of mine. From an early age I was always<br />

interested in anything electronic and<br />

generally more interested in taking it apart.<br />

Since joining the SchoolCare team in 2004, I<br />

have always been amazed by the company’s<br />

and explore how they can be used in the<br />

Since taking on the role of Managing Director<br />

my drive has been to exploit my passion<br />

Protecting Schools<br />

In recent Ofsted inspections, schools are<br />

being assessed not only on their values,<br />

abilities and results from the pupils,<br />

but also on their premises security and<br />

physical safeguarding measures.<br />

This is becoming more prevalent- search<br />

recent online media reports - so it is surely<br />

a matter of time before Ofsted mandate<br />

physical security, closed circuit television<br />

and emergency contingency systems as<br />

formally assessable criteria.<br />

Inspectors will be looking at a regime for the entire<br />

site, with protocols for pupils, staff and visitors;<br />

emergency procedures to be implemented in<br />

the event of a threat to pupil and staff safety;<br />

location integrity within the site to secure sensitive<br />

areas; and protocols in the event of extenuating<br />

circumstances beyond “normal” control.<br />

Principle<br />

The principle of <strong>360</strong> <strong>Safety</strong> has been developed by SchoolCare and focusses<br />

on how safety key technologies can be deployed cost effectively<br />

and integrated together to ensure the safety of staff and students<br />

<strong>360</strong> DEGREE SAFETY is based on 4 key<br />

safety principles. Observe, Control,<br />

Communicate and Register all of<br />

which have been developed directly with<br />

schools to compliment and enhance their<br />

emergency procedures and protocols.<br />

Schools are now having to consider their<br />

current security and safety policies and<br />

ensure provisions cater for the ever changing<br />

social landscape.<br />

Given the current social concerns<br />

surrounding extremism and terrorism it is<br />

not possible to categorise any area more<br />

risky than another, therefore it is widely<br />

expected that a minimum level of security<br />

will be mandated by Ofsted.<br />

Making provision for a terror attack or other<br />

major incident is not longer a paper exercise.<br />

Schools are having to actively practice lodo-down<br />

drills and ensure their procedures<br />

are robust and reliable.<br />

In order to implement and effective security<br />

policy, schools need to have a number of<br />

tools at their disposal, all of which are based<br />

on the 4 key principles of <strong>360</strong> <strong>Degree</strong> <strong>Safety</strong>.<br />

