TIPS FROM OUR DEPUTIES AND P.O.V. DEPUTIES<br />
Statistics have proven that outdoor lighting of your home is one<br />
of the easiest, least costly and obvious deterrents a homeowner<br />
can utilize to help prevent becoming a victim of the crime. So,<br />
why is it that so many <strong>Glencairn</strong> residents fail to take advantage<br />
of lighting?<br />
As observed by your Contract Deputies and P.O.V. Deputies and<br />
as followed with a visual survey done, a staggering 60% of homes<br />
had no form of outdoor security lighting whatsoever.<br />
The actual information was gathered on a street by street basis.<br />
However, to report each street’s statistics would have been both<br />
lengthy in space as well as further adding to the potential of criminal<br />
activity on those darkest of streets. It is with the interest of<br />
residents that this report is given, in hopes of shedding some light<br />
(pun intended) on what is an alarming number of homes in our<br />
neighborhood without any form of outdoor lighting. In addition to<br />
lighting your home’s exterior, a clear and unobstructed view of the<br />
front and sides of your homes would best serve you, the resident,<br />
as these deputies patrol. The Deputies clearly are not suggesting<br />
residents cut down every shrub blocking any portion of your<br />
home. Many residents expend many hours of labor keeping their<br />
yards and shrubs trimmed and looking attractive. It is only their<br />
intent to remind those who need to do a little “bush-wacking” to<br />
pull out the hedge clippers and for those who need to either add<br />
to or utilize existing lighting do so. It should also be noted that in<br />
these nights of observation, far too many garage doors were left<br />
open, as well as bicycles and other valuables left outside making<br />
you an easy target for crime.<br />
One further note from your Deputies and P.O.V. Deputies, it<br />
would greatly behoove you to check and repaint as needed the<br />
street numbers marked on your curbs. This will assist any and<br />
all emergency personnel in finding your home if and when you<br />
ever needed it.<br />

Your Board of Directors are volunteers from your community that<br />
give up their time in an effort to make <strong>Glencairn</strong> a better place to<br />
live. More importantly, they strive to keep the property values up<br />
since your home is probably your single largest investment. We<br />
trust you will understand that Board members do not mind discussing<br />
association issues with members. We respectfully request that<br />
homeowners do not approach Board members away from Board or<br />
member meetings to discuss personal deed restriction or collection<br />
matters. The individual Board members cannot make a decision on<br />
an individual basis. It takes a majority vote of the Board to make<br />
a decision. That is why the Board meets on Mondays before the<br />
member meeting to discuss issues with members.<br />

If your home backs up to the greenbelt, please call the Sheriff’s<br />
Office at 713-221-6000 if you see or hear suspicious people,<br />
underage drinking, graffiti artists or any activity after 10 PM,<br />
etc. Graffiti has extended to some homeowner fences and to the<br />
sidewalks. It is imperative that you call the Sheriff’s Office, give<br />
your address and explain that this area is behind your home in<br />
order to get this activity stopped.<br />
We are looking at solutions to this problem of recalcitrant teens<br />
and young people in their 20’s who have nothing better to do<br />
with their time than disobey the law and terrorize the neighbors.<br />

All common areas (the pool area, the parks, the civic center, tennis<br />
courts, etc.) in <strong>Glencairn</strong> are closed at 10 PM. After 10 PM, people at any<br />
of the common areas are in violation of the trespassing laws of Texas.<br />

If you would like to join the <strong>Glencairn</strong> Crime Watch email list, please<br />

