As the DSWD maintains its delivery of a maagap at<br />
mapagkalingang serbisyo, the agency would like the<br />
Filipino most especially the masses to know that it<br />
truly cares for the poor, vulnerable, and disadvantaged<br />
sectors.<br />
The idea of coming up and conducting information<br />
caravans intends to bring the services of the<br />
Government closer to the people. Information drives<br />
highlight the different programs and services of the<br />
Government specifically those in the social welfare<br />
and development. This is in line with the Department’s<br />
vision of a society where all Filipinos are free from<br />
hunger and poverty, have equal access to opportunities,<br />
enabled by a fair, just, and peaceful society.<br />
The objectives of the caravan are to increase<br />
awareness of the urban/rural poor communities about<br />
the protective and promotive programs of DSWD and<br />
to intensify communication campaign about DSWD<br />
service brand and service messages to the public.<br />
Through the realization of the activity, the agency<br />
also hopes that apart from the well-popularized<br />
big-ticket programs such as the Pantawid<br />
Pamilyang Pilipino Program, Kapit-Bisig Laban sa<br />
Kahirapan-Comprehensive and Integrated Delivery<br />
of Social Services (Kalahi-CIDSS), and Sustainable<br />
Livelihood Program (SLP), other regulatory and sectoral<br />
programs/services will be put into limelight so that<br />
these shall also be enjoyed.<br />
Eager to empower the Filipinos through information,<br />
the agency also strengthened its information drive and<br />
advocacy activities through pro-active social media<br />
updating to provide real-time updates on the DSWD<br />
program/service delivery. These channels are also used<br />
to provide immediate response to the comments and<br />
queries of the general public. Other social marketing,<br />
advocacy, and networking activities such as IEC<br />
materials, media engagements, partnerships, and etc.<br />
are maximized by the agency to ensure more efficient<br />
and effective information drive.<br />

This quarter’s issue of our <strong>Caraga</strong> <strong>Frontline</strong> highlights<br />
these efforts of bringing the programs/services of<br />

Festival<br />
With the attempt to bring the<br />
agency’s programs to the people<br />
of <strong>Caraga</strong> and promote the<br />
different services being offered,<br />
the Department of Social Welfare<br />
and Development – <strong>Caraga</strong><br />
participated in the 50th founding<br />
Anniversary of the province<br />
and 25th Naliyagan Festival<br />
celebration last <strong>June</strong> 9 – 18, <strong>2017</strong>.<br />
The agency’s Social Marketing<br />
Unit conducted an Information<br />
Caravan by participating in the<br />
week-long celebration. A booth<br />
was put up for everyone to visit<br />
and be acquainted with the<br />
programs and services of the<br />
Department.<br />
During the whole festival, DSWD<br />
information officers distributed<br />
flyers and reading materials to<br />
the general public and attended<br />
to inquiries and grievances in an<br />
attempt to update and introduce<br />
people to the different programs<br />
and services. Other than the<br />
mainstreamed programs such as<br />
the Pantawid Pamilyang Pilipino<br />
Program, Kapit-Bisig-Laban sa<br />
Kahirapan – Comprehensive<br />
and Integrated Delivery of Social<br />
Services (Kalahi-CIDSS), and<br />
Sustainable Program (SLP), the<br />
less known but equally important<br />
programs and services such as the<br />
Assistance to Individuals in Crisis<br />
Situation (AICS), Supplementary<br />
Feeding Program, Social Pension,<br />
and Regulatory Services were also<br />
highlighted.<br />
The agency found the festivity<br />
as a good venue to bring DSWD<br />
closer to the people of Agusan Sur,<br />
especially that there are quite a<br />
number of people unaware of the<br />
other programs and services.<br />

appreciated the gesture of the<br />
Provincial Local Government Unit<br />
of Agusan del Sur, headed by<br />
Governor Adolph Edward Plaza,<br />
for granting the request of the<br />
agency to be part of the milestone<br />
celebration as the activity paved<br />
way for the agency to be closer to<br />
the people the department serves.<br />
“We are so thankful for the<br />
opportunity accorded by the PLGU<br />
of Agusan del Sur for us to reach<br />
out to our brothers and sisters<br />
in the province. This way, we can<br />
prove to everyone that DSWD<br />
strongly adheres to our claim<br />
of Maagap at Mapagkalingang<br />
Serbisyo, and stay true to<br />
our brand- ang DSWD ay May<br />
Malasakit,” Lim said.<br />

