HEARTHSTONE GARDEN CLUB NEWS<br />

SEPTEMBER <strong>2017</strong><br />

It has been a very unique summer. The heat and humidity has hung<br />

around as it is notorious for. We have received so much more rain than<br />

anyone might have anticipated and it has kept many of the neighborhood<br />

residents on pins and needles due to the fear of a repeat of the Spring<br />

2016 Flood.<br />

TRUSTED SERVICE, SALES & INSTALLATIONS<br />

The <strong>Hearthstone</strong> Garden Club began the <strong>2017</strong>-2018 year with our Tuesday,<br />

August 15 th meeting at the country club. We hosted an Ice Cream Social for<br />

members and guests. It was a nice evening of socializing and talking about<br />

our plans for the year. We will be celebrating our 40 th Year as a Garden Club<br />

in the Spring of 2018 with a special event.<br />

Our next meeting will be on Tuesday, <strong>September</strong> 19 th in the Ladies<br />

Locker room at <strong>Hearthstone</strong> Country Club at 7 PM. “A Walk Through the<br />

Rose Garden” with guest speaker for the evening Baxter Williams from<br />

Pasadena, Texas. Mr. Williams will talk about Growing Roses on the Gulf<br />

Coast and keeping your rose garden looking healthy, colorful and bright.<br />

Mr. Williams is a Master Rosarian and has more than 600 rose bushes in<br />

his back yard, which has been described as like walking into Claude<br />

Monet canvas. Mr. Williams is a featured speaker on roses at Teas Nursery<br />

and three time past President of the Houston Rose Society. For anyone<br />

interested in Roses, this is the time to attend and see what information<br />

Mr. Williams has to offer and get all of your questions answered. Plan to<br />

attend, you will be glad you did.<br />

As I have discussed in past articles one of the <strong>Hearthstone</strong> Garden Club<br />

charities involves awarding Scholarships to Texas students majoring in<br />

Horticulture, Agriculture, Floriculture, Agriculture, Landscape Design,<br />

Botany, Floral Design, Ecology/Conservation or Turf Grass Management.<br />

We are proud to announce we were able to award a $1,500 scholarship<br />

to six deserving Texas resident who are hardworking and academically<br />

outstanding Horticulture majors attending universities in Texas. Much<br />

appreciation and thanks goes out to those in our community who support<br />

and participate in our endeavors to fund these scholarships through our<br />

Fall Plant sale and Holiday Auction. Since 1998, the <strong>Hearthstone</strong> Garden<br />

Club has provided 74 scholarships for a total of $80,000. <strong>2017</strong> is a record<br />

year with $9,000 in scholarships awarded to deserving and outstanding<br />

Horticulture students in Texas.<br />

Congratulations to the following students!<br />

For the third year, Lauren Kilpatrick (Bartonville), has received a<br />

<strong>Hearthstone</strong> Garden Club scholarship. She received the Janie Clements<br />

Memorial Scholarship for $1,500 for two consecutive years as a sophomore<br />

and a junior. An outstanding and recognized student at Texas A&M, Lauren<br />

has a 4.0 in her Horticulture major and a 3.7 overall. The HGC awarded<br />

her one of our $1,500 scholarships to aid in her senior year endeavors and<br />

interests of nursery and floral crops.<br />

Kaylee Ites (New Braunfels) did an internship this past spring at Walt Disney<br />

World where she maintained greenhouses of food crops, propagating,<br />

irrigating and pruning plants and conducting tours. Her experience<br />

matches her goals of working in commercial landscaping to combining<br />

the beautiful floral design with the edible landscape while educating the<br />

public. Another Aggie with a 4.0 GPA in her major and a 3.97 overall.<br />

Audrey Pearson (Granbury) is another repeat recipient of the HGC<br />

scholarship attending Texas A&M with horticulture interest in fruit and<br />

vegetable production/management. While maintaining a 3.9 GPA in her<br />

major and her overall. Audrey is active in numerous clubs and activities<br />

that promote her talents and interests in her love of the beauty and<br />

function of plants.<br />

On a mission to incorporate underutilized methods of gardening in poor<br />

countries, Brianna Salsbury (League City) is another outstanding Texas<br />

A&M student with a 4.0 GPA in her major and a 3.84 overall, while doing<br />

an internship is Guatemala with local banana and coffee farmers. Per her<br />

professors, ‘Bree’s’ interests lie in the International Horticulture spectrum.<br />

