reacted in concern to warnings of<br />
bad weather until February next<br />

<strong>The</strong> <strong>Rep</strong> had, in an interview with<br />
WeatherSA, been told that warnings<br />
for above-normal weather conditions<br />
from <strong>November</strong> to next year<br />
February, were in place. Such<br />
conditions could include strong<br />
winds, snow, hail storms, flash<br />
floods, lightning, mudslides and<br />
extremely high temperatures.<br />
A strong wind experienced in the<br />
area on Monday night has already<br />
raised the fears of locals.<br />
Construction worker Sicelo Tsolo,<br />
who lives in an informal house in<br />
Rhawuteng informal settlement, said<br />
he could barely sleep on Monday<br />
night.<br />
“I am from Dordrecht, working with<br />
the construction company renovating<br />
the court. I could barely sleep as my<br />
roof sounded like someone was<br />
lifting it up the way the wind was<br />
blowing.<br />
“I was afraid, because there are<br />
rocks on the roof and I feared they<br />
could fall on top of me. If the roof<br />
had blown off, I did not know where I<br />
would run to get help because I do<br />
not have family in Komani.”<br />
Silvertown informal settlement<br />
resident Lindelwa Mcakumbana said<br />
extreme heat would spell disaster for<br />
residents of the area as there was<br />
one tap for about 200 people.<br />
“We stand in queues waiting to get<br />
water before it is cut off at noon. It<br />
returns at 6pm.”<br />
She said residents could also not<br />
fight fires as it was impossible to<br />
collect water from the tap.<br />
Councillor Bulelwa Rhani had bought<br />
a tank for the area, but, Mcakumbana<br />
said, residents sent it back.<br />
“Our community is ‘st o u t<br />
(naughty). <strong>The</strong>y could throw a dog or<br />
a child in it and we would end up<br />
drinking that water. We are asking<br />
the municipality to give us another<br />
tap please.”<br />
Spilt sewage in the area would<br />
also become an even greater<br />
problem if it became hot.<br />
“Every day we have to live with this<br />
stink. If the municipality fixes it, it<br />
will be a week and it will overflow<br />
again. We are sick because of these<br />
unhealthy living standards. My skin<br />
gets what look like mosquito bites<br />
and then they become sores.”<br />
Residents were concerned that the<br />
Enoch Mgijima Local Municipality<br />
would do little to help them.<br />
Vuyiseka Ndatyana, who also lives<br />
in Silvertown, said the former<br />
Lukhanji Municipality had promised<br />
them RDP houses and electricity, but<br />
nothing had materialised. She said<br />
another tap would make a vast<br />
d i f fe r e n c e .<br />
Nophelo Xepu of Ezibeleni said she<br />
had not previously experienced such<br />
strange weather in <strong>November</strong>.<br />
“I was petrified on Monday night<br />
because the wind was so strong. <strong>The</strong><br />
house was filled with dust.”<br />
She said snow so late in the year –<br />
followed by high temperatures – wa s<br />
st range.<br />
When disaster struck last year and<br />
roofs and windows were damaged,<br />
the municipality had pledged<br />
a s s i st a n c e .<br />
“My family was promised help by<br />
the municipality to repair damages.<br />
<strong>The</strong>y only brought them blankets and<br />
said they would bring them food, but<br />
to this day they are still waiting for it.<br />
We see people in Johannesburg or<br />
Cape Town getting help from the<br />
municipalities.”<br />
Nokuzola Mtshebi, who also lives<br />
Ezibeleni, said her 78-year-old<br />
grandfather had finally decided to<br />
take his grant money for next month<br />
to fix his windows. “He will not have<br />
groceries in December.”<br />
At the time of printing, Enoch<br />
Mgijima Local Municipality had not<br />
responded to queries on disaster<br />
plans.<br />
No foul play in boy’s death<br />
THE Komani police have indicated<br />
that no foul play has been found in<br />
the death of five-year-old Lunje<br />
Mngeni whose body was found in<br />
the yard of the John Noah High<br />
School on <strong>November</strong> 12.<br />
<strong>The</strong> <strong>Rep</strong> reported (“Boy, 5, found<br />
dead” 17 <strong>November</strong>) that the family<br />
of Mngeni had been seeking clarity<br />
on what had happened to the child<br />
after he had gone missing while<br />
playing with friends at the school<br />
building during the Sunday<br />
evening. His body was found on a<br />
cement slab at the bottom of the<br />
three-storey building. <strong>The</strong> children<br />
had gained entrance to the school<br />
after hours as the fence was being<br />
replaced.<br />
<strong>The</strong> incident has since sparked a<br />
call for security guards at schools.<br />
Police spokeswoman Captain<br />
Namhla Mdleleni said the child’s<br />
death had been ruled as accidental.<br />
It was believed that he had fallen<br />

Drive to restore morality<br />

LAST Wednesday morning, Red<br />
Guard response officers<br />
attended to a panic alarm at a<br />
s u p e r m a r ke t where they<br />
apprehended a suspect who<br />
had allegedly attempted to rob<br />
a person on the street and<br />
members of the community<br />
chased him into the store,<br />
operations manager Willie<br />
Reynecke told <strong>The</strong> <strong>Rep</strong>. <strong>The</strong><br />
suspect was handed over to the<br />
police.<br />
Just before midnight, the<br />
security officer at a wholesaler<br />
called in for assistance and<br />
response officers were<br />
dispatched to the store where<br />
they apprehended three<br />
suspects who had allegedly<br />
stolen cool drinks. <strong>The</strong><br />
recovered goods were returned<br />
to the manager and the<br />
suspects handed over.<br />
In the early hours of<br />
Thursday, the security officer at<br />
the municipal stores called for<br />
assistance after noticing a<br />
suspect on site. Response<br />
officers chased a suspect but<br />
were unable to apprehend him.<br />
<strong>The</strong>y did, however, recover a<br />
stolen tyre that was left behind<br />
by the suspect.<br />
On Saturday night, the owner<br />
of a tavern called the<br />
company’s <strong>24</strong>-hour control<br />
room and asked for assistance.<br />
Response officers apprehended<br />
two suspects who had<br />
allegedly stolen a patron’s bag<br />
which was returned and the<br />
suspects handed over.<br />
Later the security officer at a<br />
motor dealership called for<br />
assistance as three suspects<br />
had robbed a person walking in<br />
the street. <strong>The</strong>y apprehended<br />
one and handed him over to<br />
the police.<br />
Early on Sunday, response<br />
officers responded to a panic<br />

apprehended two suspects who<br />
were fighting with knives. Both<br />
suspects were apprehended<br />