live.com. The meeting for the <strong>Glencairn</strong> Crime Watch is the second<br />
Wednesday of the month.<br />
You will receive information, which has been sent to me from the Sheriff’s<br />
Office, from citizens who have observed events, etc. In addition,<br />
if you want to volunteer as a Block Captain for your street, you can do<br />
so by sending an email.<br />
Sadly, in this era of commuting and busy schedules, few of us get to<br />
know our neighbors. At one time in our history, neighbors knew when<br />
there was a problem and immediately told their neighbors. This effort<br />
will offer information as it comes to my attention. Rumors will be<br />
checked out by the Sheriff’s Office before the information is shared via<br />
email to the residents. <strong>Glencairn</strong> is doing a great job watching out for<br />
each other and calling the Sheriff’s Department to report suspicious<br />
activities, our criminal activity has steadily gone down.<br />
SLOW DOWN IN THE NEIGHBORHOODS<br />
Almost everyone is aware that the Sheriff’s Office has adopted a zero<br />
tolerance of speeding and other violations of the law with a motor<br />
vehicle. That zero tolerance has resulted in an average of 50 tickets per<br />
month issued in <strong>Glencairn</strong>. The speed limit in residential areas, by Texas<br />
law, is 30 miles per hour. There are cautionary signs regarding slower<br />
speeds on curves. There are stop signs, which indicate the vehicle<br />
must come to a complete stop. Residents of <strong>Glencairn</strong> want to see a<br />
slower pace of traffic for the protection of all-especially the children.<br />
For some reason, the people of Harris County seem to be perpetually<br />
late. A suggestion for each of us is to leave five minutes early in order to<br />
avoid the impulse to speed. Develop patience; we do not want a fatality<br />
auto-pedestrian accident in our neighborhood or any serious accident<br />
caused by thoughtless speed. Be mindful of where you are driving.<br />
STREETLIGHTS OUT?<br />
Please report outages of streetlights to Centerpoint Energy. Get the<br />
pole number, as well as, the nearest street address and call 713-207-<br />
2222. It is very important that non-working lights are reported for the<br />
safety of each of us. Call it in, call it in!<br />

Please remember to be respectful of your neighbors’ yards and the<br />
community grounds. When you take your pet for a walk, come prepared<br />
with a scooper and a recycled grocery bag or anything else. If<br />
your pet poops during your walk, please scoop and trash. It may not<br />
be the most fabulous way to walk your pet, but it does show that<br />
you respect your fellow neighbors’ and our beautiful community.<br />

Animals that are not properly restrained pose a threat to all our residents.<br />
While you may know your pet is friendly, an animal running<br />
at someone who is walking by is very scary for that person. Many<br />
children are afraid of animals and become frightened, which could<br />
result in the child getting hurt trying to avoid the animal.<br />
Harris County Animal Control advises, “All dogs and cats must be<br />
kept under restraint while in the unincorporated areas of Harris<br />
County, Texas. The custodian of a dog or cat is not authorized<br />
to have, harbor or keep any unlicensed dog or cat nor to allow<br />
any dog or cat to become a stray.”<br />
Restraint is defined as “the control of a dog or cat<br />
under the following circumstances:<br />

While it may be nice to have your animal out in the yard while you<br />
work or play, it is against the law, unless the animal is properly<br />

only protect anyone who may be walking or bicycling in the area,<br />
but also the pet owner who could be held legally responsible or<br />

Time now to make plans for fall landscaping projects.<br />
• Clean up flowerbeds of fallen foliage, yellowed leaves and dead<br />
wood. Light green leaves may signify lack of iron (chlorosis). Correct<br />
with iron cheleates.<br />
• Cut off old dead foliage on irises. Scratch in a little bone meal<br />
around the roots.<br />
• Prune roses to reshape and groom plants for fall growth. Follow<br />
up with a dose of fertilizer the first week of <strong>September</strong>.<br />
• Plants come out of summer rest and go crazy. Insect populations<br />
explode as we get into cooler temperatures. Diseases that have<br />
been dormant wake up.<br />
- Citrus, croton, avocado and mango are susceptible to spider<br />
mites and thrips. Discourage them with a strong jet of water from<br />
a hose directed to the undersides of the leaves.<br />
- Hibiscus, citrus, palms, gardenia and ixora are susceptible to<br />
scale and mealybug.<br />
• Winter vegetable gardens and perennials get planted.<br />
• Wait until November to plant petunias and pansies.<br />
• Fire ants baits should be put out in <strong>September</strong>-October to lessen<br />
the number of eggs that make it to Spring.<br />
• St. Augustine grass gets its fall fertilizer during <strong>September</strong>. Continue<br />
to mow at maximum height. You want to leave a lot of leaf<br />
surface to produce carbohydrate reserves for the winter.<br />