May 8, <strong>2017</strong> the Larawan 3.0, the<br />
official compendium of success<br />
stories of Pantawid Pamilyang<br />
Pilipino Program in the region.<br />
This year’s version highlights<br />
the story of the Manobo Tribe<br />
in San Miguel, Surigao del<br />
Sur, being one of the largest<br />
Indigenous Peoples (IP) groups<br />
in <strong>Caraga</strong>. The aforementioned<br />
tribe is a partner-beneficiary of<br />
the Modified Conditional Cash<br />
Transfer for Indigenous People<br />
in Geographically Isolated and<br />
Disadvantaged Areas (MCCT-IP in<br />
GIDAs).<br />
“For years now, we have been<br />
maximizing our convergence<br />
strategy to ensure that the level<br />
of well-being of all our Pantawid<br />
Pamilyang Pilipino Program<br />
partner-beneficiaries especially the<br />
IPs are improved from survival to<br />
subsistence and from subsistence<br />
to self-sufficiency,” said OIC<br />
Regional Director Mita Chuchi<br />
Gupana-Lim.<br />
“This compendium aims to share<br />
a portion of the success that our<br />
partner-beneficiaries have earned<br />
through the intervention of the<br />
program,” added Lim.<br />
In the late part of the Monday<br />
convocation for the month of May,<br />
the compendium was launched<br />

After the launching, copies of<br />
compendium were distributed<br />

Kalahi-CIDSS ups<br />
advocacy with launching of<br />
compendium,<br />
coffee table book<br />
The Department of Social<br />
Welfare and Development<br />
<strong>Caraga</strong> recently launched<br />
advocacy materials to strengthen<br />
the implementation of the<br />
Kapit-Bisig Laban sa Kahirapan<br />
– Comprehensive and Integrated<br />
Delivery of Social Services<br />
(Kalahi-CIDSS) program. The<br />
materials were unveiled/launched<br />
during the Monday convocation on<br />
<strong>June</strong> 5, <strong>2017</strong> at the DSWD <strong>Caraga</strong><br />
regional office.<br />
The materials launched were<br />
Bidlisiw (Ray of Light), a coffee<br />
table book with photo stories<br />
and the 2nd volume of Kabilin<br />
(Inheritance), a compendium<br />
of success stories of the<br />
implementation of Kalahi-CIDSS in<br />
the region. OIC Regional Director<br />
Mita Chuchi Lim was on hand to<br />
lead the unveiling together with<br />
other management officers and<br />
Kalahi-CIDSS specialists.<br />
The materials showcase the<br />
wonderful stories of communities<br />
in <strong>Caraga</strong> who benefited from the<br />
implementation of the program.<br />
The different stakeholders<br />
most especially the community<br />
volunteers have paved the way<br />
for progress and development<br />
to happen through their<br />
perseverance, optimism, and<br />
extraordinary efforts through their<br />
participation in the program’s<br />
implementation.<br />
The advocacy materials tell the<br />
story of the community volunteers’<br />
journey towards empowerment and<br />
their valuable contribution to realize<br />
their community projects through the<br />
program. The materials would not<br />
just serve the purpose of informing<br />
the people of the impact of the<br />
program but also to encourage more<br />
interaction and partnerships with the<br />
different partner stakeholders of the<br />
program.<br />
Above all, the program hopes<br />
that the advocacy materials<br />
would immortalize the<br />
impact of Community-Driven<br />
Development (CDD) especially<br />
in the transformation of lives of<br />
the communities and the other<br />
stakeholders.<br />

gather, fortify advocacy<br />
against lowering of MACR<br />

Chaired by the Department of<br />
Social Welfare and Development<br />
(DSWD), members of the Regional<br />
Juvenile Justice and Welfare<br />
Committee (RJJWC) gathered on<br />
<strong>April</strong> 18, <strong>2017</strong> at Prince Hotel, this<br />
city for their quarterly meeting to<br />
discuss updates as to the latest<br />
going of the JJWA now that it is<br />
being deliberated at the Congress.<br />
Part of their discussion was<br />
the committee’s position on<br />
the pending bill on lowering<br />
the minimum age of criminal<br />
responsibility (MACR) from 15 to<br />
nine (9) years old.<br />
The members of the RJJWC<br />
expressed their stand that no<br />
child should be put in jail rather<br />
they should undergo the diversion<br />
program or be placed in a<br />
rehabilitation center for youth for<br />
recovery and possible re-integration<br />
to their families and communities.<br />