THE Chris Hani District<br />
Municipality (CHDM) has<br />
developed a five-year plan to<br />
guide activities of the district<br />
Moral Regeneration Movement<br />
(MRM) during a planning session<br />
at the Roydon Conference Centre<br />
outside Komani last week.<br />
CHDM speaker Mxolisi Koyo<br />
said the aim of the event was to<br />
harness and support the youth<br />
towards moral renewal and to<br />
make the education system the<br />
foreground of moral formation<br />
while fostering greater religious<br />
tolerance.<br />
“We purposely invited a variety<br />
of people who come from various<br />
backgrounds and have different<br />
occupations because we wanted to<br />
cover all spheres of life. Our<br />
society has been burdened by<br />
criminal activities such as the<br />
killing of women and people<br />
eating human flesh.<br />
“Platforms like these are<br />
important to adopt a new way of<br />
doing things and to revive our<br />
conscience as a people.”<br />
DA calls for EMLM provincial administration<br />
THE DA has called on Cooperative<br />
Governance and Traditional Affairs<br />
(Cogta) MEC Fikile Xasa to intervene in<br />
placing the Enoch Mgijima Local<br />
Municipality under administration<br />
according to section 139 (1) (a) of the<br />
C o n st i t u t i o n .<br />
<strong>The</strong> <strong>Rep</strong> reported (“Enoch Mgijima<br />
councillors say ‘no’ to provincial<br />
inter vention”, <strong>November</strong> 17) that only<br />
nine councillors had voted in favour of<br />
Xasa’s intention to place EMLM under<br />
administ ration.<br />
Xasa had served the local authority<br />
with a letter two weeks ago, asking for<br />

implementation of upper limits,<br />
allowances and benefits of council<br />
members.<br />
In a statement on Wednesday, DA<br />
MPL Vicky Knoetze said the EMLM<br />

department of education would<br />
help teach young people about<br />
morals. <strong>The</strong> department of health,<br />
which sometimes deals with all<br />
types of abuse victims, along with<br />

assistance. All this, however, must<br />
first start in our families.”<br />

being effected and the municipality has<br />

Five years for taxi driver after nine die<br />
SIMTEMBILE MGIDI<br />
A 44-YEAR-OLD taxi driver has been sentenced to five<br />
years’ imprisonment after he was convicted on nine<br />
counts of culpable homicide.<br />
Simphiwe Qwebane was convicted by the regional<br />
court in Komani of the deaths of nine passengers<br />
when the taxi collided with a truck en route to<br />
Mthwakazi in Whittlesea in May 2013.<br />
State prosecutor Sabelo Kwayimani blamed the<br />
crash on negligence and discounted Qebane’s<br />
version of events during the end of the trial on<br />
M o n d ay.<br />
He said Qwebane had been driving a<br />
Mercedes-Benz sprinter and had blamed the truck for<br />
turning in front of him without indicating its intention<br />
to do so.<br />
“<strong>The</strong> accident expert had said the accused did not<br />
pay attention while driving and was driving at a<br />
speed of about 70 or more in a 60km/h zone. <strong>The</strong><br />
truck moved slowly, the accused misjudged the<br />
situation and bumped into the truck.”<br />
Kwayimani said the vehicle had been overloaded,<br />
with 13 passengers injured in addition to the nine<br />
who died. <strong>The</strong> vehicle had also not been roadworthy.<br />
Defence attorney Luntu James said photos of the<br />
scene showed that the vehicle was driving at about<br />
71km per hour in a 60km zone, but this was due to<br />
the accused who had tried to overtake the truck and<br />
thus had to increase his speed. Skid marks showed<br />
the taxi driver tried to avoid the truck, but that<br />
Qwebane may have misjudged the situation and<br />
applied the brakes too late.<br />
Whittlesea magistrate Dotwana Fungile said<br />
Qwebane was a “bad liar” and that there was<br />
overwhelming evidence against him.<br />
Fungile said he was satisfied with the evidence<br />
presented by the accident expert Craig Proctor-Parker.<br />
“<strong>The</strong> skid marks in the left lane are almost decisive<br />
in this case. <strong>The</strong>se stretch for some distance before<br />
the point of collision. <strong>The</strong>re are no skid marks on the<br />
right and it begs the question how the accused could<br />
have been overtaking on the right side, when there<br />
were only marks on the left side.”<br />
Fungile postponed the sentencing until Tuesday as<br />
he said he had to take into account that he was the<br />
breadwinner, with his wife and three children<br />
dependent on him.<br />
People looked to the court to serve the best<br />
interests of justice and nine people had died, some<br />
of whom had also been the breadwinners of their<br />
families. <strong>The</strong> court also had to consider a lack of<br />
judgment and diligence and that the accident could<br />
have been avoided.<br />
He said Qwebane, who had spent hours in the<br />
wreckage before he was freed via the jaws of life,<br />
had been the cause of the accident.<br />
While the court had considered the suspension of<br />
his driving licence, there would be no point as<br />
Qwebane would be in prison.<br />

COT TERRELL’S Construction is at<br />
present working on the second<br />
borehole in Dordrecht, just opposite<br />
the hospital. Once this borehole is<br />
connected to the waterworks in<br />
Dordrecht, the run-off that runs past<br />
the school and prison will be<br />
re-cycled and re-used into the water<br />
system. Despite Dordrecht town<br />
receiving 29mm of rain and the<br />
farming district up to 50 mm of snow<br />
and rain this week, the dam level<br />
remains low and water restrictions<br />