David Figueroa (Houston) is a senior at Texas Tech and has a 4.0 GPA in his<br />

major and overall. His interest is owning his own nursery and landscaping<br />

design business. His professors state that he definitely has a passion for<br />

horticulture as he entered the program, self-taught, with the knowledge<br />

and experience exceeding seniors.<br />

From Georgetown, Sara Heitner, is a senior at Texas A&M with a 4.0 GPA in<br />

her major and a 3.54 overall. Sara is due to graduate in Dec. <strong>2017</strong>. She is<br />

passionate about sustainable environmental design and dedicated to her<br />

education and sharing with the world in parks and recreation areas.<br />

Each of the <strong>Hearthstone</strong> Garden Club Scholarship recipients received<br />

high praises from their professors and other associates, not only for<br />

high academic achievement, but for their hard work, dedication, energy,<br />

creativity and character.<br />

Thank you again to those in our community who support the <strong>Hearthstone</strong><br />

Garden Club in our efforts to fund our charities. Scholarships are only<br />

one of our charities and passions.We are involved in helping the Christian<br />

Assistance Ministries (CAM) in the Cypress area and Cy-Hope. Helping<br />

people in need is the mission of both CAM and Cy-Hope. They depend on<br />

donations to function and help meet the needs of the less fortunate. We<br />

work with the residents at Woodwind Lakes Healthcare & Rehab. Many<br />

of the residents have nothing more than their few belongings and no<br />

money to afford the little things which help make the day a little brighter.<br />

We make sure the residents receive gifts at Christmas by donating items<br />

we as members have purchased. We provide quarters for BINGO and<br />

prizes for their games. Part of the little extras which make a difference<br />

in the lives of the elderly and less fortunate. Our members volunteer at<br />

the Brookwood Community, in Brookshire, Texas, several times per year.<br />

Our ladies help out wherever they are needed. Brookwood has their own<br />

nursery and grow some fabulous plants. All of our charities are important<br />

and involvement is such a rewarding experience for our members. It is all<br />

about helping those in need.<br />

I hope everyone enjoys the month and the weather becomes a little<br />

kinder. As the neighborhood children return to school, keep an eye out.<br />

Slow down and enjoy the beauty of our neighborhood. Be aware of what is<br />

going on in <strong>Hearthstone</strong> and get involved. Get to know your neighbors and<br />

participate in our Neighborhood Watch. Just paying attention may make<br />

a difference for someone, as it did for some of our neighbors this summer.<br />

We invite anyone interested in attending any of our meetings or interested<br />

in joining our Garden Club to visit us. We meet every third Tuesday<br />

at 7 PM in the Ladies Locker room at <strong>Hearthstone</strong> Country Club, 7615<br />

Ameswood Road, Houston, Texas, 77095. You do not have to be a member<br />

of <strong>Hearthstone</strong> Country Club to be involved in <strong>Hearthstone</strong> Garden Club.<br />

We are not affiliated with <strong>Hearthstone</strong> Country Club. We look forward to<br />

seeing everyone on <strong>September</strong> 19 th to learn more about Roses.<br />

The Harris County Constable’s Office, Precinct 5 is now offering a class on<br />

Rape Aggression Defense (RAD). RAD is one of the best women’s self-defense<br />

courses available. It’s a program based on realistic self-defense tactics and<br />

techniques. It is a comprehensive self-defense course for women that<br />

begins with awareness, prevention, risk reduction and avoidance, while<br />

progressing on to the basics of hands-on defensive training. If you’re<br />

HEARTHSTONE STREETLIGHTS<br />

The <strong>Hearthstone</strong> HOA coordinates maintenance of all the streetlights<br />

throughout the community. This includes the “cobra head” lights like you<br />

see along many streets and highways, as well as the decorative light poles<br />

along Huffmeister and in some of the neighborhoods.<br />

Cobra head streetlights need to be reported to CenterPoint, using the pole<br />

number, which is the “address” for the light. It is a six digit number facing<br />