the Bureau of Jail Management<br />
and Penology (BJMP)-<strong>Caraga</strong>,<br />
who attended the meeting as<br />
representative of BJMP stated his<br />
opinion on the issue saying that<br />
even the physical design of the jail<br />
would suggest that it is no place<br />
for a child to be placed.<br />
“Putting a child in jail together<br />
with adult offenders is never a<br />
good idea as a child is known to<br />
be vulnerable and can easily be<br />
influenced,” Balmori said.<br />
“When they will be mixed with<br />
adult offenders, it is like we put<br />
them to the academy of criminal<br />
minds,” he added.<br />
The RJJWC first quarter meeting<br />
agreed on conducting follow-up<br />
of resolutions for the local<br />
government units (LGUs) opposing<br />
the MACR in support to the<br />
committee’s advocacy.<br />

Gupana-Lim stated that the said<br />
resolutions from the LGUs is<br />
important to show and support the<br />
cause of DSWD and also to promote<br />
the welfare of children.<br />
“We really need to strengthen our laws<br />
to protect our children,” Lim said.<br />

updates on the submission of the<br />
LGUs as to the Comprehensive Local<br />
Juvenile Intervention Program (CLJIP)<br />
of the LGUs which were trained last<br />

The RJJWC is an inter-agency<br />
structure mandated to oversee and<br />
ensure implementation of the Juvenile<br />
Justice Welfare Act. The committee<br />
is expected to provide support in<br />
all areas of monitoring, policy and<br />
program development, advocacy and<br />
social mobilization.<br />

The Department of Social Welfare and<br />
Development (DSWD)-<strong>Caraga</strong> through the Disaster<br />
Response and Assistance Management Unit<br />
distributed the Emergency Shelter Assistance (ESA)<br />
cash grant to 55 families in Loreto, Agusan del Sur<br />
last <strong>April</strong> 26, <strong>2017</strong>.<br />
The said families were affected by flash flood<br />
after series of heavy rains and Low Pressure Areas<br />
(LPAs) that hit the region for the past few months.<br />
Under ESA, families whose houses are partially<br />
damaged received Php10,000 while families whose<br />
houses are totally damaged received Php30,000.<br />
The total amount disbursed during the distribution<br />
sum up to Php1,250,000.<br />
Also, for totally damaged houses, ten (10) days cash<br />
for work assistance at Php210 per day were given to<br />
the families, while five days assistance were granted<br />
to partially damaged houses with the same amount.<br />
However, proper documentation such as photos and<br />
receipts will be submitted to prove the construction/<br />
rehabilitation of their houses.<br />
ESA is a cash grant provided to families whose<br />
houses are either totally or partially damaged. It may<br />
be released in cash or in the form of construction<br />
materials, dependent on the situation favourable to<br />
the beneficiaries and the timelines set for the project<br />
implementation.<br />

Empowered women with disabilities (WWD)<br />
in <strong>Caraga</strong> express through dancing their stand<br />
on how women like their sector make change<br />
in the society conveying the message that they<br />
have become not just mere objects of charity<br />
and other services rather subjects with rights,<br />
who are capable of claiming those rights and<br />
making decision for their lives as being active<br />
members of the society.<br />
This was during their celebration of the 13th<br />
WWD Day on <strong>April</strong> 19, <strong>2017</strong> held at Prince Hotel<br />
Convention, Butuan City of which they shared<br />
their challenging experiences and their will and<br />
act to make change in their lives and eventually<br />
become better versions of themselves.<br />
These strong women lived with the theme of<br />
the celebration which says, “Babaeng May<br />
Kapansanan, Manguna at Manindigan Tungo<br />
sa Pagbabago.”<br />

REACHING the most<br />
disadvantaged: DSWD-<strong>Caraga</strong><br />
conducts house visit, ESA pay-out<br />
Upon receiving the report that Randolph<br />
Jumao-os of Brgy. Taft, Surigao City would not<br />
be able to claim his cash grant because his<br />
legs were paralyzed and he had no relatives<br />
nearby to claim on his behalf, Social Welfare<br />
Officer Caroline Catalan, head of the Disaster<br />
Response and Assistance Management Unit<br />
(DReAMU), personally visited him at his house<br />
and handed the Php24,000 cash for shelter<br />
assistance from the Department of Social<br />
Welfare and Development (DSWD) during the<br />
scheduled pay-out on <strong>April</strong> 25,<strong>2017</strong>. He is one<br />
of the 403 households whose houses were<br />
destroyed when a 6.7 magnitude earthquake<br />
hit the city last February 10, <strong>2017</strong>.<br />
“Kung makalakaw lang jud ko ako na mismo<br />
mokuha jaong kwarta sa gym, pero daghang<br />
salamat kaayo nga nianhi ang social worker sa<br />
DSWD dinhi sa balay ug sa kwarta nga gihatag<br />
para ma-repair nako ning balay (If only I can<br />
walk, I will be the one to claim the money at the<br />
gymnasium (where the pay-out was held), but<br />
I’m really thankful that the DSWD social worker<br />
visited me here and for the money provided to<br />
repair my house),” Randolph said.<br />
The Emergency Shelter Assistance (ESA) is a<br />
program of DSWD which provides cash grants<br />
to families whose houses are either totally<br />
or partially damaged due to occurrence of<br />
disasters. The said grant is provided by the<br />
Government for the calamity victims to buy<br />
construction materials to rehabilitate their<br />
houses.<br />