All about<br />
South Africa<br />
THE year 2017 is drawing to<br />
a close. Thirty-seven days<br />
remain to the end of the<br />
year and the clock is ticking.<br />
Fa st .<br />
It’s been a challenging year<br />
and with the economy still in<br />
freefall, 2018 is hardly a beacon<br />
of hope. People are suffering<br />
and many are desperate.<br />
Service delivery protests and<br />
violent crime abound. You don’t<br />
have to travel far to find<br />
poverty – it’s right on your<br />
doorstep ... in the man looking<br />
through the garbage bags on<br />
the pavement and in the child<br />
going to school without lunch.<br />
<strong>The</strong> innocent lose their lives for<br />
a cellphone or a handbag.<br />
<strong>The</strong>re is tragedy and there is<br />
despair. Politics take centre<br />
stage on television screens on<br />
a nightly basis as a country<br />
holds out for a hero.<br />
Former FirstRand Bank chief<br />
operations officer Paul Harris,<br />
speaking at Maritzburg College<br />
earlier this month, said South<br />
Africa had been described as a<br />
country where the sun was very<br />
bright, but the shadows were<br />
very dark.<br />
“One moment you can feel<br />
insecure and despondent and<br />
the next exhilarated and<br />
inspired by a good deed and an<br />
amazing accomplishment<br />
against the odds, “ Harris said<br />
in a plea for South Africans to<br />
keep hold of that elusive factor<br />
– hope – amid so much which<br />
could easily convince us to<br />
abandon all, including faith in<br />
South Africa’s future.<br />
In the same country where<br />
44.6% of pupils either drop out<br />
or get stuck in Grade 10, some<br />
top young violinists are honing<br />
their skills in a township<br />
classroom in Masiphumelele in<br />
Cape Town and UCT students<br />
have developed an<br />
award-winning app set to<br />
change the face of job creation<br />
in South Africa.<br />
In the same country where<br />
26% of households experience<br />
hunger, a retired policeman,<br />
Johan Scott, has established a<br />
vegetable garden on the<br />
pavement of his home in<br />
Heidelberg to feed the hungry.<br />
In the same country where<br />
criminals wreak havoc and pain<br />
among thousands, a young<br />
South African, Darryn August,<br />
who was left paralysed after he<br />
was thrown from a train while<br />
protecting two women, heads<br />
for the Paralympics.<br />
This is South Africa – b ot h<br />
the good and bad of it. And<br />
while we have just more than a<br />
month left before we tackle the<br />
new year, it may just do to start<br />
working on that optimism again<br />
– the fact that daily, South<br />
Africans are changing their<br />
country for the better. We can<br />
either be part of it or choose<br />
not to. I don’t think there is<br />
much of a choice to be made.<br />
It’s time to go<br />
LAST year in September and then<br />
again in <strong>November</strong>, I wrote<br />
articles expressing my opinion<br />
about the disastrous tenure of<br />
Allister Coetzee as the Springbok<br />
coach. In the first one I asked for<br />
him to be given time as I felt that<br />
he was appointed impossibly late<br />
and he was saddled with a<br />
coaching staff not of his choosing.<br />
<strong>The</strong>n disaster struck and there<br />
seemed no way that he could<br />
arrest the slide<br />
and the<br />

calamity that<br />
was the<br />
Springbok team.<br />
I then wrote a<br />
scathing article<br />
calling for his head as I felt that<br />
evidence did not point to the fact<br />
that he had the wherewithal to<br />
solve the problems. I felt that he<br />
was making a bad situation even<br />
worse. Saru decided not to fire<br />
him and gave him six months to<br />
prepare for the June tests and a<br />
coaching support staff of his<br />
choosing.<br />
I decided to give him the benefit<br />
of the doubt and felt that, maybe,<br />
things would improve and we<br />
would be able to see the real<br />
Coetzee.<br />
As a fellow black man I felt that<br />
I owed him that as the<br />
circumstances under which he<br />
had to work were not ideal.<br />
More than a year later, after I<br />
wrote that he should be fired, here<br />
I am again writing about him after<br />
a mediocre season that started so<br />
brightly. For the record, this year<br />
we beat France four times, beat<br />
Argentina twice, drew twice with<br />
Australia at home and away and<br />
lost horribly to both New Zealand<br />
and Ireland away. <strong>The</strong> close result<br />
at Newlands against the All Blacks<br />
was the worst thing that could<br />
have happened to Coetzee as it<br />
masked glaring deficiencies in his<br />
selected sides.<br />

approaching the<br />
end of the tracks<br />
with the driver<br />
and passenger blissfully unaware<br />
that it is going to derail.<br />
I honestly do not see how and<br />
why Saru should keep him for the<br />
next two years. His win record is<br />
less than 50% and his teams<br />
seem clueless on the field. <strong>The</strong>re<br />
seems to be no clarity of thought<br />
and that, to me, is the most<br />
damning of all.<br />
You will notice I did not touch<br />
on his abominable transformation<br />
record as I feel this would only<br />
muddy the waters. Purely on<br />
rugby reasons, he must go. Just<br />
like Heyneke Meyer in his last<br />
days, he has completely alienated<br />
the rugby public.<br />
It is either that he is stubborn or<br />
incompetent or not able to see<br />
that his teams are not the best<br />
there could be. It’s time to go.<br />

THE grounds of Balmoral Primary are<br />
sure to be a hive of activity from early<br />
morning on Saturday December 2 when<br />
they hold their Christmas craft market.<br />
It officially opens at 9am and ends at<br />
2pm, but there will be so much to see<br />
and buy that one wonders if one will be<br />
able to get around everything!<br />
As always, there is plenty of food and if<br />
you’ve already had breakfast and don’t<br />
feel like anything to eat while you shop,<br />
why not get something nice as a<br />
takeaway to enjoy as a hassle-free lunch<br />
that you don’t have to prepare yourself.<br />
Besides all the variety of “lunch”, there<br />
will also be plenty of other foodstuffs like<br />
jams and preserves, cakes and other<br />
bakes, rusks, biltong… oh, the list goes<br />
on and on.<br />
<strong>The</strong>n there is a wide choice of items in<br />
the clothing line, including handbags,<br />
special baby clothing and accessories,<br />
baby bags and jewellery.<br />
At the time of writing there were<br />
already more than 50 stalls reserved,<br />
ranging from crafts of many different<br />
kinds, gifts (Christmas always rushes up<br />
on us), paintings, seedlings, frames,<br />
wooden puzzles for children, fresh<br />
flowers and needlework.<br />
<strong>The</strong>re’s a tea garden where you can<br />
take a breather from all the shopping and<br />
enjoy a cuppa and a natter with your<br />
friends, while for the children there is<br />
face painting and other entertainment.<br />
<strong>The</strong> entrances in Haig Avenue and Jan<br />
Smuts Avenue will both be available for<br />
use, so get there early and make sure<br />
that you are not disappointed. If this<br />
event is as successful as the organisers<br />
hope it will be (and all signs point in that<br />
direction at present) they hope to make<br />
this an annual event on the calendar.<br />

