The public <strong>and</strong> policymakers can celebrate <strong>the</strong> sharp drops <strong>in</strong> overall juvenile<br />
<strong>in</strong>carceration <strong>and</strong> a fall<strong>in</strong>g arrest rate. However, it is clear that <strong>the</strong>se changes are not<br />
impact<strong>in</strong>g communities of color at <strong>the</strong> same pace as white communities.<br />