The Department of Social Welfare and<br />
Development (DSWD) <strong>Caraga</strong> through the<br />
Pantawid Pamilyang Pilipino Program conducted<br />
the second special over the counter (OTC)<br />
pay-out to the members of Talaandig Tribe in Sitio<br />
Kinu-aw, Barangay Binicalan, San Luis, Agusan del<br />
Sur last March 27, <strong>2017</strong>.<br />
Conducted at the Public Market in Malaybalay<br />
City, about 33 Talaandig families received basic<br />
assistance from Department of Health-<strong>Caraga</strong>,<br />
PhilHealth-<strong>Caraga</strong>, Department of Education<br />
Agusan del Sur, and DSWD-<strong>Caraga</strong>.<br />
Considered as one of the most challenging served<br />
tribes, the Talaandig of Sitio Kinu-aw has been<br />
kept from enjoying basic services brought about<br />
by distance, lack of road access, and tribal clan<br />
wars.<br />
The Modified Conditional Cash Transfer for<br />
Indigenous People in Geographically Isolated and<br />
Disadvantaged Areas (MCCT-IP in GIDAs) , being<br />
the primary government program under the DSWD<br />
as in-charge for this concern took notice and<br />
immediately extended some of the basic services<br />
of the Department.<br />
Apart from the special OTC pay-out, some of<br />
the significant activities were as follows: (1)<br />
Verification of MCCT payroll vis a vis MCCT-IP<br />
oath of commitment; (2) Releasing of cash<br />
for work compensations; (3) Interview for<br />
PhilHealth enrollment; (4) Medical Consultation;<br />
(5) Distribution of dignity kits, mosquito nets,<br />
malong, blanket, water containers, medicines,<br />
(6) Distribution of grocery items, (7) Awarding<br />
of certificate of CSO accreditation, and (8)<br />
Turn-over of Livelihood Cheques.<br />
After the OTC pay-out, a meaningful<br />
conversation was held to hear the issues<br />
and concerns of the tribe and to ensure the<br />
commitment of the agencies that attended<br />
the event. Some of the concerns raised were<br />
provision of education, delivery of medical<br />
services, and civil documents for PhilHealth<br />
registration.<br />
OIC Regional Director Lim calls for an enormous<br />
support from various partner-agencies to extend<br />
services for the Talaandig of Sitio Kinu-aw.<br />
“The DSWD regional office through the support<br />
of other government agencies will ensure that<br />
the services due to the Talaandig Tribe of<br />
Sitio Kinu-aw shall be delivered accordingly.<br />
Seeing that this tribe is vulnerable to shocks,<br />
convergence of efforts shall be made to sustain<br />
our little start,” Lim said.<br />
As planned, the next coordination meeting<br />
happened on the third week of <strong>April</strong>.<br />

The Department of Social Welfare and Development<br />

Members and officers who attended the meeting are<br />
the Federation of Pagasa Youth Association (PYA),<br />
Regional Federation of Senior Citizens Association<br />
(REFESCA), and <strong>Caraga</strong> Federation of Persons with<br />
Disabilities Inc. (CARFEDPWD).<br />
This consultation dialogue aims to strengthen<br />
and capacitate the People’s Organizations with<br />
updated information and awareness on matters that<br />
are related to the promotion of their rights, social<br />
protection and inclusion of the social development<br />
program.<br />

The DSWD has already institutionalized the conduct<br />
of the said activity every semester.<br />
Adelfa Sales, a resident and community volunteer<br />
of Barangay Magsaysay, Loreto, Dinagat Islands,<br />

this regular chore is something that she and other<br />
residents of her village would have loathed to do<br />

