According to the data provided by the Local Authority, the analysis for the Greenhouse Gas Emissions shows that the<br />

Residential, Tertiary and Transportation sectors represent the majority <strong>of</strong> emissions in the city. As a result, the actions<br />

targeting those sectors would significantly affect the emissions’ reduction and at the same time support the energy bill<br />

savings for the private and public sectors. In the below Chart the emissions per sector are presented according to the data<br />

provided for year 2015.<br />

Actions and measures related to <strong>SECAP</strong><br />

Chart 1 Greenhouse gas emissions per sector<br />

The <strong>SECAP</strong> section dedicated to the mitigation actions describes a range <strong>of</strong> initiatives/measures for each sector that the<br />

city has already undertaken, as well as a set <strong>of</strong> planned priority actions which will help to attain a sustainable city by 2030.<br />

The actions consist <strong>of</strong> both awareness raising activities for the public and different stakeholders, and <strong>of</strong> actions related to<br />

energy consumption and energy production as provided below.<br />

1. Municipal building and facilities<br />

The actions set in this sector are summarized as follows:<br />

‣ Evolving from traditional management into e-management<br />

The institutional framework in the <strong>Greater</strong> <strong>Irbid</strong> <strong>Municipality</strong> needs a strong, fast, reliable and flexible IT system capable <strong>of</strong><br />

facilitating the work that could serve the local community’s interests. Hence, evolving from traditional management into<br />

e-management- a priority action - contributes in automating the municipality and transferring all municipal and paperbased<br />

information to electronic information, ensuring the necessary infrastructure to connect all municipal departments<br />

with a single information network and exchange <strong>of</strong> information between different departments, and determining all<br />

transactions between the citizen and municipal departments and converting them into electronic transactions.<br />

The adopted actions in this area will save 885 MWh/a, and mitigate the emissions by 220 t CO2/a.<br />

‣ Transforming the Main building <strong>of</strong> <strong>Greater</strong> <strong>Irbid</strong> <strong>Municipality</strong> into a Green Building<br />

The main building’s energy consumption cost is responsible for about 36% <strong>of</strong> all municipal buildings’ consumption, thus<br />

the building is imposing an enormous economic burden on the annual budget that reaches JOD 651,780 annually (920,000<br />

USD).<br />

A set <strong>of</strong> measures are undertaken and are summarized as follows:<br />

- Transform the municipal building into an environmental landmark.<br />

- Implement energy conservation measures.<br />

- Install window shadings (Sun shade).<br />