the street. You can report streetlights that are not working or staying on<br />

during the day at http://cnp.centerpointenergy.com/outage (Google<br />

streetlight outage) or give us the pole number and we will do it for you.<br />

Outages or problems with decorative streetlights should be reported<br />

to PCMI at 281-870-0585. Please note the exact intersection or closest<br />

address. The association has a contractor doing a monthly nighttime<br />

inspection for lights that are out, but if you see a problem, please report it,<br />

so we can achieve our goal to keep all the lights on all the time.<br />

TRASH DAYS<br />

Trash days are Tuesdays and Fridays with recycling pickup on Fridays. If<br />

you have questions, call 281-368-8397.<br />

BOARD MEETING<br />

Board Meetings are now bi-monthly, usually on the 3 rd Wednesday at 7:00<br />

PM. <strong>Hearthstone</strong> Country Club.<br />

LOST & FOUND PETS IN HEARTHSTONE<br />

Folks in <strong>Hearthstone</strong> are very helpful in getting lost pets reunited with<br />

their owners, but all dog owners should ensure that there is a tag on each<br />

dog with their name, address and phone number. Local pet stores have<br />

machines that make tags like this while you wait. At least that would help<br />

found dogs get back home quicker and with less trauma.<br />

Please visit the Association’s website. With a more attractive, easy to use<br />

design, the site contains a lot of useful information, including HOA news,<br />

quick reference numbers, free classifieds and a library of association<br />

forms and documents. If you think of anything you would like added,<br />

please let us know.<br />

Just register at the site using “Join our Mailing Lists” on the opening page.<br />

You will be automatically added to the email group.<br />

This group will be used to quickly but sparingly, get information out to<br />

members between newsletters. If you would like these messages sent to<br />

more than one email address, just register again with each address you<br />

want included in the group.<br />

The addresses will not be sold, distributed or used for any purpose other<br />

than association business. Your address will not even be shared among<br />

group members. Messages sent to the group will be limited to those<br />

authorized by the HOA Board of Directors.<br />

If you have already joined the email group, you do not need to do so again.<br />

HEARTHSTONE EXTERIOR MODIFICATIONS<br />

When making any changes to the exterior of your home, please keep<br />

in mind that you must first submit an application and receive written<br />

approval. An application can be obtained by sending a request to<br />

customercare@pcmi-us.com.<br />

The PCMI call center is manned by three people. The main number is 281-<br />

870-0585. The hours are 7 AM to 6 PM Monday through Thursday and 7<br />

AM to 5 PM on Fridays.<br />

SAFETY TIPS - AVOID BEING A VICTIM<br />

1. Call the constable’s office anytime you see a suspicious person and do<br />

not let race, age or gender influence you calling (a suspicious person is<br />

anyone you do not recognize on your street).<br />

2. Call the constable’s office when you see a suspicious vehicle (any vehicle<br />

parked in front of your neighbor’s home or driving around your street that<br />

you don’t recognize).<br />

3. Always keep all your doors and windows locked even when you are at home.<br />

4. Always keep your overhead garage door in the down position.<br />

5. Remember neighbors looking out for neighbors are how the police<br />

catch the bad guys.<br />

6. Make sure to do a vacation watch whenever you go out of town.<br />

7. If someone comes to your door, always go to the door and acknowledge<br />

that you are there and remember to never open the door for anyone that<br />

you do not know. The bad guys in almost all cases do not want you to be<br />

home. Then always call the constable’s office so that we can check them<br />

out. When they leave your house, they are going to your neighbors.<br />

8. If you have children that stay at home alone, no matter what their age,<br />

they need to go to the door and have a preplanned story for whoever is<br />

there (my dad is working on the computer, he says to come back later).<br />

Then have them call the constable’s office.<br />

9. Never do business with people you don not know and trust. Never open<br />

the door for solicitors. If no one in the neighborhood buys anything from<br />

them, the companies that they work for will quit sending them into your<br />

subdivision.<br />

10. Always lock your vehicles and never leave anything of value in plain<br />

sight (covering up an item with a jacket doesn’t count).<br />

We are located right here in <strong>Hearthstone</strong>! Our group is a great<br />

way to get to know other moms, help children make friends with<br />

future or current classmates and if you are new to the area, give<br />

you insight into the best places to eat, bring the kids, etc. We<br />

hope that you will join us at one of our meetings and/or join us<br />

newsletter/subdivision. Check the list of jobs you want on your<br />

the summer to make sure all the info is still good and that you<br />

St. Cuthbert Episcopal School’s <strong>2017</strong>-2018 registration is underway and<br />

will continue each day during school hours until all of our classes are filled.<br />