• Keep an eye out for sod webworms. First sign of them is grass that<br />
appears to stop growing. You need to get them early for biological<br />
controls to work. When the caterpillars are only 1/4 inch, Bacillus<br />
thuringiensis applications can slow them. Bt is a bacteria that works<br />
on the caterpillars’ digestive systems and makes them stop feeding.<br />
Do the application late in the day. The larvae feed at night and you<br />
want them to get nice fresh Bt.<br />
• When the heat and drought end, the weather could bring brown<br />
patch disease in the St. Augustine grass. Watch for yellowish spots<br />
if the nights drop into the 60’s and days stay in the 80’s.<br />
• Get any pruning of hedges and such done now. You want the flush<br />
of new growth to be hardened-off before the end of October. Tree<br />
pruning should be put off until winter, when the trees are dormant.<br />
• Pre-emerge herbicide applications targeting annual bluegrass and<br />
the earlier-germinating winter broadleaf weeds needed to be put<br />
out starting in mid-August.<br />

BRIDGELAND COMMUNITY FUN RUN FOR HEROES<br />
Saturday, October 28 th<br />
The Bridgeland Community Fun Run for Heroes will be held Saturday,<br />
October 28 th at Bridgeland’s Festival Park. The race begins at<br />
7 AM and includes a 5k route through the scenic Bridgeland community.<br />
There will also be a 1k children’s walk beginning at 7:30 AM,<br />
along with booth vendors and entertainment. The children’s walk<br />
is open to strollers and children are encouraged to come dressed<br />
as their favorite super hero. Prizes will be awarded for the best children’s<br />
costumes. Each participant may have sponsors who pledge<br />
a contribution for every mile they run on behalf of our service men<br />
and women. Special prizes will be awarded to those who meet<br />
predetermined fund levels. There will also be 1 st , 2 nd and 3 rd place<br />

The Shots for Holly crew is gearing up for the 4 th annual Flu Season<br />

flu, prevention and inoculations, as well as our infamous bus for<br />

Each year, approximately 50,000 people die of flu-related complications,<br />

Christ Clinic of Katy will host its 6 th annual “Breakfast for a Blessing”<br />

EXCITING FALL AT THE PEARL FINCHER<br />
MUSEUM OF FINE ARTS<br />
Fall Exhibits Open <strong>September</strong> 30 th<br />
This fall, the Pearl Fincher Museum of Fine Arts is thrilled to present<br />
an exhibition titled Anat Ronen: Urban Legend. After coming to the<br />
U.S. from Israel in 2007, Anat Ronen embarked on a new career in art<br />
and has become one of the most exciting and highly regarded street<br />
artists of our day-though she has no formal training in art. Typically<br />
she works on large-scale projects that can reach over 30 feet tall, with<br />
more than 500 pieces in public spaces including highways, bridges,<br />
buildings, churches and schools.<br />
Also this fall, the museum will present Contemporary Quilt Art from the<br />
International Quilt Festival Collection. For more than three decades,<br />
Karey Bresenhan, founder of the Houston International Quilt Festival<br />
and Nancy O’Bryant Puentes have been purchasing studio art quilts for<br />
their corporate collection. For the first time ever, part of this collection<br />
has been assembled into a nationally-touring exhibition of 25 quilts<br />
and the Pearl is delighted to be one of the stops on that tour.<br />
Fall exhibits will open Saturday, <strong>September</strong> 30 th . The Pearl Fincher<br />
Museum of Fine Arts is open from 10 AM-5 PM Tuesday through<br />
Saturday. Admission is free, but a suggested donation of $5 per<br />

BAYOU CITY ART FESTIVAL DOWNTOWN ANNOUNCES<br />
REQUESTS FOR VOLUNTEERS OCTOBER 14-15, <strong>2017</strong><br />
The Art Colony Association, Inc. (ACA) is in need of volunteers for Bayou<br />
City Art Festival Downtown on Saturday and Sunday, October 14-15,<br />
<strong>2017</strong>. Volunteers have the option of choosing various roles and shifts<br />
for either or both days. Shifts for Friday afternoon and evening will<br />
also be available for artist check-in and festival load-in.<br />
The festival offers volunteers the opportunity to make new friends<br />
and meet artists from around the country. After every shift, volunteers<br />
will be entered in a raffle and have the chance to win prizes,<br />
including gift cards to local restaurants, movie and museum tickets.<br />

