its annual distinction<br />

designations for campuses earning the accountability rating of<br />

Met Standard. Campuses that receive an accountability rating of<br />

Met Standard are eligible to earn distinction designations, which<br />

are awarded for achievement and progress in the following areas:<br />

Academic Achievement in English Language Arts/Reading;<br />

Academic Achievement in Mathematics;<br />

Academic Achievement in Science;<br />

Academic Achievement in Social Studies;<br />

Top 25%: Student Progress;<br />

Top 25%: Closing Performance Gaps and<br />

Postsecondary Readiness.<br />

Each campus is assigned to a unique comparison group made up of<br />

Texas schools that are most similar to it. The groups are determined on<br />

grade levels served, size, percentage of students who are economically<br />

disadvantaged, mobility rate. It also includes the percentage of English<br />

language learners, students receiving special education services and<br />

students enrolled in an Early College High School program.<br />

A campus earns a distinction designation if it is in the top quartile<br />

of its comparison group for Top 25% student progress and Top 25%<br />

closing performance gaps and at least 33 percent (high schools)<br />

and 50 percent (elementary and middle schools) of the indicators<br />

used to award the distinction in the other areas.<br />

Campuses earning one or more of these distinction designations<br />

met rigorous criteria to earn the highest level of recognition in the<br />

state accountability system.<br />

Eight CFISD campuses earned all possible distinction designations<br />

for their respective campus levels:<br />

Hancock, Holbrook, Lee, Pope and Sampson elementary schools;<br />

Arnold Middle School and<br />

Cypress Park and Langham Creek high schools.<br />

St. Cuthbert Episcopal School’s <strong>2017</strong>-2018 registration is underway<br />

and will continue each day during school hours until all of our classes<br />

are filled. We offer 2, 3 or 5 day classes, including a Bridge/Kindergarten<br />