Fashion designers show talent<br />

THE Chris Hani Craft Hub<br />
(CHCH) held its fourth<br />
annual Inkcubeko Yethu<br />
(“our heritage”), art exhibition<br />
and fashion show in partnership<br />
with the Chris Hani District<br />
Municipality (CHDM) on Friday<br />
to create a platform for local<br />
fashion designers to showcase<br />
their talents.<br />
CHCH manager Ayanda Gili<br />
said the fashion show started in<br />
2014 with 34 designers and has<br />
grown over the years. This year<br />
only 22 designers participated,<br />
but the quality of products and<br />
the turnout exceeded her<br />
e x p e c t at i o n s .<br />
Gili thanked all the sponsors<br />
who supported the event and<br />
ensured it was a success.<br />
“<strong>The</strong> number of participating<br />
designers has decreased due to<br />
them moving to other parts of<br />
the province where their talents<br />
will flourish receiving exposure<br />
and that is a good thing for us.<br />
<strong>The</strong> good quality of products<br />
was ensured through a<br />
pre-judging that was held on<br />
Thursday with the adjudicators.”<br />
<strong>The</strong> designers were judged on<br />
various categories namely<br />
beading, creative design,<br />
traditional, modern,<br />
modern-traditional, urban and<br />
kiddies’ w e a r.<br />
Adjudicator Xoliswa Hudson<br />
commended designers on the<br />
great work they had done and<br />
said they had made it difficult<br />
to choose winners. She said the<br />
designers were not given<br />
enough time to prepare for the<br />
show, but that did not deter<br />
them from being creative and<br />
doing the best they could.<br />

said their long-standing<br />
partnership with the craft hub<br />
was for the benefit of local<br />
designers in the districts.<br />

prizes, transportation of<br />
designers and catering. <strong>The</strong> aim<br />
was to promote local products<br />

R10 000, followed by ELL Tawi<br />
Design and Knit with R8000<br />
and Mayiwe Range Creation<br />
was third and received R6000.<br />
In the modern-traditional<br />
category Liamber Traditional<br />
won the first prize worth<br />
R10 000, Mayiwe Range came<br />
second and received R8000 and<br />
Asenozuko Designs, third,<br />
getting R6 000.<br />
<strong>The</strong>re was only one winner<br />
each in the bead, creative,<br />
urban and traditional wear<br />
categories and that was<br />
Kolobile Siphesande, Sanele,<br />
Bali in Style and Litha Lethemba<br />
respectively, who each won<br />
R10 000.<br />

Pepper mint<br />

and relaxed<br />
IT IS near that time of the year again – busy with<br />
shopping, holidays and gorging ourselves with<br />
more fast food!<br />
Year-end festivities are around the corner.<br />
Stricter dietary control gets tossed out the<br />
window. In through the door comes more food<br />
and drinks. Often happy times equal abundant<br />
yummy food.<br />
Sorry, but your digestive system can only<br />
handle so much and soon will complain with<br />
some indigestion. Try not overeating, but when<br />
you do perhaps a little of a green herb called<br />
peppermint may bring back your smile and<br />
comfort. Rubbing a bit of peppermint oil with a<br />
carrier oil on your tummy may relax upset with<br />
colic, even in babies!<br />
Complimentary mint sweets are often given<br />
after a meal at some restaurants? Is it just to<br />
freshen up your breath? Could it be traced back<br />
to ancient use of the mint herb to assist<br />
d i g e st i o n ?<br />
Truth be told, most mint sweets are flavoured<br />
these days and don’t contain the main oil of mint<br />
– which is menthol. So you might only be eating<br />
mint-flavoured sweets with none of the benefits!<br />
Peppermint oil is also said to assist with<br />
headaches and nausea while it relaxes muscles.<br />
Don’t forget, it is great for common colds in<br />
clearing respiratory congestion and infections.<br />
This herb has calming effects and studies show it<br />
eases intestinal cramping with its anti-spasmodic<br />
properties. If you suffer from IBS (irritable bowel<br />
syndrome), peppermint in slow-release capsules<br />
may really be a useful aid for you in some cases.<br />
Historically, peppermint was created from a<br />
cross between water mint and spearmint. This<br />
little bright green herb grows abundantly in<br />
gardens. It is refreshing to add peppermint leaves<br />
to ice cream, rich meat-based dishes, uplifting<br />
iced teas, salads and much more.<br />
Records of peppermint have been traced back<br />
to a few thousand years ago. You might even<br />
think more clearly by inhaling some mint oil,<br />
while it is said to also enhance energy and<br />
concent ration.<br />

criticised the ANC about the state<br />
of politics in the country during<br />
his book launch last week.<br />
Mfenyana, speaking at the town<br />
hall, said the current leaders of<br />
the party were power hungry and<br />
no longer committed to improving<br />
the lives of ordinary people.<br />
<strong>The</strong> apartheid struggle stalwart<br />
said some political leaders’ main<br />
aim was to enrich themselves and<br />
their families at the expense of<br />
ot h e r s .<br />
“We need to mobilise members<br />
and potential leaders who will<br />
uphold the vision and mission of<br />
the ANC. People are now joining<br />
the party for political positions or<br />
to get tenders.”<br />
Mfenyana said he wrote the<br />
book because he felt he owed it to<br />
his family, friends and people in<br />
general to explain why he had<br />
been out of the country for 29<br />
years and also to share the<br />
experiences he gained from<br />
countries he had visited over the<br />
years.<br />

