BOARD MEETING (2 ND WED. OF EACH MONTH
IS USUAL MONTHLY MEETING)
GLENCAIRN CRIME WATCH
TIPS FROM OUR DEPUTIES AND P.O.V. DEPUTIES
Statistics have proven that outdoor lighting of your home is one
of the easiest, least costly and obvious deterrents a homeowner
can utilize to help prevent becoming a victim of the crime. So,
why is it that so many Glencairn residents fail to take advantage
of lighting?
As observed by your Contract Deputies and P.O.V. Deputies and
as followed with a visual survey done, a staggering 60% of homes
had no form of outdoor security lighting whatsoever.
The actual information was gathered on a street by street basis.
However, to report each street’s statistics would have been both
lengthy in space as well as further adding to the potential of criminal
activity on those darkest of streets. It is with the interest of
residents that this report is given, in hopes of shedding some light
(pun intended) on what is an alarming number of homes in our
neighborhood without any form of outdoor lighting. In addition to
lighting your home’s exterior, a clear and unobstructed view of the
front and sides of your homes would best serve you, the resident,
as these deputies patrol. The Deputies clearly are not suggesting
residents cut down every shrub blocking any portion of your
home. Many residents expend many hours of labor keeping their
yards and shrubs trimmed and looking attractive. It is only their
intent to remind those who need to do a little “bush-wacking” to
pull out the hedge clippers and for those who need to either add
to or utilize existing lighting do so. It should also be noted that in
these nights of observation, far too many garage doors were left
open, as well as bicycles and other valuables left outside making
you an easy target for crime.
One further note from your Deputies and P.O.V. Deputies, it
would greatly behoove you to check and repaint as needed the
street numbers marked on your curbs. This will assist any and
all emergency personnel in finding your home if and when you
ever needed it.
PATTY HILL - CRIME WATCH COORDINATOR
COMMUNITY VOLUNTEERS
Your Board of Directors are volunteers from your community that
give up their time in an effort to make Glencairn a better place to
live. More importantly, they strive to keep the property values up
since your home is probably your single largest investment. We
trust you will understand that Board members do not mind discussing
association issues with members. We respectfully request that
homeowners do not approach Board members away from Board or
member meetings to discuss personal deed restriction or collection
matters. The individual Board members cannot make a decision on
an individual basis. It takes a majority vote of the Board to make
a decision. That is why the Board meets on Mondays before the
member meeting to discuss issues with members.
CALL SHERIFF’S OFFICE TO REPORT
AFTER HOURS & ILLEGAL ACTIVITY
If your home backs up to the greenbelt, please call the Sheriff’s
Office at 713-221-6000 if you see or hear suspicious people,
underage drinking, graffiti artists or any activity after 10 PM,
etc. Graffiti has extended to some homeowner fences and to the
sidewalks. It is imperative that you call the Sheriff’s Office, give
your address and explain that this area is behind your home in
order to get this activity stopped.
We are looking at solutions to this problem of recalcitrant teens
and young people in their 20’s who have nothing better to do
with their time than disobey the law and terrorize the neighbors.
Glencairn | September 2017
3

All common areas (the pool area, the parks, the civic center, tennis
courts, etc.) in Glencairn are closed at 10 PM. After 10 PM, people at any
of the common areas are in violation of the trespassing laws of Texas.
EMAIL LIST SET UP FOR INSTANT
PROBLEM NOTIFICATION
If you would like to join the Glencairn Crime Watch email list, please
send your name, address and telephone number along with the email,
which you check frequently, to Patty Hill at glencairncrimewatch@
live.com. The meeting for the Glencairn Crime Watch is the second
Wednesday of the month.
You will receive information, which has been sent to me from the Sheriff’s
Office, from citizens who have observed events, etc. In addition,
if you want to volunteer as a Block Captain for your street, you can do
so by sending an email.
Sadly, in this era of commuting and busy schedules, few of us get to
know our neighbors. At one time in our history, neighbors knew when
there was a problem and immediately told their neighbors. This effort
will offer information as it comes to my attention. Rumors will be
checked out by the Sheriff’s Office before the information is shared via
email to the residents. Glencairn is doing a great job watching out for
each other and calling the Sheriff’s Department to report suspicious
activities, our criminal activity has steadily gone down.