Since Magsaysay is an island barangay, a<br />
sustainable water supply would prove to be a<br />
challenge for the community. They would find<br />
themselves frustrated everytime they turn on<br />
their faucets with water dripping so slowly.<br />
Because of this, the residents would sail off with<br />
their pump-boats on a 30-minute excursion to<br />
Barangay Helene, a neighboring island barangay.<br />

DSWD-<strong>Caraga</strong> provides Emergency Shelter<br />
Assistance (ESA) to Surigao City quake victims<br />
The Department of Social Welfare and<br />
Development (DSWD)-<strong>Caraga</strong> distributed on <strong>April</strong><br />
25, <strong>2017</strong> at the city’s gymnasium the Emergency<br />
Shelter Assistance (ESA) cash grant to the 403<br />
families whose houses were totally damaged due<br />
to the 6.7 magnitude earthquake that hit the city on<br />
February 10,<strong>2017</strong>.<br />
Each household received Php24,000 cash intended<br />
for the repair of their devastated houses. A total of<br />
P9.67 million was disbursed by the agency for the<br />
said intervention.<br />
Staff of the DSWD-<strong>Caraga</strong>, with the assistance of<br />
some personnel from the City Social Welfare and<br />
Development Office, facilitated the pay-out which<br />
include verification of identity documents, checking<br />
of Disaster Assistance and Family Access Cards<br />
(DAFAC) forms, and release of cash.<br />
Angelita B. Amista, chief of DSWD-<strong>Caraga</strong>’s<br />
Protective Services Unit, who led the ESA<br />
distribution expressed thanks and commendation<br />
to the local government unit (LGU) of Surigao City<br />
for providing Php6,000 each family or P2.4 million<br />
pesos in toto as counterpart to the ESA for the<br />
households identified with totally-damaged houses.<br />
“This financial assistance is purposely provided<br />
by the government to the quake victims to aid the<br />
families in the repair and rehabilitation of their<br />
houses,” Amista added.<br />
“Receipts of the house repair materials will be<br />
checked by the LGU social workers to ensure that the<br />
assistance would be used according to its intended<br />
purpose,” she added.<br />
Esederio Guardalupe, a resident of Brgy.San Juan and<br />
one of the affected, thanked the Government for the<br />
cash he received.<br />
“Daghan gajud kami hinabang tagdawatan gikan sa<br />
gobyerno pagkahuman iton linog, tapos jari na pud ining<br />
kwarta para dugang paajo sa amo bayay na natumpag<br />
(We have received many help from the government<br />
after the earthquake, and now here is a financial<br />
assistance for the additional expenses in the repair of<br />
our devastated house),” expressed Guardalupe.<br />
The ESA program of DSWD is the provision of<br />
emergency “self-build” shelter assistance through<br />
limited materials or financial assistance to augment<br />
resources of affected families who opted not be<br />
transferred to a resettlement site to enable them to<br />
purchase materials for their damaged houses.<br />

Disaster<br />
In response to the directive of DSWD Secretary Judy M.<br />
Taguiwalo to conduct Family and Community Disaster<br />
Preparedness, the Department of Social Welfare and<br />
Development (DSWD)-<strong>Caraga</strong> initiated the conduct of the<br />
three (3)-day training on Disaster Preparedness for Persons<br />
with Disabilities (PWDs) and selected LGU PWD focal<br />
persons on <strong>April</strong> 4-6, <strong>2017</strong> at VCDU Prince Hotel, Butuan<br />
City.<br />
The trainings focused on the modules on Policy<br />
Framework, Overview of Hazards and Understanding<br />
Disaster Management, Family Disaster Preparedness and<br />
Disaster Preparedness Framework, Participatory Disaster<br />
Risk Assessment, and Philippine Issuances Relating to<br />
PWD.<br />
These modules are the results of the collaboration effort of<br />
DSWD through the former Bureau of Emergency Assistance<br />
that are designed for Community Volunteers of Emergency<br />
Response and Disaster Management.<br />
During the second day of training, the participants identify<br />
different kinds of disaster including its causes and effect.<br />
Wilma Geralla, Senior Citizen/PWD focal person, said that<br />
the PWDs were identified as the most vulnerable sectors<br />
in the society especially during disaster. This is mainly<br />
the reason why the Department conducted the training for<br />
them to prepare themselves and equip with appropriate<br />
knowledge in case of any calamity occur in the region.<br />
“With this training, the PWD leaders and the LGU focal<br />
persons are equipped with effective tools to enhance their<br />
teaching in high-risk places as well as strengthening their<br />
fellow PWDs and families on coping mechanism in the<br />
advent of calamities,” added Geralla.<br />