We offer 2, 3 or 5 day classes, including a Bridge/Kindergarten class. St.<br />

Cuthbert School enrolls students ages 18 months through 5 years. School<br />

hours are Monday-Thursday, 9 AM to 2 PM and Friday, 9 AM to 12 noon.<br />

Our Bridge/Kindergarten program is designed for children who are<br />

not quite ready for kindergarten. This class allows children to succeed<br />

at learning with greater ease and confidence, by helping them bridge<br />

academic and developmental gaps. The St. Cuthbert School program<br />

provides a loving, Christian environment offering the children weekly<br />

chapel, as well as music and movement, library and computer classes. Our<br />

curriculum includes Handwriting without Tears, Reading A-Z, Math and<br />

Science. The program is open to all children, regardless of race, nationality<br />

ST. ELIZABETH ANN SETON CATHOLIC SCHOOL<br />

The <strong>2017</strong>-2018 SEASCS Cheerleaders were hard at work this summer at St.<br />

Pius X High School Cheer Camp. The girls learned new material and used<br />

teamwork to earn not one but TWO 1 st place trophies in the Panther Roar<br />

Cheer and Chant Competition. The SEASCS squad also earned “Superior<br />

Jumps,” several top place ribbons on their evaluations and brought home<br />

a Spirit Stick. Ashlynn G. won the top Cheerleader Award, one of 5 spots<br />

on the Panther Pride squad. Congratulations to the SEASCS Cheerleaders!<br />

student with his/her academic and social development. Mentors meet<br />

Currently, over 700 mentors are matched with students. Mentors must be<br />

18 years or older.<br />

To become a mentor, you must attend a training session, complete a<br />

global volunteer/mentor application and consent to a criminal history<br />

record check.<br />

• Index 1: Student Achievement - Measures how many students passed<br />

the STAAR at the current passing standard;<br />

• Index 2: Student Progress - Measures how many students made<br />

progress from 2015 to 2016;<br />

• Index 3: Closing Performance Gaps - Measures the progress of students<br />

in the economically disadvantaged student group along with the two<br />

lowest-performing student groups from the previous year; and<br />

• Index 4: Postsecondary Readiness - Measures how many students<br />

passed the STAAR at the final recommended standard on two or more<br />

tests (all levels) and graduation rate, graduation diploma plan and a<br />

postsecondary component (high schools only).<br />

<strong>2017</strong> DISTINCTION DESIGNATIONS<br />

The Texas Education Agency (TEA) released its annual distinction<br />

designations for campuses earning the accountability rating of Met<br />

Standard. Campuses that receive an accountability rating of Met Standard<br />

are eligible to earn distinction designations, which are awarded for<br />

achievement and progress in the following areas:<br />

Academic Achievement in English Language Arts/Reading;<br />

Academic Achievement in Mathematics;<br />

Academic Achievement in Science;<br />

Academic Achievement in Social Studies;<br />

Top 25%: Student Progress;<br />

Top 25%: Closing Performance Gaps and<br />

Postsecondary Readiness.<br />

Each campus is assigned to a unique comparison group made up of<br />

Texas schools that are most similar to it. The groups are determined on<br />

grade levels served, size, percentage of students who are economically<br />

disadvantaged, mobility rate. It also includes the percentage of English<br />

language learners, students receiving special education services and<br />

students enrolled in an Early College High School program.<br />

A campus earns a distinction designation if it is in the top quartile of its<br />

comparison group for Top 25% student progress and Top 25% closing<br />

performance gaps and at least 33 percent (high schools) and 50 percent<br />

(elementary and middle schools) of the indicators used to award the<br />

distinction in the other areas.<br />

What Can a Girl Scout Do? Let’s rephrase that question with…what CAN’T<br />

a Girl Scout do?<br />

While some people still think of Girl Scouts as just cookies, campfires and<br />

friendship bracelets, Girl Scouts is so much more! They are big thinkers,<br />

ground-breakers and role models. They design robots, improve their<br />

communities - and yes, Girl Scouts sell the best cookies on the planet!<br />

A Girl Scout is a G.I.R.L. (Go-getter, Innovator, Risk-taker, Leader). Girl<br />