SLOW DOWN IN THE NEIGHBORHOODS
Almost everyone is aware that the Sheriff’s Office has adopted a zero
tolerance of speeding and other violations of the law with a motor
vehicle. That zero tolerance has resulted in an average of 50 tickets per
month issued in Glencairn. The speed limit in residential areas, by Texas
law, is 30 miles per hour. There are cautionary signs regarding slower
speeds on curves. There are stop signs, which indicate the vehicle
must come to a complete stop. Residents of Glencairn want to see a
slower pace of traffic for the protection of all-especially the children.
For some reason, the people of Harris County seem to be perpetually
late. A suggestion for each of us is to leave five minutes early in order to
avoid the impulse to speed. Develop patience; we do not want a fatality
auto-pedestrian accident in our neighborhood or any serious accident
caused by thoughtless speed. Be mindful of where you are driving.
STREETLIGHTS OUT?
Please report outages of streetlights to Centerpoint Energy. Get the
pole number, as well as, the nearest street address and call 713-207-
2222. It is very important that non-working lights are reported for the
safety of each of us. Call it in, call it in!
GLENCAIRN TEENAGER JOB SEEKERS
If you are between 12 and 18 and would like to be added to the teenage
job seeker’s list, please fill out the form on our website (www.
with your name, birthdate (mo. & yr.), phone number, year you will
graduate and the name of your newsletter/subdivision. Check the
list of jobs you want on your form. Please make sure your email is
correct, we send emails in the summer to make sure all the info is
still good and that you want to stay on the list. If we do not hear
back from you after 3 tries, we will remove you from the list until
we do. Must have parent(s) permission.
DISCLAIMER
out references if you do not personally know those listed. This is
time jobs. Responsibility for any work done by these teenagers is
SCOOP YOUR PET’S POOP
Please remember to be respectful of your neighbors’ yards and the
community grounds. When you take your pet for a walk, come prepared
with a scooper and a recycled grocery bag or anything else. If
your pet poops during your walk, please scoop and trash. It may not
be the most fabulous way to walk your pet, but it does show that
you respect your fellow neighbors’ and our beautiful community.
LEASH LAW
Animals that are not properly restrained pose a threat to all our residents.
While you may know your pet is friendly, an animal running
at someone who is walking by is very scary for that person. Many
children are afraid of animals and become frightened, which could
result in the child getting hurt trying to avoid the animal.
Harris County Animal Control advises, “All dogs and cats must be
kept under restraint while in the unincorporated areas of Harris
County, Texas. The custodian of a dog or cat is not authorized
to have, harbor or keep any unlicensed dog or cat nor to allow
any dog or cat to become a stray.”
Restraint is defined as “the control of a dog or cat
under the following circumstances:
Glencairn | September 2017
While it may be nice to have your animal out in the yard while you
work or play, it is against the law, unless the animal is properly
restrained.
Let’s all help keep our community a safe and comfortable place
for all our residents by being responsible pet owners. This will not
only protect anyone who may be walking or bicycling in the area,
but also the pet owner who could be held legally responsible or
possibly sued for failing to properly restrain their pet.
Please remember that cats fall under the same laws as dogs and
must be licensed and kept restrained when not on the premises
of the owner. We’ve been told that spreading moth balls in flower
beds might keep cats away.
is not properly restrained please contact:
Over 30 Years Experience
GARDEN TIPS FOR SEPTEMBER
Time now to make plans for fall landscaping projects.
• Clean up flowerbeds of fallen foliage, yellowed leaves and dead
wood. Light green leaves may signify lack of iron (chlorosis). Correct
with iron cheleates.
• Cut off old dead foliage on irises. Scratch in a little bone meal
around the roots.
• Prune roses to reshape and groom plants for fall growth. Follow
up with a dose of fertilizer the first week of September.
• Plants come out of summer rest and go crazy. Insect populations
explode as we get into cooler temperatures. Diseases that have
been dormant wake up.
- Citrus, croton, avocado and mango are susceptible to spider
mites and thrips. Discourage them with a strong jet of water from
a hose directed to the undersides of the leaves.
- Hibiscus, citrus, palms, gardenia and ixora are susceptible to
scale and mealybug.
• Winter vegetable gardens and perennials get planted.
• Wait until November to plant petunias and pansies.
• Fire ants baits should be put out in September-October to lessen
the number of eggs that make it to Spring.
• St. Augustine grass gets its fall fertilizer during September. Continue
to mow at maximum height. You want to leave a lot of leaf
surface to produce carbohydrate reserves for the winter.