Bayou City Art Festival will be held under the iconic Houston Downtown<br />
skyline, 10 AM - 6 PM. The festival will spotlight more than 300<br />
artists from 19 different disciplines and benefit local non-profits.<br />

Save the date! Be on the lookout for more information! A Girl Scout<br />
EXPO is planned for Saturday, <strong>September</strong> 9 th to introduce girls (and<br />
their parent(s)/legal guardians) to Girl Scouting in the residence area<br />
served by Cypress-Fairbanks ISD. Five Communities, including Copper<br />
Creek Meadows, will be participating. If you want to find out more<br />
about Girl Scouting, this is the place! Location will be the Science Resource<br />
center, 11206 Telge Rd., Cypress, TX 77429. Time is 10 AM-1 PM.<br />
Girl Scouting is open to all girls ages 5(must be in kindergarten)<br />
through 18 who are willing to accept the Girl Scout Promise and law.<br />

BOY SCOUT TROOP 61<br />
Young men between the ages of 11-18 are encouraged to visit Boy<br />
Scout Troop 61 at 7:00 PM Wednesday nights at Peace Community<br />
Church, 5151 Addicks Satsuma Road, Houston, Texas, 77084. They<br />
will get a hands-on experience of what Scouting has to offer and<br />
have the opportunity to visit with the Scouts and their adult leaders<br />
to learn more about the things the troop has done during meetings<br />
and activities.<br />
Scouting activities include camping, fishing, archery, rifle/shotgun<br />
shooting, hiking, first aid, wilderness survival, community service,<br />
citizenship, swimming, leadership, white-water rafting and much<br />
more. Troop 61 camps each month and has a group that goes to High<br />
Adventure Camp and to Merit Badge Camps each summer.<br />