Based on the updated Listahanan Database as of February<br />
29, 2016, there are 21,296 poor PWDs in the entire region.<br />
DSWD <strong>Caraga</strong> responds to issues on<br />
postponed ESA payout in Surigao City<br />
The month of May has been a whirlwind of a<br />
ride, most especially for the people in Mindanao.<br />
A series of events has caused President Rodrigo<br />
Duterte to declare martial law in Mindanao. With this<br />
development, the Department of Social Welfare and<br />
Development (DSWD) <strong>Caraga</strong> had to take necessary<br />
precautionary measures to ensure the safety of not<br />
just the FO workers, but also the general public.<br />
With the uncertainties brought about by the current<br />
situation not just in Marawi City, but in the whole of<br />
Mindanao (including <strong>Caraga</strong>), the management was<br />
quick in making crucial, yet appropriate decisions to<br />
address the situation. One of these was to recall all<br />
the regional office – based workers to ensure their<br />
safety. Sadly, the recall caused the cancelation of<br />
already scheduled activities.<br />
There were several activities scheduled on<br />
May 22-26, <strong>2017</strong> including the conduct of the<br />
Emergency Shelter Assistance (ESA) payout<br />
for the different families in Surigao City who<br />
have been affected by the February 10, <strong>2017</strong><br />
earthquake. These were the families who were not<br />
accommodated during the first batch payout on<br />
May 10-11, <strong>2017</strong> intended for the households<br />

to be able to deliver<br />
swift response to the<br />
needs of the people<br />
of <strong>Caraga</strong>, there are<br />
instances where<br />
safety and welfare<br />
of the people are top<br />
priority. The agency<br />
assures beneficiaries<br />
of the ESA that<br />
payout would be<br />
scheduled once the<br />
peace and order<br />
situation is stabilized.<br />

abundant water supply. Others, would opt<br />
to wake up before sunrise and set off on an<br />
almost two-hour foot journey through the<br />
jungle trail to reach the same place and fetch<br />
some water. But when the Kapit-Bisig Laban<br />
sa Kahirapan-Comprehensive and Integrated<br />
Delivery of Social Services (Kalahi-CIDSS)<br />
program came into their barangay, the<br />
community found an opportunity where they<br />
can address their needs as the program uses<br />
the Community Driven Development (CDD)<br />
strategy.<br />
Kalahi-CIDSS’ CDD strategy provides a platform<br />
where communities are made to identify<br />
their most dire needs, propose a solution to<br />
answer these and implement the sub-projects<br />
themselves. Thankfully, Magsaysay was one<br />
of the barangays selected for prioritization<br />
of which their proposed sub-project would be<br />
funded through the program. Now, with 16<br />
tapstands installed in their barangay, about<br />
88 households are now enjoying an improved<br />
water supply of which they utilize for domestic<br />
uses and daily consumption.<br />
DSWD-<strong>Caraga</strong>’s assistance to<br />
Marawi IDPs reaches P14.4 million<br />
As response to humanitarian<br />
assistance and social responsibility,<br />
the Department of Social Welfare and<br />
Development (DSWD)-<strong>Caraga</strong> proved<br />
its swift and compassionate service<br />
(maagap at mapagkalingang serbisyo)<br />
by augmenting a total of 30,000 Family<br />
Food Packs (FFPs) amounting to<br />
Php9,859,200 and Php4,579,894-worth<br />
of non-food items intended for the<br />
Internally Displaced Persons (IDPs)<br />
in the Autonomous Region in Muslim<br />
Mindanao (ARMM) due to the on-going<br />
gun fight between the government<br />
authorities and local terrorist group in<br />
Marawi City, Lanao del Sur.<br />
The first leg of relief distribution of<br />
10,000 FFPs to the affected families<br />
was delivered on May 27, <strong>2017</strong>, while<br />
additional FFPs were transported in<br />
<strong>June</strong> 1 and lastly, in <strong>June</strong> 19.<br />

assist in the disaster response<br />
operations and will conduct<br />
psycho-social processing for<br />