• Keep an eye out for sod webworms. First sign of them is grass that
appears to stop growing. You need to get them early for biological
controls to work. When the caterpillars are only 1/4 inch, Bacillus
thuringiensis applications can slow them. Bt is a bacteria that works
on the caterpillars’ digestive systems and makes them stop feeding.
Do the application late in the day. The larvae feed at night and you
want them to get nice fresh Bt.
• When the heat and drought end, the weather could bring brown
patch disease in the St. Augustine grass. Watch for yellowish spots
if the nights drop into the 60’s and days stay in the 80’s.
• Get any pruning of hedges and such done now. You want the flush
of new growth to be hardened-off before the end of October. Tree
pruning should be put off until winter, when the trees are dormant.
• Pre-emerge herbicide applications targeting annual bluegrass and
the earlier-germinating winter broadleaf weeds needed to be put
out starting in mid-August.
What Can a Girl Scout Do? Let’s rephrase that question with…
what CAN’T a Girl Scout do?
While some people still think of Girl Scouts as just cookies, campfires
and friendship bracelets, Girl Scouts is so much more! They are big
thinkers, ground-breakers and role models. They design robots, improve
their communities - and yes, Girl Scouts sell the best cookies
on the planet!
A Girl Scout is a G.I.R.L. (Go-getter, Innovator, Risk-taker, Leader).
Girl Scouts teaches girls to empower themselves by engaging in girlled,
collaborative and hands-on experiences. Guided by supportive
adults who help them pursue their goals, girls participate in a variety
of fun and challenging activities.
BOY SCOUTS
BOY SCOUTS OF AMERICA - COPPERHEAD DISTRICT
For 100 years, Scouting programs have instilled in youth the values
found in the Scout Oath and Scout Law. Today, these values are just
as relevant in helping youth grow to their full potential as they were
in 1910. Scouting helps youth develop academic skills, self-confidence,
ethics, leadership skills, outdoor skills and citizenship skills
that influence their adult lives.
The Boy Scouts of America provides youth with programs
and activities that allow them to:
• Try new things.
• Provide service to others.
• Build self-confidence.
• Reinforce ethical standards.
Scouting provides youth with a sense that they are important as individuals
while promoting activities that lead to personal responsibility
and high self-esteem. As a result, when hard decisions have to be made,
peer pressure can be resisted and the right choices can be made.
Other Community groups include: Autumn Creek Baptist Church,
Beck and Masten Automotive, Cornerstone United Methodist Church,
Copperfield Church, Crossbridge Church, Cy-Fair Kiwanis Club, Deerfield
Can Chiropractic Help ME ?
We are often asked, “What’s the best way of finding out whether or not a doctor
of chiropractic can help my problem?”
We believe the answer can be found in a complete chiropractic consultation and examination,
including x-rays. And to help find out for sure, we will do a complete consultation
and examination, including x-rays, if necessary,
(procedures that normally cost $187.00 or more) for $25.00.
We will make this special program available through September.
The only exception to the offer involves personal injury cases (workers’ compensation
and auto accidents) in which there is no charge directly to the patient.
NEW LAWS IN TEXAS EFFECTIVE IN 2017
The Texas legislature met from January through May and passed
several new laws as well as changed laws that will go into effect in
2017. They range from texting while driving, drones, to swords, to
protecting good Samaritans. Below are a few laws that are effective
immediately or going into effective September 1 st .
Texting While Driving
Effective September 1 st , there will be a statewide band on texting
while driving. The bill bans drivers from texting while a vehicle is moving,
making it a misdemeanor offense punishable by a fine ranging
from $25 to $99, with penalties up to $200 for repeat offenders. The
law allows drivers to use their phones for GPS and would not allow
violators to be fined under both state law and local ordinances.
People Allowed to Carry Swords
People can carry bowie knives, swords, daggers and spears in public
under a law that goes into effect September 1 st . Current law allows
people to carry knives no more than 5.5 inches long. While it will be
okay to carry the larger weapons in public, it is illegal to take into
bars, schools, colleges, churches, sporting events and numerous
other facilities.
Amnesty for Sex Assault Witnesses
Students who witness and report a sexual assault while they are involved
in illegal activity, such as drinking, would be given amnesty.
Recording Higher Ed Sex Assaults Electronically
Effective immediately, this law will allow college employees and
students to submit electronic and anonymous reports of sexual
assaults to their institutions.