class. St. Cuthbert School enrolls students ages 18 months<br />

through 5 years. School hours are Monday-Thursday, 9 AM to 2 PM<br />

Our Bridge/Kindergarten program is designed for children who are<br />

not quite ready for kindergarten. This class allows children to succeed<br />

at learning with greater ease and confidence, by helping them bridge<br />

academic and developmental gaps. The St. Cuthbert School program<br />

provides a loving, Christian environment offering the children weekly<br />

chapel, as well as music and movement, library and computer classes.<br />

Our curriculum includes Handwriting without Tears, Reading A-Z,<br />

Math and Science. The program is open to all children, regardless<br />

be in the parking lot until 12:30 PM. To donate, you must be a least<br />

17 years of age, at least 110 lbs. and in good general health. In our<br />

previous blood drive we had 20 donors, some of them first timers.<br />

That means 60 lives were saved! It only takes about 15 minutes, so<br />

BRIDGELAND COMMUNITY FUN RUN FOR HEROES<br />

Saturday, October 28 th<br />

The Bridgeland Community Fun Run for Heroes will be held Saturday,<br />

October 28 th at Bridgeland’s Festival Park. The race begins<br />

at 7 AM and includes a 5k route through the scenic Bridgeland<br />

community. There will also be a 1k children’s walk beginning at 7:30<br />

AM, along with booth vendors and entertainment. The children’s<br />

walk is open to strollers and children are encouraged to come<br />

dressed as their favorite super hero. Prizes will be awarded for the<br />

best children’s costumes. Each participant may have sponsors who<br />

pledge a contribution for every mile they run on behalf of our service<br />

men and women. Special prizes will be awarded to those who meet<br />

predetermined fund levels. There will also be 1 st , 2 nd and 3 rd place<br />

trophies awarded to the top three finishers of the timed race. For<br />

The Shots for Holly crew is gearing up for the 4 th annual Flu Season<br />

Kickoff Party, set for Sept. 9 th at The Shack, 12710 Telge Road in<br />

Cypress from 11 AM to 2 PM. There will be information about the<br />

flu, prevention and inoculations, as well as our infamous bus for<br />

picture-taking, raffle items and games. One of our clinic partners<br />

will be there to administer the flu shots and the band Soul Shine<br />

will be providing a backdrop of great music.<br />

Proceeds from the raffle items will fund ongoing educational programs.<br />

Each year, approximately 50,000 people die of flu-related<br />

complications, according to the Center for Disease Control. Deaths<br />

among young people 29-45 are on the rise. Shots for Holly is a<br />

CHRIST CLINIC TO HOST 6 TH ANNUAL<br />

BREAKFAST FOR A BLESSING<br />

Christ Clinic of Katy will host its 6 th annual “Breakfast for a Blessing”<br />

on Friday, <strong>September</strong> 22, <strong>2017</strong> from 7:30-9 AM at the Omni Houston<br />

Hotel at Westside. Houston Methodist West will be the title sponsor<br />

for the event. This year’s guest speaker will be Charles Smith, the<br />

Executive Commissioner for the Texas Health and Human Services<br />

Commission.<br />

The “Breakfast for a Blessing” event will raise funds that directly<br />

benefit the patients served at Christ Clinic. As a nonprofit charity<br />

medical clinic, Christ Clinic provides medical care to the uninsured<br />

with a team of caring and dedicated volunteer providers and support<br />

personnel. In 2016, Christ Clinic provided more than 10,000<br />

patient visits to uninsured members of the community. Christ Clinic<br />

also offers classes that promote healthy lifestyles and provides<br />

education about managing chronic conditions.<br />

CHILDHOOD OBESITY MONTH<br />

<strong>September</strong> is National<br />

Childhood Obesity Awareness Month.<br />

This is an opportunity to learn about<br />

ways to prevent and address this<br />

serious health concern.<br />

Childhood obesity is a major public health problem.<br />

• Children who have obesity are more likely to have obesity as adults.<br />

This can lead to lifelong physical and mental health problems, including<br />

diabetes and increased risk of certain cancers.<br />

• Children who have obesity face more bullying and stigma.<br />

• Childhood obesity is influenced by many factors: too much time<br />

spent in sedentary activities suchas television viewing; a lack of bedtime<br />

routine leading to too little sleep; a lack of community places<br />

to get adequate physical activity; easy access to inexpensive, high<br />

calorie snacks and beverages; and/ora lack of access to affordable,<br />

healthier foods.<br />

Ways parents can help prevent obesity<br />

and support healthy growth in children.<br />

• Energy balance is important. Parents can make sure children get<br />

adequate sleep, follow recommendations on daily screen time,<br />

take part in regular physical activity and eat the right amount<br />

of calories.<br />

• Substitute higher nutrient, lower calorie foods such as fruit and<br />

vegetables in place of foods with higher-calorie ingredients,<br />

such as added sugars and solid fats.<br />

• Serve children fruit and vegetables at meals and as snacks.<br />

• Parents can ensure access to water as a no-calorie alternative<br />

to sugar-sweetened beverages.<br />

• Help children get the recommended amount of physical activity<br />

each day by encouraging them to participate in activities that<br />

are age-appropriate and enjoyable.<br />

• Addressing obesity can start in the home, but also requires the<br />

BLESSING OF THE PETS<br />

Cornerstone UMC will be holding its “Blessing of the Pets” on Sunday,<br />

SHALOM CYPRESS<br />

Shalom Cypress was established in 2011 by local families seeking a<br />

Jewish presence in Northwest Houston. We are the closest synagogue<br />

within 25 miles of the nearest synagogue. Many thought that they<br />

were the only Jews in the Cypress area, but it turns out that they were<br />

wrong! Shalom Cypress has grown to more than 30 affiliated families.<br />

School is back and the High Holidays are right around the corner! In<br />

<strong>September</strong>, we will have our High Holidays services. Shalom Cypress<br />