exposure brought about by the<br />
siege.<br />
On the other hand, OIC-Regional<br />
Director Mita Chuchi Gupana-Lim<br />
assured that the agency is always<br />
willing to send an additional<br />
augmentation support if needed<br />
since repacking is still on-going at<br />
Tiniwisan Warehouse, Butuan City.<br />
“We are always ready to provide<br />
additional intervention for the<br />
families affected in Marawi Siege.<br />
In fact, we are closely coordinating<br />
with the Provincial Social<br />
Welfare and Development Offices<br />
(PSWDOs) in the region to check<br />
the presence of IDPs and offer<br />
them appropriate interventions.<br />
Also, we are continuously<br />
checking request from the LGUs<br />
for us to fast track our delivery of<br />
service,” said Lim.<br />
As of now, the FO is still waiting<br />
for the submission of masterlist<br />
and other related information by<br />
the concerned LGUs, although<br />
the agency already responded the<br />
communication letter from the<br />
National Commission on Muslim<br />
Filipinos seeking assistance from<br />
the reported IDPs, and the said<br />
request was already forwarded<br />
to CSWDO in Butuan City for<br />
validation and assessment for<br />
their needs.<br />

This was during their conduct of the Barangay Participatory<br />
Situational Analysis (BPSA) last <strong>April</strong> 28, <strong>2017</strong> at their<br />
Multi-Purpose Hall in Barangay Antao, Carmen, Surigao del<br />
Sur.<br />
The BPSA is among the key community-engaging<br />
activities facilitated through the Kalahi-CIDSS<br />
program. The Kalahi-CIDSS or the Kapit-Bisig Laban sa<br />
Kahirapan-Comprehensive and Integrated Delivery of Social<br />
Services is one of the core programs of the Department of<br />
Social Welfare and Development (DSWD) which utilizes the<br />
Community Driven Development (CDD) approach.<br />
Adhering to the principles of CDD, the BPSA serves as an<br />
avenue for the communities to collectively assess current<br />
socio-economic and political situation of their barangay.<br />
By doing so, communities are able to extensively analyze<br />
and identify prevailing community development problems<br />
in which they can use as their basis in planning appropriate<br />
interventions and project proposals to address the needs.<br />
The data gathered during the BPSA is subsequently validated<br />
during a barangay assembly or meeting.<br />

scholar-graduates participated in the testimonial<br />
dinner organized and funded by the <strong>Caraga</strong> State<br />
University (CSU) Ampayon Campus on <strong>June</strong> 2,<br />
<strong>2017</strong> at Watergate Hotel, Butuan City.<br />
Along with the scholar graduates are their parents<br />
who were their inspiration in achieving their<br />
dreams.<br />
In his message, Aljun O. Padios, Cum Laude and<br />
a graduate of the degree Bachelor of Science in<br />
Education major in Biology lauded the support<br />
of the different collaborative agencies in the<br />
implementation of the program.<br />

The ESGPPA aims to contribute in the increase of<br />
the number of enrolment in higher education in<br />
line with the national government’s priority degree<br />
programs among poor households, and support<br />
college graduates’ entry to labor markets through<br />
placement assistance. A student-grantee receives<br />
a maximum of Php60,000.00 scholarship grant<br />
per school year or consisting to Php30,000.00 per<br />
semester.<br />
This is broken down to Php20,000 per year for the<br />
tuition fee, and Php5,000 per year for the textbooks<br />
and other learning materials.The remaining<br />
Php35,000, which is distributed to Php3,500 per<br />
month, is allocated for the stipend for the board<br />
and lodging, transportation, clothing, health/<br />
medical needs, basic school supplies and other<br />

DSWD-<strong>Caraga</strong> completes ESA pay-out<br />
for Surigao Norte quake victims,<br />
disburses P103 million<br />
A total of Php103,230,000 was<br />
disbursed by the Department of<br />
Social Welfare and Development<br />
(DSWD)-<strong>Caraga</strong> as it completed<br />
the Emergency Shelter Assistance<br />
(ESA) payout for the families<br />
affected by the 6.7 earthquake that<br />
jolted Surigao del Norte on February<br />
10, <strong>2017</strong>.<br />
The last payout conducted by<br />
the agency was on May 31,<br />
<strong>2017</strong> in Surigao City through the<br />
Disaster Response and Assistance<br />
Management Unit (DReAMU).<br />
The following is the breakdown<br />
for the total amount distributed:<br />
Php68,706,000 for Surigao City,<br />
Php9,723,000 for Anao-aon,<br />
Php5,677,000 for Mainit,<br />
Php7,069,000 for Sison, and<br />
Php12,055,000 for Malimono.<br />
With this payout, a total of 10,084<br />
families were able to receive the<br />
cash assistance intended to repair<br />
their damaged houses caused by<br />
the earthquake.<br />
The families whose houses<br />
were partially damaged received<br />
Php10,000 while families whose<br />
houses were totally damaged<br />
received Php30,000. This money<br />
will be used to buy materials<br />
intended to build their damaged<br />
houses. To ensure that the cash<br />
assistance is duly spent for<br />
purchase of shelter materials,<br />
a receipt should be provided<br />
upon DSWD staff’s request. This<br />
will become the basis for the<br />
cash-for-work assistance.<br />
However, families with totally<br />
damaged houses in Surigao City<br />
received Php24,000 only because<br />
the LGU already augmented<br />
Php6,000 for each family.<br />
For unclaimed cash assistance, the<br />
families claimed their money during<br />
the cash-for-work payout.<br />
ESA is a cash grant provided to<br />
families whose houses are either<br />
totally or partially damaged. It may<br />
be released in cash or in the form of<br />
construction materials, dependent<br />
on the situation favourable to the<br />
beneficiaries and the timelines set<br />
for the project implementation.<br />
The listing of ESA beneficiaries<br />
was based on the terminal report<br />
submitted to DSWD by the Local<br />
Government Unit (LGU) who<br />
identified the eligible recipient<br />
of the said cash grant. The list<br />
underwent a thorough validation<br />
process of beneficiaries before<br />
conducting the payout.<br />