his wife, Samantha, with the help<br />

to organise the event and invite<br />
the elderly from various<br />
churches and communities to<br />
spend the day being spoiled and<br />
ser ved.<br />
“We invited people who are<br />
aged 70 years and above. We<br />
wanted the senior citizens to<br />
have a good time and forget<br />
about their daily routine. Most<br />
importantly, we wanted to give<br />
thanks to the elderly for their<br />
contribution to their respective<br />
communities and to remind them<br />
that God carries them in His<br />
Harriers want gifts for kids<br />
THE Queenstown Harriers have<br />
embarked on an ambitious project –<br />
and with your help, they may just be<br />
able to achieve it.<br />
Upon hearing that 700 children are<br />
in foster care in the Komani area, the<br />
local running club was so moved that<br />
they initiated a project to try and get<br />
a gift for each child by December 11.<br />
<strong>The</strong>y’re asking locals to buy a gift,<br />
valued at R30, wrap it (or if you are<br />
not able to wrap it, leave it<br />
unwrapped) and to drop it at the<br />
Harriers clubhouse in Frost Street on<br />
Mondays, Tuesdays and Thursdays<br />
for power, referring to the<br />
provincial elective conference<br />
which had ANC members throwing<br />
chairs.<br />
Mfenyana has been made the<br />
electoral chairperson for the 54th<br />
ANC conference set to take place<br />
in December. <strong>The</strong> voting system<br />
would be strict to avoid attempts<br />
to manipulate votes.<br />

will be allowed in the voting<br />
booth. <strong>The</strong>se are just some of the<br />
few measures that will be taken<br />
into account to restore trust and<br />

Elderly treated to<br />
festive lunch event<br />

“We had three months to<br />
prepare for this day and were<br />
fortunate as we received<br />
sponsorships from local<br />
businesses and individuals.”<br />
Samantha said they had<br />
expected about 140 people, but<br />
due to other commitments and a<br />
lack of transport, some people<br />
could not attend.<br />
She said it was hoped that<br />
next year’s event would be even<br />
bigger and better.<br />

DJ Crazy making strides<br />

MVUZO Tafeni, affectionately<br />
known by his stage name of DJ<br />
Crazy, has made significant<br />
strides at the national one-day<br />
DJ competition called Bokwa in<br />
Johannesburg this month.<br />
Tafeni, who grew up in zone 1,<br />
Ezibeleni, said he first fell in love<br />
with music in 2007.<br />
“<strong>The</strong>re was a guy whose name<br />
I cannot remember who used to<br />
teach us how to DJ. <strong>The</strong>re were<br />
three of us. I had started with<br />
compiling house music while I<br />
was still at WB Rubusana High<br />
School,” he said.<br />
“In 2009, I left music and<br />
focused on my books as I was<br />
studying information technology<br />
at Walter Sisulu University in<br />
East London. I acquired a<br />
diploma in information<br />
technology in 2012 and after I<br />
had completed varsity, I returned<br />
to being a DJ again.”<br />
Though music is Tafeni’s<br />
passion, cracking into a niche<br />
market in East London came<br />
with challenges as he said East<br />
London’s clubs and DJs were not<br />
really inclusive if you did not<br />
originate there.<br />
“I used to DJ in clubs in<br />
Mdantsane, town and Quigney.<br />
DJs in EL will give you a chance,<br />
but if you do a good job, they<br />
will not give you another chance.<br />
If you are originally from EL,<br />
even if you are a bad DJ, they<br />
will support you fully,” he said.<br />
He continued, saying clubs in<br />
Komani were similar to those in<br />
EL, in that they did not afford<br />
opportunities to young DJs to<br />
show their skills. Even the guest<br />
DJs offer to play free. He said<br />
resident club DJs were not<br />
appreciated by club managers<br />
e i t h e r.<br />
Tafeni said, “DJs are not paid<br />
much by club owners. I am not<br />
putting money ahead of what I<br />
do, but where I am the resident<br />
DJ in Port Elizabeth, there is a<br />
club owner and promoter, so it<br />
hurts when they hire someone<br />
for R20000 and you see that you<br />
could have done better than the<br />
guest while you are not paid<br />
much.<br />
“You are promised that they<br />
will host an event where the DJ<br />
will get 60% and they will get<br />
40% of profits made, but that<br />
never happens. My cousin is<br />
thinking of quitting because he<br />
is tired of the way we are<br />
treated. You get tired and do not<br />
want to go to the club, but when<br />
are called you feel bad and go,<br />
because you love what you do.”<br />
Tafeni said he had shared the<br />
stage with the likes of DJ Tira,<br />
Heavy K Busiswa, Rulfgum, DJ<br />
Cristos and Naaq Music and<br />
competed in a national one-day<br />
DJ competition in Johannesburg<br />
this year called Bokwa, where<br />
they had to play a mix that kept<br />

the dancers on the floor, and<br />
Tafeni says he ended in the top<br />
three.<br />
“I found out about the<br />
competition on Facebook. I<br />
thought it was a kwaito DJ<br />
competition, but I knew one of<br />
the dancers and they said I could<br />
also enter. When I was in the top<br />
three, DJ Clock asked if I was<br />
from Johannesburg and after<br />
telling him I was from Komani,<br />
he said if I kept it up I could be<br />
like DJ Coffee, because I had<br />
something different,” Tafeni said.<br />
Tafeni said for a month from<br />
the end of April next year he<br />
would be the DJ at Ibiza in Playa<br />
D’en Bossa. He advised pupils<br />
aspiring to be DJs in Komani not<br />
to rely on the profession alone,<br />
but to have a back up of<br />
e d u c at i o n .<br />
He works as an IT technician<br />
and has his own reliable income.<br />

<strong>The</strong> question asked by the office of<br />
the Cogta MEC Fikile Xasa that the<br />
municipality must give him reasons<br />
why he should not put it under<br />
administration has been left<br />
unanswered. This question is<br />
informed by the assessment of the<br />
discontinued line which<br />
might be what I was looking<br />
for and if I would wait a<br />
minute, he would fetch them<br />
for me to look at.<br />
It was exactly the right<br />

I would like to publicly<br />

Noluthando Nqabisa falls short to<br />
explain, from August last year, what<br />
measures have been put into place to<br />
address the situation. Have the<br />
communities been informed to jointly<br />
look at an amicable solution? This is<br />
Zimbabwe in<br />

– look at Iraq, Libya,<br />
Sudan and many other<br />
countries where coups<br />
have taken place.<br />
Even the opposition<br />
parties in Zimbabwe<br />

have failed to uphold and defend the<br />
Constitution. Chapter 7, Section 152<br />

council has an obligation to report,<br />
explain and be answerable for the<br />
consequences of decisions it has<br />
made on behalf of the community.<br />
Furthermore, people must be able to<br />
clearly see how and why a decision<br />
was made and what information,<br />
advice and consultation council<br />
considered and which legislative<br />
requirements were followed.