will have services the first day of Rosh Hashanah and Yom Kippur<br />

services. Join us a week later to build the community Sukkah.<br />

BUTTERSCOTCH BREAD PUDDING<br />

You could make this on National Butterscotch Pudding Day<br />

<strong>September</strong> 19 th !<br />

INGREDIENTS:<br />

1 loaf day-old bread, torn into small pieces<br />

4 cups milk<br />

2 cups brown sugar<br />

1/2 cup butter, melted<br />

3 eggs, beaten<br />

2 teaspoons vanilla extract<br />

1 cup butterscotch chips<br />

DIRECTIONS:<br />

Preheat oven to 350 degrees F (175 degrees C). Butter a 9x13<br />

inch baking dish. In a large bowl, combine bread, milk, sugar,<br />

butter, eggs, vanilla and butterscotch chip, mixture should be the<br />

consistency of oatmeal. Pour into prepared pan.<br />

Bake in preheated oven 1 hour, until nearly set. (It should have a<br />

“thigh wiggle” or wiggle as much as a well endowed thigh.) Serve<br />

HEALTHY COWBOY CAVIAR<br />

This healthy cowboy caviar recipe (also known as Texas<br />

caviar) is made with all-natural ingredients! Serve it as a dip,<br />

salsa or salad Recipe yields a lot of “caviar,” about 8 cups.<br />

Ingredients<br />

2 (14-ounce) cans black-eyed peas, rinsed and drained,<br />

or 3 cups cooked black-eyed peas<br />

1 (14-ounce) can black beans, rinsed and drained,<br />

or 1 ½ cups cooked black beans<br />

1 ½ cups fresh corn kernels (about 2 ears of corn),<br />

or 1 (14-ounce) can corn, drained<br />

1 ½ cups chopped tomatoes (I used about 4 Roma<br />

tomatoes,<br />

about ¾ pound)<br />

1 medium green, red, orange and yellow bell pepper<br />

¾ cup chopped red onion (about ½ small red onion)<br />

½ cup chopped cilantro, leaves and stems<br />

1 to 2 jalapeños, ribs removed, seeded and finely<br />

chopped<br />

1 avocado (optional)<br />

Italian dressing<br />

1/3 cup olive oil<br />

3 tablespoons red wine vinegar or lime juice<br />

2 medium cloves garlic, pressed or minced1<br />

to 1 ½ teaspoons salt, to taste<br />

1 teaspoon dried oregano<br />

½ teaspoon dried basil<br />

1 teaspoon maple syrup or honey<br />

1/8 teaspoon red pepper flakes<br />

Freshly ground black pepper, to taste<br />

Instructions<br />

In a large serving bowl, combine the drained black-eyed peas, black<br />

beans, corn, chopped tomatoes, bell pepper, onion, cilantro and jalapeño.<br />

If you’ll be including avocado, wait to dice it until you’re ready<br />

to serve the dip, so it doesn’t turn brown in the meantime.<br />

In a cup, whisk together the dressing ingredients until emulsified.<br />

Drizzle the dressing over the serving bowl and toss until well mixed.<br />

Season to taste with additional salt and pepper. For best flavor,<br />

let the mixture marinate for at least 20 minutes before serving. If<br />

you’re adding avocado, mix it in just before serving.<br />

NEW LAWS IN TEXAS EFFECTIVE IN <strong>2017</strong><br />

The Texas legislature met from January through May and passed<br />

several new laws as well as changed laws that will go into effect in<br />

<strong>2017</strong>. They range from texting while driving, drones, to swords, to<br />

protecting good Samaritans. Below are a few laws that are effective<br />

immediately or going into effective <strong>September</strong> 1 st .<br />

Texting While Driving<br />

Effective <strong>September</strong> 1 st , there will be a statewide band on texting<br />

while driving. The bill bans drivers from texting while a vehicle is moving,<br />

making it a misdemeanor offense punishable by a fine ranging<br />

from $25 to $99, with penalties up to $200 for repeat offenders. The<br />

law allows drivers to use their phones for GPS and would not allow<br />

violators to be fined under both state law and local ordinances.<br />

People Allowed to Carry Swords<br />

People can carry bowie knives, swords, daggers and spears in public<br />

under a law that goes into effect <strong>September</strong> 1 st . Current law allows<br />

