Maureen Kelly came to the Nursing Council
in November 2009 after 12 years at the
Waiariki Institute of Technology, the last
five years as Head of School. Maureen
qualified as a psychopaedic nurse at
Mangere Hospital and began her nursing
career at Tokanui Hospital. She then
worked in the United Kingdom as a staff
nurse, charge nurse and nurse educator.
Upon returning to New Zealand Maureen
completed a registered nurse bridging
programme. She has a Bachelor of Nursing,
a Bachelor of Science (Hons), a Master
of Education (Hons) and a Postgraduate
Certificate in Nursing, and has recently
commenced postgraduate study in Public
Management.
Clare Prendergast, who is a registered
nurse and lawyer, manages the legal
team and provides general legal advice to
the Council. Clare registered as a nurse
in 1977 after completing the Wellington
Hospital programme. She completed a law
degree while continuing to work part-time
at Wellington Hospital. After working as
a legal editor for Brookers, Clare joined
the Nursing Council in 1995. She is a
contributing author to Health Care and
the Law. She has managed the Council’s
Fitness to Practise team, which includes
competence, health and conduct issues,
since 2012.
Ana Shanks practised in mental health
nursing for several years after completing
her comprehensive nursing education
at Wellington Polytechnic in 1993. She
also has a Master of Arts (Nursing) and a
Postgraduate Certificate in Public Policy
from Victoria University of Wellington. Ana
joined the Nursing Council in 2008 as a
Nurse Advisor and was involved with the
coordination and guidance of the Council’s
nurse practitioner registration process. In
early 2011 she was appointed to the role of
Registration Manager.