Scouts teaches girls to empower themselves by engaging in girl-led,<br />

collaborative and hands-on experiences. Guided by supportive adults<br />

who help them pursue their goals, girls participate in a variety of fun and<br />

challenging activities.<br />

Girl Scouts is the largest leadership organization for girls. To join, girls<br />

must be in grades kindergarten-12 th grade. The annual membership is $25<br />

and financial assistance is available, if needed.<br />

Girl Scouting is open to all girls ages 5(must be in kindergarten) through<br />

18 who are willing to accept the Girl Scout Promise and law. Copper<br />

Creek Meadows Community serves girls in the residence areas for the<br />

elementary schools listed below, as well as the corresponding middle<br />

and high schools. Home schooled and private school students are always<br />

playing time and play every position, co-ed/balanced teams, positive coaching and<br />

BRIDGELAND COMMUNITY FUN RUN FOR HEROES<br />

Saturday, October 28 th<br />

The Bridgeland Community Fun Run for Heroes will be held Saturday,<br />

October 28 th at Bridgeland’s Festival Park. The race begins at 7 AM and<br />

includes a 5k route through the scenic Bridgeland community. There<br />

will also be a 1k children’s walk beginning at 7:30 AM, along with booth<br />

vendors and entertainment. The children’s walk is open to strollers and<br />

children are encouraged to come dressed as their favorite super hero.<br />

Prizes will be awarded for the best children’s costumes. Each participant<br />

may have sponsors who pledge a contribution for every mile they run on<br />

behalf of our service men and women. Special prizes will be awarded to<br />

those who meet predetermined fund levels. There will also be 1 st , 2 nd and<br />

3 rd place trophies awarded to the top three finishers of the timed race. For<br />

CYPRESS 5K FUN RUN AND PUPPY PARADE<br />

Cypress and Houston area residents can strengthen their families, their<br />

bodies, their neighborhood school and their dogs at a very fun family<br />

friendly event this fall. Cypress 5K Fun Run and Puppy Parade benefiting<br />

the Performing Arts Department at Spillane Middle School will take place<br />

Saturday, November 18 th at 9 AM at Spillane Middle School, 13403<br />

Spillane Woods Blvd.<br />

The event is the school’s fourth annual Fun Run and will feature a timed<br />

run. You don’t have to be a competitive runner to participate since the race<br />

also features a family run for those pushing strollers or wanting to walk and<br />

a dog walking segment. The race will begin at Spillane Middle School and<br />

go through the Coles Crossing neighborhood. Medals will be awarded in<br />

FLU SEASON KICKOFF PARTY<br />

The Shots for Holly crew is gearing up for the 4 th annual Flu Season Kickoff<br />

Party, set for Sept. 9 th at The Shack, 12710 Telge Road in Cypress from<br />

11 AM to 2 PM. There will be information about the flu, prevention and<br />

inoculations, as well as our infamous bus for picture-taking, raffle items<br />

and games. One of our clinic partners will be there to administer the flu<br />

shots and the band Soul Shine will be providing a backdrop of great music.<br />

Proceeds from the raffle items will fund ongoing educational programs.<br />

Each year, approximately 50,000 people die of flu-related complications,<br />

according to the Center for Disease Control. Deaths among young people<br />

Christ Clinic of Katy will host its 6 th annual “Breakfast for a Blessing” on<br />

PEARL FINCHER MUSEUM OF FINE ARTS<br />

Fall Exhibits Open <strong>September</strong> 30 th<br />

This fall, the Pearl Fincher Museum of Fine Arts is thrilled to present an<br />

exhibition titled Anat Ronen: Urban Legend. After coming to the U.S.<br />

from Israel in 2007, Anat Ronen embarked on a new career in art and has<br />

become one of the most exciting and highly regarded street artists of our<br />

<strong>Hearthstone</strong> Community Newsletter | <strong>September</strong> <strong>2017</strong> 23


day-though she has no formal training in art. Typically she works on largescale<br />

projects that can reach over 30 feet tall, with more than 500 pieces<br />

in public spaces including highways, bridges, buildings, churches and<br />

schools.<br />

Also this fall, the museum will present Contemporary Quilt Art from the<br />

International Quilt Festival Collection. For more than three decades,<br />

Karey Bresenhan, founder of the Houston International Quilt Festival and<br />

Nancy O’Bryant Puentes have been purchasing studio art quilts for their<br />

corporate collection. For the first time ever, part of this collection has been<br />

assembled into a nationally-touring exhibition of 25 quilts and the Pearl is<br />

delighted to be one of the stops on that tour.<br />

Fall exhibits will open Saturday, <strong>September</strong> 30 th . The Pearl Fincher<br />