people to carry knives no more than 5.5 inches long. While it will be<br />

okay to carry the larger weapons in public, it is illegal to take into<br />

bars, schools, colleges, churches, sporting events and numerous<br />

other facilities.<br />

Amnesty for Sex Assault Witnesses<br />

Students who witness and report a sexual assault while they are involved<br />

in illegal activity, such as drinking, would be given amnesty.<br />

Recording Higher Ed Sex Assaults Electronically<br />

Effective immediately, this law will allow college employees and<br />

students to submit electronic and anonymous reports of sexual<br />

assaults to their institutions.<br />

Ridesharing Returns<br />

Last year some ridesharing companies, like Uber and Lyft, were<br />

mandated to fingerprint drivers before they could pick up customers<br />

in their cities. Effective immediately, this new law, bans cities<br />

from enforcing similar measures on these types of ridesharing<br />

companies.<br />

Cheaper to Carry a Gun<br />

Effective <strong>September</strong> 1 st the fees for carrying a gun in Texas are now<br />

cheaper under Senate Bill 16. The law lowers fees for a first-time<br />

license to carry a handgun from $140 to $40 and the renewal fee is<br />

also reduced from $70 to $40.<br />

Be Careful Where You Fly your Drone<br />

Effective <strong>September</strong> 1 st the state has banned unmanned aircraft, like<br />

drones, over correctional and United States Immigration, Customs<br />

Enforcement detention facilities and large sports venues. Exceptions<br />

include unmanned aircraft authorized by a law enforcement agency<br />

or with the permission of the operator of the sports venue.<br />

David’s Law<br />

The new state law on cyber bullying makes it a Class A misdemeanor<br />

to harass or cyberbully someone under age of 18 through text<br />

messages, social media, websites or other means with the intent<br />

to cause them to commit suicide or harm to themselves.<br />

Voter ID changes<br />

If don’t have a valid photo id, voters will be able to cast their ballots<br />

if they show some other documentation with their name and<br />

home address (Bank statement or Utility bill). Voters would also<br />

need to sign an affidavit saying there is a good reason they don’t<br />

have a valid photo ID.<br />

No More Straight-Ticket Voting<br />

Straight ticket voting is out! Voters will no longer be allowed to cast<br />

their ballot for an entire slate of Republican or Democratic candidates.<br />

You will now have to vote for each candidate individually.<br />

Lottery Winners<br />

Effective <strong>September</strong> 1 st . Individuals who win prizes of at least $1<br />

million can choose to remain anonymous and prohibit the release<br />

of all personal information to the public.<br />

Civil Protections for Good Samaritans<br />

Effective <strong>September</strong> 1 st a new law protects good Samaritans<br />

from civil lawsuits if they break in a vehicle if they have reason to<br />

belief the person is in imminent harm, has first notified 911, uses<br />

appropriate amount of force and remains with the individual in a<br />

safe location. This replaces current law that leaves good Samaritan<br />

open to civil suits.<br />

No More Suspensions for Young Students<br />

Effective immediately. Schools can no longer suspend students<br />

below third grade. Instead public schools need to discipline children<br />

in a way that enforces positive behavior.<br />

More Frequent Background Checks for College Referees<br />

Effective <strong>September</strong> 1 st sport officials registered with the UIL will<br />

have to undergo criminal background checks every three years<br />

instead of just one.<br />

Help for Relatives Caring for Abused Children<br />

The state will now pay $350 a month to families caring for abused<br />

or neglected children they are related to. Currently the state pays<br />

families $1,000 initially and $500 a year.<br />

Attacking Police Officers is Now Officially a Hate Crime<br />

If a person attacks a former or current law enforcement officer<br />

they could be found guilty of committing a crime. The change puts<br />

crimes against law enforcement in the same category as crimes<br />

based on a person’s race, color, disability, religion, national origin,<br />

age, gender or sexual preference.<br />