WORKING relationship between a<br />
local business, Lazy 8 Trust, and the<br />
largest Merino wool top-maker in<br />
China, Tianyu, is not only breathing life into<br />
a former disused factory in Queendustria<br />
but also boosting the wool export business.<br />
Lazy 8 Trust was formed on March 1, 2013, as<br />
a steel/wool company. <strong>The</strong> business started<br />
buying wool for Lempriere SA CC which was<br />
then processed by BKB. Business took another<br />
turn earlier this year when Lazy 8 decided to<br />
start dealing with Tianyu South Africa Pty Ltd.<br />
<strong>The</strong> processing of wool is done in Komani and<br />
then exported directly to China. Cutting out<br />
the middleman means that Lazy 8 can now<br />
buy the wool for a better price from emerging<br />
farmers in the district and surrounding areas.<br />
With branches in Maclear, Ugie and Komani,<br />
the Lazy 8 and Tianyu partnership is already<br />
paying dividends. <strong>The</strong> wool is being transported<br />
from the Ugie and Maclear branches to the<br />
Queenstown branch where processing is done<br />
into types which are core tested. Samples<br />
are sent to the wool testing bureau SA in<br />
Port Elizabeth and results are sent back to<br />
the local business. <strong>The</strong> Maclear branch is<br />
managed by Gordon Shuman, assisted by Nikky<br />
Bezuidenhout as office administrator with<br />
Nozukile Mankayi as assistant store manager.<br />

top-maker in China and one of the largest<br />

scouring wool and top-wool manufacturing and<br />

the most saturated markets in Komani were<br />
the catering business, construction<br />
companies and law firms.<br />
Boloshe was speaking at a start-up business<br />
workshop which was organised by the Black<br />
Management Forum and Eastern Cape Development<br />
Corporation at the Cooperative House on Thursday.<br />
<strong>The</strong> three-day training session for existing and<br />
aspiring entrepreneurs started on Tuesday.<br />
She said the competition was high in the<br />
aforementioned industries, with most caterers and<br />
contractors depending on government departments<br />
and municipal contracts for jobs.<br />
“We want people to consider the limited chances<br />
in this regard. We are not stopping them from<br />
opening these businesses but we are trying to open<br />
their eyes to other business opportunities that exist.”<br />
Boloshe said one of the motivations of the<br />
workshop was for the participants to come up with<br />
five business ideas.<br />
“We are encouraging them to go to their<br />
communities to find out what services are needed<br />
but which are not currently provided. We will then<br />
conduct market research to see if the ideas are<br />
fe a s i b l e .”<br />
One of the challenges faced by small enterprises<br />
was a lack of discernment between the benefits and<br />
the disadvantages of a sole propriety, close<br />
corporations, partnerships and a company.<br />
She said participants should develop<br />
entrepreneurial qualities.<br />
“To develop entrepreneurial skills we did a swat<br />
analysis which focused on the strength and<br />
weaknesses of an individual and the opportunities.”<br />
Boloshe said after the training they hoped for<br />
participants to get the businesses registered in<br />
Seda's database.<br />
She said small enterprises needed to invest in<br />
marketing. “Big businesses make themselves visible<br />
via branding, but the same can not be said about<br />
township businesses. <strong>The</strong>y must learn how bigger<br />
businesses market themselves and come up with<br />
ways on how to emulate them in an affordable<br />
manner. ”<br />

Economy puts brakes<br />

SA property markets are feeling the pinch<br />
THE property market<br />
has shifted notably<br />
over the last 18 months<br />
as the fall-out from the<br />
weak political and<br />
economic climate, poor growth<br />
and credit downgrades<br />
continue. <strong>The</strong> inevitable result,<br />
said Seeff Property Group<br />
chairman Samuel Seeff, is that<br />
this rather good performing<br />
economic sector, is now also<br />
taking strain.<br />
Where it was a sellers’<br />
market until early last year, we<br />
have seen a progressive shift<br />
this year which has manifested<br />
in lower demand and rising<br />
stock levels, combined with a<br />
decline in buyer confidence,<br />
flat price growth and deals<br />
taking longer to conclude.<br />
<strong>The</strong> outcome, is that we<br />
head into 2018 with a buyer’s<br />
market for most areas, even<br />
some Cape locations.<br />
Of concern, he added, is<br />
that there is still a lag on the<br />
sellers’ side of the equation<br />
with price expectations out of<br />
step with the market.<br />
<strong>The</strong> result, he said, is an<br />
overall weaker market with<br />
low levels of liquidity that now<br />
favours buyers in most areas.<br />
Overall, the market is down<br />
by about 15%-20% from the<br />
2015 highs. Yet, said Seeff, we<br />
operated this year with slightly<br />
improved fundamentals<br />
compared to last year, being a<br />
lower repo rate (6.75% v 7% in<br />
2016) and slower inflation<br />
(5.3% v 6.5% in 2016).<br />

slow-down in semigration is<br />
also attributable to the slow<br />
rate of sales in other<br />
provinces, combined with the<br />
high prices in the Cape which<br />
has now also put a dampener<br />

<strong>The</strong> mid-market below<br />
R2-million remains the most<br />
active, but very susceptible to<br />
financial strain.<br />
<strong>The</strong> upper end, despite<br />
being able to better absorb<br />
economic fluctuations, said<br />
Seeff, has seen a notable<br />
slow-down in the Gauteng<br />
market above R5-million and<br />
in the Cape above R8-million<br />
and above R18-million on the<br />
Atlantic Seaboard. <strong>The</strong> holiday<br />
and investment market has<br />
also slowed as an inevitable<br />
fall-out from the weak<br />
confidence levels.<br />
Seeff noted further that the<br />
finance minister painted a<br />
subdued outlook in his mini<br />
budget and we are in for a<br />
tough economy and property<br />
market next year. While by no<br />
means gloom and doom, it is a<br />
period of prudence ahead for<br />
proper t y.<br />
While looking forward to a<br />
busier summer period,<br />
especially the first part of the<br />
year when there is always<br />
higher activity, the biggest<br />
challenge for the economy and<br />
market remains the unstable<br />
political climate and poor<br />
economic decision-making, he<br />
said.<br />
That said, history has shown<br />