Museum of Fine Arts is open from 10 AM-5 PM Tuesday through Saturday.<br />

Admission is free, but a suggested donation of $5 per adult is appreciated.<br />

BAYOU CITY ART FESTIVAL DOWNTOWN ANNOUNCES<br />

REQUESTS FOR VOLUNTEERS OCTOBER 14-15, <strong>2017</strong><br />

The Art Colony Association, Inc. (ACA) is in need of volunteers for Bayou<br />

City Art Festival Downtown on Saturday and Sunday, October 14-15,<br />

<strong>2017</strong>. Volunteers have the option of choosing various roles and shifts for<br />

either or both days. Shifts for Friday afternoon and evening will also be<br />

available for artist check-in and festival load-in.<br />

The festival offers volunteers the opportunity to make new friends and<br />

meet artists from around the country. After every shift, volunteers will be<br />

entered in a raffle and have the chance to win prizes, including gift cards<br />

to local restaurants, movie and museum tickets. All volunteers will receive<br />

a t-shirt and be able to enjoy the festival at no cost before and after their<br />

shift. The minimum age to sign up is 13 and group volunteering is also<br />

available. Anyone interested in becoming a volunteer can sign up here.<br />

Bayou City Art Festival will be held under the iconic Houston Downtown<br />

skyline, 10 AM - 6 PM. The festival will spotlight more than 300 artists from<br />

19 different disciplines and benefit local non-profits. Online tickets are on<br />

online are $12 for adults and $5 for children 6-12; children five and under are<br />

free. Tickets at the gate are $15 for adults. Also available online are two-day<br />

Recurring daily - Mercer Botanic Gardens. The arboretum and botanic<br />

gardens are divided by Aldine Westfield Road. On the east side is the<br />

botanic gardens where over 20 acres of beautifully maintained gardens<br />

Harris County Precinct Three Commissioner Steve Radack has opened the<br />

much anticipated Richard & Meg Weekley Community Center. Located at<br />

8440 Greenhouse Road, the center is now open to the general public for a<br />

Special CHEERS is a 501(c)(3) non-profit organization dedicated to<br />

providing Occupational Therapy to children with special needs of all ages<br />

living in and around the greater Houston area. Our facility is unique in that<br />

we utilize animals, including horses, dogs, goats, pigs, lambs and rabbits<br />

as an integral part of each child’s therapy treatment plan. Being a nonprofit<br />

organization, we are constantly looking for extra help around the<br />

farm. Therefore, Special CHEERS would like to welcome all high school<br />

and college-aged students interested in working with both children and<br />

animals to volunteer after school, on the weekends or seasonally (i.e.,<br />

FOSTER CHILDREN:<br />

PREPARATION FOR ADULT LIVING (PAL)<br />

When foster children reach age 18, they are considered independent.<br />

That’s difficult for kids who have been wards of the state, with necessities<br />

arranged by caseworkers with state funds. Now they’ll have to figure out<br />

how to organize themselves and make their money last a whole month.<br />

Fortunately, Child protective Services offers them a program to help<br />

prepare for independence: Preparation for Adult Living (PAL). The year-long<br />