NEW LAWS IN TEXAS EFFECTIVE IN <strong>2017</strong><br />
The Texas legislature met from January through May and passed<br />
several new laws as well as changed laws that will go into effect in<br />
<strong>2017</strong>. They range from texting while driving, drones, to swords, to<br />
protecting good Samaritans. Below are a few laws that are effective<br />
immediately or going into effective <strong>September</strong> 1 st .<br />
Texting While Driving<br />
Effective <strong>September</strong> 1 st , there will be a statewide band on texting<br />
while driving. The bill bans drivers from texting while a vehicle is moving,<br />
making it a misdemeanor offense punishable by a fine ranging<br />
from $25 to $99, with penalties up to $200 for repeat offenders. The<br />
law allows drivers to use their phones for GPS and would not allow<br />
violators to be fined under both state law and local ordinances.<br />
People Allowed to Carry Swords<br />
People can carry bowie knives, swords, daggers and spears in public<br />
under a law that goes into effect <strong>September</strong> 1 st . Current law allows<br />
people to carry knives no more than 5.5 inches long. While it will be<br />
okay to carry the larger weapons in public, it is illegal to take into<br />
bars, schools, colleges, churches, sporting events and numerous<br />
other facilities.<br />
Amnesty for Sex Assault Witnesses<br />
Students who witness and report a sexual assault while they are involved<br />
in illegal activity, such as drinking, would be given amnesty.<br />
Recording Higher Ed Sex Assaults Electronically<br />
Effective immediately, this law will allow college employees and<br />
students to submit electronic and anonymous reports of sexual<br />
assaults to their institutions.<br />
Ridesharing Returns<br />
Last year some ridesharing companies, like Uber and Lyft, were<br />
mandated to fingerprint drivers before they could pick up customers<br />
in their cities. Effective immediately, this new law, bans cities<br />
from enforcing similar measures on these types of ridesharing<br />
companies.<br />
Cheaper to Carry a Gun<br />
Effective <strong>September</strong> 1 st the fees for carrying a gun in Texas are now<br />
cheaper under Senate Bill 16. The law lowers fees for a first-time<br />
license to carry a handgun from $140 to $40 and the renewal fee is<br />
also reduced from $70 to $40.<br />
Be Careful Where You Fly your Drone<br />
Effective <strong>September</strong> 1 st the state has banned unmanned aircraft, like<br />
drones, over correctional and United States Immigration, Customs<br />
Enforcement detention facilities and large sports venues. Exceptions<br />
include unmanned aircraft authorized by a law enforcement agency<br />
or with the permission of the operator of the sports venue.<br />
David’s Law<br />
The new state law on cyber bullying makes it a Class A misdemeanor<br />
to harass or cyberbully someone under age of 18 through text<br />
messages, social media, websites or other means with the intent<br />
to cause them to commit suicide or harm to themselves.<br />
Voter ID changes<br />
If don’t have a valid photo id, voters will be able to cast their ballots<br />
if they show some other documentation with their name and<br />
home address (Bank statement or Utility bill). Voters would also<br />
need to sign an affidavit saying there is a good reason they don’t<br />
have a valid photo ID.<br />
No More Straight-Ticket Voting<br />
Straight ticket voting is out! Voters will no longer be allowed to cast<br />
their ballot for an entire slate of Republican or Democratic candidates.<br />
You will now have to vote for each candidate individually.<br />
Lottery Winners<br />
Effective <strong>September</strong> 1 st . Individuals who win prizes of at least $1<br />
million can choose to remain anonymous and prohibit the release<br />
of all personal information to the public.<br />
Civil Protections for Good Samaritans<br />
Effective <strong>September</strong> 1 st a new law protects good Samaritans<br />
from civil lawsuits if they break in a vehicle if they have reason to<br />
belief the person is in imminent harm, has first notified 911, uses<br />
appropriate amount of force and remains with the individual in a<br />
safe location. This replaces current law that leaves good Samaritan<br />
open to civil suits.<br />
No More Suspensions for Young Students<br />
Effective immediately. Schools can no longer suspend students<br />
below third grade. Instead public schools need to discipline children<br />
in a way that enforces positive behavior.<br />
More Frequent Background Checks for College Referees<br />
Effective <strong>September</strong> 1 st sport officials registered with the UIL will<br />
have to undergo criminal background checks every three years<br />
instead of just one.<br />
Help for Relatives Caring for Abused Children<br />
The state will now pay $350 a month to families caring for abused<br />
or neglected children they are related to. Currently the state pays<br />
families $1,000 initially and $500 a year.<br />
Attacking Police Officers is Now Officially a Hate Crime<br />
If a person attacks a former or current law enforcement officer<br />
they could be found guilty of committing a crime. The change puts<br />
crimes against law enforcement in the same category as crimes<br />
based on a person’s race, color, disability, religion, national origin,<br />
age, gender or sexual preference.<br />

To receive a Met Standard rating, campuses must meet the applicable<br />
Index target on Index 1 or 2 and Index 3 and 4:<br />
• Index 1: Student Achievement - Measures how many students<br />
passed the STAAR at the current passing standard;<br />
• Index 2: Student Progress - Measures how many students made<br />
progress from 2015 to 2016;<br />
• Index 3: Closing Performance Gaps - Measures the progress of<br />
students in the economically disadvantaged student group along<br />
with the two lowest-performing student groups from the previous<br />
year; and<br />
• Index 4: Postsecondary Readiness - Measures how many students<br />
passed the STAAR at the final recommended standard on two<br />
or more tests (all levels) and graduation rate, graduation diploma<br />
plan and a postsecondary component (high schools only).<br />