THE Coega Development<br />
Corporation (CDC) has<br />
reacted in response to the In<br />
Touch column, “Weep for the<br />
many poor children of SA”<br />
(<strong>November</strong> 10), in <strong>The</strong> <strong>Rep</strong> as<br />
being factually misleading.<br />
In a statement, Simlindele<br />
Manqina, who is responsible for<br />
communications and stakeholder<br />
relations: business relations at<br />
Coega, said the CDC had seen the<br />
successful completion of more<br />
than 90% of school projects<br />
allocated to it by the Eastern<br />
Cape Department of Education.<br />
“<strong>The</strong> CDC, as an implementing<br />
agent of the Eastern Cape<br />
Department of Education<br />
(ECDoE), supports the<br />
department with delivery of<br />
enabling infrastructure, and has<br />
made inroads in addressing the<br />
schools infrastructure backlog<br />
throughout the Eastern Cape,<br />
within the mandate of projects<br />
allocated to the CDC by the<br />
depar tment.“<br />
<strong>The</strong> CDC had remained one of<br />
the top performing implementing<br />
agents in the country and EC out<br />
of many contracted to the<br />
department in the infrastructure<br />
development programme. <strong>The</strong><br />
CDC has, to date, managed to<br />
successfully complete well over<br />
500 projects, accumulatively<br />
valued at R1.27-billion since 2006.<br />
On the backdrop of the slow<br />
approval rate of project scope and<br />
budget to implementing agents<br />
by the Eastern Cape depar tment<br />
of education, the 900 schools<br />
mentioned in the column have<br />
materialised to 750 that have<br />
moved forward with a viable<br />
construction implementation.<br />
<strong>The</strong> CDC’s participation in<br />
infrastructure to schools like<br />
Lumko High School at Amalinda<br />
in East London, Sea Vista Primary<br />
School, AV Bukani Primary School<br />
and Mzingisi Primary School, all<br />
in Uitenhage, Isikhoba Nombewu<br />
Technical High School,<br />
Gxwalubomvu Junior Secondary<br />
School both in Cofimvaba, have<br />
been nothing short of a miracle<br />
when compared with before the<br />
CDC became involved.<br />
“As a demonstration of the<br />
CDC’s commitment to ensuring it<br />
delivers timeously on projects<br />
allocated to it, the CDC has<br />
recorded some key milestones in<br />
the infrastructure programme<br />
through the successful<br />
completion of school projects<br />
within budget, scope and time.”<br />
In the financial year 2014-15,<br />
the CDC was allocated 110<br />
sanitation projects by the<br />
department valued at<br />
R146-million. <strong>The</strong> organisation<br />
achieved an impressive success<br />
rate of 96% with 103 of the<br />
projects completed successfully<br />
and handed over to the<br />
depar tment.<br />
In the financial year 2015-16 the<br />
CDC was allocated 159 school<br />
fencing projects and recorded a<br />
75% success rate, with 120 of the<br />
projects completed successfully,<br />
with the remainder transferred to<br />
the following year due to budget<br />
constraints from the department.<br />
In the 2016-17 year, the CDC<br />
was allocated 108 temporary<br />
classrooms, with a success rate<br />
of 69% with 75 of the projects<br />
completed successfully. <strong>The</strong><br />
remainder was transferred to the<br />
following year due to budget<br />
constraints from the department.<br />
“<strong>The</strong> statement –‘<strong>The</strong><br />
department pays the money to<br />
Coega which then takes between<br />
6 and 10% of the budget as<br />
management fees ...’ Once again,<br />
as a demonstration of the<br />
misinformation visited upon the<br />
CDC in the article by Phumelele P<br />
Hlati is considered to be<br />
economical with the truth.<br />
Implementing Agent management<br />
fees are prescribed by National<br />
Treasury and provincial treasur y,<br />
and payments are made strictly<br />
on the basis of department<br />
verification of deliverables from<br />
the CDC. In accordance with<br />
treasury stipulations, the<br />
department does not advance<br />
funds to the CDC for<br />
implementation or management<br />
fe e s . ”<br />
<strong>The</strong> CDC, as a state-owned<br />
entity, was audited by the<br />
Auditor-General of South Africa.<br />
Dating back since the inception of<br />
the CDC, the organisation had<br />
consistently received an<br />
unqualified audit opinion,<br />
including for the past financial<br />
y e a r.<br />
“As such, the unsubstantiated<br />
information contained in the<br />
column is best described as an<br />
attack on the integrity and good<br />
standing of the CDC.”<br />
Project steering committees<br />
consisting of the Eastern Cape<br />
department of education, SGBs<br />
and principals were established<br />
to support the CDC and project<br />
team with the construction stage<br />
implementation. Prior to the<br />
construction stage, departmental<br />
officials participated in planning<br />
stage activities to ensure and<br />
approve the project scope, cost<br />
and quality of infrastructure<br />
deliverables align with the<br />
gazetted norms and standards<br />
and education department<br />

THE Chris Hani District<br />
Agency (CHDA) is<br />
partnering with institutions<br />
of higher learning in embarking<br />
on career seminars and road<br />
shows targeting life orientation<br />
(LO) teachers.<br />
<strong>The</strong> objective of these<br />
seminars is to provide the<br />
teachers with basic orientation<br />
to career development and<br />
information on post-school<br />
education and training<br />
opportunities. CHDA partnered<br />
with the finance and<br />
accounting services seta<br />
(Fasset), bank seta (Bseta), the<br />
department of higher education<br />
and training (DHET) and the<br />
department of basic education.<br />
A career workshop was held<br />
in Cradock for two days where<br />
40 Grade 7 LO teachers from<br />
Hofmeyr, Middelburg and<br />
Cradock schools participated.<br />
<strong>The</strong> two-day teacher<br />
workshop was followed by a<br />
two-day roadshow programme<br />
that targeted schools in the<br />
three towns, where about 1800<br />
pupils from historically<br />
disadvantaged schools<br />
benefited from the programme.<br />
Shortly afterwards CHDA and<br />
partners held a career seminar<br />
for pupils at Cofimvaba High<br />
School where 2 162 grade 9<br />
learners from 52 schools<br />
throughout the Cofimvaba area<br />
par ticipated.<br />
Thanks to the partnership, the<br />
Chris Hani East education<br />
department Grade 9 LO<br />
preliminary examination paper<br />
included career choice-related<br />
questions and was followed by<br />
a career dress-up programme.<br />
<strong>The</strong> seminar evaluation,<br />
conducted by the DHET and<br />
CHDA through the seminar<br />
evaluation forms, reflected that<br />
the model was welcomed by<br />
both teachers and pupils.<br />
As a result, the model was<br />
then rolled out to the entire<br />
dist rict.<br />