Ridesharing Returns
Last year some ridesharing companies, like Uber and Lyft, were
mandated to fingerprint drivers before they could pick up customers
in their cities. Effective immediately, this new law, bans cities
from enforcing similar measures on these types of ridesharing
companies.
Cheaper to Carry a Gun
Effective September 1 st the fees for carrying a gun in Texas are now
cheaper under Senate Bill 16. The law lowers fees for a first-time
license to carry a handgun from $140 to $40 and the renewal fee is
also reduced from $70 to $40.
Be Careful Where You Fly your Drone
Effective September 1 st the state has banned unmanned aircraft, like
drones, over correctional and United States Immigration, Customs
Enforcement detention facilities and large sports venues. Exceptions
include unmanned aircraft authorized by a law enforcement agency
or with the permission of the operator of the sports venue.
David’s Law
The new state law on cyber bullying makes it a Class A misdemeanor
to harass or cyberbully someone under age of 18 through text
messages, social media, websites or other means with the intent
to cause them to commit suicide or harm to themselves.
Voter ID changes
If don’t have a valid photo id, voters will be able to cast their ballots
if they show some other documentation with their name and
home address (Bank statement or Utility bill). Voters would also
need to sign an affidavit saying there is a good reason they don’t
have a valid photo ID.
No More Straight-Ticket Voting
Straight ticket voting is out! Voters will no longer be allowed to cast
their ballot for an entire slate of Republican or Democratic candidates.
You will now have to vote for each candidate individually.
Lottery Winners
Effective September 1 st . Individuals who win prizes of at least $1
million can choose to remain anonymous and prohibit the release
of all personal information to the public.
Civil Protections for Good Samaritans
Effective September 1 st a new law protects good Samaritans
from civil lawsuits if they break in a vehicle if they have reason to
belief the person is in imminent harm, has first notified 911, uses
appropriate amount of force and remains with the individual in a
safe location. This replaces current law that leaves good Samaritan
open to civil suits.
No More Suspensions for Young Students
Effective immediately. Schools can no longer suspend students
below third grade. Instead public schools need to discipline children
in a way that enforces positive behavior.
More Frequent Background Checks for College Referees
Effective September 1 st sport officials registered with the UIL will
have to undergo criminal background checks every three years
instead of just one.
Help for Relatives Caring for Abused Children
The state will now pay $350 a month to families caring for abused
or neglected children they are related to. Currently the state pays
families $1,000 initially and $500 a year.
Attacking Police Officers is Now Officially a Hate Crime
If a person attacks a former or current law enforcement officer
they could be found guilty of committing a crime. The change puts
crimes against law enforcement in the same category as crimes
based on a person’s race, color, disability, religion, national origin,
age, gender or sexual preference.
CFISD EARNS TEA’S MET STANDARD RATING
FOR FIFTH STRAIGHT YEAR
Once again this year, Cypress-Fairbanks ISD is the largest district in
Texas to have all eligible schools receive the Met Standard designation
(highest possible ratings) in the state accountability system.
To receive a Met Standard rating, campuses must meet the applicable
Index target on Index 1 or 2 and Index 3 and 4:
• Index 1: Student Achievement - Measures how many students
passed the STAAR at the current passing standard;
• Index 2: Student Progress - Measures how many students made
progress from 2015 to 2016;
• Index 3: Closing Performance Gaps - Measures the progress of
students in the economically disadvantaged student group along
with the two lowest-performing student groups from the previous
year; and
• Index 4: Postsecondary Readiness - Measures how many students
passed the STAAR at the final recommended standard on two
or more tests (all levels) and graduation rate, graduation diploma
plan and a postsecondary component (high schools only).
“High expectations, believing all students can be successful, and
doing whatever it takes to help student achieve is the attitude you
find at all of our campuses,” said Dr. Linda Macias, CFISD associate
superintendent of curriculum & instruction and accountability.
“Our campus administrators, teachers and district team are
committed to providing our students with quality instruction,
monitoring their success and offering support when needed. Our
schools have once again achieved the ‘Met Standard’ rating and
reached the target for all four indices that are a part of the state
accountability system. I’m very proud of the work they do.”
CFISD CAMPUSES EARN 2017 DISTINCTION DESIGNATIONS
The Texas Education Agency (TEA) released its annual distinction
designations for campuses earning the accountability rating of
Met Standard. Campuses that receive an accountability rating of
Met Standard are eligible to earn distinction designations, which
are awarded for achievement and progress in the following areas:
Academic Achievement in English Language Arts/Reading;
Academic Achievement in Mathematics;
Academic Achievement in Science;
Academic Achievement in Social Studies;
Top 25%: Student Progress;
Top 25%: Closing Performance Gaps and
Postsecondary Readiness.