course culminates in an all-day workshop hosted by the National Council<br />

for Jewish Women (NCJW). The course is held at Junior Achievement’s<br />

BizTown, using computer kiosks sponsored by local businesses.<br />

DREAM DACHSHUND RESCUE<br />

DREAM Dachshund Rescue, Education & Adoption Mission is a<br />

Houston-based 501(c)(3) nonprofit organization dedicated to<br />

rescuing abandoned Dachshunds and finding new homes for<br />

Dachshunds whose owners can no longer care for them. Our<br />

committed volunteers, working closely with local veterinarians,<br />

provide our Dachshunds with quality medical care and loving<br />

foster homes until they are adopted into carefully screened,<br />

forever homes.<br />

DREAM is currently looking for caring volunteers to provide<br />

temporary foster care for our many rescued Dachshunds-in-need,<br />

currently awaiting adoption. Prior to their adoption, DREAM<br />

continues to pay for all medical care and monthly heart worm<br />

prevention. There is no long-term commitment required. Food,<br />

water, shelter and a soft place to rest is all you need to provide.<br />

NEW LAWS<br />

IN TEXAS<br />

EFFECTIVE IN<br />

<strong>2017</strong><br />

The Texas legislature met from<br />

January through May and passed<br />

several new laws as well as<br />

changed laws that will go into<br />

effect in <strong>2017</strong>. They range from<br />

texting while driving, drones, to<br />

swords, to protecting good Samaritans. Below are a few laws that are<br />

effective immediately or going into effective <strong>September</strong> 1 st .<br />

Texting While Driving<br />

Effective <strong>September</strong> 1 st , there will be a statewide band on texting<br />

while driving. The bill bans drivers from texting while a vehicle is<br />

moving, making it a misdemeanor offense punishable by a fine ranging<br />

from $25 to $99, with penalties up to $200 for repeat offenders. The<br />

law allows drivers to use their phones for GPS and would not allow<br />

violators to be fined under both state law and local ordinances.<br />

People Allowed to Carry Swords<br />

People can carry bowie knives, swords, daggers and spears in public<br />

under a law that goes into effect <strong>September</strong> 1 st . Current law allows<br />

people to carry knives no more than 5.5 inches long. While it will be<br />

okay to carry the larger weapons in public, it is illegal to take into<br />

bars, schools, colleges, churches, sporting events and numerous other<br />

facilities.<br />

Amnesty for Sex Assault Witnesses<br />

Students who witness and report a sexual assault while they are<br />

involved in illegal activity, such as drinking, would be given amnesty.<br />

Recording Higher Ed Sex Assaults Electronically<br />

Effective immediately, this law will allow college employees and<br />

students to submit electronic and anonymous reports of sexual<br />

assaults to their institutions.<br />

Ridesharing Returns<br />

Last year some ridesharing companies, like Uber and Lyft, were<br />

mandated to fingerprint drivers before they could pick up customers<br />

in their cities. Effective immediately, this new law, bans cities from<br />

enforcing similar measures on these types of ridesharing companies.<br />

Cheaper to Carry a Gun<br />

Effective <strong>September</strong> 1 st the fees for carrying a gun in Texas are now<br />

cheaper under Senate Bill 16. The law lowers fees for a first-time<br />

license to carry a handgun from $140 to $40 and the renewal fee is also<br />

reduced from $70 to $40.<br />

Be Careful Where You Fly your Drone<br />

Effective <strong>September</strong> 1 st the state has banned unmanned aircraft, like<br />

drones, over correctional and United States Immigration, Customs<br />

Enforcement detention facilities and large sports venues. Exceptions<br />

include unmanned aircraft authorized by a law enforcement agency or<br />

with the permission of the operator of the sports venue.<br />

David’s Law<br />

The new state law on cyber bullying makes it a Class A misdemeanor to<br />

harass or cyberbully someone under age of 18 through text messages,<br />

social media, websites or other means with the intent to cause them to<br />

commit suicide or harm to themselves.<br />

Voter ID changes<br />

If don’t have a valid photo id, voters will be able to cast their ballots if they<br />

show some other documentation with their name and home address<br />

(Bank statement or Utility bill). Voters would also need to sign an affidavit<br />

saying there is a good reason they don’t have a valid photo ID.<br />

No More Straight-Ticket Voting<br />

Straight ticket voting is out! Voters will no longer be allowed to cast<br />

their ballot for an entire slate of Republican or Democratic candidates.<br />

You will now have to vote for each candidate individually.<br />

Lottery Winners<br />

Effective <strong>September</strong> 1 st . Individuals who win prizes of at least $1<br />

million can choose to remain anonymous and prohibit the release of<br />

all personal information to the public.<br />

Civil Protections for Good Samaritans<br />

Effective <strong>September</strong> 1 st a new law protects good Samaritans from<br />