THE Bhisho High Court has set aside the<br />
removal of Viwe Hebe as the senior traditional<br />
leader of the Aba<strong>The</strong>mbu Traditional Council in<br />
Whittlesea after a prolonged dispute of the<br />
position by AmaTshatshu tribe member Sabelo<br />
K at s i .<br />
<strong>The</strong> battle between Hebe of the AmaNgxongo<br />
tribe and Katsi over who should be the rightful<br />
leader of the council in the Hewu district<br />
started in 1997 when Hebe’s father died.<br />
Katsi claimed the tribe to which Hebe<br />
belonged had no historical connection to<br />
Whittlesea and that the family had no royal<br />
blood.<br />
<strong>The</strong> Commission on Traditional Leadership<br />
Disputes and Claims investigated the claim and<br />
made a recommendation that Katsi be<br />
appointed as chief.<br />
<strong>The</strong> dispute between two traditional leaders<br />
over the chieftainship of the Aba<strong>The</strong>mbu<br />
traditional community of Zweledinga was<br />
further fuelled by the recommendation - upheld<br />
by the then premier Noxolo Kieviet - to certify<br />
Katsi as a traditional leader while Hebe was still<br />
in the position.<br />
Bhisho High Court deputy judge president<br />
David van Zyl who presided over the case, made<br />
findings that dealt with the unlawfulness of the<br />
implementation of the Act governing<br />
chieftainship disputes.<br />
He ruled that the failure to remove Hebe from<br />
his position was found to have rendered the<br />
appointment of Katsi unlawful and was<br />
subsequently et aside.<br />
Katsi contested the appointment and laid a<br />
claim that he was rightfully the chief of the<br />
senior traditional leadership of the aba<strong>The</strong>mbu<br />
traditional council.<br />
He also claimed the area had been under the<br />
leadership of AmaTshatshu before the Hebe<br />
family relocated to Glen Grey and that Hebe’s<br />
father rose to the throne due to political<br />
influence and manoeuvring in the former Ciskei<br />
government.<br />
Speaking to <strong>The</strong> <strong>Rep</strong>, royal family chairman<br />
Myeke Hebe said the family was pleased with<br />
the outcome of the case and hoped the matter<br />
would be put to rest so that the family could<br />
focus on more important things like leading the<br />
Aba<strong>The</strong>mbu Traditional Council.<br />

woman, Nolisin Notyhawa,<br />
whose house burnt down in<br />
the township last Sunday.<br />
Notyhawa, who lives with<br />
her four grandchildren, was<br />
visiting the family of a<br />
deceased community member<br />
at the time of the incident.<br />
She said it was around 3pm<br />
when she was informed of the<br />
fire.<br />
“<strong>The</strong> fire was caused by my<br />
five-year-old grandchild who<br />
had found a box of matches<br />
and lit them under the bed<br />
while looking for something.”<br />
Notyhawa, who was still<br />
struggling to come to terms<br />
with the situation, said she<br />
was grateful that her<br />
grandchildren had survived.<br />
She was currently living in<br />
an informal settlement with<br />
the children.<br />
“My desire is to return to my<br />
old house or to at least move<br />
to a more spacious room<br />
because I feel confined living<br />
in a shack.”<br />
She said her children lived<br />
out of town and one of them<br />
would come home over<br />

THE South African Breweries regional<br />
Nedbank cup soccer playoffs could not be<br />
completed on Saturday evening due to the<br />
Dumpy Adams stadium floodlights not<br />
being bright enough.<br />
<strong>The</strong> first quarter-final was a battle<br />
between various teams, all gunning to<br />
play in the final match to qualify for the<br />
provincial games.<br />
Difra Stars took on Valgas FC and lost<br />
0-1. Holy Kings played against MK<br />
Academy and drew 2-2 with the match<br />
won by MK Academy in a penalty shoot<br />
out by 4-5.<br />
Amavarara FC also drew 1-1 against<br />
Amathole FC and won the penalty shoot<br />
out by 4-2.<br />
Amakhuze Royals were on standby and<br />
automatically gained a spot in the first<br />
semi-finals and played against Valgas FC<br />
which won the match 2-0.<br />
<strong>The</strong> second semi finals were played by<br />
MK Academy and Amavarara FC. <strong>The</strong><br />
teams scored a goal each in the first half<br />
but the match could not continue due to<br />

LAST Saturday the golf club hosted the<br />
highly successful Southbourne golf<br />
day and the members of the<br />
organising comittee must be<br />
congratulated on a well run and<br />
innovative day.<br />
A wonderful addition to the event,<br />
which I hope will be the norm for future<br />
fundraising golf days, was the scholars’<br />
and beginners’ sections which teed off<br />
before the main field. It was refreshing to<br />
see such a large number of youngsters<br />
taking part.<br />
Every golfer was spoilt, a highlight<br />
being the steak roll at halfway.<br />

suffering a spell on the<br />
sidelines through injury.<br />
<strong>The</strong> year 2016 was a<br />
near-perfect period for<br />
the openside flanker,<br />
after having been an<br />
integral member of the<br />
Blue Bulls Super Rugby<br />
team and in the Currie<br />
Cup team. He was<br />
rewarded for his stellar<br />
performances in both<br />
competitions with a<br />
call-up to the<br />

pectoral muscle during<br />
training, a huge<br />
setback for the talented<br />
player who had to<br />

As if that setback<br />
was not enough, after<br />
returning to full fitness<br />
earlier this year, the<br />
injury nightmare struck<br />
again. Smit was dealt a<br />
massive blow after<br />
injuring his medial<br />
collateral ligament<br />
upon his return to<br />
action for the Bulls<br />
against the Sharks in<br />
the Rugby Challenge in<br />
June.<br />
With this unfortunate<br />
run of injuries, his<br />
hopes of Super Rugby<br />
and a return to the<br />
Springboks was<br />
eradicated for this year.<br />
Smit, who has spent<br />
the last five years at the<br />
Bulls and as a former<br />
Junior Springbok, hopes<br />
to earn more<br />
opportunities in the near<br />