Each campus is assigned to a unique comparison group made up
of Texas schools that are most similar to it. The groups are determined
on grade levels served, size, percentage of students who
are economically disadvantaged, mobility rate. It also includes the
percentage of English language learners, students receiving special
education services and students enrolled in an Early College High
School program.
A campus earns a distinction designation if it is in the top quartile
of its comparison group for Top 25% student progress and Top 25%
closing performance gaps and at least 33 percent (high schools)
and 50 percent (elementary and middle schools) of the indicators
used to award the distinction in the other areas.
Campuses earning one or more of these distinction designations
met rigorous criteria to earn the highest level of recognition in the
state accountability system.
23

®
Eight CFISD campuses earned all possible distinction designations
for their respective campus levels:
Hancock, Holbrook, Lee, Pope and Sampson elementary schools;
Arnold Middle School and
Cypress Park and Langham Creek high schools.
“Our commissioner of education has previously shared that earning
one or more Distinction Designations is noteworthy and should be a
source of pride,” said Dr. Linda Macias, CFISD associate superintendent
of curriculum & instruction and accountability. “We are certainly
proud of all of our campuses that earned distinction designations
and recognize the commitment of our administrators, teachers and
our community to providing our students with a quality education.
Striving for excellence is a common thread among our campuses
and earning all the Distinction Designations available to a campus
is a tremendous accomplishment.”
BUTTERSCOTCH BREAD PUDDING
You could make this on National Butterscotch Pudding Day
September 19 th !
INGREDIENTS:
1 loaf day-old bread, torn into small pieces
4 cups milk
2 cups brown sugar
1/2 cup butter, melted
3 eggs, beaten
2 teaspoons vanilla extract
1 cup butterscotch chips
DIRECTIONS:
Preheat oven to 350 degrees F (175 degrees C). Butter a 9x13
inch baking dish. In a large bowl, combine bread, milk, sugar,
butter, eggs, vanilla and butterscotch chip, mixture should be the
consistency of oatmeal. Pour into prepared pan.
Bake in preheated oven 1 hour, until nearly set. (It should have a
“thigh wiggle” or wiggle as much as a well endowed thigh.) Serve
warm or cold. Source: http://allrecipes.com/
HEALTHY COWBOY CAVIAR
This healthy cowboy caviar recipe (also known as Texas
caviar) is made with all-natural ingredients! Serve it as a dip,
salsa or salad Recipe yields a lot of “caviar,” about 8 cups.
Ingredients
2 (14-ounce) cans black-eyed peas, rinsed and drained,
or 3 cups cooked black-eyed peas
1 (14-ounce) can black beans, rinsed and drained,
or 1 ½ cups cooked black beans
1 ½ cups fresh corn kernels (about 2 ears of corn),
or 1 (14-ounce) can corn, drained
1 ½ cups chopped tomatoes (I used about 4 Roma
tomatoes,
about ¾ pound)
1 medium green, red, orange and yellow bell pepper
¾ cup chopped red onion (about ½ small red onion)
½ cup chopped cilantro, leaves and stems
1 to 2 jalapeños, ribs removed, seeded and finely
chopped
1 avocado (optional)
Instructions
In a large serving bowl, combine the drained black-eyed peas, black
beans, corn, chopped tomatoes, bell pepper, onion, cilantro and jalapeño.
If you’ll be including avocado, wait to dice it until you’re ready
to serve the dip, so it doesn’t turn brown in the meantime.
Italian dressing
1/3 cup olive oil
3 tablespoons red wine vinegar or lime juice
In a cup, whisk together the dressing ingredients until emulsified.
2 medium cloves garlic, pressed or minced1
Drizzle the dressing over the serving bowl and toss until well mixed.
to 1 ½ teaspoons salt, to taste
Season to taste with additional salt and pepper. For best flavor,
1 teaspoon dried oregano
let the mixture marinate for at least 20 minutes before serving. If
½ teaspoon dried basil
you’re adding avocado, mix it in just before serving.
1 teaspoon maple syrup or honey
1/8 teaspoon red pepper flakes
Recipe from Cookie and Kate:
Freshly ground black pepper, to taste