civil lawsuits if they break in a vehicle if they have reason to belief the<br />

person is in imminent harm, has first notified 911, uses appropriate<br />

amount of force and remains with the individual in a safe location. This<br />

replaces current law that leaves good Samaritan open to civil suits.<br />

No More Suspensions for Young Students<br />

Effective immediately. Schools can no longer suspend students below<br />

third grade. Instead public schools need to discipline children in a way<br />

that enforces positive behavior.<br />

More Frequent Background Checks for College Referees<br />

Effective <strong>September</strong> 1 st sport officials registered with the UIL will have to<br />

undergo criminal background checks every three years instead of just one.<br />

Help for Relatives Caring for Abused Children<br />

The state will now pay $350 a month to families caring for abused or<br />

neglected children they are related to. Currently the state pays families<br />

$1,000 initially and $500 a year.<br />

Attacking Police Officers is Now Officially a Hate Crime<br />

If a person attacks a former or current law enforcement officer they<br />

could be found guilty of committing a crime. The change puts crimes<br />

against law enforcement in the same category as crimes based on a<br />

person’s race, color, disability, religion, national origin, age, gender or<br />

sexual preference.<br />

BUTTERSCOTCH BREAD PUDDING<br />

You could make this on National Butterscotch Pudding Day<br />

<strong>September</strong> 19 th !<br />

INGREDIENTS:<br />

1 loaf day-old bread, torn into small pieces<br />

4 cups milk<br />

2 cups brown sugar<br />

1/2 cup butter, melted<br />

3 eggs, beaten<br />

2 teaspoons vanilla extract<br />

1 cup butterscotch chips<br />

DIRECTIONS:<br />

Preheat oven to 350 degrees F (175 degrees C). Butter a 9x13<br />

inch baking dish. In a large bowl, combine bread, milk, sugar,<br />

butter, eggs, vanilla and butterscotch chip, mixture should be the<br />

consistency of oatmeal. Pour into prepared pan.<br />

Bake in preheated oven 1 hour, until nearly set. (It should have a<br />

“thigh wiggle” or wiggle as much as a well endowed thigh.) Serve<br />

HEALTHY COWBOY CAVIAR<br />

This healthy cowboy caviar recipe (also known as Texas<br />

caviar) is made with all-natural ingredients! Serve it as a dip,<br />

salsa or salad Recipe yields a lot of “caviar,” about 8 cups.<br />

Ingredients<br />

2 (14-ounce) cans black-eyed peas, rinsed and drained,<br />

or 3 cups cooked black-eyed peas<br />

1 (14-ounce) can black beans, rinsed and drained,<br />

or 1 ½ cups cooked black beans<br />

1 ½ cups fresh corn kernels (about 2 ears of corn),<br />

or 1 (14-ounce) can corn, drained<br />

1 ½ cups chopped tomatoes (I used about 4 Roma<br />

tomatoes, about ¾ pound)<br />

1 medium green, red, orange and yellow bell pepper<br />

¾ cup chopped red onion (about ½ small red onion)<br />

½ cup chopped cilantro, leaves and stems<br />

1 to 2 jalapeños, ribs removed, seeded and finely<br />

chopped<br />

1 avocado (optional)<br />

Italian dressing<br />

1/3 cup olive oil<br />

3 tablespoons red wine vinegar or lime juice<br />

2 medium cloves garlic, pressed or minced1<br />

to 1 ½ teaspoons salt, to taste<br />

1 teaspoon dried oregano<br />

½ teaspoon dried basil<br />

1 teaspoon maple syrup or honey<br />

1/8 teaspoon red pepper flakes<br />

Freshly ground black pepper, to taste<br />

Instructions<br />

In a large serving bowl, combine the drained black-eyed peas, black<br />

beans, corn, chopped tomatoes, bell pepper, onion, cilantro and<br />

jalapeño. If you’ll be including avocado, wait to dice it until you’re<br />

ready to serve the dip, so it doesn’t turn brown in the meantime.<br />

In a cup, whisk together the dressing ingredients until emulsified.<br />

Drizzle the dressing over the serving bowl and toss until well mixed.<br />

Season to taste with additional salt and pepper. For best flavor, let<br />

the mixture marinate for at least 20 minutes before serving. If you’re<br />

adding avocado, mix it in just before serving.<br />