The Texas Education Agency (TEA) released its annual distinction<br />
designations for campuses earning the accountability rating of<br />
Met Standard. Campuses that receive an accountability rating of<br />
Met Standard are eligible to earn distinction designations, which<br />
are awarded for achievement and progress in the following areas:<br />
Academic Achievement in English Language Arts/Reading;<br />
Academic Achievement in Mathematics;<br />
Academic Achievement in Science;<br />
Academic Achievement in Social Studies;<br />
Top 25%: Student Progress;<br />
Top 25%: Closing Performance Gaps and<br />
Postsecondary Readiness.<br />
Each campus is assigned to a unique comparison group made up<br />
of Texas schools that are most similar to it. The groups are determined<br />
on grade levels served, size, percentage of students who<br />
are economically disadvantaged, mobility rate. It also includes the<br />
percentage of English language learners, students receiving special<br />
education services and students enrolled in an Early College High<br />
School program.<br />
A campus earns a distinction designation if it is in the top quartile<br />
of its comparison group for Top 25% student progress and Top 25%<br />
closing performance gaps and at least 33 percent (high schools)<br />
and 50 percent (elementary and middle schools) of the indicators<br />
used to award the distinction in the other areas.<br />
Campuses earning one or more of these distinction designations<br />
met rigorous criteria to earn the highest level of recognition in the<br />

30 minutes each week. Currently, over 700 mentors are<br />
matched with students. Mentors must be 18 years or older.<br />
To become a mentor, you must attend a training session, complete<br />
a global volunteer/mentor application and consent to a criminal<br />
history record check.<br />

BUTTERSCOTCH BREAD PUDDING<br />
You could make this on National Butterscotch Pudding Day<br />
<strong>September</strong> 19 th !<br />
INGREDIENTS:<br />
1 loaf day-old bread, torn into small pieces<br />
4 cups milk<br />
2 cups brown sugar<br />
1/2 cup butter, melted<br />
3 eggs, beaten<br />
2 teaspoons vanilla extract<br />
1 cup butterscotch chips<br />
DIRECTIONS:<br />
Preheat oven to 350 degrees F (175 degrees C). Butter a 9x13<br />
inch baking dish. In a large bowl, combine bread, milk, sugar,<br />
butter, eggs, vanilla and butterscotch chip, mixture should be the<br />
consistency of oatmeal. Pour into prepared pan.<br />
Bake in preheated oven 1 hour, until nearly set. (It should have a<br />
“thigh wiggle” or wiggle as much as a well endowed thigh.) Serve<br />

HEALTHY COWBOY CAVIAR<br />
This healthy cowboy caviar recipe (also known as Texas<br />
caviar) is made with all-natural ingredients! Serve it as a dip,<br />
salsa or salad Recipe yields a lot of “caviar,” about 8 cups.<br />
Ingredients<br />
2 (14-ounce) cans black-eyed peas, rinsed and drained,<br />
or 3 cups cooked black-eyed peas<br />
1 (14-ounce) can black beans, rinsed and drained,<br />
or 1 ½ cups cooked black beans<br />
1 ½ cups fresh corn kernels (about 2 ears of corn),<br />
or 1 (14-ounce) can corn, drained<br />
1 ½ cups chopped tomatoes (I used about 4 Roma<br />
tomatoes,<br />
about ¾ pound)<br />
1 medium green, red, orange and yellow bell pepper<br />
¾ cup chopped red onion (about ½ small red onion)<br />
½ cup chopped cilantro, leaves and stems<br />
1 to 2 jalapeños, ribs removed, seeded and finely<br />
chopped<br />
1 avocado (optional)<br />
Instructions<br />
In a large serving bowl, combine the drained black-eyed peas, black<br />
beans, corn, chopped tomatoes, bell pepper, onion, cilantro and jalapeño.<br />
If you’ll be including avocado, wait to dice it until you’re ready<br />
to serve the dip, so it doesn’t turn brown in the meantime.<br />
Italian dressing<br />
1/3 cup olive oil<br />
3 tablespoons red wine vinegar or lime juice<br />
In a cup, whisk together the dressing ingredients until emulsified.<br />
2 medium cloves garlic, pressed or minced1<br />
Drizzle the dressing over the serving bowl and toss until well mixed.<br />
to 1 ½ teaspoons salt, to taste<br />
Season to taste with additional salt and pepper. For best flavor,<br />
1 teaspoon dried oregano<br />
let the mixture marinate for at least 20 minutes before serving. If<br />
½ teaspoon dried basil<br />
you’re adding avocado, mix it in just before serving.<br />

1/8 teaspoon red pepper flakes<br />