RJJWC <strong>Caraga</strong> meets LSWDOs,<br />
consults status of<br />
RA 9344 administration<br />
The Regional Juvenile Justice<br />
and Welfare Committee (RJJWC) in<br />
<strong>Caraga</strong> conducted on <strong>June</strong> 22-23,<br />
<strong>2017</strong> at Prince Hotel Convention,<br />
Butuan City a consultation dialogue<br />
with the local social welfare and<br />
development offices (LSWDOs) on<br />
the administration of RA 9344 or<br />
the Juvenile Justice and Welfare<br />
Act.<br />
RA 9344 is a landmark child<br />
protection law that seeks to<br />
remedy the significant problems<br />
of the plight of children in conflict<br />
with the law in the Philippines. It<br />
established a comprehensive and<br />
child-sensitive justice system where<br />
children can be held accountable<br />
using procedures that avoid their<br />
incarceration and emphasized<br />
on prevention and rehabilitation<br />
so that there is lesser risk of<br />
re-offending.<br />
As per report from the conducted<br />
consultations, since the inception<br />
of the RJJWC, only few LCEs are<br />
ready and equipped to handle<br />
cases of Children in Conflict<br />
with the Law (CICL) and the law<br />
is not that popular due to some<br />
misconceptions on the provisions<br />
of the law.<br />

Gupana-Lim, chairperson of RJJWC,<br />
said that repetitive orientation is<br />
necessary to attain understanding<br />
of the law.<br />
“Technicalities aside, the most<br />
effective approach to solving the<br />
situations on Children at Risk<br />
(CAR) and CICLs is to strengthen<br />
the basics of family life. The LGU’s<br />
plans on these sectors should<br />
focus along this line since 98% of<br />
the LGUs who submitted reports<br />
identified family breakdown as one<br />
of the main reasons why CAR and<br />
CICL exist,” said Lim.<br />
“The conduct of this kind of<br />
dialogues is to strengthen the<br />
knowledge and skills of duty<br />
bearers. The support of the<br />
local government units (LGUs)<br />
is translated into programs and<br />
services, more facilities for children<br />
and youth all geared to guide them<br />
as they grow up,” she added.<br />

“The SMU designed the information<br />
booth to be accessible to the general<br />
public so that they can ask for a<br />
thorough explanation, should this is<br />
necessary, about the services that<br />
the Department offers. Information<br />
officers were stationed to provide<br />
specific answer to the query of a<br />
particular client,” OIC Regional<br />
Director Lim added.<br />
“Through this, we believe that the<br />
public will be provided with an<br />
in-depth understanding about our<br />
thrust as an agency,” she closed.<br />
The finale day of the week-long<br />
festival was the declaration of<br />
the Perlas ng Kaliguan winner<br />
where DSWD <strong>Caraga</strong> awards the<br />
#GandangDSWDMayMalasakit<br />
award to one of the perlas ng<br />
kaliguan candidates who best<br />
portrayed the image and actions<br />
of a true #GandangMayMalasakit<br />
Filipino. The winner will also serve<br />
as an ambassador of the program<br />
in the locality.<br />
The next region-wide caravan is<br />
set to happen during the Paladong<br />
Festival of Hinatuan, Surigao del<br />
Sur on August 19-29, <strong>2017</strong>.<br />