Observe - Know who and what is around<br />

you, by recording and monitoring the<br />

environment .<br />

Control - Ensure the environment is secure,<br />

without impeding access for appropriate<br />

Currently, on a primary level, Ofsted<br />

inspectors need your school to demonstrate<br />

it has taken reasonable steps to make sure<br />

pupils are safe on the school site. This<br />

will include the monitoring of visitors or<br />

volunteers, as well as having satisfactory<br />

security arrangements for the school to<br />

protect and monitor teachers and students<br />

alike from a safeguarding perspective.<br />

Communicate - Enure systems are in place<br />

to quickly and effectively communicate<br />

messages to groups of people as a whole<br />

Register - Know who is in the building at all<br />

times and ensure they remain visible to staff<br />

Over the last 5 years schools have invested<br />

heavily in structured cabling infrastructures,<br />

mainly to deliver a wealth of ICT Services,<br />

such as WiFi and Desktop Connectivity.<br />

SchoolCare has been at the forefront of the<br />

deployment of such infrastructures over the<br />

years and are now pioneering a “<strong>360</strong> degree”.<br />

approach to safety by providing solutions<br />

which can be deployed over a school’s<br />

pre-existing infrastructure, therefore drastically<br />

reducing cost.<br />

Principle 1 - Observe<br />

KNOWING what is going on around you is the first<br />

stop on the journey of <strong>360</strong> degree safety. Even today,<br />

very few schools have CCTV solutions in place.<br />

Those that do are traditional analogue systems<br />

which operate at a low resolution. They do offer<br />

a good deterrent to an opportunist, however the<br />

low resolution of the cameras makes them largely<br />

ineffective in identifying individuals should the<br />

need arise.<br />

In recent years HD CCTV systems have some to the<br />

market, with newer solutions supporting Ultra HD<br />

(4K). The benefit of these high resolution systems<br />

is that the level of detail is massively increased,<br />

meaning that zooming in on an image to identify<br />

even the minutest detail is now possible.<br />

Legacy CCTV solutions typically operate at<br />

either CIF or D1 resolution, so the jump to<br />

1080p represents a huge increase in the level of<br />

captured detail.<br />

SchoolCare specialise in Network (IP) based<br />

CCTV solutions, which integrate seamlessly<br />

with the school’s existing structured cabling<br />

infrastructure meaning that the cost of<br />

deployment is drastically reduced. This<br />

reduction in capital outlay is very important in<br />

times where school’s budgets are limited.<br />

SchoolCare offers a huge range of CCTV<br />

cameras, which can be installed inside or<br />

outside a school premises, with models which<br />

range from unobtrusive “covert” style cameras<br />

to Pan, Tilt, Zoom cameras with 30x Optical<br />

Zoom.<br />

The heart of any CCTV solution is the Network<br />

Video Recorder (NVR), these are designed to be<br />

securely installed in either a coms room or a<br />

store cupboard, ensuring that recorded footage<br />

remains secure, SchoolCare can also offer cloud<br />

storage options for our Broadband4 customers,<br />

with footage being securely stored off-site.<br />

Access to live and recorded footage can be from<br />

any suitable desktop PC, or mobile device, both<br />

on and off the school network. Remote access is<br />

particularly useful for site managers who need<br />

to keep an eye on premises over the school<br />

holidays, or for those who monitor multi sites in<br />

an academy trust.<br />

Principle 2 - Control<br />

BEING ABLE to secure the school building,<br />

whilst allowing easy freedom of movement<br />

for staff and students is very important.<br />

Locking doors with traditional lock and<br />

key, just isn’t feasible, both from a logistical<br />

and safety perspective. These challenges<br />

typically mean that doors to high traffic<br />

areas are typically left unlocked or propped<br />

open for convenience.<br />

Access control solutions are nothing<br />

new and have been around for a long<br />

while. Most solutions deployed today are<br />

standalone systems which function on their<br />

own infrastructures. This vastly increases<br />

the cost and complexity of installation as<br />

well as ongoing maintenance. Standalone<br />

systems typically have to be programmed<br />

individually, meaning that is a new badge or<br />

tag needs to be “coded in” or “coded out”,<br />

these changes have to be made on each<br />

door the user should have access to.<br />

The problem of complexity extends further<br />

in today’s Multi Academy Trust model. Staff<br />

often require access through multiple doors<br />

on multiple sites making the deployment<br />

of standalone solutions impractical. Multi<br />

Academy trusts typically have a single site<br />

team responsible for multiple sites, being<br />

able to manage multiple sites from a single<br />

location is hugely important.<br />

doors or groups of doors on a single site,<br />

conversely access can be instantly revoked<br />

as required, all from<br />

a single location,<br />

by an appropriately<br />

authorised individual.<br />

Being network<br />

based opens up<br />

the world of cross<br />

platform integration, meaning that Access<br />

Control Systems can be integrated with<br />

CCTV systems (e.g. CCTV footage of a front<br />

door camera can be stamped for ease of<br />

recall) and visitor management solutions.<br />

Cards and fobs used with access control<br />

platforms can also be used to recall print<br />

jobs from Multi Function Devices etc.<br />

SchoolCare can design and install both<br />

single site and multi site Access control<br />

solutions, which include intercom and<br />

door phone solutions, as well as magnetic<br />

lock and automatic door triggering. Our<br />

experienced designers and installers will<br />

visit your site and work with you to design<br />

a solution to meet your needs. All our<br />

solutions are also expandable, meaning that<br />

a simple front door solution can be easily<br />

expanded to relevant internal doors to fully<br />

extend the system.<br />

Ofsted’s requirements for emergency<br />

contingency planning is starting to mandate<br />

the need for schools to implement and<br />

practice a lock-down procedure. A partial or<br />

full lock-down can be triggered for external<br />

disturbances or pollution alerts as well as<br />

a disturbance within the building such as a<br />

potential incursion by an armed individual.<br />

SchoolSafe is a unique IP Based public address system which has<br />

been designed from the ground up by SchoolCare to address<br />

challenges in today’s challenging social landscape<br />

AS MUCH as the thought of an incursion by<br />

an armed individual is something no person<br />

wants to consider, the ever changing social<br />

landscape is proving that this is a very real<br />

threat and so the need to have a robust<br />

emergency plan as well as practicing it has<br />

never been more important.<br />

Being able to convey a message quickly and<br />

effectively across all areas of a school site is<br />

very important, the messages needs to be<br />

clear and calm convey the correct message<br />

to all concerned. To children this will be<br />

the message to return to your classroom<br />

or designated safe area and to staff it is the<br />

signal to execute the emergency plan.<br />

SchoolCare acknowledge that a product<br />

such as SchoolSafe is not something which<br />

schools may have previously considered<br />

and therefore budgeted. SchoolCare have<br />

developed the SchoolSafe product to be<br />

as cost effective as possible and have built<br />

in as much value as possible in terms of<br />

functionality.<br />

SchoolSafe is a completely IP based Public<br />

Address system which is fully configurable<br />

to the needs of schools large and small.<br />

Traditional PA systems require a huge<br />

infrastructure of cabling as well as amplifiers<br />

all in all which make a whole school PA<br />

system deployment very expensive. Whilst<br />

you do find Public Address being provided<br />

as part of new build school infrastructure,<br />

the cost to deploy in an existing school is<br />

cost prohibitive.<br />

Principle 4 - Register<br />

THE VISITOR SIGN IN book has long been<br />

a staple of the front reception desk, where<br />

visitors dutifully sign in when they arrive<br />

on site using intelligible handwriting and<br />

generally forget to sign out when they leave.<br />

This signing in book has typically been the<br />

only way for schools to account for visitors<br />

on-site, something which is especially<br />

important when it comes to the need for a<br />

fire evacuation.<br />

SchoolCare are strategically partnered<br />

with InVentry who offer a complete visitor<br />

management system. Visitor management<br />

forms an important quadrant of the <strong>360</strong><br />

<strong>Degree</strong> <strong>Safety</strong> solution as it ensures that<br />

schools can easily account for visitors which<br />

are on-site.<br />

InVentry is a completely IP based solution<br />

which interfaces directly with both Access<br />

Control Systems such as Paxton as well as a<br />

Schools MIS Solution such as SIMS.<br />

SchoolSafe speakers are connected directly<br />

to the schools existing wired network and<br />

attendance data. The time and attendance<br />

data can be passed in real time to the<br />

school’s MIS platform (e.g. SIMS). This is<br />

a particularly good way of tracking and<br />

logging both staff and student’s attendance<br />

data.<br />

For visitor management InVentry allows<br />

important information about all visitors to<br />

be recorded, including personal information<br />

such as name and company, as well as<br />

allowing visitors to be attributed to an<br />

internal “sponsor” to ensure accountability<br />

for the visitor is maintained. The sign<br />

in process is simple and captures a<br />

user configurable dataset including a<br />

photograph. Visitors can also be asked to<br />

read and agree to safeguarding and other<br />

relevant policies to ensure full compliance.<br />

Once signed in the visitor is supplied with a<br />

self-adhesive sticker, negating the need forexpensive<br />

pre-printed Visitor badges which<br />

are often not returned at the end of the visit.<br />

To sign out the visitor just scans the bar code<br />

on their label before disposing of it.<br />
